Within the San Francisco Bay Area there are four cities that host a Metropolitan Medical Response System (MMRS) program: San Francisco, San Jose, Oakland and Fremont. The four Bay Area MMRS cities are within fifty miles of each other. The MMRS resources could be used to reinforce each other's planning and response. The 103-city, 10-county Bay Area is under one Urban Area Security Initiative (UASI). Currently though, the MMRS programs in the four cities work independently of each other and of the UASI. How can these agencies collaborate to address mission gaps and overlaps? This thesis uses a Delphi survey methodology to ascertain institutional perspectives on benefits, processes, enablers and barriers to collaboration in the San Francisco Bay Area. With collaborative effort, gaps and overlaps in San Francisco Bay Area mass casualty preparedness and response can be mitigated. This thesis recommends short term and long term actions to encourage collaboration in the Bay Area, which, in turn, can lead to better patient outcomes in infrequent mass casualty incidents.

In recent years, due to the rapid growth of the number of cars in Taiwan, the current road capacity and parking space have already been insufficient in urban areas. Although the government has drafted many new projects of road constructions to satisfy the ever-increasing number of cars and transportation demand, the construction speed cannot meet the need of growing transportation and it can't solve the problem of traffic congestion, either. Therefore, it has become the main goal of every country in recent years to reduce the usage of personal vehicle and develop and expand the mass transit system in. To upgrade the service level and quality of the public transportation, we generally take implementing the mass transit system into consideration. However, the construction and operating cost of the mass rapid transit system is so huge that most cities are faced with financial difficulty. As a result, we consider whether we have substitute transit system, hoping to satisfy the current transportation demand under the condition of low-cost and solving the traffic problem. This research uses literature review method to collect relevant data about the light rapid transit system and the bus rapid transit system and to sort relevant evaluation indicators for each dimension. Next we use the method of university-government collaboration to discuss and modify the indicators repeatedly. Finally, by means of group decision making, we select some evaluation indicators that are appropriate and representative. Besides, we also conduct professionals and scholars investigating and apply Rough Sets Theory to learn their viewpoint and common consensus, hoping to build a decision-making database that is comprehensive, objective, representative, and adequate. It can serve as reference resources when evaluating and planning the light rapid transit system and the bus rapid transit system. Lastly, we focus on the county-controlled cities in Taipei County as our objects of filed analysis. Using the adequate evaluation mechanism that we build, we hope to find the potential routes in Taipei County in which we can implement the light rapid transit system or the bus rapid transit system.

This research is aimed on the short-linking transit in specific areas. The term of “specific area” means an area with similar land uses or developments such as a bussiness district, an industry park, a collage campus, or a transportation hub. While the term of “short-linking transit” refers to a trip which is usually brought off by walking but is too long to walk easily at the same time and would be helped by some other modes or infrastructures. Meanwhile, a short-linking transit would makes connections between other transportation modes and therefore becomes a part of urban public transit system. In this paper we divide the short-linking transit modes into 3 sorts, which are autowalks, buses, and automatic people movers (APMs). And then we analyze those systems by using some of hardware characteristics and onboard characteristics. After the analysis, we find that APMs suit those areas which need faster and more frequent services, while autowalks must have smooth combinations to walkways to improve the experience of walking. And bus systems have advantages of both which could be used flexibly to be an alternative. Finally we do a case study of Xinyi district, a modernly planned shopping area of Taipei City, and try to range suitable short-linking transit system within this area by introducing the concepts discribed before.

In Taiwan, the development of Metropolitan Rapid Transit Network is popular in recent years. And Taiwan’s domestic insurer whose engineering underwriting decision of MRT is based on subjective opinions and past experience of the underwriters. Lack of clear underwriting procedures and risk assessing methods become a vital problem for local insurance companies in determining the premium rate, and terms and conditions of the policy. The purpose of this strdy is trying to develop and establish a practical framework in making optimum engineering underwriting decision regarding MRT. A Three-Level Risk Factors Hierarchy is constructed in the following steps: (1) Expert interviewing method is used in selecting risk factors and hierarchy constructing. (2) Analytic Herarchy Process (AHP) is used to assigned relative weights to Risk Factors according to their importance in making underwriting decision. It provides a way for the underwriters to consider the risks according to its priority. In addition, risk factor index can be used as a quantitative measure of the risk. On the other hand, this research can assist underwriters to decide the retention capacity based on quantifying the PML model. The operated metros, Mu-zha Line and Dan-shui Line, are used for verification and validation.

Invariably, a high percentage of the population of South Africa depends on public transport. In order to continue to satisfy commuters in terms of comfort, travel time, reliability of service and traffic congestion, there is a need to improve the efficiency of moving passengers to reduce travel time, delay time and number of stops. In the quest for advancement and improvement in public transport, many countries now embark on Bus Rapid Transit (BRT) systems based on the successful implementation of the system by cities like Curitiba (Brazil) and Bogota (Columbia). Government departments/transport authorities are often faced with the challenge of selecting the most suitable BRT system relative to the unique features of its transport demands and urban layout. Hence, this study proposes the determination of the most appropriate BRT system for the eThekwini Municipal Area (EMA). An in-depth literature review was conducted in order to determine the most adoptable BRT system amongst median, kerb side and segregated BRT systems, taking into consideration cost implications, safety of the passengers, pedestrian crossing, physically challenged commuters, vehicle option and manoeuvres. Physical assessment and critical review of the current operating BRT systems in Johannesburg, Cape Town and Port Elizabeth in South Africa was employed in this study as well as a critical comparison among these systems. The pros and cons of the three functional BRT systems in South Africa were stated and a way forward for EMA was recommended. Lastly, an assessment of the proposed BRT system in EMA was conducted on the existing Phase 1 and the remaining three phases. The review conducted was based on route inspection, access to property, factors considered in the selection of a BRT system, demand analyses of the routes and the evaluation of Johannesburg, Cape Town and Port Elizabeth BRT systems. Guidelines were also provided for the remaining proposed BRT routes which could be adopted by the eThekwini Transport Authority (ETA) in order to enhance a better performance in EMA over the three functional BRT systems in South Africa using the aforementioned criteria.

This study uses a regression model to investigate whether the inner condition factors of house, such as road width, structural species, building’s age, total number of floors, zoning, and land per ping transfer, affect the total housing price and the price per ping of townhouse near the Kaohsiung Rapid Transit. The research sample of this paper is townhouse and the source is taken from the real estate transaction price of Department of Land Administration. The data includes the volume of residential district and commercial district of townhouse and the total observation are 371. The empirical results show that the commercial district and land per ping have a significant positive relationship between total housing price and the price per ping of townhouse near the Kaohsiung Rapid Transit. Second, the explanatory variables which can influence the price per ping are structural species and building’s age. And the other explanatory variables which can influence total housing price is floor. Therefore, through the analysis results of inner condition of townhouse, we look forward to providing some guidelines and references for home buyers.

The present research work uses both a hedonic pricing model regression and difference-in-differences model regression to empirically investigate the impacts that the construction of rapid transit system stations have on property values. It uses real estate transactions data from the Linkou area in Northern Taiwan where two stations of the recently built Taoyuan Airport MRT are located. The hedonic pricing approach finds several significant internal characteristics of the properties that contribute to the determination of real estate prices. It also finds that a measurement of distance to the closes MRT station, an exogenous characteristic to the property, has a significant impact. A price decrease of 1,536 New Taiwanese Dollars for every meter further away from the station was the result found. The difference-in-differences model found that after year 2014 those properties located within 1000 meters of the stations saw an average price increase of 709,223 New Taiwanese Dollars. This is during the construction phase of the MRT and 3 years before it commenced operations. These findings can back important public policy implications such as the potential taxation of the land-value increase to support the financing of large infrastructure projects, a value capture strategy.

Population distribution of every area of metropolitan area of Taipei will bring certain change before and after opening on traveling of Taipei Rapid Transit System, according to Push-Pull Approach idea, because the traffic machine is improved after opening on traveling of Taipei Rapid Transit System, it was more convenient because of scheduled bus , employment , going to school , doing shopping ,etc. for residents in satellite town, it have produced the pulling force of population migration and can attract people to move to this area from the center of the city. This text tries to be based on utility theory of the individual economied, and set up a regional life utility function model, be proved through the real example materials. Suppose that regards resident as consumers, and the place of residence is deemed to consume the set of the wealth goods, to resident, one will choose to consider every area in the place of residence to bring his marginal utility separately, and incline to move the behavior in the high place to regional marginal utility. Moreover, analyze the change of the structure of density of population of center of Taipei, Taipei Country through a materials of census of family to contrast the regional marginal life utility level to change, and suburbanization of population in Taipei metropolitan area, and it can also use to verify what we observe in front, to see whether there are structure of density of population of satellite town and regional marginal life utility level and situation to the change.

Most previous studies is using the Hedonic Price Approach to show the effect of Mass Rapid Transit (MRT) system on the property value, and only studied the effect of the distance to MRT and other characteristics on the property value, as well as, the rate of the property value changed between the two time intervals; did not discuss the annual trend of the property value, and the effect of the distance to MRT and other characteristics on the changing trajectory of property value. In this study, we use panel data from the property value database in the Dept Of Land Administration at within the radius of one kilometer form selected Taipei MRT station, collecting total 5079 raw unit and grouping to 483 unit by the guidelines, to investigate the influence of the distance to MRT from 2004 to 2011 third-quarter. The empirical results find that only the relationship of the city located and the property value has a significance positive sign in initial status. And the effect of time on property value is positive which means the property value has growth trend over the past 9 years, as well as, the architectural types and the city located could positively moderate the growing trajectory of the property value. However, the distance to MRT had both not effect on the property value in the initial status and its growing trajectory.

This research is an investigation based on the monthly traffic flow in Kaohsiung MRT station and the current land development situation in the surrounding area. This research aims to find out the utilization situation of the underdeveloped lands around the MRT station case in order to introduce a stimulus strategy form supply-side analysis. This research also brings out land development items based on Transit Oriented Development (TOD) and mixed land development methods in order to integrate the underdeveloped blocks and to provide supply-side policies, which will enable the land development near the MRT station area, which will in turn foster commercial activities and utilize the effectiveness of the spatial structure in the neighborhood. This study research mainly applies three theories, which including Transit-Oriented Development (TOD), Spatial Structure, and Activity System. This research aims to identify the strategy of deregulating control over land zoning and to sort out priority of activity introduction in a hope to generate the best effects by enhancing the traffic flow in Kaohsiung MRT station, which will drive the development of surrounding areas.

Radio frequency technology is used in many port operations. Especially for the application of container terminals, the wireless RF electronic seal system has become one of the effective nodes in all port container logistics activities, playing a vital role. The topic of this research is to use the RFID electronic seal system. Firstly, the key factors affecting the construction of the wireless RF electronic seal system are discussed in the literature, and these factors are classified into technology, cost, organization, benefits and security privacy factors. In addition, the google cloud questionnaire is used to obtain key success factors, and the relevant key factors are processed in a hierarchical analysis manner. The hierarchical analysis software is used to calculate the proportion of all key factor after the implementation of the electronic seal system in Taichung Port, and provide the container at the port in the future. A good solution to the problem of transportation management.
