Abstract This article explores the spatial generation and perception of administrative districts. It has a particular focus on how certain administrative practices contributed to diminishing spatial distance between district offices and local society, that is, residents and municipalities, from the early 19th century to the 1870S in the Grand Duchy of Baden. TWO different administrative systems – a centralized one introduced in 1809 and a more participative one dating from 1863/1865 – characterize the period under consideration. With regard to the methodological approach, the understanding of the generation and perception of administrative spaces is informed by cultural, communications, and media studies. With respect to the spatial generation and perception of the administrative districts, two administrative practices are of particular interest. Firstly, administrative visitations (›Ortsbereisungen‹) were periodically carried out in the villages by the district officers, starting in the early 19th century, to gather information as the basis of a ›close‹ description of the administrative, agricultural, economic, infrastructural, security, welfare and health conditions in the districts for the purpose of administrative reports. Oral communication and immediacy in conducting the administrative visitations contributed in particular to reducing distance between district administrations and local society. Secondly, the article explores the role of honorary district councillors as middlemen between local society and district administration from the mid-1860s. In their roles as experts, advisors, and mediators – which they also fulfilled in the context of administrative visitations – the honorary district councillors enhanced the proximity of local society to the district administration and in this way contributed to the perception of the district as a rather small space.

IntroductionA comprehensive Islamic theory that can offer complete guidance forIslamic organizations and help clarify the behavior of organizations, groups,and individuals is yet to be developed. However, there are many rules relatingto administration which are scattered throughout different Islamic sources.These rules were utilized in early Islamic society, but were never organizedunder specific management concepts as is the case in contemporary managementthought. The quest in recent years for such a theory has been intense,and there have been frantic efforts by researchers to group different administrativeguidelines from Islamic sources with the intention of formingan Islamic administrative paradigm, herein called a theory, although it is nota complete theory.Ahmed Ibrahim Abu Sin, for example, has tried to identify the basic particularsor postulates of Islamic administrative theory in his book The IslamicAdministration (1981). He maintains that the characteristic feature of Islamictheory is its emphasis on all the variables and factors that affect the administrativecycle in an organization and its understanding of individualbehavior in light of social and cultural forces. Islamic theory sees no separationbetween ethics, morality, and administration. The same applies to thelarger Islamic society of which administration is a subsystem.The basic postulates of Islamic theory and the variables it emphasizes includethe following:(1) Islamic administrative theory should be closely connected to the socialphilosophy of the Islamic system and enforce the moral principles of the largerIslamic society. State Administrative Courts is a judicial body that has absolute competence to examine and resolve disputes in the field of state administration. The development of State Administrative Courts (Peratun) jurisprudence is indispensable for the development of state administrative law. The problems studied are the role of jurisprudence in the field of state administrative law and the role of State Administrative Courts in providing access to justice. This research is a normative legal research where primary and secondary legal materials are analyzed qualitatively. The Supreme Court has made efforts to strengthen jurisprudence so that it can support thedevelopment of administrative law. Judges’ decisions are needed as a source of law. This is because it comes from dynamic legal dispute resolution. Then, jurisprudence can bring about social change for society. The process of making judges’ decisions is also faster than the process of drafting laws. The broader absolute competence of State Administrative Courts can provide easy access to justice where the public can file complaints against factual actions of the Government in the field of public law. Jurisprudence as a source of law is indispensable for developing state administrative law by taking into account the development of society, social conditions, legal and political conditions. Jurisprudence produces general principles of good governance so that it can be used for the administration of government wisely.

The article reveals the essence, purpose and content of these management methods, their objective conditionality by material and superstructure factors, the state structure of society, which can be democratic or totalitarian. It follows from this that not a single state, including the Russian Federation, is free in the choice of methods of managing the affairs of society. The main method of influencing public relations, the interaction of people is persuasion. The slogan of the classic — “We must at all costs first convince, and then compel” — remains unshakable in our days. The article provides specific signs of persuasion and administrative coercion, which make it possible to clearly distinguish them, not to oppose and not to lose, as happened in modern life with persuasion and its most important form — education.

Анотація:
In the article the present state of the doctrine of administrative law as one of the most important sectors in the legal system of Ukraine. The features of this branch of law and tendencies of its development and the acquisition of new essential characteristics under the influence of various factors of political, state-legal and public life. The focus is on direct influence of administrative law doctrine for updates of administrative law. As shown by the analysis, at present it does not fully conform to standards of civilization civil, legal, democratic and social society in the conditions of constant transformation of public administration system in transition. Separately, the necessity of a gradual introduction of ideology into the practice of domestic administrative law in the implementation and protection of constitutional rights and freedoms of citizens in their relations with the state and the state apparatus. Particular attention is paid to the analysis of the current administrative legislation of Ukraine, its convergence with other sectors of the domestic legislation and European Union law. It is noted that the increase in the number of administrative-legal acts in the rapid development of information technology and the various available forms of the use of modern technical means in the information environment creates certain problems. It is that continuous additions and amendments to relevant legal acts in all their openness and accessibility are difficult in their application. Also exacerbated the problem of integration of multiple acts that relate to tangential issues. Enacted legislation (including in respect of administrative-legal sphere), though timely, however, still not provided a mechanism for their implementation, or are those that require additions or changes. The conclusions reflect the results of the study and separately stated that the matter of updating the administrative law doctrines, ideas, theoretical constructs, representation of the directions of development of society, the state and public administration, building and activities of the Executive authorities and their relations with citizens and non-state entities should be the subject of ongoing research and discussions, public discussions. The same applies to the ways and prospects of improvement of administrative legislation and the feasibility of its systematization and codification. Анотація:
The purpose of the article is a comprehensive analysis of communication technologies of interaction between society and public administration and administration. It is emphasized that one of the functions of public authorities is communicative. The importance of establishing a communicative process in the system of public administration and administration as a dialogue and interaction between equal actors, where the use of direct information channels and feedback channels should be balanced and manifested through various electronic forms of participation. There are three main models of electronic participation: management model; consultative model; participation model. It is substantiated that the availability of a developed information infrastructure is a condition and indicator of the effective-ness of public administration and the use of information and com- munication technologies is associated primarily with the implementation of the e-government project. It has been proven that in order to increase the efficiency of public administration and administration by transforming the existing bureaucratic system, it helps to make it more flexible and adapted, less hierarchical and regulated, and to make the transition to post-bureaucratic organizations. Transferring the service to electronic form eliminates the negative, dysfunctional practices inherent in modern bureaucracy. The study found that the reforms taking place in the system of electronic communication of public administration and society are to some extent ambivalent and contradictory. It has been proven that without broad administrative reforms aimed at improving the functioning of the state apparatus, the introduction of e-government technologies will not be effective and will be reduced to long and unsuccessful attempts. One way out of this situation is to adopt a new theoretical paradigm of administrative reform, in which e-government will cease to be a complement to bureaucratic structures, and systematic management of all administrative processes to achieve the end results will become a central part of public administration.

In work the analysis of experience realization reforming administratively-territorial device and decentralization of management in the European countries is carried out. The comparisons of different models of decentralization of authority are carried out. The features of administrative-territorial transformations in the countries - members of EU are investigated which have resulted in positive and negative results. Is shown, that the European practice demonstrates a growing role of local self-management in system of public authority and opportunity of effective delimitation of powers of bodies of the executive authority and local self-management in nation-wide and territorial management. Is established, that in the majority of the countries of Europe at local and regional levels practically all to the competence, except for competent of nation-wide meaning(importance), belong to powers of bodies of local self-management. Is established, that in the countries of Europe the tendency to integration of administrative - territorial units of a base level is traced which answers a level of communities in Ukraine and also decentralization and reforming of functional powers in system administratively - territorial device. The carried out comparative analysis of powers of administrative-territorial units in the different countries, structure and features of formation of the incomes of local bodies self-management. On the basis of the carried out(spent) analysis the carried out offers concerning formation of the Ukrainian model of decentralization. Is proved, that for reception of positive results of decentralization of authority in Ukraine it is necessary simultaneously to take into account such aspects: introduction of mechanisms of wide attraction of the members of territorial communities to participation in management; to develop communities as public corporations on own resources; to ensure wide scope of local self-management, to expand their jurisdiction on territory outside the occupied items; the decentralization of powers can be accompanied by decentralization of budget resources.

The author of this study has studied in details the problems of the formation and development of administrative law, administrative and procedure law, administration and administrative doctrine in the Republic of Armenia (Khandanian, 2019). The relevance of the research. The integrated institution of systemic protection of individual rights and freedoms became a part of administrative and legal regulation’s mechanism in the areas of administration and administrative procedure after the amendments to the Constitution of the Republic of Armenia (December 6, 2015), which established the legal protection of individual rights and freedoms as a priority (the Art. 3 and Chapter 2 of the Constitution of the Republic of Armenia). The national science of administrative law at present time, is undergoing a rethinking, updating and replenishment of the conceptual apparatus. This process is associated with changes in the economic and legal systems of the Armenian society. The tasks related to the formation of the civil society and legal state in Armenia make it necessary to take a fresh look at many administrative and legal concepts that have become customary with regard to their compliance with the modern stage of development of administrative law and the science of administrative law of the Republic of Armenia. The theory of administrative law, which has the status of fundamental science in the system of national jurisprudence, faces complex challenges – revising and rethinking the scope of such fundamental concepts as legal personality issues in administrative law, as well as the concepts and content of administration, administrative and legal acts, the purpose and objectives of administrative procedure, etc. Objective of the research. The objective of the research is to develop the basic provisions of the scientific concept of modern administrative law and procedure corresponding to what happened in Armenian society. Besides, the present study is aimed at a comprehensive, interrelated study of theoretical problems of administrative law and procedure in the context of the reforms carried out in our country, the transfer of legal theory and practice into a qualitatively new status. Research method. The methodological basis of the research consists of the provisions of modern scientific methodology, the latest tools and methods of the theory of administrative law and other branches of law. While working on the topic the author has focused on the results of the research of national and international theorists and practitioners working in the areas of public administration and administrative procedure. The systematic approach to the problems of administrative law made it possible to conduct a thorough analysis of the attributes of administrative law and procedure. The author of the work has also used the methods of scientific cognition, logical methods of analysis, synthesis, generalization, comparison, abstraction. According to the author of the research, the analysis of any state and legal problem, including the problem of administrative law and procedure, should be carried out on the basis of the concept of the rule of law state. The main results of the research. The implementation of the norms of administrative law in the modern period of the development of the Armenian society is one of the most urgent tasks of the state and legal activity. Administrative and legal norms are of paramount importance for the entire society in the and for each citizen of the Republic of Armenia in particular, through the regulatory acts of its agencies related to ensuring the rights and legitimate interests of citizens and economic entities in the field of public administration. The norms of administrative law play an important role in the regulation, organization and functioning of the state apparatus, ensuring the proper and timely definition of positive relations in the field of public administration through administrative procedures and regulations. In this regard, the author focuses on the key issues of political and legal modernization and improvement of administrative law and procedure of the Republic of Armenia. In particular, the author has revealed the content and characteristics of the subject matter of administrative law of the Republic of Armenia, the place of administrative law in the system of public law, the system and science of administrative law. As a result of the work, carried out in accordance with the objective of the research, the author has come to certain results and conclusions that probably reflect the main tendencies in the development of administrative law and procedure of the Republic of Armenia and, in our opinion, will contribute to enrichment of the conceptual apparatus of the science of administrative law and procedure. The improvement and amendments of Armenian legislation, the socio-economic and political reforms carried out in the Republic of Armenia, and the transformation of administrative apparatus have a significant influence on the science of administrative law. According to the author of the research, it is almost impossible to find a sphere of public relations that would not be left without administrative and legal influence. The author of the research has also paid attention to the problems of administrative procedure, administration, legality, administrative justice, correlation of administrative law, procedure, administration and the relevance of the problems of law-enforcement practice. The research that we have carried out suggests that separation from the absolutization of the regulatory approach to administrative law prevailing in the Soviet legal science, diversity of opinions is in legal thinking and integration of legal sciences, the subject of which includes administrative law and procedure as objects of the research, in predetermining changes in the subject matter’s content, system and structure of administrative law and procedure. The systematic approach to study basic institutions of administrative law deepens our understanding of the social nature of administrative law and procedure, allows for a deeper study of individual institutions and categories of administrative target-oriented development of a civilized society. Due to changes occurring in the country, the system and structure of administrative law and procedure, as well as formal sources of administrative law (for example, judicial and administrative precedent) also change. The author of the research has highlighted the importance of creating an adequate philosophical, legal and ideological paradigm of the development of administrative legal awareness and worldview, ensuring legal stabilization of Armenian society in the context of modernization of the political system of the Republic of Armenia and declared reform, based on key principles of modern democratic law, respect and protection of human rights and freedoms. Conclusions. The following conclusion, formed in the work, is that the doctrinal understanding of administrative jurisprudence is, to say the least, inconsistent; this is the main problem of the theory of administrative law, which, in the author’s opinion, can be removed by reforming legislation (for example, with the adoption of the new Code on Administrative Offenses, etc.). According to the author, it can be stated that the importance of administrative and administrative procedural legislation, as well as the norms of administrative law in general, attracted and attracts the attention of scholars and practitioners. Considering the current tendency in the development of legal science, it can be argued that the science of administrative law will continue to develop intensively and perspectively in the future.

This thesis aims at critically examining the specific place of the "
critical"

radical"
theories within both the theory of public administration and political theory, particularly in terms of the discursive participatory framework they offer. The fundamental question dealt with is whether or not the power and dependence analyses of these approaches (which are treated as '
marginal'
in the field) is convincing for an egalitarian, comprehensive and socially transformative democratic governance. Since a discussion of this sort essentially problematizes the reduction of political equality to a proceduralist and abstract philosophical equality, not to commit a similar fallacy of "
apriorism"
, the study incorporates the observations on LA-21 Turkey processes as a local governance program, in terms of a concrete contribution to theoretical discussion. In the light of direct observations, interviews and data obtained from secondary resources regarding the participatory practices, the level of organization and current capacity of political representation are inferred to be also decisive on the capacity to participate, owing this decisiveness substantially to the economic and social resources in the real social formation, hence the conditions of production of local knowledge are consequently identified as far from reflecting a democratic environment purified from power relations. Highlighting the risk for the notion of self-governance to gain a hegemonic functionality for bourgeoisie democracy concealing and perpetuating social inequalities, the thesis argues for shifting the inquire for the dominant class, from solely political-administrative sphere to civil society, and the maintainable and reproductive conditions and mechanisms of dominance between these two spheres.

After experiencing changes and adapting to them, Macau establishes a unique identity of harmonious coexistence of different cultures, religions, people and life styles. And this unique identity became one of the major characters that fulfill the criteria for inscribing into UNESCO’s World Heritage List. World heritage site: The Historic Centre of Macau is a brand name in Macau’s tourism now. But not every building is lucky to have adequate respect. Cemetery of St. Michael the Archangel, located inside the historic centre of Macau and closed to St. Paul’s ruins, as well as many other heritage sites, is an example. The values of historic cemeteries are underestimated. In order to protect the container of history – cemeteries, conservation must be done. There is no doubt about that. However, interpretation of the cemeteries is equally important. With better interpretations of the cemeteries and people buried inside, we can reconstruct the society in 19th century, and even more. The routes suggested in Chapter 4 only served as examples. Visitor can imagine a society which all these historic figures were living. They interacted with each other. They influenced each other. And they changed the society. If there was no cemeteries, or if we did not have good conservation of the cemeteries, how can we provide this interpretation of society in a particular period of time? Proposing a historic walk is one of the best ways to have better interpretations to the cemeteries. Through the historic cemetery walk, the values of each cemetery can be appreciated by visitor and it can also bring the cemeteries life. The rich contents of the cemeteries are always waiting for us to find out.

It is intended, through this study, to investigate the smoothness of the development activity in the law of partnerships. The justification for the choice of theme is given by the relevance of the promotion activity by allowing the State to relate to the third sector, implement public policies and achieve general interest purposes, through the law of partnerships. In order to do so, we will analyze the constitutional concept of development, drawing the attributions of the State, its duty-power and its purposes, the administrative function and respective administrative activities similar or not to the development, and then draw the methodological section in the legislative and administrative constitutional. Once this has been done, the manifestations of development and their respective doctrinal classifications stand out. Next, the law of partnerships is examined and the development created by the law is classified, standing out the new mechanisms created. Finally, under these premises, we identify the parameters for the legitimate concession of development. It is pointed out in the content of the chapters, the methodology of enumeration of topics by topics, in the same way the conclusion of the present work. Pretende-se, por meio deste estudo, investigar a lisura da atividade de fomento na lei de parcerias. A justificativa para a escolha do tema se dá pela relevância da atividade de fomento ao permitir que o Estado se relacione com o terceiro setor, implemente políticas públicas e alcance fins de interesse geral, por meio da lei de parcerias. Para tanto, impreterivelmente, nos debruçaremos a análise do conceito constitucional de fomento, traçando-se as atribuições do Estado, seu dever-poder e suas finalidades, a função administrativa e respectivas atividades administrativas assemelhadas ou não ao fomento, para então traçar o corte metodológico no plano legislativo e administrativo constitucional. Feito isso, destacam-se as manifestações de fomento e suas respectivas classificações doutrinárias. This chapter presents excavation data from two archaeological sites, El Palacio and Paredones, located in the Department of Cajamarca in the northern sierra of Peru, a geographic area of social dynamism during the Middle Horizon. The presence of the large-scale site of El Palacio — a Wari administrative center — would suggest that the valley came under direct Wari imperial control in a manner similar to that known under the Inca during the Late Horizon. Yet at the same time, there are chullpas at the contemporary site of Paredones that are associated with ceramics related to the Tiwanaku style. This complex situation during the Middle Horizon, on the one hand, presupposes the existence of multiple cultural groups livingin the Cajamarca region. On the other hand, the Cajamarca culture has local roots that are demonstrated in the productionof its kaolin ceramics that are found throughout a wide area of the Wari realm. For these reasons, the cultural changes during the Middle Horizon do not necessarily correspond to political domination. One explanation for this variable situation could be that the Cajamarca society was not centralized, and therefore had the social flexibility to coexist within an imperial society.
En este ensayo se presentan los datos de excavación de dos sitios arqueológicos, El Palacio y Paredones, ubicados en el departamento de Cajamarca, sierra norte del Perú, área geográfica desde donde sugiero la dinámica social durante el Horizonte Medio. La presencia del sitio El Palacio, centro administrativo Wari de gran escala en el valle de Cajamarca, es un ejemplo de similitudfenomenológica con el caso Inca en el Horizonte Tardío, debido a que el valle de Cajamarca estuvo bajo el dominio directo del Imperio wari. Al mismo tiempo, de Paredones, otro sitio contemporáneo, aparecen chullpas asociadas a cerámicas relacionadas con la cultura Tiwanaku. Esta situación compleja durante el Horizonte Medio presupone la existencia de múltiples grupos con diferentes culturas en la región Cajamarca. Por otro lado, la cultura Cajamarca es una expresión de continuidad que se refleja en la producción de su cerámica en caolín que se distribuyó en un área amplia de dominio Wari. Por lo que, los cambios culturales no corresponderían necesariamente a un dominio político. Una explicación a esta variable condición sería que la sociedad Cajamarca no era centralizada, por lo tanto tenía flexibilidad social y pudo coexistir con la sociedad imperial.

Esta pesquisa objetiva aprofundar a visão acerca do que sejam os delitos cumulativos, questionando se tais tipos de conduta - quando caracterizada - podem ser abarcados pelas sanções de natureza penal e de qual modo. Para tanto, descreve o momento atual da humanidade - que se encontra em uma sociedade de risco - e enfatiza o dever do Estado no que se refere à proteção ao meio ambiente, prevista, inclusive, na norma constitucional. Ademais, versa sobre a preservação ambiental como meio imprescindível para a continuidade da espécie humana, tendo em vista que os riscos oriundos dos avanços tecnológicos possuem potencial para a produção de uma tragédia global - muitas vezes, irreversível - e apura o papel do Direito, especialmente o penal, como instrumento fundamental à preservação do bem jurídico denominado como meio ambiente. Almeja pesquisar como pode (o direito penal) contribuir para tal desiderato, considerando as limitações de sua atuação, derivadas das conquistas históricas advindas da era iluminista. Por fim, conclui que o direito penal foi pensado para tutelar as ações individuais e que, por conseguinte, uma adequação aos tempos modernos e aos riscos atuais, além de legítima, é pertinente para proteger os novos bens jurídicos coletivos ameaçados. Além disso, cabe analisar o papel simultâneo que o direito administrativo empresta à proteção ao meio ambiente, seja por meio de seu papel sancionador, seja por meio de condutas premiadas.
The aim of this research is to deepen the vision of what are the cumulative offenses and question whether such types of conduct when characterized, can be embraced by the sanctions of criminal nature and which way. Therefore, it describes the current situation of humanity, which is in a risk society, one state's duty to protect the environment, provided even in constitutional law. Moreover, it is essential for the continuity of the human species, since the risks from technological advances have the potential to cause a global environmental disaster and often irreversible. Thus, the role of law, especially criminal, is fundamental to the preservation of legally protected environment, and aims to research how you can contribute to this aim, considering the limitations of their work, derived from the historical achievements since the Enlightenment era. It is that criminal law was thought at that time to protect individual actions and adaptation to modern times and current risks as well as being legitimate, it is essential to protect the threatened new collective legal interests. In addition, we intend to analyze the simultaneous role of administrative law lends to environmental protection, whether through its sanctioning role, either through winning behaviors.

This thesis explores the relationship between ideology generated by advocates of the Women's Liberation Movement and President Kimball's purposes of using Relief Society to strengthen Latter-day Saint (LDS) women. Navigating women through the societal attack on womanhood, President Kimball, and other general Church leaders during his administration (1973-1985), taught LDS women of their privilege and duty to the organization and the importance of generating strength through a sisterhood focused on service. Relief Society programs, procedures, and curriculum were evaluated, adjusted, and reinforced to deepen women's commitment to divinely established roles, to enhance women's doctrinal confidence, and expand the influence of women's leadership. The purpose of this thesis is to show how Relief Society strengthened LDS women's commitment to family and influenced increased cooperative efforts in defending families through Relief Society and priesthood organizations.

AbstractThe international community of public administration and administrative sciences shows a great interest in the basic features of the German administrative system. The German public administration with its formative decentralisation (called: administrative federalism) is regarded as a prime example of multilevel governance and strong local self-government. Furthermore, over the past decades, the traditional profile of the German administrative system has significantly been reshaped and remoulded through reforms, processes of modernisation and the transformation process in East Germany. Studies on the German administrative system should focus especially on key institutional features of public administration; changing relationships between public administration, society and the private sector; administrative reforms at different levels of the federal system; and new challenges and modernisation approaches, such as digitalisation, open government and better regulation. The publication is following this structure in four parts with 22 chapters.

The report raises questions related to the need for training standards for administrative heads/managers in the Bulgarian judiciary system. The existing normative frameworks for the required skills and qualities for an administrative head in a judicial body are examined, as well as a European classification for the types of powers and functions of the administrative heads is presented. It is readily apparent to everyone that there are multiple and serious concerns that face Muslim societies today. Terrorism, civil strife, poverty, illiteracy, factionalism, gender injustices and poor healthcare are just a few of the challenges to governance across the Muslim world. These are core issues for governance and public administration in any form of government. However, before we can engage with good governance within the context of Islam, we need to be clear what mean by good governance itself. A simple definition of good governance is that of an institutionalised competency of administration and institution leading to efficient resource allocation and management[1]. Another way of looking at it is as a system which is defined by the existence of efficient and accountable institutions[2]. Civil society now tends to look at good governance by way of impact measurement and how a certain set of processes result in a set of measurable and desirable outcomes.

Forest and wildland fires are a natural part of ecosystems worldwide, but large fires in particular can cause societal, economic and ecological disruption. Fires are an important source of greenhouse gases and black carbon that can further amplify and accelerate climate change. In recent years, large forest fires in Sweden demonstrate that the issue should also be considered in other parts of Fennoscandia. This final report of the project “Forest fires in Fennoscandia under changing climate and forest cover (IBA ForestFires)” funded by the Ministry for Foreign Affairs of Finland, synthesises current knowledge of the occurrence, monitoring, modelling and suppression of forest fires in Fennoscandia. The report also focuses on elaborating the role of forest fires as a source of black carbon (BC) emissions over the Arctic and discussing the importance of international collaboration in tackling forest fires. The report explains the factors regulating fire ignition, spread and intensity in Fennoscandian conditions. It highlights that the climate in Fennoscandia is characterised by large inter-annual variability, which is reflected in forest fire risk. Here, the majority of forest fires are caused by human activities such as careless handling of fire and ignitions related to forest harvesting. In addition to weather and climate, fuel characteristics in forests influence fire ignition, intensity and spread. In the report, long-term fire statistics are presented for Finland, Sweden and the Republic of Karelia. The statistics indicate that the amount of annually burnt forest has decreased in Fennoscandia. However, with the exception of recent large fires in Sweden, during the past 25 years the annually burnt area and number of fires have been fairly stable, which is mainly due to effective fire mitigation. Land surface models were used to investigate how climate change and forest management can influence forest fires in the future. The simulations were conducted using different regional climate models and greenhouse gas emission scenarios. Simulations, extending to 2100, indicate that forest fire risk is likely to increase over the coming decades. The report also highlights that globally, forest fires are a significant source of BC in the Arctic, having adverse health effects and further amplifying climate warming. However, simulations made using an atmospheric dispersion model indicate that the impact of forest fires in Fennoscandia on the environment and air quality is relatively minor and highly seasonal. Efficient forest fire mitigation requires the development of forest fire detection tools including satellites and drones, high spatial resolution modelling of fire risk and fire spreading that account for detailed terrain and weather information. Moreover, increasing the general preparedness and operational efficiency of firefighting is highly important. Forest fires are a large challenge requiring multidisciplinary research and close cooperation between the various administrative operators, e.g. rescue services, weather services, forest organisations and forest owners is required at both the national and international level.
