Since the Rwandan Genocide in 1994, the border areas of Rwanda, Uganda, and the Democratic Republic of the Congo have been characterized by armed conflict and waves of cross-border migration, which have affected speakers’ realizations of the varieties of Kinyarwanda spoken in the area. The resulting recontextualized language use is best explored through a theoretical background of language ideologies and “border thinking.” With respect to Kinyarwanda, the fluid practice Kinyafranglais and the youth language Imvugo y’Umuhanda have emerged in relation to post-genocide language purification processes in Rwanda. In the ongoing conflict in DR Congo, secret metaphors in Kinyabwisha are used by Congolese armed groups when planning military operations, but they are also adopted by civilians when addressing delicate war-related topics. Pragmatic change in Rufumbira (Uganda) in the adjacent areas affect the realization of linguistic taboos, “sex talk,” and politeness strategies, which all deviate from patterns found across the border(s).

What is a state? This volume approaches the question from an anthropological perspective, which means that the starting point of the analysis is not the concept of the state, but instead, what kinds of structures the state consists of, what kinds of effects these structures have, and how states are experienced by the people who inhabit, make, enact, and resist them. The volume introduces a contemporary anthropological approach to the study of the state for a Finnish-speaking audience. This new approach examines the state as a diverse, socially and culturally constructed phenomenon that varies in time and place. Additional aims of the volume are to introduce and translate concepts from political anthropology to the Finnish language, and to make anthropological analyses of the state known to other disciplines that study the state and to the general Finnish-speaking public. Covering a wide variety of ethnographic contexts examining both the effects of the state and the state-like effects of other institutions, the volume contains case studies from Brazil, Uganda, Papua New Guinea, Madagascar, Finland, Bolivia, Cuba, Egypt, Fiji, Solomon Islands, and Ghana. A theoretical introduction presents the development of anthropological thinking with regard to the state and state-like institutions. An afterword reflects on the contribution of the volume in light of the ethnographic context of Indonesia.

Eight criteria are discussed for microcosms or mini-publics that can offer input to policy. These include demographic and attitudinal representativeness, sample size, the opportunity to engage policy arguments for and against proposals for action, knowledge gain, opinion change, distortions from polarization and domination by the more advantaged, and whether there are identifiable reasons for the final considered judgments. These criteria are applied in depth to four case studies from different parts of the world: California (on a statewide basis), the city of Ulaanbaatar (capital of Mongolia), two projects in Uganda (in Bududa and Butaleja), and a European-wide Deliberative Poll in Brussels engaging a sample from all twenty-seven countries deliberating in twenty-two languages. These four cases illustrate the prospects and challenges of applying Deliberative Polling to specific policy choices. They illustrate different entry points for the considered judgments of the public. Both qualitative and quantitative data are considered in each project.

As the most widespread global language, English now has substantially more second and foreign-language speakers than native speakers. It is increasingly spreading beyond an ‘educated elite’ of academics, politicians, business professionals and the like, among speakers with limited access to formal education, that is at the grassroots of societies. Bringing together international contributors, this book explores uses of English in a variety of grassroots multilingual contexts, drawing on a diverse range of experiences, such as motorcycle taxi drivers, market vendors, cleaners, hotel staff, tour guides, migrant domestic workers, refugees and asylum seekers. Divided into three parts, the book explores the spread of English in former areas of British domination including Africa and the East, in trade and work migration, and in forced migration by refugees. The chapters present cutting edge case studies which draw on spoken data from Bahrainis, South Africans, Tanzanians, Ugandans, Bangladeshis in the Middle East, Italians in the UK, Indians in the US, and Nigerians and Syrians in Germany. This important and innovative volume presents a first documentation of world Englishes at the grassroots of societies and an empirical basis for their further study and theorising by integrating Englishes at the grassroots into existing models of English.
