Цель исследования - раскрыть проблемы взаимодействия государств Европы в рамках антикоррупционного сотрудничества, а также обобщить практический опыт борьбы с коррупцией в Европейском союзе. Для достижения указанной цели исследования необходимо решить следующие задачи: во-первых, охарактеризовать и проанализировать основы антикоррупционной деятельности в европейских странах; во-вторых, выявить механизм международного правового регулирования сотрудничества европейских государств по противодействию коррупции; в-третьих, выделить и раскрыть основные современные направления политики Европейского союза и других стран Европы в сфере борьбы с коррупцией. В статье дается анализ деятельности европейских государств, их объединений, а также их уполномоченных органов в рамках сотрудничества по профилактике, противодействию и борьбе с коррупцией на региональном и международном уровнях. В работе комплексно исследуются политико-правовые механизмы взаимодействия европейских стран в контексте антикоррупционной деятельности. Научная новизна заключается в изучении особенностей международной политики противодействия коррупции на примере стран Европы. В результате проведенного исследования определено, что ключевым фактором успешного международного взаимодействия в борьбе с коррупцией остается совместная деятельность государств в рамках профильных региональных и международных организаций. The purpose of the research is to identify problems of cooperation of European states in anti-corruption cooperation, as well as to summarize practical experience in combating corruption in the European Union. In order to achieve the above-mentioned objective of the research, we should solve the following tasks: first, to characterize and analyze the basis for anti-corruption activities in European countries; secondly, to identify the mechanism of international legal regulation of cooperation of European states in combating corruption; thirdly, to identify and reveal the main current policies of the European Union and other European countries in the field of combating corruption. The paper provides an analysis of the activities of European states, their associations, as well as their authorized bodies within the framework of cooperation in preventing, combating and fighting corruption at the regional and international levels. The work examines in a comprehensive manner the political and legal mechanisms of cooperation between European countries in the context of anti-corruption activities. Scientific novelty lies in the study of the peculiarities of international anti-corruption policy using an example of the European region. As a result, it is determined that a key factor of successful international cooperation in the fight against corruption remains the joint work of states within the framework of specialized regional and international organizations.

The article examines approaches to the study of international investment policy in Ukraine and ways of further cooperation with the European Union. The main approaches are shown in the genesis of this problem. It is emphasized that the modern conduct of international investment activity is closely related to the state programs of Ukraine, the EU and the countries of the world as a whole. Separate areas of international investment support are substantiated. At the same time, it is believed that European investment support is an important tool for sustainable development of the state and ensuring its food security. However, in modern conditions, the issue of the organization of investment support for the country’s economy requires a new approach, improvement of the considered support programs through active measures at the state level, introduction of new financial and credit structures. It is emphasized that during the organization and conduct of close cooperation between Ukraine and the EU, as well as during the development of measures to improve the organizational and economic mechanism of investment activity, it is necessary to take into account the peculiarities of the investment climate, without which it is impossible to achieve a high level of the country’s economic potential.

Abstract Since the end of the World War II, Europe has gone a long way on the path of a new era of socio-economic integration, continually battling and overcoming the political and economic fragmentation of earlier eras and less developed economies. The various difficulties and interruptions of the process involved, the European integration, since the 1952 European Coal and Steel Community, ranged from an initial small group to a large community comprising most European countries, the gradual removal of market barriers leading to the introduction of a customs union to the single market. Furthermore, the creation of Economic and Monetary Union and the adoption of the common currency have become the culmination of the whole process of economic integration, since the euro is used daily by 338.6 million Europeans in 19 EU member states. The aim of our research article is to closely analyze the development of the economic and monetary integration of Europe, since we believe that the single currency project represents a great success for the European Union as the result of long-term efforts on currency and economy stability, progress and economic growth.

Systematized are features of international cooperation of states in the interests of ensuring border security in the context of globalizing world processes, that causes an increase in number of different levels of tasks and problems that arise in the process of forming relations between states on the international platform. The article is focused on feasibility and international experience of integrated management of activities of state bodies at borders within the framework of international cooperation. Analyzed are features of European management model that has prospects for its implementation in a number of European countries outside the European Union, as well as in Central Asia, incl. the Republic of Kazakhstan. Attention is focused on incorrect terminological use of such phrases, as “integrated border management”, “integrated border management”, or “coordinated border management”, that does not correspond to the semantic essence. The correct phrase was introduced, i.e. “integrated management of activities of state bodies at the borders”. The article analyzes features of international cooperation models, based on examples of the CIS member countries and member countries of the Eurasian economic community, African countries and Scandinavian countries in the issues of integrated management of activities of state bodies at borders. Prospects for further researches are determined.

The article discusses the interaction of lawyers involved in criminal defense and the international forensic community, the principles of international cooperation in the field of forensic examination. Information is provided on forensic aspects of the activities of the United Nations, the European Criminal Bar Association and a specific case of the participation of fingerprint experts from a range of countries in a unique case on protection of an innocent victim of an expert error is described. The importance of taking into account the cognitive bias of experts and other subjective factors, as well as the role of lawyers in assessing expert opinions, is noted. The main conclusions and recommendations on the interaction of the forensic and advocate communities in current conditions are presented.

The article analyzes the aspects of international cooperation in Ukrainian textile art at the end of the XX – the beginning of the XXI century. It is observed that artists have the opportunity to travel to Europe and participate in a variety of art exhibitions, conferences, festivals, symposiums and more. Such cooperation significantly enlives artistic movements and activates creative searches and also motivates experimentation. It is proved that the integration of Ukrainian textile art into European space begins to be of particular importance. Several prominent international textile projects in Ukraine and Poland were a large group of Ukrainian authors of textiles participated were analyzed. It is analyzed that among other international textile projects in Ukraine, where professional art textile is presented, important are The Biennial Art Textile "Scythia" in Kherson, The International Youth Symposium "Arche-Thread-Novo" in Lviv. It is also a collective exhibitions were the textile works are regularly represented – "Autumn Salon", "Impressions of September", "Lviv`s Winter", "Textile Inspiration" in The Lviv Palace of Arts. Among the prestigious international events that are traditionally held abroad, in particular in Poland, is The Textile Arts Festival in Kovary, The International Biennial of Flax Fine Cloth "From krosno to Krosno " and many others. It is noted that the positive feature of projects is an attempt to attract the geography of international participants and to make a rich cultural program. The work presentation of the Ukrainian and foreign participants not only shows a wide range of creativity, but also contributes to the enrichment of national traditions. An analysis of artistic events in Ukraine and Poland demonstrates the importance of international projects. It is proved that the integration of domestic artistic textiles into European space today is very important. It is argued that the article may become a material for further study of the Ukrainian art textile tendencies and creation of artists working in this field.

Nothing is more important to Europe’s future as a security actor than supplying its armed forces with modern weaponry. Because individual states lack the research and development budgets and scale economies to remain autarkic, the survival of Europe’s defence-industrial base depends on international cooperation. As in other areas of international affairs, the ability of states to cooperate ‘under anarchy’ is inextricably tied to the existence of international institutions. However, the nature of arms production renders the design of institutions particularly challenging. Problems lie in both the multiplicity of potential cooperative outcomes and the variety of policy tools available. Ultimately, the choice of policies and policy tools can generate friction between the key groups of actors involved in defence-industrial policymaking. This study systematically explores how variations in the structure of international armaments institutions have shaped both the influence of different groups of actors and the nature of collaborative weapons projects. To preview my conclusions, three broad trends can be observed in the evolution of armaments institutions. These are as follows: (1) the gradual incorporation of a larger number of actors into the arms cooperation process; (2) the incremental exclusion of military professionals from armaments institutions; and (3) the growing influence of corporate actors.

Cross-border cooperation constitutes one of the most important projects within the European ‘architecture’, and entails an entire system consisting of international public law, European integration, subsidiarity and partnership parameters, decentralisation and regionalisation, as well as international and domestic security parameters. It is one of the priorities of the European neighbourhood and strategic partnership policy. Cross-border cooperation focuses on member states and states utilising the European Neighbourhood and Partnership Instrument. It applies to both land and sea borders. With regard to cooperation aimed at ensuring Polish border security, two levels can be defined: 1. cooperation with the neighbouring states and domestic institutions with regard to the system of managing state border security, focused primarily on actions relating to preventing and counteracting cross-border crime; 2. cooperation benefiting third countries (countries which are not neighbours) which is advisory in nature and entails sharing experience and best practices. In this paper, I analyse various methods and forms of cross-border cooperation on the international and domestic level.

During the early nineteenth century, European nations began to contemplate cooperation in sanitary matters, starting a diplomatic process that culminated in the International Sanitary Conferences and the first laws on the control of infectious disease. This article examines the origins of these conferences and highlights certain features that have been neglected in existing scholarship. It argues that while commercial pressures were the main stimuli to the reform of quarantine, these were insufficient in themselves to explain why most European nations came to see greater cooperation as desirable. It places special emphasis on the diplomatic context and shows that the peace of 1815 produced a climate in which many European nations envisaged a more systematic and liberal sanitary regime.

The existing disagreements negatively affect the relations of two international players on the European continent. In recent years, the European Union (EU) has intensified efforts to open European research programmes to the world. This paper focuses on the opening of European research to the world by studying the case of the FP7 international cooperation programme. It is based on a mixed-methods approach including analyses of quantitative data, documents and interviews with programme participants, policymakers and other stakeholders involved in 131 EU projects worldwide. The paper identifies features specific to the European international research cooperation scheme and contributes to our understanding of the supranational intervention and its impact on European research integration. Policymakers can use this piece of evidence to formulate enhanced strategies and better design and target activities both within the EU and globally, to achieve stronger, long-lasting research outcomes and effects.

It is commonly argued that political elites in Europe are increasingly acting in accordance with shared norms, identities and practices, thus shaping the character of international cooperation in Europe, not least in the field of security. However, in contrast to such expectations, European security cooperation often displays highly irregular and unpredictable patterns. This article offers a conceptual framework that seeks to make sense of these irregular patterns without refuting the assumption that social institutions in the sphere of international security shape cooperation in fundamental ways. Our point of departure is the observation that European states are embedded in international orders that produce norms and practices that sometimes complement and sometimes compete with each other. We contend that a general situational mechanism traceable through a number of domestic-level factors conditions the propensity of European states to coordinate national security policy. The framework, designed to make sense of the often-irregular patterns of European security cooperation, is illustrated by examples from European states’ response to the 2011 crisis in Libya.

Although centred on the European Central Bank, the international representation of the European System of Central Banks also relies on the national central banks. This article analyses the requirement of unity of the international representation of the ESCB, assesses the current means through which it is implemented, and identifies areas of possible improvement in the coordination of the respective international activities of the European Central Bank and of national central banks. The article argues that the principle of sincere cooperation can play a significant role, both within and beyond Article 6 of the ESCB/ECB Statute. Although the existing soft-law arrangements within the ESCB are more effective than for the EMU in general, improvements are possible regarding the conclusion and implementation of international cooperation agreements. The COVID-19 pandemic has left international cooperation and liberalistic values in crisis. As liberalism’s downfall is widely discussed, international collaborations like the European Union are criticised for their inability to operate adequately during the pandemic. The four examples in this paper are middle power countries (South Korea, Japan, Taiwan, and Singapore) in terms of economic scale and influence. The purpose of this study was to uncover possibilities for and limitations of these middle powers within international cooperative efforts during and after the pandemic. The unknown factor is the path the post-pandemic world will follow. Will nations focus on independent survival? Or will international cooperation shape the new world? Globalisation already seems to have progressed too far for the national egoism of the great powers to prevail. Even if face-to-face is replaced by virtual and offline meetings move online, the social nature of humans remains unchanged, and international cooperation remains valid. The four middle power countries in Asia, which are included among the most economically successful countries, are important to international society based on their relatively excellent quarantine performance. What is important in the diplomacy of middle power countries is not traditional security and hard power but the soft power of international law, human rights, health security, and international cooperation.

International dialogue between regions has a strong influence on the development of political relations, economic integration and intercultural interactions. The European Union and Russia are the closest neighbours. International links between regions and regional integration play an important role in their relations. The aim of the article is to analyse the evolution of relations between the European Union and Russia in 1994–2019 within the regional dialogue as an instrument allowing for creating new opportunities for the development of bilateral cooperation. The following methods were used during the research: institutional and legal analysis, historical method, comparative method, desk research. Regional dialogue has been analysed in terms of legal basis, as well as directions and forms of development of cooperation in this area. It can be concluded that the most common forms of cooperation in the analysed period were the following: cross-border cooperation, between regions without a common border, between administrative units on the basis of partnership, dialogue within Euroregions, and regional cooperation within international projects.

Abstract. The article emphasizes that the implementation of youth policy depends on many factors, primarily on its implementation at all levels: international, regional and national. This article is devoted to the study of youth policy issues in line with the last two levels. It is based on the materials of the European Union and a number of states in this region. Such issues as the creation and establishment of the activities of pan-European structures are being considered. Moreover, this process is analyzed not only at the level of state bodies, but also non-governmental organizations, especially youth. Special attention is paid to international cooperation in the field of youth policy. A significant part of the article is occupied by materials related to work among young people in specific European countries. They summarize the experience in the field of education, employment and other main areas of the young generation's life, highlight the features of this experience in order to use it by other states. The analysis showed that European countries have accumulated sufficient potential in working with young people. The achievements of the European Union as a whole are also of interest, especially in the development of integration processes, the unification of organizational, legal and material resources. The article highlights the historical aspects of Ukraine's cooperation with two international financial institutions, which provide Ukraine with significant credit resources: the European Bank for Reconstruction and Development and the European Investment Bank. The structure of these institutions, the purpose of their work, means and methods of achieving the goals defined in the statutory documents were considered. The cooperation of Ukraine with the European Bank for Reconstruction and Development and the European Investment Bank on the implementation of investment projects in the public and private sectors was studied, the peculiarities of the project implementation were analysed and the factors that impact low disbursement were investigated. Attention is drawn to the importance of using investments from international financial organizations in full and the importance of further close cooperation with institutions that provide credit resources to Ukraine in periods when the state does not actively cooperate with the IMF. Generalised suggestions for improving Ukraine's cooperation with the European Bank for Reconstruction and Development and the European Investment Bank were prepared, separately for each bank, the steps that need to be taken to increase the disbursement of loans for investment projects implemented in Ukraine with international financial organizations were listed.

The growing interaction between local cultures and international organisations suggests the need for peacebuilders to act strategically when trying to overcome cultural differences and build trust in societies long divided by bloody conflicts. This task is more difficult because the mental barriers that divide people and cultures are exacerbated by borders and walls. Through an analysis of the evolving role of the European Union (EU) in peacebuilding in the border region of Ireland, this forum contribution examines the potential of international organisations to enhance reconciliation by creating new cultural opportunities for cooperation. Existing scholarship focuses mainly on policy initiatives, strategies, directives and funding bodies, often failing to mention how theories are deployed by practitioners especially in the realm of cultural programmes.

The success of Ukraine's strategic course towards full membership in the European Union depends on many factors, in particular, on establishing effective cooperation with the Member States of the European Union and its bodies in the field of prevention and counteraction to various manifestations of organized crime. Among the various agencies of the European Union, European Union Agency for Law Enforcement Cooperation (Europol) performs the largest amount of work in this field. In this regard, the article analyzes the history of Europol from its inception as an international intergovernmental organization (European Police Office) to its current state - an independent European Union Agency for Law Enforcement Cooperation (Europol). To disclose the legal status of Europol, the focus is on the purpose and objectives of its creation, the types of crimes against which Europol’s work is directed, the competence of Europol, which covers more than forty forms of criminal activity, the structure of internal bodies, the normative legal bases of Europol’s interaction with the Member States and other agencies of the European Union, third countries (strategic cooperation agreements and operational cooperation agreements) and international organizations, the genesis of the normative legal bases for relations between Europol and Ukraine. According to the results of the study, the history of the formation of the European Union Agency for Law Enforcement Cooperation (Europol) is proposed to be divided into two stages: 1. Europol as an international intergovernmental organization of the Contracting Parties to the Convention on the establishment of a European Police Office of 26 July 1995; 2. Europol as the European Union Agency for Law Enforcement Cooperation (Europol). At each stage of Europol's formation, its legal status also changed. At the present stage of Europol's work, its legal status is determined by the Regulation (EU) 2016/794 of the European Parliament and of the Council of 11 May 2016 on the European Union Agency for Law Enforcement Cooperation (Europol).

The paper is dedicated to the problems of integration of Ukrainian higher education institutions into the European Higher Education Area. Problems of higher education in Ukraine and the importance of Euro-integration for solving them are analysed. The institutional basis of the European Higher Education Area (EHEA) and forms of international cooperation in higher education are investigated. The main priorities of the latter’s development at present stage are identified, in particular the indicators for modernizing the higher education system (HES) of Ukraine. Analysis is conducted to examine the development of international cooperation of Ukrainian higher education institutions and their participation in European educational programmes. It is concluded that Ukrainian HEIs are more actively engaging in various forms of international cooperation. Unwavering integration of the Ukrainian higher education system into the EHEA facilitates the advance of Ukrainian universities in the international ratings. However, this reveals the weak spots of the European integration processes, highlighting several directions for improving the state policies and HEI’s activities with regards to creating better conditions for deepening cooperation in the field of higher education.

Fight against organized crime is a proactive, strategically oriented activity of all contemporary, democratic states, both nationally and at the international level. The set limits of more efficient suppression of the most serious crimes are the result of active reforms of national normative frameworks, ratified international documents, but also intensive professional cooperation between countries in the field of detecting, combating and prosecuting organized crime. Security threats, which are extremely high when it comes to organized crime, would be difficult to combat without adequate international cooperation between democratic states. One of the countries that actively participate in international cooperation, emphasizing cooperation with European agencies is Serbia. Namely, there is a justified question of the efficiency of Serbia's cooperation with European agencies in the suppression of organized crime, the harmonization of the national framework with the acquis communautare, which is the goal of research in this paper. In accordance with that, the author, through expert and critical analysis of normative solutions, results of practical application and valid theoretical views, analyses the subject matter from the following aspects: first, introductory considerations; second, the effectiveness of financial investigations and the Action Plan for Chapter 23; third, Serbia's cooperation with European agencies in combating organized crime and reforming the normative framework; fourth, concluding remarks.

The main objective of the present study is to analyze the European Union defense policy on the example of Permanent Structured Cooperation (PESCO). It will be possible thanks to a comprehensive analysis of individual PESCO projects, participating countries, determinants and perspectives for the development of defense policy. The main hypothesis of the article is that although the strongest military European Union countries, relying on PESCO, seek to expand defense cooperation, this cooperation has no visible impact on increasing their armed forces. The article contains information about the genesis of the European Union Security and Defense Policy and the legal basis of Permanent Structured Cooperation, as well as a detailed list of all PESCO projects with the countries participating in them. An analysis of the implementation of PESCO projects indicates that they are dependent on external factors. This study uses methods appropriate to the science of international relations. Its research tools include an analysis of the literature on the subject, documents, and statistical data.

Within the conditions of rapid development of internationalization processes, the scale of international cooperation between tertiary educational institutions is growing at a quick rate. Currently, the practice of international cooperation between tertiary educational institutions is the most commonly encountered in the form of: international exchange of apllicants of tertiary education (students), teachers (educators), scientists; holding conferences, round tables, symposiums; exchange of information and data on improving the efficiency of the educational process. Therefore, the list of the above mentioned types of international cooperation between tertiary educational institutions is not exhaustive and is constantly updated. Based on the foregoing, the aim of the scientific article is to study the theoretical and practical aspects of international cooperation among tertiary educational institutions in the framework of determining current trends and future prospects for the development of such relations. Methods of analysis, synthesis, observation, description and comparison have been used to disclosure the theoretical and practical aspects of international cooperation among tertiary educational institutions in the framework of determining current trends and future prospects for the development of such relations. The scientific article has discussed and analyzed the dynamics of the students’ mobility from abroad, enrolled in tertiary education, as well as the level of students’ mobility in areas of the corresponding level of higher education in such countries, as: Germany, the Czech Republic and Sweden. The peculiarities of the functioning of the following international networks and university wide projects and platforms have been determined, namely: ACCESS, CALIE, European University Association, Eutopia, Inspireurope, International Association of Universities, MIRAI, Nordic Association of University Administrators, Nordic Centre India, Nordic Centre Fudan University, Nordic Institute of Asian Studies, SGroup European Universities’ Network, SANORD, Scholars at risk, SASUF, which have been formed as a result of international cooperation among tertiary educational institutions. According to the data of the European University Association, it has been established that tertiary educational institutions of Ukraine also take an active part in the system of international cooperation. For instance, 26 tertiary educational institutions of Ukraine act as Individual Full Members and Individual Associate Members of the European University Association. It has been established that the basic areas of international cooperation among tertiary educational institutions include: the development of international mobility in the framework of the exchange not only of students, but also of educators, researchers, and administrative staff; joint teaching and investigation activities; research cooperation.

Large research infrastructures, especially nuclear ones, are extremely expensive to build and operate. Therefore, to develop expertise and competences in nuclear research is more efficient to have a limited number of complementary specialized large nuclear research infrastructures, shared by European researchers from different countries. This paper describes three different actions to improve the European collaboration in the experimental nuclear research, namely open access to the nuclear research infrastructure of the JRC, the optimization of the use of research reactors in Europe and operation planning of the Jules Horowitz reactor currently under construction. Supporting access to key pan-European research infrastructures strengthens research and innovation, avoiding duplication and optimising resources. It contributes to the European Research Area (ERA) and the European Strategy Forum on Research Infrastructures (ESFRI), as well as to maintaining competence in the EU, which is one of the objectives of the Euratom research and training programme.

The decision of the European Community (EC) members to complete their “internal market” by the end of 1992, as embodied in the 1987 Single European Act (SEA), may represent the most ambitious instance of multilateral cooperation since the construction of the post-World War II international order. The economic objective of internal market completion is the removal of a wide array of nontariff barriers to trade that elsewhere have proved politically intractable, including border controls, national standards, preferential procurement policies, and industrial subsidies. The institutional structures underpinning the internal market are more constraining on the behavior of sovereign states than has been the case for other international regimes. The SEA replaced unanimity voting (national vetoes) in the primary decision-making body of the EC, the Council of Ministers, with a system of majority voting over matters pertaining to the internal market. In addition, the internal market is buttressed by an elaborate and powerful legal system. EC law is considered to have supremacy over national laws and to have “direct effect” in domestic jurisdictions, regardless of whether it is explicitly incorporated through legislation.

In 2007 after signing the Treaty of Lisbon cooperation among police and other competent law enforcement offices became the official European policy, although the denial of inner borders started already in 1985. Since that time it is radically changed the legal basis of police cooperation.In spite of the fact that the denial of inner borders has started police cooperation, now due to terroristic acts taking place directly in European Union discussions on resumption of borders happen more often. The aim of this article is to start the discussion why interstate police cooperation is still ineffective. The task of this article is to pay the attention to those normative and legal acts in different levels makes cross-border cooperation difficult, not simple and easy. A legal act comes into force but there is no a competent official who is ready to apply it. Thus the fulfilment of all formal demands takes place while the practical realisation lags far behind. While the European Union develops secure, free and legal environment widens several criminal authority powers, it still does not work on gaining the expected result. There is a small number of articles and publications on law offices cooperation tools as it is a very specific field. The author comes to the conclusion that without examining new tools there is no possibility to apply them correctly and effectively. Police departments’ different understanding and law enforcement offices’ traditional work methods embarrass the application of new and effective cooperation tools.

Defence cooperation between Western European countries has increased considerably since the end of the Cold War. An analytical distinction can be made between political and economic cooperation, the latter having been neglected by political scientists. This study advances the debate on economic cooperation by identifying sources of variation in the European Union (EU)-15 countries’ membership rate in cooperative armamentsforaaimed at restructuring the demand side of European defence from 1996 to 2006. By combining six models from three different schools of thought, the risk of confirmation bias through intra-paradigmatic reasoning is reduced. At the same time, fuzzy-set analysis opens up the space for data-driven combination effects. Two distinct combinations form sufficient paths leading to high rates of membership. Most importantly, intentions to create collective defence technological and industrial benefits combine with trust in partners’ ability and integrity to form an essential combination of conditions for governments to pursue cooperation on armaments.

International migration in the post-World War II period raises many questions for the study of international relations. The movement of individuals across national borders clearly affects relations between states, and it has had in some cases dramatic effects on the internal politics of states, particularly the liberal democracies of Western Europe. But despite its importance, theorists of international relations have yet to develop a framework for understanding international migration. Attention has been focused either on the economics (push-pull) or the politics (policies) of migration, without any clear attempt to examine the way in which the interaction of politics and markets affects migration. Special attention is given to the role of international institutions—such as the European Community—in regulating population movements, and to the prospects for the development of migration “regimes” in Europe and North America. The author finds that international migration reveals a contradiction between the main economic purpose of the postwar international order—to promote exchange—and the national perquisites of sovereignty and citizenship.

The article considers and compares the main trends in the development of world bibliographic activities, the work of the IFLA Bibliography Section, which regulates international and national bibliography. A brief historical background on the aspects of the origin of the international bibliography is given and the specifics of compiling the first bibliographic indexes, such as "General Library", "Sea of Books", "Common European Lexicon of Books" and others. The formation of international bibliographic cooperation as one of the areas of bibliographic activity dates back to the second half of the XIX century, that was related to intensive development of publishing business and, as a result, increase of producing of the printed products, and also with creation in many countries of the world of bibliographic and library national society. Emphasis is placed on the great importance for the development of bibliography and international bibliographic cooperation of the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the International Federation of Library Associations and Institutions (IFLA). Attention is focused on the history of formation of the world bibliography, organizational and technological problems of bibliographic design of electronic network resources.

European trade unions have much to gain from cooperating with each other. Such cooperation does exist, but it is still fairly limited and many obstacles need to be overcome if cooperation is to be improved. According to our survey data, higher-level union officials regard differences concerning financial resources and national labour market regulations to be particularly substantial barriers to cooperation. The enormously varying union density across Europe, and its general decrease, also creates barriers. Therefore, employee attitudes to unions are examined using data from the International Social Survey Programme. As expected, union members tend to be more positive about trade unions than non-members. The most interesting finding, however, is that employees in some countries with low union density exhibit fairly positive views or at least views that are not less positive than what we find among employees in many countries with higher density rates. This suggests that there is potential for recruiting members.

The article examines the basic models of extradition within the framework of international cooperation of states in criminal cases. It is emphasized that modern models of issuing persons in criminal cases that develop and expand within international organizations are distinguished. Adoption by international organizations of conventions as multilateral international treaties has a key role in the legal regulation of issues of issuance of persons and the formation of new models. The following models include: Universal Model Issuance within the UN, Model of the Institute of Issuance within the Council of Europe, Model of the Institute for Issuance under the European Union. The article describes the last model. It was noted that before the formation of the European Union in 1993, 28 Member States relied on the European Convention on the Issuance of Persons in 1957 and most European countries implemented the rules of this Convention. Therefore, some other international legal acts were adopted within the framework of this international organization. For example, the Council of Europe Framework on the European Arrest Order and the procedures for transferring offenders between Member States of 13 June 2002, which defines new directions of development of the Institute for the Issuance of Persons. Its feature is the accelerated process and the maximum possibility of issuing persons. It is this model that is now more in demand and new. It is concluded that each state retains its identity in the regulation of issues of issuing persons who assist in the formation of a national model of issuing persons in the framework of international cooperation in criminal cases. In no state in the world, you can find the full similarity of the norms for the issuance of persons. Over the years, China has forged and mastered its own distinctive foreign aid practices as an emerging aid donor. China’s approach to foreign assistance has become highly appreciated as the country’s stature as a provider of economic assistance has matured. In 2013, under President Xi Jinping, Beijing introduced the Belt and Road Initiative, which has become a leading component of China’s foreign policy and triggered a new round of policy reform in its foreign aid agenda. In Africa, China’s foreign assistance has kept in line with the policy of equal treatment. It has shared its development experience, helped many African countries to transition from “poor” to “developing”, from “aid recipients” to “wealth creators,” and many African countries are thus turning their interests from the West to the East. Certainly, the European Union as a traditional aid donor, remains the largest aid distributor in the world, especially in Africa. In other words, the EU’s foreign assistance has become an indispensable source of funding for many African countries. However, foreign aid effectiveness remains low on the African continent because of the absence of native African policymakers in aid programs designed and implemented by Beijing and Brussels. Some critics argue that Chinese and European assistance to Africa is not bringing about the best results as expected. This article argues that a new international architecture of foreign assistance through trilateral cooperation is needed to increase Chinese and European aid effectiveness in Africa. Trilateral cooperation will not only increase foreign assistance efficiency in Africa, but also give a chance to African countries to strengthen their own development capacity through assistance and guidance, reduce Africa’s aid dependence, and hopefully guarantee a smooth “graduation” of African countries from official development assistance.
