Анотація:

Different approaches exist to notions of e-government and e-democracy in scientific literature. Analyzing these approaches, it can be concluded that e-government is created by the initiative of “upper” level of hierarchy for the purpose of services to government interests. E-democracy starts to be formed from “lower” level of hierarchy while it reflects the interests of citizens in the first instance. In paper explores the views on the transformation of public administration and the formation of e-democracy. The perspectives and local initiatives in Azerbaijan on direction of development of e-democracy mechanisms are specified.

Анотація:

This exploratory study was focused on mental health, broadly defined, as part of a larger community assessment research project. The primary goals of this study were to determine how a mental health initiative impacted the perceived care provided by the mental health-serving organizations and also to identify promising practices of grantees. Because the goal of this study was illumination and understanding, as opposed to prediction or causal determination, the data collected were qualitative, coming from open-ended questions and archival data obtained from the agencies. Organizations reported many strengths and successes, such as improved client outcomes, partnerships and collaboration among agencies and community members, as well as having a committed board, staff, administrators, and volunteers. Challenges for organizations included measuring outcomes, securing adequate staffing levels, and securing adequate funding. Overall, mental health-serving organizations reported positive changes in the community, but could benefit from longer granting periods, capacity building activities, improved client access to services, greater community awareness and reduced stigma associated with mental illness

Анотація:

This study investigated teachers' perceptions of change as it relates the implementing student-led, project-based instruction. Fullan's theory of change implementation was the theoretical framework used to examine what influenced the teachers' willingness to change. The four specific areas of investigation were teachers' perceptions about (a) the need for adding student-led, project-based learning, (b) the clarity of the teachers' knowledge about teaching using student-led, project-based learning, (c) the teachers' preparedness to undertake the complexity of student-led, project-based instruction, and (d) the quality and practicality of current implementation and expansion of practices. The data was collected from interviews with teachers in traditional and project-based classroom environments, informal classroom observations, and a collection of teacher and student related artifacts. The data revealed three themes that impacted their perspective: the different teachers groups perception as to the need for PBL, a clear understanding of what PBL is, the complexity of implementation and the quality and practicality of implementation within the classroom environment. From the findings, I suggest for successful implementation of PBL or other innovative pedagogical methodologies, policymakers need to develop assessments and assessment policies that move away from assessing only discreet content knowledge. Secondly, schools need well-trained experts in the pedagogical methodology being implemented, through pre-service teacher training and/or ongoing professional development. Third, the implementing school or organization should develop a collective, shared definition and vision for the implementation. Finally, teachers, student, and parents should be provided a choice of instructional methodologies as a pathway toward high school graduation.

Анотація:

Encouraged by technology advocates outside of schools, high schools throughout the country are introducing technology initiatives, such as providing students with laptops with 24-hour access to computers and the internet, without considering how the technology will affect the school personnel and the students. Little empirical research explains this phenomenon, yet schools continue to adopt these initiatives. Through the theoretical framework of Organizational Sensemaking, the researcher explored the context in which he worked to determine how participant groups in a comprehensive diocesan Catholic high school made sense of the introduction of a one-to-one laptop pilot. This embedded case study spanned three semesters from the fall of 2005 through the fall of 2006. Data collection involved activities with four participant groups: “laptop insiders” consisting of the first year pilot students and their teachers, laptop “outsider/insiders” consisting of students and teachers who joined the initiative after the first year, and “laptop outsiders” consisting of the high school’s department chairs, and the researcher/leader of the pilot. Data collection activities included: focus groups, open-ended electronic surveys, the Right and Left Hand Column Case Method, a document review of emails and student reflections, and a review of the researcher’s activity and reflexive journals. Detailed findings from the study are organized by participant group and reflect the how each group experienced their involvement with the pilot. Conclusions drawn from this study’s findings provide insights into how participants made sense, or did not make sense, of the laptop initiative that disrupted the school and challenged traditional school structures. Findings revealed four main incongruous observations of divergent sensemaking between laptop teachers and department chairs: different perceptions of teaching and learning, different understandings of the role that technology plays, or can play, in the classroom, different understandings about who should control information in the classroom, and different understandings about the Catholic school mission. Additionally, findings and conclusions describe how participants made sense of the initiative as they constructed narratives of the future to understand the present and how pilot participants constructed identities for themselves and for others in an effort to make sense of their involvement. Findings and conclusions also explore the difficulties of conducting research in the researcher’s own context. Implications for theory and practice include encouraging time for reflective dialogue, transitioning between years in the pilot, and leading sensemaking processes when introducing initiatives that challenge school structures. Implications also include recommendations for the school within which this study was conducted.

Анотація:

This paper analyzes two policies published by the Canadian Government, the Electronic Travel Visa and the Interactive Advance Passenger Information. These policies were initiated to close an integrity gap and to fight security issues resulting from globalization. These two documents are problematized by using Carol Bacchi’s analytical framework, What’s the Problem Represented to be, to dissect the underlying problem representations, the historical developments and the effects of these policies on migrants and travellers. Globalization, securitization and externalization in connection to Critical Border Studies are used for theoretical development. The results show that these policies have altered Canadian border management by pushing screening processes outside of physical sovereign boundaries and traps migrants in a web of offshore policing and securitization.

The Ministry of Human Resource Development (MHRD) has set-up a â Consortia-based Subscription to Electronic Resources for Technical Education System in Indiaâ on the recommendations made by the Expert Group appointed by the ministry. The consortium is named as the Indian National Digital Library in Science and Technology (INDEST) Consortium. The INDEST Consortium has commenced its operation since Dec., 2002 through its headquarters at the IIT Delhi. The Consortium subscribes to full-text electronic resources and bibliographic databases for 38 leading engineering and technological institutions in India including IITs (7), IISc (1), NITs / RECs (17), IIMs (6) and a few other institutions directly funded by the Ministry of Human Resource Development (MHRD). While the expenditure on electronic resources proposed for subscription under the consortium for these 38 institutions are being met from the funds made available by the MHRD, the consortium being an open-ended proposition, welcomes all other institutions to join it on their own for sharing benefits it offers in terms of highly discounted subscription rates and better terms of agreement with the publishers. Moreover, beneficiary institutions may also subscribe to additional electronic resources through the consortium that are not being funded by the MHRD. This article introduces the INDEST Consortium, its activities and services.

In May 2004, the delegates of the Library Commission of the CRuI had already identified the issue of electronic publishing as one of the strategic aspects to be addressed and explored with the utmost attention. The setting up of the working group on Electronic Publishing, co-ordinated by the University of Florence, formalised this interest, stimulating the analysis of the state of the art in this field in Italy, the opportunities which it offered to the academic world and the definition of possible lines of development. The "Recommendations" comprised in this publication are addressed to the delegates of the Chancellors of the Italian universities and their collaborators, and intended to provide information and suggestions for the development of electronic publishing initiatives. They are consequently designed not only as a tool for help and guidance for those who are already moving in the direction of a University publishing initiative, but also as an invitation to reflect on the importance that electronic publishing is acquiring for the teaching and scientific activities of the future.

Population growth, increasing prosperity and changing consumer habits globally are increasing demand for consumer electronics. Further to this, rapid changes in technology, falling prices, increased affordability and consumer appetite for new products have exacerbated e-waste management challenges and seen millions of tons of electronic devices become obsolete. This rapid literature review collates evidence from academic, policy focussed and grey literature on e-waste value chains. The report should be read I conjunction with an earlier report on e-waste management. E-waste is any electrical or electronic equipment, including all components, subassemblies and consumables, which are part of the equipment at the time the equipment becomes waste. When e-waste is collected and treated formally, it normally includes the following steps: Collection, Sorting and disassembly, Size reduction, Separation. The following five pillars of a sustainable e-waste management system have been identified: • Business and finance • Policy and regulation • Technology and skills • Monitoring and control • Marketing and awareness As such, to support the development of a responsible e-waste value chain, the following elements must be addressed. • Understanding how e-waste is currently managed • There is no one-size-fits all solution to building a robust e-waste management system based on extended producer responsibility. • An e-waste system built without a participatory approach is likely to be hampered by a series of issues. • An overarching policy is necessary • The choices made for the sector should be founded on two crucial elements – data from on the ground, and inputs from stakeholders. • Enforcement is incumbent on the government mandate The push towards a circular economy has provided stakeholders across the value chain with an impetus to initiate systemic improvements and invest in infrastructure and awareness raising.

Review question / Objective: To assess the possible cause of events, the incidence of grade 3 hyperglycemia after treating Sofosbuvir/Velpatasvir/Voxilaprevir in HCV infections. Condition being studied: Sofosbuvir, velpatasvir, and voxilaprevir (SOF/VEL/VOX) is an effective, safe rescue therapy regimen for patients have previously been treated failure. Initiating Direct-Acting Antiviral (DAA) treatment for HCV infection with diabetes have experienced hypoglycemia, it could improve insulin resistance due to clean HCV. However, some studies shown that SOF/VEL/VOX has Grade 3 hyperglycemia adverse events. This finding contradicts that other DAAs studies. Information sources: Conducting a comprehensive literature search on the pubmed, Cochrane, clinicalkey, Embase, and MEDLINE electronic databases.

Objectives. The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) aims to safeguard the health of low-income, nutritionally at-risk pregnant and postpartum women and children less than 5 years old. This systematic review evaluates whether participation in WIC is associated with nutrition and health outcomes for women, infants, and children, and whether the associations vary by duration of participation or across subgroups. Because of major revisions to the WIC food package in 2009, we prioritized studies published since 2009 and included studies comparing outcomes before and after the 2009 food package change. Data sources. Using electronic publication databases, we conducted a literature search from January 2009 to September 2021 and a targeted search for selected outcomes from January 2000 to September 2021. Review methods. Paired team members independently screened search results, serially abstracted data, assessed risk of bias, and graded strength of evidence (SOE) using standard methods for observational studies. Results. We included 82 quantitative observational studies and 16 qualitative studies, with 49 studies comparing outcomes of WIC participants with WIC-eligible non-participants. WIC prenatal participation was associated with lower risk of three outcomes: preterm delivery (moderate SOE), low birth weight (moderate SOE), and infant mortality (moderate SOE). Prenatal WIC participation was associated with better maternal diet quality (low SOE), lower risk of inadequate gestational weight gain (low SOE), lower alcohol use in pregnancy (low SOE), and no difference in smoking (low SOE). Maternal WIC participation was associated with increased child preventive care and immunizations (each low SOE), and higher cognitive scores for children (low SOE). Child WIC participation was associated with better diet quality (moderate SOE), and greater intakes of 100 percent fruit juice, whole grain cereals, and age-appropriate milk (moderate SOE). Household WIC participation was associated with greater purchasing of healthy food groups (moderate SOE). Maternal WIC participation was not associated with breastfeeding initiation (moderate SOE). The evidence was insufficient for other outcomes related to maternal health and child growth. The evidence generally was insufficient on how WIC participation affects outcomes across subgroups. Conclusions. Maternal WIC participation was associated with improved birth outcomes, lower infant mortality, and better child cognitive development. WIC participation was associated with purchasing healthier foods and with improved diets for pregnant women and children. More research is needed on maternal health outcomes; food security; child growth, development, and academic achievement; and effectiveness of WIC in all segments of the eligible population.
