This article aimed to assess the marginal fit of methacrylate-oligomer-phosphine-oxide curable-resin provisional-fixed dental prostheses made by digital-light-processing (DLP) three-dimensional (3D) printing. A stainless-steel master model with two abutments was scanned, and five three-unit provisional bridges were designed and printed in VITA shade A3.5 curable resin in 50 μm-thick layers. The marginal fit of each abutment was measured at six points using a profile projector. A descriptive data analysis of the fit measurements was performed by descriptive and explorative processes with the SPSS software. The curable-resin provisional restorations made by DLP 3D printing reached values of 46.37 μm (SD: 29.58 μm), which were considered clinically acceptable, with values similar to polyethylene-methacrylate and polyether-ether-ketone provisional restorations.

There is a growing pool of literature on the implications for journalism of the African moral philosophy of ubuntu. However, little of this literature is framed around the conception that the world is fundamentally violent and/or that communication itself is violent, focusing on the idea of harmonious life. This article contributes to changing this, insisting that valuing of harmonious community relations should neither involve denying the violence within which communities are established nor the taking for granted of any “we.” After all, communication is violent and failing to conceptualize African journalistic practice in ways that are consistent with how Africans inordinately experience violence is concerning. With special interest in news regarding violent, I draft a provisional understanding of news that reflects values of ubuntu, tentatively conceptualizing news values inspired by ubuntu, and advocating an ubuntu-informed normative account of how journalists should cover conflict, war, and possibilities regarding peace.

Introduction: One of the important aspects of provisional restorations, especially in case of long-span edentulous situations, short-height pontics, extended treatment time and in patients with para-functional habits is their flexural strength. Maintaining the integrity of the provisional restorations throughout the course of treatments is highly valuable and important to have a predictable outcome. Objectives: To evaluate and compare the flexural strength of composite based provisional materials. Materials and Methods: Materials: Group 1, conventional bisacryl composite material (Protemp 4, 3M). Group 2, Computer Assisted Designing - Computer Assisted Milling (CAD-CAM) composite provisional material (CAD Temp). Method: Twenty identical specimens sized 25×2×2-mm were prepared from each material. A standard three-point bending test was conducted on the specimens with a universal testing machine at a 0.5 mm/min crosshead speed, and the flexural strength values were calculated (MPa) for each specimen. The flexural strength data were statistically analyzed using T-Test. Results: The measured mean flexural strength values (MPa) were as follow: group1 = 99.38 in comparison to group 2 = 92.06. There were statistically significant differences among the flexural strengths of tested materials (P < 0.05), The conventional group had significantly higher flexural strength than the CAD/CAM group (p < 0.05). Conclusion: Within the limitation of this study, the bisacryl composite resin (Protemp 4) provisional material has superior flexural strength than CAD/CAM composite material. Although many authors recommended the use of CAD/CAM provisional materials, this study prove that the material composition is as important as the material method of fabrication.

ABSTRACTObjectives: The purpose of this study was to evaluate the effect of three provisional cements and two cleaning techniques on the final bond strength of porcelain laminate veneers. Methods: The occlusal third of the crowns of forty molar teeth were sectioned and embedded in autopolymerizing acrylic resin. Dentin surfaces were polished and specimens were randomly divided into four groups (n=10). Provisional restorations were fabricated and two provisional restorations were cemented onto each tooth. Restorations were fixed with one of three different provisional cements: eugenol-free provisional cement (Cavex), calcium hydroxide (Dycal), and light-cured provisional cement (Tempond Clear). Provisional restorations were removed with either a dental explorer and air-water spray, or a cleaning bur (Opticlean). In the control group, provisional restorations were not used on the surfaces of specimens. IPS Empress 2 ceramic discs were luted with a dual-cured resin cement (Panavia F). Shear bond strength was measured using a universal testing machine. Data were statistically analyzed by ANOVA, Tukey’s HSD and Dunnett tests. Surfaces were examined by scanning electronic microscopy. Results: Significant differences were found between the control group and both the light-cured provisional cement groups and the eugenol-free provisional cement-cleaning bur group (P<.05). Groups that had received light-cured provisional cement showed the lowest bond strength values. Conclusions: Selection of the provisional cement is an important factor in the ultimate bond strength of the final restoration. Calcium hydroxide provisional cement and cleaning with a dental explorer are advisable. (Eur J Dent 2011;5:373-379)

Abstract Introduction Provisional restoration refers to a prosthesis which is designed to enhance the esthetic value, or function for a short time, following which it is replaced by using a fixed prosthesis. Color stability is very important factor to be kept in mind during selection of provisional materials in aesthetically important areas. Although there are various studies which look into the issue of stability of color of provisional restorations, the results are contradictory and confusing. This study was planned to compare the color stability of commonly used provisional restorative materials after exposing them to various kinds of discolorants. Materials and Methods This work evaluated the effect of five common beverages, including tea, on color changes of different provisional materials: 1) Polymethyl methacrylates (DPI); 2) Bisacryl composite (ProtempTM II–3M ESPE); 3) Light polymerized composite (Revotek LC–GC). Color measurement of all specimens was compared with the original values of each specimen prior to immersion. Results Within the limitations of this study, it was concluded that:a) There is no difference in color stability of provisional materials.b) Only food dye produced a clinically appreciable color change, whereas color change by cola and coffee cannot be appreciated by humans and that of tea can be appreciated only by trained eyes.

SUMMARY The purpose of this study was to determine flexural properties and erosive wear behavior of provisional resin materials. Three bis-acryl base provisional resins—1) Protemp Plus (PP), 2) Integrity (IG), 3) Luxatemp Automix Plus (LX)—and a conventional poly(methylmethacrylate) (PMMA) resin, UniFast III (UF), were evaluated. A resin composite, Z100 Restorative (Z1), was included as a benchmark material. Six specimens for each of the four materials were used to determine flexural strength and elastic modulus according to ISO Standard 4049. Twelve specimens for each material were used to examine wear using a generalized wear simulation model. The test materials were each subjected to wear challenges of 25,000, 50,000, 100,000, and 200,000 cycles in a Leinfelder-Suzuki (Alabama) wear simulator. The materials were placed in custom cylinder-shaped stainless-steel fixtures, and wear was generated using a cylindrical-shaped flat-ended stainless-steel antagonist in a slurry of nonplasticized PMMA beads. Wear (mean facet depth [μm] and volume loss [mm3]) was determined using a noncontact profilometer (Proscan 2100) with Proscan and AnSur 3D software. The laboratory data were evaluated using two-way analysis of variance (ANOVA; factors: 1) material and 2) cycles) followed by Tukey HSD post hoc test (α=0.05). The flexural strength ranged from 68.2 to 150.6 MPa, and the elastic modulus ranged from 2.0 to 15.9 GPa. All of the bis-acryl provisional resins (PP, IG, and LX) demonstrated significantly higher values than the PMMA resin (UF) in flexural strength and elastic modulus (p&lt;0.05). However, there was no significant difference (p&gt;0.05) in flexural properties among three bis-acryl base provisional resins (PP, IG, and LX). Z1 demonstrated significantly (p&lt;0.05) higher flexural strength and elastic modulus than the other materials tested. The results for mean facet wear depth (μm) and standard deviations (SD) for 200,000 cycles were as follows: PP, 22.4 (5.0); IG, 51.0 (6.5); LX, 63.7 (4.5); UF, 70.5 (8.0); and Z1, 7.6 (1.2). Volume loss (mm3) and SDs for 200,000 cycles were as follows: PP, 0.311 (0.049); IG, 0.737 (0.074); LX, 0.919 (0.053); UF, 1.046 (0.127); and Z1, 0.111 (0.017). The two-way ANOVA showed a significant difference among materials (p&lt;0.001) and number of cycles for both facet depth and volume loss. The post hoc test revealed differences (p&lt;0.05) in wear values among the tested materials examined in this study. The findings provide valuable information regarding the flexural properties and the relative wear behavior of the provisional resins examined in this study.

Limited evidence is available comparing the differences between pre-operative and post-operative 3D implant positions from the viewpoint of prosthetics. We aimed to investigate the differences between preplanned positions of virtual provisional restorations and their actual positions following fully guided single-implant placement. Ten maxillary typodonts with missing right central incisors were imaged using cone-beam computed tomography, and digital impressions were obtained using an intraoral scanner. These data were imported into implant-planning software, following which the provisional restorations were designed. After data superimposition, an appropriate implant position was determined, and a computer-assisted implant surgical guide was designed for each typodont. Orders generated from the implant-planning software were imported into relevant computer-aided design software to design the custom abutments. The abutments, provisional restorations, and surgical guides were fabricated, and each restoration was cemented to the corresponding abutments, generating a screw-type immediate provisional restoration. The implants were placed using the surgical guides, and the screw-type provisional restorations were engaged to the implants. The typodonts were then rescanned using the intraoral scanner. The restorations designed at the treatment planning stage were compared with those in the post-operative scan using metrology software. The angular deviation around the central axis of the implant was measured, and the differences in the crown position were converted to root mean square (RMS) values. The post-operative provisional restorations exhibited an absolute angular deviation of 6.94 ± 5.78° and an RMS value of 85.8 ± 20.2 µm when compared with their positions in the pre-operative stage. Within the limitations of the present in vitro study, the results highlight the potential application of customized prefabricated immediate provisional restorations after single-implant placement.

This paper concerns the issue of ignorance about values, and how to best deal with it.I try to find out what we ought to do when we are ignorant of what it is valuable topromote. The proposed solution is an indirect system of “provisional values”, builtaround three goals that are likely to increase our chances of achieving real value,should such a thing be possible.These three provisional goals the system gives us are as follows: knowledge,optionality, and diversity.Knowledge is the traditional way of trying to relieve our ignorance and has beenthe focus of most philosophizing about value.Optionality means having options, or the power to act differently. This is likelyto become important should we ever discover what it is actually valuable to do.Finally, diversity is simply the idea that, not knowing what truly is valuable, weshould do as much as possible of everything in the hope that some of it may bevaluable.
Denna uppsats handlar om problemet med vår brist på kunskap om värde och hur manbäst hanterar det. Jag försöker ta reda på vad vi borde göra i situationer där vi ärokunniga om vilka mål som är värdefulla att uppnå. Den lösning som föreslås är ettindirekt system av ”provisoriskt värde”. Detta system är uppbyggt kring tre mål somsannolikt kommer att öka våra chanser att uppnå direkta eller verkliga värden, om ensådan sak skulle vara möjlig. Dessa tre provisoriska mål som systemet ger oss ärföljande: kunskap, optionalitet och mångfald.Kunskap är det traditionella sättet att försöka lindra vår okunnighet, och harvarit fokus för det mesta filosoferandet om värde.Optionalitet innebär att ha alternativ eller makten att agera annorlunda. Dettakommer sannolikt att bli viktigt om vi någonsin upptäcker vad det är värdefullt attgöra.Slutligen är mångfald helt enkelt tanken att om vi inte vet vad som verkligen ärvärdefullt så bör vi göra så mycket som möjligt av allt i hopp om att något av det kanvisa sig värdefullt.

To be able to understand future firm performance it is important to recognize and correctly evaluate what constitutes a signal. This study investigates if provisions contain signalling value regarding future firm performance. The study is conducted on firms listed on the Nasdaq OMX Stockholm from 2001 to 2010, constituting a sample of 2173 firm years. All the provision data has been manually collected from each of the firm’s annual reports. By using both univariate and multivariate analyses, the study provides new evidence regarding the association between provisions and firm performance. The findings indicate that firms who recognise restructuring provisions experience a performance improvement. The performance improvement is tied to the size of the restructuring provision i.e. the signal. Warranty and litigation provisions show no indications of having any relation to future firm performance. Thus, large restructuring provisions contain a signal of performance improvement, whereas warranty and litigation provisions do not. The thesis contributes to existing literature by providing new insight of how provisions functions as signals of firm performance

This thesis presents new empirical evidence on three important aspects of financial reporting by banks. The thesis consists of an introductory chapter that explains how the three issues are related to each other, three empirical chapters and a final summary chapter. The first empirical chapter studies the effects of accounting conservatism on the pricing of syndicated bank loans. I provide evidence that banks more timely in loss recognition charge higher spreads for the same loan provision. I go on to consider what happens to this relationship during the financial crisis. During the crisis, banks more timely in loss recognition increase their spreads to a lesser extent than banks less timely in loss recognition. The policy implication is that banks more timely in loss recognition exhibit more prudent and less pro-cyclical debt pricing behaviour. The second empirical chapter examines the relationship between the value relevance of fair value gains and losses and bank risk in an international bank sample. One possibility is that, as risk increases, the scope for subjectivity in fair value estimates increases thereby potentially rendering the numbers less useful. However another possibility is that the relevance of faithfully reported fair value gains and losses increases as risk increases. The study provides evidence that the value relevance of fair value gains and losses is positively associated with bank risk prior to the crisis. During the crisis there is also evidence of a similar positive relationship, but it is not possible to draw firm conclusions for reasons discussed in the chapter. My research also shows that the fair value gains and losses of banks that elect to use the fair value option for assets that could have been accounted for using amortized costs are more value relevant and persistent. This study provides information to policy makers on the situations when fair values are most useful to investors. The third empirical chapter examines if the market rationally prices the loan loss provisions, and the reported fair value gains and losses of US banks. The chapter models the discretionary components of loan loss provisions and fair value gains and losses, and tests if the discretionary components are priced differently from their non-discretionary counterparts. The results provide little evidence that the market misprices operating cash flows, non-discretionary loan loss provisions, or fair value gains and losses (discretionary or otherwise). However there is evidence of significant mispricing of discretionary loan loss provisions. The lack of evidence on the mispricing of fair value gains and losses is consistent with the finding on the value relevance of fair value gains and losses in the second empirical chapter.

This dissertation investigates the implications of using the Advanced Measurement Approaches (AMA) as a method to assess operational risk capital charges for banks and insurance companies within Basel II paradigms and with regard to U.S. regulations. Operational risk has become recognized as a major risk class because of huge operational losses experienced by many financial firms over the last past decade. Unlike market risk, credit risk, and insurance risk, for which firms and scholars have designed efficient methodologies, there are few tools to help analyze and quantify operational risk. The new Basel Revised Framework for International Convergence of Capital Measurement and Capital Standards (Basel II) gives substantial flexibility to internationally active banks to set up their own risk assessment models in the context of the Advanced Measurement Approaches. The AMA developed in this thesis uses actuarial loss models complemented by the extreme value theory to determine the empirical probability distribution function of the overall capital charge in terms of various classes of copulas. Publicly available operational risk loss data set is used for the empirical exercise.

The non-profit sector plays a vital role in addressing developmental challenges including poverty, unemployment and inequality. To enable the developmental mandate of the non-profit sector, Government incorporates tax reliefs in legislation as behavioural incentives. But, despite government's objective to create an empowering platform for NPOs through tax incentives, the legal framework for the taxation of non-profit organisations, especially in terms of VAT, is complex and multi-layered. The complexities of current legislation relevant to NPOs paired with the inherent limitation of financial and technical resources is limiting government's aim to create an enabling environment for these entities to flourish. The challenges are a result of both the inherent nature of the NPO sector as well as legislative challenges and shortcomings and includes limitations in terms of technical and financial resources, tax policy intent, classification of project activities, definition of income and related VAT treatment and claiming of inputs and allocation.

AbstractIn this chapter, we explore the nature of infrastructure, how it is appreciated by society, how this appreciation has changed over the lifetime of the infrastructure, and how infrastructure development and performance are influenced by the governance structures in place. While the focus in this chapter is on energy infrastructure, ample illustrative material is also provided from other infrastructure sectors. We examine the trends towards technological and administrative decentralisation and towards digitalisation of infrastructure (service) provision. These trends enable formerly passive consumers to adopt new roles as providers of energy, data and transport services, and result in strongly increasing cross-sector interdependencies, especially between energy, transport and digital infrastructure. These interdependencies, however, are not reflected in the siloed governance structure of these domains, which hinders the energy transition. Furthermore, we diagnose a mismatch between, on the one hand, the focus of energy infrastructure governance on cost-effectiveness—with a view to low-cost service provision—and, on the other hand, the role of infrastructure in upholding and creating social value in terms of equity, fairness and social justice. Since the energy market liberalisation, the fundamental role of infrastructure as the fabric of society appears to be a blind spot in reflections on infrastructure and largely unexplored territory in current infrastructure policy and governance. If not remedied, this blind spot may exacerbate existing inequalities between energy consumers and create new divides in society, as is illustrated by current developments in the Netherlands with respect to sustainable heat provision. We advocate a richer value orientation in energy infrastructure governance and infrastructure governance at large, which goes beyond the current focus on efficiency and economic value, in recognition of changing societal values and priorities and, most of all, to fulfil the potential of infrastructure in creating an inclusive society.

AbstractThis chapter reflects on the process and outcomes of our co-writing approach to the book. Section 2 describes the process of co-writing that we adopted. The challenges that emerged from this process resulted in the book itself becoming an exercise in values-based practice. Section 3 describes how we took forward a values-based approach in addressing these challenges by establishing a shared framework of values. Section 4 is about outcomes. Challenging as the co-writing approach we adopted turned out to be, we believe it has been at least provisionally justified by its outcomes, namely the quality and range of the contributions to the book. The diversity of perspectives represented by these contributions takes us a first step towards establishing an international ‘open society’ supporting innovation in mental health.

AbstractSome international investment agreements (IIAs) allow states that are parties to a treaty, but are not party to a specific dispute under that treaty, to intervene on a limited basis in order to make submissions on matters of treaty interpretation. Such mechanisms have proved to be highly valued by treaty parties, as evident by the many recently-concluded IIAs containing increasingly sophisticated non-disputing treaty party (NDTP) provisions. This chapter: (1) provides the background on NDTPs mechanisms, with a focus on the North American Free Trade Agreement (NAFTA) (the first-known IIA to contain such a provision); (2) examines the possible connection between tribunals failing to give due regard to treaty parties’ interpretive positions (again focusing on NAFTA) and the current backlash against investor-state dispute settlement (ISDS); and (3) analyses trends in recently-concluded IIAs. It is argued that the apparent lack of deference given by tribunals to NDTP submissions may be contributing to the current backlash against ISDS, based on two discernible trends: (1) an increase in the number of IIAs containing NDTPs provisions; and (2) provisions that now state that not only are treaty interpretations made by treaty parties binding on tribunals (such provisions also have their genesis in NAFTA), but that, in addition, tribunals’ decisions must be consistent with such agreed interpretations (the latter an innovation of a NAFTA party in 2003). Such trends are also visible at the institutional and multilateral levels, such as the revision of the Arbitration Rules of the International Centre for Settlement of Investment Disputes (ICSID) and the Mauritius Convention on Transparency in ISDS of the United Nations Commission on International Trade Law (UNCITRAL), and show no sign of slowing down.

AbstractThis chapter describes through the narratives of those involved the contrasting experiences of one black and three white men who have worked together over a number of years on a series of academic and training projects. The shared aim of the group is to reach better understanding of each other’s perspectives (to get ‘beyond the colour bar’) thus gaining insights that could contribute to reducing the black-white inequalities that continue within mental health service provision. The extent of the differences between group members revealed by their respective narratives might suggest that they have failed in their shared aim. Held together however as they are by the premise of mutual respect underpinning values-based practice, the differences between them point instead to the importance of ‘whiteness’ as an implicit cultural frame driving racial inequalities in mental health. Challenging this frame and thus delivering more equal treatment will involve overcoming the challenge of pluralism at the heart of values-based practice.

AbstractDue to demographic changes all European countries face significant challenges concerning the provision of home and community care for older people. While challenges in organising care services seem to be generally similar, the resources, values and responsibilities are different across countries. The purpose of this chapter is to investigate current knowledge and patterns concerning exclusion from home care services in Central and Eastern European countries, focusing especially on Hungary as a central EU member state and the Russian Federation, as a non-EU Eastern European country. As existing international research typically focuses on Anglo-Saxon contexts, this chapter draws on the national language literature of these two nations as sources of empirical data for the analysis. Our analysis indicates that there is a long-standing risk of exclusion from home care services in both countries, with a need for reform to existing provisions to address this exclusion. Despite this a differential impact of macro-level policy is evident within the two jurisdictions, with some new innovations within the Russian Federation.

This is an inquiry into the “actionable credibility” of information values in informing and how it depends on other attributes of data and information quality. Empirical survey-based research by Wang and Strong (1996) ignores the multidimensional aspects of credibility. Studies that ignore them may produce unreliable results. Most publications discuss these attributes as independent quality factors. This paper identifies and describes the ignored dependencies. To yield research results of a more lasting validity, one must go beyond empirical studies. This inquiry continues the development of a theoretical model of operations quality requirements of data and information values as proposed by Gackowski (2004, 2005a, 2005b). The results are presented for challenge, critique, and discussion.

Engineering components, particularly those containing weldments, may contain small crack-like defects that experience combinations of primary and secondary stresses during service. A new function, g(), has been introduced previously to quantify the influence of plasticity interaction under combined primary and secondary loading on a components crack driving force. This paper compares g() with experiments performed to consider g() over a range of plasticity values. This experimental programme was performed on scalloped notch three point bend specimens that had experienced a pre-compression to induce a residual stress field before being tested to failure over a range of temperatures (−150, −90 and −50 °C). Samples which did not undergo a pre-compression were also tested to provide an estimate of the materials fracture toughness at the temperature in question. Through analysing the experimental results it is clear that further material characterisation is required. This paper, therefore, only presents the initial results at this stage. However, as a pessimistic interpretation of the results has been made, and since both the existing R6 and the g() plasticity interaction parameters are acceptable, the experiments provide useful validation to both methods.

The paper analyses the effect of Public Private Partnership Act on the ownership structure of local public utilities’ providers in Slovenia. The Act affected the legal status of public enterprises, where solely public ownership was prescribed, and therefore demanded the reorganization of existing public enterprises. The paper aims to evaluate the reorganization of the existing public enterprises, the motives of reorganization and the advantages and disadvantages of the reorganization under the new legislation. The paper presents results based on the primary data collection through a detailed on-line questionnaire sent to the Slovenian local public utilities’ providers in the area of water and wastewater management, in the period from 2018 till 2020. The collected data is used in the comparative analysis which gives evidence about the final outcomes of the reorganization process. It is evident that policy proposal contributed to the increased public ownership in local public utilities provision.

Ecosystem services are all goods and benefits that humans obtain from ecosystems. These are essential for human survival, social and economic development. With the impacts of climate change, ecosystem degradation and loss of biodiversity, the efficient and complete provision of ecosystem services is also under threat. The paper presents community capacity building activities on ecosystem services and climate change implemented under the ECO - SMART project (Cooperation program Interreg V-A ItalySlovenia 2014-2020). Since the design of coordinated local climate change adaptation plans of selected pilot Natura 2000 sites in Slovenia and Italy is a project objective, activities aimed at strengthening competences of crossborder local communities and confronting different stakeholder views are of particular importance. The educational needs of the community were identified through a questionnaire. The respondents' knowledge regarding mentioned contents, interest for capacity building and participation in training events were analysed. The results were taken in consideration during design of capacity building activities.

In order to ensure that the quality of telehealth services is adequate, the use of standards is indispensable. Telehealth offers remote monitoring and embraces those aspects of telemedicine where communication takes place directly with patients. Both come within the broader frame of reference that is offered by the term digital health. However, there are relatively few standards for services in the field of digital health. This means that standardization institutions and user associations should work together in the development of appropriate standards. Those standards that do exist are of variable quality and only sometimes utilized. However, in a context of rapid changes in technologies and service configurations, they will carry increasing importance within health strategies and practice frameworks; and will be in need of greater enforcement. In this paper, we will emphasise the importance of standards for remote health support and medical treatment. We will offer some examples of standards relating to digital health in European and internationally. We offer definitions for remote health service provision that relate, in particular, to the needs of older people; and set out some of the benefits of standardization of telehealth and telemedicine services within eHealth strategies.

The ASME (formerly the American Society of Mechanical Engineers) code titled Operation and Maintenance of Nuclear Power Plants (OM Code), Division 1, “Section IST: Rules for Inservice Testing of Light-Water Reactor Power Plants,” defines a post-2000 plant as a nuclear power plant that was issued (or will be issued) its construction permit or its combined license for construction and operation by the applicable regulatory authority on or after January 1, 2000. The New Reactors OM Code (NROMC) Task Group (TG) of the ASME OM Code Committee is assigned the task of ensuring that the preservice testing (PST) and inservice testing (IST) provisions in the ASME OM Code are adequate to provide reasonable assurance that pumps, valves, and dynamic restraints (snubbers) for post-2000 plants will operate when needed. The NROMC TG has prepared updated guidance for pumps and pyrotechnically operated (squib) valves in new reactors that has been incorporated in the ASME OM Code. Currently, the NROMC TG is preparing proposed guidance for surveillance of safety-significant pumps, valves, and dynamic restraints in nonsafety systems at post-2000 plants that employ passive safety-related post-accident heat-removal systems (referred to as passive post-2000 reactors). The NROMC TG is also evaluating pump and valve surveillance provisions that would ensure that safety-significant components in small modular reactor (SMR) designs are verified to be operationally ready while providing flexibility to accommodate potentially extended refueling cycles associated with these post-2000 plants. There are several other changes and evaluations being performed by the NROMC TG to provide reasonable assurance of the operational readiness of safety-significant pumps, valves, and dynamic restraints while still weighing the cost-effectiveness of the requirements. The NROMC TG also considers risk insights in its evaluation of PST and IST provisions for post-2000 plants. This paper discusses the NROMC TG activities to develop the recent and planned improvements to the PST and IST provisions in the ASME OM Code to address pumps, valves, and dynamic restraints in new reactors. Tree species are characterized by their perennial growth habit, woody morphology, long juvenile period phase, mostly outcrossing behaviour, highly heterozygosity genetic makeup, and relatively high genetic diversity. The economically important trees have been an integral part of the human life system due to their provision of timber, fruit, fodder, and medicinal and/or health benefits. Despite its widespread application in agriculture, industrial and medicinal values, the molecular aspects of key economic traits of many tree species remain largely unexplored. Over the past two decades, research on forest tree genomics has generally lagged behind that of other agronomic crops. Genomic research on trees is motivated by the need to support genetic improvement programmes mostly for food trees and timber, and develop diagnostic tools to assist in recommendation for optimum conservation, restoration and management of natural populations. Research on long-lived woody perennials is extending our molecular knowledge and understanding of complex life histories and adaptations to the environment, enriching a field that has traditionally drawn its biological inference from a few short-lived herbaceous species. These concerns have fostered research aimed at deciphering the genomic basis of complex traits that are related to the adaptive value of trees. This review summarizes the highlights of tree genomics and offers some priorities for accelerating progress in the next decade.

Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.

Cable-supported pipe system (CSPS) provides a suitable system of structure for meeting the stringent structural requirements of pipeline bridges. However, due to a composite action of cable with truss and pipe members, the sudden failure of its structural member may lead to undesired vibratory response and collapse. The occurrence of a sudden break of the CSPS structural member is characterized by spontaneous dynamics and internal force rearrangement. The present study aims to investigate parametrically the collapse susceptibility and resistance of scaled down CSPS model in the event of a sudden break of the cable member by combined experimental and numerical procedures. The displacement of the structure, the pattern of internal force rearrangement, and dynamic responses were comparatively evaluated. Experimental results depict imminent cable failure under load and attendant dynamic response, but without a total collapse of the CSPS structure. Critical members causing large dynamic response amplitudes were identified and the mitigation of collapse was evaluated. Dynamic increasing factor (DIF) methods was utilized for the evaluation of the dynamic response of the sudden cable break resulting from the pattern of responses between the cable members and the rest of the CSPS structure. Comparison with provisions in other studies shows higher values DIF of the CSPS cable members which led to proposed evaluation using dynamic factor (DF). Thus, the dynamic factors for the sudden break of various cable members along the span and the errors were also estimated considering the parametric of design variables which will enable easy utilization during the structural process of CSPS.
