Background Because of the COVID-19 pandemic’s preventive measures, mental health care services were forced to reorganize and develop remote telehealth services. This led to newer modes of receiving treatment, both internet-based and video-based therapies, to meet patients’ need for help, while at the same time keeping the COVID-19 pandemic under control. This shift calls for an evaluation of the patient experience during times of increased use of novel approaches of receiving treatment. Brief evaluation forms are ideal for this purpose. Objective As there are no validated brief measurement tools to evaluate patient-reported experiences in Norwegian mental health settings, we aimed to explore the internal consistency and factor validity of the 4-item self-administrated Client Satisfaction Questionnaire (CSQ-4). Methods We examined the internal consistency and factor structure of a brief digitally administrated patient satisfaction measure in a sample of 145 outpatients in Norwegian mental health settings during the COVID-19 pandemic. Results The internal consistency of a digital Norwegian CSQ-4 was high, with a Cronbach α of .92. A clear unidimensional structure (eigenvalue=3.22), which explained 80.4% of the variance, emerged from our data. A Mann-Whitney U test found a nonsignificant difference in satisfaction between genders (U=2546.5; P=.17). A Spearman rank correlation between satisfaction and age in our data was not statistically significant (r144=.110, P=.19). Conclusions A measurement tool such as the CSQ-4 would be a valuable resource to improve the development and application of digital mental health services. Our results may support the use of the Norwegian CSQ-4 as a valid and reliable measure of satisfaction with mental health care services. In addition, as the CSQ-4 is a short-form and generic tool, it can be implemented in a wide range of routine evaluations of patient-reported satisfaction with telehealth services.

The rapid development of digital financial technologies in Ukraine leads to the emergence of new risks and to significant consumers’ losses in the financial market. The aim of the study is to develop strategic directions of state policy of consumer protection in the digital financial services market considering the best world practices and features of the financial system of Ukraine.System scientific analysis was used to study the possibilities of implementing international quality standards for digital financial services in Ukrainian legislation. The method of statistical analysis of data was used to form the imperial basis of the study.Based on the global experience and taking into account the peculiarities of Ukrainian fintech market the state policy should consist of three strategic directions: 1) create a system of legal regulation of the mechanism of protection of consumers’ rights of digital financial services; 2)introducing a risk-oriented approach to regulating the digital financial services delivery processto consumers; 3) strengthening of digital financial literacy and public awareness. Such state policy will form a reliable system of consumer protection in the digital services market in Ukraine.

Objectives: This study aims to understand the relationship between financial technology, digital economy, and performance of the financial services sector; as well as to find out the role of digital economy as a mediator in the relationship between financial technology and performance of the financial services sector.Methodology: This study uses a quantitative explanatory approach. The population of this study is financial services sector companies in Indonesia, which is determined using purposive sampling as a method of sampling design. The data used in this study is a secondary data with the research period from 2015-2019 and a total number of 50 data. The data analysis used in this study is path analysis.Finding: The mediating role of the digital economy that influences the relationship between financial technology and the performance of the financial services sector. The influence of financial technology in driving the growth of the digital economy creates a momentum for economic growth and development.Conclusion: The results explained that financial technology and the digital economy has a significant influence on performance of the financial services sector.

The success of each bank is based on its ability to meet the needs of its customers by offering excellent services or quality products. The digital age means new challenges, but also new opportunities for central banks. They must preserve public confidence in fiat currencies without falling behind an economy based on new technologies, sharing and decentralized services. Offering multiple services to customers via a mobile application or setting up interactive websites would allow the bank to gain in efficiency and ensure a lasting relationship with its customers. In this context, it becomes imperative for banks to develop and execute digital transformation plans to meet the changing needs of the market. Nevertheless, these banks face a number of challenges to implement a digital transformation plan.

Abstract. At the present stage of development, digital services offering various goods and services are becoming increasingly popular and in demand among the population. For medium and small farms, there are difficulties in entering the market, due to the volume of their production. For network operators and large retail facilities, it is most preferable to cooperate with large producers of the agri-food complex, which can ensure the supply of their products in accordance with the required volumes. In turn, the cooperation of producers with processing enterprises and sales intermediaries leads to an increase in the cost of goods for the end user. One of the important factors is the availability of agricultural products for the population. In addition, in accordance with Federal strategic documents, digital technologies should be implemented in all areas of activity, which will improve the quality of life of the population and the competitiveness of the national economy at the international level. The COVID-19 coronavirus pandemic highlighted the importance of introducing and developing digital services in the marketing of agricultural products. The purpose of the study is to form priority directions for the development of digital marketing services for agricultural products to increase the availability of agricultural products for the population and expand marketing opportunities for farmers. Methods. During the research, the authors used such methods as analysis, synthesis, and comparison. The scientific novelty of the study is to consider digital services for the sale of agricultural products as a new and popular way of interaction between farmers and consumers in the context of digital transformation of the national economy, the COVID-19 pandemic and forced self-isolation. Results. Based on the results of the study, the authors identified trends and problems in the development of digital services for the sale of agricultural products, as well as recommendations for their improvement in modern conditions.

The European Accessibility Act and the EU Directive on Web Accessibility require that the online experience be made more accessible and inclusive for everyone. Currently, the focus is primarily centered on websites and online services associated with the public sector. However, as these online products and services improve these same legal requirements are likely to also impact digital teaching and learning materials created for and by educators in the coming years. There are many online and on campus courses (accredited and unaccredited) available to help to guide and inform educators on the importance of using high quality digital materials that are truly accessible. Many courses also provide the instruction that is necessary in creating such digital resources. However, a “knowing-doing” gap still prevails. This article discusses the impact of the new regulations associated with the European Accessibility Act and the EU Directive on Web Accessibility for the education sector in Ireland and provides some recommendations on what can be done to address the “knowing-doing gap” and support faculty to create high quality digital teaching and learning materials.

The article discusses the use of hybrid HPC clusters for the execution of software designed to calculate the electronic structure and atomic scale materials modeling. Modern software systems, which are designed to solve the problems of materials science, use the capabilities of various hardware computing accelerators to increase productivity. The use of such computing technologies requires the adaptation of application program code to hybrid computing architectures, which include classic central processing units (CPUs) and specialized graphics accelerators (GPUs).The use of large computing hybrid systems requires the development of methods for ensuring the workloading of such computing systems that will allow efficient use of computing resources and avoid equipment downtime.First of all, these methods should allow parallel execution of user applications using computational accelerators. However, in practice, software environments designed to solve application problems cannot be deployed in the same computing environment due to software incompatibility. In order to overcome this limitation and ensure the parallel execution of diverse types of materials science tasks, the creation of individual task execution environments based on virtualization technologies and cloud technologies.The continuation of virtualization technologies and the provision of cloud services is the construction of digital platforms. The article proposes the use of a digital platform for hosting scientific materials science services that provide calculations using various application software systems. Digital platforms make it possible to provide a unified user interface to scientific materials science services. The platform provides opportunities for finding the necessary scientific services, transferring source data and results between users, the platform and hybrid high-performance clusters.

One of the global megatrends is the expansion of digital financial solutions, and seemingly this expansion will continue as there is still room for adopting technology-driven solutions in finance. Regarding global data, the majority of people already have access to financial services: nearly 69 percent of responding adults confirmed that they have accounts at financial institutions. With the far-reaching development of technology, digital payments came into the public as one of the digital financial solutions. In particular, this development sped up during the COVID-19 epidemic, during which people were using remote services in order to keep their physical distance and avoid contamination. Though legal and cybersecurity concerns emerge, the physical infrastructure is developed enough to provide accessible financial services for many more people than today. Countries in various regions adopt modern financial solutions differently, but digital financial solutions are inevitable. In this research paper, the impact of the COVID-19 epidemic on the recent trends of digital payment is examined and presented. The paper aims to detect how new payment solutions change the landscape. The methodology of this study is a case study and data analysis. The successful example of China as a digital payment adopting country is analysed as a case study since the country experienced a large expansion in digital finance. Digital financial solutions and digital payment data are collected from the World Bank. The paper contributes to the literature on digital financial development in China during and after COVID-19.

This paper demonstrates that a digital-first approach can help companies achieve higher levels of customer engagement and secure their place in a highly competitive market. Originality/value This paper fulfils an identified need to explain how professional services companies can embark on digital transformation journeys to tackle outdated and manual ways of doing business.

In recent years new digital technologies have become an integral part of daily life of civilians, including their interaction with government. Trust in innovation in the government sector became the most important feature of the relations between government and civilians. The main purpose of this research is to explore how the factor of civil trust influences the implementation of digital technologies in government. We studied new phenomenon - “digital trust” and made content analysis of the main programmatic and analytical documents on the realization of the digital government concept. Based on the research results, we described the impact of the trust on the digital government effectiveness, and defined the basic principles of trust building, such as openness of the digital government system for citizens, security and reliability of electronic services, two-way communication with citizens. However, Russia lacks a clear strategy on how to build “digital trust” to government services. This circumstance could become a barrier for government’s digitalization in the future.

The scientific article is devoted to the issue softraining future music teachers, in particular, the use of modern digital services, tools, information technologies and resources in distance and blended learning in institutions of higher pedagogical education. The purpose of the article consists ingeneralization of the information on modern teaching tools, in particular digital services and tools, which are expedient to use indistance and blended learning format in the training of future music teachers. The legal framework is presented, which determines the need for the active implementation of computer educational technologies and increasing the digital competence of scientific and pedagogical workers, in particular: the Framework of Digital Competence for Citizens of Ukraine (2021), the Concept of the Development of Digital Competences (2021), the Conceptual and Reference Framework Digital Competence of Pedagogical and Scientific-Pedagogical Workers (project 2021), etc. The essence of the concept "digital competence" isrevealed. The classification of modern teaching aids, which are used when training future music teachers indistance and blended formofeducation, is presented: traditional (simpleandcomplex), multimedia (traditional, electronic, hardware, software), mobile (toolsforlearningmobilecontent, mobileapplications), digital (services, educationalplatforms). The article pays special attention to digital service sand tools used for teaching and learning music in Ukraine and China. The requirements for the effective use of distance and blended learning tools are defined. It was concluded that the use of distance and blended learning tools, in particular multimedia, mobile and digital tools, is aimedat forming both the professional and digital competence of future music teachers, the development of the irdigitalliteracy. Prospects for furtherscientific research are outlined, which consist in the study and analysis of the experience of using digital tools in the process of training music teachers in the People's Republic of China in the "Internet+" era.

Digital training network creative services can be an effective learning tool. Digital materials services can be used to connect between the school as a hardware provider, so that information systems can be integrated with each other learning materials between schools and many resource materials obtained . While the data can be integrated materials between schools then use the Web service. Web services are built on a system of service providers that are in each school. The results of the use of Web services technology for systems integration services which are the subject of each school, with testing services that are built at the school system testing and information important that is accessible by the user, ie teachers, students, and office. The results of the study indicate a web service to solve problems by providing a lot of information distributed on the providers and users as needed.

This primary research aims to examine to what extent Greek health entrepreneurs, as they looking for options to grow their businesses, have realized the opportunities offered to them by the new technologies. Furthermore, to which level they have implemented innovative practices, based on the potential of digitalisation, to improve the operation of their entrepreneurial activities in providing treatment services to the citizens as well as to cooperate with other structures and other organisations. The research explores the views of the entrepreneurs on using digital practices at their services and their impact regards to the reduction of operating costs, the control of materials and the change of the patient-doctor cooperation grid. A qualitative study was conducted with semi-structured interviews in twelve healthcare companies from various regions of Greece. The selection of the sample was made with the Convenience Sampling strategy. The interviews were conducted in Greek with the owners or managers of these healthcare units and the duration was 45 minutes. The content of the semi-structured interviews was classified into three thematic categories. The first section dealt with innovative digital interventions in relation to suppliers, materials, wares, supplies and payments. The second section is concerned with innovative digital interventions compared to the public services and self-administrative authorities, insurance funds and public health structures. The third section is concerned with the innovative digital interventions in relation to the quality care of the patient, his treatment and upgrading the offered health services. The research showed that there were discrepancies in the development of innovative digital activities among the examined companies. Innovative digital interventions were developed by health enterprises, especially in the field of their internal operation and in the service of their patients. On the contrary, many digital interventions could not be completed since there has been an incompatibility with public services and public health structures where the digital transition has not progressed in the same level. Entrepreneurs who preferred traditional forms of operating and offering services to their patients, they did so by fearing that innovative digital activities required more financial capitals and new qualified staff that would surely increase their operating costs.

Indonesia is one of the countries with a high level of consumption of digital services. That potential encourages the government to collect Value Added Tax (VAT) on digital services, including foreign companies. However, in practice, issues related to efficiency and supervision were found. This paper aims to analyze the fulfillment of the principles of tax collection in collecting Value Added Tax (VAT) on digital services. The method used is qualitative with data collection through literature study. The analysis results show that the principle of Equity fulfills horizontal Equity because the fees are charged regardless of ability; Revenue Productivity has succeeded in increasing state revenue; Ease of administration, meets the aspects of certainty, convenience, simplicity, and efficiency. However, in terms of efficiency, it is feared that it could increase compliance costs due to the limited knowledge of PMSE tax. Transparency is not optimal because the absence of a physical presence in Indonesia makes it difficult to access data and information so that supervision is carried out; Neutrality is fulfilled because it supports the competitiveness of local business, while in terms of consumption, it is necessary to pay attention to VAT facilities on digital export services due to the potential for distortion of local digital service providers. So it can be said that the practice of collecting Value Added Tax (VAT) fulfills all aspects. However, several issues need more attention, especially efficiency, transparency, and neutrality.

The qualitative and quantitative changes taking place at the present stage of the Russian educational services market development have led to a shift in the emphasis on the competition between higher education institutions and their educational services. Universities are improving the educational services quality by promoting novel or more competitive products in an increasingly tough competition for applicants. The authors suggest that to improve the promotion effect of the university educational services, it is necessary to carry out monitoring of the existing program efficiency, whose first stage is to analyze the existing strategy within the framework of digital distance learning, as the most popular learning method in contemporary conditions, which is gaining increasing popularity. A sociological survey (questionnaire) was chosen as a research method. The respondents were 250 students and teachers of the Russian State Social University (RSSU). The study has revealed that the vast majority, namely, about 87% of respondents, refused to fully switch to digital distance learning. However, 80% of undergraduate students and 75% of graduate master’s students of the extramural education department (75%) supported the use of digital distance learning in the educational process. At the same time, the low quality of training programs used in digital distance learning and the lack of individual adaptation of educational materials to the requirements and capabilities of the student require introducing interactivity into the materials and creating competent content of training programs, which is one of the indicators that affect the choice of an educational institution by potential consumers of educational services.

The goal of this paper is to further elaborate a new concept for value creation by decision support services in industrial service ecosystems using digital twins and to apply it to an extended case study. The aim of the original model was to design and integrate an architecture of digital twins derived from business needs that leveraged the potential of the synergies in the ecosystem. The conceptual framework presented in this paper extends the semantic ontology model for integrating the digital twins. For the original model, technical modeling approaches were developed and integrated into an ecosystem perspective based on a modeling of the ecosystem and the actors’ decision jobs. In a service ecosystem comprising several enterprises and a multitude of actors, decision making is based on the interlinkage of the digital twins of the equipment and the processes, which is achieved by the semantic ontology model further elaborated in this paper. The implementation of the digital twin architecture is shown in the example of a manufacturing SME (small and medium-sized enterprise) case that was introduced in. The mixed semantic modeling and model-based systems engineering for this implementation is discussed in further detail in this paper. The findings of this detailed study provide a theoretical concept for implementing digital twins on the level of service ecosystems and integrating digital twins based on a unified ontology. This provides a practical blueprint to companies for developing digital twin based services in their own operations and beyond in their ecosystem.

Structured abstract Rendering digital services have taken centerstage in the current ICT for development discourse. E-Government services are mostly under this discourse with the aim to provide citizen centric services in the public domain. Business and development organizations alike are also investing in developing their own digital infrastructure for rendering services to its stakeholders. This case describes scenario in which a cooperative organization wishes to use digital infrastructure and provide digital services to its farmer members. The cooperative continued investing in ICT since the last couple of decades and constantly upgraded it to ease the transaction and bring efficiency and reduce information asymmetry. This had greatly benefitted the members. However, the cooperative is aware that its communication network built on the wireless medium has its own limitations in introducing new services and integrating its databases and applications. The cooperative took note of “Digital India (DI)” initiatives to provide digital services to rural areas and build an ecosystem to empower the citizens in its governance set up. This DI policy has implicit provisions of better networking protocols with improved bandwidth. The organization has a dilemma to continue with investing its own resources or explore possibility of piggybacking on the DI initiative. The cooperative wished to examine the total cost of ownership in either case and assess the feasibility of converging with the infrastructure created by the government. Case synopsis The Government Information Technology Policies are increasingly favouring citizens and in favour of shared infrastructure and services. It is worth the examination to evaluate strategies to deploy IT infrastructure and services with optimized cost and better returns in an enterprise. This is far more important for a social enterprise like AMALSAD cooperative (user-owned firm) that has deployed its own IT infrastructure and ITeS. AMALSAD cooperative deployed its IT assets long back and in the meanwhile, the Government policy is in favour of providing services over the internet. Leaning objectives The case serves to help students to understand the theoretical concept of Enterprise information systems infrastructure and services. It brings to the students understanding: the drivers of IT infrastructure to provide digital services; challenges that would make the social enterprise (in this case user-owned firm) to understand the opportunities and challenges of deploying the right digital infrastructure and get services on demand. The case presents the scenarios for the students to deliberate and find answers to the right approach for estimating the total cost of ownership (TCO). Social implications The case situation presents a scenario for digital government services. Most of the customer-facing enterprises including social enterprises are also providing digital services. The digital ebook library Pustabiblia is an ebook collection service application belonging to the IAIN Salatiga library that can be accessed by lecturers to support their information needs. This study aims to understand about the existence of Pustabiblia ebook services and the factor of the lack of access for lecturers to library ebooks owned by IAIN Salatiga.Methodology. This research uses a qualitative descriptive approach from the results of interview, observations and documentation. The informants of this research are FEBI lecturers who are members and are active members of the ebook Pustabiblia.Results and discussion. The results of this study indicate that FEBI lecturers are aware of the existence of ebook library services through librarians, WhatsApp group, website, and library social media. The factors for the lack of access to Pustabiblia services by FEBI lecturers are technical and non-technical factors. Technical factors are including alignment of collections with teaching/syllabic materials, system integration, internet network stability, internet quota limitations, storage capacity, application compatibility, and account footprint, while non-technical factors are the lack of socialization and promotion of the Pustabiblia ebook service, busy work, and not being the main source of reference.Conclusion. FEBI Lecturers have already known ebooks from various sources, but in accessing them there are still technical and non-technical obstacles, the lack of socialization and promotion which is the most dominant factor in all interview data. The recommendations are aligning ebooks with the needs of teaching materials, socializing, developing and integrating ebook applications, and intensively communicating with lecturers

Welcome to the third issue of volume 42 of the IASSIST Quarterly (IQ 42:3, 2018). The IASSIST Quarterly presents in this issue three papers from geographically widespread countries. We call IASSIST ‘International’, so I am happy to present papers from three continents in this issue with papers from Zimbabwe, Italy and Canada. The paper 'The State of Preparedness for Digital Curation and Preservation: A Case Study of a Developing Country Academic Library' is by Phillip Ndhlovu, who works as the institutional repository librarian and liaison librarian, and Thomas Matingwina, who is a lecturer at the Department of Library and Information Service at the National University of Science and Technology (NUST) in Bulawayo, Zimbabwe. Modern day libraries have vast amounts of digital content and the authors noted that because these collections require very different management than the traditional paper-based materials, the new materials’ longevity is endangered. Their study assessed the state of preparedness of the NUST Library for digital curation and preservation, including the assessment of awareness, competencies, technology infrastructure, digital disaster preparedness, and challenges to digital curation and preservation. They found a lack of policies, lack of expertise by library staff, and lack of funding. You might conclude that investigating your own organization and reaching the very well known conclusion that 'we need more money!' is not so surprising. However, you have to take note that the Jeff Rothenberg statement from 1995 that 'Digital information lasts forever – or five years, whichever comes first' has not yet sunk in with politicians and administrators, who will immediately associate the term 'digital' with 'saving money'. This study shows them why this is not a valid connotation. It is a study of a single institution, and as the authors note it cannot be generalized even to other academic libraries in Zimbabwe. However, other libraries - also outside Zimbabwe - have here a good guide for making their own assessment of the digital preparedness of their institution. The second paper was - as was the paper above - presented at the IASSIST conference in 2018 and is also about the transition from media known for thousands of years to new media and digital forms. Peter Peller presented the paper 'From Paper Map to Geospatial Vector Layer: Demystifying the Process'. He is the Director of the Spatial and Numeric Data Services unit at Libraries and Cultural Resources at the University of Calgary in Canada. The conversion of raster images of maps to vector data is analogous to OCR technologies extracting words from scanned print documents. Thereby the map information becomes more accessible, and usable in geographic information systems (GIS). An illustrative example is that historical geospatial information can be overlaid in Google Earth. The description of the entire process incorporates examples of the various techniques, including different types of editing. Furthermore, descriptions of the software used in selected studies are listed in the appendix. It is mentioned that 'paper texture and ink spread' can be responsible for introducing noise and errors, so remember to keep the old maps. This is because what is considered noise in one context might become the subject for interesting future research. In addition the software for extracting information will most certainly improve. For once both the author and we at IASSIST Quarterly have been quite fast. The data for the third paper was collected in late 2017 and the results are presented here only a year later. In October 2017 a message appeared on the IASSIST mail list with the start of the sentence 'I would share the data but...' It quickly generated many ways of completing that sentence. Flavio Bonifacio - who works at Metis Ricerche srl in Torino, Italy - quickly launched a questionnaire sent to members of the mail list and to others from similar communities of interested individuals. The questionnaire was an extension of an earlier one concerning scientists' reuse and sharing of data. The paper includes many tabulations and models showing the background as well as the data sharing attitudes found in the survey. A respondent typology is developed based upon the level of propensity for sharing data and the level of experiencing problems in data sharing into a 2-by-2 table consisting of 'irreducible reluctant', 'reducible reluctant', 'problematic follower', and 'premium follower'. In the Nordic countries we tend to have the impression that certain services are publicly available and for free. This impression is plainly superficial because we Nordic people also know very well that 'there is no such thing as a free lunch'! All services must be paid for in one way or another. If you have many services that carry no direct cost, it is probably because you - and others - paid for them beforehand through taxation. Because of cuts in the public economy one of the things Flavio Bonifacio wanted to investigate was the question 'Is there a market for selling data-sharing services?' The results imply that 'reducible reluctants' can be a target for services that reduce the problems of that group. Submissions of papers for the IASSIST Quarterly are always very welcome. Introduction. Current trends in the development of socio-economic processes aim at building the digital economy and society, but the spread of COVID-19 has exposed the major problems related to these processes. Problem Statement. The pandemic has defined a new fundamental and applied problem regarding the need to study crisis phenomena at the intersection of the number of research areas and their impact on economy and society. Purpose. The purpose is to analyze the state of the development and implementation of digital services in the country under the influence of quarantine restrictions. Materials and Methods. State legislative acts and statistical information have been selected as the information base. A number of methods of scientific inquiry have been applied: theoretical generalization, empirical analysis, comparison, abstraction, etc. Results. It has been defined that majority of the priority areas of digital economy development is being formed and not ready for their massive use. In particular, there still exists a significant inequality of access to digital services, the digital competency training system remains unregulated, the digital job creation scheme in the real economy is almost undeveloped, there are significant gaps in the digital public security services, the problem of the national digital educational platforms has not been resolved yet, the system of provision of remote healthcare services has not been formed, and the procedures for estimating tourist migration and for remote financial services have not been settled. Several problems that aggravated during the pandemic have been studied: the imperfection of social protection procedures, the existence of hidden unemployment, the activation of cybercrime, the aggravation of individual psychological problems, extremely high level of dependence on reliability of the network services. The directions for increasing financial results in the pandemic conditions have been identified. Conclusions. The pandemic has identified bottlenecks in the processes of the digital economy and society formation and allowed determining the priority areas in research and practical actions in order to adapt rapidly to new conditions.

The Coalition achieve its aims through advocacy, community engagement, workforce development, capacity-building, good practice and good governance.On 30 November 2017, as part of its ongoing advocacy work and the first International Digital Preservation Day, the DPC published the first ‘BitList.’ This list presented the results of a crowd-sourcing exercise that sought to discover which digital materials the digital preservation community thinks are most at risk, as well as which materials are relatively safe thanks to digital preservation.

The National Library (NL) of Korea holds about 16.3 million digital information materials. Since 2016, the NL has been receiving legal deposit copies of e-books, digital copies of publications, magazines and newspapers. The article analyses digital services of the NL of Korea and identifies the main problems in this area.The NL of Korea is the main library of the country, actively developing the inter-library relations, cooperating with libraries of the Republic of Korea and around the world. It developed the Reference service “Ask a Librarian”, created the Catalogue of digital books, the System “Free Access to Korea” and offers the services on providing information in alternative forms for people with disabilities. The NL designed the automated library system and implemented it in 1094 library. The NL of Korea started the work on creation of the China-Japan-Korea Digital Library Portal. There is a number of problems: acquisition of electronic legal deposit copies, lack of the content for some projects, lack of information services, optimized for the users requirements. The purpose of this study: professional dialogue in the world library community for the exchange of experience, knowledge information resources and for sharing of library content. The article presents the Three-year digital service plan. The author describes the goals and objectives of the NL of Korea: the expansion of the library holdings in the digital environment, the improvement of operation of digital resources, the activation of mobile services and popularization of humanities knowledge through digitization.The principle of operation of all Korean libraries is changing from data collecting and information storage to implementation of information. The author concludes that libraries should quickly respond to the information technology changes. Nowadays, there increases the importance of collecting and storing of all information resources of the national value.

Based on the discussion described above, it can be concluded that First, digital-based collection processing is processing physical collections in the form of systematic collection of collections ranging from checking library materials to compiling books on a shelf, processing book collections into digital collections using SLiMS applications, processing physical data collection of digital-based books by transferring media collections of books to digital-based collections by using a scanner machine. Second, the management of technology-based information services, namely the creation of membership cards, on the membership card library has information about member identities, member names, identity numbers, addresses and telephone numbers of users, information search services, application of corner literacy services. Achieving research reproducibility is challenging in many ways: there are social and cultural obstacles as well as a constantly changing technical landscape that makes replicating and reproducing research difficult. Users face challenges in reproducing research across different operating systems, in using different versions of software across long projects and among collaborations, and in using publicly available work. The dependencies required to reproduce the computational environments in which research happens can be exceptionally hard to track – in many cases, these dependencies are hidden or nested too deeply to discover, and thus impossible to install on a new machine, which means adoption remains low. In this paper, we present ReproZip , an open source tool to help overcome the technical difficulties involved in preserving and replicating research, applications, databases, software, and more. We will examine the current use cases of ReproZip , ranging from digital humanities to machine learning. We also explore potential library use cases for ReproZip, particularly in digital libraries and archives, liaison librarianship, and other library services. We believe that libraries and archives can leverage ReproZip to deliver more robust reproducibility services, repository services, as well as enhanced discoverability and preservation of research materials, applications, software, and computational environments.

A digital government is relevant topic. It is associated with hopes for improving the institutions of public policy and administration. Russia has adopted programs for the development of the digital economy. So that, there is planned the transition to digital government in Russia. The transition to digital government is accompanied by several challenges such as control, centralization, excessive control, etc. An important factor in the success of responding to these challenges is the attitude of citizens to the digitalization of public services. This article presents empirical materials from a sociological study conducted in two regions of the Russian Federation: St. Petersburg and the Leningrad region. The sample size was 300 respondents. The study is the empirical basis for a multistage study conducted by the author as part of the research team of St. Petersburg State University in the period from 2017 to 2020. The article presents the empirical material of the study and analysis on its basis of the attitudes of Russian citizens in relation to the implementation of new management models in a transforming social, economic and political environment. Since the article is based primarily on original empirical material, the presented references to other theoretical and practical works are informative.

The transition to digital government is accompanied by several challenges such as control, centralization, excessive control, etc. An important factor in the success of responding to these challenges is the attitude of citizens to the digitalization of public services. This article presents empirical materials from a sociological study conducted in two regions of the Russian Federation: St. Petersburg and the Leningrad region. The sample size was 300 respondents. The study is the empirical basis for a multistage study conducted by the author as part of the research team of St. Petersburg State University in the period from 2017 to 2020. The article presents the empirical material of the study and analysis on its basis of the attitudes of Russian citizens in relation to the implementation of new management models in a transforming social, economic and political environment. Since the article is based primarily on original empirical material, the presented references to other theoretical and practical works are informative

The paper reveals the essence and significance of digital socialization of older people, the importance of overcoming social exclusion by older citizens in terms of access to digital technologies. The purpose of the paper is to reveal the role of social service centers for the population, which act as agents of digital socialization of older people (based on the materials of a sociological study). The objects of the study were elderly people receiving social services in the Primorsky Center for Social Services of the Population, and senior citizens who were trained in computer literacy courses. The authors set the fol-lowing tasks: to determine elderly people’s interest in mastering computer literacy and how effective the “Internet ABC” program is. In addition, it was sup-posed to establish the importance of integrated cen-ters of social services for the population in ensuring computer literacy of pensioners. As a result of a sociological study, it was found that older people show a significant interest in modern information technologies. Computer courses organized on the basis of the center for social services help elderly people to get information about state and municipal services, work with the websites of the Pension Fund of the Russian Federation, the Social Insur-ance Fund, Public Services and Multifunctional Cen-ter.

Despite the Reserve Bank of India consistently raising concerns over the dangers of cryptocurrencies primarily its use is facilitating money laundering and terror financing –India has emerged as a blossoming crypto market contributing billions of dollars in trading volume. In recent years, though cryptocurrencies have gained momentum with various investors yet they have not made any significant impact due to the volatility of the transactions. The fact that cryptocurrencies require various kinds of tools like wallets, computer, internet connectivity and various other services, their usage have been restricted to only those who are technologically sound. As a result, a vast majority of the population do not have the technological know-how and hence are unable to use them. Furthermore, the complexities involved in these transactions have reduced their trust and acceptability. One of the major shortcomings is that the cryptocurrency network can only validate the payment but not the delivery of various products and services. Hence, buyer of products and services are handicapped as the network does not simultaneously validate both sides of the transactions. The sharp volatility in the value of cryptocurrencies over relatively short period of time are a major issue due to which, maintaining price stability becomes extremely difficult. Furthermore, the absence of regulatory mechanisms and decentralised nature of the transactions raises various fear and apprehension that cryptocurrencies may be used for illegal activities. The solution to get over some of the shortcomings of cryptocurrencies is the issue of digital currency by the Central Bank. The International Monetary Fund (IMF) has warned of the risks posed by cryptocurrencies especially in emerging and developing countries and has suggested coordinated action to put in place global standards for cryptocurrencies. According to the IMF, “Determining valuation is not the only challenge in the crypto ecosystem: identification, monitoring, and management of risks which defy regulators and firms are areas of concern. These include operational and financial integrity, risks from crypto assets exchanges and wallets, investor protection, inadequate reserves and inaccurate disclosure for some stable coins. According to the IMF, capital flow management may need to be fine-tuned due to digital currencies. “Crypto’s cross-sector and cross-border remit limits the effectiveness of national approaches. Countries are taking very different strategies, and existing laws and regulations may not allow for national approaches that comprehensively cover all elements of these assets. Importantly, many crypto service providers operate across borders, making the task for supervision and enforcement more difficult. Uncoordinated regulatory measures may facilitate potentially destabilizing capital flows”. In the Union Budget of 2022-23 it has been proposed that, the Reserve Bank of India would be issuing Digital Currency which would go a long way for identifying, monitoring, regulating, management of risks, and capital flow management as well as in mitigating the financial stability crisis stemming from the crypto eco-system. Furthermore, a structured taxation regime of 30 % on virtual digital assets, as well as 1 % TDS would have the potency to track investments or profits generated/ losses incurred in this type of trading of virtual digital assets. The issuance of Digital Currency by RBI as well as bringing the same within the ambit of a structured taxation regime would lead to regulation of liquidity as well as volatility and would ensure stability in the economy.

This community service activity under the scheme of applying science and technology for the community is in partnership with the village of Tegal Harum, Denpasar Bali, in the field of digital library management. The Sastra Mahottama Library in Tegal Harum Village, apart from providing conventional services, also provides digital library services through the SIPESAT application (Digital Library Application) in Tegal Harum Village, which makes it easier for people to borrow various types of e-books according to their needs. Problems faced by the library managers are related to the classification and cataloguing of library materials, as well as increasing the capacity of human resources for digital library managers. The implementation using the classical and individual methods lasts for one month at the Tegal Harum village office. Activities consist of situation analysis, training, and evaluation stages. The implications of service activities are the results of the classification and cataloguing of 30% of reading collections as well as increasing knowledge and skills in using digital library applications.

Purpose Online calendar services (OCS) are primarily used for temporal orientation and reminding. Nonetheless, calendar work may also entail generic activities such as scheduling, tracking, archive and recall and retrieval which are not adequately supported by available systems. The purpose of the paper is to explore how online calendaring may be re-configured and re-aligned to alleviate these shortcomings, thus servicing accountability in team work and flexibility in organizational routines. Design/methodology/approach Following a design science research methodology, the authors review “justifiable failures” or deliberate non-use of OCS and establish the rationale for, design and evaluate a digital service that configures calendaring as an ecology of separate digital materials supporting file-, photo- and video-sharing services, online argumentation, project/task management and social bookmarking. The new service is a digital composite of materials that incrementally co-adapt and co-evolve to serve primary and secondary work-oriented activities. The authors assess the value of the digital composite in two empirical settings and discuss intrinsic features that create new possibilities for action. Findings The authors present the rationale, design, implementation and evaluation of a new digital composite calendaring service which is deployed in two empirical settings, namely group vacation planning and collective information management. Each case features different re-configurations of calendaring to serve human intentions. In vacation planning, the digital composite of the calendar operates as a mashup allowing peers to negotiate, schedule and track vacation options and archive, recall or retrieve digital memories of vacations. In the case of collective information management, the digital composite is further augmented so as to re-align performative and ostensive aspects of routines in a regional organic farming partnership. Practical implications Digital composites rely on the interdependent operation of different bounded systems and services to establish configured ecologies of (previously) separate digital artifacts. The practical implications of digital composites are that they can appropriate performative capacities which are already established and embedded across different settings. As a result, they enact complex digital assemblages which can re-align not only daily activities but also organizational routines. On the other hand, digital composites remain in flux, since their state, at any moment in time, is partly determined (even temporarily) by the state of their constituent parts. Originality/value Calendaring as presented in this paper defines a genre of digital artifacts that promote flexible and accountable collaborative work while exploiting material agency and resources distributed across digital settings. As such, it establishes a kind of meta-material that invokes collective social agency, thus re-aligning performative and ostensive aspects of organizational routines.

The author discusses the current experience of building the service of digital science publishing obtained by the libraries in the Western countries. She emphasizes that this process is incorporated into further informatization of libraries and their increasing role in managing science data. The digital publications integrate a number of interrelated programs comprising the whole cycle of scientific data management accomplished within the wider context of innovations. Digital publishing is a new type of library activities; it requires integrating competences of modern librarians (i.e. content selection, data supervising, metadata management, building digital collections, their preservation and archiving) and publishers (monitoring new trends in science and technology, selecting materials for publication, abstracting, scientific editing, developing marketing strategies).For the first time in the domestic library studies, the dynamics of this service in foreign countries is examined based on Library Publishing Directory for 2013– 2018. The author compares digital publishing services in four university libraries in different world regions and offers the findings of preliminary analysis of online publication services in foreign research libraries.

As evaluations during the summer semester 2020 have shown, the integration of digital media in higher education largely consisted of basic applications, and digital teaching scenarios often lacked didactical consideration. Large-scale implementation attempts were hindered by perceived mismatches between efforts and outcomes, or by ambiguous ideas of what works and what does not. Thus, didactical services supporting scenarios of teaching and learning have developed schemes, trainings, and materials that are useful, approachable, and time efficient. With OdiLe and ABC, we propose a focused, yet comprehensive approach on how digital media can easily be integrated in higher education teaching.

The study is devoted to problematic issues concerning both the increase in the number of employees in small and medium-sized businesses of the Russian Federation and comprehensive measures of state support for employment in the field of entrepreneurship. The reflection of the tasks of ensuring employment of the population in national and federal projects of the Russian Federation is considered. The paper notes that a number of targets of national projects to ensure employment are not sufficiently justified, difficult to achieve and do not meet the modern needs of the digital economy. A brief overview of the changes in the legal field that affect the development of small and medium-sized businesses and contribute to the solution of employment issues is provided. The author comes to the conclusion that the classical mechanisms of ensuring employment of the population (the provision of tax preferences, various benefits and subsidies to employers) should be supplemented by the effective use of new tools, which at the moment are digital platforms and services. The article analyzes the functionality aimed at entrepreneurs-employers and job seekers, such modern platforms as: the Digital platform of SMEs, the portal for supporting small and medium-sized enterprises "My Business", the website of the HeadHunter company, the portal of the employment center "Work of Russia", the website of the Ministry of Labor and Social Protection of the Russian Federation, the portal of public services. It is established that the imbalance of information and communication links, as well as departmental and/or economic disunity prevent all the digital services discussed above from integrating their capabilities. At the same time, the possibilities of digitalization may consist not only in creating an integrator program of these digital services for the purpose of ensuring employment in small and medium-sized businesses, but also in developing a template for the "Career Growth" model for the younger generation and for older people, as well as restarting the mechanism of the social contract.

The article is devoted to the phenomenon of digital theatre, that is a theatre created via digital technologies. Digital theatre needs to be distinguished from a “traditional” one, and a broadcast theatre, using digital technologies (online broadcasting). Digital theater, which had been developing even before the 2020 pandemic, flourished during the lockdown period, when theatres found themselves in a situation of forced isolation. The article analyzes examples of Russian and foreign performances, in particular, those been included in the program of the “Access Point” (“Tochka dostupa”) festival, which took place online in 2020. Digital theatre is created in particular formats via digital means and tools; it can use cross-platform instant messengers and videoconferencing software such as “Whatsapp” and “Zoom”, mailing and calling services, audio recordings; Minecraft, Sims and other creative media; augmented reality technologies.

The clickwrap is a digital prompt that facilitates consent processes by affording users the opportunity to quickly accept or reject digital media policies. A qualitative survey analysis was conducted ( N = 513), assessing user interactions with the consent materials of a fictitious social media service, NameDrop. Findings suggest that clickwraps serve a political economic function by facilitating the circumvention of consent materials. Herman and Chomsky’s notion of the “buying mood” guides the analysis to analogize how social media maintain flow to monetized sections of services while diverting attention from policies that might encourage dissent. Clickwraps accomplish this through an agenda-setting function whereby prompts encouraging circumvention are made more prominent than policy links. Results emphasize that clickwraps discourage engagement with privacy and reputation protections by suggesting that consent materials are unimportant, contributing to the normalization of this circumvention. The assertion that clickwraps serve a political economic function suggests that capitalist methods of production are successfully being integrated into social media services and have the ability to manufacture consent.

Health and the access to medical services are key factors in the functioning of a sustainable society. The author considers the problem of including unpublished digital scientific documents published on the websites of scientific institutions of the Russian Academy of Sciences (RAS) in the system of library and information services. The paper describes the study of this class of information objects conducted in May — June 2020 on 200 websites of academic institutions of social and humanitarian profile. The author discovered the unpublished scientific materials of socio-humanitarian profile on the websites of 158 institutions; five institutions had no websites or did not work; and 37 websites didn’t have the materials the author was looking for. The research is based on the data included in the Navigator of information resources on social Sciences (NIRON), developed at the Institute of Scientific Information on Social Sciences of the Russian Academy of Sciences (INION RAS). The author proposes classification of unpublished documents, which includes both well-known types of scientific documents, such as dissertations and reports on research work, which processing is regulated, and new types, specific for modern scientific communication, such as overviews on activities of institutions and scientific departments. In total, the described class of unpublished scientific documents consists of 10 types, some of them are divided into subtypes. The paper discloses the quantitative data of the conducted accounting, including distribution of documents by the retrospective depth. For scientific reports, the author made the comparison with the data on reports in the Unified state information system for recording the results of research, development and technological works for civil purposes. The article analyses the specific features of presenting different types of unpublished scientific materials on the websites. The author proposes to include these documents in the service system using the information-reference system. When designing such a system, many controversial issues arise, in particular: the problems of metadata, the choice of subject classification, determination of the exact composition of unpublished digital scientific documents, unification of the retrospective depth, the feasibility of their reworking and editing for unification, inclusion of unpublished documents in bibliographic databases and lists, and the possibility of using them in the anti-plagiarism system. These and other problems require further research and solutions.
