This book focuses on the referendums against water privatization in Italy and explores how activists took to social media, ultimately convincing twenty-seven million citizens to vote. Investigating the relationship between social movements and internet-related activism during complex campaigns, this book examines how a technological evolution — the increased relevance of social media platforms — affected in very different ways organizations with divergent characteristics, promoting at the same time decentralized communication practices, and new ways of coordinating dispersed communities of people. Matteo Cernison combines and adapts a wide set of methods, from social network analysis to digital ethnography, in order to explore in detail how digital activism and face-to-face initiatives interact and overlap. He argues that the geographical scale of actions, the role played by external media professionals, and the activists’ perceptions of digital technologies are key elements that contribute in a significant way to shape the very different communication practices often described as online activism.

The article discusses the economic, legal and technological foundations of the emergence of digital financial assets (CFAs) in the Russian financial market. The interrelation of the CFA and blockchain technology, which is a special case of the implementation of distributed ledger technology, is analyzed. From these positions, a vision of the role and place of cryptocurrencies in the future global economy is proposed. It is emphasized that the spread of cryptocurrencies has largely contributed to the popularization of the underlying blockchain technology, the declared advantages of this technology have been investigated. The practical aspects of the application of distributed registry technology in the context of Russian legislation are analyzed. As promising and alternative forms of CFA, the issue and placement of which is possible with the participation of securities market registrars, CFA certifying the possibility of exercising rights under equity securities, the right to demand the transfer of equity securities (tokens) and CFA directly certifying the rights to participate in the capital of a joint-stock company (digital shares) are considered. It is suggested that the global trend towards digitalization and the public need to improve the protection of investors' rights may lead to the transformation of undocumented shares into digital ones. The authors believe that digital shares in the form of CFA retain the advantages of non-documentary securities, but at the same time return the uniqueness of each individual share, as in the case of documentary securities, which much more reliably records their belonging to a specific owner.

Modems are built on the principles of statistical communication theory, based on the use of a random signal (chaos) as a carrier of information. Modern digital echo laboratories are based on echo scanners working in a network with file server(s) and work-station computers for offline analysis and reporting. They may be based on vendor-specific software, but are preferably based on vendor-independent software solutions, being able to handle data from all brands of scanners. To enable analysis of advanced echocardiographic techniques, plug-ins for vendor-specific solutions should be integrated in the otherwise vendor-independent software. To obtain full efficiency, the system should be integrated with the hospital information system for patient demographics and scheduling, and the approved report should automatically be returned to the electronic patient record without the need for scanning or other handling by manpower. To obtain this, a variety of standards have been developed, most of them for medical imaging in general. Scanners of all major brands deliver data compatible with those standards, even if compatibility problems may occur. When the optimal solution for the individual organization has been established, running the echo lab changes significantly. Digital images are stored on safe repositories without quality loss and are available for viewing outside the echo lab. Offline measurements, structured reporting, education, research, quality control, and financial analyses are available. The lab becomes more efficient and cost-effective.

Digital health has been touted as a true transformation of health care, but all medical interventions have associated risks that must be understood and quantified. The Internet has brought many advancements, which quickly jumped from our computers into our pockets via powerful and completely connected mobile devices that are now being envisioned as devices for medical diagnostics and care delivery. As health care struggles with cost, inequity, value, and rapid virtualization, solid models of benefit-risk determination, new regulatory approaches for biomedical products, and clear risk-based conversations with all stakeholders are essential. Detailed examination of emerging digital health technologies has revealed 10 categories of digital side effects or “toxicities” that must be understood, prevented when possible, and managed when not. These toxicities include cyberthreat, loss of privacy, cyberchondria and cyber addiction, threats to physical security, charlatanism, overdiagnosis and overtreatment, medical/user error, and the plague of medical misinformation. For digital health to realize its promise, these toxicities must be understood, measured, warned against, and managed as concurrent side effects, in the same fashion as any other medical side effect.

We are surrounded by digital computers. They do many things well that humans do not and have transformed our lives. But all computers are not the same. Although digital computers dominate today’s world, alternative ways to “compute” might be better and more efficient than digital computation when mechanically performing those tasks, important to humans, that we think of as “cognition.” Cognition, after all, was originally developed to work with our own specific biological hardware. Digital computers require elaborate detailed instructions to work; they are flexible but not simple. Analog computers are designed to do specific tasks. They can be simple but not flexible. Hardware matters. The book discusses two classic kinds of computer, digital and analog, and gives examples of their history, functions, and limitations. The author suggest that when brain “hardware,” with its associated brain “software” work together, it could form a computer architecture that would be useful for the efficient performance of cognitive tasks. This book discusses the essentials of brain hardware—in particular, the cerebral cortex, where cognition lives—and how cortical structure can influence the form taken by the computational operations underlying cognition. Topics include association, understanding complex systems through analogy, formation of abstractions, and the biology of number and its use in arithmetic and mathematics. The author introduces novel “brain-like” control mechanisms: active associative search and traveling waves. There is discussion on computing across scales of organization from single neurons to brain regions containing millions of neurons.

The decision of the Court of Justice in Schrems follows the Digital Rights Ireland and Google Spain stances in the Court process of revisiting the data protection framework in Europe in light of the Charter of Fundamental Rights of the European Union. Through the invalidation of Decision 2000/520/EC of the Commission on the adequacy of the US safe harbor principles, the Court of Justice has relied on a very extensive interpretation of the right to private life and data protection. As in the former decisions that have let emerge the existence of a new digital right to privacy, this judgment mirrors some degree of manipulation by the Court of Justice, justified by the goal of protecting as much as possible personal data in the new technological environment.

This book seeks to develop an answer to the major question arising from the adoption of sophisticated data-science approaches within humanities research: are existing humanities methods compatible with computational thinking? Data-based and algorithmically powered methods present both new opportunities and new complications for humanists. This book takes as its founding assumption that the exploration and investigation of texts and data with sophisticated computational tools can serve the interpretative goals of humanists. At the same time, it assumes that these approaches cannot and will not obsolete other existing interpretive frameworks. Research involving computational methods, the book argues, should be subject to humanistic modes that deal with questions of power and infrastructure directed toward the field’s assumptions and practices. Arguing for a methodologically and ideologically self-aware critical digital humanities, the author contextualizes the digital humanities within the larger neo-liberalizing shifts of the contemporary university in order to resituate the field within a theoretically informed tradition of humanistic inquiry. Bringing the resources of critical theory to bear on computational methods enables humanists to construct an array of compelling and possible humanistic interpretations from multiple dimensions—from the ideological biases informing many commonly used algorithms to the complications of a historicist text mining, from examining the range of feature selection for sentiment analysis to the fantasies of human subjectless analysis activated by machine learning and artificial intelligence.

Transforming India into a digital state has been an objective of successive governments in India. However, the digital, by its very nature, is a capricious, multi-dimensional entity. Its operationalization across multiple sectors in India has highlighted the fact that the digital compact with publics in India is a two-edged sword. On the one hand, devices such as mobile phones have enabled access and efficiencies, and on the other, they have increased the scope for surveillance capitalism and the expansion of governmentality. The digital is at the same time a resource, commodity, and process that is absolutely fundamental to most if not all productive forces across multiple sectors. As a part of the Media Dynamics in South Asia series, this volume explores the making of digital India and specifically deals with the contradictions of an imperfect democracy, internal compulsions, and external pressures that continue to play crucial roles in the shaping of the same. Black women are at the forefront of some of this century’s most important discussions about technology: trolling, online harassment, algorithmic bias, and influencer culture. But Black women’s relationship with technology began long before the advent of Twitter or Instagram. To truly “listen to Black women,”Steele points to the history of Black feminist technoculture in the U.S. to decenter white supremacy and patriarchy in the future of technology. Using the virtual beauty shop as a metaphor, Digital Black Feminism walks readers through the technical skill, communicative expertise, and entrepreneurial acumen of Black women’s labor—born of survival strategies and economic necessity—both on- and offline. Digital Black Feminism positions Black women at the center of our discourse about the past, present, and future of technology, offering a through line from the writing of early twentieth-century Black women to the bloggers and social media mavens of the twenty-first century. The blogosphere provided Black feminist writers a unique space to draft principles for a new generation of Black feminist thought, while other online communities offer practical lessons on the praxis of digital Black feminism. Steele makes connections between the letters, news articles, and essays of Black feminist writers of the past and a digital archive of blog posts, tweets, and Instagram stories of some of the most well-known Black feminist writers of our time. This chapter describes how courts and lawmakers struggle with concepts of tangibility and intangibility as they apply the first sale or exhaustion doctrine to new technological environments. The difficulty of applying the exhaustion or first sale doctrine to digital works relates in great part to the difficulties of adapting traditional concepts of personal property, goods, services, sales, and licences to copies of copyright works and other information products, in an ever-changing technological environment (identified in Chapter 4). After looking at the main theoretical justifications of the first sale or exhaustion doctrine, and concluding that the property theory is the most plausible explanation of the first sale doctrine, the chapter questions the extent to which the doctrine of exhaustion or first sale will remain relevant as users increasingly experience copyright works through services and decreasingly through individualized copies.

Digital breast tomosynthesis (DBT) is a relatively new X-ray technique that allows quasi–three-dimensional imaging of the breast to overcome limitations of conventional 2-D digital mammography (DM). Several early screening studies have shown that DBT reduces the number of false-positive recalls while simultaneously improving the cancer detection rate. Cost-effectiveness studies have shown that incorporating DBT in screening has the potential to save health care dollars due to lower recall rates as well as reduced treatment costs resulting from the earlier detection of breast cancer. In the diagnostic setting, DBT imaging may allow a more efficient work-up of breast lesions due to improved lesion conspicuity and the ability to better localize lesions within the breast.
