Power sharing regimes in resource management, including co-governance and co-management schemes, are now common across New Zealand. These schemes bring together iwi and the Crown to facilitate various environmental objectives. These arrangements often utilise the tenants of tikanga Māori, in particular the concept of kaitiakitanga, and are generally provided for outside of the Resource Management Act 1991. This thesis shows how two iwi, Ngāi Tahu of the South Island, and Ngāi Tūhoe of Te Urewera in the central North Island, are utilising such schemes to promote the interests of their people. It explains that Ngāi Tahu have built up co-governance in a patchwork manner, utilising the provisions of their settlement to build three distinct co-management arrangements in Canterbury. The thesis shows that Ngāi Tahu have yet to gain full co-governance capacity, but may well have a future role at the table in regional Canterbury governance from 2016 onwards. In comparison, Ngāi Tūhoe have been granted a different kind of governance arrangement that arguably goes beyond co-governance. This governance arrangement is based off the fact that legal personality has been granted to Te Urewera, and will allow Ngāi Tūhoe to promote the interests of their people in a unique way. The thesis will show that the face of co-governance is changing, and the future face of such arrangements may well give iwi more control. However, that there are pitfalls associated with such resource management power sharing schemes that must be taken into account when planning for future arrangements.

Throughout history the science of mass communication has been a topic of public and academic interest. In the past 3 decades portrayals of various minority groups have been of concern to researchers, health professionals and member of these groups. This study examines how people with disabilities are portrayed within the New Zealand print media and whether or not a traditional (often negative) or progressive (often positive) modes of representations predominate in coverage. Progressive focus views disability and the problems surrounding it as being located in society's failure to accommodate all members of the population. In contrast, traditional focus views people with disabilities as dysfunctional because he or she is unable to function in an environment designed by or for people without disabilities. The research corpus comprises relating to intellectual and physical disabilities and people with disabilities published in three major newspapers of New Zealand; The New Zealand Herald, The Dominion Post and The Sunday Star Times between the 1st of June and the 1st of August 2006 (N=101). These articles were collected and the content of each article was analyzed qualitatively and quantitatively. Aspects such as structure, content, terminology, sources used and attributes assigned to the people with disabilities were analysed within each article as a means of determining whether an article was positive, negative or neutral. Results show that within the New Zealand print media disability is generally portrayed in a positive or neutral manner. Moreover, it was discovered that Clogston's (1989) classifications of traditional and progressive focus were problematic because results indicated that a traditional mode of focus was dominate but this did not reflect a negative portrayal of disability. This may have been due to the disparities between the findings of this thesis and previous research conducted in other countries over a decade ago. Furthermore, it was found that the main source within each article was the government and this supported past research (Tichenor, Donohue, and Olien, 1980).

Indigenous peoples around the world have been involved, especially since the 1970s, in nationalist or sovereigntist movements, as well as in struggles for decolonization, self-determination, and recognition of their rights. Maaori of Aotearoa/New Zealand are engaged in just such processes and, particularly since the 1960s and 1970s, as part of the Maaori "cultural renaissance". Since about 70% of Maaori live in urban areas, cities---Auckland in particular---have become important sites of affirmation and struggle. This study, which falls within the field of urban anthropology, is an investigation of what being Maaori today means and how it is experienced, in particular in the city. The sense of place of Maaori living in Auckland and the appropriation of space in the urban context are important dimensions of this study. It explores the complexity of Maaori relationships to the urban milieu, which is often perceived as an alien and colonized site; the ways they create places and spaces for themselves; and the ongoing struggles to (re)affirm Maaori identities and cultural aspects considered important elements of these identities. The focus of this research is on everyday life and "ordinary" Maaori (in contrast to elites). It reveals the significance and importance to Maaori affirmation and resistance of the extended family and certain types of "city houses" which are based on "traditional" marae (Maaori traditional meeting places) principles. In contrast to many studies that have stressed the assimilation pressures of the urban milieu and global forces on indigenous societies, this research underlines processes of (re)affirmation. It shows how indigenous visions, and ways of being are maintained and even strengthened through changes and openness to the larger society. In this thesis some Māori-Māori and Māori-European transactions in pre-colonial New Zealand are examined in detail to establish why physical violence resulted although violence had not been the intention. A methodology adapted from those developed by Brass (1997) and Wilson (2008) for investigating violence has been used. The aim was to identify who were the social actors at key turning points in the sequences, what initiated the sequences and what eventually caused them to stop. Thus the focus of the analysis was to find which motivating factors influenced the actors’ decision making and caused the situations to evolve in the way they did. Using archival material, sailor and missionary journals, indigenous narratives, oral literature, genealogical and artifact records both Māori and European ways of ‘seeing’ and ‘knowing’ the world have been compared for evidence that ontological disjunction may have been a source of poor decision making. Competing notions of what constitutes theft are explored as one aspect of such disjunctions, because in all the transactions the initiating circumstance involved an action that could have been perceived as theft. Yet in addition to being a source of misunderstanding in the local cases described, theft is also shown to interfere with the social relationships of individuals and groups, diminishing their self-esteem and affecting their mana. It is this component of decision-making that is shown to have been crucial in provoking violence in all the New Zealand cases described. In turn the relationships between mana, honour and theft have been linked to contemporary records about the character and personality characteristics of the social actors who have been implicated in the violent actions. This suggests that Anton Blok’s notion of “Honour and Violence” applies cross-culturally, and equally, to early New Zealand as it does to the Northern Hemisphere examples he has used, and that further cross-cultural investigations of this connection may “allow us to reach some measure of transcultural understanding” (2001: 11). Furthermore, the results of this study also strongly suggest that preventing physical violence, promoting and negotiating peace require that mana and honour should be acknowledged.

Aspects of customary land tenure may survive even where formal rules in a society supersede custom. This thesis is about persisting custom for Maori Freehold land (MFL) in New Zealand, and the Communal Areas (CAs) of Zimbabwe. Three questions are addressed: what unwritten land tenure custom still persists for Ngai Tahu, Shona and Ndebele, what key historical processes and events in New Zealand and Zimbabwe shaped the relationship between people and land into the form it displays today, and how do we explain differences between surviving customary tenure practices in the two countries? The research was based on in-depth interviews.
A key difference between the two countries was found to lie in the type and degree of security available over the years to Maori and Shona/Ndebele. Roots of security were found in the substance of the founding treaties and concessions, and thereafter in a variety of other factors including the help (or lack of it) offered by the law in redressing grievances, the level of intermarriage between settler and autochthon, the differing security of land rights offered in urban centres in the respective countries, demographic factors and the availability of state benefits. This research finds that greater security was offered to Maori than to Shona and Ndebele, and that this has reduced the centrality of customary practices with regard to land.
The research found that, in Zimbabwe, tenure security in the CAs is still underwritten by communities and that significant investment is still made in both living and dead members of those communities. Another finding is that land custom has adapted dynamically to meet new challenges, such as urban land and CA land sales. In New Zealand, investment in groups that jointly hold rights in MFL has, to some extent been eclipsed by the payment of rates and the availability of services (e.g. state-maintained boundary records and law enforcement mechanisms) and of benefits (e.g. superannuation, disability and unemployment). Land and community are not as closely linked to survival as they were in the past and, for many, they have come to hold largely symbolic value and less practical significance. Overall, it is the pursuit of security and �belonging� that have been the greatest influences on customary land tenure practices in the long term.

This anthropological thesis focuses on female homelessness in Christchurch, New Zealand. I am interested in how different groups in society understand female homelessness and how their perceptions compare to the experiences of homeless women. Consequently, my research centres on the narratives of women who have experienced homelessness providing a view from the "inside". It is also concerned with representations of homelessness in the media and by service providers. The different representations raise issues relating to "normalisation" and "abnormalisation", classification and dichotomisation, self-governance and control, and social participation. I take up these issues to explore the social exclusion of homeless women. My research reveals a dominant homelessness discourse as well as one that might be considered a counter-discourse. The first suggests a dehumanising and unsympathetic approach as it situates homeless people as "abnormal" and "deviant" while the second suggests an empathetic and charitable approach as it situates homeless people as "normal" and "human". The media seem to reflect and reinforce the dominant discourse while service providers seem to reflect the counter-discourse. The women's narratives indicate that they reinforce the dominant discourse by internalising social norms. However, they are unable to reproduce them. Disconnection from mainstream society results in their being caught in a cycle they find difficult to break. This research shows that homeless women are predominantly positioned as social failures. They seem to be unable, or do not know how, to reproduce social norms, to govern themselves and to create meaningful and enduring social networks. Essentially, I explore why homeless women often remain on the periphery of society as "outsiders" and why they find it so difficult to transcend their circumstances. As there has been no contemporary research undertaken specifically on homeless women in New Zealand, I hope the current research will provide a building block for further research on what I conclude is a marginalised and socially excluded group of people who are dominantly portrayed as dysfunctional and "out of place".

In Canada and New Zealand there are increasing calls for recognition of aboriginal rights which previously were ignored or denied because of the application of English law to concepts of property rights and ownership. English legal principles are vitally important in Canadian and New Zealand society, but there has always been room for local adaptations which could have recognised the existing practices and rights of the indigenous peoples.
The English law makes various assumptions about ownership of rivers, dividing them into bed, banks and water, and applying various tests of adjoining occupation, tidalness and navigability to determine rights. Aboriginal property rights have been guaranteed and protected by various mechanisms such as government policy, treaty, and the courts, but there is uncertainty about the status of rivers. The form of the survey definition of reserves and rivers is also fundamental to how property rights may be determined. This thesis examines the situation of rivers in Canada and New Zealand through common law, treaty provisions and through what is now, a developing body of applicable and recognised customary/Aboriginal law. From these three legal foundations, a case study approach focuses on the practical situation of the Siksika people on the Bow River in southern Alberta, and the Kai Tahu on the Taieri River in Otago.
This investigation concludes that there are various legal mechanisms by which indigenous people may claim rights to the rivers with which they have a relationship; by resorting to English common law principles; by applying new and developing conceptualisations of customary and aboriginal rights doctrines; by appealing to tribunals examining treaty agreements; or by direct negotiation with the Crown. All of these processes require evidence of past and current relationships, use and occupation of rivers by the indigenous claimants. Current undisputed possession and control may be a satisfactory outcome, but ultimately an acknowledgement of ownership may depend on politically negotiated settlements.

This study explores the experiences of retirement village residents as they move from an independent to a supported living environment within a retirement village. It focuses on residents’ perceptions of their transitions and adopts a qualitative approach to understand the nature of their transitions and the way in which they are experienced. A grounded theory framework is used in order to capture the meanings that participants apply to concepts such as home, and to the physical, social, personal and veiled spaces in which they live.
The findings from the study reveal that as residents’ health fails, the impact of increasing dependence is such that their sense of social and personal autonomy is gradually eroded. The research also provides insights into residents’ expectations and fears surrounding end of life. In many ways the experiences of the residents in supported living environments do not differ greatly from those of residents in any aged care facility. One major finding of this research, however, is the debilitating impact on well-being that occurs as a consequence of these transitions from independent to supported living, taking place within one physical location – the retirement village – a physical space which promises prospective residents the opportunity for active and positive ageing.

The legend of Governor Grey is a major feature of nineteenth century New Zealand historiography. This thesis seeks to understand Grey as a real person. Acknowledging the past as a strange and foreign place, it argues that Grey (and previous interpretations of him) can only be understood in context. The intellectual milieu of liberal Anglicanism and Victorian structures of imperial authority are crucial to understanding Grey�s policies of racial amalgamation.
Focusing on Grey�s first governorship of New Zealand, 1845 - 1853, this thesis begins by exploring the imperial networks within which he operated. The members of Grey�s web gathered and shared information to further a range of different agendas - scientific, humanitarian, and political. Grey�s main focus was native civilisation. His ideas about race were informed by liberal Anglican theology, scientific investigation and personal experience. Grey believed in the unity and improvability of all mankind. His mission as governor was to elevate natives to a state of true equality with Europeans so that all could progress together still further up the scale of civilisation. This model formed the basis of Grey�s 1840 plan for civilising native peoples, in which he proposed a range of measures to promote racial amalgamation in Australia.
Between 1845 and 1853 Grey implemented those measures in New Zealand. He used military force and British law to establish peace and enforce Crown authority. He used economic policies to encourage Maori integration in the colonial economy. He built schools and hospitals and enacted legislation to encourage the best features of British culture and limit the effects of its worst. He also augmented his power and encouraged amalgamation through personal relationships, official reports and the structures of colonial authority.
Grey was driven by complex, sometimes contradictory motives including personal gain, economic imperatives and political pressures. His policies have had ongoing, often devastating effects, on Maori and on race relations in New Zealand. This thesis brings to light the ideas and attitudes which formed them. Grey understood himself as a Christian governor ordained to civilise Maori and join them with British settlers in accordance with God�s divine plan for improving humankind.

As a traditional country of immigration, New Zealand has often looked outside of its borders for its population composition and as a result 19 percent of New Zealand's current population were born overseas. In recent times, immigration has been used by successive governments as a means of countering severe skills shortages and off-setting a declining birth rate. While attention in the media, public and to some extent in academic circles has been largely focused on the increasing volume of immigrants to New Zealand from Asian countries, migration from Europe has often been overlooked and yet it remains an important component of the New Zealand's migration flows. This thesis explores this stream of migration - from the member states of the European Union to New Zealand - by examining the specific case study of contemporary European Union migration to the Canterbury region, incorporating migrants who live, work and study in Canterbury. The thesis used surveys and in-depth interviews in addition to secondary data to investigate the composition of the European Union migrant population in Canterbury, as well as exploring the motivations and experiences of these migrants. Conceptualising the motivations of contemporary migrants from the EU to New Zealand is difficult, due to a multiplicity of theories and frameworks surrounding the topic of migration. As such, this thesis suggests a three level framework drawn from in order to better understand the motivations of target population. Although the experiences of the surveyed migrants were largely positive, some difficulties were noted, particularly while seeking work and building friendships with New Zealanders. Finally, this thesis proposes a number of recommendations at a policy and academic level which may assist in furthering understandings of the important but often ignored group of European Union migrants in New Zealand.

This study examines three basic questions. Why did so many familiar floral species with which agricultural people have more or less successfully contested places for some 10,000 years apparently become highly problematic in New Zealand? How did those in whom the developing contest aroused considerable anxiety try to solve the problems they saw emerging? And what were the outcomes of their chosen courses of action? This study is organised around three main themes, science, the law and agricultural practices. Within each theme I take into consideration the ways New Zealanders used particular aspects of these broad disciplines to try to identify, understand and solve the problems they perceived to have been caused by their weedy biota. I also consider the extent to which recourse to these means has helped or hindered the ends they sought.
The methodology adopted for this study is a variation of an 'organisational approach', advocated by the German environmental historian Frank Uekoetter. It focuses on the ways responses to perceived environmental problems are organised within a society. From my use of Uekoetter�s model I conclude that, despite a number of setbacks during the mid to late 19th century, by 1939 New Zealanders had developed highly dynamic processes within their weed science, extending into the wider farming community, by which they could feel their way with some confidence into a future where they might better manage the contest with their weeds, if not actually eradicate them.

The starting point for this study is a socially constructed problem: the progressive degradation of natural resources of significance to indigenous communities and the lack of effective participation by indigenous communities in their management. For many indigenous communities survival was traditionally dependent upon knowledge of natural resources and the ability to gather sustainability those resources from lands, waterbodies and the seas within tribal territories. Environmental sustainability and the long term wellbeing of indigenous communities were seen as one and the same thing. But following contact with exogenous groups, and until relatively recently, indigenous perspectives on environmental management were largely ignored. Dispute over ownership, access to management and use of natural resources have been sources of long standing grievance for indigenous communities throughout the world including Maori within New Zealand.
In the last decade co-management has been promoted as a means of ensuring the participation of indigenous communities in contemporary resource management. But what is meant by co-management has been less clear.
This thesis posits that of the four possible definitions of co-management - namely dual management, cooperative management, collagorative management and community based management - it is collaborative management that promises the greatest benefits for indigenous populations and the environment alike. An analytical framework is developed which acknowledges the theories brought to such collaboration by State agencies and Maori in New Zealand. A case example is then presented of the establishment of a collaborative management programme involving freshwater in the Taieri Catchment near Dunedin.
Experience of this case suggests that in addition to affirming progressively validated general principles governing collaborative environmental management, the requirement for trusted facilitators acting at the interface between State agency and indigenous groups is mandatory. It is concluded that the potential exists for the collaborative management of environmental resources by State and Maori in New Zealand but that the process has barely begun and requires investment in capacity building on the part of both parties.

Maria Maori Motuhake or Maori self determination is developing into one of the most pressing political and legal issues in modern New Zealand. The Maori struggle for recognition of that right is a long one. It began with contact with British colonisers, and has continued in different forms throughout New Zealand's history. The following thesis suggests that that struggle is one which the Maori share with Indigenous peoples throughout the world. The recognition in law of Mana Maori Motuhake in New Zealand will come from an understanding, by both Maori and Pakeha, of the international nature of that struggle.
Accordingly the essential purpose of this thesis is to put the issue of Maori rights into an international and colonial perspective. In Part I, the question of Indigenous self determination is discussed in the context of historical and contemporary developments in international law. It is concluded firstly that there is room for the proposition that a right of Indigenous self determination can be drawn from the current state of international law. Secondly, it is argued that recent developments in the United Nations suggest positive recognition of that right will occur in the near future.
In Part II, the development of colonial law in the United States, Canada and New Zealand add a further dimension to this international perspective. In this part parallel developments in the three countries are highlighted to prove the 'indivisibility' of colonialism, and the inexorable development in modern law toward recognition of the 'colonial paradigm'- Native title and Native sovereignty.Law, Peter A. The intention of this thesis is to explore whether New Zealand trends in online dating parallel those identified by overseas studies, or whether patterns are emerging that are unique to New Zealand society. The Internet Windows Messenger instant messenger service (MSN) was used to interview 32 subjects about their experiences with online dating, covering areas such as motivation for using online dating; types of relationships sought; barriers to online dating; online rapport and offline chemistry; online infidelity; and managing 'difference'. Drawing on these responses, this thesis presents findings pertaining to a diverse group of New Zealanders' attitudes towards and uses of online dating. Some of the key findings show that online rapport does not guarantee offline chemistry; that there are gender differences in attitudes towards appearance, age, and receiving sexually explicit material online; and that sexual experimentation and infidelity are being facilitated through online dating. The issue of 'difference' as it relates to online dating has been largely neglected by overseas researchers, and for this reason was extensively included in this research. Key findings relating to 'difference' show that there is a clear split between those interviewees whose 'difference' impacted positively on their online dating experience (those with sexual 'difference' falling into this category), and those whose 'difference' impacted negatively (those with physical or mental 'difference'). In addition, those interviewees with a sexual 'difference' have been able to connect with other like-minded people through online dating, contributing to the 'normalization' of previously considered deviant behaviours. Based on the research presented in this thesis, it appears that New Zealand online dating activities are consistent with overseas trends, although there are indications that some behaviour may be more specific to New Zealand society, such as gender differences in relation to bisexuality, and covert same-sex encounters involving men who are either married or who state in their profiles that they are 'straight' or heterosexual.

Faith-based organizations contribute significantly to the human services but are relatively neglected in the academic literature. This research aims to address this gap. The field of alcohol and drug use is one in which faith-based organizations have long been involved and in which they claim to have considerable success. Therefore it was chosen as a context within which to research such organizations. The overall purpose is to describe the principal characteristics of faith-based organizations.
A questionnaire was used to gather data from fifteen faith-based organizations in Aotearoa New Zealand - from about twenty that were found to provide services in this field. Despite the small sample, the key characteristics of faith-based organizations can be identified. All respondents were ministers or managers of the faith-based organizations. They provide detailed information about various aspects of the organizations. It would be insightful to gather data from clients also, but such analysis is beyond the scope of this thesis.
The faith-based organizations are divided into three types: congregations, denominations and independents. The data for all three is presented and discussed in the thesis. Research questions concern mission statements, leadership, staff, clients, services, religiosity, funds, facilities and links with other organizations. In answering these, conclusions can be drawn concerning the purpose of the research – describing the main characteristics of faith-based organizations.

This thesis examines history teaching in New Zealand primary schools between 1900 and 1940, situating the discussion within an intertwined framework of the early twentieth-century New Education movement, and the history of Pakeha settler-colonialism. In particular, it draws attention to the ways in which the pedagogical aims of the New Education intersected with the settler goal of ‘indigenisation’: a process whereby native-born settlers in colonised lands seek to become ‘indigenous’, either by denying the presence of the genuine indigenes, or by appropriating aspects of their culture. Each chapter explores a particular set of pedagogical ideas associated with the New Education and relates it back to the broader context and ideology of settler-colonialism. It examines in turn the overarching goals of the New Education of ‘educating citizens’, within which twentieth-century educationalists sought to mobilise biography and local history to cultivate a ‘love of country’ in primary school pupils, exploring the centrality of the ‘local’ to the experience-based pedagogy of the New Education. Next, it argues that the tendency of textbook histories to depict governments – past and present – in an overwhelmingly positive light, served important ongoing colonising functions. Next it examines the influence of the Victorian ideal of ‘character’ in textbooks, particularly during the first two decades of the twentieth century, through a pedagogy centred upon the assumption that the lives of past individuals or groups could be instructive for present generations.By the 1920s and 1930s, the normative models of behaviour represented by character had come under challenge by the more flexible notion of ‘personality’ and its associated educational aims of expression, creativity and self-realisation, aims that emerged most clearly in relation to the use of activity-based methods to teach history. The juxtaposition of textbooks and activity-based classroom methodologies in the primary school classrooms of the 1920s and 1930s brought to light some of the broader tensions which existed within the settler-colonial ideology of Pakeha New Zealanders. The longer-term impact was a generation for whom the nineteenth-century British intrusion into Maori lands and cultures from which Pakeha New Zealanders massively profited was normalised.

Youth offending is an increasingly major problem in many countries and cultures. Several theories imply that a subset of young people display delinquent behaviour at a young age and go on to have an extensive and serious criminal career. Recently, there has been interest in the literature in identifying these young people early on and carrying out interventions in order to deter them from a criminal career. Many studies have examined the development and usefulness of actuarial measures of risk of future violence or recidivism in adult offenders. However, the same attention has not been paid to the youth offender population. The present study gathered data from the population (N = 4307) of all young persons in New Zealand whose antisocial behaviour resulted in a Youth Justice intake from the Department of Child, Youth, and Family (CYF) in 2002. Information was obtained about this population from the CYF database, CYRAS, and from the Police National Intelligence Application database for a stratified random sample (N = 500). Three models were developed using Hierarchical Cox regression to predict recidivism, and they each used a different definition of recidivism. The performance of the models was assessed using ROC analysis and they were found to predict recidivism with a moderately good level of accuracy. A validation sample (N = 500), different from the sample on which the models were developed, was used to further assess the performance of the models by showing that they were able to generalize to a new data set and continue to perform at an adequate level. An actuarial model, like the one developed in the present study, could be used to help make decisions about which young people within the Youth Justice System require intervention in order to reduce the likelihood of subsequent reoffending.

Background:
Multivariate analyses of quality of life (QoL) in dementia are relatively rare. This study was the first aiming to measure QoL of persons with dementia and their informal caregivers in New Zealand. To date, it is also the only study examining what interventions from primary and secondary care in New Zealand are helpful for enhancing QoL and what these interventions cost.
Methods:
In this prospective cohort study, questionnaires (including the Quality of Life-Alzheimer’s Disease Scale and the Neuropsychiatric Inventory) investigating various QoL-domains were administered to 53 outpatients of a memory clinic recently diagnosed with dementia, and their caregivers at baseline and 12-month follow-up. Time and resource utilisation were assessed in order to identify direct and indirect costs using questionnaires and diaries (over 12 months).
Results:
Cognition scores of persons with dementia (PWDs) ranged from 49 to 91 on the Modified-Mini-Mental State Examination (3MS); scores on the Clinical Dementia Rating Scale (CDR) ranged from 0.5 to 3, with 83% of PWDs being in the early stages of the illness at baseline (CDR ≤ 1).
Most PWD measurements confirmed the predicted correlations including a strong link between PWDs’ and caregivers’ QoL. Many correlations remained stable over 12 months. Combined information and support interventions achieved significantly better PWD and caregiver QoL than single interventions. Direct costs (including costs of informal caregiving time) increased with an increase in dementia severity, neuropsychiatric and behavioural symptoms and functional limitations. There was a clear trend that caregivers were more distressed if patients received less in-home support. Direct non-medical costs of PWDs living at home did not increase with the severity of PWDs’ cognitive impairment. In 2008/09, there were an estimated 1,896 persons in Canterbury providing a total of 5.47 million hours of care for PWDs. This unpaid care had a value of NZ $135.8 million. Caregivers were much more likely to be depressed if they had a low income. More than one-third of family-caregivers (39.5%) thought that financial compensation for their time spent caring would enable them to look after the PWD at home for longer.
Conclusions:
A mix of different clinical and non-clinical (including economic) factors can predict QoL in dementia. The strong link between PWDs’ and caregivers’ QoL calls for a systemic approach in dementia care. QoL can be sustained over 1 year in a cohort of mainly early dementia patients and their informal caregivers. Developing psychosocial and financial incentives could be a key factor to support PWDs and their informal caregivers in New Zealand, consequently enabling them to live in the community for longer. These outcomes also have implications for health professionals and social policy makers which must be addressed as health practitioners and the wider community strive both for best practice and for cost-effective care of our increasingly ageing population.

This thesis examines the interactions between the worlds of social classes and cultures for Maori and Europeans in late eighteenth and early nineteenth century Te Wai Pounamu (New Zealand). The very early Maori-European transactions are interpreted in the light of archival reports of what happened and how people behaved, what role objects had in these transactions, and why so many of the transactions culminated in violence. In the archival record, it is clear that ordinary sailors and Maori commoners obviously experienced, participated and reported their observations differently than captains and chiefs, thus enabling their subaltern perspective to shed a different light upon the transactions. Details of the cosmological, epistemological and philosophical understandings of the world and the place of others in it, that each of these peoples brought to the encounters, and which underpinned their actions are described and used to explain some resulting misunderstandings about trade and exchange. The agency and polyvocality of objects and their role as cultural mediators, which spoke for the human participants when language and cultural understanding were deficient is also considered. The thesis argues for a multiperspectival approach to history and anthropology, a methodology incorporating insights from indigenous and European discourse, and the concept of using additionally, insights from the present to look at the past because they may shed some light upon each other hermeneutically- the past informing the present and vice versa. Archival material is used to argue that the success or otherwise of the outcomes of these intercultural encounters, and their consequential adaptive cultural and identity changes and hybridity, were as much facilitated by the contingent actions of subalterns as by those of higher rank, and as much by the ‘things’ they made, collected and exchanged as by the people themselves. A possible schema for the development and nature of intercultural hybridity is also suggested.

This thesis takes the position that firm performance is derived from the value embodied by combinations of distinct socio-cultural resources and capabilities. In particular, this thesis explores practice in the context of Maori business to understand the mutual influences between economic exchange and social-cultural structures in terms of achieving improved firm performance. I begin by suggesting that much of the knowledge development and community practice in organisational analysis is subsumed within a Kuhnian conventionalism, which is not useful to gaining a deeper understanding of firm performance. I argue that what is required is an approach that emphasises the contextual development of society and organisation (embodied by social and cultural relations).
This brings to the fore the pragmatist epistemology of practical knowledge, an approach to research and analysis of organisations that is at the heart of this research. Practical knowledge connects to the pragmatic orientation of Indigenous logics in this instance kaupapa Maori, which draws us to a perspective of knowledge that is experiential, contextual, diverse and inclusive. The effectiveness of a practical knowledge perspective by means of its pragmatic epistemology allows us to understand Maori businesses operating within a distinctive frame of socio-economic rationality providing a broader utility leading to culturally constituted forms of practice. It was through this lens that I engaged with the proposition regarding firm performance prompting us to look at the field of leadership (habitus), exchange (inter-capital exchange) and relationships (field) in particular.
A major emphasis was a search for an appropriate method that would provide an avenue of authentic engagement with the cultural context embodied by kaupapa Maori. In terms of empirical investigation this thesis advances the utility of narrative as an expository technique and interpretive device that accords full recognition of Maori socio-cultural systems of relationships, historic circumstances and current practices. Conducted over three years (December 2004 and June 2006), the fieldwork component involved multiple strands of narrative in the form of dialogue, stories,metaphors, documentation and experiences of myself, other individuals and Maori economic development hui, or gathering.
A key finding of this thesis is that kaupapa Maori as expressed through business practice offers a practical utility in relation to the capability of and potential outcomes for improved firm performance. I argue that there are unique characteristics of Maori business practice, which are grounded in the epistemological stance of kaupapa Maori in combination with Western philosophies and techniques of organisation that contribute to the performance of Maori businesses. In addition, I argue that it offers a view of the organisation as something beyond a disembodied system of market exchange and recognises the embeddedness of social processes in each culture will bring specific cultural nuances to the formulation of what constitutes organisational success. Finally, I suggest that kaupapa Maori research, grounded by the epistemological and ontological assumptions of an Indigenous paradigm provides opportunities for gaining greater insight into the dynamics of organisation and management research.

Living in two worlds is an insider perspective of how indigenous Pacific Immigrant communities, in this specific case Fijian's living in New Zealand face the challenges of living two cultures in a developed country like New Zealand. The quest to hold on to one's indigenous culture while adapting to another, in order to survive the realities of everyday circumstances can be a complicated struggle. The main objective of this research was to collate and analyze information from Fijian families who migrated to New Zealand from 1970's to the mid 1980's with reference to the challenges they faced. In order to understand such constant struggles there are underlying questions and factors that should be considered. For example - why do people continue to be conservative about their cultural identities or how do they react to unfamiliar challenges in a multicultural society. Another could be - what influences have been seen in order for their children to recognize their indigenous identity. Comparable factors that will bring to other aspects of living in two worlds which would be considered were socio-economic issues, higher education, technological advancement, immigration policies, development constraints and quality of living standards. Fijians and other indigenous Pacific people have through the years gained the ultimate will to defend their cultural and traditional identity whilst living in a world of western values and culture. Coupled with this have been the complexities of holding on to the values of both worlds. As this project probed into these newly rediscovered stories about journeys to their new homeland filled with opportunities, capitalism or westernization had never withered their passion and dreams as Pacific people to better themselves. They also enjoyed the luxury of both worlds as conservators of Pacific cultures and exploiters of technological advancement filled with huge dreams, opportunities and better standards of living. Fijians have the smallest population of Pacific people in New Zealand when compared to Samoa, Tonga, and Cook Islanders. There were relatively small number of Fijians who arrived after the end of World War 2 and they were basically employed in farms, forestry work stations and industrial areas. Others were in New Zealand on government scholarships, training or internship and work experience programs. Most of these people returned home while a very small proportion stayed behind. In the early 1970's and 1980's there was also an influx of seasonal workers in the Central North Island areas including Hawkes Bay, Tokoroa and the Waikato region. Most people were recruited from the Pacific Islands including Fiji because of their hard working attitude and cheap labour margins. When their term was completed some decided to stay and work, eventually residing legally and permanently with their families. Another group of men came via Wellington by boat, destined to become maintenance and repair workers. (bound for maintenance and repair work and ) but were left stranded when the shipping company ownership changed. The dock and maritime workers union fought for the case stating the government on humanitarian grounds should provide them with employment and residency status. After an extensive legal struggle, which lasted almost seven years these early Fijian workers and their families were granted work and residency permits. The (remaining) other families came as visitors or through marriage links and were granted work and residency permits. The 1996 statistics (Statistics New Zealand, Census 1996) stated that Fijians were the most highly skilled and educated Pacific Island population in New Zealand. These statistics had been directly influenced by the latest influx of well educated and highly qualified Fijians who arrived in the late 1990's. The research will also highlight whether those who arrived before this latest influx faced the same challenges. These challenges will be compared to those faced by the generation of Fijians and Pacific people who were born and bred in New Zealand.

Benefits of implementing electronic health records (EHRs) are well documented; however, some challenges impede their widespread use. The literature review provided evidence of concerns about privacy and security of information and a lack of full consumer involvement. Healthcare organisations must be prepared to anticipate and manage changes that will accompany the implementation of this new health information management system. With the promotion of EHRs by the US president, the UK government and the New Zealand Government’s health Information Strategy 2005 and the setting up of the New Zealand IT Health Plan makes future implementation and use of EHRs very likely. The objective of this study was to investigate the attitudes that Chinese and Korean health consumers in Christchurch hold towards the sharing of their health information in the EHR. The study further investigated how well informed that Chinese and Korean people are regarding the use and security of their health information.
Participants (n=201) from a non-randomized convenience sample were recruited from affiliated and non-affiliated members of the Canterbury Partnership Health Organisation and who lived in the city of Christchurch. The strategy from recruitment was designed to search for people living in Christchurch who identify themselves as Chinese or Korean. The survey instrument, a self-assessment questionnaire, was completed by participants either by pencil and paper or online. Data comprised of subjects’ demographics, utilisation of health services and selected measure on perceptions of EHRs (computer use, EHR benefits and problems, and EHR security measures). Descriptive, crosstabulatons/chi-square statistics were also evaluated.

The findings of the study showed that neither gender nor age influenced the participants’ concerns about confidentiality of information in their medical record. Gender considered an important variable in the cross-cultural populations was relatively a non-significant influence with most of the variables examined except with the participants’ awareness of EHRs. Age appeared to have been more influential for participants associations with the selected measures. Computer use was negatively associated with security concerns for health information, that is the more people, used computers the less concerned they were regarding security.
The study findings highlight the general concerns about security, confidentiality and privacy associated with health consumers and their medical records. The significant contributions of this study include the attitudes of Korean and Chinese ethnic groups and the implementation of EHRs. The findings may aid in implementing EHRs in a cultural sensitive manner, for example by (incorporating Yin and Yan; and Qi concepts). Areas of future research were highlighted such as (conducting qualitative research using focus groups or widening the geographic area to include Chinese and Korean people from New Zealand’s three or four largest cities such as Auckland). In conclusion the results provide evidence/empirical support on the perceptions of Chinese and Korean people toward EHRs and their medical information.

In 1840 Captain William Hobson established the colony of New Zealand under an umbrella of humanitarianism and with an agenda for the protection of Maori rights. This thesis examines this project through the work of Dr Edward Shortland (1812-1893). Although Shortland�s reports and publications have been frequently cited, there has been no detailed historical analysis of his work.
Shortland arrived in New Zealand in 1841 as the private secretary of Governor Hobson. In 1842 he was appointed Protector of Aborigines for the Eastern Districts. One of his tasks was to study Maori language and customs in order to mediate between Maori and government. He was one of the earliest European experts on Maori traditions, customary practices, religious attitudes and relationships with land. After his return to England in 1846, he lobbied the British government on behalf of Maori and published two books on New Zealand, in which he addressed prospective colonists and disputed some of the propaganda of colonising companies. Shortland came back to New Zealand in the 1860s, 1870s and 1880s, during which periods he worked as Civil Commissioner in the Hauraki area, as Native Secretary, and as adviser to the government on Native affairs.
Shortland was part of a network of concerned Christian humanitarians who were intent on bringing government and law and order to New Zealand in a manner that facilitated peaceful European settlement, without serious injury to the Maori population. Humanitarians were not opposed to colonisation or settlement and in this respect may be seen as part of the imperial enterprise. In the framework of political and philosophical thought in the nineteenth century, humanitarians expected no more than to mitigate the effects of colonisation. This study explores these issues in the context of Shortland�s interaction with and ethnography about Maori over a period of forty years.
I begin by placing the concept of aboriginal protection in context. The core of this thesis is an examination of Shortland�s work as Protector of Aborigines. He had three tasks: to mediate in disputes between Europeans and Maori; to accustom Maori to English law; and to protect Maori land rights against claims from settlers. The first of these tasks proved the most straightforward. Shortland�s attempts to fulfil the second task highlighted the complex relationship between religion and law and the role of Christianity. The land question proved the most complicated, as a result of the tension between government attempts to protect Maori land rights, the pressure from settlers for land, and European lack of understanding of Maori customs. Maori desire to sell land to attract settlers further complicated relationships. Shortland�s contribution to our understanding of these issues and of Maori traditions of land tenure is considerable. While the course of colonisation may have been inevitable, I suggest that Shortland and likeminded contemporaries laid the foundation for later recognition of Maori rights, as exemplified today by the work of the Waitangi Tribunal.

The sooty shearwater (also known as the muttonbird, Titi, Puffinus griseus) is a long-lived super-abundant, burrow nesting petrel, harvested by Rakiura Maori from breeding colonies, located in southern New Zealand. The harvest is culturally defining and enormously important for Rakiura Maori. The work in this thesis contributes to the Kia Mau te Titi Mo Ake Tonu Atu Research Project being undertaken by Rakiura Maori and the University of Otago, towards assessing ongoing sustainability of the harvest and future threats.
Analyses of eight muttonbirder harvest records spanning, 1938 to 2004, show that harvest rates demonstrate, systematic commonalities in seasonal patterns and broad-scale consistency in trends of chick abundance and quality across harvested islands. If co-ordinated and well replicated, harvest records offer Rakiura Maori a low-cost and effective monitoring tool of sooty shearwater reproductive success and long-term population abundance. Hunt tallies provide additional evidence of a dramatic reduction in sooty shearwater abundance from the late 1980s that was also detected by counts from boats off the western seaboard of the USA. A conservative estimate of overall decline in hunt success across diaries, for the period 1972 to 2004, is 1.89 % (CI₉₅ 1.14 to 2.65) per annum, a total reduction of 39.2%. The harvesting records show a sooty shearwater mortality event occurred just prior to the 1993-breeding season at the same time as a severe negative anomaly in both the Pacific Decadal Oscillation and Southern Oscillation Indices. The hunting diaries show a decoupling of chick size with harvest success in the early 1990s. This resulted from a decline in harvest success and an increase in its variability, while chick size remained correlated with changing chick abundance and maintained its pre-1990 average. Long- lived seabirds maintain high survival by skipping breeding and abandoning breeding attempts when oceanic conditions deteriorate, increasing variability in chick abundance is also evidence of pressure on adult survivorship. The multiple diaries confirm these were major demographic events not confined to a single island.
My survival estimates for The Snares and Whenua Hou were very high 0.952 (0.896-0.979) compared to earlier estimates for this species. Transience at the colonies is high due to the presence ofjuvenile and pre-breeding birds. Both naturally high survival and the large number of transient pre-breeders indicate sooty shearwater are more resilient to harvest than earlier survival models suggested. There was no evidence for directional change in sooty shearwater breeding phenology over 49-years of harvest. Climate fluctuation/change is therefore apparently not altering egg-laying. Peak fledging occurred fairly consistently in the 2nd of May (IQR = 2.91 days). Yearly variability in emergence occurs primarily due to provisioning and localized fledging conditions. Larger chick size was strongly correlated with delayed fledging and is consistent with the traditional ecological knowledge of the birders. There was no evidence for chicks becoming smaller or that years with starving chicks were more common, so increasing mismatch of breeding with optimal forage was not indicated.
The past proportion of birders over the last 20 years (1985 - 2005) has been ~2% all of Rakiura Maori. Approximately 376 birders participated in the 2006 season with an estimated of overall harvest intensity 19.4% (CI₉₅ = 13.8 - 24.2%) and a total catch of 381,000 (CI₉₅ = 262,257 - 487,186) chicks. This study found evidence that catch rates reduced with increasing birder competition partially mitigating effects on harvest pressure. The combined effects of potential climate change on bird abundance and increased harvester competition suggests that the proportion of Rakiura Maori whom choose to bird is likely to decrease as tallies reduce and cost recovery becomes more difficult. Rakiura Maori have for many years cherished and maintained their islands and implemented protective measures to safeguarded titi breeding habitat. Future harvest management will have additional issues to contend with, but Rakiura Maori are necessarily confronting these issues as the titi culture rests on the maintenance of their taonga. The information presented in this thesis shows that combining science and traditional knowledge is a powerful tool for managing harvest sustainability.

With the number of Asian immigrants continually increasing in New Zealand society, Asian immigrant businesses have been appearing more rapidly in New Zealand, particularly in Auckland. The primary purpose of this study is to enquire into why a certain Asian immigrant group become business people after migrating to Auckland, New Zealand. In addition, it investigates the level of their business activity and the level of happiness with their new life in New Zealand. This study examines the growing phenomenon of Asian immigrants, and the entrepreneurship rate of ethnic groups through existing statistics. The study focuses on Korean immigrants. Twenty self-employed Koreans who are running a business in Auckland participated in the study. They were invited to talk about why they became self-employed business people and related matters about their business activity. The study found that Korean immigrants chose self-employment as a means of getting a job. They gave up seeking mainstream employment opportunities due to the language barrier and their inability to cope with a new society and new system. Other fundamental factors in their decision to become entrepreneurs were that firstly, they were willing to invest a considerable amount of their own money and secondly, they preferred to participate in the workforce rather than to depend on the New Zealand welfare system. Based on the information acquired through the research, the study reported that the recently increased numbers of Asian businesses are partly attributable to New Zealand business immigration policy which introduced a new business category – Long Term Business Visa (LTBV). The findings from this research pointed to commitment that immigrant businesses contribute to the New Zealand economy and New Zealand society as taxpayers and potential employers.

Rural experiences are under-represented in the end-of-life care literature. In addition, population projections indicate that the numbers of older rural people are increasing. In an attempt to better understand their needs, this study considers how older people experience end-of-life (EOL) care in a rural New Zealand setting. Having responded to local media and community notices, seven participants, who in the last eighteen months had cared for someone over the age of 65 with a terminal illness, spoke about their experience of rural EOL care. Their stories were then transcribed and analysed, using narrative analysis. Participants spoke about similar issues, but from different, sometimes conflicting, perspectives. Positioning themselves primarily as carers, rather than as rural people, the participants’ stories nevertheless reflected their social location for caring, as they talked about exhaustion and needing 24 hour support; limited access to specialist palliative care services; and the difficulties of caring for people with complex needs. At the same time they spoke of the joys and rewards of caring. The ambivalence and conflict evident in the stories indicates the participants’ location in a particular place and time in the history of dying. Caught between two paradigms of care, these participants vacillate between the desire for the empathic, compassionate care of yesteryear and the best that modern medical technology can offer. Discussing when to continue and when to stop medical intervention produced the most conflicting perspectives. However, all agreed that having time to form therapeutic relationships is a key component of EOL care. Overall, the stories demonstrate that the multiple and complex experiences of older rural people render stereotypical assumptions about rural life and dying at home problematic. However, as this study demonstrates, simply talking with people provides access to and understanding of their lived realities. Incorporating this kind of approach in future rural EOL care planning will move us closer to achieving contemporary goals of positive ageing and dying well.

Partnerships between organizations are seen as one of the building blocks of the �Third Way� approach to welfare provision both in Europe and in New Zealand. While there is much discussion of this emphasis on building social capital and working in partnerships these partnerships are usually perceived as being between government and community or private organizations as part of a new phase of neo-liberalism. Using qualitative research this thesis explores three partnership sites: Those within a Maori social service provider, Te Whanau Arohanui, and the local Hapu and State organisations; that between the Ngai Tahu Maori Law Centre (an indigenous organization) and the Dunedin Community Law Centre; and finally the State lead Strengthening Families partnership initiative.
This thesis is concerned with the development of citizen participation in public policy decision-making through partnerships. While contemporary studies of policy change have identified stakeholder and actor-network forms as dominant these often seem even less democratic, participatory, accountable and transparent than those they have supposedly replaced. I draw on ideas of deliberative governance to explore options for both the theory and practice of sustainable, permanent and participatory policy change in an age of diversity. I suggest that the practice of Community Development is needed to supplement descriptive and post-facto accounts of policy change and so create a usable practice theory of effective mechanisms for participatory input.
Using a series of case studies of partnerships, a tentative practice theory and strategy for change is proposed. This is set within an interactive framework that is able to confront levels of power to encourage diversity and participation in decision-making from bottom-up initiatives.

The goal of this study was to review Maori oral health services utilising a kaupapa Maori framework.
The aims of the study were to identify the issues in the development, implementation and operation of Maori dental health services within each of the three types of Maori health providers (mainstream, iwi-based, partnership). The three Maori oral health services are: (i) Te Whare Kaitiaki, University of Otago Dental School, Dunedin. (ii) Te atiawa Dental Service, New Plymouth. (iii) Tipu Ora Dental Service, in partnership with the School Dental Service, Lakeland Health, Rotorua.
Method: A literature review of kaupapa Maori research was undertaken to provide the Maori framework under which this study was conducted. The kaupapa Maori methodology utilised the following criteria: (i) Rangatiratanga: The assertion of Maori leadership; (ii) Whakakotahitanga: A holistic approach incorporating Te Whare Tapa Wha; (iii) Whakapapa: The origins and development of oranga niho; (iv) Whakawhanuitanga: Recognising and catering for the diverse needs of Maori; (iv) Whanaungatanga: Culturally appropriate forms of relationship management; (v) Maramatanga: Raising Maori awareness, health promotion and education; and (vi) Whakapakiri: Recognising the need to the build capacity of Maori health providers.
Ethical approval was granted by the Otago, Bay of Plenty and Taranaki Ethics Committees to undertake interviews and focus groups with Maori oral health providers in Dunedin, Rotorua and New Plymouth. Information was also sought from advisors and policy analysts within the Ministry of Health. A valuable source of information was hui korero (speeches and/or discussion at Maori conferences). An extensive literature was undertaken including an historical search of material from private archives and the now defunct Maori Health Commission.
Results: An appropriate kaupapa Maori methodology was developed which provided a Maori framework to collate, describe, organise and present the information on Maori oral health.
In te ao tawhito (the pre-European world of the Maori) there was very little if any dental decay. In te ao hou (the contemporary world of the Maori) Maori do not enjoy the same oral health status as non-Maori across all age groups. The reasons for this health disparity are multifactorial but include the social determinants of health, life style factors and the under-utilisation of health services. In order to address the disparities in Maori oral health, Maori providers have been very eager to establish kaupapa Maori oral health services. The barriers to the development, implementation, and operation of a kaupapa Maori oral health service are many and varied and include access to funding, and racism. Maori health providers have overcome the barriers through two strategies: firstly, the establishment of relationships within both the health sector and the Maori community; and secondly, through their passion and commitment to oranga niho mo te iwi Maori (oral health for all Maori). The outcome of this review will contribute to Maori health gain through the recognition of appropriate models and strategies which can be utilised for the future advancement of Maori oral health services, and hence to an improvement in Maori oral health status.
Conclusion: This review of Maori oral health services has found that there are oral health disparities between Maori and non-Maori New Zealanders. In an effort to overcome these disparities Maori have sought to provide kaupapa Maori oral health services. Whilst there is a diversity in the provision of Maori oral health services, kaupapa Maori services have been developed that are appropriate, effective, accessible and affordable. They must have the opportunity to flourish.
