Purpose – The purpose of this paper is to assess the decision-making process of multi-role emergency response volunteers and their preferences for which agency they would choose to volunteer for in an emergency, utilizing the New South Wales Rural Fire Service as an example. Design/methodology/approach – Large-scale online survey data collection method, which enabled in depth analysis of responses. Findings – There are a large number of individuals who hold multiple volunteer roles and their decisions as to which service they would prefer to volunteer for is influenced by many complex factors. Research limitations/implications – Research in this topic is rare and future research should be undertaken on a wider scale involving both quantitative and qualitative methods. Practical implications – Findings will help policy makers and those responsible for providing emergency services with an understanding of the decision-making process of volunteers. Social implications – The results may help to promote understanding of a volunteers social preferences when engaged in work for emergency services. Originality/value – This is an area that has had little research undertaken in and is therefore quite an original piece of work that will have resonance for emergency services across the globe.

The article considers legal and regulatory of the Russian Federation framework issues of first aid treatment in an emergency. The authors provide insight into the basic normative documents that determine the powers of personnel admitted to the emergency zone including military and State Fire-Fighting Service personnel, members of accident rescue units and services. As a result of the analysis of regulatory documents, the authors come to the conclusion that it is necessary to bring the existing regulatory framework in line with a single standard, legislatively expand the range of authority of the relevant personnel in providing emergency care, and to prepare training programs for personnel in emergency situations.

Genome Therapeutics Corp. has implemented a unique maintenance approach for their GenomeVision™ Services 24-by-7 high-throughput Sequencing platform that ensures optimal performance and minimum downtime. A network-enabled software program automatically coordinates and tracks all maintenance tasks, and notifies responsible personnel by e-mail of their upcoming maintenance responsibilities. Production personnel perform all internal scheduled instrumentation maintenance, equipment vendors perform purchased service contracts, and a small in-house group responds to emergency situations. Personnel log completed maintenance tasks and request emergency service by means of a network-based interface that results in rapid response of appropriate in-house personnel or outside service organizations. The proprietary software program tracks all maintenance activities for each instrument, enabling upgrades to routine maintenance procedures, identification of opportunities for sequencing platform improvements, and more effective instrumentation purchasing decisions.

Ambulance services are changing, and the SARS-CoV-2 pandemic has been a major challenge in the past three years. Job satisfaction and work engagement are important characteristics for a healthy organization and success in one’s profession. The purpose of the current systematic review was to evaluate the predictors of job satisfaction and work engagement in prehospital emergency medical service personnel. Electronic databases, such as PubMed, Ovid Medline, Cochrane Library, Scopus, Web of Science, PsycINFO, PSYNDEX, and Embase, were utilized in this review. Predictors (ß coefficient, odds ratio, rho) of higher job satisfaction and work engagement were examined. Only prehospital emergency medical service personnel were considered. The review included 10 studies worldwide with 8358 prehospital emergency medical service personnel (24.9% female). The main predictor for job satisfaction was supervisors’ support. Other predictors were younger or middle age and work experience. Emotional exhaustion and depersonalization, as burnout dimensions, were negative predictors for higher job satisfaction or work engagement. Quality demands for health care systems are a significant challenge for future emergency medical services. The psychological and physical strengthening of employees is necessary and includes constant supervision of managers or facilitators.

AbstractHypothesis:To determine the type and frequency of immediate unsolicited feedback received by emergency medical service (EMS) providers from patients or their family members and emergency department (ED) personnel.Methods:Prospective, observational study of 69 emergency medical services providers in an urban emergency medical service system and 12 metropolitan emergency departments. Feedback was rated by two medical student observers using a prospectively devised original scale.Results:In 295 encounters with patients or family, feedback was rated as follows: 1) none in 224 (76%); 2) positive in 51 (17%); 3) negative in 19 (6%); and 4) mixed in one (<1%). Feedback from 254 encounters with emergency department personnel was rated as: 1) none in 185 (73%); 2) positive in 46 (18%); 3) negative in 21 (8%); and 4) mixed in 2 (1%). Patients who had consumed alcohol were more likely to give negative feedback than were patients who had not consumed alcohol. Feedback from emergency department personnel occurred more often when the emergency medical service provider considered the patient to be critically ill.Conclusion:The two groups provided feedback to emergency medical service providers in approximately one quarter of the calls. When feedback was provided, it was positive more than twice as often as it was negative. Emergency physicians should give regular and constructive feedback to emergency medical services providers more often than currently is the case.

Understanding and assessing the needs of Emergency Medical Service (EMS) personnel and other first responders is crucial for providing these individuals with the resources needed within their community. The literature discusses how EMS personnel are at risk for psychological impairment due to routine exposure to traumatic events and occupational stressors within EMS organizations. Additionally, the research has supported the importance of positive coping abilities, organizational belongingness, and social support within the lives of EMS personnel to enable them to resiliently handle the occupational stress of their job. This study investigated the occupational needs of EMS providers to determine if they are receiving resources within their organization to cope with occupational stressors. Participants for this study comprised (n=153) paramedics and fire-fighters from the Tidewater EMS Council organization. A needs assessment was conducted to explore correlations between quality of life, resiliency, years of service, level of education, burnout, secondary traumatic stress, interpersonal support, positive and negative religious coping, and the occupational needs of EMS personnel. The results revealed that burnout (r=4.27**) and secondary traumatic stress (r.215*) were important factors for determining occupational turnover among EMS personnel. Furthermore, EMS providers reported occupational needs such as easier access to mental health, improved staff relations, adequate staffing, and improved shift hours are needed within their organization. Future research should explore differences in occupational needs with EMS providers among EMS organizations in metropolitan and rural communities. ENGLISH ABSTRACT: Judgement of risk for negative events in certain situations was investigated in a group of emergency medical service (EMS) personnel with a diagnosis of posttraumatic stress disorder (PTSD; n = 27) and a group without PTSD (n = 74). Participants completed the PTSD Symptom Scale: Self-Report version (Faa, Riggs, Dancu, & Rothbaum, 1993), an EMS work experiences questionnaire, the Beck Depression Inventory (Beck, Rush, Shaw, & Emery, 1979), and an event probability questionnaire designed to assess judgement of risk. Participants with PTSD overestimated amount of risk involved in comparison to participants without PTSD, thereby demonstrating a judgement bias for risk related events. The present study found that the judgement bias in PTSD participants extended to include not just external harm related events but also general negative events (without potential threatening/harmful consequences), negative social events, and negative workrelated events. Of the posttraumatic symptomatology assessed, avoidance symptomatology was found to be the best predictor of judgement bias. The results of the present study are discussed in terms of the cognitive clinical psychology theories of PTSD, which predict the manifestation of judgement bias in PTSD, and cognitive experimental psychology explanations of the effect of negative emotional states on judgement processes.

The topic of the study was burnout amongst volunteer emergency service personnel in a Northeastern state. An understanding of the role burnout plays in emergency service professionals exists in the literature; however, the current research expanded the understanding by focusing on volunteers. Years of experience and resilience were studied to determine if a relationship exists with burnout. Data analysis consisted of multiple regression analyses conducted for each subscale of the Maslach Burnout Inventory – Human Services Survey (emotional exhaustion, depersonalization, and personal achievement) (Maslach, Jackson & Leiter, 1996). Results concluded that resilience, as measured by the Resilience Scale (Wagnild & Young, 1993), was found to be statistically significant in its ability to predict emotional exhaustion and personal achievement, at the p < .05 significance level. Resilience significantly predicted emotional exhaustion subscale scores of the Maslach Burnout Inventory – Human Services Survey, β= -.25, t(82) = -4.36, p < .001. Resilience and length of service when considered together also explained a significant proportion of variance in emotional exhaustion scores R2 = .92, F(2,82) = 9.65, p < .001. Resilience significantly predicted the personal accomplishment subscale, β = .21, t(82) = 5.19 p < .001. Resilience and length of service when considered together also explained a significant portion of the variance in personal exhaustion scores, R2 = .25, F(2,82) = 13.91, p < .001. Results concluded that resilience was not a statistically significant predictor of the depersonalization subscale; β = - .07, t(82) = -1.72, p = .090. Length of service was not considered to be a statistically significant predictor for the subscales (emotional exhaustion, depersonalization, and personal achievement) at the .05 alpha level. Resilience and length of service when considered together did not explain a significant portion of the variance in depersonalization scores; R2 = .04, F(2, 82) =1.90, p=.157. The regression analysis demonstrated that there was a low correlation between predictor variables of resilience, as measured by The Resilience Scale and length of service, r = .123. A stepwise regression analysis was also conducted and confirmed that the predictor variable of resilience held a greater control over the outcome variables in each regression analysis with a significant outcome. Study implications centered around a recognition that volunteer emergency service personnel can be affected by the work they perform in many similar ways as their paid counterparts. Further research is recommended to increase understanding of the relationship that other demographics and factors may play in the depletion of resilience and development of burnout in related professionals.

It is the contention of the thesis that the experience of work-related trauma in emergency service personnel (i.e., Ambulance Officers) has the potential to act as a catalyst for significant positive changes (posttraumatic growth [PTG]). The research provides insight into a number of areas including socio-structural, personality, and coping variables, that are apparently related to these perceptions of PTG. A series of four studies, utilising a mixed-method design, investigated the presence, correlates, predictors, and dimensions of posttraumatic growth, in samples of Queensland Ambulance Service (QAS) officers (N = 566). The first study examined the prevalence of positive and negative post-trauma outcomes in the QAS, the co-variation of these outcomes, and the extent to which positive changes can occur following the expe1ience of a work-related traumatic event. Results from both cross-sectional (n = 526 'seasoned' officers) and longitudinal (n = 23 'new recruits') data, demonstrated the presence of PTO in the officers as well as the co-existence of positive and negative post-trauma perceptions. Having established the presence and prevalence of PTG in the QAS, the second and third studies aimed to identify variables related to PTG. These studies used the sample of 'seasoned' officers in the examination of socio-structural, personality, and coping variables, and their relationship to PTG. In the second study, certain socio-structural variables were demonstrated to produce significant mean differences in levels of PTG (e.g., women reported higher levels of PTG than men). Further, significant positive relationships were found between PTG and higher levels of extraversion, openness to experience, agreeableness, conscientiousness, optimism, hope, self-efficacy, and coping resources. In the third study, factor analytic techniques were used to ascertain dimensions of coping and growth in the seasoned officer sample. Study three findings supported the multi-dimensional nature of coping and PTG and also demonstrated significant relationships between the four factors extracted from the Coping Responses in Rescue Workers Inventory (CRRWI), with all three of the Posttraumatic Growth Inventory (PTGI) factors present in this population. Additionally, the results provided evidence for significant relationships between vaiious personality dispositions and particular dimensions of coping, and between personality dispositions and the dimensions of PTG. The third study also included the development and testing of a model of PTG in the QAS. A second order factor analysis provided statistical support for coping and PTO to remain measurement constructs in the proposed model of growth. A series of regressions were conducted establishing that total coping levels mediated between personality dispositions and total PTO levels. Structural Equation Modelling (SEM) was then used to investigate the strength of relationships between variables and the hypothesised pathway from personality dispositions to PTO, mediated by levels of coping. Results supported a very good data fit. A multisample SEM was then conducted to test the data fit with two groups of QAS officers divided on the basis of their experiences of trauma. No differences were detected between groups, supporting the salience of relationships between personality dispositions, coping, and PTO. The fourth study in the series further explored coping in the QAS using matched pairs data (n = 80: 40 'new recruits and 40 'seasoned' officers) and the longitudinal data set (n = 23). The frequency with which 'seasoned' ambulance officers and 'new recruits' to the service use various coping resources, were found to differ between. However, following the first 18 months of service, the distinction between seasoned officers and new recruit frequency of use of coping resources, was no longer evident. The thesis results support previous research about PTO with direct survivors of a traumatic experience, and studies examining personality and coping variables in emergency service populations, that were conducted within a deprivation approach to trauma research. Results also support the theoretical frameworks that have proposed an indirect relationship between personality factors, through coping, to PTO. Contributions to knowledge and practical applications provide implications for education and training programs in emergency services.

This mixed methods study was designed to review the health of ambulance operational personnel and to better understand the complex relationship between the organisation of the work and the working and organisational environment in which the work is done. The study found that the physical and mental health of ambulance operational personnel is worse than the Australian population due to the interplay of long working hours, shift work and a perceived lack of support. Ambulance services need to take a lead role in designing health support approaches that may better protect the health and wellbeing of ambulance operational personnel.

AbstractThe use of technology to respond to the COVID-19 emergency is described. The sudden lockdown imposed by the government with just a four hours’ notice resulted in a paralysis of the healthcare system. World Health Partners (WHP) responded immediately to this crisis. WHP worked in partnership with the state governments of Bihar and Andhra Pradesh. The plan was that the state governments would provide the personnel and WHP would set-up a digitized system for providing health services to the people by using tele-medicine.A quick-to-access dashboard was created to give details in real-time of the number of doctors and assistants who were logged-in, the number of calls received and were attended to, prescriptions issued, and COVID-19 suspects identified. Doctors’ absenteeism proved to be a challenge in Bihar. Consequently, the full potential of the project could not be realized in Bihar. In Andhra Pradesh, however, the project was very successful. Despite receiving less number of calls, more consultations were provided through the tele-medicine project in Andhra Pradesh. The major reason for this success was the high level of political commitment by the state government which led to the availability of trained medical personnel for the project. The entire process of the project was successfully transitioned by WHP to the state government of Andhra Pradesh.

This paper describes a program that groups gas turbines from one or more sites for the purpose of efficient monitoring and performance evaluation. Cost-improved gas turbine and power plant operation is achieved by a new, unified-yet-flexible service approach which combines state-of-the-art microprocessor-based monitoring with routine and emergency evaluation by a core of highly skilled personnel many miles from the operating site. This unique approach delivers expertise which supplements the gas turbine owner’s in-house resources. It is based on a modular concept of condition health monitoring and performance evaluation, including scheduled as well as on-line services. Portable condition health monitoring equipment provides the capability for scheduled plant performance evaluation by service engineers without investment in additional equipment. On-line monitoring includes a PC-based software system and a computer link to the service engineer’s headquarters. Both scheduled and on-line monitoring services include trend evaluation, projected maintenance requirements, maintenance planning assistance and suggestions for performance enhancement.

The field operations team, maintenance personnel, contractors, vendors conduct their activities with proper PPE adhering to safe operating procedures. However, during emergency, there is always a challenge to track, reach out and respond to people within Emergency Planning Zone (EPZ) extending to 100's of Sq.Km. This paper highlights the challenges in Emergency Response process - release of H2S gas cloud and the solution by embracing the digital technologies during these "mission critical" operations A project had been taken on board to address the above-mentioned Emergency response challenges for real time tracking of all workforces including contractors within EPZ area and respond in a timely manner. Four key critical sour operating facilities with different complexities, infrastructure, and aging order had been considered. Company together with solution supplier had selected a cloud connected personal gas monitoring device with real time location tracking, voice over capability and multi gas sensors after thorough evaluation of sensor compatibility, Compliance to standards, Data security, Total Cost of Ownership and Deployment Staircase. Implementation had been mapped adhering the baseline stipulated in corporate Emergency Response Procedure including the mitigation controls Different valid observations are recorded from the team travelling to sour wells / Manifolds scattered at remote locations with distance ranging from 20 km to 80 km from the central processing Facility and field operating personnel working in High pressure, sour Gas Injection compressors with discharge pressure up to 450barg. The application has been scaled to cover the red zones as well yellow zones for tracking people in Central processing Facility. Flexibility in accessing the application from control room, Local Emergency Control Centre through office domain Network and the data visualization were proven to compliment the present emergency response capabilities. World-class ammonia and methanol plants typically produce more than 500,000 metric tons of ammonia or methanol per year. These plants utilize pressure vessels, piping, and tanks that operate over a wide range of temperatures and pressures. The materials of construction range from carbon steel to corrosion-resistant and heat-resistant alloys. Ensuring the safe and reliable operation of these facilities requires an effective asset integrity management program. This paper reviews the essential elements of an asset integrity management program and provides recommendations for judging the effectiveness of the program. The essential elements of an asset integrity management program include leadership, risk management, personnel and contractor competence, management of change, learning from events, emergency response, and implementation of quality assurance, maintenance, inspection, fitness-for-service assessment, repair, and replacement. Management commitment to the program is a key factor in leadership. Risk is managed by mitigating the consequences of an incident as well as minimizing its likelihood; a robust risk-based inspection (RBI) program is typically part of the risk management. In-service degradation mechanisms of the materials that are used in pressure vessels, piping, and tanks include corrosion, fatigue, creep, and metallurgical embrittlement. If defects are identified by inspection, fitness for service assessment is performed to determine what action is to be taken. Training and certification of personnel and contractors is required to make sure that this work is properly performed. Incidents and near misses that occur in the plant and in the industry need to be reviewed to identify areas for potential program improvements. Timely and appropriate emergency response can minimize the consequences of an incident.

It was well known that the radiation monitoring is an essential part of dealing with a nuclear accident safely. When a Nuclear-powered Vessel (NPV) was in the event of a nuclear accident at sea, the rescue vessels with different functions would rush to the scene of the accident to implement a rescue. In order to ensure the radiation safety of the emergency personnel aboard the rescue vessels, some kinds of radiation measuring devices should be installed and the ambient radiation levels should be measured. However, the occurrence of the nuclear accident at sea is few and unforeseeable, so the rescue vessels usually perform other ordinary works and are dispersed in different departments. Since that, the service efficiency of the fixed radiation measuring devices installed in the rescue vessels is low. What’s more, it is difficult keep all of them at a good condition. In order to resolve these contradictions, a new type of radiation monitoring system, which has been called as Area Radiation Monitoring System for the Nuclear Accident at Sea (ARMS), is proposed in this paper. With the application of Building Block Design, the ARMS becomes easy to be assembled and disassembled, so the centralized maintenance comes true. The ARMS has a more wide range of uses, not only for the nuclear accident emergency radiation monitoring at sea, but also for ordinary or emergency radiation monitoring for monitoring nuclear power plant and the Nuclear-powered Vessel harbor. The component and function of the monitoring system as well as its Data Transmission Networks are introduced in this paper.

Abstract The COVID-19 pandemic brought with it the potential risk for personnel abandonment of various oil and gas installations that was unprecedented in the industry. Uncertainties on how to implement and monitor these processes was a significant challenge. This pandemic scenario required that operators and regulators work together to reformulate their normal way of working to decrease the risk of virus exposure to personnel, while still ensuring critical elements were implemented for safe operations. Regulators were required to act quickly to implement and adjust regulations to meet the new demands for safe operations during the global pandemic. Through joint discussions with industry associations and an understanding of the situation, the Brazilian oil and gas industry regulator, ANP, was able to immediately implement tracking requirements and, within less than one month after formal declaration of a state of emergency, issued new regulations for the restart and operations of installations. These measures assisted in a better understanding of the COVID-19 situation onboard offshore installations and in disseminating learnings across Exploration and Production (E&P) industry. Operators across Brazil all implemented modified emergency response plans, new hazard identification measures and means to reduce the risks of these identified hazards in response to COVID-19. The ANP worked to oversee the manner in which these measures were conducted, while successfully assisting in reducing demands on offshore work during the pandemic by migrating to a fully-remote means of regulatory enforcement and auditing. Regulators and operators all worked across five key areas and within the joint efforts significantly mitigated the impacts which COVID-19 had on the industry in Brazil. These key areas were: Operational Safety Documentation, procedures within the regulations and management system to cope with the pandemic scenario; Tracking of COVID-19 cases and effective response measures/learnings across industry; Hazard Identification related to the operational conditions impacted by the COVID-19 crisis; Risk Assessment for the identified hazards because of the pandemic; and Emergency Response plans for response to the worst-case operational scenario during a pandemic. Although severe outbreaks did occur on several installations, causing temporary shutdowns, there have to date been no major operational accidents as a result of COVID-19 personnel evacuations or procedures. Additionally, the total oil and gas production levels for Brazil have been maintained or increased across the sector. These high-level performance indicators demonstrate that through the efforts of the ANP, operators, service providers and other regulators, the pandemic situation is being managed successfully while the industry also continues meet the necessary energy demands of the country. Although the global pandemic has been a sobering and dark period in history for all, there have been positive outcomes for the oil and gas exploration and production industry. The three most apparent positive outcomes are: Ability of regulators and operators to adapt together; A focus by all players on the safety of the workforce and environment;. Effectively operating under adverse conditions with reduced and essential workforce.

One of the challenges of transporting Natural Gas Liquids (NGL) is to ensure that the flow should be delivered with standards of safety, reliability, and efficiency while conducting repairs on the pipeline. This paper discusses the difficulties that had to be overcome to repair a damaged NGL pipeline by third parties performed in the Andean Mountains in Ayacucho, Perú, on NGL pipeline operated by Compañía Operadora de Gas del Amazonas (COGA). This pipeline and a parallel one also operated by (COGA) are the main source of supply of NGL and Natural Gas (NG) to the city of Lima, capital of Perú. To repair the Third-Party damage, an emergency committee COLE by its acronym in Spanish (Local Emergency Operative Committee) was formed with the purpose to coordinate the actions for the execution of the repair and meet the Quality, Safety, Social and Environment standards. The committee had an important tool, the Operational Contingency Plan, which provided guidelines for dealing with an emergency. The job required isolating a section of 14-inch NGL transportation pipeline and a bypass to keep the pipeline operational. The work had a tight schedule that needed to be followed to reduce the environmental, safety and service risks. The situation presented several challenges including the use of double barriers to safeguard personnel and facility equipment during the pipeline repair. This double block methodology had to be applied to meet environmental and safety concerns. The damage was located at 4,495 meters above sea level (masl). The strike caused an NGL leak resulting in the installation of an NGL containment and storage system. This location lacked the logistical facilities for the attention of a pipe repair operation, adverse conditions of cold climate, desolate land and other conditions that had to be overcome. This paper discusses how social, safety, environment and logistical challenges were overcome to repair a damaged caused by third parties in an NGL pipeline, which resulted in timely repair completion and uninterrupted flow of NGL.

Objectives. To summarize current evidence on exposures to infectious pathogens in the emergency medical services (EMS) and 911 workforce, and on practices for preventing, recognizing, and controlling occupationally acquired infectious diseases and related exposures in that workforce. Review methods. We obtained advice on how to answer four Guiding Questions by recruiting a panel of external experts on EMS clinicians, State-level EMS leadership, and programs relevant to EMS personnel, and by engaging representatives of professional societies in infectious diseases and emergency medicine. We searched PubMed®, Embase®, CINAHL®, and SCOPUS from January 2006 to March 2022 for relevant studies. We also searched for reports from State and Federal Government agencies or nongovernmental organizations interested in infection prevention and control in the EMS and 911 workforce. Results. Twenty-five observational studies reported on the epidemiology of infections in the EMS and 911 workforce. They did not report demographic differences except for a higher risk of hepatitis C in older workers and severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) in minorities. EMS clinicians certified/licensed in Advanced Life Support have a high risk for blood and fluid exposure, and EMS clinicians had a higher risk of hospitalization or death from SARS-CoV-2 than firefighters whose roles were not primarily related to medical care. Eleven observational studies reported on infection prevention and control practices (IPC), providing some evidence that hand hygiene, standard precautions, mandatory vaccine policies, and on-site vaccine clinics are effective. Research on IPC in EMS and 911 workers has increased significantly since the SARS-CoV-2 pandemic. Conclusions. Moderate evidence exists on the epidemiology of infections and effectiveness of IPC practices in EMS and 911 workers, including hand hygiene, standard precautions, mandatory vaccine policies, and vaccine clinics. Most evidence is observational, with widely varying methods, outcomes, and reporting. More research is needed on personal protective equipment effectiveness and vaccine acceptance, and better guidance is needed for research methods in the EMS and 911 worker setting.

This review aimed to provide a summary of suicide prevention programs/interventions targeting specific occupations and key enablers for their effectiveness. It aimed to identify which occupations in NSW have higher rates of suicide and prevention programs/interventions targeting these groups which of these have been effective in reducing suicide risk. Particularly high rates of suicide risk were found among farmers, construction workers, emergency services personnel, veterinarians, entertainers and artists, and those in the transport industry. However, evidence on the effectiveness of preventive programs/interventions targeting high risk occupations is limited. The review concludes that there is an urgent need for high quality research into the effectiveness of such programs/interventions to guide future government spending in this area.

Desde principios de 2020 y hasta la fecha de publicación de este reporte, algunas de las escuelas donde estudian más de 168 millones de niños y niñas del mundo llevan más de un año entero cerradas debido a la pandemia del Covid-19. Como respuesta de emergencia, millones de estudiantes, docentes y directores tuvieron que migrar de manera masiva a plataformas digitales para no interrumpir su aprendizaje y enseñanza. Aún cuando el uso de la tecnología es fundamental para la educación en momentos de distanciamiento social, y su importancia sólo seguirá creciendo en el futuro, el uso de estas plataformas pone a los niños y las niñas en un estado de vulnerabilidad si los datos que se recolectan y guardan de ellos y ellas no son gestionados de manera que protejan su privacidad y seguridad. Es importante que los países de Latinoamérica impulsen una gobernanza de datos de sistemas educativos centrada en los derechos de los estudiantes. Esta gobernanza requeriría un conjunto de iniciativas y procedimientos que prescriban la manera correcta de recopilar, mantener, utilizar y distribuir los datos sensibles, concretamente la información personal de estudiantes y docentes. Responding to the COVID-19 pandemic required dramatic changes and new ways of working from civil services around the world. Within this, the immediate pandemic response and shift to remote work have captured most attention, but there has been less analysis of the other ways in which civil services adapted, or of how these changes have shaped the post-pandemic reform agenda. To gain insight on these questions, we interviewed 14 heads of civil service (or other similarly senior officials) from countries on all six continents to understand how they interpret the transformations that have occurred, what they are doing to institutionalise and deepen them, and what they perceive as the next frontiers for change. We find that the pandemic imposed a dual imperative on civil services: the need for greater speed, flexibility, and decentralisation of decision-making on the one hand, and for greater coordination and collaboration on the other. These two imperatives sat in tension with each other and led them to make a range of changes, many of which revolved around the common theme of questioning, unpacking, and remaking the traditionally hierarchical structures and norms of their institutions. The specific changes made varied across countries and spanned from the adoption of agile ways of working to the creation of new coordination mechanisms, the adoption of new modes and styles of leadership, and intensified training systems focusing on a broader scope of skills. Senior leaders viewed these changes mainly as an acceleration of pre-existing trends rather than as new ideas, and saw technology as an enabler but not a driver of change. Looking past the emergency response phase of the pandemic, leaders are not unanimous in their views on which of these changes are likely to be permanent. However, many perceive an urgent need to change structural aspects of people management and leadership development – from training to personnel evaluation and career management – in order to resolve the challenges and tensions that emerged in this process, and this effort dominates their thinking about institutionalising and continuing change in the medium- to long-term.
