Анотація:

Recently in the fluid space between Art and Architecture new innovative projects have emerged using informal and playful forms of social engagement to facilitate community led design. This paper shows the difference between a participatory project commissioned within the arts and a participatory project commissioned within architecture. Two projects carried out by the practice of public works will be explained to show how art and architecture working together can reach beyond temporary social events to support community led projects in the medium to long term. The first project ‘Lay-out’ commissioned by Gasworks Gallery was a residency over a 3-month period, which examined how the gallery is perceived and used by its audiences. The second project shows work with the residents of two housing estates, Braithwaite House and Quaker Court in Bunhill Row - Old street - London. The project was derived from the public realm strategy for EC1, commissioned by EC1 New Deal for Communities and was to create an active public and social space to be shared by two rather conflicting communities.

Michael Baxandall's Study Painting and Experience in Fifteenth-Century Italy opens with the useful reminder that a “painting is the deposit of a social relationship,” that is, a relationship between patron and client. When Baxandall and other historians of Renaissance art use the term patronage, they generally do so in a restricted sense to indicate the relationship that existed when an individual or an institution such as a guild, confraternity, or monastic establishment commissioned a specific work of art from an artist or artisan. Often formalized through a contract, the relationship between patron and client was essentially a legal one in which the artist agreed to render a specific service in return for a preestablished or a negotiable sum of money. With the completion of the commission, the relationship essentially ended, unless succeeded by another commission.

The Museum of Međimurje in Čakovec, situated within a former Zrinski residence, stores a stone bust collection containing portraits of 17th-century Croatian and Hungarian dignitaries. Most of the identified portraits have been modelled on Elias Widemann’s engravings from the series Icones Illustrium Heroum Hungariae. So far researchers have formed two opposing opinions concerning the collection’s interpretation: while some claim the collection was commissioned by the Zrinski family during the second half of the 17th century, others insist it was commissioned by the Festetics in the 1820s. This article proposes another engraved portrait series as a model for the collection, namely Franz Leopold Schmittner’s engravings published in Corpus Juris Hungarici (1751), which can be used to confirm or newly establish the identity of seven busts. The authors examine in what way this new find affects the interpretation of the collection’s commission and its contextualization within Croatian and Hungarian art.

This article argues that the focus of many criminologists and art crime scholars is too often rather narrow, and promotes a more expansive notion of “art crime” —one that centers not on crime, but on the relationship between art and crime. More specifically, this article argues for an approach to “art crime” that contemplates “socially injurious acts” or omissions involving art that are not defined as “crime” or proscribed by civil or criminal statutes. Employing this “harm-based” approach, this article examines the responses to Damian Hirst’s The Physical Impossibility of Death in the Mind of Someone Living—a piece consisting of a 14-ft tiger shark (caught by a fisherman commissioned to do so) immersed in formaldehyde in a vitrine of glass and steel—to demonstrate how art criticism can be employed as a tool for dissent, especially in cases involving art that causes ecological or environmental harms.

PurposeThe purpose of this paper is to introduce a progressive strategy of the National Palace Museum (NPM) using new media art exhibitions as a creative marketing tool to interpret its collection, generate cultural value and navigate the greater global context.Design/methodology/approachA review of museum marketing literature and the challenges presented by Taiwan’s sociopolitical situation contextualize discussions on marketing activities and the emergence of museum-commissioned new media art at the NPM within the past two decades.FindingsDemocratic potency inherent in the digital medium has enabled the NPM to transcend the conflicting cultural perceptions surrounding its collection and fulfill the function of market expansion and cultural transmission.Originality/valueSpecialized heritage museums, such as the NPM, do not traditionally create or collect contemporary artworks that engage in ongoing cultural dialogues. This paper brings into view the novelty of using the digital medium to generate cultural value as exemplified in the new media art commissioned by the NPM.

Анотація:

The „Royal Commission on Monuments and Landscapes” of Belgium was one of the first European institutions to emerge in the 19th century and lay the foundations for the systematic protection of cultural heritage. In fact, it was created by decree of King Leopold I on January 7, 1835. The Royal Commission was set up a few years before the adoption of municipal and provincial laws, which became the backbone of the Belgian democratic and decentralized regime. In 1860, the structure of the Royal Commission changed – committees were established at the provincial level under the chairmanship of the governors. The committees were tasked with gathering information on the ground and overseeing the preservation of monuments or works of art. The Royal Commission was commissioned to make a general inventory of artifacts of art and antiquity belonging to public institutions, the preservation of which is important for the history of art and national archeology. Following the enactment of the Landscape Beauty Act of 1911, a section of landscapes appeared in the Royal Commission, approved by a royal decree of May 29, 1912. Since then, it has received its current name, the Royal Commission on Monuments and Landscapes. Members of the Royal Commission have developed an internal classification of monuments, as well as landscapes and places of most interest to the Kingdom. This practice led to the gradual adoption of the concept of classification, which was first approved in the Law of 7 August 1931 on the Preservation of Monuments and Landscapes. The law of 1931 was the culmination of almost a century of efforts by the Royal Commission. Thanks to him, Belgium has acquired a modern legal arsenal that allows for a real policy on heritage protection. Since then, the Commission has become the most important body for dealing with requests for work with classified objects and the official source of requests for classification proposals.

This thesis investigates how the visual arts philosophy promulgated in the 1960s by the Second Vatican Council of Roman Catholic Churches is manifested by commissioned artists for a particular parish. The primary data were the new sanctuary and the artworks, which include stained glass by Lyle Novinski, a carved-glass Marian Shrine by Claire Wing, bronze Stations of the Cross by Heri Bartscht, and wooden medallions depicting two saints carved by Don Schol. This paper reviews pertinent ecclesiastical doctrines along with interpretational publications, physically and iconographically describes the sanctuary and artwork, and considers aspects of the relationship between patron churches and the artists they commission.

Repertoire comprises the curriculum of school music ensembles, yet its selection by music educators is unsystematic, commonly influenced by publishers, and lacking in thoughtful critique (Budiansky, 2005; Forbes, 2001). Research reports that musical worth and pedagogical value are foremost criteria in repertoire selection (Devore, 1989; Ostling, 1978). This ethnographic research explored relationships between musical worth and pedagogical value in works and perspectives of Emma Lou Diemer and Alice Parker, two prominent female composers whose extensive catalogs include music written for educational settings. Data were collected via methods consistent with qualitative inquiry. Smith’s (2003) Interpretative Phenomenological Analysis was employed to facilitate co-construction of the composers’ lived experience through personal interviews. Data analysis also incorporated previous texts written about and by the composers, and three choral works of each composer. In this study, Panofsky’s (1972) method of visual art analysis was applied to musical analysis. Findings were presented within single-case and cross-case narratives. Although the composers’ work and perspectives are distinctive, their perceptions of musical worth and pedagogical value transcend their individual qualities. Criteria for creating art for educational settings include: using text as a basis for creating musical meaning, recognizing and emulating the work of composers that they find exceptional; and engaging in an artful, synergistic treatment of musical elements. Diemer and Parker share the belief that longevity, originality, expressivity, and sustained interest are characteristics of music of worth. They offered authentic engagement, holistic learning, and matching skill with challenge as integral aspects of pedagogical value. The motivation that compels Diemer and Parker to compose is both external and internal, and is more oriented toward process than product. In creating works for educational settings, they internalize parameters applicable to specific learners and settings. A “spark” they experience in the creative process indicates the origin of musical worth. Pedagogy derived from and integral to the musical worth of a work allows musically engaged students to recreate the “spark” and thus realize pedagogical value. Within the works and perspectives of Diemer and Parker, musical worth and pedagogical value become unified as a composite whole, though the “spark” is realized in a cyclic process.

A dissertação Comissão Nacional da Verdade, Arte e Intervenção Pública pretende estabelecer um diálogo entre design / comunicação visual, arte política e história do período ditatorial no Brasil, tendo como base empírica o Relatório da CNV (especificamente o Volume III: Mortos e Desaparecidos Políticos). A partir da análise do Relatório da Comissão Nacional da Verdade, criamos oficinas de estratégias de comunicação visual no âmbito da intervenção no espaço público, com a participação de jovens na faixa etária de 18 a 22 anos. Nessa pesquisa de campo, a metodologia desenvolvida propõe-se a provocar um debate ético e estético com o público alvo. O processo criativo desenvolvido com os alunos de graduação em design da disciplina de Linguagem e Comunicação Visual II, ministrada pela professora Simone Formiga - 2017.1 - PUC-Rio, proporcionou a construção de narrativas imagéticas sobre questões morais relativas às gravíssimas violações de direitos humanos deflagradas pelo regime ditatorial e expostas no Relatório. Ou seja, a partir dos conteúdos discursivos gerados nesta disciplina, desenvolvemos narrativas visuais ocupando o espaço público, com a finalidade de provocar questionamentos e reflexões na população acerca das vítimas do período do regime militar brasileiro.
The dissertation National Commission of Truth, Art and Public Intervention intends to establish a dialogue between design - visual language -, political art and history of the dictatorial period in Brazil, with empirical basis on the CNV Report (specifically Volume III: Political Dead and Disappeared). Analyzing the work of the National Commission of Truth, we created workshops on visual communication strategies in the framework of artistic intervention in public space, with the participation of a group aged from 18 to 22 years. In the field research, the methodology developed aims to provoke an ethical and aesthetic debate with the target audience. The creative process developed with the undergraduate design students at Language and Visual Communication II discipline, given by Professor Simone Formiga - 2017.1 - PUC-Rio, provided the construction of imaginative narratives on moral issues about the severe violations of human rights triggered by the dictatorial period and exposed in the documents of the National Commission of Truth. So, from the discursive contents generated in this discipline, we developed visual narratives occupying the public space, with the purpose of provoking questions and reflections about the victims of the Brazilian military coup.

This thesis is the first systematic history of the Geelong Regional Commission (GRC), and only the second history of a regional development organisation formed as a result of the growth centres policy of the Commonwealth Labor Government in the first half of the 1970s. In particular, the thesis examines the historical performance of the GRC from the time of its establishment in August 1977 to its abolition in May 1993. The GRC Commissioners were subject to ongoing criticism by some elements of the region's political, business, rural and local government sectors. This criticism focused on the Commissioners' policies on land-use planning, their interventionist stance on industrial land development, major projects and industry protection and their activities in revitalising the Geelong central business district. This thesis examines these criticisms in the light of the Commission's overall performance. This thesis found that, as a statutory authority of the Victorian Government, the GRC was successful over its lifetime, when measured against the requirements of the Geelong Regional Commission Act, the Commission's corporate planning objectives and performance indicators, the corporate performance standards of private enterprise in the late 1990s, and the performance indicator standards of today's regional economic development organisations in the United States of America, parts of the United Kingdom and Australia. With the change of Government in Victoria in October 1992 came a new approach to regional development. The new Government enacted legislation to amalgamate six of the nine local government councils of the Geelong region and returned regional planning responsibilities to the newly formed City of Greater Geelong Council. The new Government also made economic development a major objective of local government. As a result, the raison d'etre for the GRC came to an end and the organisation was abolished.

This thesis establishes the link between law, democratic governance and the institutional capacity needed for maximum control of hydrocarbon resources by the producer state, with the emphasis particularly on Ghana. The discoveries of hydrocarbon resources under the territorial waters and continental shelf of Ghana has set in motion a review of the pre-existing petroleum legislative framework in the country. The review is aimed at meeting the challenges of the nascent oil and gas industry taking into account modern trends adopted in the management of these resources. Prior to the discoveries, the national oil company, the Ghana National Petroleum Corporation (GNPC) performed the role of commercial participation as well as monitoring and regulation of the industry on behalf of the Ministry of Energy. The GNPC also performed policy advisory functions. The position of the GNPC then could aptly be described as a classic case of conflict of interest. The enactment of the Petroleum Commission Act of Ghana, 2011 (Act 821) has, however, redefined the role of GNPC, as the upstream regulatory role is now performed by the Petroleum Commission in conjunction with allied agencies leaving the national oil company to concentrate on commercial activities. The central goal of the thesis is to analyse the extent to which the present regulatory regime related to the present Petroleum Commission Act suffers from the conflict of interest it was actually designed to resolve and to examine the means available to tackle these conflict of interest challenges drawing lessons where appropriate from mature hydrocarbon producing countries such as Norway, the UK and the USA. It is recognised in this thesis that no state can effectively develop its hydrocarbon resources unless it operates a democratic system of governance that promotes the rule of law, checks and balances, and independence of state institutions. It is, therefore, concluded in this thesis that the reformation of the Petroleum Commission itself in terms of the enabling Act and the internal culture and vii innovations within the Commission holds the key to the insulation of the Commission against conflict of interest risks. It is also concluded that constitutional amendments and statutory interventions that touch on Ghana's democratic governance framework with the aim of strengthening the Commission as an independent public agency are ways of tackling the conflict of interest challenges affecting the Commission. Consequently, proposals are made for reform.

Australian Police Ministers and Commissioners occupy a pivotal position in the system of law enforcement. Collectively, they are responsible for the general policy, administration and operational direction and control of policing through the Australian States. There has been in the past twenty five years a growing complexity and a variety of problems facing police agencies which are arduous and demanding. Continuing social tension of recent years have given police ministers and commissioners higher public profiles than ever before. The research undertaken in this thesis examines the difficulties experienced between police ministers and commissioners in Queensland and New South Wales from 1970 to 1995. Three models have been developed as a framework to analyse the relationships and how they operate. The three models are called - 'Dependency', 'Independency' and 'Interdependency'. Twenty-one police ministers, commissioners and advisers from Queensland and New South Wales were interviewed during the course of the research. Five separate case studies were developed to analyse and interpret the relationships within the context of the three models. A summary chapter of additional research data provides supporting information which was used to substantiate the case study material. The conclusion argues that relationships operate more effectively when elements of the 'Interdependency' model exist. The need for further debate about the administrative, legal and management elements of the working relationship between a police minister and commissioner is essential to achieve a balance between policy, administration and operational requirements within a modern western democratic policing system.

Official Thai history gives the iconic role of King Chulalongkorn as the civiliser of which is the theme underpinning my study. This thesis aims to complicate this narrative by investigating the historical specificity of Chulalongkorn's visual representation operating with the mechanisms of westernisation. The study discusses how the King presented and represented his royal person and his regal power and how the King consequently changed and shaped Siam's visual and material culture at the turn of the century. Chulalongkorn's royal family portraits and grand architectural programme, as well as his European art collection recreated a new concept of Siamese kingship and the monarchy: this wide-ranging analysis traces the shift from a semidivine to a secular and modernised monarchy. This thesis argues that the westernisation programme was a process and product of transcultural exchange within the colonial encounters between Siam, the West and their colonies. Chulalongkorn's appropriation, adaptation and reinterpretation of Western art doubly transformed the monarchy and its kingdom into a modernising nation under the pressure of Western colonialism. This compelled Siam to become a crypto-colonial state of nation. Chulalongkorn's aspiration for westernised visual representation turned political loyalty into religious devotion in later years. Collective memory of Chulalongkorn was strongly embedded in the public's perception through the practice of remembrance, nostalgia and commemoration fed by the royalist narrative in official Thai history. This thesis also contributes to an ongoing dialogue on the relations between the monarchy, memory and national identity through an investigation of celebratory exhibitions of the Chakri Dynasty. The issues of visual representation and its impact addressed in this thesis are arguably as bound up with issues of national identity and national politics.

AbstractIt All Comes from Beer is the title of a 1952 short film, commissioned by Carlsberg to showcase its philanthropic contributions to science and art in Denmark to anglophone viewers. But Carlsberg and its rival brewery, Tuborg, used film at least a quarter-century earlier as “propaganda”, not just for their beer but also for the culture, industry, and landscape of their home country. The case studies in this chapter show how inter-war film genres such as tourist films, promotional footage, educational films, and even science films tended to overlap and merge, depending on where they travelled and to which audiences they were screened. The movement of films and of the material culture (from beer glasses to science equipment) that accompanied them facilitated an entrepreneurial form of cultural diplomacy on Denmark’s behalf.

Chapter 11 considers the claim that the best perfumes should be classified as part of the fine arts. The chapter argues that from the perspective of contemporary aesthetic definitions of fine art, perfumes have all it takes to be fine art since they have complex structures that develop over time that can be used to represent ideas and express emotions. Yet the second half of the chapter argues that from the perspective of contemporary contextual and historical definitions of art, perfumes are more like design art than fine art. The contextual case against fine art status is based on a model of art and design practices that involves roles, intentions, media, norms, and institutions. If we compare the creation of a commercial perfume designed by a perfumer with a “perfume” commissioned by an artist for an installation, commercial perfume looks like a design art. Chapter 11 ends in an impasse.

ABSTRACT Benjamin Waterhouse Hawkins (1807–1894) was a British scientific illustrator and sculptor who illustrated many British exploration reports in the 1830s and 1840s. In the early 1850s, Hawkins was commissioned to create life-size, concrete sculptures of Iguanodon, ichthyosaurs, and other extinct animals for a permanent exhibition in south London. They were the first large sculptures of extinct vertebrates ever made, and they are still on view today. Inspired by his success in England, Hawkins launched a lecture tour and working trip to North America in 1868. Soon after his arrival, he was commissioned to “undertake the resuscitation of a group of animals of the former periods of the American continent” for public display in New York City. Had it been built, this would have been the first paleontological museum in the world. As part of this ambitious project, with the assistance of the American paleontologist Joseph Leidy, Hawkins cast the bones of a recently discovered Hadrosaurus specimen and used them to construct the first articulated dinosaur skeleton ever put on display in a museum. It was unveiled at the Academy of Natural Sciences of Philadelphia in November 1868. Hawkins worked tirelessly on New York’s proposed “Paleozoic Museum” for two years, until his funding was cut by William “Boss” Tweed, the corrupt leader of the Tammany Hall political machine, who grew hostile to the project and abolished the Central Park Commission that had made it possible. When Hawkins defiantly continued to work, without funding, Tweed dispatched a gang of thugs to break into his studio and smash all of the sculptures and molds. Although Hawkins would create several copies of his articulated Hadrosaurus skeleton for other institutions, the prospect of building a grand museum of paleontology in America was forever destroyed by Tweed’s actions.

This project was commissioned to mark the grand opening of a new arts center and gallery, housed within a renovated fire station in the eastern market neighborhood of Detroit. The existing building which housed the gallery was largely preserved intact, with little modification to its rough walls and exposed concrete floors. As a result, the pavilion was conceived of as a freestanding structure which not only created a type of space which was diverse from its surroundings, but also created a new type of surface for displaying art, one that blurred the boundary between the art and architecture itself.

Public Service Company of Oklahoma (PSO) operates a combined cycle, Westinghouse PACE generating station which was commissioned in 1972. The plant consists of two Westinghouse 501B6 gas turbines, two heat recovery steam generation units with afterburners, and a single 120MW steam turbine generator. PSO made the decision to upgrade the complete plant control with a state-of-the-art triple modular redundant control system, designed to provide entire control of the generating station. The paper describes the overall retrofit project, from project conception and justification through installation, commissioning and operating results.

Abstract In early 1998, the City of Ravenna, Italy, commissioned a fluid bed boiler/waste-to-energy system to combust approximately 50,000 tonnes per year of processed municipal waste and generate electrical power. Much of the fuel preparation and processing equipment was already in place and the primary focus of this project was to implement an environmentally acceptable energy conversion process compatible with the 6.0 tonnes per hour of fuel being processed. The fluid bed boiler system being provided incorporates state of the art environmental controls for abatement of all pollutants, including products of incomplete combustion (PIC’s), NOx, acid gases, and particulates. The project delivers an average of 70,000 pounds per hour of steam to generate approximately 7 MW of electricity.

The Department of Health and the Design Council jointly commissioned a scoping study to deliver ideas and practical recommendations for a design approach to reduce the risk of medical error and improve patient safety across the NHS. The research was undertaken by the Engineering Design Centre at the University of Cambridge, the Robens Institute for Health Ergonomics at the University of Surrey and the Helen Hamlyn Research Centre at the Royal College of Art. The research team employed diverse methods to gather evidence from literature, key stakeholders, and experts from within healthcare and other safety-critical industries. Despite the multiplicity of activities and methodologies employed, what emerged from the research was a very consistent picture. This convergence pointed to the need to better understand the health care system as the context into which specific design solutions must be delivered. Without that broader understanding there can be no certainty that any single design will contribute to reducing medical error and the consequential cost thereof.

Siemens Energy has commissioned an extensive multi-year experimental and numerical (CFD) project to improve its ability to design for and predict compressor stall. The experimental test rig is a half scale six stage axial compressor. The goal of this work is to provide insight into how best to predict the compressor performance map and in particular the stall point by applying state-of-the-art multiple blade row CFD simulation tools. A preliminary CFD analysis quantified numerical, model and systematic error on the first stage of the compressor. Subsequent steady (Mixing Plane) and transient (Time Transformation) CFD simulations of the entire six stage compressor are compared to each other and to experimental data. Both the steady and transient simulations are shown to be computationally efficient and in very good agreement with the experimental data across the full performance map, up to stall inception on multiple speedlines. Physical explanations of the key flow features observed in the experiment, as well as of the differences between the predictions and experimental data, are given.

Gas Compressor Station design, procurement, construction and commissioning normally takes well over 12 months. Earth Tech recently redesigned, procured, rebuilt and commissioned in 5 months, a new 14 MW/19,000 HP turbine driven gas compressor station near Red Bluff – California. This was a fast paced EPCM project. The previous Turbine driven Gas Compressor Station was damaged beyond repair in an oil fire on November 6th, 2001. A new Station, with bigger capacity using state of the art technology, was to be employed. The Construction Team was able to complete the onsite demolition through to commissioning in just over 3 months. This urgency was necessary to meet the client’s anticipated summer loads. The project was staffed around the clock for much of this 3-month period. Even with the intense manpower loading and the simultaneous presence of 4 subcontractors, this project was able to keep its stellar safety record — resulting in no injuries. It was very much a team effort with relentless dedication and planning utilizing the vast knowledge and experience of all parties involved. Key challenges for all parties were to maintain schedule while not sacrificing safety, quality or scope. These challenges were amicably and professionally managed. The client’s standards and specifications were met or exceeded in all cases.

A large Research and Development programme has been executed by National Grid to determine the feasibility of transporting carbon dioxide (CO2) by pipeline. Such pipelines would be required to form a transportation system to take the CO2 from its place of capture at an emitter’s site to a place of safe storage within a Carbon Capture and Storage (CCS) scheme. This programme received financial support from the European Union. As part of this programme, National Grid commissioned a series of experimental studies to investigate the behaviour of releases of CO2 mixtures in the gaseous and the liquid (or dense) phase. This has included simulating accidental releases in the form of punctures or ruptures of a buried pipeline and deliberate releases through different venting arrangements. This work is required, as CO2 has the potential to cause some harm to people if they are exposed to it for long enough at high concentrations. This paper gives an overview of the findings from this work and shows how the data has been used to help develop a number of the more pragmatic, predictive models for outflow and dispersion. This work complements the more theoretical studies carried out using state of the art advanced computational fluid dynamic models, employed by other UK based participants (University College London, University of Leeds, Kingston University and the University of Warwick) in the research programme.

Our Client was commissioned to construct an onshore high pressure gas pipeline. The pipeline was to be about 50km in length, 1066mm diameter, 15.88mm nominal wall thickness and constructed from X65 material. During the route selection phase it was discovered that it would be very difficult to avoid passing the pipeline through a locally highly populated area. In view of this it was naturally decided that the pipeline should be constructed from heavy wall sectioned pipe to mitigate the threat of failure due to causes including mechanical damage and corrosion. However, there was still a concern that the residual risk, even when the above mitigating measure had been taken, would still be unacceptably high. In view of this Andrew Francis & Associates Ltd (AFAA) were commissioned to assess the remaining risk levels using a quantified risk assessment technique in accordance with the UK pipeline design code, IGE/TD/1 Edition 4, which provides for the use of such techniques. The technique used by AFAA involved detailed Structural Reliability Analysis (SRA) combined with an assessment of the consequences of failure. AFAA began the study by identifying the possible failure modes and these included mechanical damage, external corrosion, fatigue crack growth and AC induced corrosion. However, discussions were held between AFAA and the Client and after giving due consideration to the benefits of modern construction standards, and the use of Fusion Bonded Epoxy (FBE) coating, it was agreed that the only significant threat to integrity was mechanical damage. AFAA used SRA to determine the likelihood of failure due to mechanical damage based on a state-of-art-limit state function taking account of key areas of uncertainty including variations in defect dimensions and material properties. A consequence model was used to determine the possible effects on the local population if a rupture of the pipeline was to occur. The consequence model was used to determine the amount of thermal dose that personnel, in the vicinity of the release, might receive, taking account of the transient nature of the gas flow. The mitigating effects of nearby buildings that would afford shelter from the effects of the thermal radiation levels were naturally taken into account. The results were expressed in terms of an F/N curve and assessed against the risk criteria contained in IGE//TD/1. It was concluded from the analysis that the proposed design did not pose an unacceptable level of risk and moreover that part of the proposed heavy wall section was unnecessary. However, in the interests of conservatism our customer proceeded with the original design. This paper describes the modelling technique used by AFAA and clearly presents the results and conclusions of the analysis.

Abstract Test facilities capable of simulating relevant operational environments for validating novel concepts are indispensable for advancing the state-of-the-art in turbomachinery sealing technology. A test rig suitable for demonstrating full-scale rotor-stator sealing concepts under operational environments relevant for a variety of turbomachinery gas paths was designed and commissioned at GE’s Seals Test Facility. The test rig, called the Advanced Seals Test Rig (or ASTR), can simulate conditions that include a range of rotor speeds, fluid pressures and temperatures, from steady state operating conditions of high pressure turbines of aircraft engines to sections of steam turbines. The present paper provides a system level description of the test rig. The main test section of the rig is housed within the centerpiece of a stamped pressure vessel. A drive train penetrates the pressure vessel and consists of an integral saddle mounted rotor. A motor connected to a high-speed gearbox through couplings on each end permits rotation of the test rotor. The test rotor is supported by two bearing pedestals. The paper describes these rig subsystems with focus on novel features for ease of operation. Key instrumentation and operating procedures that enable the rig to operate safely are also described. Key drivers of the rig design, such as test requirements, rotordynamics, mechanical design, ergonomics, safety and test productivity are outlined. Mechanical design considerations include strict requirements for thermal and pressure deformation under demanding conditions of pressure and temperature. Commissioning of the rig included phases of fabrication, installation, shakeout, calibration and benchmarking. Key learnings from the rig design and commissioning process, as well as operations, are summarized.

The aim of this project was to develop an impact framework for the Science Gallery Network (SGN). This work was commissioned by the Science Gallery International (SGI). The SGN has eight member organisations across four continents: Dublin, London, Melbourne, Bengaluru, Detroit, Rotterdam, Atlanta and Berlin. Whilst the network consistently sees unprecedented levels of accomplishment by its members, a testimony to their capacity, innovation and vision, the SGN does not have a systematic way to measure and monitor this impact. An impact framework that can assist with understanding and reporting the value of this impact will provide important recognition that the SGN has achieved what it sets out to do— bringing science, art, technology and design together to deliver world-class educational and cultural experiences for young people. This report details the robust consultation approach that was undertaken by the University of Melbourne’s project team—one that included a desktop review, focus group discussions, surveys and interviews—to ensure multiple perspectives were gathered on what could be considered a multi-faceted concept. The desktop review provided a thorough review and an environmental scan of the impact literature and its measurement. In addition, the focus group discussions and interviews provided a rich understanding of what ‘good impact’ means for the SGN and the implications of this to the measurement of impact outcomes. Five key recommendations are provided and summarised. Note that these key recommendations should be taken as a point of departure for further in-depth consultation throughout the wider SGN.

The Shia Hazaras in Pakistan are one of the most persecuted religious minorities. According to a 2019 report produced by the National Commission for Human Rights, a government formed commission, at least 509 Hazaras have been killed since 2013 (NCHR 2018: 2). According to one of the Vice Chairs of the Human Rights Commission Pakistan, the country's leading human rights watchdog, between 2009 and 2014, nearly 1,000 Hazaras were killed in sectarian violence (Butt 2014). The present population of Shia Hazaras is the result of three historical migrations from Afghanistan (Hashmi 2016: 2). The first phase of migration occurred in 1880 1901 when Abd al Rahman Khan came to power in 1880 in Afghanistan and declared war against the Hazaras as a result of a series of revolts they made against the regime.

This rapid review synthesises evidence on the bilateral and multilateral donors promoting and protecting the human rights of LGBT+ people on a global scale. It focusses on those donors that have policies, implementation plans and programmes on LGBT+ rights. This review also examines the evidence on the impact of their work. The bilateral donors providing the most support for LGBT+ (Lesbian, Gay, Bisexual, Transgender, +) communities in 2017-18 are the Swedish International Development Cooperation Agency (Sida), UK Department for International Development (DFID), The Netherlands Development Cooperation, Norwegian Agency for Development Cooperation (Norad), and the European Commission (EC). Whilst the multilateral donors providing the most support for LGBT+ are the UN and World Bank. The United Nations (UN) is doing a huge amount of work on LGBT+ rights across the organisation which there was not scope to fully explore in this report. The UN Office of the High Commissioner on Human Rights (UNOCHR) in particular is doing a lot on this theme. They publish legal obligation information, call attention to rights abuses through general assembly resolutions. The dialogue with governments, monitor violations and support human rights treaties bodies. The work of the World Bank in this area focuses on inclusion rather than rights. A small number of projects were identified which receive funding from bilateral and multilateral donors. These were AMSHeR, International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), and Stonewall. This rapid review focused on identifying donor support for LGBT+ rights, therefore, searches were limited to general databases and donor websites, utilising non-academic and donor literature. Much of the information comes directly from websites and these are footnoted throughout the report. Little was identified in the way of impact evaluation within the scope of this report. The majority of projects found through searches were non-governmental and so not the focus of this report.

The global learning crisis has highlighted the urgent need to improve the quality of education. COVID-19 disruptions have placed even greater focus on the learning improvement agenda, and the need to ensure disadvantaged children are not further left behind. Teacher development, and improving teaching quality, therefore is at the heart of many education systems’ policies and programs. This paper presents some of the key considerations for improving teaching across three countries which are being investigated as part of a multi-year teacher development study series. This study series, commissioned by the Australian Government’s Department of Foreign Affairs and Trade (DFAT), involves the investigation of teacher development initiatives in Timor-Leste, Vanuatu and Lao People’s Democratic Republic (Laos). The overall aim of each study is to investigate: To what extent does the Australian investment produce improved teaching quality and improved student learning?

In 2016/2017, AQ Austria conducted external evaluations at ten universities of teacher education, which had to be completed for the first time by 1 October 2017 in accordance with the Higher Education Evaluation Ordinance (HEV). For a further three universities it provided individual services within the framework of such evaluations. AQ Austria was commissioned by the universities of teacher education to conduct the evaluations. In this report, AQ Austria presents selected findings and assessments of the provisions for quality assurance at universities of teacher education that it gained in the course of conducting the evaluations.

Wales has seen a rise in both the number and rate of children looked after. The rate is now higher than any time since the 1980s. In addition, Wales has consistently had more children looked after per 10,000 of the population than the rest of the UK. This trend is a cause for concern; particularly the impact on the outcomes of children who are taken into care in terms of educational attainment, health, unemployment, homelessness, and criminal justice. Moreover, the Covid-19 pandemic is expected to have worsened the situation. To understand better the factors influencing care rates, the Welsh Government commissioned the Wales Centre for Public Policy and the Centre for Children’s Social Care Research and Development (CASCADE) at Cardiff University to undertake a survey with the children’s social care (CSC) workforce.
