Flight delays and safety are the principal contradictions in the sound development of civil aviation. Flight delays often come up and induce civil aviation safety risk simultaneously. Based on flight delays, the random characteristics of civil aviation safety risk are analyzed. Flight delays have been deemed to a potential safety hazard. The change rules and characteristics of civil aviation safety risk based on flight delays have been analyzed. Bayesian networks (BN) have been used to build the aviation operation safety assessment model based on flight delay. The structure and parameters learning of the model have been researched. By using BN model, some airline in China has been selected to assess safety risk of civil aviation. The civil aviation safety risk of BN model has been assessed by GeNIe software. The research results show that flight delay, which increases the safety risk of civil aviation, can be seen as incremental safety risk. The effectiveness and correctness of the model have been tested and verified.

t can provide the basis on drafting the regional general aviation development policy for government departments and civil aviation regulatory agencies by analyzing the regional general aviation development level scientifically. The regional development level of general aviation in 2009 is chosen as the research object. According to the seven regional administration of Civil Aviation Administration of China (North China, Northeast, East China, Central and southern, Southwest, Northwest, Xinjiang), the region of general aviation is divided into seven parts. The evaluation system of operational scale and operational efficiency of regional general aviation is established. The weights of the seven indicators in the evaluation system are determined by Analytic Hierarchy Process (AHP) and the development level of seven region of general aviation is evaluated by Fuzzy Comprehensive Evaluation Method. Finally, the development levels of seven region of general aviation are settled by the values of Fuzzy Comprehensive Evaluation. The relative good and weak regions of general aviation development are identified.

Safety is generally characterised as the state of being “safe”, the condition of being protected from harm or other non-desirable consequences. One effective way of achieving it is to implement a safety management system (SMS). SMS should be seen as an aggregate strategic aspect of standard business management, understanding its high priority to safety. This article describes and illustrates SMS in aviation, focusing on the similarities and differences in the system approaches adopted by selected Civil Aviation Authorities (CAAs) with the primary focus on the safety level. The main goal is to provide a structural comparison of the system framework within individual CAAs and its explanation in safety-related documents. This article also dealt with the chosen safety approach (reactive, proactive and predictive) and safety performance indicators (SPIs), forming a quality and effective safety system that maintains an acceptable safety level. Finally, this article is mainly based on datasets publicly available through the International Civil Aviation Organisation, Transport Canada, Civil Aviation Safety Authority Australia, Federal Aviation Administration, UK Civil Aviation Authority, Civil Aviation Administration of China and Civil Aviation Authority of New Zealand websites and documentation related to safety.

China’s railway has launched an ambitious speed-up program, the Beijing-Shanghai High-speed Railway project, which challenges the civil aviation industry aggressively. This paper studies the current air-rail competition pattern considering passenger throughput, transport time, ticket fare and economic growth, and furthermore, uses the Logit Model to forecast the future competition situation between civil aviation and railway along the Beijing-Shanghai High-speed Railway areas. The study also offers proposals for civil aviation industry towards the challenges of the new railway project.

With the rapid development of air transportation, the complexity, importance, and severity of civil aviation safety have gradually become prominent. It is essential to use various data to analyze and predict the level of aviation safety. This paper used a combined prediction model based on Induced Ordered Weighted Averaging (IOWA) operator to forecast the civil aviation incident rate. We compiled and calculated civil aviation incident data and total flight hours from 2008 to 2019 in China and took the civil aviation incident rate (incident numbers per ten thousand flight hours) as the prediction object. First, this paper used the nonlinear regression model, Grey Verhulst model, and Holt-Winters exponential smoothing model to forecast the civil aviation incident rate individually. Then, it used the smallest sum of squared errors as the principle to use a combined prediction model based on the IOWA operator. It can be seen from the experimental results that the prediction accuracy of the combined model is better than single models. Finally, this paper forecasted the civil aviation incident rate in 2020 and 2021. The results showed that the predicted rates are 0.524 and 0.551. Most notably the incident rate will increase significantly compared with 2019.

INTRODUCTION: Allergic rhinitis (AR) is a global health problem with gradually increasing prevalence. No large-scale, systematic, and comprehensive study on AR among civil aviation aircrew of China has been reported. We aimed to demonstrate the prevalence of and risk factors for self-reported AR among Chinese civil aviation aircrew.METHODS: This study randomly surveyed 4059 civil aviation aircrew members from 12 cities in mainland China. A structured questionnaire was tailored, designed, and electronically delivered to all participants. Based on self-reported results, prevalence of and risk factors for AR were calculated/analyzed.RESULTS: The prevalence of self-reported AR was 23.38%. Among aircrew members, 10.37% presented with ear barotraumas, whereas 9.95% reported symptom aggravation during flight. Of aircrew members, 10.32% had symptoms related to flight duration, whereas 4.43% of symptoms related to flight altitude. Significant differences between rhinorrhea and sneezing, as well as between nasal itching and sneezing, were observed in the Total Nasal Symptoms Scores (TNSS). The Rhino-conjunctivitis Quality of Life Questionnaire (RQLQ) showed significant correlation between each section. TNSS was significantly related to RQLQ. Both TNSS and RQLQ significantly correlated with flight time.CONCLUSIONS: The prevalence of self-reported AR among civil aviation aircrew is higher than the general population in China. Aviation security is governed by a series of international treaties adopted by International Civil Aviation Organization (ICAO) which are binding to its signatory contracting Member States. Its effective implementation to a great extent relies on each individual Member State in its integration of these international instruments to its domestic legal system. While having made significant efforts in this endeavour, China is unable to implement these treaties in full, with one of the difficulties being ambiguous, implicit, narrower, dispersed, fragmented, and inconsistent stipulations and provisions in its domestic legislation. This article examines China’s practice in incorporating and implementing international aviation security conventions in its domestic legal framework, hence identifying the discrepancies and challenges in China’s application practice. It argues that China should take a more unified approach to ensure a further coherent integration of international treaties and domestic law so as to fulfil its international obligation more responsibly. Suggestions are made in the hope that a well-developed and all-embracing legal order can be established to combat any acts threatening the safety of international air transport to safeguard a safe, healthy, and orderly development of the industry.

With China’s rapid economic development, the civil aviation market’s development area has expanded. On this basis, the state has proposed more extensive and stringent civil aviation rules. Many factors can affect the civil aircraft during the real operation process, and this can have an impact on the aircraft’s regular functioning to some level. To ensure that civil aircraft remain airworthy, appropriate maintenance work must be performed on a regular basis to prevent compromising the aircraft’s safety performance. For the purpose of reference, this paper discusses the continual airworthiness and maintenance of civil aircraft.

The research focuses on the schemes of planes groups, the fields of investments, the forms of intergrations of aviation businesses, the SWOT analysis of cross-strait businesses and the promises in the future. Firstly, I use the research method of reviewing the documents to review the development and interactive history of cross-strait civil aviation businesses, and to research the layout in mainland China and the impact of charter flights of them. It is found that Taiwanese businesses are urgent because of Taiwanese pull and Chinese push. Another key point is the research of Taiwanese businesses' strengths, weaknesses, opportunities and threats when confronting the Chinese businesses which points that Taiwanese must integrate outer resources effectively, cooperate with Chinese, international and Taiwanese businesses with each other. By this way, Taiwanese just own an appropriate market space in mainland China.

碩士<br>國立中山大學<br>政治學研究所<br>100<br>This thesis is based on “Socialism of Chinese Characteristics”which discusses development of civil aviation in China and strategies for Taiwan’s aviation sectors to participate in China’s aviation market. “Socialism of Chinese Characteristics” have become a theory system which integrates from each general secretary’s core policies of Communist Party of China. The theory is still reconstructing according to the development of a changing Chinese society. “Socialism of Chinese Characteristics” has guided government’s overall policies in every aspect of development which maintain economic growth as prime purpose by implementing market economy’s strength and keeping the country and society under severe control that shows specialty of openness and tight regulation of its political and economy system. The incremental growth of “Socialism of Chinese Characteristics” is then an important guideline to look at the future development of civil aviation in China. The civil aviation industry in China itself has already gone through administrative reform, deregulation of civil aviation, lax regulation on foreign direct investment, etc. which enormously changed civil aviation’s system of management and operation since the “Reform and Opening Up”, the process has in turn led Chinese government take civil aviation as a unique industry that fits into China’s macro-contexts of political, social, and economic plans on regional economic development, multi-model transport system, high-end technology and foreign policy adjustment. Civil aviation in China now incrementally march to “Open Skies” policy under Chinese government’s support and propel China’s civil aviation as a heavyweight not only in East Asia but also in global perspective by constructing “hub and spoke” system that aims to reach china’s long term goal of becoming an aviation superpower. During this critical time, China would absorb modern management model, aviation technology and foreign investment by co-operating with global players and reaching global standards in every aspect in order to enhance sound development of China’s civil aviation. Taiwan’s aviation sectors at this juncture then could use current traffic rights and contents of bilateral agreements with mainland China to both open up mainland China’s aviation market and serve as supplier of mainland China’s whole aviation system in which Taiwan’s actors could invest on related industries, aggrandize it’s aviation performance so that both parties could benefits from each other and that is key element for Taiwan’s aviation sectors to stand firmly on Asia Pacific market.

The Study tried to explore the situation of corporate sponsorship on sports in civil aviation industry (airlines as example). The Emirates Airlines – Arab United Emirates (AUE) airlines, based in Dubai, is the most successful airlines which using sports sponsorship model on its marketing strategy. Emirates had being made great corporate image and brand awareness by its effective sports sponsorship both in domestic and abroad. It becomes a paradigm of sports sponsorship in civil aviation industry recently. On the contrary, the China Airlines (Taiwan) will be the target on this study. Comparing to things done by the Emirates, can the China Airlines be suitable for the strategic marketing on its operation? Throughout the case study, we issue some propositions, and also conclude the follows: 1. The Emirates promoted its brand on foreign destinations mostly in Europe, and potential markets in Asia and Oceania by using sports sponsorships on varieties like football, rugby, golf etc. The Emirates took public participation, international visibility of sports into considerations for the sponsorship, and by sponsoring teams’ records, to enhance the corporate exposure and brand awareness. The Emirates will find teams which could represent enterprise characteristics of drive, focus, and competitiveness. 2. The marketing strategy of the China Airlines is mainly for social responsibilities, and tends to in the forms of strategic alliance or cross-sector co-operation, and in the way of resources exchanging. 3. The study found that the China Airlines hold negative attitude on using sports sponsorship as marketing strategy, and sponsor an object with its own business area similar to the industry as priority. Eventually, it is not significant on sports sponsorship benefits.

The fast development and expansion of airlines alliance since 1970s bring great convenience to people's traveling and create great value for the whole transportation industry. With the practice of Standardized service process, code-sharing and other resource sharing, the civil aviation industry gradually formed the three major alliances "dominant" the world market pattern. While in order to reposition its development strategy and pursue new partnerships, member of Sky Team Alliance, China Southern Airlines announced to withdraw ST and turns to bilateral cooperation at capital level like joint venture and equity merger. This event is regarded as the start of revolution in civil aviation industry. This master thesis is presented as a form of case study, aimed to teach students to understand the implication and development of Strategic Alliance, cultivate the analyzing ability in order to apply theoretical knowledge in realistic situation. In order to achieve the aim, the lesson should be given in an animating way to attract students’ full attention so that participating class discussion actively can make sense. Hence, China Southern as the biggest airlines in Asian and Pacific area, whose strategy change has a significant impact on the industry pattern. In addition the diversities of its partnership strategy is research valuable. Based on this, students can not only obtain plenty of information to answer the questions, but also learn the diversity of strategic alliance from different aspects. In this case, qualitative method is the approach that deals with the resolution of issues generally. Under the approach, students will be divided into groups and make a discussion about the questions.<br>O desenvolvimento rápido e expansão da aliança de companhias aéreas desde os anos 1970 trazem grande comodidade às viagens das pessoas e criam grande valor para todos os setores de transporte. Com a prática do processo de serviço padronizado, compartilhamento de códigos e outros recursos, a indústria da aviação civil gradualmente tem formado as três principais alianças que dominam o mercado mundial. Para reposicionar sua estratégia de desenvolvimento e buscar novas parcerias, o membro da Sky Team Alliance, a China Southern Airlines, anunciou sair da ST e tornar-se para a cooperação bilateral em nível de capital, como empreendimento conjunto e incorporação de ações. 碩士<br>世新大學<br>行政管理學系<br>107<br>This study aimed to explore whether government authorities and aviation operators have adequate management measures and capacity to cope with and prevent risks caused by pilot time-on-task fatigue given the context of fierce competition, operational expansion needs and inability to quickly supplement pilot resource in Taiwan's aviation industry. Moreover, the feasibility of constructing a fatigue risk management system that balances safety and operational performance was also explored. Therefore, this study examined current fatigue risk management for Taiwan's civil aviation pilot, reviewed the content of the Fatigue Risk Management System (FRMS) set by ICAO, and then analyzed factors affecting the adoption of FRMS by Taiwan's civil aviation operators. Recommendations for resolving existing difficulties were then proposed. Through literature review, in-depth interviews with experts, official representatives, pilots from the case study airline and relevant business personnel, the problems and challenges of promoting FRMS in Taiwan due to the impact of airline operating mechanism, current status of civil aviation operators and existing laws were determined. Inductive analysis of relevant theories and interview results showed four important factors affecting the implementation of FRMS in Taiwan, namely legality, professional, organizational, and educational and cultural factors. Based on these four dimensions, the following recommendations were proposed: (1) Possible government assistance for civil aviation operators; (2) Internal management measures by civil aviation operators; (3) Collaborative actions between individual pilots and their association; and (4) Others. Lastly, this study emphasized that FRMS concepts can be used to enhance risk management in pilot time-on-task fatigue to facilitate safer flights before domestic legalization is established.
