AbstractIn times of ‘grand challenges’, design theorists dealing with complex systems are facing a dilemma: grand challenges require rule breaking, but they also require the preservation, as much as possible, of existing resources, systems, know-how and societal values. Design for transition calls not for ‘creative destruction’, but for ‘creative preservation’. How do we model a design process that involves ‘creative preservation’?Today, it is recognized that category/topos theory provides a solid foundation for modelling complex systems and their evolution in design processes. Category theory can account for a design process inside a given ‘theory of the object’, while topos theory and design theory can account for the phenomena whereby a design process is innovative to preserve the knowledge structure. At the heart of this creative preservation is sheafification.In this study, we analyse the sheafification process using design theory. First, we characterize sheafification from a design perspective. Next, we propose a very simple illustration involving the sheafification of an ordinal 2 category presheaf. Finally, we show how sheafification can be used to enable ‘creative preservation’ in specific complex systems.

A half century has elapsed since the appointment of an official body, the Nature Conservancy, in 1949, and the beginnings of what might be described as the modern nature conservation movement in the UK. Whilst ecologists perceived the 'heritage of wild nature' to be largely the outcome of past land use, and that the nature reserves would have to be managed consciously if their wildlife interest were to be sustained, there was only the most rudimentary understanding of how this might be achieved. Drawing for the most part on projects affecting wetlands, the paper illustrates the early steps taken to bring greater scientific rigour to reserve management. Whilst the potential for habitat restoration was recognized, there was little opportunity for its practice in the intensively-farmed countryside until grant aid was made available for such purpose from the agricultural budget in the 1980s. Where nature conservation had begun to subsume nature preservation, some fifty years ago, notions of 'creative conservation' have similarly encouraged reassessment of the purpose and practice of wildlife-resource management. This time however the challenge is being met in both the wider countryside and the built environment.

The transformation of the world economy is characterized by a change of emphasis from an industrial society to a society of knowledge and intelligence. This leads to the emergence of a new segment of the economy – the creative economy, which is essentially a symbiosis of culture, art and economy and it is based on creative human capital. The purpose of the academic paper is to study the features of the process of intellectualization, the role of human capital and its creative functions in a new type of economy based on intellectual activity. Methods. The basic methods used in the present research are as follows: statistical analysis, index and analytical methods, methods for estimating structural dynamic shifts, the method of comparisons. Along with this, the generally accepted methods of economic research have been also used, namely: the economic and statistical method and the method of economic and mathematical modeling (regression analysis) (in order to determine the impact of indicators characterizing the development of the creative sector of the economy on the level of GDP per capita), etc. Results. The importance of the creative economy in the development of the European countries and the role of human capital in the context of the formation of this economy sector has been updated. The essence of the category “development of human capital under the conditions of a creative economy” has been defined and its components have been specified. The features of the creative economy’s structure in the EU have been analyzed through the study of the dynamics of the number and structure of enterprises operating in the creative sphere. The number and the relative share of the population employed in the creative sector of the economy have been studied. The basic features of human capital development in European countries through the dynamics of the following indicators have been illustrated, namely: the coefficient of age dependence, life expectancy of the population, the risk of poverty, fully representing the social standards of the EU member states. In order to study the mutual interaction of the creative economy and human capital, a regression analysis has been performed. The basic components of development and preservation of human capital under the conditions of creative economy have been outlined.

ABSTRACTSebagai kota budaya, kota seni, kota pendidikan, dan kota pariwisata, Yogyakarta berpotensi untuk berkembang sebagai kota kreatif. Saat ini, konsep kota kreatif banyak digunakan sebagai konsep perencanaan untuk menyelesaiakan isu sosial budaya dan ekonomi di perkotaan untuk mendukung pembangunan berkelanjutan. Aktifitas interaksi di dalam maupun antar komunitas merupakan nyawa yang menjadi motor penggerak kehidupan bagi kota kreatif. Berbagai studi menunjukkan bahwa ruang interaksi berperan penting dalam terlaksananya kegiatan kreatif pada wisata perkotaan, interaksi dapat menghasilkan gagasan atau metode baru dari yang terdahulu ada. Taman Budaya Yogyakarta (TBY) merupakan salah satu fasilitas ruang interaksi publik milik pemerintah di Kota Yogyakarta yang banyak digunakan untuk penyelenggaraan acara seni dan budaya. Penelitian ini bertujuan untuk memahami pola kolaborasi kreatif dari kegiatan pariwisata dan pelestarian budaya di TBY. Dengan menggunakan metode induktif dan data kualitatif yang didapatkan dari observasi lapangan, dan wawancara, setiap aspek aktivitas di TBY akan dianalisis mengenai bentuk-bentuk kolaborasi kreatif, aktor, dan pola kolaborasi kreatif. Hasil menunjukkan bahwa kolaborasi kreatif muncul dari aspek nilai-nilai kegiatan, bentuk kegiatan, manajemen kegiatan, serta peranan pemangku kepentingan. Terwujudnya kolaborasi kreatif didukung oleh komunitas sebagai aktor penggerak dominan penyelenggaraan acara di TBY. Peran TBY sebagai daya tarik wisata sekaligus sarana pelestarian budaya juga disadari oleh pemerintah dan pengelola yang kemudian mengatur pergerakan kegiatan melalui kebijakan dan peraturan. Selain itu, motivasi dan persepsi masyarakat terhadap pariwisata budaya yang berkembang seiring pesatnya informasi juga mempengaruhi terwujudnya kolaborasi kreatif pariwisata dan pelestarian budaya di TBY. Kata Kunci: Kolaborasi Kreatif, Konservasi Budaya, Taman Budaya Yogyakarta CREATIVE COLLABORATION OF TOURISM ACTIVITIES AND CULTURE PRESERVATION IN TAMAN BUDAYA YOGYAKARTA (TBY) ABSTRACTYogyakarta has potential capacity in developing it to be a creative city due to its being cultural, art, education, and tourism city. Today, the concept of creative city is often used in planning concepts to offer a way in solving social, cultural, and economic problems in a city whenever it concerns sustainable development and the most important factor in this issue is human beings who inhabit the city. Human beings, the people as a local community, are the soul that enables the creative city to be alive. Many studies show that interaction space plays an important role in a creative city as it is with this interaction that creative activities take place, and this is significant in developing city tourism. It is with this interaction that new ideas or new methods may appear. It is in this context that this research is conducted. It focuses on how a group of people create a collaborative work in cultural preservation and tourism. This interaction space is called Taman Budaya Yogyakarta (TBY). TBY, or Yogyakarta Culture Space, provides a space for communities to hold art and cultural events. With the objective of mapping the creative collaboration facilitated by TBY in the effort to preserve the culture, this research finds out the creative patterns in each aspect of cultural activities which bears cultural preservation and tourism aspects. The creativity patters appear in activity values, form, management and the role of the stakeholders. The creative collaboration is supported by dominant actors in providing the activities in TBY. TBY is therefore a driving factor in not only cultural preservation but also in tourism. Government role and people’s perception and motivation developing along with the development of information technology also contributes to the success of tourism creative collaboration and cultural preservation in TBY. Digital Preservation addresses a significant threat to our cultural and economic foundation: the loss of access to valuable and, sometimes, unique information that is captured in digital form through obsolescence, deterioration or loss of information of how to access the contents. Digital Preservation has been defined as “The series of managed activities necessary to ensure continued access to digital materials for as long as necessary” (Jones, Beagrie, 2001/2008). This thesis develops a conceptual model of the core concepts and constraints that appear in digital preservation - DePICT (Digital PreservatIon ConceptualisaTion). This includes a conceptual model of the digital preservation domain, a top-level vocabulary for the concepts in the model, an in-depth analysis of the role of digital object properties, characteristics, and the constraints that guide digital preservation processes, and of how properties, characteristics and constraints affect the interaction of digital preservation services. In addition, it presents a machine-interpretable XML representation of this conceptual model to support automated digital preservation tools. Previous preservation models have focused on preserving technical properties of digital files. Such an approach limits the choices of preservation actions and does not fully reflect preservation activities in practice. Organisations consider properties that go beyond technical aspects and that encompass a wide range of factors that influence and guide preservation processes, including organisational, legal, and financial ones. Consequently, it is necessary to be able to handle ‘digital’ objects in a very wide sense, including abstract objects, such as intellectual entities and collections, in addition to the files and sets of files that create renditions of logical objects that are normally considered. In addition, we find that not only the digital objects' properties, but also the properties of the environments in which they exist, guide digital preservation processes. Furthermore, organisations use risk-based analysis for their preservation strategies, policies and preservation planning. They combine information about risks with an understanding of actions that are expected to mitigate the risks. Risk and action specifications can be dependent on properties of the actions, as well as on properties of objects or environments which form the input and output of those actions. The model presented here supports this view explicitly. It links risks with the actions that mitigate them and expresses them in stakeholder specific constraints. Risk, actions and constraints are top-level entities in this model. In addition, digital objects and environments are top-level entities on an equal level. Models that do not have this property limit the choice of preservation actions to ones that transform a file in order to mitigate a risk. Establishing environments as top-level entities enables us to treat risks to objects, environments, or a combination of both. The DePICT model is the first conceptual model in the Digital Preservation domain that supports a comprehensive, whole life-cycle approach for dynamic, interacting preservation processes, rather than taking the customary and more limited view that is concerned with the management of digital objects once they are stored in a long-term repository.

This report asks the question how to balance thepreservation of cultural built heritage against other publicand private interests in local planning. The aim of the studyis to contribute to knowledge about how different actors valuethe built heritage and how they interact in planning. The studydiscusses how this knowledge can be taken into account inplanning practice. As society develops further into a knowledgesociety, the valuation of local environmental qualities seemsto be more complex than during previous decades. For thatreason the maintenance of cultural built heritage is moredifficult to handle than before. The planning process has bytradition been characterised by a strong public sectorinvolvement and by strict procedural links to the regulationsystem. However, private initiatives have come to play anincreasingly important role in the planning process. Thesechanges have led to a situation where decision-making becomesinformal. The question is if planning functions in such waythat all values represented by different interests areconsidered carefully when decisions are made for preservation,renewal or change of the builtenvironment. There are reasonsto question the notion of citizen representation by localpoliticians and experts of various kinds. The theoreticalfoundation for the study is economic valuation theory, andespecially environmental economics, in combination withnegotiation theory and planning theory. These theories are usedas a starting point for an analysis of different actors’understanding of the cultural built heritage, their incentivesfor participating in planning, and, hence, for understandingthe interaction which determines preservation practice.Empirical findings are based on a case study of planning andheritage management in the municipality of Umeå. Itincludes studies of five recently completed planning processesconcerning specific real estate properties, as well as, aquestionnaire directed to a random selection of 1000inhabitants in the municipality. The study concludes that theoutcome of planning to a substantial part is depending of theinteraction and relations between the stakeholders, and, hence,structured by what has developed as the intellectual traditionand context of the city. The study shows that the builtenvironment seen as a public good in general is not fullyacknowledged and understood. Consequently, the private goodcharacteristic of the built environment is stressed inplanning, not only by private actors, but also by the publicsector. Furthermore, the study concludes that one importantissue in the management of the cultural built heritage is todraw on the actors’incentives for preservation, hence,paying more attention to the question of future direct andindirect use of the built heritage. An actor who primarilyfocuses on existence value runs the risk of being situated inthe margin of planning, with no real influence on decisionsconcerning heritage management.

A multi-case study analysis will be performed where the results will be compared with that of the AZCI results, using the same criteria.

La rénovation des infrastructures vieillissantes est cruciale face aux défis écologiques et sociétaux contemporains. Conçues pour une durée de vie définie avec une maintenance préétablie, ces infrastructures atteindront leur limite opérationnelle dans les prochaines décennies. Leur vieillissement entraînant une augmentation des coûts de rénovation, face aux contraintes budgétaires, leur futur soulève de nombreuses interrogations. Dans le secteur ferroviaire, notamment pour les lignes de desserte fine du territoire, se pose le dilemme de savoir s'il faut accepter leur dégradation ou investir dans leur rénovation. Le modèle de gestion de ces infrastructures, qui sépare les logiques d'investissement et celles de maintenance, montre ses limites face à ce tournant patrimonial.Dès lors, cette thèse, menée au sein de SNCF Réseau, vise à explorer une rationalisation de la rénovation qui serait en cours et qui irait vers une rénovation conceptive, innovante, frugale et durable. Cette thèse montre que la frugalité est obtenue au travers d'une activité inattendue, de conception de preuves constructives. Elle décrit l'organisation mise en place pour la conception de telles preuves, et établit qu'elle permet une innovation préservatrice avec une gestion de la propagation pour la validation. Enfin, cette thèse modélise cette conception de la rénovation en s'appuyant sur une approche toposique, afin d'accompagner la conception de preuves constructives. Ainsi, cette thèse révèle un nouveau modèle d'action, un régime de création préservatrice pour une rénovation frugale, qui permet de penser l'existence des objets sans séparer conception et maintenance. Ce régime de conception cultive une forme de renouvellement des savoirs, d'utilisation des savoirs existants et d'innovation préservatrice très paradoxale
The renovation of aging infrastructures is crucial in the face of today's ecological and societal challenges. Designed for a defined lifespan with pre-established maintenance, these infrastructures will reach their operational limit in the coming decades. As their ageing leads to increased renovation costs, their future raises many questions in the face of budgetary constraints. In the rail sector, particularly for local rail lines, the dilemma is whether to accept their deterioration or invest in their renovation. The management model for these infrastructures, which separates investment from maintenance, is showing its limitations in the face of this patrimonial turn.This thesis, carried out at SNCF Réseau, aims to explore a rationalization of renovation that is underway and that would move towards a design-driven, innovative, frugal and sustainable renovation. This thesis shows that frugality is achieved through the unexpected activity of designing constructive proofs. It describes the organization set up to design such proofs, and establishes that it enables preserving innovation with propagation management for validation. Finally, this thesis models this renovation design using a toposic approach, in order to support the design of constructive proofs. Thus, this thesis reveals a new model of action, a creative preservation regime for frugal renovation, which allows us to think about the existence of objects without separating design and maintenance. This design regime cultivates a highly paradoxical form of knowledge renewal, utilization of existing knowledge and preservative innovation

In 1851 and 1866, Alexander Dunlop, a free black living in Williamsburg, VA, purchased tombstones to commemorate the lives of his father-in-law, Robert F. Hill, and of his wife, Lucy Ann Dunlop. Such purchases were rarities among Virginia’s free black community, and these particular gravestones are made more significant by Dunlop’s choice of text, his political advocacy, and the racialized rhetoric of the period. Buried by a white church in the 1920s and later by the Colonial Williamsburg Foundation, the tombstones were rediscovered in 2004 and became the center of a long-term conservation initiative, which ended in 2016. This thesis examines the story of the tombstones, contrasting them with other regional memory projects, such as the remembrance of the Civil War dead and the erection of monuments to the Lost Cause. The research utilizes a fusion of object biography and micro-historical approaches that allows the strength of each approach to be adopted while rejecting some of their limitations. Data from a regional survey of nineteenth-century cemeteries, historical accounts, literary sources, and the visual arts are woven together to explore the agentive relationships between monuments, their commissioners, their creators, their viewers and the ways in which memory is created and contested and how this impacts the history we learn and preserve.

This thesis is about the heritage in Vientiane. In an attempt to go beyond a more traditional descriptive approach, the study aims at bringing forward a discussion about the definition, or rather the multiplicity of definitions, of the concept of heritage as such. The unavoidabe tension emanating from a modern western frame of thought being applied to the geographical and cultural setting of the study provides an opportunity to develop a criticism of some of the assumptions underlying our current definitions of heritage. For this particular study, heritage is defined as to include stories, places and things. It is a heritage that is complex and ambiguous, because the stories are parallel, the definitions and perceptions of place are manifold and contested, and the things and their meaning appear altered, depending on what approach to materiality is used. The objective is not to propose how to identify and manage such a complex heritage. Rather, it is about what causes this complexity and ambiguity and what is in between the stories, places and things. In addition, the study aims to critically deconstruct the contemporary heritage discourse, which privileges material authenticity, form and fabric and the idea that heritage values are universal and should be preserved for the future and preferably forever. In Laos, Buddhism dominates as religious practice. In this context, the notion of material impermanence also governs the perception of reality. Approaches to materiality in Buddhism are related to the general ideas that things are important from a contemporary perspective and primarily as containers for spiritual values, that the spiritual values carry the connection to the past, and that heritage is primarily spiritual in nature and has little to do with physical structure and form. By exploring the concepts of restoration, destruction and consumption in such a perspective, we understand that preservation and restoration are active processes of materialisation. We also understand that destruction and consumption are necessary for the appreciation of certain heritage expressions, and that heritage is being constantly created. With this understanding, this book is an argument for challenging contemporary western heritage discourse and question its fundamental ideology of preservationism.

Drawing from ongoing revitalization initiatives in Richmond, Virginia, this adaptive reuse project creates a structured dialogue between public and private expression to create a more immersive gallery experience for viewer and practitioner. The gallery experience is twofold; traditional object-based display and nontraditional process-based display. Preservation of the historic fabric of the existing Handcraft building at 1501 Roseneath is integrated with the transformative potential of introducing voyeuristic opportunities in creating a community arts center. Notions of voyeurism will center around ideas of visual connection and physical separation. This project questions if tactics of voyeurism, which inherently create physical barriers, can facilitate interaction and encourage co-creation in a creative setting. Structured moments of intimacy and control are accomplished through presented and found views of movement, object, and process. These moments of intimacy and control create a conceptual reciprocity which guides the design of this project. Ultimately, the redesign creates a dialogue between the process of making and the final product/object by facilitating interaction between the viewer and practitioner through different points of the creative process. The project moves away from exploiting the site’s formal, historical, and contextual components and encourages the audience member to engage with the maker through a corporeal, experiential encounter. The environment becomes a catalyst for cross-disciplinary creativity on an individual, group, and community level. The development of spaces that engage the creative mind and foster collaborative growth will serve the Richmond arts community and can act as an icon for successful urban transformation.

The purpose of this thesis is to broaden and deepen the understanding of the urban regeneration and demolition processes taking place in Swedish cities between the 1940s and 1960s. Special attention is placed on how past and present layers of the city were used, conceptualized and legitimized by influential actors within the framework of urban governance. This is done by studying the function of the open air museum Old Linköping, formed in the 1940s aiming to preserve old houses through relocation, and the role of its administrative organ the Valla Board. The study departs from theories of urban spatio-temporal identity production, urban regime analysis and actor influence, employs the method of qualitative thematical content analysis, and covers the timespan 1944–1967. The research questions concern how Old Linköping’s function is described, legitimized and related to Linköping’s urban identity and urban regime; how processes of preservation, demolition and modernization are related to this function; the role of the Valla Board and its key actors within Linköping’s urban regime; and how the function of Old Linköping and Linköping’s urban regime changed during the studied time in relation to the national development of urban planning. The study shows that Old Linköping was assigned a broad societal function which became a positive identity-marker for Linköping, and a desirable incentive for the urban regime as it brought together several agendas. The objective of preservation became a legitimate part of this function through a focus on practical use and future value of the houses, and adherence to the consensus of modernization. The role of the Valla Board and its central actors, the initiator Lennart Sjöberg in particular, emerges as crucial for this process, and to the stability of the regime. Despite external contestation in the 1960s, the function of Old Linköping and the urban regime remained stable during the studied period. Its function, contestation and surrounding urban regime aligns with, but also nuances the general development.

AbstractThe doctrine of conservation, enriched by centuries of multidisciplinary contributions, emphasizes the preservation of cultural heritage and its profound societal relevance. Despite its complexity and diverse perspectives, the doctrine underscores the need to protect cultural and natural diversity from the adverse effects of globalized economic dynamics that have replaced technologies and materials and have contributed to the reduction of available local skills in artisanship. This paper examines how adaptive reuse and circular economy principles can bolster conservation efforts, aligning with the intrinsic mission to preserve embodied energy, reduce resource waste and rely on skilled artisans performing constant care. To this aim, it recalls the contribution of the CLIC project, which advocates the need for innovative economic models that integrate conservation values, promoting sustainability while addressing contemporary challenges. It stresses the importance of establishing robust governance frameworks, extensive education, and supportive legislation for effective heritage preservation. It concludes by placing emphasis on local awareness, creative conservation methods, and the experiential dimension of heritage, ensuring cultural assets are maintained and utilized responsibly, as well as asks for future efforts to balance development pressures with the imperative to preserve cultural narratives, recognizing heritage as an invaluable capital that enhances societal well-being and resilience.

Abstract Pipelines and storage tanks are susceptible to corrosion due to bacteria and oxygen. Bacterial populations in source waters and stagnant waters as well as create bio films that attach to pipelines and storage tank walls. Sessile biofilms may contain acid producing bacteria (APB) or sulfate reducing bacteria (SRB). SRBs can generate hydrogen sulfide that will react with iron to form iron sulfide. Before placing pipelines and storage tanks out of service. It is important to choose chemicals that can prevent oxygen and acid gas corrosion and keep microbial populations in control. In this paper, laboratory data on the use of chemicals in long duration tests simulating pipeline hydrotest conditions are provided. Procedures to preserve flowlines and storage tanks with waters of different salinities are presented. Examples of successful preservation of several pipelines are provided for several years that demonstrate successful preservation with the use of these chemicals

Marrickville is located in the western heart of inner-city Sydney and is the beneficiary of the centrifugal process that has forced many creatives out of the inner city itself and further out into more affordable suburbs. This locality is built on the lands of the Eora nation. It is one of the most culturally diverse communities in the country but is slowly being gentrified creating tensions between its light industrial heart, its creative industry community and inner city developers. SME’s, co-working spaces and live music venues, are all in jeopardy as they occupy light-industrial warehouses which either have been re-zoned or are under threat of re-zoning. Its location underneath the flight path of major air traffic may indeed be a saving factor in its preservation as the creative industries operate across all major sectors here and the air traffic noise keeps land prices down. Despite these pressures the creative industries in Marrickville have experienced substantial growth since 2011, with the current CI intensity sitting at 9.2%. This is the only region in this study where the cultural production sector holds more than half the employment for specialists and support workers, when compared to creative services.

Description Ballarat sits on Wathaurong land and is located at the crossroads of four main Victorian highways. A number of State agencies are located here to support and build entrepreneurial activity in the region. The Ballarat Technology Park, located some way out of the heart of the city at the Mount Helen campus of Federation University, is an attempt to expand and diversify the technology and innovation sector in the region. This university also has a high profile presence in the city occupying part of a historically endowed precinct in the city centre. Because of the wise preservation and maintenance of its heritage listed buildings by the local council, Ballarat has been used as the location for a significant set of feature films, documentaries and television series bringing work to local crews and suppliers. With numerous festivals playing to the cities strengths many creative embeddeds and performing artists take advantage of employment in facilities such as the Museum of Australian Democracy at Eureka. The city has its share of start-ups, as well as advertising, design and architectural firms. The city is noted for its museums, its many theatres and art galleries. All major national networks service the TV and radio sector here while community radio is strong and growing.

This Policy Note draws insights from a case study of cultural MSMEs in Northern and Central Luzon, highlighting how cultural preservation, economic survival, and community empowerment drive their innovation efforts. These motivations position cultural MSMEs as potential global leaders in cultural entrepreneurship. To ensure sustainable growth, the Note recommends a holistic approach that supports both heritage preservation and the expansion of MSMEs' market reach and economic potential.

In particular, volumetric video offers rich new possibilities for recording, preserving, and re-experiencing BIPOC (Black, indigenous, and other people of color) stories in immersive detail, which have been underrepresented in the historical record. This technology is still experimental and is typically limited to specialized labs at large research universities. To democratize the technology and ensure that the potential benefits of this new technology can be realized by digital humanities scholars more broadly, a group of researchers at the University of Arizona and Williams College, in collaboration with technical innovators from the world-renowned volumetric capture studio, VoluCap, GmbH, embarked on a project to explore the challenges and potential benefits of volumetric video capture for BIPOC storytelling. The team traveled to Berlin/Potsdam in June 2023 to visit VoluCap Studios and record several volumetric capture videos, including a video of Mike Russell, who told a story about his father’s experiences as an African-American servicemember during World War II. Recording these videos and observing their processing pipeline allowed us to consider the logistical and data curation challenges of this format. Dr. Bryan Carter, lead-PI on the project, is also director of UArizona’s Center for Digital Humanities, which houses a prosumer-level volumetric capture studio. Comparing the workflows at the Center for DH with what was observed at VoluCap allowed the project team to better understand the challenges and benefits of volumetric capture at different scales and levels of quality. Because volumetric videos are expensive and time consuming to create, an important objective of this project was to examine the preservation and curation challenges associated with the digital objects created through the volumetric capture process. Planning for preservation, access, and reuse of volumetric video assets is essential to realizing their full value. This report describes the creation challenges and pedagogical benefits of volumetric video, as well as preservation and curation challenges.

The U.S. Congress codified the National Historic Preservation Act of 1966 (NHPA) to provide guidelines and requirements for preserving tangible elements of our nation’s past. This preservation was done primarily through creation of the National Register of Historic Places (NRHP), which contains requirements for federal agencies to address, inventory, and evaluate their cultural resources, and to determine the effect of federal undertakings on properties deemed eligible or potentially eligible for the NRHP. This work inventoried and evaluated the historic landscapes within the National Landmark District at Fort Huachuca, Arizona. A historic landscape context was developed; an inventory of all landscapes and landscape features within the historic district was completed; and these landscapes and features were evaluated using methods established in the Guidelines for Identifying and Evaluating Historic Military Landscapes (ERDC-CERL 2008) and their significance and integrity were determined. Photographic and historic documentation was completed for significant landscapes. Lastly, general management recommendations were provided to help preserve and/or protect these resources in the future.

This manual presents best practices on project selection, mix design, and construction to ensure a superior product when constructing thin asphalt overlays. Experience shows these treatments provide excellent performance when placed on pavements in fair to good condition using proper construction techniques. Though sometime referred to by other names, thin asphalt overlays have been widely used for pavement preservation throughout the world for over 50 years. Limited infrastructure funding at the local, state, and federal levels has resulted in greater emphasis on the use of pavement preservation techniques to extend pavement life and reduce maintenance costs. Thin asphalt overlays are one of many preventative maintenance treatments. Thin asphalt overlays are placed directly on existing pavement and can range from 1/2 inch to 1 1/2 inches in thickness. Thin asphalt overlays have proven to be an economical means for maintaining and improving the functional condition of an existing pavement since the 1960s. Specifically, this manual provides guidance for engineers regarding where and when to use thin asphalt overlays including: (1) Types and variations of thin overlays; (2) Materials and the design process; (3) Construction; (4) Quality Assurance; and (5) Troubleshooting. This chapter by chapter guidance enables an Agency’s engineers to design and construct a successful thin asphalt overlay project to completion. This manual is one of four new manuals prepared by the California Pavement Preservation Center (CP2Center) using funding from California Senate Bill 1 (SB-1), passed in April 2017. The other three manuals provide detailed design and construction information for (1) chip seals, (2) slurry surfacing, and (3) Cape seals. The creation of these manuals was a task funded entirely from SB-1 monies for the purpose of disseminating training and technical information on highway pavement preservation to local agencies throughout California.

This research harmonizes Philippine Census of Population and Housing (CPH) data from 1970 to 2020 to address data consistency challenges across five decades. The study systematically reconciles evolving variable definitions, classification systems, and measurement scales to create a unified longitudinal dataset. Key harmonization challenges include accommodating changes in the education system, such as the K-12 reforms, tracking modifications to administrative boundaries over the years, managing the expanding data scope across census years, and addressing historical data preservation issues, particularly for the 1970 and 1980 censuses. The research involved the creation of translation tables and crosswalks for major classification systems, including the Philippine Standard Geographic Classification (PSGC), Philippine Standard Occupational Classification (PSOC), and Philippine Standard Industrial Classification (PSIC). Variable-specific harmonization protocols and guidelines for researchers using the harmonized data are also documented. The harmonization process standardized core demographic variables across all periods while preserving more detailed classifications where possible, though some variables necessarily lost granularity when harmonized to their lowest common denominator. Beyond producing a consistent dataset for longitudinal analysis, this study contributes to PIDS's agenda of strengthening statistical systems for evidence-based policymaking. The paper concludes with recommendations for improving future census data collection and harmonization practices to support effective policy development in the Philippines.

The dual nature of water as a finite resource and as a basic human right creates a tension that presents important implications for water pricing. Water tariffs are a key tool used by policymakers to create incentive structures that promote efficient use; at the same time, they can create barriers to access and ignore waters socio-cultural value if not calibrated properly. This conflict between pricing as to reduce over-consumption and to guarantee accessibility exposes the difficulty of optimizing residential water pricing, and the importance of progressive tariff structures in building more resilient communities.Water policymakers view tariffs as an instrument to balance various objectives, such as efficiency, equity, cost recovery, and environmental preservation. However, these competing objectives mean that effective water tariff structures must be acutely customized to local contexts, a reality that is especially pertinent to Latin America and the Caribbean (LAC) due to its geographic and temporal heterogeneity in terms of water availability and demand. Prices can also be influenced by other factors. Four primary factor categories were identified as influential to water prices based on a comprehensive review of the price determination literature: (1) environmental factors, (2) urban factors, (3) political and ideological factors, and (4) management and institutional factors. The present brief examines how these factors theoretically impact pricing and what their status is throughout LAC, with the ultimate goal of providing a framework for future research.

This SIPRI Research Policy Paper explores the role of civil society in environmental polit­ics in Gulf Cooperation Council (GCC) states. In recent years, the Gulf region has seen a shift in official discourses and policies towards sustainability and the energy transition. This has opened up new opportun­ities for civil society actors to engage with policymakers and the public on issues such as climate change and environ­mental preservation. Drawing on interviews with environmental activists from all the GCC states, the paper highlights the challenges facing civil society actors and the opportunities available to them, as well as discusses prospects for further regional civil society cooperation. The paper argues that policymakers in the GCC states need to further expand the space available to civil society actors and strengthen their role in environmental politics. This is in the interest of GCC states, who stand to benefit from greater cooperation with a dynamic, driven and generally well-intentioned civil society if they want to reach their climate targets and implement their ambitious national develop­ment strategies. Specifically, the paper recommends easing regulations and legal pro­cedures, facilitating access to funding, supporting youth and female environmental activists, adopting participatory approaches, and facilitating the creation of regional platforms and organizations.

The article deals with the mental-existential relationship between ethnoculture, national identity and media culture as a necessary factor for their preservation, transformation, on the example of national original algorithms, matrix models, taking into account global tendencies and Ukrainian archetypal-specific features in Ukraine. the media actively serve the domestic oligarchs in their information-virtual and real wars among themselves and the same expansive alien humanitarian acts by curtailing ethno-cultural programs-projects on national radio, on television, in the press, or offering the recipient instead of a pop pointer, without even communicating to the audience the information stipulated in the media laws − information support-protection-development of ethno-culture national product in the domestic and foreign/diaspora mass media, the support of ethnoculture by NGOs and the state institutions themselves. In the context of the study of the cultural national socio-humanitarian space, the article diagnoses and predicts the model of creating and preserving in it the dynamic equilibrium of the ethno-cultural space, in which the nation must remember the struggle for access to information and its primary sources both as an individual and the state as a whole, culture the transfer of information, which in the process of globalization is becoming a paramount commodity, an egregore, and in the post-traumatic, interrupted-compensatory cultural-information space close rehabilitation mechanisms for national identity to become a real factor in strengthening the state − and vice versa in the context of adequate laws («Law about press and other mass media», Law «About printed media (press) in Ukraine», Law «About Information», «Law about Languages», etc.) and their actual effect in creating motivational mechanisms for preserving/protecting the Ukrainian language, as one of the main identifiers of national identity, information support for its expansion as labels cultural and geostrategic areas.
