Abstract. Multi-pollutants in smoke particulate matter (SPM) were identified and quantified for the biomass burning of five major agricultural residues (wheat, rice, corn, cotton, and soybean straw) in China by an aerosol chamber system combined with various measurement techniques. The primary emission factors (EFs) for PM1. 0 and PM2. 5 are 3.04–12.64 and 3.25–15.16 g kg−1. Organic carbon (OC), elemental carbon (EC), water-soluble inorganics (WSIs), water-soluble organic acids (WSOAs), water-soluble amine salts (WSAs), trace mineral elements (THMs), polycyclic aromatic hydrocarbons (PAHs), and phenols in smoke PM1. 0/PM2. 5 are 1.34–6.04/1.54–7.42, 0.58–2.08/0.61–2.18, 0.51–3.52/0.52–3.81, 0.13–0.64/0.14–0.77, (4.39–85.72/4.51–104.79) × 10−3, (11.8-51.1/14.0-131.6) × 10−3, (1.1–4.0/1.8–8.3) × 10−3, and (7.7–23.5/9.7–41.5) × 10−3 g kg−1, respectively. Black carbon (BC) mainly exists in PM1. 0; heavy-metal-bearing particles favour residing in the range of smoke PM1. 0−2. 5, which is also confirmed by individual particle analysis. With respect to the five scenarios of burning activities, the average emissions and overall propagation of uncertainties at the 95 % confidence interval (CI) of SPM from agricultural open burning in China in 2012 were estimated to be 1005.7 (−24.6, 33.7 %), 901.4 (−24.4, 33.5 %), 432.4 (−24.2, 33.5 %), 134.2 (−24., 34.0 %), 249.8 (−25.4, 34.9 %), 25.1 (−33.3, 41.4 %), 5.8 (−30.1, 38.5 %), 8.7 (−26.6, 35.6 %), 0.5 (−26.0, 34.9 %), and 2.7 (−26.1, 35.1 %) Gg for PM2. 5, PM1. 0, OC, EC, WSI, WSOA, WSA, THM, PAHs, and phenols , respectively. The emissions were further spatio-temporally characterized using a geographic information system (GIS) in different regions in the summer and autumn post-harvest periods. It was found that less than 25 % of the total emissions were released during the summer harvest, which was mainly contributed by the North Plain and the centre of China, especially Henan, Shandong, and Anhui, which are the top three provinces regarding smoke particle emissions. Flux concentrations of primarily emitted smoke PM2. 5 that were calculated using the box-model method based on five versions of emission inventories all exceed the carcinogenic-risk permissible exposure limits (PEL). The health impacts and health-related economic losses from the smoke PM2. 5 short-term exposure were assessed. The results show that China suffered from 7836 cases (95,% CI: 3232, 12362) of premature mortality and 7 267 237 cases (95 % CI: 2 961 487, 1 130 784) of chronic bronchitis in 2012, which led to losses of USD 8822.4 million (95 % CI: 3574.4, 13 034.2) or 0.1 % of the total GDP. We suggest that the percentage of open-burnt crop straw in the post-harvest period should be cut down by over 97 % to ensure a reduction in carcinogenicity risk, especially in the North Plain and the northeast, where the emissions should decrease at least by 94 % to meet the PEL. With such emission control, over 92 % of the mortality and morbidity attributed to agricultural fire smoke PM2. 5 can be avoided in China.

Introduction This paper is based upon an investigation into the life of a street market in the city of Ha Noi in Vietnam, and experience of the street food served on Ha Noi’s pavements. It draws upon interviews with itinerant food vendors conducted by the researchers and upon accounts of their daily lives from a Vietnamese film subtitled in English and French, sourced from the Vietnamese Women’s Museum (Jensen). The research considers the lives of the people making and selling street food against the distilled versions of cultural experience accessible through the pages of two recent English language cookbooks focussing upon this cuisine. The data from the fieldwork is used as a point for critical comparison (Fram) with recipes and descriptions from Hanoi Street Food (Vandenberghe and Thys) and Vietnamese Street Food (Lister and Pohl), two recent relevant English language cookbooks. The research question addressed is “How are the everyday lives of Vietnamese street market cooks (mis)represented in cookery-related books published for an English-language readership?” The research team comprises an Australian Cultural Studies academic (Lelia Green) and a bi-lingual Vietnamese researcher (Nguyen Hong Van), who is Ha Noi born and bred, but who has lived overseas and whose first degree, in Sociology, is from a Canadian university. In each other’s company and over a period of some weeks, Lelia and Van spent more than 40 hours on ethnographic fieldwork in street markets, and interviewing street vendors. The purpose of the research was exploratory, but it was also undertaken as a means of making the labour and lives of marginalised women more visible, since most itinerant food vendors in Vietnam are women (Jensen). As Bhomik notes, male vendors “are engaged in motor cycle repair or sale of higher priced goods such as personal products, souvenirs etc. and their earnings are higher” (2261). Although the teamwork between Lelia and Van went some way to resolve the challenges posed by insider/outsider qualitative research (Corbin, Dwyer, and Buckle), Van has never lived or worked as a street vendor. First Take an Informal Street Market … Eating on the Street An informal Vietnamese street market is a multi-layered space, ordered according to the geography of the area in which the food is prepared and consumed. The informality of a street market indicates its status between legitimacy and repression. Informal street markets spring up in locales where there is significant demand—usually office workers nearby, and schools. The food they sell is cheap and flavourful, catering for the needs of people who have little time or money and want something hot and nourishing to start, punctuate, or end the day. As markets grow, so the vendors in the market constitute a secondary population in need of sustenance. Itinerant street vendors carry with them everything they need for their day’s work. Typically this includes a little oil or coal-based stove, their raw ingredients, dishes or trays for food preparation and serving, often a bowl for washing food or utensils, and a large bag to carry the dirty dishes used by their customers. Often these tools of their trade will be carried in two baskets balanced upon a pole that acts as a yoke across the vendor’s neck. Sometimes well-resourced vendors will also carry, (or push a bicycle or cart with), sets of small plastic stools and tables, so that their clients can sit and enjoy their food. In the semi-tropical climate of Ha Noi, carrying the raw materials to cook for and feed dozens of patrons is a tiring and difficult business. These street vendors’s lives are made more complex by the semi-legitimacy of the informal street market where itinerants are viewed as potential sources of income by a series of officials who extort small but frequent payments in the form of demanding bribes, or levying fines for illegal activity such as obstructing the pavement (Lincoln). Trung, who sells crab noodles, says the police are the most difficult aspect of her job: “they can come anytime and confiscate all my stuff and give me a fine. One time I was so panicked when I saw them approaching on a small truck that I took all my bowls and ran. The bowl slipped out of my hands and cut into my leg. I still have a deep scar from that accident” (Trung). Now add a smattering of street vendors. Bánh Mỳ: Bread Rolls “1 French baguette”, states the Vandenberghe and Thys recipe for bánh mỳ, implicitly acknowledging the hundred years of French colonisation which provides Vietnam with its excellent breads and pastries, “beat the eggs lightly in a mixing bowl, crumble the paté and combine the paté and the lightly beaten eggs. Put the oil in a small frying pan and cook the omelette […] fold the omelette double and put it on the [grilled, heated] bread […] the variations are endless” (71). The young Vietnamese woman, Anh, sells bánh mỳ trứng ngải cứu, bread rolls with egg cooked with mugwort, an aromatic leafy herb. She explains her initial motivation to sell food on the street: “some women in my village already came to the city to sell. I can’t earn much money at home and I need money to send my children to school, so I decided to follow them” (Anh). She shares rented accommodation in the city with other women—sometimes up to ten people in a room (Jensen)—and starts her day at 4.30am, washing vegetables and preparing her baskets. Although a street trader herself, she is networked into a complex set of supply and delivery connections. Her eggs and bread are delivered fresh each morning and she buys the mugwort from a market near her lodgings. “I leave home around 6am and start walking along the streets. […] I mostly sell to shop keepers. They have to stay in their shop so I bring breakfast to them. I walk through a lot of streets, whenever someone calls out I will stop and make bread for them” (Anh). Mid-morning, at around 10am, Anh goes back to her home to have lunch and prepare for the afternoon, with a fresh delivery of eggs around 1.00-1.30pm. Usually, she leaves again around 2.00pm “but if it’s too hot outside, I will stay until 3pm, because it is very tiring to walk in the heat, and people don’t eat that early either. I go home whenever I sell out […], sometimes as early as 4pm, or as late as 7pm” (Anh). Like many street vendors, Anh has sought out points of contact with the local community to punctuate her walking with episodes of rest. Her customers are mainly other Vietnamese people, “shop keepers and residents of the streets I walk along every day. There is an old lady. I sit in front of her shop every afternoon from 3pm to 5pm. She eats one egg every day” (Anh). Anh has been selling Bánh mỳ on the streets for three years, but this is not her only source of income: “At home I grow rice, but I can only harvest it at the end of the season. It only takes a storm or hail to destroy the whole effort I spend for months […] This [food] is very easy to make, and I make a little profit everyday” (Anh). She has never worked from a recipe book: “I think only people in hotels, like a big chef who makes complicated dishes need recipes, this one is very easy, just a common everyday food” (Anh). As for the problems posed by the policing of informal markets, Anh says: “if I am not careful, the ward police will give me a fine for selling on the street.” Such a calamity can write off the profit of many hours’ or days’ work. Xôi: Sticky Rice Xôi is a popular street food dish, and Lister and Pohl provide two recipes, one for xôi lạc (sticky rice with peanuts)(68), and one for xôi xéo (sticky rice with turmeric and mung beans, and fried shallots) (80). Nga, the xôi seller interviewed for this research, sells both types of sticky rice along with xôi gậc (a festive red sticky rice cooked with and coloured by spiny bitter gourd, and typically eaten at Tết, the celebration for the Lunar New Year) and xôi đỗ đen, sticky rice with black bean. She used to specialise in only one kind of sticky rice but, as she says, “business was slow so I added other types of sticky rice. I sit here in the morning everyday anyway, so I sell different types, a small quantity for each” (Nga). The biggest complication for street vendors selling sticky rice is the requirement that it is still being steamed just before being sold, so that it is hot, soft, and sticky, and not dried out. The cooked sticky rice is usually packed in banana leaves under a plastic cover and put in a bamboo basket. The basket helps with ventilation while banana leaves keep the rice moist and the plastic cover keeps in heat. Traditionally, xôi is also sold in banana leaves. Nga uses first a layer of banana leaf, then one of plastic, and finally newspaper. Nga is a grandmother and constructs her street vending as a retirement job, which puts food on the table for her husband and herself. In Vietnam, there is a tradition that the younger generations look after their elders, but her work as a street vendor means that Nga and her husband can retain their autonomy and help their own family, for longer. Nga starts cooking at 4.00am, but her street food is only one element of her income: “In addition to selling here, I also deliver to restaurants. Actually most of my income comes from them. I deliver at around 5 to 5.30am, and start selling here at 6” (Nga). Both of Lister and Pohl’s recipes start with soaking the sticky rice overnight in water, just as Nga does. She says, “I wash the rice and soak them before I go to bed the night before. I get up, start the stove which uses black coal. I sell out all the rice everyday, otherwise it won’t taste good […] usually I sell out at 8 or 8.30am, 9am at the latest. I don’t work in the afternoon. I pick up my grandchildren at 4pm and take care of them until the end of the day.” Nga has strong views about the place of recipes in cooking, especially in cooking as a business: I don’t need to learn from a book. Written recipes or informal teaching from relatives is the same, they are just the starting point. What matters is you learn from your own experience. For example, you soak your rice for 6 hours today, but your customers complain that the rice is not soft, so you soak it for 8 hours next time. Or maybe you sell to a poorer community, you will adjust your ingredients to cheaper type, so you can reduce your price but still make profit; but if you sell in a richer neighbourhood, you make sure you have good quality, even with higher price, or else they will not buy from you (Nga). Lister and Pohl dedicate a two-page spread (70-1) to Ðặng Thị Sáu and her Xôi shopfront stall, noting that she learned her business from her mother-in-law who was “an itinerant sticky rice peddler for most of her life, walking the city streets, selling from bamboo baskets. It was a hard and uncertain life and not one Sáu wanted to follow” (70). Sáu’s compromise, ultimately, was to sell sticky rice from the comparative security and stability of a fixed location. Lister and Pohl’s focus upon Sáu and her food, along with the pictures of everyday life featured in Vietnamese Street Food, mean that this is more than an inspirational cookbook. It is a vivid introduction to the vernacular foodways of Vietnam “a set of social, economic and cultural practices around the production and consumption of food that are normatively distinctive to an ethnocultural group” (Jonas 119). Bún Riêu Cua: Crab Meat Noodle Crab meat noodle is a complicated recipe and a reminder that many people who eat street food do so because these are favourite Vietnamese dishes which may require considerable effort to prepare. The specialisation of street food vendors, making a complicated dish for the relish of dozens of customers, allows busy Vietnamese workers to enjoy their authentic cuisine at an affordable cost without the time constraints of buying multiple ingredients and making the dish themselves. The recipe in Hanoi Street Food involves several steps: preparation of the sauce using sautéing, frying and reducing (Jones); cooking of the crab in boiling water (not including separately bought crabmeat used in the sauce); creation of a chicken stock, to which the sauce is added; along with the washing and chopping a range of vegetables including soya bean sprouts, spring onions, lettuce, fresh herbs, lime etc., some of which is used as garnish (Vandenberghe, and Thys 90). Trung and her husband have been selling their bún riêu cua for five years. For nine years prior to working as a street food vendor, Trung was a recyclables collector. She began working in the city when she “followed a cousin to Ha Noi so I could earn money to support my family of six people. At first I collected materials such as plastic bottles, metal, papers, etc, but because I carried too much on my shoulders, I developed severe back pain and shoulder pain” (Trung). Now she and her husband use a bicycle to help carry the various necessities for her bún riêu cua street stall, using the vehicle to reduce some of the physical burden of the work. Trung learned how to make bún riêu cua from an aunt in Hai Phong, “I just observed her and other people”. The dish remains time consuming, however:I get up at 3am to start preparing the crab and cook the soup. My husband washes vegetables. It often takes us about 2 hours. By 5am, we leave the house, and we are here by 5.30, ready to sell breakfast […] I am most busy during lunchtime, from 10am to 1-2pm. Breakfast time can last from 6am to 9am. When I am not selling to customers I often get tired and easily fall asleep because I always crave sleep. In between, my husband and I wash dishes. He also delivers to people too. We get lots of phone calls from patients of the hospitals nearby. They say my food is more delicious than food in the hospital’s canteen […] Usually I go home around 4pm in the summer and 5 to 6pm in the winter. But I also stop by different shops to buy ingredients for the next day on my way home. Once I get home, I wash the bowls, re-supply and re-arrange my stuffs, and do some preparation. I work until I go to bed at 9pm (Trung). The illustration for this recipe in Hanoi Street Food is not of the dish itself, but of young Vietnamese men enjoying the dish. As is the case with Lister and Pohl, Vandenberghe and Thys’s book is about more than recipes, it is a rich evocation of daily life on the streets of Vietnam. Serve with a Side-dish of Conclusions Authentic street food is cooked, sold and consumed on the street. However, street food cookbooks tend to recommended shopfront eateries, partly because they are easier to find, and are more convenient, in that neither the tourist nor the vendor is at risk of police intervention. Another reason for featuring the more established vendors with their own premises concerns food hygiene: In 1989 the Vietnamese government adopted a law on the protection of people’s health. A survey on food samples in Hanoi showed that 47 per cent were microbiologically unsafe. [This has now changed.] The government has adopted two practices for ensuring safer street food, namely, monitoring street food vendors through a licensing system, and educating and training them on hygiene (Bhowmik 2260). Such licensing, training and the maintenance of hygiene standards are more difficult to police with itinerant food vendors. In the two cookbooks featured, ingredients tend to be measured as to specific amounts, with the idea that the result should be predictable. Street vendors, however, learn to cook their signature dishes from friends, relatives, and experience. They do not measure their ingredients while cooking, and their products vary from one vendor to another, and also to some extent from day to day, even given the same cook. This creates a special characteristic of street food and means that regular customers gravitate to particular vendors whose choice of seasoning and cooking techniques culminates in the most attractive results according to their personal taste. While there are lots of stalls captioned as bánh mỳ, regular customers will find that there are significant differences between stalls. One reason for this is offered in Lister and Pohl: small quantities of special ingredients that are difficult to get in Vietnam and impossible elsewhere. The cook in a featured Bánh cuốn stall (selling rice pancakes) adds a drop of giant water bug juice to season her dipping broth: “ ‘It’s the real thing! One drop off the top of a chopstick is enough’ she explains” (Lister, and Pohl 33). As is clear from the interviews with vendors, itinerant sellers of street food don’t use recipe books, and have generally learned how to cook their dishes through women’s networks of family and friends. The two cookbooks discussed are designed for consumption by people who engage in or aspire to “food and drink tourism” (Boniface vii) in Vietnam, whether the readers have visited in person or become aware of the cuisine through popular culture, such as Luke Nguyen’s SBS cooking shows (Nguyen). They are as much coffee table books as collections of recipes, and are written by westerners for a western readership. The recipes focus on ingredients that can be sourced in everyday western contexts but the beautiful and evocative photographs of daily life in Vietnam, supplemented by written commentary on people and place, clearly locate the recipes in their Vietnamese cultural context. Culinary tourism allows people unfamiliar with a cuisine and culture to use “food to explore new cultures and ways of being” (Long 21). Street food vendors are part of many communities. They require knowledge, skill, and personal networks to acquire the quality ingredients at the best possible price for the daily routine of food preparation and selling. Whereas recipe books deal with domestic-scale food production, a vendor may cook for a hundred or more people in a single day. Many itinerant street food sellers work in the city to support absent husbands and children in rural locations, taking money home on a regular basis ($20 profit a fortnight makes their labour worthwhile), and spending 10 days in 14 on the streets (Jensen). As women help each other to begin a career as a vendor through oral teaching, observation, and first-hand experience, they do away with the invisible, authoritative voice of cookbooks. Itinerant food sellers are also a part of the larger communities in which they work, including customers, their suppliers, and other actors such as the authorities and the media. This larger community sets the tone for their food, and their lives. The vast majority of vendors of street food are women, prepared to work hard and with passion and pride to make enough money to make a difference to their families. Books about street food might help recreate some of the dishes that can be bought on the streets of Vietnam. After participating in street life, however, as an observer or customer, it becomes clear that recipe cookbooks intended for English readers only capture part of the complexity and beauty of street food, and the lives of those who make it. Special Care Notice This article contains images of deceased people that might cause sadness or distress to Aboriginal and Torres Strait Islander readers. Introduction Like many cities, Perth was founded on wetlands that have been integral to its history and culture (Seddon 226–32). However, in order to promote a settlement agenda, early mapmakers sought to erase the city’s wetlands from cartographic depictions (Giblett, Cities). Since the colonial era, inner-Perth’s swamps and lakes have been drained, filled, significantly reduced in size, or otherwise reclaimed for urban expansion (Bekle). Not only have the swamps and lakes physically disappeared, the memories of their presence and influence on the city’s development over time are also largely forgotten. What was the site of Perth, specifically its wetlands, like before British settlement? In 2014, an interdisciplinary team at Edith Cowan University developed a digital visualisation process to re-imagine Perth prior to colonisation. This was based on early maps of the Swan River Colony and a range of archival information. The images depicted the city’s topography, hydrology, and vegetation and became the centerpiece of a physical exhibition entitled Re-imagining Perth’s Lost Wetlands and a virtual exhibition hosted by the Western Australian Museum. Alongside historic maps, paintings, photographs, and writings, the visual reconstruction of Perth aimed to foster appreciation of the pre-settlement environment—the homeland of the Whadjuck Nyoongar, or Bibbulmun, people (Carter and Nutter). The exhibition included the narrative of Fanny Balbuk, a Nyoongar woman who voiced her indignation over the “usurping of her beloved home ground” (Bates, The Passing 69) by flouting property lines and walking through private residences to reach places of cultural significance. Beginning with Balbuk’s story and the digital tracing of her walking route through colonial Perth, this article discusses the project in the context of contemporary pressures on the city’s extant wetlands. The re-imagining of Perth through historically, culturally, and geographically-grounded digital visualisation approaches can inspire the conservation of its wetlands heritage. Balbuk’s Walk through the City For many who grew up in Perth, Fanny Balbuk’s perambulations have achieved legendary status in the collective cultural imagination. In his memoir, David Whish-Wilson mentions Balbuk’s defiant walks and the lighting up of the city for astronaut John Glenn in 1962 as the two stories that had the most impact on his Perth childhood. From Gordon Stephenson House, Whish-Wilson visualises her journey in his mind’s eye, past Government House on St Georges Terrace (the main thoroughfare through the city centre), then north on Barrack Street towards the railway station, the site of Lake Kingsford where Balbuk once gathered bush tucker (4). He considers the footpaths “beneath the geometric frame of the modern city […] worn smooth over millennia that snake up through the sheoak and marri woodland and into the city’s heart” (Whish-Wilson 4). Balbuk’s story embodies the intertwined culture and nature of Perth—a city of wetlands. Born in 1840 on Heirisson Island, Balbuk (also known as Yooreel) (Figure 1) had ancestral bonds to the urban landscape. According to Daisy Bates, writing in the early 1900s, the Nyoongar term Matagarup, or “leg deep,” denotes the passage of shallow water near Heirisson Island where Balbuk would have forded the Swan River (“Oldest” 16). Yoonderup was recorded as the Nyoongar name for Heirisson Island (Bates, “Oldest” 16) and the birthplace of Balbuk’s mother (Bates, “Aboriginal”). In the suburb of Shenton Park near present-day Lake Jualbup, her father bequeathed to her a red ochre (or wilgi) pit that she guarded fervently throughout her life (Bates, “Aboriginal”).Figure 1. Balbuk’s grandparents were culturally linked to the site. At his favourite camp beside the freshwater spring near Kings Park on Mounts Bay Road, her grandfather witnessed the arrival of Lieutenant-Colonel Frederick Irwin, cousin of James Stirling (Bates, “Fanny”). In 1879, colonial entrepreneurs established the Swan Brewery at this significant locale (Welborn). Her grandmother’s gravesite later became Government House (Bates, “Fanny”) and she protested vociferously outside “the stone gates guarded by a sentry [that] enclosed her grandmother’s burial ground” (Bates, The Passing 70). Balbuk’s other grandmother was buried beneath Bishop’s Grove, the residence of the city’s first archibishop, now Terrace Hotel (Bates, “Aboriginal”). Historian Bob Reece observes that Balbuk was “the last full-descent woman of Kar’gatta (Karrakatta), the Bibbulmun name for the Mount Eliza [Kings Park] area of Perth” (134). According to accounts drawn from Bates, her home ground traversed the area between Heirisson Island and Perth’s north-western limits. In Kings Park, one of her relatives was buried near a large, hollow tree used by Nyoongar people like a cistern to capture water and which later became the site of the Queen Victoria Statue (Bates, “Aboriginal”). On the slopes of Mount Eliza, the highest point of Kings Park, at the western end of St Georges Terrace, she harvested plant foods, including zamia fruits (Macrozamia riedlei) (Bates, “Fanny”). Fanny Balbuk’s knowledge contributed to the native title claim lodged by Nyoongar people in 2006 as Bennell v. State of Western Australia—the first of its kind to acknowledge Aboriginal land rights in a capital city and part of the larger Single Nyoongar Claim (South West Aboriginal Land and Sea Council et al.). Perth’s colonial administration perceived the city’s wetlands as impediments to progress and as insalubrious environments to be eradicated through reclamation practices. For Balbuk and other Nyoongar people, however, wetlands were “nourishing terrains” (Rose) that afforded sustenance seasonally and meaning perpetually (O’Connor, Quartermaine, and Bodney). Mary Graham, a Kombu-merri elder from Queensland, articulates the connection between land and culture, “because land is sacred and must be looked after, the relation between people and land becomes the template for society and social relations. Therefore all meaning comes from land.” Traditional, embodied reliance on Perth’s wetlands is evident in Bates’ documentation. For instance, Boojoormeup was a “big swamp full of all kinds of food, now turned into Palmerston and Lake streets” (Bates, “Aboriginal”). Considering her cultural values, Balbuk’s determination to maintain pathways through the increasingly colonial Perth environment is unsurprising (Figure 2). From Heirisson Island: a straight track had led to the place where once she had gathered jilgies [crayfish] and vegetable food with the women, in the swamp where Perth railway station now stands. Through fences and over them, Balbuk took the straight track to the end. When a house was built in the way, she broke its fence-palings with her digging stick and charged up the steps and through the rooms. (Bates, The Passing 70) One obstacle was Hooper’s Fence, which Balbuk broke repeatedly on her trips to areas between Kings Park and the railway station (Bates, “Hooper’s”). Her tenacious commitment to walking ancestral routes signifies the friction between settlement infrastructure and traditional Nyoongar livelihood during an era of rapid change. Figure 2. Project Background and Approach Inspired by Fanny Balbuk’s story, Re-imagining Perth’s Lost Wetlands began as an Australian response to the Mannahatta Project. Founded in 1999, that project used spatial analysis techniques and mapping software to visualise New York’s urbanised Manhattan Island—or Mannahatta as it was called by indigenous people—in the early 1600s (Sanderson). Based on research into the island’s original biogeography and the ecological practices of Native Americans, Mannahatta enabled the public to “peel back” the city’s strata, revealing the original composition of the New York site. The layers of visuals included rich details about the island’s landforms, water systems, and vegetation. Mannahatta compelled Rod Giblett, a cultural researcher at Edith Cowan University, to develop an analogous model for visualising Perth circa 1829. The idea attracted support from the City of Perth, Landgate, and the University. Using stories, artefacts, and maps, the team—comprising a cartographer, designer, three-dimensional modelling expert, and historical researchers—set out to generate visualisations of the landscape at the time of British colonisation. Nyoongar elder Noel Nannup approved culturally sensitive material and contributed his perspective on Aboriginal content to include in the exhibition. The initiative’s context remains pressing. In many ways, Perth has become a template for development in the metropolitan area (Weller). While not unusual for a capital, the rate of transformation is perhaps unexpected in a city less than 200 years old (Forster). There also remains a persistent view of existing wetlands as obstructions to progress that, once removed, are soon forgotten (Urban Bushland Council). Digital visualisation can contribute to appreciating environments prior to colonisation but also to re-imagining possibilities for future human interactions with land, water, and space. Despite the rapid pace of change, many Perth area residents have memories of wetlands lost during their lifetimes (for example, Giblett, Forrestdale). However, as the clearing and drainage of the inner city occurred early in settlement, recollections of urban wetlands exist exclusively in historical records. In 1935, a local correspondent using the name “Sandgroper” reminisced about swamps, connecting them to Perth’s colonial heritage: But the Swamps were very real in fact, and in name in the [eighteen-] Nineties, and the Perth of my youth cannot be visualised without them. They were, of course, drying up apace, but they were swamps for all that, and they linked us directly with the earliest days of the Colony when our great-grandparents had founded this City of Perth on a sort of hog's-back, of which Hay-street was the ridge, and from which a succession of streamlets ran down its southern slope to the river, while land locked to the north of it lay a series of lakes which have long since been filled to and built over so that the only evidence that they have ever existed lies in the original street plans of Perth prepared by Roe and Hillman in the early eighteen-thirties. A salient consequence of the loss of ecological memory is the tendency to repeat the miscues of the past, especially the blatant disregard for natural and cultural heritage, as suburbanisation engulfs the area. While the swamps of inner Perth remain only in the names of streets, existing wetlands in the metropolitan area are still being threatened, as the Roe Highway (Roe 8) Campaign demonstrates. To re-imagine Perth’s lost landscape, we used several colonial survey maps to plot the location of the original lakes and swamps. At this time, a series of interconnecting waterbodies, known as the Perth Great Lakes, spread across the north of the city (Bekle and Gentilli). This phase required the earliest cartographic sources (Figure 3) because, by 1855, city maps no longer depicted wetlands. We synthesised contextual information, such as well depths, geological and botanical maps, settlers’ accounts, Nyoongar oral histories, and colonial-era artists’ impressions, to produce renderings of Perth. This diverse collection of primary and secondary materials served as the basis for creating new images of the city. Team member Jeff Murray interpolated Balbuk’s route using historical mappings and accounts, topographical data, court records, and cartographic common sense. He determined that Balbuk would have camped on the high ground of the southern part of Lake Kingsford rather than the more inundated northern part (Figure 2). Furthermore, she would have followed a reasonably direct course north of St Georges Terrace (contrary to David Whish-Wilson’s imaginings) because she was barred from Government House for protesting. This easier route would have also avoided the springs and gullies that appear on early maps of Perth. Figure 3. Townsite of Perth in Western Australia by Colonial Draftsman A. Image Credit: State Library of Western Australia (Image Number: BA1961/14). Additionally, we produced an animated display based on aerial photographs to show the historical extent of change. Prompted by the build up to World War II, the earliest aerial photography of Perth dates from the late 1930s (Dixon 148–54). As “Sandgroper” noted, by this time, most of the urban wetlands had been drained or substantially modified. The animation revealed considerable alterations to the formerly swampy Swan River shoreline. Most prominent was the transformation of the Matagarup shallows across the Swan River, originally consisting of small islands. Now traversed by a causeway, this area was transformed into a single island, Heirisson—the general site of Balbuk’s birth. The animation and accompanying materials (maps, images, and writings) enabled viewers to apprehend the changes in real time and to imagine what the city was once like. Re-imagining Perth’s Urban Heart The physical environment of inner Perth includes virtually no trace of its wetland origins. Consequently, we considered whether a representation of Perth, as it existed previously, could enhance public understanding of natural heritage and thereby increase its value. For this reason, interpretive materials were exhibited centrally at Perth Town Hall. Built partly by convicts between 1867 and 1870, the venue is close to the site of the 1829 Foundation of Perth, depicted in George Pitt Morrison’s painting. Balbuk’s grandfather “camped somewhere in the city of Perth, not far from the Town Hall” (Bates, “Fanny”). The building lies one block from the site of the railway station on the site of Lake Kingsford, the subsistence grounds of Balbuk and her forebears: The old swamp which is now the Perth railway yards had been a favourite jilgi ground; a spring near the Town Hall had been a camping place of Maiago […] and others of her fathers' folk; and all around and about city and suburbs she had gathered roots and fished for crayfish in the days gone by. (Bates, “Derelicts” 55) Beginning in 1848, the draining of Lake Kingsford reached completion during the construction of the Town Hall. While the swamps of the city were not appreciated by many residents, some organisations, such as the Perth Town Trust, vigorously opposed the reclamation of the lake, alluding to its hydrological role: That, the soil being sand, it is not to be supposed that Lake Kingsford has in itself any material effect on the wells of Perth; but that, from this same reason of the sandy soil, it would be impossible to keep the lake dry without, by so doing, withdrawing the water from at least the adjacent parts of the townsite to the same depth. (Independent Journal of Politics and News 3) At the time of our exhibition, the Lake Kingsford site was again being reworked to sink the railway line and build Yagan Square, a public space named after a colonial-era Nyoongar leader. The project required specialised construction techniques due to the high water table—the remnants of the lake. People travelling to the exhibition by train in October 2014 could have seen the lake reasserting itself in partly-filled depressions, flush with winter rain (Figure 4).Figure 4. The exhibition was situated in the Town Hall’s enclosed undercroft designed for markets and more recently for shops. While some visited after peering curiously through the glass walls of the undercroft, others hailed from local and state government organisations. Guest comments applauded the alternative view of Perth we presented. The content invited the public to re-imagine Perth as a city of wetlands that were both environmentally and culturally important. A display panel described how the city’s infrastructure presented a hindrance for Balbuk as she attempted to negotiate the once-familiar route between Yoonderup and Lake Kingsford (Figure 2). Perth’s growth “restricted Balbuk’s wanderings; towns, trains, and farms came through her ‘line of march’; old landmarks were thus swept away, and year after year saw her less confident of the locality of one-time familiar spots” (Bates, “Fanny”). Conserving Wetlands: From Re-Claiming to Re-Valuing? Imagination, for philosopher Roger Scruton, involves “thinking of, and attending to, a present object (by thinking of it, or perceiving it, in terms of something absent)” (155). According to Scruton, the feelings aroused through imagination can prompt creative, transformative experiences. While environmental conservation tends to rely on data-driven empirical approaches, it appeals to imagination less commonly. We have found, however, that attending to the present object (the city) in terms of something absent (its wetlands) through evocative visual material can complement traditional conservation agendas focused on habitats and species. The actual extent of wetlands loss in the Swan Coastal Plain—the flat and sandy region extending from Jurien Bay south to Cape Naturaliste, including Perth—is contested. However, estimates suggest that 80 per cent of wetlands have been lost, with remaining habitats threatened by climate change, suburban development, agriculture, and industry (Department of Environment and Conservation). As with the swamps and lakes of the inner city, many regional wetlands were cleared, drained, or filled before they could be properly documented. Additionally, the seasonal fluctuations of swampy places have never been easily translatable to two-dimensional records. As Giblett notes, the creation of cartographic representations and the assignment of English names were attempts to fix the dynamic boundaries of wetlands, at least in the minds of settlers and administrators (Postmodern 72–73). Moreover, European colonists found the Western Australian landscape, including its wetlands, generally discomfiting. In a letter from 1833, metaphors failed George Fletcher Moore, the effusive colonial commentator, “I cannot compare these swamps to any marshes with which you are familiar” (220). The intermediate nature of wetlands—as neither land nor lake—is perhaps one reason for their cultural marginalisation (Giblett, Postmodern 39). The conviction that unsanitary, miasmic wetlands should be converted to more useful purposes largely prevailed (Giblett, Black 105–22). Felicity Morel-EdnieBrown’s research into land ownership records in colonial Perth demonstrated that town lots on swampland were often preferred. By layering records using geographic information systems (GIS), she revealed modifications to town plans to accommodate swampland frontages. The decline of wetlands in the region appears to have been driven initially by their exploitation for water and later for fertile soil. Northern market gardens supplied the needs of the early city. It is likely that the depletion of Nyoongar bush foods predated the flourishing of these gardens (Carter and Nutter). Engaging with the history of Perth’s swamps raises questions about the appreciation of wetlands today. In an era where numerous conservation strategies and alternatives have been developed (for example, Bobbink et al. 93–220), the exploitation of wetlands in service to population growth persists. On Perth’s north side, wetlands have long been subdued by controlling their water levels and landscaping their boundaries, as the suburban examples of Lake Monger and Hyde Park (formerly Third Swamp Reserve) reveal. Largely unmodified wetlands, such as Forrestdale Lake, exist south of Perth, but they too are in danger (Giblett, Black Swan). The Beeliar Wetlands near the suburb of Bibra Lake comprise an interconnected series of lakes and swamps that are vulnerable to a highway extension project first proposed in the 1950s. Just as the Perth Town Trust debated Lake Kingsford’s draining, local councils and the public are fiercely contesting the construction of the Roe Highway, which will bisect Beeliar Wetlands, destroying Roe Swamp (Chinna). The conservation value of wetlands still struggles to compete with traffic planning underpinned by a modernist ideology that associates cars and freeways with progress (Gregory). Outside of archives, the debate about Lake Kingsford is almost entirely forgotten and its physical presence has been erased. Despite the magnitude of loss, re-imagining the city’s swamplands, in the way that we have, calls attention to past indiscretions while invigorating future possibilities. We hope that the re-imagining of Perth’s wetlands stimulates public respect for ancestral tracks and songlines like Balbuk’s. Despite the accretions of settler history and colonial discourse, songlines endure as a fundamental cultural heritage. Nyoongar elder Noel Nannup states, “as people, if we can get out there on our songlines, even though there may be farms or roads overlaying them, fences, whatever it is that might impede us from travelling directly upon them, if we can get close proximity, we can still keep our culture alive. That is why it is so important for us to have our songlines.” Just as Fanny Balbuk plied her songlines between Yoonderup and Lake Kingsford, the traditional custodians of Beeliar and other wetlands around Perth walk the landscape as an act of resistance and solidarity, keeping the stories of place alive. Here at Queensland University of Technology, the former Arts Faculty has been replaced by a new Faculty of Creative Industries led by the internationally renowned scholar John Hartley. This has entailed a great deal of reorganisation, planning and debate - very little of which need concern us here. However there was one discussion that does bear fairly directly on my topic. This had to do with whether the discipline of journalism should be included within Creative Industries. Though this was eventually resolved in the affirmative some felt that to call a journalist 'creative' was tantamount to an insult. What was at stake here was the old issue of the relationship between the journalist and reality. When the word 'creative' is rejected as non-relevant to the practice of journalism what we have is a signal that the doctrine of empiricism is still alive and well. This remains the staple fare of journalist educators despite having been subjected to devastating attacks by Roy Bhaskar in The Possibilities of Naturalism: A Philosophical Critique of the Contemporary Human Sciences (1979) and in Scientific Realism & Human Emancipation (1986). As Bhaskar has pointed out for the empiricist "…the ultimate objects of knowledge are atomistic events. Such events constitute given facts and their conjunctions exhaust the objective content of our idea of natural necessity. Knowledge and the world may be viewed as surfaces whose points are in isomorphic correspondence…" (Bhaskar 24). Within the empiricist worldview the task of the journalist is to boldly go and find out the facts and report them back to the reader. Similarly within the same outlook the task of the documentary photography can be seen as the recording of what is. Outside the realm of the journalist educator few would today subscribe to such a view of the role of the photographer. Not only has theory advanced beyond classical empiricism, but such has been the strength of the reaction, that theorists such as Simon Watney have felt compelled to write an 'obituary notice' for the British Documentary tradition (12). Watney claimed that the activity of the photographers was motivated by a theoretical assumption that they recorded or reported the truth. For Watney it would seem that the truth is that there is no such thing as the truth and that the photographers served institutional and ideological interests. However drawing upon Bhaskarian Critical Realism it is a fairly easy task to refute scepticism in the strong form that Watney advances. To start with, the claim that it is true that there is no truth is itself self-cancelling. Nor can scepticism about the possibility of truth sustain an account of, for example, medical science where our knowledge is progressive and accumulative. More serious for the practice of documentary photography have been the technological advances that have called into question the very possibility of our ever knowing how 'creative' i.e. how much of a faker a photographer has been. It is to the consideration of just this one aspect of the impact of the new digital technology that I now turn. Photography in the Digital Age: Distinguishing between truth and evidence The digital camera would appear to have given the photographer the power of unlimited creativity and indeed to have put her in the position of Absolute Creator. Especially worrying to some is that the evidential status of the photograph has been definitively called into question. Commentators such as Dai Vaughan in For Documentary (1999) see this as the end of relationship between the camera and reality. Brian Winston has expressed similar views in Claiming the Real: The Documentary Film Revisited (1995). It is important to point out here that we need to avoid confusing the question of evidence and that of truth. The latter concept is ultimately an ontological matter while that of evidence belongs to the realm of epistemology. It is failure to make this distinction that has led to the apocalyptic tone adapted by Vaughan and others. Moreover photography has never had a simple relationship with reality. Photography and fakery have gone hand in hand since the inception of the medium. Dorothea Lange's touching up of her famous Migrant Mother and Robert Capa's faking of the death of the Spanish republican soldier are just two of the most famous examples. The latter produced one of the most famous of all war photographs. Entitled Falling Soldier, it was taken in September 1936 during the Spanish Civil War. It purports to show a soldier at the moment of death. He is thrown backward and his rifle has been flung out of his hand. Capa himself claimed that the photograph was taken when he and the man he was to photograph: …were on the Cordoba front, stranded there, the two of them, Capa with his precious camera and the soldier with his rifle. The soldier was impatient. He wanted to get back to the Loyalist lines. Time and again he climbed up and peered over the sandbags. Each time he would drop back at the warning rattle of machine-gun fire. Finally the soldier muttered something to the effect that he was going to take the long chance. He clambered out of the trench with Capa behind him. The machine guns rattled and Capa automatically snapped his camera, falling beside the body of his companion. Two hours later, when it was dark, and the guns were still, the photographer crept across the broken ground to safety. Later he discovered that he had taken one of the finest action shots of the Spanish war (Whelan 96). Capa's photograph went around the world and it was very effective in mobilising support for the anti-fascist Spanish Republican cause, that is Capa's photo helped the good guys. There has however been a fair deal of controversy over whether this photo was faked. The evidence seems to suggest that it was (Whelan 95-100). Does it matter? Richard Whelan in Robert Capa (1985) concludes: "To insist upon knowing whether the photograph actually shows a man at the moment he has been hit by a bullet is both morbid and trivialising, for the picture's greatness ultimately lies in its symbolic implications, not in its literal accuracy as a report on the death of a particular man" (100). Nigel Warburton in Varieties of Photographic representation: Documentary, Pictorial and Quasi-documentary (1991) however, strongly disagrees. He argues that a question of trust is involved between the photojournalist and her audience and violation of this is by no means a trivial matter. As he puts it: "The photojournalist's main responsibility is to aim to instil true beliefs in the viewers of their pictures. What is more, not all means are acceptable means of instilling these beliefs: the journalist and the photojournalist both have a duty to instil these beliefs by presenting evidence" (207). I am in agreement with Warburton here; trust between the photographer and her audience is crucial, especially if one's aesthetic practice is linked to claims that it is part of an emancipatory endeavour. Though of course the matter of truth cannot be reduced to a question of trust. What ultimately is at stake with regard to truth is the relationship of the photograph to the objective manifold, i.e. the ontological status of the photograph. This can be seen as isomorphic as in correspondence models. For example: Is the photograph of Carlo Giuliani, being shot in Genoa at the anti G8 demonstrations, a photograph of Carlo Giuliani being shot? A more satisfactory approach than the correspondence one is, I believe, to be found within Critical Realist model of truth advanced by Roy Bhaskar in Dialectic: The Pulse of Freedom (1993). Here the question of truth ultimately comes down to the capacity of the photograph to uncover alethia - truth as the reason for things, not merely propositions. Complex as these issues are there is nevertheless a fairly simple moral behind the exposure of Capa's fakery. No matter how impressive the process of faking there is always the possibility that this will be at some time exposed. The subsequent exposure of the violation of trust can be a serious blow to a photographer's professional credibility. A somewhat different position on the relationship between digital technology and photography has recently been advanced by Pedro Meyer in an internet article The Renaissance of Photography (Oct 1 1995). He begins with Camille Silvy's 1858 photograph 'River Scene France'. He reveals that this painting is in fact a composite, or a fake if you wish. Silvy solved the technical problem of photographing clouds and a landscape by photographing them separately and joining them in the development process. Meyer concludes this analysis of Silvy's photograph with an endorsement from the grand daughter of Ansel Adams that he would have welcomed digital photography. The next example, which Meyer considers, is that of the two photographs of the Kent University murders in 1970. The recent publication of the photo in 1995 Life Magazine had the pole behind the student's head airbrushed out. No one knows who did this and the photo was reprinted without the pole many times and the elimination of the pole attracted no notice. As Meyer notes however a debate eventually ensued on the Internet. He cites a Brian Masck as arguing that the pole should not have been airbrushed out. Masck went on to make the claim that if photography is to be believed it must not be touched up. This opinion bore directly upon the normative fiduciary level or trust aspect of truth when Masck says: The photographer therefore has a huge burden of responsibility to maintain the credibility of his images, and the employer (publisher) in turn has a burden or responsibility to the photographer as well as the reader to do the same…Once the SOURCE cannot be believed photojournalism is dead." (n.pag) Meyer responds to this by pointing out that the criterion for truth here is more exact than in writing. In writing we need confirmation from a second source. All that has happened in photography is that we now need confirmation of the photograph. It can no longer stand alone as evidence. So photography for Meyer is now freed from the burden of being evidence and can take its place along side the other arts. He does however still fudge the truth question somewhat in his analogy with writing. The use of digital techniques is compared with proofreading in writing. Thus he writes: All pictures, such as with text, are confirmed from several different sources when in doubt; otherwise it's the photographer's responsibility to deliver an image with integrity towards the events, which in turn will be constantly monitored. We understand that integrity is not a matter of how the picture was made, but what it's supposed to communicate. Just as editors don't oversee if the writers do so by hand or type on a computer, our photographers are free to use any tool they want. The veracity of an image is not dependent on how it was produced, any more than a text is credible because no corrections were done on it. (n.pag) This I think will not do. To begin with it would be quite possible to imagine a set of circumstances in which a written text would have more credibility if it were uncorrected. More seriously the phrase 'integrity towards the events' need clarification. If this means that the photo claims to be a record or semiotic trace of an event then the advent of digital techniques mean that it is impossible to assume such 'integrity'. The evidential nature of photography has been irrevocably challenged. To repeat an earlier point it is important to make a clear distinction between evidence and truth. We must understand here that what has been challenged is our capacity to take the evidential status of a photograph for granted. Nevertheless photographs can still prove a record or a semiotic trace of an event, but we can no longer accept the photograph as proof. Despite what the constructionists would have us believe, the referent still lives! Meyer finishes his article with another interesting comparison between a photograph and a painting by Van Gogh. They may be of the same tree. In the painting the tree is transformed into something wonderful. It glows with a kind of transcendent spirituality. By contrast in the photograph the tree is simply a tree. It does though serve the purpose of alerting us to the contrast between recording reality and transforming it through the imagination. Here Meyer quotes the Mexican poet Veronica Volkow as saying: "With the digital revolution, the photograph breaks its loyalty with what is real, that unique marriage between the arts, only to fall into the infinite temptations of the imagination. It is now more the sister of fantasy and dreams than of presence" (n.pag) If Volkow were correct then photojournalism would indeed seem to be dead. But of course there will always be a place for documentary photography. Artistic expression will improve with digital techniques; that is true. But the photograph's ability to provide a semiotic trace will always be welcomed. However, with the growth and spread of digital photography what will gradually disappear is the naive belief in the transparency of the photograph. Conclusions Interrupting the Flow: Neo Heracliteanism and the Practice of Photography The avant-garde filmmaker, poet and theorist Trinh T. Minh-ha has argued in When The Moon Waxes Red: Presentation, Gender And Cultural Politics (1991) for an extreme irrealist position in documentary by claiming: 'Reality runs away, reality denies reality. Filmmaking is after all a question of "framing" reality in its course' (43). The first part of this quotation gives us the moment of Heraclitus, who argued : "You cannot step twice into the same rivers; for fresh waters are forever flowing in upon you." (Warner 26). However, there is an even more extreme element in Heraclitean thought and that is associated with his student and follower Cratylus, who seemingly claimed that it was impossible to step into the river at all. The flux of life was so thorough that it was impossible to capture. In Plato Etc Roy Bhaskar cites the anecdote by Aristotle, which has it that Cratylus eventually despaired so much of his ability to say anything about reality that he ended up as an elective mute and would merely point (52). It is the Cratylan position that lies behind Trinh T. Minh-ha's statement 'reality denies reality' (43) for if this phrase has any meaning it must be that it is impossible to know the real. Indeed to my mind Trinh T. Minh-ha's theoretical work is much closer to Cratylus than Heraclitus. If however Heraclitus' fragments 41 & 42 suggest unending flux, fragment 81, which says "We step and do not step into the same rivers: we are and are not" (Warner 26). gives us the moment of the intransitive structure which is relatively enduring underneath the flux of actuality. The distinction between the intransitive (i.e. ontological) dimension and the transitive (i.e. narrowly epistemological) dimensions was first advanced by Roy Bhaskar in his Realist Theory of Science (1978). This emphasis on the difference between the intransitive and transitive dimensions helps us to understand that it is the intransitive dimension or the enduring level of ontology or reality that is the domain of the creative photographer. When the photograph gives us access to this level of reality then we are in the presence of what Cartier Bresson has called 'the decisive moment' and the photographer as creator in the sense not of faking or recording but of revealing reality is born. Ecosystem-based adaptation (EbA) champions the use of biodiversity and ecosystem services to help people adapt to the adverse effects of climate change. Moreover, EbA presents an exemplary opportunity to confer social-ecological resilience. But how can such initiatives be effectively implemented and managed towards a resilient supply of key ecosystem services? Through case study research on community-led water sow and harvest (WSH) – a traditional form of EbA in the Peruvian Andes – this thesis explores social-ecological conditions for self-organization, collaboration and learning for the adoption of the practice, as well as the emergence of adaptive co-management (ACM) and its potential for building local water resilience. Qualitative data collected from interviews and participatory observations were thematically coded, and analysed for self-organization using the Multilevel Nested Framework (Ostrom 2009) and subsequently for social learning using ACM literature. This study found that self-organization for the adoption of WSH was primarily influenced by strong leadership, the importance of the water resource to the community, and users bonded by formal institutions of collective choice and social norms rooted in Andean culture. In addition, four types of collaboration and five learning activities were found to conform a social learning process and result in social learning outcomes for enhanced adaptive capacity, indicating the emergence of ACM around community-led WSH. By supporting knowledge exchange through a social network, ACM allows the practice to be scaled-up to create enabling legislation, scaled-out to increase the number of communities adopting WSH, and scaleddeep to support cultural internalization of the practice. Such scaling can potentially enable community-led WSH to build local water resilience through: 1) implementation at the landscape level to match the scale of ecological processes that sustain water ecosystem services; and 2) continuous management over time to support adaptive forms of water resource governance in the face of change and uncertainty.
