Resumo:
In this paper the author explores advantages and disadvantages of expanding the definition of security from the traditional state-centric and military-oriented focus of security to the broader focus on human security. The author's opinion is that human security indicates important social-economic threats, but that the theory of the concept has not yet been coherently developed. Such a broad concept with so many equally valid dimensions of security lacks mechanisms for the establishment of causal relationship among them, and for prioritisation on policy level. There are no clear answers on key questions: who or what will provide human security under which conditions, and how? The all-inclusiveness of the human security approach reduces its value as a concept both to inform and to legitimise practical policy-making.

Resumo:
Generally speaking, the traditional approach of security mainly regards states as a sole referent object of security and refutes any attempt to broaden the concept of security. This understanding is known as a realist approach. This approach, however, has been recently challenged by the Copenhagen School, the Welsh School, and the human security approach. The Copenhagen School assumes that there is now a duality of security: state security and societal security. However, both the Welsh School and the human security school look at individuals as a sole referent object of security. This article critically reviews the traditional approaches of security, the Copenhagen School, the Welsh School, and the human security approach. This article finally argues that the Copenhagen School could successfully broaden the concept of security, and therefore, it is more convincing when compared to other schools.

In the article its author has attempted to systematize various concepts and ways of approaching the issue of security by representatives of political constructivism. Constructivism is a relatively young concept, which emerged as an alternative to liberalism and political realism. The article presents the main assumptions of the constructivist vision of security, the approach to security by representatives of conventional and critical constructivism, as well as the concept of ontological security developed by constructivists.

Security is a concept defined in various ways. It is often emphasized that it is one of the constitutive attributes of human beings that define their activity. Presently, there is a tendency to eschew the state-centric concept of security in favour of the anthropocentric one. The fact that the main focus of this anthropocentric concept of security is on personal security situates the above issue within the area of security culture. The contemporary analysis of the threats that affect human safety requires the identification of diverse cause-and-effect relationhips in the complex postmodern reality, both material and non-material one. The emergence of the category of risk, on the other hand, implies the necessity of shifting the key security-related foci from the subjective sphere to the sphere of personal safety. The article is an attempt to systematize the concept of personal security and define its essence in the perspective of security sciences. For the sake of such a research objective, the problem has been formulated in the following way: What is the essence of personal security and how is it defined in the field of security sciences? The issue has been little studied so far, and the adopted qualitative approach forces the author to abandon the research hypothesis, as a non-assumptive approach has been taken in the task of investigating the researched concept. The work uses the method of the critical analysis of subject literature. The resulting systematisation of knowledge in the researched area is an attempt to review the concepts used in security sciences in such a way that allows to organize the concepts regarding personal security.

The terms environmental and ecological security are often used interchangeably by both scientists and politicians, especially in Serbia. Whereas environmental security refers fundamentally to the threat of environmental degradation to political stability, ecological security refers to the creation of a condition where physical surroundings of a community provides for all its needs without diminishing natural resources. Accordingly, ecological security is embedded in the concept of sustainable development. Various trends in the development of security concept and environmental changes are presented in this paper. Finally, scientific explanations of the terms environmental and ecological security are given.

The perception of safety is a very individual feeling although it is the standard and the level of living that undoubtedly affect various fears and threats appearing in rich and poor societies. The aim of this article is to compare attitudes towards safety and its perception by people living aside, but in completely different social and economic conditions. Both South and North Koreas are historically very close to each other yet, totally different conditions of living on both sides of the Korean Peninsula make safety quite opposite notions. The residents of the Brasilian districts of poverty and crime, infamous favelas, live in a world where being a member of a gang ensures safety. For other inhabitants of Brasil and tourists, security means staying as far away as possible from favelados i.e., the residents of poor districts. For determined African refugees, Europe seems to be a safety heaven and even the risk of losing their lives on the long and most dangerous route to Europe is worth taking. However, for many Europeans their safety ends with the influx of immigrants.

Summary The author, instead of concentrating on the crystallization into legislation of the Canadian concept of social security, analyzes the present pattern of social measures administered on the local, provincial and federal levels; he studies the principles on which the programmes are based and to which they must conform. In order to establish such programmes it is necessary to take into account historical factors, deep-seated religious convictions, the experience of older societies and geographic and cultural patterns. To the State belongs the responsibility of helping individuals to provide more adequately for their security and welfare; the State must not be omnipotent and destroy all private or collective initiative in this direction. On each level of government, the Canadian public administrations contribute in a vital way to social welfare.

An article deals with analysis of the concept “tax”, determination of its role in a market reform, as well as a list of financing from tax receipts. The levels of tax security are determined: national (state), regional, of tax payers. In tax security such an element as the tax security of enterprises is defined. A substantial characteristics of a term “tax security” is given, for which an economic, social, legal elements and principles of functioning of the above mentioned concept were determined. The characteristics of a category “tax culture” is given. Authors of the article indicated that trust and cooperation between all participants of tax relations facilitate the development of a tax culture, which will result in building of effective national economy and reliable tax security of a country. The essence, concepts, purpose, tasks, methods and principles of construction of the economic nature of tax security are analyzed. The main risks, threats, expectations and results of its effective construction are identified. In this article main indicators of tax security are determined and their types are listed. Several concepts of “tax security” are given. Emphasis is focused on the lack of a single concept for defining tax security at the legislative level, which would indicate the priorities, goals and objectives, ways to ensure tax security of the state. The conclusion summarizes the main provisions that are necessary for the legal (legislative) consolidation of the concept of "tax security": criteria for distinguishing tax security from other types of security; set specific tasks and address the issue of ensuring effective interaction of entities in the tax sphere; will consolidate an additional indicator, such as the importance of paying their own contribution by taxpayers, which leads to the stability of the tax system.

The article is devoted to the analysis of modern interpretations of national and religious security within the framework of philosophical concepts of the West. The aim of the study is to conceptualize modern philosophical ideas about security. To solve it, the authors use the methodology of phenomenological and hermeneutic analysis of texts, historical-cultural and comparative analysis. The novelty of the study is due to the fact that the current trends in the development of the philosophy of security here are associated with the desire to understand the essence of security as a complex system, the structure of which consists of a number of subsystems, including man, society, power, international community. The authors prove that the provisions’ synthesis of these concepts provides the basis for the formation of an integral concept of security, taking into account the concepts’ provisions that indicate the material, ontological content of threats from the surrounding globalizing world and the mental content of threats designed by consciousness in response to the increasing influence of modern processes of informatization and virtualization. According to the authors, within the framework of the integral concept of security on the basis of the principle of complementarity it is necessary to synthesize the provisions of the national-state concept of security, concept of the “world community”, concept of “soft power” and the provisions of postmodern concepts devoted to modern threats, protection from which is possible only within the framework of the collective security system, taking into account measures of protection from external and mental threats of the person, society to the state

The article presents the institutional development of the system for the protection of national security in the Republic of Lithuania. The publication reveals the prevailing concepts of national security and describes the notions of national security established in Lithuanian legal regulation. The first view of security is that a traditional policy of security is based on the idea that all the members of society or individual interests are subordinate to the interest of the state. On the other hand, the theory of human security can be defined as giving priority to the security of the individual, and it states that human security is achieved only when basic material needs are met and meaningful participation in the life of the community and human dignity are realised. Further, the development of the institutions securing the national security of Lithuania are described from the period from 1990 when the Republic of Lithuania restored independence until the present time. Additionally, it reveals the existing concept of national security in the Lithuanian Republic, and describes the main threats to Lithuanian national security, dividing these into military, political and socio-economic sectors, and indicates measures taken to combat them. After carrying out an analysis of the Acts forming the national security policy in Lithuania and other related legal Acts it can be concluded that the dominant perception of Lithuanian national security is a broad concept of national security with strong emphasis on human security issues.

Se discute el concepto deseguridad humana, y se presentan las críticas y aportesdel feminismo al concepto tradicional de seguridad. Sibien se han realizado estudios sobre las mujeres y laseguridad desde el enfoque de género, generalmente seha dejado de lado otros aspectos relacionados con loshombres y la seguridad y con la relación mujereshombresen este contexto. The paper focuses on various concepts deepening the term of „security“, on the Copenhagen school concept of societal sector of security, but also human security and the application of the acculturation theory. Human security is a concept, in which the deepening of contents of the term „security“ goes from a macro-level to a micro-level. The traditional concept of security takes into account only the state level and understands threats only to the state in itself, whereas human security redirects the attention towards the individual people. Societal sector, on the other hand, speaks of non-military threats to society and deepens the security concept even further. Based on the assumption, that the extent of risks to the receiving state depends on the effectiveness of incorporation of immigrants, the goal of the article is to apply the acculturation to the process of incorporation of immigrants into the majority population in order to minimize the negative impacts stemming from immigration.

In the article, based on the analysis of theoretical provisions of national security and current legislation governing the system of national security, the author explores the basic concepts: «national security», «national security», «types and forms of national security». As a result of the study for further development of the theory of national security of Ukraine, its implementation in modern practice of Ukraine, ensuring effective protection of vital interests of man and citizen, society and state, the author proposed his own definitions of «national security», «national security system». «Type of national security», «form of national security». The author proved that it is more appropriate to use the concept of «national security system» which means a set of measures taken by national security actors in accordance with the tasks and powers assigned to them, for timely detection / management / disposal of threats or dangers of external and internal nature. The author also formulates certain concepts of specific types and forms of national security. Thus, the type of national security is an action or set of actions of state and non-state institutions that are aimed at maintaining a level of national security that is necessary and sufficient for society and that satisfies the vital interests of the individual. The form of national security is the implementation by the subject of national security of normatively fixed, peculiar only to him measures, by means of which his powers to ensure national security are realized in accordance with the set tasks.

The paper considers the genesis of the theory of the concept of state security in Ukraine, its legal dimension, the definition of a set of state bodies, each of which has its own competence. Based on the fact that the most acceptable definition of the state is its definition as an organization of political power, it is noted that the security of the state as a system of political power in Ukraine depends on its political, economic, scientific and scientific-technological components. The author notes that the term «state security» is defined as a qualitatively defined by law state of functioning of the state as a political institution of power, which is achieved by predicting, preventing, detecting and minimizing the negative impact of existing and likely threats to the main features of the state, sovereignty, monetary and tax systems) and allows the state to effectively implement its social purpose to ensure the further development of the individual (citizen), society and the state. Thus, the hypothesis that the security of the state as an apparatus of power and management is provided by a large number of its bodies, each of which has its own competence, finds its preliminary confirmation. In the future, the author substantiates this in more detail on the example of other theoretical developments and existing legislation. Resumo:
The article is devoted to the analysis of two dominant security concepts in the modern world. Given the long bipolarity of the world, due to the dominance of the Horde and Westphalian concepts of security, the question arises about the place of Ukraine in this coordinate system. In the process of research, a historical analysis of the emergence, formation and dissemination of two, alternative concepts of security, which are characteristic of countries with different governance models. It was found that Russia and China, given the geographical and geopolitical situation and the peculiarities of the historical process, adapted and creatively refined the Horde concept of security inherent in the state of Genghis Khan. Instead, Western European countries, and later the United States, formed a concept of security based on the principles laid down by the Westphalian system in the seventeenth century. The main features of the Horde concept of security (according to H. Chkhartishvili), which is based on strict centralization, sacredness of the ruler's personality and the dominance of privileges over rights, are highlighted.

The indivisible security principle was first set out in the 1975 Helsinki Final Act and since then has been included in numerous international treaties and national strategic documents. However, the concept remains ambiguous and has not received due attention. The collective security concept has in turn been studied extensively by researchers who represent different paradigms and who have come up with diverse understandings of the term. This article adds to the ongoing conceptualisation of collective security and indivisible security and considers the implications of both concepts for European and global security arrangements in the context of Russia’s relations with the West. First, I analyse the history of the indivisible security and collective security concepts and briefly review relevant literature. Further, I come up with my conceptualisation of both notions, illustrating the theoretical claims with the case of Russia’s relations with NATO and EU countries. Building on this analysis, I assess the implications of both approaches for European and global security. I conclude that the international system cannot solely rely on either collective security or indivisible security and state the need for a middle-ground approach based on the decoupling/compartmentalisation of different policy areas.

The paper focuses on regional security, which has become a significant issue in situations where there has been a growth in the level of regional identity and the desire for relative autonomy in the general pro- cess of security system development. The approaches to security in the history of philosophy are analyzed in order to highlight the evolution of the concept of “regional security”. Comparative, systematic and her- meneutic methods are employed to reveal the aspects of regional security in terms of the problems of state, national and public security. The novelty of the research is associated with the development of the evolu- tion of ideas concerning regional security from abstract representations to the various aspects of regional practice. The conclusion is that modern regional security concepts are based on the synthesis of the meth- odology of systemic and constructivist approaches. This methodology is used to substantiate the claim that any state has to deal with the security problems of its regions and pay attention to any threats and regional interests, which may be constructible in nature, and pose a real danger associated with challenges from political, economic, military, environmental, and social spheres.

The article is devoted to studying the peculiarities of the lexical verbalization of the concepts SAFETY/SECURITY in the Eng­lish language worldview on the basis of the comparative analysis of their components, including the basic elements and their de­rivatives. The author supposes that the scope of the concepts SAFETY/SECURITY in the English language worldview is based on the general meaning “protection, protection from risks, threats or lack of them”. It is security that is the cornerstone that ensures the stable functioning of a human in society and society itself as a whole. In this regard, the problem of perception and understanding of SAFETY/SECURITY concept is becoming especially relevant in today’s society. This article examines the implementation of the SAFETY/SECURITY concept in the English language picture of the world. The purpose of this study is to set the boundaries of the SAFETY/SECURITY concept in English on the basis of a study of the categorical definitions related to safety / security that make up the core of the concept and their derivatives. The following dictionaries were used for the study: The MacMillan English Dictionary, The American Heritage Dictionary of the English Language, the Cambridge International Dictionary of English, the Longman Dictionary of Contemporary English.

A sense of security is one of the basic human needs that can be guaranteed by the state using the available methods and techniques. At present, security categories are distinguished where information security has found its place. Due to the role of information and its impact on states, societies and entities, the literature has highlighted this issue. The wide scope of information security and related topics have led to the creation of concepts that do not reflect current knowledge about information security. The aim of the article is to select, among the definitions presented by the doctrine – the definition of information security most aptly capturing its essence. In this work the author used the descriptive methodology, focusing on the comparative analytical method.

Interest in “quality of life” issues originated in the 1950s. The concept found applications in fields such as economics, social policy, medicine, sociology and psychology. Quality of life could perhaps also be an object of study for security sciences as well. Despite the continued popularity of this category, social scientists are yet to develop a commonly agreed upon definition of the concept. This paper constitutes an attempt at answering the question of whether the need for security is related to quality of life and whether it is valid to introduce a new conceptual category in the form of quality of life security. If so, then it is necessary to determine whether it is a measure that is subjective or objective. Human needs such as security and quality of life are what motivates human actions and activity. If one of the above needs is not being met, the individual become destabilised. The homogenisation and standardisation of scientific concepts would render it possible to compare data from an interdisciplinary point of view.

Целью настоящего исследования является изучение исторической динамики понятия «экономическая безопасность», его текущих трактовок, систематизация определений че-рез выделение ключевых подходов и терминов, а также выделение унифицированного метода «генерации» понятия «экономическая безопасность» и его подвидовых понятий. В статье через призму подходов различных (по времени и географии) экономических школ проведен анализ формулировок определения, произведена их сравнительная характеристика в ведущих концепциях экономической безопасности (Российская Федерация и Соединенные Штаты Америки). Вы-двинуто предложение о соблюдении непротиворечивой иерархии построения определения «экономическая безопасность» с выявлением отношений со смежными категория-ми и понятиями, представлена авторская формулировка данной категории. One of the fundamental concepts in economic theory is the con-cept of "economic security". In the practice of Russian economic research, since the 1990s there have been numerous and often heterogeneous definitions of this concept. The main purpose of the study was to consider the development of economic security concepts on the historical horizon and the modern concept defi-nitions classification, given by Russian and foreign researchers. The article puts forward the thesis that the maintaining economic process of efficiency and development, both of individual eco-nomic entities and the state, depends on a clear understanding of the economic security concept, the search for approaches to the economic security preservation. Interest is the systematization of the economic security concepts presented in the leading powers strategies. The leading method of research is the definitions according grouping to the principles of the matrix method. It was revealed that the economic security concept is disclosed using factors freely com-bined into three groups (includes: sustainability, protection of interests, ensuring sovereignty), and the most common definitions are built using words-markers: state, security, advantage, process. One of the main study results is an algorithm for constructing the definition of the economic security concept, which allows to model and refine the definition of the concept based on the initial categories, consider-ing the economic context. The author's definition is also formulated, which reflects the interrelation of such components as the protection of interests, the impact of threats, the stability preservation, inde-pendence, ensuring development, self-adaptation and self-reproduction.

The development of ideas about the category of "security" has come a long way, correlated with the development of human civilization. Initially conceived as a biological reaction, aimed at one’s own life preservation from the all-encompassing world danger for the ancient man, security moves from the category of biological reaction to the category of the thinking process with the development of mental activity, reflecting not only the response to the preservation of life, but also the anticipation of threat appearance danger. According to the authors, the qualitative transition of security comprehension from everyday life and practicality to the scientific aspect takes place at the turn of the 16th-17th centuries due to the rapid development of science and technology during this period of time. The scientific interest in the formal-logical interpretation of security understanding and the desire to develop appropriate terminology that adequately reflects the essence of security is especially evident in the philosophy by F. Bacon and B. Spinoza. However, neither during this period, nor during subsequent periods, the science has developed an established (academic) concept of security. The existing numerous concepts of security are nothing more than empirical in nature and reflect not the essence of security phenomenon, but the person’s subjective perceptions of it.

The concept of intelligence cooperation and national security is not new, particularly after realism which interpreted these concepts with different perspectives. International states are sovereign, and they got the capacity to secure themselves from internal and external threats, i.e., army is a key to state security as it can attack the enemy to protect its borders. States are not all the time hostiles, but after 9/11, the concept of national security with refers to intelligence cooperation is a highly debatable issue. This paper study the concept of intelligence cooperation with reference to Pakistan in the previous history and present perspectives after 9/11 and the Global war against terrorism.
