We give a rigorous mathematical definition of conflict, on the basis of which we formulate the mathematical theory of conflicts as a problem of the theory of cognitive control. Possible ways of influencing the conflicting parties on each other are considered and analyzed. The analysis carried out shows that the control of a conflict situation is fundamentally different from the control of technical objects. So, when controlling technical objects, it is usually possible to directly influence the reason that causes error (deviation) in the system. In a conflict situation, there is often no opportunity to directly influence the opposite side of the conflict. However, each of the conflicting parties has the ability to change its own parameters and, thereby, create a conflict for the opposite side, which is forced to change its parameters to those necessary for the opponent in order to resolve its own conflict. Within the framework of the developed theory, the conflict between the worker and the employer is considered, and this conflict is analyzed from the point of view of the cognitive control theory.

Although many core themes and concepts unite the field of cognitive development, it is a wide and varied field, particularly when it comes to cognitive development in early. Piaget proposed four cognitive developmental stages for children, including sensorimotor, preoperational, concrete operational, and the formal operational stage. Although Piaget’s theories have had a great impact on developmental psychology, his notions have not been fully accepted without critique. Piaget’s theory has some shortcomings, including overestimating the ability of adolescence and underestimating infant’s capacity. Piaget also neglected cultural and social interaction factors in the development of children’s cognition and thinking ability. Cognitive development occurs at several stages during childhood. As a result, cognitive development studies the nature of child development in terms of how they gain conscious control over their intellect and behavior. Piaget contributions, particularly in regards to the process of education among children and transferring cognition into psychology, have had a significant effect on the science of child development. Abstract This study aims to empirically examine the influence of subjective norms, behavioral control, and intention on the attitude of internal auditors to report fraud with ethical leadership as a moderating variable. This study used a scenario-based survey of internal auditors working in state-owned and mid-level private companies. The sample was chosen by the non-random method because the sample was taken from the participants of the SNIA (National Internal Auditor Symposium) and in total, 117 respondents were gathered as valid samples. Data were analyzed using Warp PLS 4.0. This study proves that subjective norms and behavioral control have a positive effect on the attitude of internal auditors to report fraud, while intention has a negative influence on the attitude. Ethical leadership strengthens the positive influence of subjective norms and behavioral control on the attitude of the internal auditors. It also reinforces the negative influence of intention on the internal auditors’ attitude. This research supports a model of integration between Theory of Planned Behavior and Social Cognitive Theory, which states that the environment, in this case ethical leadership, influences the internal auditor's cognition in making ethical decisions. However, this study cannot prove that ethical leadership can reduce the negative influence of intention on the attitude of internal auditors to report fraud.

Task Analysis is a fundamental tool for analyzing human-machine systems, and has been applied in major aircraft projects supporting the Canadian Forces. The literature describes many task analysis methods under two major categories: behavioral and cognitive task analysis. This paper proposes a new task analysis based on Perceptual Control Theory (PCT) called PTA that encompasses all other analyses. PTA adopts an ego-centric approach, analyses goals and feedback, determines the cognitive compatibility, and specifies information requirements for interface and/or systems design. PTA was applied to a portion of a Coastal Patrol Aircraft task analysis. It was found that PTA provides a unified analysis, makes goals and feedback explicit, and provides a method for assessing cognitive compatibility.

In this article, the competence for inter-subjectivity is divided into representing the emotions, the attention, the intentions and the beliefs and knowledge of others. Recent attempts to exploit control theory for modelling various cognitive functions are discussed and it is outlined how this modelling approach can be combined with the analysis of inter-subjectivity.

Executive function (EF) and theory of mind (ToM) skills develop rapidly during the preschool years and have been found to directly and indirectly contribute to school readiness. Evidence indicates that EF may influence ToM development, though this relation may not be consistent across children from different backgrounds. Additionally, socioeconomic status (SES) has been shown to affect preschoolers’ EF, while the literature is mixed regarding the effects – if any – that SES may have on ToM development. Though the relation between EF and ToM appears robust across the literature, the possible effects of SES on this relation have yet to be fully explored. As children from low-SES homes are more likely to fall behind at the start of school, and this achievement gap is likely to widen through the school years, it is important to understand how the cognitive components that contribute to school readiness develop and are affected by SES so that we may work toward improving preschool education for children across all socioeconomic backgrounds. The primary purpose of the current study was to determine whether SES affected the relation between EF and ToM among urban preschool children (ages 3-5 years) from various SES backgrounds. In addition to examining the EF-ToM relation, relations among SES, general cognitive skills, EF, and ToM, as well as relations among age, EF, and ToM, were examined. Results from correlational and regression analyses indicated that SES was related to EF but not ToM, and that EF was not related to ToM after controlling for age. Inconsistent with the majority of previous findings, the results did not support the hypothesized link between EF and ToM. However, the findings from this study do add support to the large body of literature pertaining to the positive relation between SES and EF, and provide evidence that ToM may be relatively protected from the negative effects of low-SES among preschoolers. Results also support previous reports of large age-related changes in EF and ToM that occur during the preschool years. The implications for preschool development and education are discussed.

This thesis investigates three hypotheses in relation to the cognitive explanation of normal and problematic gambling behaviour. The "strong cognitive hypothesis" takes the view that if cognitive processes alone account for different levels of play, then the order of the events experienced during a task may be a good predictor of the levels of play. Four large scale experiments are presented focusing on the Illusion of Control, particularly the order effects originally observed by Langer and Roth (1975). Drawing on Hogarth and Einhom's (1992) belief adjustment model an adjusted methodology is employed making the paradigm resemble the real gambling decision making task more closely. The results of the Illusion of Control experiments suggest that the strong cognitive hypothesis can account for gambling in general, but there is no consistent support in favour of its role in explaining differential levels of play. Three questiormaire studies are then presented investigating the two alternative hypotheses assessed in this thesis. The "weak cognitive hypothesis" stipulates that an additional individual differences element is necessary to supplement the strong cognitive hypothesis in order to explain differential levels of gambling behaviour. Individual differences in the level of everyday general dissociation, the enjoyment and engagement in two forms of processing (Rational or Experiential, Epstein 1990), and in the extent to which heuristics and biases are used when making decisions are investigated. Factor analysis for the heuristics and biases investigation, particularly in relation to the understanding of the principle of randomness, reveals some evidence for the weak cogmtive hypothesis. Strongest evidence emerges in relation to the "integrative hypothesis" which stipulates that cognitive factors and processes are only important in relation to and interaction with other variables. The questioimaire studies investigate the role of erroneous beliefs and their relationship with the dissociation experienced within the gambling task. Using Structural Equation Modelling techniques, the results lead towards the generation of a new model of differential levels of gambling and the causal links between these variables and the loss of control are discussed.

The objective of this research is to investigate the power-control problem and analyze the network capacity in cognitive radio (CR) networks. For CR users or Secondary users (SUs), two spectrum-access schemes exist: namely, spectrum underlay and spectrum overlay. Spectrum overlay improves the spectrum utilization by granting SUs the authority to sense and explore the unused spectrum bands provided by PUs. in this scheme, designing effective spectrum-sensing techniques in PHY layer is the major concern. Spectrum underlay permits Sus to share the same spectrum bands with PUS at the same time and location. In this scheme, designing robust power control algorithms that guarantee the QoS of both primary and secondary transmissions is the main task. In this thesis, we first investigate the power-control problems in CR networks. Especially, we conduct two research works on power control for CDMA and OFDMA CR networks. Being aware of the competitive spectrum-access feature of SUs, the non-cooperative game theory, as a standard mathematics, is used to study the power-control problem. Note that game-theoretical approaches provide distributed solutions for CR networks,, which fits the needs of CR networks. However, it requires channel state information (CSI) exchange among all SUs, which will cause great overheads in the large network deployment. To gain better network scalability and design more robust power-control algorithm for any hostile radio-access environments, we propose a reinforcement-learning-based repeated power-control game that solve the problem for the first time. The left part of the dissertation is to study the throughput capacity scaling of the newly arising cognitive ad hoc networks (CRAHNs). Stimulated by the seminal work of Gupta and Kumar, the fundamental throughput scaling law for large-scale wireless ad hoc networks has become an active research topic. This research is of great theoretical value for wireless ad hoc networks. Our proposed research studies it in the scenario of CRAHNs under the impact of PU activity. It is a typical and important network scenario that has never been studied yet. We do believe this research has its unique value, it will have an impact to the research community.

This study employed an experimental design intended to be an analog to the workplace to examine a person by situation interactive effect on OCBs, which were evaluated as prosocial behaviors. This study also sought to provide initial empirical support for the two-stage social cognitive model of OCBs proposed by Hauenstein and Kalanick (2008). Participants were 194 undergraduates. The study was a 2 (Helpfulness) by 2 (Fairness) design. After completing distracter tasks 1 and 2, participants received either a helpfulness prime or a control prime (task 3). Participants then either experienced either a fair manipulation or an unfair manipulation. Results indicated a distinction between the decision to help and helping effort, which has not been thoroughly examined in literature on OCBs. Results revealed main effects for the helpfulness prime and fairness manipulation on the decision to engage in helping. The nature of these effects was that participants helped more when they were primed with helpfulness and when they experienced fairness. However, once helping commenced, there was an interactive effect between helpfulness and fairness such that the helpfulness prime had a stronger effect on participants treated unfairly. Implications for future research on OCBs are discussed.

Theory of Mind (ToM) refers to the ability to attribute mental states to oneself and other people. In this thesis, I present a new paradigm, the Self/Other Differentiation task, which was designed to assess ToM abilities – specifically, the ability to attribute belief states to the ‘Self' and ‘Other' – in typically developed, healthy adults. By focussing on fully developed ToM abilities, we aimed to increase understanding of how the ToM mechanism is structured and functions in everyday life, and how individual ToM components may differentially relate to executive functioning (EF) abilities. The Self/Other Differentiation task is a computerized false-belief task utilizing a matched- design to allow direct comparison of self-oriented versus other-oriented belief- attribution processes. Using behavioural (response times/error rates) and electrophysiological (EEG) methods, the work presented in this thesis provides evidence of a clear and distinct differentiation in the processing of ‘Self' versus ‘Other' perspectives in healthy ToM. We established a key role of perspective-shifting in ToM, which we hypothesize plays a crucial role in day-to-day communications; shifting from the Self-to-Other perspective was significantly harder (longer and more error prone) than shifting from the Other-to-Self perspective, suggesting that the ‘Self' forms the stem of understanding the ‘Other'. EEG analysis revealed these effects were present across fronto-lateral and occipital-lateral areas of the brain, particularly across the right hemisphere in parietal regions. We provide evidence of these features as universal, core components of the ToM mechanism, with data collected from both Chinese and Western cultures illustrating similar patterns of results. Results regarding the relationship between ToM and EF were mixed, with one study finding that affective EF positively correlates with ToM task performance, whilst non-affective EF does not, and a further two studies finding no such differential relationship. The Self/Other Differentiation task provides the opportunity to establish the features of ‘typical' ToM processes in healthy adults, to further our understanding of how the mature ToM mechanism functions.

The present dissertation deals with how to use the precious wireless resources that are usually wasted by under-utilization of networks. We have been particularly interested by all resources that can be used in an opportunistic fashion using different technologies. We have designed new schemes for better and more efficient use of wireless systems by providing mathematical frameworks. In the first part, We have been interested in cognitive radio networks, where a cellular service provider can lease a part of its resources to secondary users or virtual providers. In the second part, we have chosen delay-tolerant networks as a solution to reduce the pressure on the cell traffic, where mobile users come to use available resources effectively and with a cheaper cost. We have focused on optimal strategy for smartphones in hybrid wireless networks. In the last part, an alternative to delay-tolerant networks, specially in regions that are not covered by the cellular network, is to use Ad-hoc networks. Indeed, they can be used as an extension of the coverage area. We have developed a new analytical modeling of the IEEE 802.11e DCF/EDCF. We have investigated the intricate interactions among layers by building a general cross-layered framework to represent multi-hop ad hoc networks with asymmetric topology and traffic

The monograph is devoted to a comprehensive review of the problems of pre-trial evidence collection as one of the stages of the general procedural mechanism aimed at establishing the circumstances relevant to the criminal case. The essence, methodological basis and system of investigative actions, forensic examinations and other procedural methods of collecting evidence that make up the modern arsenal of bodies of inquiry and preliminary investigation are investigated. The main cognitive and security technologies used in conducting investigative and other procedural actions are highlighted. The problems of the theory and legal regulation of the general rules of their implementation, the procedural status of their participants, fixing their progress and results, judicial control over their production are reflected; the actual problems of investigative inspection, examination, search, interrogation, confrontation, forensic examination, as well as the presentation, demand and seizure (seizure) of objects and documents are considered. Special attention is paid to the applied aspects, the analysis of errors and difficulties that arise in modern law enforcement practice, and possible ways to overcome them are proposed. Cognitive activity in universities is a necessary stage in preparing for further professional life. The solution of task of formation of ecological competence of mining profile engineer requires the reasonable selection of the means of information and communication technologies conducing formation of ecological competence. Pressing task is constructive and research approach to preparation of future engineers to performance of professional duties in order to make them capable to develop engineering projects independently and exercise control competently. The relevance of the material covered in the article, due to the need to ensure the effectiveness of the educational process in the preparation of the future Mining Engineers. We analyze the source with problems of formation of ecological competence. The article focuses mainly general-purpose computer system support learning Moodle, which allows you to organize individual and collective work of students to master the specialized course teaching material used in teaching special course "Environmental Geoinformatics" in the implementation of educational research.

The paper considers the role of philosophy and philosophical disciplines as the means of forming general cultural competences, in particular, in the development of critical thinking. The article emphasizes that the process of forming over-subject and soft skills, which, as a rule, include also critical thinking, gets much more complicated under the conditions of the reduction in the volume of philosophical courses. The paper grounds that one of the ways to “return” philosophy to educational programmes can be the implementation of training, using the e-learning environment, especially Moodle. In addition, authors point to the expediency of using this system and, in general, e-learning as an instrument for collaborating students to the world’s educational community and for developing their lifelong learning skills. The article specifies the features of providing electronic support in philosophy teaching, to which the following belongs: the difficulty of parametrizing the learning outcomes; plurality of approaches; communicative philosophy. The paper highlights the types of activities that can be implemented by tools of Moodle. The use of the following Moodle test tasks is considered as an example: test control in the flipped class, control of work with primary sources, control of self-study, test implementation of interim thematic control. The authors conclude that the Moodle system can be used as a tools of online support for the philosophy course, but it is impossible to transfer to the virtual space all the study of this discipline, because it has a significant worldview load. Forms of training, directly related to communication, are integral part of the methodology of teaching philosophy as philosophy itself is discursive, dialogical, communicative and pluralistic. Nevertheless, taking into account features of the discipline, it is possible to provide not only the evaluation function of the test control, but also to realize a number of educational functions: updating the basic knowledge, memorization, activating the cognitive interest, developing the ability to reason and the simpler ones but not less important, – the skill of getting information and familiarization with it.

The article clarifies the features of interactive relationships, which are modeled by the addresser of modern media text for maximum impact on the addressee. The author controls the perception of the text, focusing on linguistic competence and an objective picture of the reader’s world. A pragmatic approach to journalistic text makes it possible to identify explicit and implicit forms of dialogue: modeling feedback and interactive settings that can turn a hypothetical reader into a real one, adapting to the addressee’s language thesaurus. Discursive openness to the exchange of views with the addressee leads to the fact that the entire media text becomes a guarantee of commonality of addresser-addressee interpretations. The difference between the addresser and the addressee is minimized, their connection is strengthened through the combination of linguistic consciousness, which, in turn, forms a special structure and semantics of the journalistic text, in which the emphasis is not on I but on the Other. The addressee in some implicit or explicit form is always in all segments of the media text, and the author establishes a trusting relationship with the reader through the phatic linguistic means that the addressee relates to himself. Approaching the addressee is a sign of modern journalistic texts, which show a tendency to dialogue and democratization of forms of mass communication, and their characteristic feature is the actualization in the center of attention of the addressee, latent (mediated by written text) dialogue with which is modeled as real. The addressee in the process of establishing contact with the author of the media text also becomes the part of broad cognitive space. This opportunity is realized if the journalist has different types of competence – communicative and procedural, that is, is able to compare their own thesaurus, their own knowledge with the thesaurus and the picture of the world of his reader. Modern journalism is characterized by the search for contact with the addressee and new effective models of influence and intimacy of relationships that contribute to the creation of a single cognitive space for both, which, in turn, will allow the recipient to move from knowledge to understanding.

This paper considers the problem of using mobile Internet devices in the process of biology studying in secondary schools. It has been examined how well the scientific problem is developed in pedagogical theory and educational practice. The methodology of using mobile Internet devices in the process of biology studying in a basic school, which involves the use of the Play Market server applications, Smart technologies and a website, has been created. After the analyses of the Play Market server content, there have been found several free of charge applications, which can be used while studying biology in a basic school. Among them are the following: Anatomy 4D, Animal 4D+, Augmented Reality Dinosaurs – my ARgalaxy, BioInc – Biomedical Plague, Plan+Net. Their choice is caused by the specifics of the object of biological cognition (life in all its manifestations) and the concept of bio(eco)centrism, which recognizes the life of any living system as the highest value. The paper suggests the original approach for homework checking, which involves besides computer control of students’ learning outcomes, the use of Miracast wireless technology. This demands the owning of a smartphone, a multimedia projector, and a Google Chromecast type adapter. The methodology of conducting a mobile front-line survey at the lesson on the learned or current material in biology in the test form, with the help of the free Plickers application, has been presented. The expediency of using the website builder Ucoz.ua for creation of a training website in biology has been substantiated. The methodology of organizing the educational process in biology in a basic school using the training website has been developed. Recommendations for using a biology training website have been summarized. According to the results of the forming experiment, the effectiveness of the proposed methodology of using mobile Internet devices in the process of biology studying in a basic school has been substantiated.

The starting point of the research project was the hypothesis that the "principle of proportionality", which is fundamental to law, is related to the "economic principle". The resulting methodological similarities were intended to enable a cross-disciplinary bridge to be built, which would allow the findings of economic analysis to be made fruitful for legal issues. This was practically tested in three study areas in order to be able to better classify the performance of the analytical tools. The foundations for interdisciplinary bridge building are found in the rational-choice paradigm. In both disciplines, this paradigm calls for an examination of the relationship between the purpose-means-relations: among the design options under consideration, the one must be selected that is expected to be as (freedom- or resource-) sparing as possible, in other words, the most "waste-free" solution to the control problem.The results of the economic analysis can thus be "translated" in such a way that, within the framework of "necessity", they support the search for control instruments that are equivalent to the objective but less disruptive. supports. The core of the positive economic analysis is the motivational situation of those actors whose behavior is to be influenced by a changed legal framework. In this context, the classical behavioral model of economics proved to be too limited. It therefore had to be developed further in line with the findings of research in institutional economics into homo oeconomicus institutionalis. This behavioral model takes into account not only the consequentialist, strictly situational utility orientation of the model person, but also other factors influencing behavior, including above all those that are institutionally mediated. If one takes the motivational situation of the actors as the starting point for policy-advising design recommendations, it becomes apparent that an understanding of governance dominated by imperative behavioral specifications leads to less favorable results, both in terms of the degree to which goals are achieved and in terms of the freedom-impairing effects, than a mixed-instrument approach oriented toward the model of "responsive regulation." According to this model, the law can no longer simply assume that those subject to the law will "obediently" execute the legal commands. It must ask itself what other factors determine behavior and under what boundary conditions changes can be expected in the direction of the desired behavior. For this reason, too, it must engage with the cognitive program of the behavioral sciences. This linkage opens up new perspectives for interdisciplinary research on the consequences of laws.

Background/Purpose: Post-operative delirium leads to significant morbidity in elderly patients, yet there is no regimen to prevent POD. Opioid use in the elderly surgical population is of the most significant risk factors for developing POD. The purpose of this scoping review is to recognize that Dexmedetomidine mitigates cognitive dysfunction secondary to acute pain and the use of narcotic analgesia by decreasing the amount of norepinephrine (an excitatory neurotransmitter) released during times of stress. This mechanism of action also provides analgesia through decreased perception and modulation of pain. Methods: The authors developed eligibility criteria for inclusion of articles and performed a systematic search of several databases. Each of the authors initially selected five articles for inclusion in the scoping review. We created annotated literature tables for easy screening by co-authors. After reviewing the annotated literature table four articles were excluded, leaving 11 articles for inclusion in the scoping review. There were six level I meta-analysis/systematic reviews, four level II randomized clinical trials, and one level IV qualitative research article. Next, we created a data-charting form on Microsoft Word for extraction of data items and synthesis of results. Results: Two of the studies found no significant difference in POD between dexmedetomidine groups and control groups. The nine remaining studies noted decreases in the rate, duration, and risk of POD in the groups receiving dexmedetomidine either intraoperatively or postoperatively. Multiple studies found secondary benefits in addition to decreased POD, such as a reduction of tachycardia, hypertension, stroke, hypoxemia, and narcotic use. One study, however, found that the incidence of hypotension and bradycardia were increased among the elderly population. Implications for Nursing Practice: Surgery is a tremendous stressor in any age group, but especially the elderly population. It has been shown postoperative delirium occurs in 17-61% of major surgery procedures with 30-40% of the cases assumed to be preventable. Opioid administration in the elderly surgical population is one of the most significant risk factors for developing POD. With anesthesia practice already leaning towards opioid-free and opioid-limited anesthetic, the incorporation of dexmedetomidine could prove to be a valuable resource in both reducing opioid use and POD in the elderly surgical population. Although more research is needed, the current evidence is promising.

Key Message Ontario long-term care (LTC) home residents have experienced disproportionately high morbidity and mortality, both from COVID-19 and from the conditions associated with the COVID-19 pandemic. There are several measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes, if implemented. First, temporary staffing could be minimized by improving staff working conditions. Second, homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded homes. Third, the risk of SARS-CoV-2 infection in staff could be minimized by approaches that reduce the risk of transmission in communities with a high burden of COVID-19. Summary Background The Province of Ontario has 626 licensed LTC homes and 77,257 long-stay beds; 58% of homes are privately owned, 24% are non-profit/charitable, 16% are municipal. LTC homes were strongly affected during Ontario’s first and second waves of the COVID-19 pandemic. Questions What do we know about the first and second waves of COVID-19 in Ontario LTC homes? Which risk factors are associated with COVID-19 outbreaks in Ontario LTC homes and the extent and death rates associated with outbreaks? What has been the impact of the COVID-19 pandemic on the general health and wellbeing of LTC residents? How has the existing Ontario evidence on COVID-19 in LTC settings been used to support public health interventions and policy changes in these settings? What are the further measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes? Findings As of January 14, 2021, a total of 3,211 Ontario LTC home residents have died of COVID-19, totaling 60.7% of all 5,289 COVID-19 deaths in Ontario to date. There have now been more cumulative LTC home outbreaks during the second wave as compared with the first wave. The infection and death rates among LTC residents have been lower during the second wave, as compared with the first wave, and a greater number of LTC outbreaks have involved only staff infections. The growth rate of SARS-CoV-2 infections among LTC residents was slower during the first two months of the second wave in September and October 2020, as compared with the first wave. However, the growth rate after the two-month mark is comparatively faster during the second wave. The majority of second wave infections and deaths in LTC homes have occurred between December 1, 2020, and January 14, 2021 (most recent date of data extraction prior to publication). This highlights the recent intensification of the COVID-19 pandemic in LTC homes that has mirrored the recent increase in community transmission of SARS-CoV-2 across Ontario. Evidence from Ontario demonstrates that the risk factors for SARS-CoV-2 outbreaks and subsequent deaths in LTC are distinct from the risk factors for outbreaks and deaths in the community (Figure 1). The most important risk factors for whether a LTC home will experience an outbreak is the daily incidence of SARS-CoV-2 infections in the communities surrounding the home and the occurrence of staff infections. The most important risk factors for the magnitude of an outbreak and the number of resulting resident deaths are older design, chain ownership, and crowding. Figure 1. Many Ontario LTC home residents have experienced severe and potentially irreversible physical, cognitive, psychological, and functional declines as a result of precautionary public health interventions imposed on homes, such as limiting access to general visitors and essential caregivers, resident absences, and group activities. There has also been an increase in the prescribing of psychoactive drugs to Ontario LTC residents. The accumulating evidence on COVID-19 in Ontario’s LTC homes has been leveraged in several ways to support public health interventions and policy during the pandemic. Ontario evidence showed that SARS-CoV-2 infections among LTC staff was associated with subsequent COVID-19 deaths among LTC residents, which motivated a public order to restrict LTC staff from working in more than one LTC home in the first wave. Emerging Ontario evidence on risk factors for LTC home outbreaks and deaths has been incorporated into provincial pandemic surveillance tools. Public health directives now attempt to limit crowding in LTC homes by restricting occupancy to two residents per room. The LTC visitor policy was also revised to designate a maximum of two essential caregivers who can visit residents without time limits, including when a home is experiencing an outbreak. Several further measures could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes. First, temporary staffing could be minimized by improving staff working conditions. Second, the risk of SARS-CoV-2 infection in staff could be minimized by measures that reduce the risk of transmission in communities with a high burden of COVID-19. Third, LTC homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded homes. Other important issues include improved prevention and detection of SARS-CoV-2 infection in LTC staff, enhanced infection prevention and control (IPAC) capacity within the LTC homes, a more balanced and nuanced approach to public health measures and IPAC strategies in LTC homes, strategies to promote vaccine acceptance amongst residents and staff, and further improving data collection on LTC homes, residents, staff, visitors and essential caregivers for the duration of the COVID-19 pandemic. Interpretation Comparisons of the first and second waves of the COVID-19 pandemic in the LTC setting reveal improvement in some but not all epidemiological indicators. Despite this, the second wave is now intensifying within LTC homes and without action we will likely experience a substantial additional loss of life before the widespread administration and time-dependent maximal effectiveness of COVID-19 vaccines. The predictors of outbreaks, the spread of infection, and deaths in Ontario’s LTC homes are well documented and have remained unchanged between the first and the second wave. Some of the evidence on COVID-19 in Ontario’s LTC homes has been effectively leveraged to support public health interventions and policies. Several further measures, if implemented, have the potential to prevent additional LTC home COVID-19 outbreaks and deaths.
