Анотація:
This article aims to analyze the policy strategies implemented for the commercial shipping development of the Apo Dock in Jayapura port to improve port performance towards strengthening the sea highway program. Apo Dock as a shipping commercial in Jayapura port has weaknesses as identified by the observation and the study of primary data. These weaknesses have resulted in price disparities for the Papua province as port functions well as a logistical hub. Based on the Strengthen-Weakness-Opportunity-Threats (SWOT) analysis results, it was concluded that the Apo Dock performance as the Jayapura Port Commercial Route was in quota I with a position (0.83; 1.44). The strategy used by Jayapura port to develop commercial shipping to be more efficient in accordance with its function as the strength-opportunity (SO) strategy. The SO strategy strengthens the commercial shipping function as a support base for the economic development centers and a government supporter in MP3EI, the commercial port facilities and infrastructure development were established in order to support all port activities and efficiency, and develop hinterland areas to maximize the busy and crowded commercial shipping hub.

Анотація:
The enactment of Law Number 17 of 2008 concerning Shipping is the separation of the functions of government activities at ports and the functions of port exploitation. The separation of the functions of government activities and port operations aims to manage ports professionally, by opening up opportunities for fair business competition. There are two authorities in the Port Authority and Port Business Entity, namely the Government in this case the port authority and the Port Business Entity which obtains a permit from the ministry. For this reason, it is necessary to build synergy in maintaining Port Authority and Port Business Entity at commercial ports. The problem in this research is the synergy between the Port Authority (government) and Port Business Entity in maintaining shipping lanes and port pools in commercial ports. Using normative research methods, it is known that the synergy between port authorities and port business entities in maintaining shipping lanes and port pools at commercial ports is carried out through communication and coordination and is stated in the form of an agreement. The agreement made is a joint commitment between Port Authority and Port Business Entity to improve shipping safety and improving services at commercial ports.

Анотація:
The commercial vessels activity have a big role to increase the flow of number of cargoes from a port to another port. However, the impact of these activities are the disposal of ballast water from port area to the destination port. The purpose of this research was to analyze the correlation of phytoplankton, zooplankton, and heavy metal which were contained inside the ballast water of commercial vessel towards in waters of the port of Tanjung Emas Semarang. The concentration of heavy metal either from commercial vessels or the waters in port area analyzed by Atomic Absorption Spectrophotometer (AAS). The result showed that the correlation of zooplankton and phytoplankton in the water ballast at commercial vessels have a medium correlation to zooplankton and phytoplankton in waters of Port of Tanjung Emas Semarang (PTES) were 48.9% and 58.3%. Correlation of heavy metal Cd, Zn, Cu, Zn and Pb in ballast water of commercial vessel toward each metal in waters of PTES area has a strong correlation in contribution were 76.7%, 75.6%, 71.4% and 73.8%. It showed us that the loading activity of commercial vessels in port are contributed towards the pollution in waters.

Анотація:
The research aims to study the impact of market risks on the financial performance ofprivate commercial banks, targeting a sample of Iraqi private banks for the period from 2004-2018. Thefinancial performance was measured using the camel’s model, while the market risk was measuredthrough the index of investment in securities Current assets. The cross-sectional data was adopted for thepurpose of including the data in the simple regression model that was adopted to study the effect of theindependent variable on the dependent variable. The results of the research indicated that there was astatistically significant effect of market risks on the financial performance of private commercial banks,which amounted to 25%.

Catches and by-catches were surveyed in the commercial prawn trawl fleets of Botany Bay and Port Jackson, two estuaries in the Sydney metropolitan area (NSW, Australia). Catches were surveyed in all tows during replicate fishing trips in each month during the 1990-91 and 1991-92 prawn trawl seasons in each estuary. Significant species-specific variabilities in abundances were detected between estuaries, between years, and between early and late in the fishing season. The mean annual ratio of by-catch to catch of prawns (by weight) was 2.5 : 1 for Botany Bay and 1.8 : 1 for Port Jackson. A mean annual by-catch (� 1 s.e.) of 142 � 14 t was taken from the Botany Bay fishery and 38 � 3 t from Port Jackson. These by-catches included large numbers of small recreationally and commercially important finfish: a mean annual by-catch of 1.52 �0.20 million fish from Botany Bay and 219� 23 thousand fish from Port Jackson. Despite uncertainties about the impacts of such by-catches on interacting commercial and recreational fisheries, it is recommended that strategies for the reduction of such by-catches be considered.

Kerala had maintained active trade relations with countries of outside world from very ancient time onwards. Among the ancient Port of Kerala, Kollam or Quilon had enjoyed a prominent place from the remote past and has a long drawing attraction worldwide. It is an old sea Port town on the Arabian coast had a sustained commercial reputation from the days of Phoenicians and the Romans. The spices which produced Kollam had great demand in oriental world. Early Christian and Arab travellers spoke very high of Kollam and its commercial significance. The Kollam was one of the most important Ports in the east west trade of the Indian Ocean. The present paper seeks to analyse the space of Kollam in the maritime relations of Kerala. In 2014 the Port trust had discovered thousands of Chinese coins and Stone Age weapons from the Kollam Port, which is revealing the amazing historic background and trade culture of the Port city. This is first time that these much of artefacts are getting from a Port in India. The emergence of antiques from Kollam Port area reveals that Kollam was the most famous Port city in India which served as the business hub of people from China , Middle East, Dutch, Portugal, Brazil and other Eastern Mediterranean Countries. The archaeologists believe that there is an engulfed city in the seabed of current Kollam Port. It is an established fact that Kollam was a repository of all sorts of conceivable commercial centre. For a long time and today Kollam was famous as an emporium of the east.

Abstract China is a leader in the global transportation industry, with an especially significant position in ocean ports. A mapping of every ocean port outside of China reveals that Chinese firms own or operate terminal assets in ninety-six ports in fifty-three countries. An original dataset of Chinese firms' overseas port holdings documents the geographic distribution, ownership, and operational characteristics of these ports. What are the international security implications of China's global port expansion? An investigation of Chinese firms' ties to the Party-state reveals multiple mechanisms by which the Chinese leadership may direct the use of commercial port assets for strategic purposes. International port terminals that Chinese firms own and operate already provide dual-use capabilities to the People's Liberation Army during peacetime, establishing logistics and intelligence networks that materially enable China to project power into critical regions worldwide. But this form of networked state power is limited in wartime because it depends on commercial facilities in non-allied states. By providing evidence that overseas bases are not the sole index of global power projection capabilities, findings advance research on the identification and measurement of sources of national power. China's leveraging of PRC firms' transnational commercial port network constitutes an underappreciated but consequential form of state power projection.

Анотація:
A six-port-based frequency discriminator for phase noise measurement is proposed. This circuit makes use of a delay line discriminator configuration, thus not requiring reference oscillator. Furthermore, the use of a six-port network allows an extremely simple and completely passive solution well suited for low power oscillator measurement. A detailed study of the architecture is performed including the system noise sources. Besides, a prototype of the proposed six-port based delay line frequency discriminator is evaluated. Phase noise measurements of a commercial RF VCO are performed and compared with the results obtained with commercial metrology equipment with good agreement.

The commercial vessel uses sea water to stabilty a vessel when the vessel is not loading a cargo. The water stabilized for the vessel is known as ballast water. The activity of loading the ballast water for the ship from origin port and dissposal to the distination port has caused impact on spreading the unidenfied organism the local port. Aim of the study to determine disposal value of water ballast either from a foreign merchant vessel or domestic merchant vessel so that Port of Tanjung Emas Semarang (PTES) is able to determine a policy on ballast administration from merchant vessel include a data of Arrival and Departure Report of the Vessels (ADRV) documents for the last five years (2009-2014). Disposal ballast water of domestic vessel to PTES is average about 37,036 m3 and increased by 76.68% in a year. Yearly ballast water disposed from the foreign commercial vessels has reached 576.045 m3 for the last 5 years. The increasing of ballast water is about 122.19%. Level of vunerability on the PTES waters is due to ballast water dissposal caused mainly from foreign commercial vessels. The PTES administration should provide water reservoir and and water ballast treatment of commercial vessels which has 51,090 m3/per month or 81,744 kl/month.

he article examines the creation of a logistics center based on a sea trade port in the world economy.Seaports of Ukraine are the most important component of not only the transport, but also the production infrastructure of the country. Maritime infrastructure is a strategic national object and seaports are centers of the international economy and international entrepreneurial activity.Ports play the role of connecting points (bridges) between the transport system and, accordingly, the economy of Ukraine with the world transport system and the economies of foreign countries.The effective development of transport system enterprises belongs to the priority tasks of the state policy in order to create prerequisites for increasing the level of economic development of the country and improving the quality of transport services, reducing the costs of transporting goods and cargo due to the comprehensive informa-tization of transport enterprises and the revision of transport technologies.Modern practice in this field of activity shows that there is a diversification of port services that go beyond the boundaries of the port itself (its internal and external water area) and include a large number of coastal and other economic operations of the transport chain.Today, logistics centers of various types are being created in ports, each of which has its own characteristics.In Ukraine, at this stage of the development of the port industry, a sea trade port cannot be classified as a logistics center. However, the analysis of port activity and modern trends in the development of global logistics allow us to identify the main types of logistics centers that can be created on the basis of our ports, taking into account their characteristics: port cluster, intermodal hub, managing transport and logistics center.The purpose of creating a hub-port on the basis of a sea trade port is to generate profit by increasing the volume of transit cargo transportation through Ukrainian sections of international transport corridors, improving the level of organization of export-import and domestic transportation.Despite certain organizational differences of these types of transport and logistics centers, they have a common mission and goal of creation.The mission of transport and logistics centers is to increase the loading of international transport corridors passing through the territory of Ukraine, in particular the southern region, by providing high-quality transport service based on world experience.As a direction for the development of integration processes in Ukraine, the Concept of the National Program for the Development of Small and Medium Enterprises for 2014-2024 notes the integration of transport with industry, as well as with science through the creation of clusters.The relevance of the topic of the article is related to the creation of a mechanism that would determine the possibility of transforming the port into a logistics center of a certain type.There is a gradual change in the role of ports in the world economic system, they are no longer only points of transshipment of goods from sea to other types of transport, but also strategic points in the organization of foreign trade, a connecting link in an integrated transport chain, centers of economic and industrial growth of the region. Today, an efficiently working port is a port that is a link in the transport and logistics system.Keywords: logistics centers, sea trade port, hub port, integrated transport chains, world economy.Постановка проблеми. Логіс-тичні центри на базі морських тор-говельних портів у світовій економіці одна з найважливіших питань на сьогодні та у створившихся умовах.Створенням механізму, який би виз-начав можливість переформування порту в логістичний центр певного виду та отримання прибутку за раху-нок збільшення обсягу перевезень транзитних вантажів через українські ділянки міжнародних транспортних коридорів, на сьогодні дуже акту-ально і заслуговує найсерйознішої уваги у данної галузі.Огляд останніх досліджень і публікацій. Питання логістичного обслуговування, формування логіс-тичних систем на підприємствах вод-ного транспорту взагалі та в морських портах, зокрема, розглядаються в наукових працях таких вчених, як Баришнікова В.В. [1], Вінніков В.В. [2], Ларіна Р.Р. [3], Примачов М.Т., Примачова С.І. [7], Постан М.Я., Балобанов О.О. [5], Ярова Н.В. [9, 10], Воркунова О.В. [9] та інші.Але сьогодні немає чітко визна-ченого механізму створення транс-портно-логістичного центру на базі морського торговельного порту.Світовий досвід свідчить про те, що створення на базі портів транспортно-логістичних центрів під-вищує рівень їх конкурентоспромож-ності, однак, досі не розроблено механізму й переліку необхідних основ, які б визначали придатність порту для переформування його в великий логістичний центр, й успіш-ність даної процедури.

Анотація:
Responding to the increasing global need for environmental protection, a green port balances economic vibrancy with environmental protection. However, because exhaust emissions (e.g., CO2 or sulfide) are difficult to monitor around ports, data on such emissions are often incomplete, which hinders research on this topic. The present study aimed to fill this gap in this topic. To remedy this problem, this study formulated a new data envelopment analysis (DEA) method for collecting CO2 emissions data at their source. This method was applied to collect real-world operating data from a large container-handling company in Taiwan. Specifically, we provide a real example using a novel green energy index to account for undesirable outputs. Our main objective was to formulate two methods that combine: (1) data envelopment analysis based on a modified slack-based measure, and (2) a multi-choice goal programming approach. The contributions of this paper included the finding that rubber-tired gantry cranes are the greenest and should be used in ports. Finally, our findings aid port managers in selecting port equipment that provides the best balance between environmental protection and profitability.

Анотація:
Purpose – The purpose of this paper is to develop a novel totally passive, wireless temperature sensor tag based on ultra high-frequency (UHF) radio frequency identification (RFID) technology. The temperature-sensing functionality is enabled by using distilled water embedded in the tag antenna substrate. The novel sensor tag is designed to provide wireless temperature readings comparable to a commercial thermocouple thermometer even in environments with high levels of interference, such as reflections. The structure of the novel sensor tag is aimed to increase its usability by minimizing user-created errors and to simplify the measurement procedure. Design/methodology/approach – The sensor tag is based on a dual port sensing concept in which two ports are used to obtain sensor readings. By utilizing two ports instead of one, the effects of environmental interference, tag-reader antenna orientation and distance can be effectively minimized. Two alternative methods of acquiring the sensor reading from the operating characteristics of the two ports are presented and discussed. Findings – Temperature measurements in practical scenarios show that by utilizing the dual port sensing concept, the developed tag produces temperature readings wirelessly which are comparable to readings from a commercial thermocouple thermometer. Research limitations/implications – The concept of dual port sensing was shown and two alternative methods on extracting sensor readings from the differences in the port operating characteristics were introduced and discussed. In this paper, the dual port sensing concept is utilized in creating a temperature sensor tag; however, the same concept can be utilized in a variety of passive wireless sensors based on UHF RFID technology. This enables a new approach in designing accurate, easy to use and easily integrable passive sensors. The dual port sensing concept is in its early stages of development; its accuracy could be improved by developing more advanced data post-processing techniques. Practical implications – The accuracy of a passive dual port UHF RFID-enabled temperature sensor tag is proven to be sufficient in many applications. This indicates that other sensor types utilizing the dual port sensing concept can reach high levels of accuracy as well. Furthermore, the passive RFID-enabled sensors based on the dual port sensing concept are superior in usability versus sensor tags equipped only with a single port. Therefore, dual port sensing concept in passive UHF RFID-enabled sensor tags could make such sensors more attractive commercially and lead to truly widespread ubiquitous sensing and computing. Originality/value – This paper presents a novel passive, wireless temperature sensor tag for UHF RFID systems. The sensor tag utilizes a new structure which allows tight integration of two ports and two tag antennas. The accuracy of the developed tag is confirmed throughout measurements and it is found comparable to the accuracy of commercial thermometers in practical measurement scenarios. Moreover, the paper presents a dual port sensing concept and two readout methods based on the concept which are aimed to increase the accuracy and usability of all kinds of UHF RFID-enabled sensor tags.

Abstract The Genaveh commercial port was placed on the agenda of the Iranian PMO (ports and maritime organization) to consider economic, commercial and residential development in Bushehr province and specifically in Genaveh city. In order to increase the water capacity of the port, it is necessary to build a new harbour basin for exploitation and commercial purposes at a depth of 5 to 6 meters by extending the existing jetties arms in front of the port. This research aims to investigate the harbour basin’s tranquillity for providing vessels with safe berthing. For this purpose, three modules, namely the flow model (FM), spectral wave (SW) and Boussinesq waves model (BW) from the MIKE 21 software package, were utilized. According to the monitoring data, which is provided by the Iranian PMO, the harbour basin’s tranquillity based on the prevailing wave directions was investigated. Based on the diffraction graph in the harbour basin, the results showed that, according to the percentage of permissible diffraction recommended by different valid regulations, there is a need to modify the geometry of the breakwater arms to increase the harbour basin’s tranquillity at the port in the development plan.

Today, international trade is extremely important for countries' economies. It is possible to show the ship's transport as one of the most important execution channels of this trade. International commercial maritime transport subject to many rules and regulations carries many risks in processes such as loading, handling and unloading. Commercial ports are the places where these risks are seen intensely. From this point, many risk components in terms of the process in the port, one of the international commercial port in Turkey, based on a risk analysis is tried to be evaluated in this study. Especially, loading and unloading processes are focused with the directions of industrial experts. The main dimensions of the risks in the port are determined via expert opinions, and the sub-criteria of these dimensions are revealed. In this way, a generic model is proposed based on failure mode and effect analysis and the model is digitized using intuitionistic fuzzy TOPSIS. Interpretations are made in the direction of the obtained analysis results.

The study measures the risk-return performance of residential and commercial real estate investments in South-South, Nigeria from 2009 to 2018. The study adopted the survey research design and purposive sampling technique was used to select estate surveying and valuation firms. Data was analysed using mean total returns, standard deviation and analysis of variance. The test of the first hypothesis indicates that residential real estate investment in Port Harcourt has the highest mean total return and performed better than Calabar and Uyo and implies that total returns of residential real estate investments are significantly different in the study area. For commercial property, Uyo outperformed that of Calabar and Port Harcourt in terms of return. The second hypothesis results indicate that location of property is a significant determinant of risk. The result shows that the mean risk in Port Harcourt for residential real estate investment is significantly different from the risk in Calabar and Uyo. This implies that there is significant difference between risks of residential properties in the study area. For commercial property investment risk, the result shows the risks of investment in offices are higher than shops. For location, Uyo commercial properties produced the highest risk.

Many researchers have studied vessel systems to enhance navigation safety at sea, or analysed the statistics of marine casualties of different flagged vessels as well as the fatalities and injuries in ferry accidents. However, little research has been devoted to port safety and especially navigation safety within Taiwanese territorial waters where over a 10-year period there have been 3428 marine accidents with 548 deaths and 524 vessels sunk. In this paper, we use the Grey Relational Analysis (GRA) to analyse the marine accident records of each of Taiwan's commercial ports from 1992–2003. Then, after interviewing the port authority managers and marine specialists, we discover the concerns felt by these professionals about Taiwanese commercial ports. We provide suggestions to strengthen port navigation safety.

The Arizona Department of Transportation's Motor Vehicle Enforcement Services (MVES) conducts interstate commercial vehicle operations and enforcement activities at fixed ports of entry (POEs) along Arizona's interstate and international borders. These POE facilities play an important role in commercial vehicle safety and revenue collection by screening commercial vehicle traffic for compliance with state and federal regulations. POEs provide needed services but lack a clear means of evaluating services relative to the efficiency and effectiveness of enforcement activities. This inability makes it difficult to communicate POEs achievements and identify potential improvements in service quality. Measuring efficiency and effectiveness can help to direct resources for performing MVES functions. To ensure that public funds invested in the Arizona POE program provide a return to taxpayers in the form of increased safety and reduced damage to highways, several measures of performance at MVES commercial ports are proposed. Arizona POEs are used as a case study to evaluate various ways to measure performance.

Traditionnellement, les industries situées dans les zones portuaires étaient dépendantes du fonctionnement du port lui-même, des navires, et des marchandises transportées par ces navires. Récemment, par suite de changements technologiques, la zone située à proximité des quais centraux a vu apparaître des usages résidentiel, récréationnel, commercial et institutionnel, alors que de nouvelles industries ont été attirées par les vieilles zones portuaires qui sont contiguës. Ces nouvelles industries ont un rôle tout différent, car elles sont associées aux fonctions de la ville elle-même. Elles comprennent les industries associées au marché urbain régional, les industries nuisibles pour l'environnement et les industries étroitement dépendantes de la main-d'oeuvre. Beaucoup d'industries dépendant directement du port ont émigré dans les zones situées en aval ou dans des sites d'eau profonde à proximité d'espaces vacants. Single-incision laparoscopic cholecystectomy (SILC) has rapidly spread throughout the world because of its low invasiveness and because it is a scarless procedure. Various surgical methods of performing SILC are present in each institute; however, it is necessary to develop a standardized procedure that we can perform safely, such as the conventional 4-port laparoscopic cholecystectomy (LC). The SILC experiment in our institute was started by use of the commercial SILS Port and changed from a 3-port method via an umbilicus to a 2-port method to improve some problems. Although none of the conversions to conventional 4-port LC and also none of the complications such as bile duct injury occurred in each method, the 2-port method functioned best and was also economical. However, it is most important to adopt strict criteria and select the patients suitable for SILC to demonstrate SILC safety same as 4-port LC.

The article emphasizes that there is a need to review the role of port authorities, identify trends in port management and assess the economic impact of port management reform. Conceptually, port administrations can experience a "renaissance" to face the many pressures of stakeholders, address socio-economic changes in the port landscape and improve the competitiveness of their ports. They can do this by acting as a facilitator or entrepreneur. Port authorities can generate more demand for a port product by reducing the overall cost of transporting cargo or passengers through the port. The traditional functions of port authorities have undergone significant changes. In larger multi-functional ports, the actual function of the operator, at least where cargo handling services are concerned, has been shifted towards aspects of the functions of lessor and regulator. Now the main feature of the operator's role is the granting and supervision of concessions. The function of the lessor and the regulator have become the two main functions and thus correspond to the general definition of the lessor's port model. A number of typical conflict situations that may exist in relation to port development are identified, including environmental protection, urban planning, working conditions, residents' interests and general economic development. It is necessary to make changes in management, even within the existing (formal) structures. The competitive position of the port will be determined not so much by the system of operation (for example, the landlord or the service port), but by the commercial attitude, mentality and entrepreneurial culture. It is necessary to develop leadership qualities in port management at the local and regional level, expanding competencies beyond the purely maritime dimension, and including competencies and know-how in the field of real estate management, environmental management. Port authorities have four main functions that can be performed at the local, regional and global levels. We can combine these functions and levels into a so-called "renaissance matrix". Several combinations are possible in this matrix, but a review of the above-mentioned existential variants. It is possible to derive a hypothetical typology, which consists of three main types: "conservative", "facilitator" and "entrepreneur". The conservation port focuses on having a good economy, and essentially adheres to the passive and mechanistic implementation of the three traditional functions of the author's port at the local level. The facilitator's port is a mediator and partner between economic and social interests. The Entrepreneurial Port will be the most complete port of resurgence management, combining the main features of a facilitator with a more outspoken commercial attitude as an investor, supplier, sender and consultant at all three geographical levels.

ABSTRACT In addition to having ports that ship and receive oil and other commercial products by sea, the Republic of Tunisia is exposed to potential spills from vessels that are routed close to shore as they transit the Mediterranean. This paper summarizes a study that was conducted to evaluate Tunisia's commercial ports' oil spill contingency plans, response equipment, and response management systems, for the purposes of increasing the spill response capability of the Tunisian Office of the Merchant Marine and Ports (OMMP) and bringing each plan up to criteria established by Tunisia's 1996 oil spill legislation and international standards. The four ports evaluated were Bizerte, Tunis-Goulette-Radès (TGR), Sfax, and Zarzis. Interviews and discussions were conducted with representatives of the OMMP, the Agency for Environmental Protection (ANPE), the Tunisian Petroleum Activities Enterprise (ETAP), the Tunisian Navy and Merchant Marine, the Directorate General of Energy, the state-owned oil transportation company (TRAPSA), and selected private sector oil companies. The equipment review entailed analysis of existing equipment in each port, potential spill size and location, time to respond, and environmentally sensitive areas needing protection. Specific recommendations were made for improving the readiness posture of Tunisia's commercial ports and for the purchase of additional spill-response equipment and services. Implementation of these recommendations will result in a significantly improved capability on the part of the private and public sector users of Tunisia's commercial ports to respond effectively to marine oil spills, should one occur. This paper highlights the readiness capability of each port and the extent of oil transportation activities, and provides recommendations to improve response via equipment purchases, improvement of the existing response management system, implementation of a training and exercise program, and changes to the port contingency plans.

A shared ground shared radiator with wide angular coverage for mmWave 5G smartphones is proposed in this paper. A four-element corporate-fed array with conventional impedance matched power divider is designed. Stepped impedance transformers are integrated with the corner most elements to achieve pattern diversity with wide angular coverage without significant compromise in gain. The proposed three-port shared radiator conformal commercial antenna could be easily integrated with commercial mmWave 5G smartphones. All the three ports’ excitations operate in the 28 GHz band. Radiation pattern bandwidth of the multi-port system is high. The gain variation is from 6 to 11 dBi amongst the ports and across the operating spectrum. The highest mutual coupling is 10 dB, in spite of the electrically connected structure. The proposed shared radiator element has a wide angular coverage of 100°, maintaining high front-to-back ratio when the respective port is excited. Simulation and measurement results for the proposed structure are illustrated in detail.

AbstractPonnāni was a port in southwestern India that resisted the Portuguese incursions in the sixteenth century through the active involvement of religious, mercantile and military elites. In the late seventeenth and eighteenth centuries Ponnāni was the only place where the Dutch East India Company had commercial access into the kingdom of the Zamorins of Calicut. When the Dutch gained prominence in the coastal belt, this port town became the main centre for their commercial, diplomatic, and political transactions. But as a religious centre it began to recede into oblivion in the larger Indian Ocean and Islamic scholarly networks. The present article examines this dual process and suggests important reasons for the transformations. It argues that the port town became crucial for diplomatic and economic interests of the Dutch East India Company and the Zamorins, whereas its Muslim population became more parochial as they engaged with themselves than with the larger socio-political and scholarly networks.

The description of the Mughals as a land-driven power that remained largely inert to maritime opportunities and challenges does not sufficiently explain their increasing reliance on the seaborne delivery of strategic goods such as horses, bullion and specialised military labour. In this context, the article focuses on the office of mutasaddi, which operationalised Mughal authority at the port of Surat. By analysing the interactions of mutasaddis with European trading companies, it is shown that the Mughal presence was central to the shaping of the maritime trajectory of the region. As long as the Mughal oversight was vigilant, the port officials dominated the Europeans. But once the Mughal presence came to be hollowed out, new forces set in that ultimately enabled the Europeans to turn the tables on the port officials.

A feasibility study for the installation of Wave Energy Converters (WEC) in a Spanish Mediterranean port is evaluated in this paper. The final aim is to evaluate the possibility of building a new infrastructure which combines a breakwater and a WEC able to provide energy to the commercial port of Valencia. An estimation of the wave power potential is made according to existing databases from different sources. A review of the existing WEC types is carried out in order to choose the most suitable technology for its installation in a port environment. The authors discuss the main advantages and issues of the integration of WEC in port breakwaters. A prospective study for the Port of Valencia is made, considering the port energy demand evolution, historical data on wave energy potential and the port expansion plans. We conclude that Overtopping Devices (OTDs) are the most suitable ones to allow the good integration with the new breakwater needed for the expansion of the Port of Valencia and we give an estimation on the power available from the resource in our case study.

In the context of the limited information on the ecology of port communities, the present work aims at assessing the small-scale spatial variability of zoobenthos inhabiting hard and soft substrata, in a Mediterranean port with high levels of commercial shipment. Samples were collected in summer from three stations and four depth levels, using core and quadrate samplers. A total of 34,578 individuals were collected, identified to 118 animal species. Soft substratum communities were impoverished and their structure varied spatially according to sediment composition. At a functional level deposit feeders dominated; their abundance decreased at the silty sites. Biotic indices were found inadequate for the assessment of ecological quality, due to the very low abundance of the fauna. Fouling communities varied spatially in vertical scales; diversity indices and the abundance of Bivalvia varied also in horizontal scales. Suspension and deposit feeders dominated showing a decreasing trend with depth. Two animal-dominated communities, serpulid blocks in the lower midlittoral zone and mussel beds in the sublittoral, substituted an algal-dominated community, which has been previously recorded from the same port quays. This substitution may be due to the intensive mussel farming in the nearby area contributing to the rapid expansion of mussels and of their serpulid biofoulers. Despite the existence of biogenic substrata, which enhance habitat complexity, the diversity of the associated fauna decreased and most species were tolerant to organic pollution. Recursive biomonitoring seems necessary to assess the ecological status of communities and to develop integrated management plans for temperate ports.

For example: the Croatian transport system and the ways of sea and river ports integration, peculiarities of inland water transport in Szczecin (Poland), determinants of Lower Vistula river ports transformation, the location of port`s multimodal logistics center at the Labe River (Elbe), the development of inland water transport market, as well as the strengthening of European cooperation in the field of inland water transport, etc. Unsolved parts of the general problem. Taking into account the importance of shipping revival at the Danube River for Ukraine, it is advisable to study the waterways and the possibilities to increase Izmail, Reni and Ust-Dunaysk seaports efficiency. Study task and objective. The following scientific tasks will be solved aimed at their practical implementation: current position and dynamics analysis of Izmail port development; predictive modelling of opportunities and conditions for its performance improvement while solving war transport problems and in the context of post-war recovery of Ukraine. Research method and methodology. While doing the research, general scientific (analysis and synthesis, induction and deduction, group analysis) and special (abstraction, modelling, etc.) methods of studying economic phenomena and processes have been used. The main material (study results). Ukraine belongs to the largest European countries with a strong potential for the development of inland waterways and river transport. Nevertheless the industry of river freight and passenger transportation has been gradually deteriorating its performance for more than twenty years. When the war started and the maritime territory was occupied, significant amount of the country's infrastructure (roads, bridges, railways) was destroyed, the river transport supported transport logistics needs not only of Ukraine, but also of other countries. Intensification of the Danube (Bystre rivermouth) navigation and of Reni, Izmail and Ust-Dunaysk sea ports activity played an important role in this. Analysis of SE "Izmail Commercial Sea Port" performance revealed lower port's efficiency during recent years. Significant positive changes took place in 2022. The cargo handling volume of Izmail port in 2021 was 3.84 million tons, and in 2022 - 8.89 million tons. Thus, according to 2022 results, Izmail port exceeded 2021 indicators by 218%. The total cargo handling volume of Izmail sea port in February 2023 was 1 million 345 thousand tons, i.e. 24% more than in January 2023. Today Izmail Port exceeds the plan by 274%. The dredging works in Izmail and Reni ports contributed to a significant improvement in the Danube region ports indicators. A forecast was made based on the Izmail sea port activity data regarding its main activity indicators until 2026. Positive indicators obtained in 2022 have been taken into account when forecasting port`s performance indicators. As for the further increase in cargo turnover of SE "Izmail Commercial Sea Port", it will be facilitated by the planned feeder container ship work (March 2023), started from the end of 2022 between the Romanian Port Constanța and the Ukrainian Reni port. The service of feeder container ship work based on SE "Izmail Commercial Sea Port" and Port Constanța facilities will receive Arkas, ZIM, Maersk, Hapag-Lloyd, SMA and others lines containers. The containers will follow in the transshipment mode, that is, there will be no need to issue transit customs documents at Port Constanța. Conclusions. The study shows that Ukraine, which has a strong potential for inland waterways and river transport development has recently not been used it enough. As a result, the river freight and passenger transport industry has gradually deteriorated its performance. It has been proven that amid war in 2022, the Danube ports performance indicators have been significantly improved. The last induced cargo transportation when exploitation of a number of Ukrainian ports was made impossible. The case of current position and efficiency analysis of SE "Izmail Commercial Sea Port" proved the possibility to improve its performance indicators. According to the results of its activitys forecast modelling until 2026, the expected volume of freight transportation and the structure of the freight flow have been determined. Reasonable expediency and effectiveness of feeder container ship work en route SE "Izmail Commercial Sea Port" - Port Constanța.

According to the national port master plan, Tegal Port is a hub port. In practice, a number of fishing boats crowd the port pool area thereby disturbing the area that should be used for the port loading and unloading process. Full port facilities are not supported by this circumstance. Commercial ships wishing to enter the port must wait for the tide to enter the waters of the port pool because shipping lanes enter the port wisely around 3 LWS. This study aims to examine the relationship between the port facility utilization index and the port facility performance index in several categories of capacity accessibility and satisfactory performance levels, in the categories of safety, order, smoothness and speed, and pollution experienced unsatisfactory performance. This research uses a descriptive method. Data obtained from surveys and analyzed using the SWOT method. The SWOT analysis shows strength-opportunity (SO) conditions where managers must maximize the potential of ports that have facilities. The results of the SWOT analysis show that the right strategy to use for port development is strength-opportunity, namely improving existing facilities as well as possible, such as making repairs to facilities that are not suitable for use and adding facilities at the port and increasing cooperation with stakeholders by making more work agreements, promising and facilitating service users as well as cutting bureaucracy that does not complicate service users.

The Port of Rijeka is an important transport hub of international importance for the Republic of Croatia. With its geostrategic predispositions and increasingly strong appearance in transport sector, the Rijeka gateway is gaining more and more significance. As a key hub between the maritime and inland traffic systems, the Port of Rijeka encompasses a whole range of active and passive participants in process of creating port services. Positive economic effects of the port’s traffic on its regional area are manifested through multiplicative effects arising from participation in port services. By calculating different multiplicative effects, it is possible to get a better insight into commercial-economic interconnection of port services providers within the Rijeka port system. This paper confirms that the revenues generated by the traffic of cargo and passengers achieve 3 to 10 times greater effect on the overall market, and directly or indirectly influence at least 0.15 % to at most 1.55 % of the national GDP.

Port closure as an effort to slow the spread of the Covid-19 virus has had various impacts, such as port congestion which has led to delays and drastically increased transportation costs. This study examines the impacts caused by port closures and legal remedies that can be taken based on international sea transport law. Losses due to port closures cannot be borne by the carrier based on the conventions of sea shipping law as long as the carrier can prove that the fault was not his own. The closure of the port can be categorized as a hardship, in which there are fundamental changes that affect the agreement, namely the increase in shipping costs and delays. efforts that can be made based on the UPICC are renegotiation, and if it fails, the parties can seek a dispute settlement through the courts. In implementing the agreement, the parties must prioritize the principle of good faith and prove that the losses incurred and losses did not originate from themselves.

The commercial and industrial growth of the urban areas with consequent specialization of the maritime and land traffic deeply modified in the last centuries the spatial and functional relationship between port and city. Ports became a complex of functions and interactions with the city sharing its commercial, recreational, tourist, cultural, urban spaces and places for leisure. In addition to goods heavy traffic, the new port configuration also attracts important flows of people linked to the cruise sector, passenger traffic and tourism. This mix of activities, while inducing a great potential for transformation and strong changes on the urban economy, generates several externalities on the urban mobility system, such as congestion, accessibility, security and safety issues. The objective of this paper is to propose a framework for actions and measures to foster sustainability in ports. International best practices for passenger and freight port transport have been analysed with a focus on advantages and disadvantages of already implemented procedures, both in the short and in the long term. Most performing measures have been included in the framework, which classify them according to the three pillars of sustainability and the Avoid-Shift-Improve approach. The paper clearly defines the key elements needed to be taken into account when demonstrating efficiency of port systems. The methodology can be considered suitable in order to support decision making processes of port management entities and local policy makers regarding the assessment of different alternatives in the short and in the long period.

AbstractThe Free Port Act of 1766 was an important reform in British political economy during the so-called imperial crisis between the Seven Years’ War (1756–1763) and the American Revolution (1775–1783). In an explicit break from the letter if not the spirit of the Navigation Acts, the act opened six British ports in the West Indies (two in Dominica and four in Jamaica) to foreign merchants trading in a highly regulated number of goods subject to various duties. Largely understudied, this legislation has been characterized in most previous work on the subject as a fundamental break from British mercantile policies and meant to benefit North American colonial merchants. This article proposes a different interpretation. Based on the wider context of other imperial free port models, the loss of conquests such as French Guadeloupe and Martinique and Spanish Havana in the 1763 Paris Peace Treaty, a postwar downturn in Anglo-Spanish trade, and convincing testimonies by merchants and colonial observers, policy makers in London conceived of free ports primarily as a means of extending Britain's commercial empire. The free port system was designed to ruin the rival Dutch trade economically and shackle Spanish and French colonists to Britain's mercantile, manufacturing, and slaving economies. The reform marks a key moment in the evolution of British free trade imperial designs that became prevalent in the nineteenth century and beyond.

How might emerging High-Speed Sealift (HSS) operating in conjunction with Agile Ports (AP) enhance Department of Defense (DOD) power-projection capability? The goal is to develop a concept for how a combination of HSS ships and Agile Ports, operating in concert with complementary technologies, focused logistics, and advanced management information systems, may be applied by the DOD to accelerate the movement of high-priority cargo to crisis and conflict locations. The capability sought is rapid entry into a theater of operations in support of missions requiring the projection, employment, and sustainment of forces across the entire spectrum of military operations: deterrence, Operations Other Than War (OOTW), or war. HSS ships can perform critical delivery tasks that will allow U.S. forces to increase their operational and logistical flexibility. For example, an appropriately configured HSS ship has the potential to assist the halting and build-up phase by transporting cargo that is normally moved by air, but is prevented from doing so by aircraft shortages or in-theater airfield constraints; transporting equipment and materiel for an Airborne Battalion Task Force (BTF) to an Intermediate Staging Base (ISB), or transporting to the theater of operations the equipment and cargoes of a Light Infantry BTF or an Air Assault BTF; or transporting during surge critical resupply items with early Required Delivery Dates (RDDs), such as Class V (ammunition), Class VIII (medical), or Class IX (repair parts). The incorporation of AP technologies into the coordinated commercial and defense transportation systems provides a superb complement to the overall value of HSS. In addition, Agile Ports significantly enhance and supplement conventional sealift by providing a conduit for the incorporation of next-generation technologies supporting both DOD mobility and the general efficiency of commercial shipping.

AbstractEncompassing events from 1680 to the mid 1750s, this article examines the organization and adaptation to capital and credit crises of East Indies trade participants in two metropolitan locales – one whose core bounded the North and Baltic Seas, and the other centred around the South China Sea. It shows that in both locales commercial and governmental actors relied not only on state or company, but also on decentralized, port-based practices, institutions, and networks to solve problems and support a shared information culture. Thus, the rules of what I term ‘commercial commons’, rather than an imperial conflict, characterized many East Indies endeavours of this era. East India companies operated in multiple transnational, distributed, and port-based metropolitan locales for their access to capital and credit, and to police financial failure.

This paper presents a bottom-up air emission inventory (AEI) for two ports on the Great Lakes. The details of every commercial vessel—US, Canadian, and Foreign Flag—and every visit to each port were cataloged for 2004. The actual open-lake speed, reduced speed to enter the port, the time to maneuver from the breakwall to the dock, and the times at the dock performing cargo operations were evaluated. Appropriate current emission factors for the type of propulsion engine and auxiliary engines for each vessel were used for the times in each mode to obtain total emissions. The Port of Cleveland, Ohio, is particularly important because that port was studied as part of the EPA's National Emission Inventory in 1999 and 2002, and those results were used as the marine transportation mode emissions baseline that is extrapolated to all other Great Lakes port states, cities, and counties based on port tonnages. The Port of Duluth, Minnesota, was chosen because it is primarily a shipping port as contrasted to Cleveland, which is primarily a receiving port. Vessel operations are quite different in each port. Using this detailed study and current emission factors, Great Lakes marine mode emissions are shown to be about one-half of original study estimates for Cleveland. The relative efficiency of the marine mode of transportation is reviewed for the Port of Cleveland. The Great Lakes vessels, ports, and trade patterns clearly show "We're different up here."
