Анотація:
Since 2000, a number of parliaments and governments have introduced electronic petitions systems (e-petitions). Compared to most other means of e-participation made available by public institutions, e-petitions have moved beyond the experimental stage and are characterized by a high level of institutionalization and procedural maturity. Hence, the field of e-petitioning is particularly promising if the relationship between public institutions and Internet-based participation channels is to be better understood. Based on empirical data generated in the research project "Public electronic petitions and civic involvement" conducted on behalf of the German Bundestag, the article undertakes an analysis of the e-petition systems of the Scottish Parliament, the Parliament of Queensland, the Bundestag and the Norwegian Municipalities in comparative perspective. Apart from presenting the systems’ main technical and procedural features and selected user statistics, the article attempts to explain the high attractiveness of e-petitions for parliaments and governments.

Анотація:
The study aims at exploring the degree of parliament’s follow-up to social media; to identify the degree of social media coverage of the topics needed by the MPs (Members of Parliament) in the Parliament of Jordan; to explain the degree of the impact of social media on the legislative and regulatory role of the MPs; and to measure the degree of the impact of social media on the interaction and communication of MPs with citizens. The study was carried out on the methodology of quantitative descriptive analysis. A questionnaire was developed as a major tool for collecting data. The researcher adopted the cluster (purposeful) sample consisting of (75) MPs who constitute (58%) of The total size of the study population. A statistical analysis program (SPSS) was used to analyze and process data. The study concluded that the topics needed by MPs in the Jordanian Parliament are covered highly by social media; the impact of social media on the legislative and oversight role of the MPs scored a moderate degree; and that the impact of social media toward the interaction and communication of MPs with citizens scored a high degree. In the light of the study`s results, it is recommended holding training workshops for members of the House of Representatives about how to deal with social media and electronic media, and to improve the communication and interaction with citizens.

Abstract As of autumn 2020, the Riigikogu is using a new verbatim records system. The system is called Hans and is based on speech recognition technology. The system records the proceedings in the Plenary Hall as sound files, and speech recognition writes them down. The new system embodies a complete workflow of information processing, starting with sound recording in the Plenary Hall and ending with its publication in text format on the home page of the Riigikogu. Another digital innovation is the possibility to hold the plenary sittings so that the members of the Riigikogu do not have to be physically present in the room where the sitting takes place, and they can participate with the help of electronic means.

Covid-19 pandemic has stressed more than any-time before the necessity for conducting election processes in an electronic manner, where voters can cast their votes remotely with complete security, privacy, and trust. The different voting schema in different countries makes it very difficult to utilize a one fits all system. This paper presents a blockchain based voting system (BBVS) applied to the Parliamentary elections system in the country of Jordan. The proposed system is a private and centralized blockchain implemented in a simulated environment. The proposed BBVS system implements a hierarchical voting process, where a voter casts votes at two levels, one for a group, and the second for distinct members within the group. This paper provides a novel blockchain based e-Voting system, which proves to be transparent and yet secure. This paper utilizes synthetic voter benchmarks to measure the performance, accuracy and integrity of the election process. This research introduced and implemented new algorithms and methods to maintain acceptable performance both at the time of creating the blockchain(s) for voters and candidates as well as at the time of casting votes by voters.

Belgium has been a federal state since 1993, divided into linguistic communities, regions and language regions. The cultural, religious, ethnic and linguistic differences of the inhabitants of Belgium led to the adoption of the federal structure of the state. The federal parliament consists of two chambers. The composition of the Senate reflects the diversity of Belgium. The ethnic and linguistic distinctiveness of the Belgians are also included in the electoral system of the federal parliament of Belgium. Worthy of note is the pioneering attitude of Belgium with regard to the introduction of mandatory voting throughout the country in 1893 and electronic voting in the early 1990s.

The article presents assumptions and results of studies carried out at the Poznań City Hall which consisted in a comparative process analysis of the current state (AS IS) of receiving traditional paper invoices and the postulated process (TO BE) of receiving structured electronic invoices.

On 16 April 2014, the European Parliament and the Council of the European Union adopted the Directive on electronic invoicing for public contracts (2014/55/EU) in order to establish electronic invoicing as the predominant method by 2020. The e-invoicing directive requires all contracting authorities to be able to receive and process electronic invoices (ABI L133/1). The European legislator defines e-bill as "an invoice issued, transmitted and received in a structured electronic format that enables its automatic and electronic processing" (ABI L133/7). This raises the question of (a) the status quo of electronic invoicing in Baden-Württemberg's municipalities, (b) their implementation barriers and drivers, and (c) the status quo in Baden- Württemberg compared to all other German states. This paper answers these questions and points out interesting aspects that raise new research questions.

ENGLISH ABSTRACT: Information and communication technology (ICT) has facilitated the implementation of e-parliament to ensure representivity, transparency, accessibility, accountability and effectiveness of parliaments. However, the shift from e-parliament to e-democracy may require parliaments to focus not only on efficiencies but also on improving the quality of interaction leading to changes in behaviour that support democracy. The study explores the current set-up in respect of the implementation of e-parliament globally, the initiatives that are being made and the challenges being experienced. It does this by examining literature regarding the latest developments in e-parliament and recent surveys on emerging utility trends. Consideration is given to particular initiatives in the African context, such as the Bungeni information management system. These are aimed at facilitating the push towards democracy that is assisted by ICT (e-democracy). A comparative analysis focusing on policies, technology, practices and organisational culture in the implementation of e-parliament, as a transitional stage towards edemocracy, is made with respect to the parliaments or chambers of the Czech Republic, India, Kenya and South Africa. The outcome of this analysis has important lessons for the use of ICT to support democracy, particularly for South Africa. It also generates a number of issues, for example the importance of knowledge management and organisational design for improving the parliament-citizen interface, which require consideration by parliaments in general. A seamless platform for facilitating engagement between parliament and the majority of citizens is designed through the adaptation of the e-business model. The platform integrates ICT infrastructure, processes and human resource in a knowledge management environment.
AFRIKAANSE OPSOMMING: Inligting en kommunikasie het die implementering van e-parlement gefasiliteer met die doel om verteenwoordigendheid, deursigtigheid, toeganklikheid en doeltreffendheid van die parlement te verseker. Die skuif van e-parlement na e-demokrasie kan parlement noodsaak om te fokus, nie net op doeltreffenheid nie, maar ook om die kwaliteit van interaksie te verbeter, wat weer sal lei tot gedragsverandering wat demokrasie ondersteun. Die studie verken die huidige toestand met betrekking tot die implementering van eparlement op `n internasionale skaal, die inisiatiewe wat onderneem word, en die uitdagings wat ervaar word. Literatuur wat die nuutste verwikkelinge saamvat, word ondersoek, asook onlangse opname aangaande opkomende gebruiks tendens. Dit is veral inisiatiewe in Afrika wat ondersoek word, soos byvoorbeeld die Bungeni Inligting bestuurstelsel. Dit word gedoen om die proses van demokrasie te fasiliteer wat weer deur Inligting en Kommunikasie tegnologie ondersteun word. `n Vergelykende analise wat fokus op beleid, tegnologie, praktyke en organisasie kultuur binne e-parlement, en die oorgangfase van e-demokrasie word gedoen oor die parlemente van die Tjeggiese Republiek, Indië, Kenia en Suid-Afrika. Since the emergence of the Internet, scholars have had mixed opinions regarding its role in influencing levels of political participation. Two frameworks, the mobilization and the reinforcement theses, were created from these opposing views. The introduction of social networking websites (such as Facebook) offers new platforms with which to test these opposing theories on. This study investigates the Facebook group ―Canadian‘s against Proroguing Parliament,‖ to determine: 1) what the members' motivations were for participating in the group, 2) whether the group attracted formerly marginalized voices to participate on the group, or simply reinforced those who were already active in the political process, and 3) whether the participation of members on the group translated into offline or real world political participation. The findings suggest that the group‘s members had a variety of reasons for joining the group. As well, the findings suggest that the group both mobilized reinforced its participants. Finally, the data indicates that in some instances, the group‘s members translated their online participation into real world political activity.

Collection development plays a significant role in the successful achievement of the library’s purpose. The reason for the existence of the library is to meet the information needs of the community it serves. To determine if the PIC is responsive to the information needs of parliamentary researchers, the study used a mixed method of data collection. A survey method in the form of a questionnaire was used to collect quantitative data from parliamentary researchers. Other researchers at Parliament, for example researchers employed by political parties are not part of this study. Qualitative data was collected through interviews with a selection of librarians involved in the PIC collection development process and an evaluation of the Collection Development Policy of the PIC. Four librarians from the PIC were interviewed, and the PIC Collection Development Policy was analysed to triangulate data collected from the questionnaire and interviews. The information needs of parliamentary researchers are triggered by the information needs of parliamentarians, and therefore it is significant that the PIC provide a collection that responds to the information needs of researchers so they can provide relevant information to parliamentarians. The findings indicate that the responsiveness of the library material varies according to the needs of the researchers. The PIC will benefit from a proactive involvement of parliamentary researchers in the collection development process. Customised orientation, proper needs analysis and collection evaluation will improve usage of the library resources and responsiveness of the library material to the clients.

Cette thèse pose la question de la transformation d'une institution politique d'État, l'Assemblée nationale française, du fait de l’apparition des technologies de communication électriques et numériques depuis la fin du XIXe siècle. Elle prend pour hypothèse que l’évolution des moyens de communiquer pourrait avoir engendré une évolution des modalités d’existence des États modernes. Elle s’inscrit en cela dans une anthropologie politique et technique dont le projet est de décrire le changement de l’ordre social.Afin de vérifier cette assertion, une enquête ethnographique a été entreprise au Palais Bourbon à Paris, avec pour objet d’étudier l’infrastructure parlementaire. Un travail aux archives de l’administration de l’Assemblée a été menée en parallèle, afin de conférer une profondeur historique aux observations réalisées in situ. Dans une telle approche, les élus de l’Assemblée ne sont pas considérés comme les seuls protagonistes du monde parlementaire, mais seulement comme une catégorie spécifique d’individus qui le constitue. Ce travail s’intéresse en effet à l'ensemble des réseaux de coopérations qui permettent au pouvoir législatif de concrétiser l’idéal d’une souveraineté nationale.Du fait de la spécificité du corpus de données, cinq études de cas ont été réalisées, qui sont autant de chapitres de ce manuscrit. Le premier s’attache à dépeindre la fragmentation de l’espace parlementaire que permettent les technologies de contrôle d’accès. Le second détaille la manière dont les outils de travail collaboratif permettent d’envisager autrement l’activité de représentation parlementaire. Le troisième présente la réorganisation de l’administration parlementaire à la suite de la création du service des systèmes d’information. Le quatrième s’attarde sur les enjeux médiatiques qui s’articulent aujourd’hui autour de la machine de vote électronique de l’hémicycle. Le cinquième expose la stratégie médiatique déployée par l’Assemblée pour lutter contre l’antiparlementarisme.Finalement, s’il est clair que l’Assemblée d’aujourd’hui ne ressemble plus à l’Assemblée d’autrefois, il est tout aussi net que l’ensemble des évolutions de son infrastructure de communication a eu pour visée de préserver un certain nombre de principes considérés comme fondateurs de l’ordre parlementaire. De ce point de vue, l’Assemblée s’est tout autant transformée qu’elle est restée immuable, ce qui invite à interroger l'idée même du changement de l'ordre social. This thesis raises the question of the transformation of a state political institution, the French National Assembly, due to the emergence of electrical and digital communication technologies from the end of the 19th century. It suggests that the evolution of the means of communication may have led to the evolution in the way of life of modern States. In this respect, it is part of a political and technical anthropology whose purpose is to describe the change in the social order.In order to verify this proposition, an ethnographic survey was undertaken at the Palais Bourbon in Paris, with the aim of studying parliamentary infrastructure. Work in the archives of the Assembly's administration was carried out in parallel, in order to give historical depth to the observations made in situ. In such an approach, the elected representatives of the Assembly are not considered as the only protagonists of the parliamentary world, but simply a specific category of individuals who constitute it. This task focuses on all the networks of cooperation that enable the legislative power to give concrete expression to the ideal of national sovereignty.Due to the specificity of the data set, five case studies have been carried out, which correspond to chapters of this manuscript. The first depicts the fragmentation of parliamentary space that access control technologies allow. The second chapter details how collaborative work tools can be used to rethink the activity of parliamentary representation. The third presents the reorganization of the parliamentary administration following the creation of the information systems department. The fourth focuses on the media issues that currently revolve around the electronic voting machine in the Chamber. The fifth outlines the Assembly's media strategy to combat anti-parliamentarianism.Finally, while it is clear that today's Assembly no longer resembles the Assembly of yesteryear, it is just as clear that all the developments in its communication infrastructure have been aimed at preserving a number of principles considered to be fundamental to the parliamentary order. From this point of view, the Assembly has been transformed as much as it has remained immutable, which raises questions about the very idea of changing the social order. In this way, this thesis aims to propose both elements for contributing to the reflection on the challenges of the "digital revolution", as well as those of the future of representative democracy within the framework of the nation-state

EN : The development of information and communication technologies has led to a number of ideas for their implementation in political life to increase the efficiency of the state, increase and the participation of citizens in the socio-political sector, ensure the necessary level of communication between state and civil sectors. The ideas of implementing the tools of democracy in electronic form, in electronic, in fact virtual, interaction were embodied in the concepts of e-democracy, e-government, e-parliament. In the context of state-building, e-democracy is a promising alternative to its outdated forms, modern means, and mechanism, which, as the experience of some countries shows, can promote the country's development, become one of the effective tools for state renewal in terms of modern challenges and urgent needs.

Анотація:
The chapter makes a critical exploration of the Zimbabwean divergent parliamentary debates held after the ‘controversial' March 2008 election and June 2008 run-off. Considering the impact of the deliberations in the parliament, not much discourse- linguistic research occurs on Zimbabwean and African parliamentary discourse yet research on language use in the context of the European, Asian and American parliaments is enormous. It is the focus of this chapter to examine the nature of strategic manoeuvering realized in Zimbabwean divergent parliamentary debates. Strategic manoeuvering is evident in divergent debates as interlocutors advance their positions in an effort to resolve a difference of opinion. The researchers argue that participants in divergent debates employ valid and fallacious strategic moves in an effort to clear the difference of opinion and have the debate resolved in their favor.

Анотація:
Mongolia introduced a new electronic voting system for the first time for the 2012 parliamentary election. E-voting empowers citizens by making voting simpler and providing better opportunities for certain groups of citizens to participate in the election process. The electoral reform was one of the major steps the parliament carried out in order to restore public trust lost in the violent protests against the 2008 parliamentary election results. A free, transparent, and fair electoral system was important to correct the fraud in the old election system. This chapter examines the effectiveness of the mixed system of election, the electronic voting system, the constitutionality of the electoral systems, and other changes to the electoral system in Mongolia.

For the extent that the privileges could be justified, the principles of reasonable inequalities developed by John Rawls will be used.

EU policies for digital inclusion outline strategies and action plans based around the implementation of a digitally inclusive society in its member countries. The governing principles of these policies are based on the concept of a knowledge society for everyone, with no place for digital divides that might threaten cohesion and prosperity in Europe and, as such, these policies must encourage greater use of the Internet, increase broadband coverage, promote digital literacy and uphold the Web Content Accessibility Guidelines. In 2010, the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Regions Committee, publishes the Digital Agenda for Europe, (2010). A key document that outlines the European policy for ICTs and establishes the priorities of the EU in this area until 2020. The purpose of the Agenda is to outline a space that allows maximization of the economic and social potential of ICTs and specifically Internet as an essential support of society.

When Serbian Prime Minister Aleksandar Vučić was attacked on the 11th of July 2015 in Srebrenica on the day of the commemoration and burial of the victims of the genocide committed in that town in 1995, he characterized it as an assassination attempt. Furthermore, he stated that “hand of peace” that he was offering was rejected once more from the “Bosnian” side. Of course, he didn't mention that he, in the previous six months, together with Serbia's ally, Russia, advocated that the UN Security Council rejects the resolution that would call all sides to accept the final decisions of the ICTY and draw necessary lessons in regard of commemoration of the 20 years from the Srebrenica Genocide. He didn't mention that he is, along with the leaders of Serbian people in Bosnia and Herzegovina, among those negating the Srebrenica Genocide (sarcastically calling it “grave crime”). He also did not mention his inflammatory rhetoric in the Parliament of Serbia in 1995 when during the events in Srebrenica he said “If you kill one Serb, we will kill 100 Muslims.”

Abstract The Directive 2002/95/EC (referred as ROHS) of the European Parliament and of the Council restricts the use of certain hazardous substances in electrical and electronic equipment. This article reports on a fast and inexpensive methodology for rapidly screening entire electronic assemblies that acts as a high-level screen for obvious ROHS violations. Using this methodology, this lab has been able to check entire product lines for basic ROHS compliance and has identified many cases where vendors needed to be informed of ROHS violations before a product could be certified as ROHS compliant. Four tests are employed. Each of them is described, along with the basic theory behind the test: pre-screening with x-ray fluorescence spectroscopy and electron dispersion spectroscopy; detection and identification of polybrominated biphenyl ethers using gas chromatography - mass spectrometry; and chromium 6 colorimetric testing based on diphenylcarbazide.

In the areas of electronic identification and electronic trust services, the Regulation No. 910/2014 of the European Parliament and of the Council on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC (eIDAS) creates uniform regulations for electronic signatures, seals, time stamps, registered mail and website certificates in the European single market. All developments that affect the security of signature procedures have an impact. In this study, we consider the candidates for quantum computer-resistant asymmetric cryptographic (PQC) methods currently under investigation in international research and standardization and evaluate their suitability for PKI systems with a focus on long-term preservation of evidential value, as is the case in particular with eIDAS-compliant signature solutions. Based on an evaluation system proposed by us - an adaptation of the system from [2] - we compare the application requirements with the properties of the candidates and recommend suitable methods.

Анотація:
In this paper we analyze the changes of the EU’s investment policy provoked by the mixed trade agreements. The EU’s investment policy has turned towards attaining bilateral trade agreements. One of these “new-generation” agreements is the Comprehensive Economic and Trade Agreement (CETA). It is in a process of being ratified by the national parliaments of the EU members. This study is focused on the general characteristics of CETA and the eventual problems posed by its regulatory and wide-ranging nature. We prove that the significance of this agreement pertains not only to the economic influence, that it will have on the European and Canadian economies, but CETA is also the first trade agreement to have been negotiated with a focus on investment protection and a change in the EU’s investment policy. The current study reveals the influence arising from the conclusion of CETA on the Bulgarian economy with an emphasis on electronic industry, machinery industry and manufacturing. We estimate both – the direct and indirect effects on Bulgaria’s exports, imports, value added and employment. In order to estimate the influence, we apply the multi-regional input-output model. It is proved that CETA will have a low but positive impact on the Bulgarian economy. After constructing different scenarios of development, we prove that the influence of CETA on the Bulgarian economy will amount to 0.010% GDP. The average total employment will be increased by more than 172 jobs in Bulgaria, which in turn, relative to the labor market, represents less than 0.01% of the total employment.
