<abstract> <p>Adaptive immune responses can be activated by harmful stimuli. Upon activation, a cascade of biochemical events ensues the proliferation and the differentiation of T cells, which can remove the stimuli and undergo cell death to maintain immune cell homeostasis. However, normal immune processes can be disrupted by certain dysregulations, leading to pathological responses, such as cytokine storms and immune escape. In this paper, a qualitative mathematical model, composed of key feedback loops within the immune system, was developed to study the dynamics of various response behaviors. First, simulation results of the model well reproduce the results of several immune response processes, particularly pathological immune responses. Next, we demonstrated how the interaction of positive and negative feedback loops leads to irreversible bistable, reversible bistable and monostable, which characterize different immune response processes: cytokine storm, normal immune response, immune escape. The stability analyses suggest that the switch-like behavior is the basis of rapid activation of the immune system, and a balance between positive and negative regulation loops is necessary to prevent pathological responses. Furthermore, we have shown how the treatment moves the system back to a healthy state from the pathological immune response. The bistable mechanism that revealed in this work is helpful to understand the dynamics of different immune response processes.</p> </abstract>

AbstractGlaciers in the Alps and several other regions in the world have experienced strong negative mass balances over the past few decades. Some of them are disappearing, undergoing exceptionally negative mass balances that impact the mean regional value, and require replacement. In this study, we analyse the geomorphometric characteristics of 46 mass-balance glaciers in the Alps and the long-term mass-balance time series for a subset of nine reference glaciers. We identify regime shifts in the mass-balance time series (when non-climatic controls started impacting) and develop a glacier vulnerability index (GVI) as a proxy for their possible future development, based on criteria such as hypsometric index, breaks in slope, thickness distribution and elevation change pattern. We found that the subset of 46 mass-balance glaciers reflects the characteristics of the total glacier sample very well and identified a region-specific variability of the mass balance. As the GVI is strongly related to cumulative glacier mass balances, it can be used as a pre-selector of future mass-balance glaciers. We conclude that measurements on rapidly shrinking glaciers should be continued as long as possible to identify regime shifts in hind-cast and better understand the impacts of climatic variability on such glaciers.

Purpose - The primary contribution of this paper is to investigate the impacts of oil supply shocks, aggregate demand shocks, and oil-specific demand shocks on three measures of South Korea’s trade balance oil, non-oil, and total trade balance with its top trading partner China. Design/Methodology/Approach - In order to investigate how trade balance is influenced by three types of oil price shocks, we used a Structural Vector Autoregressive (SVAR). Also, Impulse Response Function (IRF) was used to calculate degree of the trade balance response to the oil price shock. Findings - We discover that aggregate demand shocks have the greatest impact on Korea’s trade balances, while oil supply shocks have negligible impacts. Additionally, the overall impact of the three oil shocks on Korea’s trade balances with China appears to rely on the response of the non-oil trade balance. Research Implications - This outcome explains why the roles of the different shock components of crude oil prices should be accounted for when modeling the nexus between oil price shocks and Korea’s balance of trade

In response to our paper, ‘ECB monetary expansions and euro area TARGET2 imbalances: a balance-of-payment-based decomposition,’ Professor Andrea Terzi has criticized our approach of TARGET2 balance decomposition, by highlighting a lack of causality between balance-of-payments (BP) flows and TARGET2 net balances. Proving a strong causality link was not within the scope of our paper; while acknowledging that causal relationships are difficult to prove from data that have to fulfill an accounting identity, we still believe that useful information can be extracted from the analysis of BP accounting correspondences. From this perspective a long-term BP reconstruction for Italy and Germany is performed that confirms Terzi's claim about the rise of TARGET2 balances under specific monetary policy configurations.

The role of cortical activity in standing balance is unclear. Here we tested whether perturbation-evoked cortical responses share sensory input with simultaneous balance-correcting muscle responses. We hypothesized that the acceleration-dependent somatosensory signals that drive the initial burst of the muscle automatic postural response also drive the simultaneous perturbation-evoked cortical N1 response. We measured in healthy young adults ( n = 16) the initial burst of the muscle automatic postural response (100–200 ms), startle-related muscle responses (100–200 ms), and the perturbation-evoked cortical N1 potential, i.e., a negative peak in cortical EEG activity (100–200 ms) over the supplementary motor area. Forward and backward translational support-surface balance perturbations were applied at four levels of acceleration and were unpredictable in timing, direction, and acceleration. Our results from averaged and single-trial analyses suggest that although cortical and muscle responses are evoked by the same perturbation stimulus, their amplitudes are independently modulated. Although both muscle and cortical responses increase with acceleration, correlations between single-trial muscle and cortical responses were very weak. Furthermore, across subjects, the scaling of muscle responses to acceleration did not correspond to scaling of cortical responses to acceleration. Moreover, we observed a reduction in cortical response amplitude across trials that was related to a reduction in startle-related—but not balance-correcting—muscle activity. Therefore, cortical response attenuation may be related to a reduction in perceived threat rather than motor adaptation or changes in sensory inflow. We conclude that the cortical N1 reflects integrated sensory inputs simultaneously related to brain stem-mediated balance-correcting muscle responses and startle reflexes. NEW & NOTEWORTHY Reactive balance recovery requires sensory inputs to be transformed into appropriate balance-correcting motor responses via brain stem circuits; these are accompanied by simultaneous and poorly understood cortical responses. We used single-trial analyses to dissociate muscle and cortical response modulation with perturbation acceleration. Although muscle and cortical responses share sensory inputs, they have independent scaling mechanisms. Attenuation of cortical responses with experience reflected attenuation of brain stem-mediated startle responses rather than the amplitude of balance-correcting motor responses.

AbstractMeasurements of summer and winter mass balances have been carried out over the past 53 years on Storglaciären, northern Sweden. Repeated surveys of the glacier have resulted in several maps of surface topography as well as a map of the bed topography A new time-dependent ice flow model allows us to compare the observed surface evolution of the glacier with that computed by the model using measured mass-balance maps as input. The computed volume change compares well with the measured change: the model replicates the distribution of surface elevation to within ±10 m over 30 years of integration. On the model side, these deviations can be attributed to the low-resolution discretization of the model domain as well as to the limited accuracy of the ice rheology and omitted basal sliding. On the other hand, the uncertainties of the topography and mass-balance maps match the model uncertainties. In this sense, the experiments are a validation of both model and observations.

By using IT-solutions, the flexibility on the demand side in the electrical systems could be increased. This is called demand response and is part of the larger concept called smart grids. Previous work in this area has concerned the utilization of demand response by grid owners. In this thesis the focus will instead be shifted towards the electrical companies that have balance responsibility, and how they could use demand response in order to make profits. By investigating electrical appliances in hourly measured households, the business value from decreasing electrical companies’ power imbalances has been quantified. By an iterative simulation scheme an optimal value was found to be 977 SEK/year and appliance. It could however be shown that the value became larger for energy inefficient households, and that such consumers’ participation in a demand response market would be prioritized ahead of other measures like isolating walls is rather unlikely. Thermal appliance whose load depend on the outdoor temperature are less valuable for demand response during the summer months, and the annual value would increase if less seasonally dependent appliances were used. Additionally, by increasing the market price amplitudes and the imbalance price volatility, it could be shown that the potential for such demand response markets is larger in e.g. the Netherlands and Germany.

Tennis elbow is a common condition that is easy to diagnose however, the optimal approach to management is still an area of considerable debate with limited evidence to support current practice. This is due to the ambiguous nature of its aetiology and pathology, which remain poorly understood. Bilateral sensorimotor deficits in the upper limb have been found in patients with unilateral tennis elbow, as they had slower response time and slower speed of movement. Research suggests that these patients could also have generalised sensorimotor deficits due to peripheral and central sensitisation. However, only bilateral sensorimotor deficits have been investigated suggesting that research is warranted to investigate the generalised sensorimotor deficits in patients with chronic tennis elbow. Therefore, it is the intention of this research to provide new knowledge in the area of sensorimotor function in these patients. This PhD programme consisted of two phases, the first phase involved healthy participants (n=22) and the second phase involved patients with chronic tennis elbow (n=11). This study was quasi experimental and investigated sensorimotor function by measuring balance and response time of the upper and lower limbs. The outcome measure for balance was time to boundary (TtB) in the anterio-posterior (ap) and medio-lateral (ml) directions. For the response time, the outcome measures were 1-choice response time and 2-choice response time. The test-retest reliability was assessed for these outcome measures using the intraclass correlation coefficient (ICC) and the standard error of measurement and yielded good to excellent reliability estimates. Following descriptive analysis and tests for normality and homogeneity of variance, the data was analysed using a mixed design ANOVA. Results showed that patients with chronic tennis elbow have more balance instability when compared to healthy participants as they were closer to reach their stability boundary in the anterioposterior direction. The findings of this research add new knowledge to the field of sensorimotor function in patients with chronic tennis elbow and enhance the understanding of this condition between health professionals.

The purpose of this thesis is to develop and understand dance balance characteristics on various kinds of dance, related positions and shoe types which contribute to dance performance and to understand different balance controls in various groups. The first study was conducted to examine balance into ballet 2nd position between Ballet shoes and Pointe shoes. Eight dancers performed five different conditions in ballet 2nd position (Ballet Flat, Ballet Demi, Pointe Flat, Pointe Demi, and Pointe Toe) and Centre of Pressure (COP) was used to assess balance. The second study was testing balance control and response to perturbations whilst standing on double leg stance dance positions using a moving platform. Four dance positions were performed by eight subjects (Normal Flat, Turnout Flat, Normal Demi and Turnout Demi) and the platform was moved in two different directions (Forward and Backward) at two different speeds (slow and fast). Kinetics, Kinematics and EMG data was taken from this study. The third study was taken to compare balance control and response to perturbations in single leg standing dance positions between eight dancers and eight gymnasts. The subjects performed static single leg balance in Normal Flat, Turnout Flat, Normal Demi and Turnout Demi. Also, perturbed stance trials were collected in anterior, posterior, right and left directions for two dance positions (Normal Flat and Turnout Flat) at two different speeds (slow and fast) on the moving platform. The results from the studies indicate that dancers move in Medial - Lateral direction more than in Anterior - Posterior direction on Demi-pointe and Toe standing by performing plantar flexion during ballet 2nd position. Demi-pointe position may cause longer delay of EMG latencies because CNS is probably sending information already to keep correcting balance on Demi-pointe. Dancers and Gymnasts have different balance controls due to their ways of training in their performance. Dancers generally reacted faster with slow perturbation in Turnout stance than Gymnasts because this is the particular condition which Dancers are training in.

Obesity is a major and growing health concern associated with an increased risk of falls. The majority of falls are thought to result from some kind of postural perturbation, yet the biomechanical mechanisms as to why obese individuals fall more often is unclear. Therefore, the goal of this study was to investigate the effects of obesity on balance recovery in response to small forward postural perturbations. Twenty male participants, including 10 lean (mean BMI ± SD: 21.9 ± 1.4) and 10 obese (BMI: 33.2 ± 2.3), were exposed to two types of postural perturbations (force impulses applied with a pendulum and angular displacements administered with a release mechanism). Participants attempted to recover balance with only an ankle strategy such that neither a step nor hip flexion was utilized. Quiet standing trials were also conducted for comparison with the literature. Obese individuals exhibited less center of mass (COM) displacement and a slower COM velocity compared to lean individuals when exposed to identical force perturbations. When exposed to the force perturbations relative to body weight, and when released from identical lean angles, no differences in COM performance were found. During quiet standing, no differences in center of pressure (COP) velocity were observed between obese and lean groups. In all tasks, the obese generated higher ankle torque than the lean. Overall, the obese participants exhibited no differences in movement or less/slower movement than the lean participants when recovering from small forward postural perturbations as well as during quiet standing. These results imply that obesity in young adult males did not impair balance recovery for the tasks investigated.

This study investigated dual-task processing in younger and older adults using a psychological refractory period procedure. The first task was to name the color framing a picture; the second task was to either press a button or tilt their body in the direction of the tilt of the picture. In the body-tilt condition, electromyography was used to determine the reaction time. The stimulus-onset asynchrony (SOA) between the onset of the color and tilting of the picture varied from 50 to 1000 ms. In contrast with the response selection bottleneck model, which claims that processing of a second task cannot be completed until the first task is finished, the mode of response for the two tasks directly impacted the ability to avoid the bottleneck. In the body-tilt condition the increase in reaction time to the second task with decreasing SOA was less than in the button press condition, suggesting that processing of the second task could begin before processing of the first task was completed. This was true for both younger and older adults. Contrary to previous findings that older adults cannot engage in simultaneous processing of two tasks, evidence was found that older adults, like younger adults, could bypass the cognitive bottleneck if the second task has a reflexive component.

More renewable energy leads to higher energy imbalances in the Swedish electric power system. In the same time, the grid capacity is almost reached in some regions which requires an extension of the current grids or a reduction of the power consumption. Demand response could be a key factor for both stabilizing the energy balances and reducing the grid congestion. The aim with this thesis is to analyze the potential incomes that demand response from heat pumps can generate for the balance responsibility parties and the grid operators and evaluate how it would affect the end-consumers.   The investigated local grid that contains of 174 multi-family buildings with heat pumps could reduce its highest peak power with 2,9 MW. This peak power reduction generated a cost reduction of 483 000 SEK per year or 2800 SEK per building per year in reduced penalty fees and power subscription fees. The mFRR market and the power reserve market were determined to be the most suitable markets for using demand response from heat pumps on for the balance responsibility party in the electricity price region SE3. SE3 consists of 10146 multi-family buildings with heat pumps. The mFRR market generated an average income of 2 699 000 SEK per winter season whereas the power reserve market generated a yearly administrative compensation of 1 133 000 SEK per season and 104 000 SEK per call-off. It is important that end-consumers obtain demand-based tariffs or hourly based tariffs to enable a cost reduction from the control system.

Baltic archipelago areas have high nature values despite being polluted from various antrophogenic activities within the Baltic Sea catchment area and from long-range transport of airborne substances. The discovery of environmental problems in the Baltic Sea in the 1960s led to countermeasures that gradually gave results in reducing the toxic pollution, e.g. from PCBs. Today, much of the environmental management is focused on reducing the effects of eutrophication. There is a demand from society on science to develop strategies that can direct remedial actions so that the cost-effectiveness is maximised. This work focuses on how mass-balance models can be used to understand how coastal ecosystems are controlled by abiotic processes and to predict the response to changes in loading of different substances. Advection, sedimentation and burial are examples of general transport processes that are regulated by morphometrical characteristics, e.g. size, form, effective fetch and topographical openness. This is why different coastal areas have different sensitivity to loading of pollutants. A comparison of six phosphorus and chlorophyll models of different complexity showed that the model performance was not improved with more state variables of total phosphorus (TP) than two water and two sediment compartments. Modelling chlorophyll as a separate state variable did not improve the results for individual values compared to a simple regression against total phosphorus in surface water. Field investigations of the phosphorus content in accumulation sediments along the coast of Svealand showed a distribution pattern that probably is related to differences in the redox status. The average content of mobile phosphorus was much higher than previously found in offshore Baltic sediments indicating that sediments may play an important role for the phosphorus turnover in Baltic archipelago areas. A one-year field study to measure the levels of polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/Fs) in water, sediments and fish during different seasons was carried out in Kallrigafjärden Bay. The collected data set was used to test a mass-balance model for PCCD/F-turnover. It was possible to reproduce the concentrations of different PCDD/F-congeners with high accuracy using a general model approach, including one water compartment and two sediment compartments, indicating that the applied model has the necessary qualifications for successful predictions of PCDD/F-turnover in Baltic coastal areas.

Abstract This article illustrates the nonlinear response of a hysteretic two degree of freedom system. The constitutive laws which define the force-displacement relation are based on a hysteretic model with Masing rules linked to a suitable nonlinear elastic model. Attention is focused on the periodic response, though an insight is also given to the non-periodic response. The method of analysis used is the harmonic balance with many components. Frequency-response curves are evaluated for different system characteristics. Ratios of small amplitude vibration frequency 3 and 2 are considered, with different hysteresis degree. Notwithstanding the dissipation due to hysteresis usually destroys most of the phenomena evidenced by the classical nonlinear oscillators, in the present analysis a rich behavior is found: IT symmetric and non symmetric, 2T periodic responses are found and so on.

This paper describes the development and initial application of an adjoint harmonic balance solver. The harmonic balance method is a numerical method formulated in the frequency domain which is particularly suitable for the simulation of periodic unsteady flow phenomena in turbomachinery. Successful applications of this method include unsteady aerodynamics as well as aeroacoustics and aeroelasticity. Here we focus on forced response due to the interaction of neighboring blade rows. In the CFD-based design and optimization of turbomachinery components it is often helpful to be able to compute not only the objective values — e.g. performance data of a component — themselves, but also their sensitivities with respect to variations of the geometry. An efficient way to compute such sensitivities for a large number of geometric changes is the application of the adjoint method. While this is frequently used in the context of steady CFD, it becomes prohibitively expensive for unsteady simulations in the time domain. For unsteady methods in the frequency domain, the use of adjoint solvers is feasible, but still challenging. The present approach employs the reverse mode of algorithmic differentiation (AD) to construct a discrete adjoint of an existing harmonic balance solver in the framework of an industrially applied CFD code. The paper discusses implemen-tational issues as well as the performance of the adjoint solver, in particular regarding memory requirements. The presented method is applied to compute the sensitivities of aeroelastic objectives with respect to geometric changes in a turbine stage.

Abstract This paper proposes a new method to reduce the forced vibration response of frame of linkage. It is that the root-mean-square (RMS) value of binary maximum (Bmax) of forced vibration response at a series of angular velocities is taken as the objective function, and the counterweight mass parameters of links and the stiffness factors are used as design variables. Then, it is found out that the responses are related not only to the Bmax value of shaking forces, but also to the shape of curve of shaking forces. The calculation results are compared with those of two other methods used in the reduction of forced vibration response by optimized balance of linkages, and it is shown that the new method can significantly reduce the responses of frame of linkage.

We developed methods for examining the pathophysical response of striped bass and hybrid bass to various forms of stress. This involved development of techniques for the measurement of lysozyme, mitogen blastogenesis, mixed lymphocyte reaction, and oxidative burst, which are important general indicators of systemic immune function. We also examined local immune defenses (epithelial integrity), as well as homeostatic indicators in blood, including osmotic balance and glucose. Acute stress resulted in significant perturbations in a number of parameters, including glucose, electrolytes, osmolarity, lysozyme, and mixed lymphocyte reaction. Most significantly, acute confinement stress resulted in severe damage to the epidermal epithelium, as indicated by the rapid (within 2 hr) development of erosions and ulcerations on various fins. There were significant differences in the resting levels of some immune functions between striped bass and hybrid bass, including response to mitogens in the leukocyte blastogenesis test. Our studies also revealed that there were significant differences in how striped bass and hybrid bass respond to stress, with striped bass being much more severely affected by stress than the hybrid. This was reflected in more severe changes in glucose, cortisol dynamics, and plasma lysozyme. Most significantly, striped bass developed more severe idiopathic skin ulceration after stress, which may be a major reason why this fish is so prone to develop opportunistic bacterial and fungal infections after stress. Hybrid bass injected with equine serum albumin developed a typical humoral immune response, with peak antibody production 28 days after primary immunization. Fish that were exposed to a chronic stress after a primary immunization showed almost complete inhibition of antibody production.

Drought and other abiotic stresses have major negative effects on agricultural productivity. The plant hormone abscisic acid (ABA) regulates many responses to environmental stresses and can be used to improve crop performance under stress. ABA levels rise in response to diverse abiotic stresses to coordinate physiological and metabolic responses that help plants survive stressful environments. In all land plants, ABA receptors are responsible for initiating a signaling cascade that leads to stomata closure, growth arrest and large-scale changes in transcript levels required for stress tolerance. We wanted to test the meaning of root derived ABA signaling in drying soil on water balance. To this end we generated transgenic tomato lines in which ABA signaling is initiated by a synthetic agonist- mandipropamid. Initial study using a Series of grafting experiments indicate that that root ABA signaling has no effect on the immediate regulation of stomata aperture. Once concluded, these experiments will enable us to systematically dissect the physiological role of root-shoot interaction in maintaining the water balance in plants and provide new tools for targeted improvement of abiotic stress tolerance in crop plants.

This article analyses the conversations on Twitter related to the World Health Organization (WHO). We collect the text of the discussions as well as the metadata associated with each tweet. Our dataset is exhaustive as it includes all the tweets produced by WHO. Likes, retweets, and replies capture the level of engagement. The goal is to quantify the balance of likes, retweets, and replies, also known as “ratios”, and study their dynamics as proxy for the collective engagement in response to WHO’s communications. Our results demonstrate a higher engagement of the public receiving the information pushed by WHO. This engagement translates into a more balanced reaction with still a more likely favorable opinion vis-à-vis WHO, but with also more challenges. This protocol based on quantitative measures to serve as a proxy to the legitimacy concept seems to hold its promises. In particular, we also perform a simple sentiment analysis to check the robustness of our conclusions.

Disease control is a long-standing consideration in building smart city architecture, while humanitarian actions are increasingly digitised. However, there are competing city visions being employed in COVID-19 response. This is symptomatic of a broader range of tech-based responses in other humanitarian contexts. These visions range from aspirations for technology driven, centralised and surveillance oriented urban regimes, to ‘frugal innovations’ by firms, consumers and city governments. Data ecosystems are not immune from gendered- and socio-political discrimination, and technology-based interventions can worsen existing inequalities, particularly in emergencies. Technology driven public health (PH) interventions thus raise concerns about 1) what types of technologies are appropriate, 2) whether they produce inclusive outcomes for economically and socially disadvantaged urban residents and 3) the balance between surveillance and control on one hand, and privacy and citizen autonomy on the other.

The trees, developed green spaces, and natural areas within the City of Austin’s 400,882 acres will face direct and indirect impacts from a changing climate over the 21st century. This assessment evaluates the vulnerability of urban trees and natural and developed landscapes within the City Austin to a range of future climates. We synthesized and summarized information on the contemporary landscape, provided information on past climate trends, and illustrated a range of projected future climates. We used this information to inform models of habitat suitability for trees native to the area. Projected shifts in plant hardiness and heat zones were used to understand how less common native species, nonnative species, and cultivars may tolerate future conditions. We also assessed the adaptability of planted and naturally occurring trees to stressors that may not be accounted for in habitat suitability models such as drought, flooding, wind damage, and air pollution. The summary of the contemporary landscape identifies major stressors currently threatening trees and forests in Austin. Major current threats to the region’s urban forest include invasive species, pests and disease, and development. Austin has been warming at a rate of about 0.4°F per decade since measurements began in 1938 and temperature is expected to increase by 5 to 10°F by the end of this century compared to the most recent 30-year average. Both increases in heavy rain events and severe droughts are projected for the future, and the overall balance of precipitation and temperature may shift Austin’s climate to be more similar to the arid Southwest. Species distribution modeling of native trees suggests that suitable habitat may decrease for 14 primarily northern species, and increase for four more southern species. An analysis of tree species vulnerability that combines model projections, shifts in hardiness and heat zones, and adaptive capacity showed that only 3% of the trees estimated to be present in Austin based on the most recent Urban FIA estimate were considered to have low vulnerability in developed areas. Using a panel of local experts, we also assessed the vulnerability of developed and natural areas. All areas were rated as having moderate to moderate-high vulnerability, but the underlying factors driving that vulnerability differed by natural community and between East and West Austin. These projected changes in climate and their associated impacts and vulnerabilities will have important implications for urban forest management, including the planting and maintenance of street and park trees, management of natural areas, and long-term planning.

This paper discusses the role of sterilized foreign exchange (FX) interventions as a monetary policy instrument for emerging market economies in response to external shocks. We develop a model for a commodity-exporting small open economy in which FX intervention is considered as a balance sheet policy induced by a financial friction in the form of an agency problem between banks and their creditors. The severity of banks agency problem depends directly on a bank-level measure of currency mismatch. Endogenous deviations from the standard UIP condition arise at equilibrium. In this context, FX interventions moderate the response of financial and macroeconomic variables to external shocks by leaning against the wind with respect to real exchange rate pressures. Our quantitative results indicate that, conditional on external shocks, the FX intervention policy successfully reduces credit, investment, and output volatility, along with substantial welfare gains when compared to a free-floating exchange rate regime. Finally, we explore distinct generalizations of the model that eliminate the presence of endogenous UIP deviations. In those cases, FX intervention operations are considerably less effective for the aggregate equilibrium.

The governments response to the COVID-19 pandemic left Latin America and the Caribbean economies with increased levels of sovereign debt as a percentage of output, bringing up the question of debt sustainability in the region. The literature has identified two testable conditions on the fiscal reaction function for debt sustainability: i) a positive response of primary balances to debt (Bohn, 1995) and ii) the response of primary balances to debt should be higher than the growth adjusted interest rate (Ghosh et al., 2013). This paper revisits these conditions, both from the theoretical and empirical perspective. It introduces a new “implicit growth” measure which is the relevant one for the debt-to-GDP ratio dynamics. It also tests empirically both conditions for economies in the region. The results suggest that debt is likely sustainable in the region, although it cannot be assured at a 95 percent confidence level. A deep look at the causes of this results pointed towards fiscal fatigue, the fact that primary balances become less responsive to debt levels the higher the latter are. At post-pandemic debt levels sustainability is far from certain. The results here indicate decisive action is required to ensure debt will fall back to prudent levels.
