Анотація:
General Consulate of the Republic of Poland established in Odessa in 2003 is the third Polish diplomatic mission in the Black Sea region of present – day Ukraine. The second Polish consulate, representing the reviving Polish statehood, functioned at the Black Sea between January 1919 and the beginning of February 1920, with almost a 5-month-long break, during the first Bolshevik occupation of Odessa. Zenon Belina Brzozowki was the consul in office during the period of January, 4, 1919 to March, 3, 1919 and then again since the end of August, (between April and August he stayed in Istanbul), in October and November, 1919 he was replaced by Stanisław Srokowski, a diplomat in the rank of I class consul, i.e. the present general consul. The consulate changed its location few times, and in different months the number of its employees varied from a few people to over a dozen. The consulat functioned in Odessa until March, 3, 1920 when it was evacuated along with a large group of Polish citizens because of the inevitability of the Bolshevik takeover of the city. Consulate staff and archives reached Warsaw in March 1920. Not many archival materials regarding the functioning of Polish consulat in the Black Sea region were saved.

After the Russo-Japanese War, Russia's Ministries of Foreign Affairs and of Trade and Industry tried to reorganize the country's shipping on a more commercial basis by creating steamship lines and exploiting various trade opportunities. Because Singapore was a major halting point for Russian ships using the sea route from the Black Sea to the Far East, Consuls there were in the forefront of trade issues. Based on records of the Singapore Consulate and other materials at the archive of the Ministry of Foreign Policy in Moscow, the article explores plans for the commercialization of Russian shipping and the problems faced by Consuls in advancing Russian economic activity in the region.

AbstractThe charismatic Consul-General Hanmer Warrington held his post in Tripoli for thirty-two years, during which time he cultivated a good, if tempestuous, working relationship with the Bashaw and the other foreign consuls. The large Warrington family was raised there. When they outgrew the Consulate building, which dated from 1774, the Consul designed a country house, and had it built two miles outside the town. It was near this house, and by the sea, that in 1830 he and the other consuls founded a walled Protestant Cemetery for the burial mainly of Europeans. This cemetery was rediscovered and studied by Abdulhakeem Amer Tweel of Tripoli, who is in the process of publishing a book on the subject.

Qasr Shemamok, a large tell situated about 30 km southwest of Erbil, close to the village of Tarjan, is a well-known site of Iraqi Kurdistan. It has been identified as the remains of the ancient city of Kakzu (or Kilizu) since the 19th century. In 2012, a French archaeological Mission, guided by O. Rouault with a European team, and funded by the French Ministry of Foreign Affairs, came to work in Erbil, answering an invitation from the Kurdish authorities, and from the Erbil Salaheddin University, thanks to the strong support of the local French Consulate. The text presents the first results of the anthropological work at Qasr Shemamok, conducted in the 2012 season.

Анотація:
The article discusses the causes of illegal emigration of the Mennonites from the Black Sea region, identifies the main routes and shows the role of Mennonite mutual aid in the implementation in the 1920s-1930s. Mennonite memoirs show that the main causes of emigration were repressions against the wealthy layers of the village, the anti-religious struggle that affected wide circles of Mennonites. Young Mennonites suffered from the inability to obtain a higher or secondary specialized education, while maintaining their religious beliefs; they were afraid to be arrested as members of the families of the anti-Soviet element. The main routes of illegal emigration passed through the western regions of Russia to the Baltic countries, to Poland and Germany; through Central Asia to China, through Transcaucasia to Turkey and Iran, through the Far East to China and further to the countries of North and South America, to Germany. The Far East was the most successful channel of illegal mass emigration in the region of Blagoveshchensk, where refugees were supported by local Mennonite communities, the Harbin Refugee Assistance Committee, Protestant missionaries, the German consulate in China, and co-religionists in the United States and Canada. Mutual assistance at the interpersonal level, as well as between relatives and communities in different regions, continued to play the role of an effective support mechanism, maintaining ties within the Mennonite community.

Анотація:
The cephalopod fauna in Colombian Caribbean waters is poorly known. This work gives an overview of the species found in the area. For elaborating this list, the most relevant natural history collections where the material of the area’s is material is deposited were consulted, identifications were verified compared with type material and original descriptions and redescriptions. In the Colombian Caribbean Sea 48 cephalopod species are present in different environments, represented in 17 families and 33 genera. There is one Spirula, seven sepiolids, 21 squids, and 19 octopod species. Most animals are from shallow coastal waters.

Uno de los paradigmas normativos de la política pública actual es la inclusión de los ciudadanos en el proceso de su diseño, aprobación, implementación y evaluación. Sin embargo, la intervención por sí misma no necesariamente tiene impactos positivos, sea en la consolidación de una cultura política democrática o en un mejor diseño de las políticas públicas. De ahí la necesidad de reflexionar sobre los mecanismos de participación ciudadana que aseguren que ésta sea inclusiva, deliberativa y efectiva, características que potencian sus efectos positivos. Este artículo presenta los resultados de un estudio cuyo objetivo fue comprobar si el método Compass aplicado a las consultas ciudadanas logra una participación con las características ya mencionadas.Inicia con un breve panorama de los beneficios que ofrece la participación ciudadana, distinguiendo entre el enfoque pragmático, propio de la teoría de la gestión pública, y el axiológico, que recoge los planteamientos de la teoría de la democracia. Enseguida, se incluye una revisión de los mecanismos de la intervención ciudadana más comunes, para presentar después el diseño de la consulta, así como el contexto de su aplicación. Finalmente, se analizan las ventajas y las limitaciones del método Compass aplicado a la interacción entre la ciudadanía y las autoridades.

During a survey of benthic diatoms from the Bulgarian Black Sea coast near the historic town of Sozopol, we found a high diversity of Amphora sensu lato taxa at a single site and on a single type of artificial substratum. A total of 40 taxa from the current genera Amphora, Halamphora, Seminavis and Tetramphora were recognized during light microscopy (LM) and scanning electron microscopy (SEM) observations. We were able to identify with a high degree of certainty only 6 taxa based on the literature, whereas for 19 taxa (or almost 50% of all taxa) we could not find even sufficiently similar species, and they remained unidentified to species level. Many of the species had small valve dimensions. The paper presents all taxa with short morphometric data and microphotographs under LM and SEM, where possible. All taxa are discussed and compared with similar known taxa. The illustrative materials in earlier works from the Black Sea and species descriptions, where such were available, were also consulted. Diversity of Amphora sensu lato in the Black Sea coastal waters seems to be underestimated, whereas some of the past records are uncertain. A discussion on the current state of knowledge of Amphora sensu lato species from the Black Sea is given.

Abstract Background Spinal epidural abscess (SEA) remains a rare suppurative infection which bacteria invade the epidural space through contiguous spread or hematogenous dissemination. Diabetes mellitus (DM), IV drug abuse (IVDA), alcohol abuse, degenerative joint disease (DJD) have been shown to confer risk for SEA. Antimicrobial therapy is critical, but literature remains less clear on surgical intervention. Primary aim for study was to evaluated outcomes with SEA when treated with antibiotics alone compared to antibiotics and surgical intervention at our county hospital. Methods A retrospective case series assessed patients 18 years or older at our county hospital with SEA consulted by infectious disease from 7/2009 to 7/2018. Data collected included demographics, social history (IVDA, alcohol abuse, homelessness), and microbiology results. Physician review of records determined if outcomes of SEA demonstrated improvement of symptoms compared to no improvement of symptoms. Results Of 37 patients, 15 patients were treated with antibiotics alone, 22 with antibiotics plus surgical spinal intervention. Of patients treated with antibiotics alone, 12/15 (80%) had improvement of symptoms and 3/15 (20%) had no improvement of symptoms. Those treated with antibiotics plus surgical intervention, 17/22 (77%) had improvement or resolution of symptoms and 5/22 (23%) had no improvement of symptoms. No statistically difference in outcome was observed between the two groups (p=0.835). The majority of cases were positive for Staphylococcus aureus (21/37, 56.7%). Methicillin-sensitive S. aureus (MSSA) comprised (12/21, 57%) and Methicillin-resistant S. aureus (MRSA) comprised (9/21, 43%). Conclusion Our retrospective study demonstrated no differences in outcome observed between patients treated with antibiotics alone compared to those with antibiotics plus surgical spinal intervention. Staphylococcus aureus was the most common organism. Management of patients with SEA currently remains individualized based on clinical condition, comorbidities and clinician judgement given limited literature. Proper sample collection for cultures and immediate intervention, either antibiotics only or antibiotics plus surgical interventions are crucial for better patient outcomes in SEA. Анотація:
The purpose of this paper is to study the activities of the Georgian Consulate in Odessa (1918-1921), based on positivism methodology. This theme is carefully illuminated by us for the first time in historiography. The study made the following conclusions: 1) the foundation of the Georgian Consulate in Odessa was due to the long process of existence of the Georgian community in this city; 2) there were stages in the existence of the Consulate: September 1918 - March 1919 - the establishment of the Consulate, mainly for activities aimed at the transport intermediation for former soldiers and refugees, and economic cooperation; March-August 1919 - the activity in extreme conditions of Communist terror, and assistance to inmates; September 1919 - January 1920 - a break in the existence of the Consulate, which was closed by supporters of the Russian Empire restoration; January 1920 - February 1921 - activity in Odessa of “the Special economic mission of the Georgian democratic Republic”, which was actually a form of activity of recovered Consulat. The Georgian Consulate in 1918-1921 in Odessa laid a solid ideological Foundation for the modern phenomenon – the establishment in 1998 of the Consulate General of Georgia in Odessa, which still operates today. Further Studios of this theme must be unfolded in the direction of expansion of the source base, study of Russian and Georgian archives, private family collections, which primarily should contain valuable sources for additional disclosure of the topic. The practical significance of the results achieved lies in the fact that the study can be used for the contemporary diplomatic service of Ukraine and Georgia, the formation of the policy of historical memory, with the aim of honoring anniversaries of events related to important aspects of the Georgian Consulate’s activity in Odessa.

The article is about first period of diplomatic operation of Consulate General of the Republic of Poland in Kyiv after the end of the Second World War. The Consulate, which has been set in 1946, was able to start its work at the beginning of ‘1948 (even though the first Polish diplomatic corps appeared in Kyiv in September the year before). That case shows fully dependence of the Polish Ministry of Foreign Affairs on their Moscow principals. In the article has been described questions of setting-by the Consulate, constructing its staff and their first tasks. What is more, on the grounds of documents of the secret Soviet services’ it has been shown some methods of invigilation the Staff ’s of the Consulate. The Author also described in short the relationships between the Consulate’s personnel and specific of everyday life.

Abstract This article will focus on marriage related forms of migration in Cameroon and will reconsider the gendered nature of fortress Europe by critically questioning how regulatory technologies at consulate offices grant or withhold access to Europe to both men and women. In their daily work, consulate officers construct some visa applicants and family members as deviant criminals, while others are framed as in need of protection and rescue. Wanting to go away from a statist driven security agenda on migration, I set out to do an ethnography of the regulatory framework of emigration within which people in Cameroon are obliged to try to achieve their ambitions of mobility ‐ amongst others to achieve ‘security’ for the future of their families. I will draw on observations of marriage visa interviews at the French consulate service in Yaoundé, Cameroon. Regulatory dynamics at the French consulate office are driven by fears and accusations that visa applicants might be committing fraud ‐ often with respect to the welfare state ‐ for their selfish personal purposes. I argue that aspiring migrant women are seen as security threats precisely because consulate officers and aspiring migrant women distribute care needs and social risks differently between state, family, and individual.

Background The roles of gorgonian sclerites as structural components and predator deterrents have been widely studied. Yet their role as barriers against microbes has only recently been investigated, and even less is known about the diversity and roles of the chemical compounds associated with sclerites. Methods Here, we examine the semi-volatile organic compound fraction (SVOCs) associated with sclerites from healthy and diseased Gorgonia ventalina sea fan corals to understand their possible role as a stress response or in defense of infection. We also measured the oxidative potential of compounds from diseased and healthy G. ventalina colonies. Results The results showed that sclerites harbor a great diversity of SVOCs. Overall, 70 compounds were identified, the majority of which are novel with unknown biological roles. The majority of SVOCs identified exhibit multiple immune-related roles including antimicrobial and radical scavenging functions. The free radical activity assays further confirmed the anti-oxidative potential of some these compounds. The anti-oxidative activity was, nonetheless, similar across sclerites regardless of the health condition of the colony, although sclerites from diseased sea fans display slightly higher anti-oxidative activity than the healthy ones. Discussion Sclerites harbor great SVOCs diversity, the majority of which are novel to sea fans or any other corals. Yet the scientific literature consulted showed that the roles of compounds found in sclerites vary from antioxidant to antimicrobial compounds. However, this study fell short in determine the origin of the SVOCs identified, undermining our capacity to determine the biological roles of the SVOCs on sclerites and sea fans.

The article covers the activities of the German mission in Kyiv as a cultural, political, and administrative centre of the Ukrainian SSR in 1924–38 in the status of a consulate and consulate-general. The data about the following heads of the consular institution is provided: Siegfried Hey, Werner Stephanie, Rudolf Sommer, Andor Hencke, and Georg-Wilhelm Grosskopf. The legal basis for the establishment of consular relations between the Ukrainian SSR and Germany was the Treaty on Application of the Treaty of Rapallo signed on 16 April 1922 between the RSFSR and Germany to the Allied Republics of the RSFSR. The consular district of the first German mission covered Kyiv, Chernihiv, Podillia, and Volyn governorates. The mission of the consulate was to inform the government about the internal situation in the Ukrainian SSR, promote trade relations and cultural cooperation, and protect the interests of German citizens. The head of the consulate immediately came under close surveillance of the ODPU (United State Political Department) of the Ukrainian SSR on suspicion of conducting intelligence activities as well as collecting information about the economy, industry, and agriculture in the territory of his consular district. Subsequently, the ODPU increasingly introduced its own agents to the staff of foreign missions as service personnel, and NKVD agents in civilian clothing set up surveillance on the consulate’s premises. They accompanied the consul, the consulate staff, and even some visitors on their way out of the premises. Thus, the secret service collected compromising materials that gave grounds for accusing German diplomats of anti-Soviet activities and espionage. The consul’s correspondence was also under control. When A. Hitler came to power in Germany, the information confrontation between the USSR and the Third Reich began, but official diplomatic and consular relations continued. In his reports, the consul in Kyiv recorded the horrors of the Holodomor, the growing process of party ‘purges’, secret executions and suicides, coupled, from January 1937, with daily reprisals against intellectuals and workers in his consular district. The consulate-general in Kyiv ceased its operation in 1938, the official reason being the streamlining of the number of consular offices of the Third Reich and the USSR. The United States is a party to the Vienna Convention on Consular Relations (“the Consular Convention”). It requires in Article 36(1)(b) that the competent authorities of each State party inform the consulate of another party if the latter's national is arrested and requests that the consulate be notified. Article 36(1)(b) further requires the authorities to inform the person arrested of the right to communicate with the consulate. Article 36(2) says that the rights in Article 36(1) are to be exercised in conformity with the laws and regulations of the receiving State, subject to the proviso “that the said laws and regulations must enable full effect to be given to the purposes for which the rights accorded under this Article are intended.”

Introducción: la consulta de enfermería siempre ha existido en el ámbito público o privado, dentro y fuera de los hospitales y en todos los niveles de atención, sin embargo rara vez se ha implementado de manera sistemática o con este nombre. Objetivo: analizar el concepto de consulta de enfermería. Metodología: el presente análisis se llevó a cabo siguiendo la metodología desarrollada por Walker y Avant, a través de la cual se examinan las características que definen un concepto y sus atributos. Resultados: a partir del presente análisis se propone que, la consulta de enfermería es un servicio técnico, científico, libre y autónomo que se otorga por profesionales de enfermería, ya sea en el ámbito público o privado, dentro y fuera de los hospitales y en todos los niveles de atención sanitaria. Su propósito principal es promover, habilitar, incluir, prevenir, detectar, resolver necesidades y problemas de salud del individuo, familia y comunidad en todas las etapas de la vida. Conclusiones: la importancia de la consulta de enfermería radica en tres aspectos principales: 1) permite resolver necesidades y problemas de salud del individuo, familia y comunidad en todas las etapas de la vida, 2) para los profesionales de enfermería funciona como la puerta de entrada hacia la autonomía profesional, la práctica independiente y el reconocimiento social, y 3) representa un brazo ampliado del sistema nacional de salud (público o privado), ya que aumenta el acceso y la cobertura universal de salud.

Based on archival and historiographic material, the article offers an insight into the activities of the diplomatic institution of Lithuania in Vilnius in September-October of 1939 and the reactions of the citizens towards the establishment of such institution. The author also dwells on the candidates to become the Consul General and fates of the employees of the institution. The Consulate General in Vilnius was opened in line with the bilateral Lithuanian-Polish agreements with regard to the opening of consulates. Due to changes in the political circumstances (loss of Klaipėda region), the establishment of the Consulate in Vilnius was delayed. The first steps in this direction were made already in the summer of 1939. On 22 August 1939, by the decree of the President of the Republic of Lithuania, Dr Antanas Trimakas was appointed the Consul General and in six days received the exequatur of the President of the Republic of Poland. The Head of the Consulate in Vilnius was a seasoned diplomat. The choice served the purpose as his term in office was politically difficult. Dr Trimakas’ diplomatic experience and personal characteristics helped him in representing Lithuania’s interests. In the first stage of its activities (11/09/1939–18/09/1939) the Consulate was mostly preoccupied with consular functions (visa issuance), whereas in the second stage (19/09/1939–01/11/1939) it was for the most part involved in the advocacy for the rights of Lithuania and its citizens (property protection, interventions with regard to Vilnius citizens, provision of information). The Consulate General of the Republic of Lithuania was a rather small institution which at first employed two and later three people. All of them later became victims of forced migration – the Consul General emigrated to the West, whereas his secretary V. Čečeta was imprisoned by the Soviet authorities and later deported to Kazakhstan. He returned to Lithuania 38 years later. Former employee of the Consulate B. Verkelytė-Federavičienė moved to Kaunas in 1940, started a family there and later worked in cultural and academic institutions.

Abstract Sea transport and seaborne trade have increased significantly in the past few decades. As sea traffic hubs, ports have high risks because of the limitation in manoeuvrability, number of vessels, and land-based port activities. In the coastal city of Limassol, water and air pollution has been anecdotally attributed to port activities. The STEAM project (Sea Traffic Management in the Eastern Mediterranean, INTEGRATED/0916/0063, [1]) aims to set up a monitoring plan to aid in the identification and mitigation of pollution sources. The project followed a participatory process, where port stakeholders and scientists were consulted and included in the ideation, design and implementation process. This participatory process developed a greater sense of stakeholder ownership in the environmental monitoring programs and facilitated their adoption. According to the consultation process, air and water quality are the most important factors to monitor. Five static and one mobile multi-sensor monitoring stations make up the air quality monitoring design for the Port of Limassol. Three air quality stations were installed within the port area along with two stations near the anchorage area. Two environmental data buoys and two oil detectors make up the water quality monitoring stations. The oil detectors will be placed within the port. One environmental data buoy will be placed downstream of the port, while the second buoy will be placed between the port entrance, the Limassol Marina and the anchorage area.

Indra Taufiq, an Indonesia citizen, a former local staff working for the United States of America Consulate General in Medan, brought an appeal to the Indonesian Supreme Court to the United States of America Consulate General in Medan and its embassy to pay Indra Taufiq’s termination of employement rights. Although the verdict of the cassation was won by Indra Taufiq, the consulate general and the embassy of the United States of America refused to carry out the court's verdict on the grounds of diplomatic immunity. This is a legal issue that should be reviewed in terms of the perspective of international law related to the legal status of diplomatic or consular representation in Indonesia and what should be done Indonesia to protect the rights of Indonesian citizens workers. Abstract This paper examines the history of the commercial maritime activities associated with the former British Consulate at Takao (1864–1895) by considering its role as a facilitator of trade and international relations, particularly with Southeast Asia. The Takao Consulate fostered international trade between Southern Taiwan and Southeast Asia through the trading firm Jardine Matheson and contributed to the favorable economic conditions that were further enhanced by the Japanese Empire’s colonial administration of Taiwan from 1895 to 1945. By drawing on Man-Houng Lin’s work on the development of Taiwan in the late 19th to early 20th century, examining the history of the Consulate, locating Taiwan in the nexus of commercial links spanning the Western Pacific rim, and analyzing the links between the implementation of state policies and the conduct of international business, we will provide a contextualisation of the prevailing foreign trade policies of the Taiwanese government.

Objetivo Evaluar la necesidad de médicos oncólogos para la atención de cáncer en Bogotá.Material y Métodos el reporte de consultas de neoplasias malignas del Ministerio de Salud y Protección Social de Colombia (SISPRO) se compara con un modelo de cuatro consultas para tratamiento y dos de controles para el año según la estimación de incidencia y prevalencia. Con base en estos datos, se calcula la necesidad de oncólogos que se comparan con el registro que tiene este ministerio de profesionales independientes (práctica privada en consultorio) e instituciones prestadoras de salud públicas y privadas.Resultados Al comparar las consultas realizadas con las estimadas para la atención se encuentra que no se cumplen las consultas indispensables con excepción notable en linfomas y leucemias, con más consultas que las esperadas, y en los cánceres de ovario, tiroides, cánceres de otros sitios y los no especificados. La productividad de los profesionales con relación al número de profesionales independientes es baja, con exceso de oferta en las especialidades oncológicas quirúrgicas con excepción de urología y hay déficit en hematología oncológica, oncología clínica y radioterapia. Pero en esta última situación, al incluir otras fuentes, tampoco se encuentra que el número de estos especialistas sea inferior al requerido.Conclusiones Las especialidades quirúrgicas oncológicas tienen sobreoferta en Bogotá con excepción de urología mientras que oncología clínica y radioterapia que presentan un número inferior respecto al registro de profesionales independientes se suplen con los médicos de instituciones prestadoras de salud públicas y/o privadas.

Air traffic into Malta is heavy for such a small island', especially during the busy summer tourist season. Almost every type of aircraft flies in, including jumbos with up to 450 passengers. Since the airport has been the sole responsibility of the Maltese authorities, there have been two minor incidents; one in which a small private plane made a crash landing, resulting in minor injuries; and another when a commercial aircraft engine caught fire on take-off. Both incidents were efficiently dealt with. The island is only 10 km in width at the widest point and Luqa airport is 3-4 km distant from each coast. The flight path along the main runway passes over the Grand Harbor on the east and over high cliffs on the west. At landing speeds, this is approximately 1 minute of flying time, so there is considerable likelihood that a disaster could be at sea.All those persons involved in the aircraft industry whom we consulted have indicated that, forewarned of an aircraft fault, they would always prefer to come down on land, rather than in the sea. An emergency landing at sea compounds the difficulties in rescuing the passengers and salvaging the aircraft, which would be almost impossible. Luqa airport has emergency equipment immediately available, and has procedures selected according to the likely extent of the disaster. These are normally designated as “Priorities” numbered 1-3, following the practices of the International Civil Aviation Organization (ICAO). In addition to procedures for a crash on land, preparations are in hand for rescue at sea.

The article is dedicated to the work of the Russian engineer in China, Yuliy Petrovich Zhdanov. The article describes the objects in which consular offices were located, namely: the Dutch consulate in the Chistyakov mansion, the Japanese consulate in the building of the Harbin branch of the South Manchurian Railway, as well as the Portuguese consulate in the Skidelsky mansion and the residence of the Consul General of Japan, which, according to some data, belonged to his authorship. An analysis of the space-planning and stylistic features of these buildings is presented. A short excursus to the history of the development of consular offices in Manchuria is given. The stages of Russia's presence in the Far East and its influence are traced. The results obtained are the basis for further research into the work of Russian architects in the cities of Manchuria (Northeast China) during the first half of the 20th century.

ABSTRACT The concept of an ENVIRONMENT GROUP (EG) was introduced into the UK maritime incident response process shortly after the SEA EMPRESS incident. The Groups role is to provide public health and environmental advice to all response units. The NAPOLI incident presented responders with a highly complex matrix of issues concerned with major salvage, oil pollution at sea and onshore, potential for HNS into the sea and subsequent concerns for environment and public health. Two response cells were set up:- a Salvage Control Unit for all salvage activity and a Marine Response Cell to respond to all pollution at sea. Unusually for a UK incident the response to oil and cargo ashore was dealt with by contractors engaged by the insurers. The NAPOLI EG was set up immediately the container vessel was in difficulties, chaired by a UK Environment Agency officer. The Group was immediately tasked with evaluating the likely impact of a series of possible scenarios involving oil and/or cargo loss. The key to successful management of environmental considerations was the communications network set up between the response cells at Portland Coastguard, the operational EG and the specialist scientists and technicians in UK government departments/agencies. Whilst the EG individual members have specific responsibilities associated with their parent bodies regulatory status, the Groups remit is to present one voice to the response cells when consulted on any issue. That process can be challenging when meeting short timelines. Advice taskings were essentially split between immediate environmental consultations e.g use of dispersants in the event of a spill, and discrete “project” risk evaluations and monitoring protocols e.g. modeling of releases of specific cargo and development of risk assessments and worst case scenarios. Project work was typically carried out by people away from the operations centre thus freeing up the operational EG to concentrate on live issues on a day by day basis. The operational EG maintained regular conference calls with UK government specialists to discuss the need for, the modus operandi and the progress and outcomes of environmental monitoring.

AbstractDecision-support tools (DSTs) synthesize complex information to assist environmental managers in the decision-making process. Here, we review DSTs applied in the Baltic Sea area, to investigate how well the ecosystem approach is reflected in them, how different environmental problems are covered, and how well the tools meet the needs of the end users. The DSTs were evaluated based on (i) a set of performance criteria, (ii) information on end user preferences, (iii) how end users had been involved in tool development, and (iv) what experiences developers/hosts had on the use of the tools. We found that DSTs frequently addressed management needs related to eutrophication, biodiversity loss, or contaminant pollution. The majority of the DSTs addressed human activities, their pressures, or environmental status changes, but they seldom provided solutions for a complete ecosystem approach. In general, the DSTs were scientifically documented and transparent, but confidence in the outputs was poorly communicated. End user preferences were, apart from the shortcomings in communicating uncertainty, well accounted for in the DSTs. Although end users were commonly consulted during the DST development phase, they were not usually part of the development team. Answers from developers/hosts indicate that DSTs are not applied to their full potential. Deeper involvement of end users in the development phase could potentially increase the value and impact of DSTs. As a way forward, we propose streamlining the outputs of specific DSTs, so that they can be combined to a holistic insight of the consequences of management actions and serve the ecosystem approach in a better manner.

By the mid-1880s, Russia took over Central Asia and approached closely to the borders of Afghanistan. As a result of the Second Anglo-Afghan War (1878–1880), Russia's southern neighbour assumed the status of a British protectorate and lost the right to an independent foreign policy. Against the backdrop of the ongoing Russian-British confrontation in Central Asia, Russian authorities felt an urgent need to obtain the reliable information on Afghanistan, but did not have an opportunity to send an envoy there and had to develop semi-legal intelligence activities and rely on the information obtained largely from local dwellers. Between 1882 and 1900, Russian Government opened four diplomatic offices to the north and west of the Afghan border: the Consulate in Kashgar (1882), the Political Agency in Bukhara (1885), the Consulate General in Khorasan (1889) and the Vice-Consulate in Sistan (1900). The aforementioned missions are united by the fact that their duties in addition to the issues related to the host territories, included information gathering about Afghanistan. However, the Afghan aspect of these diplomatic missions’ activities has not yet been reflected in any historical studies. The author has a plan for a thorough study of the issue and this article on the opening of the Russian Consulate General in the Iranian city of Mashhad being the first step on this way. On the basis of this research were the documents of the Foreign Policy Archive of Imperial Russia, the Russian State Historical Archive, as well as the source entitled “Siraj al-Tawarikh” in Dari.

Una de las consultas más usuales para un estudiante y un profesional de Fisioterapia son los dolores osteomusculares, esta sería una excelente razón para emprender con ideas innovadoras en este campo. Para ello, es necesario empezar a imaginar cómo sería el consultorio donde se atendería a los pacientes, para que ellos y nosotros, como profesionales de la salud, nos sintamos cómodos y en confianza; también, es importante ofrecer productos que ayuden a la mejoría de la rehabilitación; no obstante, cabe mencionar que los profesionales de las carreras de salud siempre se han orientado a ser empleados de tiempo completo. Afortunadamente, hoy en día, ha cambiado ese pensamiento: dejar de ser “esclavo”; ahora un opción es emprender, ya sea solo, en pareja, con familiares o amigos. La ventaja de ser un profesional de la salud es que más allá de ofrecer un producto o servicios materiales, se ofrece un servicio intangible, que mejora la calidad de vida, esta es una magnífica ventaja, ya que los gastos en la compra de implementos disminuirían, y la inversión sería más baja. Por lo tanto, el conocimiento y la terapia manual son una gran inversión para comenzar un proyecto mínimo y que sea viable.

Objetivo: Analizar mediante un estudio observacional descriptivo, la frecuencia de las patologías observadas en una consulta de cirugía de mano. Material y método: Estudio observacional descriptivo, de una serie consecutiva de 400 pacientes visitados en una consulta de cirugía de mano, analizando estadísticamente la edad, género y patología observada. Resultados: Nueve patologías (artrosis trapecio metacarpiana, enfermedad de Dupuytren, síndrome del túnel carpiano, dedo en resorte, epicondilalgia, artrosis de las interfalángicas distales, enfermedad de De Quervain, ganglión de muñeca y neuropatía cubital), abarcaron el 75% de todos los pacientes visitados, y el resto (25%), correspondieron a otras 29 patologías diferentes. Del total de pacientes, 237 (59.25%) correspondieron al género femenino, con una edad media de 56 años (r = 16-88; DE: 16.89), y 163 (40.75%) al masculino, con una edad media de 48,95 años (r = 17-79; DE: 17.86). Conclusiones: Si en el 75% de los pacientes visitados en una consulta de cirugía de mano, el grueso de las patologías observadas se circunscriben a nueve, es posible incidir en ellas para que la enseñanza de nuestros residentes y médicos en general sea la más adecuada.

This article addresses the problem of jurisdiction and protection over certain categories of the local population by the British Consulate in the independent Sultanate of Zanzibar. The minorities in question represented various ethno-religious backgrounds and enjoyed different social and economic statuses. They included the British Indian community, whose members belonged to the economic elite of the state and many of whom were British servants: employees of the British Consulate, as well as missions and private companies. The category also included freed slaves and Christian converts. The article examines the motives and conditions that stood behind British legal policies in Zanzibar. It argues that even if the consulate did run its own policy within the limits sketched by the imperial administration, the dynamics of this policy was set by the interaction between the consuls and the groups over which the British claimed jurisdiction. Although the clash of different legal norms and systems occurred as a result of legal pluralism, the real conflicts concerned the limits of British jurisdiction. This paper is based on research in the national archives of Zanzibar, France, Germany and the United Kingdom.

(1) The ancient Paratethys Sea was a spacious inland salt-water basin, extending from the Alps, over Central Europe, to Central Asia. The southwestern part of its central area, the Croatian part of the Pannonian Basin System (CPBS), is generally known for shallow-water deposition and biota. The main purpose of this paper is to emphasize the significance of its less widespread deeper-water deposits in environmental and applied geology. (2) The authors consulted the previously published data, combined with their own results, obtained from the paleontological and sedimentological research, seismic stratigraphy and well-log analyses. (3) During our research in the CPBS, we noticed the connection between the tectonic structures and deep marine canyons and depressions within the Paratethyan shallows. Such structures can be recognized on well-logs and seismic or surface outcrops. They are situated along the faults, and deposits are characterized by the domination of pelagic over the benthic biota, sometimes with visible selective dissolution of aragonite/calcite tests. (4) Studied sedimentary sequences from these structures proved to be a precious source of data on the transgressive-regressive cycles, ancient migrations, modes of deposition and hydrocarbon formation during the Miocene Epoch in the CPBS.

As the advent of travel continues to increase, tourism continues to expand, becoming the fastest growing economic activity globally. In order to travel internationally, one needs a passport and in many cases a visa is required. Currently, in order to apply for a visa, consumers have to complete and submit an application: online application completion and submission, visit a website to download the application form(s), physically visit an embassy/consulate, or utilize the services of a third party company to submit the application. Thereafter, there is a great chance the consumer might have to appear in person at the consulate/embassy for an in-person interview. There is a need to streamline the visa application process so that it is more efficient for both applicants as well as embassies. This paper aims to fill the gap by introducing the Virtual Embassy concept. This concept promises to bring all embassies to an applicant’s fingertip while making embassies more efficient in the process. The Virtual Embassy enables individuals to complete one application form which can be disseminated virtually to one or more consulate(s) of choice, without requiring extensive travel to embassies, or to manually complete multiple visa application forms.

The article deals with the Ukrainian-Slovak relations through the prism of political, economic, and humanitarian support of the neighboring Slovakia of our country today. It covers relations of the Consulate General of Ukraine in Prešov with ordinary Ukrainians abroad, various public organizations in Slovakia, Ukrainian cultural and educational associations, as well as representatives of the authorities of the two countries - Ukraine and Slovakia - based on the materials of archives, literature, and press. The article outlines the factors and circumstances that influenced the opinions, moods of the Ukrainian state leaders regarding the possibility of continuing the Ukrainian diplomatic representation in Prešov to function. The main attention is paid to the evolution of relations between the Ukrainian and Slovak authorities, since the very understanding between the higher authorities of the states could ultimately solve an important issue for ordinary Ukrainians being in the territory of Slovakia - the ability to resolve issues in the territory of another state without moral and physical inconvenience. The role of the Consulate General of Ukraine in Prešov is highlighted, as well as the problems that have arisen in the lives of the Ukrainians in Slovak Republic due to the liquidation of the Consulate General of Ukraine in Prešov in November 2014.

Above all introducing methods to the functioning of the operation Soviet secret police in former Communist countries is aimed. Apart from that, an everyday day and members are also portraying Polish diplomats in the USSR. of Poland because the consular office remained under permanent observation of officers the NKWD. Even though she was led in the way not entirely professional, how contents are showing the text, brought certain effects. Simultaneously however he is showing that a Polish diplomatic post in that time didn’t constitute the priority in action NKWD. However it is first effort of portraying activity of Soviet officers towards the Polish consulate based on their own secret reports.

The architecture of unrealized projects of consular institutions of the Russian Imperial Consulate in Harbin is considered and analyzed. The projects were part of an unrealized plan to reorganize the consular service of the Russian Empire, the construction of which was never carried out due to the outbreak of the First World War and the subsequent October Revolution. In the course of the study, authorship of the projects carried out by the talented civil engineer Kazy-Girey Nikolai Alexandrovich was established, as well as his brief biography and the main stages of his creative activity. The article also describes the architectural, planning and compositional features of draft designs, such as the building of the consulate, the houses of the consul and vice-consuls.

Adicionalmente, tomando en consideración el régimen especial de la tierra en México, mediante el cual se conceden ciertas garantías a los tenedores de ésta, cuando se traten de ejidos o pueblos indígenas el nuevo comportamiento de la industria energética para la explotación de la tierra impone una serie de mecanismos de negociación para el uso del suelo, tomando en consideración el máximo respeto por los derechos y garantías de los pueblos indígenas y de los ejidatarios. Adicionalmente, con una legislación más antigua, se expondrá lo relativo a la consulta previa tratándose de la industria minera en México. Por tanto, el objetivo de este trabajo es exponer de forma general, el régimen de consulta previa que ahora se exige de forma estatutaria para el uso de la tierra, sea su destino el sector minero, eléctrico o de hidrocarburos. Se debe tomar en cuenta que la reforma constitucional en materia energética, así como su legislación secundaria, aún y cuando ya entró en vigor, todavía está en proceso de implementación.

Perú y Colombia se han enfrentado militarmente en tres oportunidades: en 1828-1829, en 1911 y en 1932-1933. La historiografía ha abordado de muy diversas maneras cada uno de estos conflictos, pero, como suele suceder con este tipo de temas, la deseable objetividad no siempre ha estado presente. Esta es una de las cosas que me llamó la atención del trabajo de Carlos Camacho, pues se acerca a ese ideal de objetividad. Otra fue el curioso ordenamiento de sus trece capítulos, donde alterna los acontecimientos del conflicto con un bien articulado análisis de las relaciones civiles y militares en ambos países, en una suerte de ensayo histórico y sociológico sobre sus ejércitos. Este orden me lleva a pensar que es posible leer la obra de varias maneras y, más aún, que estamos ante dos libros, los cuales se complementan, pero que no necesariamente deben ir en un mismo volumen. Sea como sea, el resultado es incitador. Las fuentes documentales consultadas por Camacho son exhaustivas, comprende archivos colombianos, peruanos, británicos, norteamericanos y franceses, aunque, como bien señala, no le fue posible acceder a la documentación militar de su país. Podría haberle sido valioso revisar la documentación del Archivo Histórico de Marina, en Lima, y consultar los trabajos de Daniel Masterson,11 de Fernando Romero12 y de Alberto Fernández Prada,13 así como la prensa brasileña, buena parte de la cual se encuentra disponible en la Biblioteca Nacional Digital de Brasil.
