The article studies the creation of the first archival organization in Primorye, the Primorye Regional Archival Committee. It was due to the efforts of professors of the history and philology faculty (later, part of the Far Eastern State University), one of the first higher education institutions in the Russian Far East, established in Vladivostok in 1918 by the inteligentsia escaping the Civil War. The article attempts to identify and systematize the scattered papers of departmental archives in order to promote the development of the archiving and the study of the region. The research has revealed several factors that contributed to the emergence of archiving in the Far East, one of them large-scale migration during the Civil War with predominance of educated and enterprising people. After receiving the status of scientific institution, the Primorye Regional Archival Committee (later, the Primorye Province Archival Bureau) reviewed, collected, and described documents in major departmental archives of the region, thus laying the foundation of archiving in the Russian Far East, and, moreover, identified historical artifacts, thus providing a headstart for archaeologists and ethnographers. The first archivists laid down professional foundations for archival studies in the Far East. Their methodological recommendations published in the Bulletin of the Primorie Regional Archival Committee (Izvestiya Primorskoi oblastnoi arkhivnoi komissii) or separately haven’t yet lost their significance. Promulgation of archiving and public involvement in the search for valuable historical records and objects provide an example of skill and efficacy. These activities were all the more significant since they started on a voluntary basis, with no official support or funding. The article draws on publications and materials from the personal archive of A. P. Georgievsky (1888–1955), archivist and educator. New materials help to clarify the first archivists’ biographical data and to assess the significance of their activities in identifying and collecting data about the history of the Far East and for further development of its archives.

As an admitted Shanghai chauvinist, I look forward to reading books dealing with the city where I studied more than two decades ago, particularly ones such as this which promise a rather comprehensive overview of the Shanghai scene at the turn of the millennium. Pamela Yatsko served as Far Eastern Economic Review bureau chief there in the mid-to-late 1990s, and obviously knows the city and its people well. She shared, as I did, their frustration throughout the 1980s as they watched cities such as Hong Kong become world economic powers (spearheaded by Shanghainese refugees), and backwaters such as Shenzhen, which barely existed until the 1980s, attract global attention for their explosive growth. And she cannot avoid being struck by the rapidity with which Shanghai rebuilt itself once Beijing gave the green light after Deng Xiaoping's 1992 visit.

Despite Government of Nepal’s effort of universalizing basic free health care services and other demand side financing health schemes, there is an ongoing debate regarding equity in health service coverage, availability and high out of pocket payment. So this study intends to assess out of pocket payment and its associated factors and its implication on impoverishment. A cross sectional descriptive study was designed which is based on Nepal Living Standard Survey III 2010/11, a rich and well representative secondary data of Central Bureau of Statistics, National Planning Commission Nepal. The information about individuals who reported out of pocket healthcare payment was extracted from 28,747 individuals (or 7,020 households) of the survey. An individual from a household is considered as the unit of study. The major findings of the study show that age, caste ethnicity, place of residence, ecological belt and development region have statistically significant association with OOP payment. Due to OOP expenditure near about 3 percent of people are falling below the poverty line. The impoverishment rate is high among people residing in rural areas (3.4%), Terai belt (3.4%) and Eastern development region (3.7%). Higher impoverishment level in Terai and Eastern development region where health facilities are fairly available in comparison to remote Mountain belt, low developed Far west and Mid-west only signifies low availability and utilization of health services. So there is a need to address lacunae in fair coverage and utilization of health services across the country along with impoverishment.

The arrest in Shanghai of Hilaire Noulens and his “wife” (their real names were Yakov Rudnik and Tatyana Moiseenko, see below), members of the Communist International's (Comintern) apparat in East Asia, the seizure of a cache of documents concerning the Far Eastern Bureau (FEB) of the Comintern and the Chinese Communist Party (CCP), the subsequent trial of the Noulens by the Chinese authorities, and the interest taken in the case by numerous Communist-led organizations and fellow-travelling intellectuals was a cause célèbre in the early 1930s, in the foreign community in China as well as in Europe and North America. Despite having been compared to the notorious Sacco-Vanzetti case, and having been nearly as spectacular and important as the 1927 raid on the Soviet Embassy in Peking, the Noulens Affair as a whole has not been the subject of any reliable study.

The publication introduces into scientific use six unique documents concerning political actions of G. M. Semenov in August 1920 and analyses them. At the time Semyonov was formally Commander-In-Chief of all armed forces and Field Ataman of all Cossack troops of the Russian Eastern outskirts. He presented himself as a successor to Admiral Alexander Kolchak, Supreme Ruler of Russia and Leader of the counter-revolution in the Russian Far East. Documents were deposited in the State Archive of the Russian Federation (fond of the Council of People’s Commissars) and in the State Archives of the Novosibirsk Region (fond of the Siberian Bureau of the Central Committee of the Russian Communist Party (Bolsheviks) and that of the Siberian Revolutionary Committee). Five out of six documents have been classified and unavailable to researchers for decades. The article reviews Soviet and post-Soviet historiography on Semyonov’s biography, military and political activities, noting an abundance of publications of all genres and a great variety of opinions on key issues, and concludes that a further widening of the source base is necessary for an adequate representation of the Ataman as a political actor and to explain ‘the phenomenon of Semyonov’.’ The publication serves this end and shows a surprising side of Semyonov. The documents contain information communicated by Semyonov to the Bolshevik leaders though different channels: on the Ataman’s intent to avoid participation in formation of the Far Eastern Republic, to come over to the Soviets, and even to join the Red Army in order to fight Japan. He explained his shift of stance from anti-Soviet to pro-Soviet as born from his patriotism and inspired by General Aleksei Brusilov’s example. However, these arguments did not deceive the Bolshevik leaders, experienced politicians as they were; they understood that Semyonov’s ‘zigzag’ was brought about by forfeited Japanese support. The reply of the Red Army Leader L. D. Trotsky shattered Semyonov’s illusions: amnesty was only possible if he arrived in Moscow accompanied by the appointees of the Siberian Revolutionary Committee chairman. Semyonov’s initiative prompted Bolshevik leaders to redouble their efforts to combat propaganda in areas controlled by the Ataman. Soviet press and democratic newspapers of the Far East informed the population how the Ataman requested Trotsky to let him join the Red Army, thus tarnishing Semyonov’s reputation. The Ataman’s scam was in vain, and, moreover, put him on the back foot.

In June 1931, British authorities in Singapore arrested a Comintern operative using the name Joseph Ducroux. An address book found on his person then led the Shanghai Municipal Police to Hilaire Noulens and his wife, both Comintern agents, who were collectively in charge of funneling all monies and communications between the Comintern, the Chinese Communist Party, and Communist organizations throughout East Asia. The arrest of the Noulens, and the material found in their apartments, compromised hundreds of Communists and their international networks in East and Southeast Asia. The case materials themselves, found in British, French, and Dutch archives, expose the ways the Comintern’s Far Eastern Bureau used Soviet capital and an international cast of characters to combat European imperialism in East and Southeast Asia during the interwar period. Although these efforts suffered from serious weaknesses, European colonial administrators nevertheless worried constantly about the specter of an all-powerful Soviet machine bent on world domination. Their response was cross-colonial collaboration to undermine and destroy the Comintern’s activities in the region. This article explores the circumstances surrounding the Noulens Affair, as it came to be known, to argue that the global struggle between communism and anti-communism that marked the years of the Cold War after 1945 cannot be adequately understood without reference to this earlier, interwar period.

The aim of the paper is to study the prerequisites for creating reclamation parks taking into account Russian and foreign experience in developing park structures, to identify the difference of reclamation parks from the existing forms of infrastructural entities and to suggest the mechanism of budgetary investment refunding with the use of the agent-based modeling method. The paper studies the main provisions of the concept of creating reclamation parks. They are considered as a new form of the interaction between farmers on reclaimed lands which is designed to increase the area of reclaimed lands and to ensure higher productivity of the crops grown on these lands and sustainability of agriculture on the basis of soil fertility preservation and increase. The article proposes a new definition of “reclamation water park” term. The paper analyzes the types of reclamation parks taking into account the specificity of the Siberian and Far Eastern Federal Districts. The authors propose variants of budgetary investment refunding using the experience of the US Bureau of Reclamation in budgetary refund of water supply projects implemented by this organization. According to the developed conception of reclamation parks there may be several options for refunding public investments. Using the assumptions made in the paper, the payback period for a water reclamation project at different levels of budget investment refunding was calculated. The payback period without deferral of refunds at the discount rate of 8 % was as follows. It was the longer than 50 years at 10 % profit per year; 14 years at 15 % profit per year; 9 years at 20 % profit per year, and 6 years at 30 % profit per year. When the period of the deferral of refunds was 5 years, the payback period was longer than 50 years, 48, 22, and 14 years respectively for every case.

The article addresses the activities of the Russian community of Christians of Evangelical Faith (Pentecostals) in Harbin and other stations of the Chinese Eastern Railway (CER). It is based on documents from the fonds R–830 "Main Bureau for affairs of Russian emigrants in Manchuria (BREM)" and R–831 "Society for the Unity of the Peoples in the Manchurian Empire ‘Kio-Va-Kai’(1932–45),” stored in the State Archive of the Khabarovsk Krai (GAKhK) and previously unintroduced into scientific use, and also on confessional and emigrant periodicals. The study aims to reconstruct the general picture of religious life of the Russian Pentecostal population of Manchuria. It reflects the growing interest in the history of Protestant churches. According to the Federal State Statistics Service (Rosstat), there are over one thousand Pentecostal religious organizations in Russia; thus, they are the most widespread Protestant denomination in the country. Therefore, the history of the development of the Russian community of Pentecostal Christians is of great scientific interest. The researchers’ interest in Pentecostalism in Harbin is associated with the activities of the prominent preacher Nikolai Ivanovich Poysti. The history of Pentecostal community in Manchuria has not yet become a subject of special research. The work has used classical methods of historical research: historical-genetic, comparative-historical methods, and method of periodization. The study identifies reasons for and factors of the emergence and spreading of the Pentecostal group in Harbin. Various aspects of relationship of the Church of Christians of Evangelical Faith (Pentecostals) with the puppet state of Manchukuo are touched upon. The article presents new conclusions concerning the history of the Pentecostal church. The Pentecostal community in Harbin was the first Russian Pentecostal church in the Far East. Despite its vigorous activities, the Pentecostal church in Harbin was inferior in numbers to many other Protestant denominations due to such reasons as absence of an experienced leader after 1935, cessation of funding in 1941, massive departure of the Russian population throughout the period of its functioning, and its late appearance in the region in comparison with other churches. These factors also led to the schism of the church in 1941, which resulted in the division of both the flock and the clergy.

Abstract Background: PF-114 mesylate is a novel third generation oral tyrosine kinase inhibitor (TKI) that blocks native and mutated Bcr-Abl isoforms, including the gatekeeper mutant T315I, which is uniformly resistant to all approved first- and second generation TKIs. At the present time extensive pre-clinical studies of PF-114, including mechanism of action, kinase profiling, in vitro and in vivo efficacy, safety pharmacology, ADME, and toxicology studies in mice, rats and dogs have been completed and supported initiation of phase I clinical trial of PF-114 mesylate in patients with chronic or accelerated phase Ph+ CML who are resistant to at least one of the second generation TKIs or intolerant to previous treatment with TKIs or who have T315I mutation in the BCR-ABL gene (NCT02885766). Methods: The trial represents a classical 3+3 design of dose escalation till the maximum tolerated dose (MTD) followed by the expanded cohorts planned for dose(s) below the MTD. The total expected enrollment is 44 patients. Escalating doses of single-agent PF-114 mesylate were administered orally on a continuous once daily (QD) dosing schedule. Treatment continued until disease progression, unacceptable toxicity, consent withdrawal, or death. The primary objective was to study the dose-limiting toxicities (DLTs) occurring in cycle 1 of treatment and determine the MTD. Secondary objectives included safety, anti-CML activity (based on hematologic, cytogenetic, and molecular assessments), pharmacodynamic and pharmacogenetic properties. Adverse events (AEs) were assessed and graded according to NCI-CTCAE v4.03. Results: At data cutoff, 4-dose cohorts - 50 mg, 100 mg, 200 mg and 400 mg have completed cycle 1 and 500 mg cohort has started cycle 1 of treatment. Overall 18 patients (8 males) had been treated at the following QD doses: 50 mg (n = 1), 200 mg (n = 5), 400 mg (n = 11), 500 mg (n = 1), and the MTD has not yet been reached. A total of 7 patients with T315I mutation were included into the trial thus far. Median age was 50.5 years (range, 32-66 years). Median time from diagnostics to treatment was 11.5 years (range, 16-1 years) All patients had baseline Eastern Cooperative Oncology Group performance status 0-1. Patients were heavily pretreated; 9 (50%) had received ≥ 3 prior TKIs, 6 (33%) had received 2 prior TKIs and 3 (17%) patients with T315I had received 1 prior TKI. In 11 patients, treatment is ongoing at doses 200-500 mg QD, with median duration of exposure of 8 months (range, 2-12 months), and 7 patients discontinued (disease progression [n = 5], AEs [n = 2]). Preliminary data suggest PF-114 pharmacokinetics is dose-proportional. At the end of cycle 1 of study therapy, no drug-related adverse events greater than grade 1 in severity were observed in patients treated at the 50 mg, 100 mg and 200 mg dose levels. At the dose of 400 mg QD, a single DLT case of grade 3 erythematous rash was observed. Most common grade 2/3 AEs on 400 mg QD were dermatologic toxicity (4/11), neutropenia (1/11). No deterioration of the ankle-brachial index (ABI), which is being prospectively measured, or vascular occlusive events were observed so far. The patient with recurrent pleural effusions on previous treatment with dasatinib did not reveal effusions after 11 cycle of therapy; the patient with ischemic stroke on previous treatment with nilotinib did not reveal cardio-vascular events after 9 cycles. To date, no SAEs have been reported. Overall, during the period of 3 cycles, major cytogenetic response (CyR) have been obtained in 4 of 11 patients who completed 3 cycles (2 cases of complete CyR in and 2 cases of partial CyR). Of those patients who revealed cytogenetic response two patients have T315I mutation. Pharmacodynamic and pharmacogenetic assessments are underway. Conclusion: PF-114 mesylate exhibits antitumor activity in a heavily pretreated subgroup of patients with resistant forms of CML including cases with T315I mutation. The evaluation of the safety profile continues. The dose escalation stage of the current phase 1 study continues, while the including of patients into the expanded cohorts with doses below the MTD has already started. Shamov, Vladimir Nikolaevich (1882-1962) – an outstanding Soviet surgeon, neurosurgeon, transfuziolog, academician of the USSR (1945), honored scientist of the RSFSR and the Ukrainian SSR, General-Lieutenant of medical service, laureate of the Lenin prize (1962); awarded the order of Lenin (twice), red banner (twice), red banner, red Star and medals of the USSR. Born may 22, 1882 in Menzelinsk, Ufa governorate (now Tatarstan). In 1908 he graduated from the Military medical Academy. In 1911 he defended his doctoral thesis on the topic: "the importance of physical methods for surgery of malignant tumors". From 1914 to 1923 V. N. Shamov – senior assistant in the Department of Fedorov. In 1919 he received isohemagglutinins serum for the determination of blood groups and for the first time the country produced a blood transfusion given group membership. In 1923, V. N. Shamov was elected as head of the Department of surgery of the Kharkov medical Institute and the surgical clinic of the Ukrainian Institute of experimental medicine. In 1926, he reported he developed a method of complete isolation from neural connections of the small intestine, derived under the skin, and transferring it to the blood supply of the subcutaneous vessels. In 1928, V. N. Shamov proposed and successfully conducted the transfusion of cadaveric blood. In 1930, he organized the second in the USSR and in the world Institute of blood transfusion and emergency surgery, and became its Director. In 1935 he was awarded the title of honored Worker of science. In the years 1939-1958 V. N. Shamov headed the Department of hospital surgery of the Military medical Academy, he was the scientific Director of the Leningrad Institute of blood transfusion (1939-1941). During world war II – General-Lieutenant of medical service, Deputy chief surgeon of the red Army, in 1945 – the chief surgeon of the Supreme command of the far Eastern front. In October 1945, he was elected a full member of the USSR AMS. Since 1947 – was also the Director of the Leningrad research neurosurgical Institute them. A. L. Polenov, surgeon-in-chief of the RSFSR. Since 1958 Professor-consultant of the Military medical Academy. In 1962, V. N. Shamov became a laureate of the Lenin prize for development and introduction in practice of the method of preparation and use fibrinoliticescoy blood. N. Shamov for the first time in the country performed periarterial sympathectomy and surgery choroidal plexuses of the ventricles of the brain; developed method pregrading plasty of the esophagus isolated loop of the small intestine, raised the question of limitation contraindications for surgical interventions in the elderly. He was one of the first applied with the purpose of anesthesia, controlled hypotension and hypothermia anesthesia gas nitrous oxide, etc.; successfully completed one-step pankreatoduodenektomiyu in pancreatic cancer; described the clinical picture of tumors of cortex and medulla of the adrenal glands. V.N. Shamov was a member of the Board of the all-Union society of surgeons and the International Association of surgeons, Chairman of the Surgical society. N.I.Pirogov, the Chairman of the organizing Bureau of the 24th all-Union Congress of surgeons, member of the scientific medical Council of Ministry of health of the USSR. More than 20 of his students became heads of departments of medical Universities. V. N. Shamov awarded the order of Lenin twice red banner (twice); the red banner of Labour, red Star, medals of the USSR. Died V.N. Shamov in Leningrad on 30 March 1962. In memory of academician V. N. The Shamov in St. Petersburg on the building of the Military medical Academy and Neurosurgical Institute. Professor A. L. Polenov installed a memorial plaque, a bust of Lieutenant General of medical service V. N. Shamova installed in the courtyard of the St. Petersburg blood transfusion center, one of the streets of the city of Menzelinsk were named after academician V. N. Shamova.

Abstract Background: Vecabrutinib (formerly SNS-062, the succinate salt of vecabrutinib) is a reversible, noncovalent BTKi that has demonstrated in vitro activity in BTK wild-type and C481S mutated cells (Binnerts AACR-NCI-EORTC 2015; Fabian AACR 2017; Libre EHA 2018). Acquired mutations of BTK at C481 (BTK C481), the covalent binding site for ibrutinib, were reported prior to, and at, clinical progression in ibrutinib-treated patients (pts); therefore, vecabrutinib may have therapeutic potential in this setting. A phase 1a study of vecabrutinib in healthy subjects showed favorable safety pharmacokinetic (PK)/pharmacodynamic (PD) profiles, supporting twice-daily (BID) oral dosing (Neuman ASH 2016). Here we report preliminary results of the ongoing phase 1b/2 study of vecabrutinib in adult pts with relapsed/refractory (R/R) advanced B-cell malignancies. Methods: The phase 1b dose-escalation portion of the study employs a standard 3+3 design in pts with histologically confirmed R/R chronic lymphocytic leukemia (CLL), mantle cell lymphoma (MCL), Waldenström macroglobulinemia (WM), diffuse large B-cell lymphoma, and follicular lymphoma who have received ≥2 prior lines of systemic therapy, including use of a covalent BTKi where approved for their disease. The objectives of this study are to assess safety, establish the maximum tolerated dose, and identify the recommended phase 2 dose of vecabrutinib. Pts aged ≥18 years with an Eastern Cooperative Oncology Group performance status (ECOG PS) of ≤2 are eligible. Dose-limiting toxicity (DLT) is assessed over an initial 4-week period (1 treatment cycle). Molecular profiles, PK, and PD (inhibition of BTK phosphorylation [pBTK] and cytokine levels) are evaluated throughout Cycle 1. Vecabrutinib succinate dose levels from 25 to 500 mg BID were specified for evaluation. Early safety, PK, and PD data from pts treated to date at dose levels of 25 and 50 mg BID are reported. Results: Nine pts (CLL, n=6; MCL, n=2; WM, n=1) have been treated in the phase 1b portion of the study (25 mg BID, n=3; 50 mg BID, n=6). Median pt age was 66 years (range: 47-75), all had an ECOG PS of 0 or 1, 78% were male, and median number of prior regimens was 5 (range: 2-7). Prior therapies included ≥1 chemotherapy regimen (n=9), BTKi (ibrutinib, n=8; acalabrutinib, n=1), venetoclax (n=4), and chimeric antigen receptor T-cell therapy (n=2). At baseline, 67% (6/9) of pts had TP53 mutations or deletions. The CLL pts had 83% (5/6) unmutated IGHV, 83% (5/6) deleted or mutated TP53, 50% (3/6) detectable BTK C481 mutations by next-generation sequencing (C481S: n=2, variant allelic frequency [VAF]: 16%, 58%; C481R: n=1, VAF: 77%), and no mutations in PLCg2 were detected. No mutations in BTK 481 or PLCg2 were found in MCL or WM pts. The most common treatment-emergent adverse events (TEAEs) of any grade were anemia and night sweats (43%, 3/7 each), and leukopenia, neutropenia, thrombocytopenia, abdominal distension, constipation, fatigue, alanine aminotransferase levels (ALT) increased, aspartate aminotransferase levels increased, back pain, and pyrexia (29%, 2/7 each). In the second cohort, 1 pt experienced a DLT of an inadequate number of Cycle 1 doses administered due to a grade 3 ALT elevation. This resulted in expansion of the cohort to 6 pts. Grade ≥3 TEAEs considered related to study drug thus far occurred only in this 1 pt (anemia, neutropenia, and ALT levels increased). Three pts from the 50-mg cohort experienced disease progression prior to the end of Cycle 1 requiring replacement. Pts evaluable for DLT have remained on study up to 5 cycles (range: 1-5), but no responses have been observed to date. The vecabrutinib PK profile was consistent with the results from the phase 1a study (Figure 1). Vecabrutinib was rapidly absorbed (median time to maximum concentration [Tmax]: 2 hr [range: 1-6]), and exposure increased with dose. Decreased pBTK was observed in 2 CLL pts and 1 MCL pt; no consistent effect on chemokines has yet been observed. BTK C481S VAF appeared stable at end of treatment (EOT) in the two CLL pts with baseline mutations who provided EOT samples. Conclusions: These data show sustained vecabrutinib exposure throughout the dosing interval, and preliminary evidence of PD activity in pts with R/R B-lymphoid malignancies. The study (NCT03037645) continues enrollment in the dose-escalation phase. Planning is ongoing for subsequent phase 2 expansion cohorts in selected indications. The Bowen and Sydney Basins in eastern Australia contain vast coal resources which provide a source for coalbed methane. Through studies of the spatial and temporal distribution of the sedimentary packages, the structural geometry and tectonic setting of the sedimentary packages, and the maturation and burial history, the Australian Geological Survey Organisation (AGSO) is mapping the distribution and structural styles of the sources of methane, in particular, the Late Permian coal measures. AGSO's results from the Bowen Basin show at least two distinctly different structural styles of potential targets for coalbed methane drainage: on the Comet Ridge, the Permian coal measures are essentially subhorizontal and tectonically undisturbed, whereas in the western Taroom Trough, the coal measures are folded into a series of anticlines, each of which occurs above a thrust fault which in turn forms part of an imbricate thrust fan. Both of these styles occur at depths of less than 1000 m.Calculations by the Bureau of Resource Sciences (BRS) indicate that the inferred coalbed methane resources-in-place are 62 trillion cubic feet (1760 billion m3) for Australia, in which the Bowen and Sydney Basins are currently the only potential provinces of coalbed methane. The low permeability of the coal seams hinders attempts to utilise this vast amount of energy resources.Further exploration is necessary to delineate commercially feasible areas. This delineation is the only process that will be able to determine demonstrated coalbed methane resources.

Exposures of the late Paleozoic Cutler Formation, near the town of Gateway, Colorado, have traditionally been interpreted as the product of alluvial-fan deposition along the western flank of the Uncompahgre uplift and within the easternmost portion of the Paradox Basin. The Paradox Basin formed between the western margin of the Uncompahgre uplift, a segment of the Ancestral Rocky Mountains, and the western paleoshoreline of the North American portion of Pangea. This part of Pangea is commonly thought to have experienced semi-arid to arid conditions and warm temperatures during the Pennsylvanian and Permian. We present stratigraphic and fossil plant evidence in this paper to support prior interpretations that the Cutler near Gateway, Colorado, was deposited by alluvial fans that hosted localized wetland areas. Our findings are consistent with the results of prior studies that have suggested the climate in the area was warm, semi-arid, and ice-free at the time the plants described in this paper were living. Plant fossils collected from the Cutler Formation came from two sites in The Palisade Wilderness Study Area (managed by the U.S. Department of the Interior, Bureau of Land Management) of western Colorado. The stratigraphic sections at the sites were composed mostly of pebble to cobble conglomerate and sandstone, but the fossil plants were mainly preserved in fine-grained intervals (fine-grained sandstone to siltstone). The preservation of plant fossils in the proximal Cutler Formation is remarkable because the surrounding sections consist mostly of conglomerate and sandstone interpreted as fluvial and debris-flow deposits. The fine-grained strata containing the plant horizons must have been deposited in a wet and protected setting, possibly a spring-fed abandoned channel on the alluvial fan. The plants and their surrounding sediment must have been rapidly buried in order to allow for long-term preservation of the fossils. It seems likely that vegetation was abundant in and adjacent to low-lying wet areas on the fan’s surface, based on the abundance of plant fossils found at the two sites. The fossil plant assemblage includes Calamites, Walchia, and Pecopteris. The flora are interpreted to have lived near the apex of the alluvial-fan system. These fossils suggest that warm and at least seasonally and locally wet conditions existed in the area during the time that the plants were growing. More arid conditions during the late Paleozoic are suggested by the characteristics of some of the time-equivalent and near time-equivalent rocks exposed to the west of the study area in the central Paradox Basin.

In the new issue, our scientific journal offers you thirteen scientific articles. As always, we try to offer a wide variety of topics and areas and follow current trends in the history of science and technology. In the article by Olha Chumachenko, оn the basis of a wide base of sources, the article highlights and analyzes the development of research work of aircraft engine companies in Zaporizhzhia during the 1970s. The existence of a single system of functioning of the Zaporizhzhia production association “Motorobudivnyk” (now the Public Joint Stock Company “Motor Sich”) and the Zaporizhzhia Machine-Building Design Bureau “Progress” (now the State Enterprise “Ivchenko – Progress”) has been taken into account. Leonid Griffen and Nadiia Ryzheva present their vision of the essence of technology as a socio-historical phenomenon. The article reveals the authors' vision of the essence of the technology as a sociohistorical phenomenon. It is based on the idea that technology is not only a set of technical devices but a segment of the general system – a society – located between a social medium and its natural surroundings in the form of a peculiar social technosphere, which simultaneously separates and connects them. Definitely the article by Denis Kislov, which examines the period from the end of the XVII century to the beginning of the XIX century, is also of interest, when on the basis of deep philosophical concepts, a new vision of the development of statehood and human values raised. At this time, a certain re-thinking of the management and communication ideas of Antiquity and the Renaissance took place, which outlined the main promising trends in the statehood evolution, which to one degree or another were embodied in practice in the 19th and 20th centuries. A systematic approach and a comparative analysis of the causes and consequences of those years’ achievements for the present and the immediate future of the 21st century served as the methodological basis for a comprehensive review of the studies of that period. The article by Serhii Paliienko is devoted to an exploration of archaeological theory issues at the Institute of archaeology AS UkrSSR in the 1960s. This period is one of the worst studied in the history of Soviet archaeology. But it was the time when in the USSR archaeological researches reached the summit, quantitative methods and methods of natural sciences were applied and interest in theoretical issues had grown in archaeology. Now there are a lot of publications dedicated to theoretical discussions between archaeologists from Leningrad but the same researches about Kyiv scholars are still unknown The legacy of St. Luke in medical science, authors from Greece - this study aims to highlight key elements of the life of Valentyn Feliksovych Voino-Yasenetskyi and his scientific contribution to medicine. Among the scientists of European greatness, who at the turn of the XIX and XX centuries showed interest to the folklore of Galicia (Halychyna) and Galician Ukrainians, contributed to their national and cultural revival, one of the leading places is occupied by the outstanding Ukrainian scientist Ivan Verkhratskyi. He was both naturalist and philologist, as well as folklorist and ethnographer, organizer of scientific work, publisher and popularizer of Ukrainian literature, translator, publicist and famous public figure. I. H. Verkhratskyi was also an outstanding researcher of plants and animals of Eastern Galicia, a connoisseur of insects, especially butterflies, the author of the first school textbooks on natural science written in Ukrainian. A new emerging field that has seen the application of the drone technology is the healthcare sector. Over the years, the health sector has increasingly relied on the device for timely transportation of essential articles across the globe. Since its introduction in health, scholars have attempted to address the impact of drones on healthcare across Africa and the world at large. Among other things, it has been reported by scholars that the device has the ability to overcome the menace of weather constraints, inadequate personnel and inaccessible roads within the healthcare sector. This notwithstanding, data on drones and drone application in Ghana and her healthcare sector in particular appears to be little within the drone literature. Also, little attempt has been made by scholars to highlight the use of drones in African countries. By using a narrative review approach, the current study attempts to address the gap above. By this approach, a thorough literature search was performed to locate and assess scientific materials involving the application of drones in the military field and in the medical systems of Africans and Ghanaians in particular. The paper by Artemii Bernatskyi and Vladyslav Khaskin is devoted to the analysis of the history of the laser creation as one of the greatest technical inventions of the 20th century. This paper focuses on establishing a relation between the periodization of the stages of creation and implementation of certain types of lasers, with their influence on the invention of certain types of equipment and industrial technologies for processing the materials, the development of certain branches of the economy, and scientific-technological progress as a whole. The paper discusses the stages of: invention of the first laser; creation of the first commercial lasers; development of the first applications of lasers in industrial technologies for processing the materials. Special attention is paid to the “patent wars” that accompanied different stages of the creation of lasers. A comparative analysis of the market development for laser technology from the stage of creation to the present has been carried out. Nineteenth-century world exhibitions were platforms to demonstrate technical and technological changes that witnessed the modernization and industrialization of the world. World exhibitions have contributed to the promotion of new inventions and the popularization of already known, as well as the emergence of art objects of world importance. One of the most important world events at the turn of the century was the 1900 World's Fair in Paris. Thus, the author has tried to analyze the participation of representatives of the sugar industry in the World's Fair in 1900 and to define the role of exhibitions as indicators of economic development, to show the importance and influence of private entrepreneurs, especially from Ukraine, on the sugar industry and international contacts. The article by Viktor Verhunov highlights the life and creative path of the outstanding domestic scientist, theorist, methodologist and practitioner of agricultural engineering K. G. Schindler, associated with the formation of agricultural mechanics in Ukraine. The methodological foundation of the research is the principles of historicism, scientific nature and objectivity in reproducing the phenomena of the past based on the complex use of general scientific, special, interdisciplinary methods. For the first time a number of documents from Russian and Ukrainian archives, which reflect some facts of the professional biography of the scientist, were introduced into scientific circulation. The authors from Kremenchuk National University named after Mykhailo Ostrohradskyi presented a fascinating study of a bayonet fragment with severe damages of metal found in the city Kremenchuk (Ukraine) in one of the canals on the outskirts of the city, near the Dnipro River. Theoretical research to study blade weapons of the World War I period and the typology of the bayonets of that period, which made it possible to put forward an assumption about the possible identification of the object as a modified bayonet to the Mauser rifle has been carried out. Metal science expert examination was based on X-ray fluorescence spectrometry to determine the concentration of elements in the sample from the cleaned part of the blade. In the article by Mykola Ruban and Vadym Ponomarenko on the basis of the complex analysis of sources and scientific literature the attempt to investigate historical circumstances of development and construction of shunting electric locomotives at the Dnipropetrovsk electric locomotive plant has been made. The next scientific article continues the series of publications devoted to the assessment of activities of the heads of the Ministry of Railways of the Russian Empire. In this article, the authors have attempted to systematize and analyze historical data on the activities of Klavdii Semyonovych Nemeshaev as the Minister of Railways of the Russian Empire. The article also assesses the development and construction of railway network in the Russian Empire during Nemeshaev's office, in particular, of the Amur Line and Moscow Encircle Railway, as well as the increase in the capacity of the Trans-Siberian Railway. The article discusses K. S. Nemeshaev's contribution to the development of technology and the introduction of a new type of freight steam locomotive for state-owned railways. Abstract Youth unemployment in Uganda increased from 12.7% in 2012/13 to 13.3 in 2016/17, despite a decline in the overall national unemployment rate from 11.1% to 9.2%. This poses serious development challenges, particularly to the ongoing efforts to poverty reduction. The main objective of the current study is to examine the extent to which gender, education, residence, and age determine youth unemployment in Uganda. Using recent data from the Uganda National Household Survey 2016/17 collected by the Uganda National Bureau of Statistics, we obtained a sample of 5,912 respondents for the ages between 18 years and 30 years. The main findings based on a binary logistic regression approach, reveal that education, gender, residence, and age are all critical in driving youth unemployment. The Ugandan youth who has some level of education is more likely to be unemployed compared to those with no education. But the youth that attended post-secondary education is associated with the highest unemployment probability followed by those with secondary school education and finally by primary education. While an increase in age appears to increase youth unemployment for females, the married youth have less chances of being unemployed compared to the unmarried youth. Moreover, as the probability of being unemployed reduces for the married youth, being divorced increases that probability. Similarly, the male youth are found more likely to be unemployed than their female counterparts. Additionally, the urban youth increased their chances of unemployment compared to the rural ones. Likewise, males are far more likely to remain in unemployment relative to females, just as living in the northern, eastern, or western region as a youth is less risky in terms of unemployment compared to living in the central region. On the other hand, whereas the education level of the household head is not important for youth unemployment, the marital status and gender of the household head are critical. The indirect effects of education, gender, residence, and age are clearly notable. Implications for policy and research are drawn.

Thou art of purer eyes than to behold evil, and canst not look on iniquity: wherefore lookest thou upon them that deal treacherously, and holdest thy tongue when the wicked devoureth the man that is more righteous than he? - Habakkuk 1:13 Australia's official national anthem since 1984 has been a song entitled 'Advance Australia Fair'1. This paper asks, very simply, what is the meaning of the word fair in the title and the song. The song is about a collective effort, not so much at being a nation as at being seen to be one, being worthy of the name. The claim is justified on two grounds: possession and intention. We have golden soil, wealth, youth, the ability to toil, freedom, a beautiful country possessed of nature's gifts, boundless plains and so on. We make no particular claim to have done anything as yet but we have good intentions, specifically to toil with hearts and hands to make our nation famous as such. The setting of the song then is temporally ambiguous: we have x and we're about to y. The question naturally enough is: who are we? The song is naturally enough, as an anthem, about answering and not answering that question. Note that the hymn-like qualities of 'God save the Queen' are absent from the new anthem. And yet the song begins as if it were a hymn or a prayer, with the formula: 'Let us (pray/sing?)'. A pseudo-hymn. Who is addressed? We are. The temporal setting of the hymn is substituted with the imminence of an imperative: 'Let us rejoice.' Rejoicing is something we should all do for a long list of reasons. That being the case, 'let us sing'. In 'Advance Australia Fair' it is the imminent future to which voices attend in their act of unison. Whose act of unison? Who is the we? Anthems are always coy about this question which touches on their function and their efficacy. The unspoken answer which the song implies is however that the we addressing and addressed the self-identifying we of the song is fair and going to be fair, and will get there by being fair. That kind of fairness I would argue is characteristic of the we of white man's burden. 'Advance Australia Fair' is eat your cake and have it too stuff: we want to be a young nation about to play on the world's stage but at the same time we want to pretend that what is ours has an eternal quality. We want to borrow the timeless land myth; we don't want to acknowledge the time before our coming. We don't anymore even want to acknowledge our coming. We want to have always been here; but in an ahistoric way. The past should be irrelevant to the way we are now. This consciousness of an identity of pretended eternal rights is only achieved by multiple erasure: of time before the historic, of our historic consciousness of time. It is achieved by means of the terra nullius myth, the myth of an empty land prior to our coming. The song as it stands, the anthem as it is, is the perfect representative of that myth. The explanation of 'the historic facts' in the original version has been removed as an embarrassment. The emptiness posited by 'Advance Australia Fair' is deeply ironic. It represents a refusal of the ethical question which must lie under European presence in Australia. The land is empty because we emptied it. We have land to share because we took land. We only get to look generous because of a theft for which we do not wish to acknowledge responsibility. We sing from an emptiness wrought on ourselves in the act of emptying; the emptying of the land and at once the popular consciousness: emptying it of the fact of the emptying. Emptying ourselves of truth is the reflective act of nation: the basis of the collectivity on which a polity is claimed. It is a making colourless. How fair would that be? The 'Australians all...' update leaves untouched two serious problems with the song, these being the ways in which it might be unsatisfactory from the point of view of indigenous Australians (i.e. their erasure) and, linked with this, the serious ambiguity of the title and the chorus: the problem with the word 'fair'. The word-order inversion in the title/chorus is a kind of pseudo-archaism which tilts the song in the direction of the unintelligible. The inscrutable sign of identity becomes a kind of rite of passage; something which needs to be explained to children and migrants alike. Perfect form of mystification to express as collective sentiment the sentiment of collectivity; no one can definitively know what these words mean. The unknowable privileges a teachers' grasp of the archaic as originary lore: the teacher says it means 'Let's all work together to make Australia a beautiful country, a great country' or 'We should all be proud of Australia because it's such a great country, so we should pull together to make it even better.' Fair enough. Who could object? The central ambiguity means that when we sing the song we don't know whether we are describing how things are or how they should be. Advance Australia because it is fair or so that it will be fair or both reasons: to keep the fair fair? Of course this speculation begs the question about the meaning of the word 'fair'. Of all the various dictionary entries for the word fair the three which seem to coalesce in this usage are: fair as in beautiful, fair as in just and fair as in white. I would argue that these three uses coalesce likewise in the use of fair equally in that typically Australian expression, fair enough: characteristic expression of a country seriously worried for most of its European history about the risk of racial impurity even from 'other' Europeans. In the song the line is emphatic because it is actually repeated in each rendition of the chorus. It is the point the song is making. Or we could say it is the question the song asks: how should Australia be advanced? But this form of the question implies an adverbial construction. An adverb in this position would imply process and therefore a future orientation toward the quality of that process: how Australia ought to be advanced. But if the 'fair' of the chorus is really an adjective then the implication is that Australia is already a 'fair' entity; in advancing Australia one advances its already attained quality of fairness. The beautiful inhabit a just polity. A just polity is a white polity. This is the advance, in the song, that is happening, or has happened, in Australia. In fact this is the advance which the European word (Latin made English down here) constitutes for the continent formerly known to Europe as New Holland: Australia is becoming a white man's country. This song is specifically about the civilising process, about the white man's burden, as it applied to this particular far-flung reach of empire. The advance of the title concerns the progress of civilisation; it assigns to this process a very specific metaphor, that of a military movement. The progress of the white race over the continent is an advance. What appears to be an external motion (promote Australia abroad) belies an internal one: the still ongoing process of conquest and likewise the encouragement to get that done without miscegenation. That Aborigines are given no specific role in this song becomes less mysterious in this light: it is not their country or nationality which is being described here; rather the advance of fair Australia, an advance which takes place at the expense of an unmentioned (unmentionable?) non-polity. The non-inclusion of Aboriginal people in the Australian polity prior to the 1967 referendum shocks many today. And it shocks as unjust, unfair, unreasonable. That it did not seem so for long stretches of white Australia's memory indicates that a different logic was then in force. The convergence of moral value or integrity with race, with language, with tribal membership, is certainly a widespread human phenomenon and one with plenty of Old Testament backing (and plenty of Old Testament caveat as well). And it is familiar to anyone over the age of about thirty in Australia today, to anyone who ever sang the hymn 'All things white and wonderful'. That it is a sentiment unacceptable today in a world dominated by human rights consciousness indicates that the ethics of the last couple of decades have evolved radically from those which preceded them. The British Empire may have carted a lot of white man's burden about the globe but it is fairly hard to claim that it did not primarily exist for the benefit of white men. To argue otherwise now is to acquiesce in a rhetoric which those of us who accept universal human rights have no choice but to reject as racist. Today the civilising mission of the white man and the personal gain it brought white men remain spectacularly successful even and perhaps especially as the colour has been drained from the map. The sun sets on one kind of empire but only because that empire has been succeeded by one more lucrative, and, like the words of the successful anthem, harder to pin down than those in the one that preceded it. As to the event of singing ourselves into the 'fair' future: three connotations just, beautiful, white conflate in an ambiguity where through repetition, through emphasis, and through the dignifying effect of an anthem setting, they come to imply each other. The unspoken terms of the song suffice to imply the conflation: the white man (now all the people) toil to make the land beautiful and just. Whether this is an accomplished fact or an uphill battle, regardless of who is now included in this mission, there is no doubt that this notion of progress as 'Australia-making' is owing to the coming of the white man. Should the question be asked of this chorus then: if this is not blatant racism, is it something subtler? Is it a kind of deep-seated racism which survives the bowdlerizing of those for whom white supremacist rhetoric might be a little close to the bone? One can go further: this polysemy, on which nothing can be pinned, might be a closet racist's gift, because it generates paranoia. It accumulates the force of an exclusion without resorting to any culpable act of exclusion as such. Is this racism at the inscrutable and unconscious core of the nation's sense of itself? Is this the taunting of those whom the nation defines itself as excluding? Is this song taunting them to sing themselves out of the picture? If so then note that they would have two ways to go: they could be assimilated (fair enough?) or they could see themselves excluded. If the effect of this chorus is to say that Australia should go forward under the stewardship of the fair=inter alia white race2, then it is not a question of a particular idea of progress being conveyed despite the erasure of a previous story. The erasure of a particular past, which we are too polite to mention, enables the new story. The other past is erased together with the others who inhabited it. In the world outside of the song however, the others, whom we might be too polite to see, do still inhabit. They inhabit the new story, not as flies on the wall but as flies in the ointment. Should the song be scrapped? Should the lyrics be scrapped? The project of dismantling empires and their signs is, as the eastern bloc has been learning, not as straightforward as it may seem. Cutting the star out of the flag may leave a star-shaped hole for all to see. Advance Australia Fair, its evolution, its status, its popular reading, taboo readings (e.g. this one), the suppression of its earlier version, the fact that what it says and fails to say is officially accepted by Australians to represent Australians: all these things are living reminders of where Australians come from, of the thinking that brought us, of what we possess and how we come to possess it. Fostering awareness of these is of great value to Australians both in understanding ourselves and in deciding where we should go with that knowledge. Notes 1 It first succeeded 'God Save the Queen' in that role in 1974 following a national opinion poll conducted by the Australian Bureau of Statistics for the then Labor government. Spurred by global institutions and treaties such as the General Agreement on Tariffs and Trade (GATT) and its’ bantling the World Trade Organisation (WTO), the past three decades have seen many nations of the world develop an economic interconnectedness that parallels the great free trade movement of the late Nineteenth and early Twentieth Centuries. Free trade and the resultant economic ‘globalisation’ have had mixed results for many countries and groups within countries and has incited a complex, inarticulate, and sometimes contradictory debate across all segments of our society. Some groups and geographical locales have benefited handsomely from the structural changes that we generally understand as globalisation, whilst other groups and geographical regions have become economically marginalised through disconnectedness from global flows of money and goods and services. Rural and regional Australia, for instance, has experienced a steady decline in recent years and in fact in rural Victoria, a gloomy report from the Bureau of Statistics, suggests that not one new full-time job has been created in more than thirteen years (Colbatch). In other parts of the country, particularly Sydney and Melbourne, things could not seem better; property values have doubled, unemployment is at record lows, and the new middle classes cram the cafés of the gentrified inner-cities. Wages have risen by up to fifty percent in many of Australia’s inner cities during the late 1990s (Birnbauer and Gurrera). By the end of the 1990s, in response to some of the inequalities of globalisation—particularly between developed and developing countries—a large globally-linked protest movement arose out of Seattle in the United States. The movement formed as a protest against the policies of the WTO and was an eclectic arrangement of political groups who believed that free trade was not the answer to a more equitable world. The problem was that some of the leading thinkers of the movement—in a movement that claimed to have no leaders—were far too short-sighted to see beyond the popular zeitgeist of the time. The turn of the century zeitgeist was based on a well-meaning utopian-libertarian vision of a frictionless and equitable world. The problem was that this vision had no place for nations and thus citizen-based democratically elected national governments. There had apparently been a coup and governments were now captured by shoe manufacturers. One of the best-known authors of the turn of the century globalisation protest movement was the inner-city Canadian journalist Naomi Klein with her popularly acclaimed book No Logo (Klein). Although shrewdly timed, there was nothing particularly ground-breaking about Klein’s work; anxieties about corporate power, exploited workers, and the power of the ideologically potent media industries have for most of the Twentieth Century been the focus of relations between governments and the private sphere everywhere. The book relied heavily on the popular journalistic branding of the time, the ‘new economy’, which was believed to be represented by the industries of the Information and Communication Technology (ICT) sector, advertising, and shoe manufacturers. The new economy never existed; it was merely a popularly accepted business-journalism term that perhaps described parts of the more complex corpus of work on ‘post-industrialism’. Many thinkers have been attempting to understand issues of equity and post-industrialism for more than three decades; perhaps one the best-known authors in Australia is the ex-Labor minister Barry Jones with his celebrated 1982 book Sleeper Wake; Technology and the Future of Work (Jones). The turn of the century globalisation protest movement was in essence a utopian-libertarian movement and even at times claimed to be ‘natural’ and ‘leaderless’. Pithily, the WTO could also be described as ‘utopian-libertarian’ as much of its post-war ideological base stems from the belief that national borders are a hindrance (and the world would be better without them), and national governments should not interfere with its ‘natural’ globalisation schema. The ‘global’ just like the ‘nation’ is an unwieldy meta-structure and can be interpreted in many ways and for many ends. The minimal working definitions of globalisation, or dare I say ‘globalism’, circulate around the processes in which complex interconnections are said to be rapidly developing between societies, institutions, cultures, collectives, and individuals worldwide. These connections are believed to be between cultural, political, and economic practices that are local, national, technological, and corporate. And if there really is such a thing as globalisation, then it is far from a ‘natural’ process, but has developed as the direct result of strategic choices by governments and corporations in the past thirty years. In Australia, our engagement with the dominant form of globalisation was exacerbated by the Hawke/Keating Labor governments (1984-1996) that deregulated large portions of the economy, floated our currency, and embraced the all-trade-is-good mantra of global economic policy. Not surprisingly, the rich countries define the dominant ideologies of globalisation and corporations are the main catalyst (Everend). Many corporations are involved in cultural production thus creating their own world culture and value system. This value system is based on consumerism (like buying sports shoes) and the triumph of individual consumer agency over collective economic practices (like free education). The end of the east-west logic of the Cold War ended the eighty-year ideological wrestle between centralised state economic planning and market driven models. Eric Hobsbawn, in his masterful empirical history, The Age of Extremes, claims that what we understand as the Twentieth Century ended in 1991 with the collapse of the Soviet Union (Hobsbawn). What we are left with is a world with only one major superpower, one major economic model, and one major Liberal ideology that is increasing the wealth gap between and within societies everywhere (Landes). We do need to urgently understand the forces beyond the nation state, but this should not be at the expense of a political engagement with the democratic processes that make up the nation state. The utopian-libertarian critique of the turn of the century globalisation protest movement was far too simplistic. The Twentieth Century often disastrously taught us that ideas of the nation can be interpreted in many ways, and likewise, ideas of ‘the global’ are contested meta-structures that can be multifariously interpreted. There are no effortless solutions to understanding globalisation processes and those that tell us what the ‘global’ is largely control what it is. This is similar to the history of Australia. Historically Australia has had different ways to see ourselves based on what group has been in power and the particular requirements of this group. The requirements of an elite group of Australians at the moment is perhaps no government at all so that ‘the people’ can consume in peace and not have bothersome local governments do nasty ‘state-authoritarian’ things like build kindergartens or repair street lights. If ‘the people’ loose faith in citizen based democracy then we undermine the only real power that we have as individuals. The simple act of many activists to communicate between various countries and exchange ideas and strategies is not end in itself; it is merely one component of a significant beginning. If we don’t have a major war, or an economic catastrophe, globalisation will probably further arrive over the next few decades. And we need to have representative, fair, collective and geographically specific processes to deal with this. Most of the collective institutional solutions we already have, and it is up to a new generation to take control of their democratic inheritance (like every other generation before us) rather than conjure one-dimensional utopian-libertarian visions that are oppressively close to those of the WTO. One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. For those interested, copies are available by emailing j.arvanitakis (at) uws.edu.au.) Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Introduction One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney, is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Introduction I am a transmigrant who has moved back and forth between the West and the Rest. I was born and raised in a Muslim family in a predominantly Muslim country, Bangladesh, but I spent several years of my childhood in Pakistan. After my marriage, I lived in the United States for a year and a half, the Middle East for 5 years, Australia for three years, back to the Middle East for another 5 years, then, finally, in Australia for the last 12 years. I speak Bengali (my mother tongue), Urdu (which I learnt in Pakistan), a bit of Arabic (learnt in the Middle East); but English has always been my medium of instruction. So where is home? Is it my place of origin, the Muslim umma, or my land of settlement? Or is it my ‘root’ or my ‘route’ (Blunt and Dowling)? Blunt and Dowling (199) observe that the lives of transmigrants are often interpreted in terms of their ‘roots’ and ‘routes’, which are two frameworks for thinking about home, homeland and diaspora. Whereas ‘roots’ might imply an original homeland from which people have scattered, and to which they might seek to return, ‘routes’ focuses on mobile, multiple and transcultural geographies of home. However, both ‘roots’ and ‘routes’ are attached to emotion and identity, and both invoke a sense of place, belonging or alienation that is intrinsically tied to a sense of self (Blunt and Dowling 196-219). In this paper, I equate home with my root (place of birth) and route (transnational homing) within the context of the ‘diaspora and belonging’. First I define the diaspora and possible criteria of belonging. Next I describe my transnational homing within the framework of diaspora and belonging. Finally, I consider how Australia can be a ‘home’ for me and other Muslim Australians. The Diaspora and Belonging Blunt and Dowling (199) define diaspora as “scattering of people over space and transnational connections between people and the places”. Cohen emphasised the ethno-cultural aspects of the diaspora setting; that is, how migrants identify and position themselves in other nations in terms of their (different) ethnic and cultural orientation. Hall argues that the diasporic subjects form a cultural identity through transformation and difference. Speaking of the Hindu diaspora in the UK and Caribbean, Vertovec (21-23) contends that the migrants’ contact with their original ‘home’ or diaspora depends on four factors: migration processes and factors of settlement, cultural composition, structural and political power, and community development. With regard to the first factor, migration processes and factors of settlement, Vertovec explains that if the migrants are political or economic refugees, or on a temporary visa, they are likely to live in a ‘myth of return’. In the cultural composition context, Vertovec argues that religion, language, region of origin, caste, and degree of cultural homogenisation are factors in which migrants are bound to their homeland. Concerning the social structure and political power issue, Vertovec suggests that the extent and nature of racial and ethnic pluralism or social stigma, class composition, degree of institutionalised racism, involvement in party politics (or active citizenship) determine migrants’ connection to their new or old home. Finally, community development, including membership in organisations (political, union, religious, cultural, leisure), leadership qualities, and ethnic convergence or conflict (trends towards intra-communal or inter-ethnic/inter-religious co-operation) would also affect the migrants’ sense of belonging. Using these scholarly ideas as triggers, I will examine my home and belonging over the last few decades. My Home In an initial stage of my transmigrant history, my home was my root (place of birth, Dhaka, Bangladesh). Subsequently, my routes (settlement in different countries) reshaped my homes. In all respects, the ethno-cultural factors have played a big part in my definition of ‘home’. But on some occasions my ethnic identification has been overridden by my religious identification and vice versa. By ethnic identity, I mean my language (mother tongue) and my connection to my people (Bangladeshi). By my religious identity, I mean my Muslim religion, and my spiritual connection to the umma, a Muslim nation transcending all boundaries. Umma refers to the Muslim identity and unity within a larger Muslim group across national boundaries. The only thing the members of the umma have in common is their Islamic belief (Spencer and Wollman 169-170). In my childhood my father, a banker, was relocated to Karachi, Pakistan (then West Pakistan). Although I lived in Pakistan for much of my childhood, I have never considered it to be my home, even though it is predominantly a Muslim country. In this case, my home was my root (Bangladesh) where my grandparents and extended family lived. Every year I used to visit my grandparents who resided in a small town in Bangladesh (then East Pakistan). Thus my connection with my home was sustained through my extended family, ethnic traditions, language (Bengali/Bangla), and the occasional visits to the landscape of Bangladesh. Smith (9-11) notes that people build their connection or identity to their homeland through their historic land, common historical memories, myths, symbols and traditions. Though Pakistan and Bangladesh had common histories, their traditions of language, dress and ethnic culture were very different. For example, the celebration of the Bengali New Year (Pohela Baishakh), folk dance, folk music and folk tales, drama, poetry, lyrics of poets Rabindranath Tagore (Rabindra Sangeet) and Nazrul Islam (Nazrul Geeti) are distinct in the cultural heritage of Bangladesh. Special musical instruments such as the banshi (a bamboo flute), dhol (drums), ektara (a single-stringed instrument) and dotara (a four-stringed instrument) are unique to Bangladeshi culture. The Bangladeshi cuisine (rice and freshwater fish) is also different from Pakistan where people mainly eat flat round bread (roti) and meat (gosh). However, my bonding factor to Bangladesh was my relatives, particularly my grandparents as they made me feel one of ‘us’. Their affection for me was irreplaceable. The train journey from Dhaka (capital city) to their town, Noakhali, was captivating. The hustle and bustle at the train station and the lush green paddy fields along the train journey reminded me that this was my ‘home’. Though I spoke the official language (Urdu) in Pakistan and had a few Pakistani friends in Karachi, they could never replace my feelings for my friends, extended relatives and cousins who lived in Bangladesh. I could not relate to the landscape or dry weather of Pakistan. More importantly, some Pakistani women (our neighbours) were critical of my mother’s traditional dress (saree), and described it as revealing because it showed a bit of her back. They took pride in their traditional dress (shalwar, kameez, dopatta), which they considered to be more covered and ‘Islamic’. So, because of our traditional dress (saree) and perhaps other differences, we were regarded as the ‘Other’. In 1970 my father was relocated back to Dhaka, Bangladesh, and I was glad to go home. It should be noted that both Pakistan and Bangladesh were separated from India in 1947 – first as one nation; then, in 1971, Bangladesh became independent from Pakistan. The conflict between Bangladesh (then East Pakistan) and Pakistan (then West Pakistan) originated for economic and political reasons. At this time I was a high school student and witnessed acts of genocide committed by the Pakistani regime against the Bangladeshis (March-December 1971). My memories of these acts are vivid and still very painful. After my marriage, I moved from Bangladesh to the United States. In this instance, my new route (Austin, Texas, USA), as it happened, did not become my home. Here the ethno-cultural and Islamic cultural factors took precedence. I spoke the English language, made some American friends, and studied history at the University of Texas. I appreciated the warm friendship extended to me in the US, but experienced a degree of culture shock. I did not appreciate the pub life, alcohol consumption, and what I perceived to be the lack of family bonds (children moving out at the age of 18, families only meeting occasionally on birthdays and Christmas). Furthermore, I could not relate to de facto relationships and acceptance of sex before marriage. However, to me ‘home’ meant a family orientation and living in close contact with family. Besides the cultural divide, my husband and I were living in the US on student visas and, as Vertovec (21-23) noted, temporary visa status can deter people from their sense of belonging to the host country. In retrospect I can see that we lived in the ‘myth of return’. However, our next move for a better life was not to our root (Bangladesh), but another route to the Muslim world of Dhahran in Saudi Arabia. My husband moved to Dhahran not because it was a Muslim world but because it gave him better economic opportunities. However, I thought this new destination would become my home – the home that was coined by Anderson as the imagined nation, or my Muslim umma. Anderson argues that the imagined communities are “to be distinguished, not by their falsity/genuineness, but by the style in which they are imagined” (6; Wood 61). Hall (122) asserts: identity is actually formed through unconscious processes over time, rather than being innate in consciousness at birth. There is always something ‘imaginary’ or fantasized about its unity. It always remains incomplete, is always ‘in process’, always ‘being formed’. As discussed above, when I had returned home to Bangladesh from Pakistan – both Muslim countries – my primary connection to my home country was my ethnic identity, language and traditions. My ethnic identity overshadowed the religious identity. But when I moved to Saudi Arabia, where my ethnic identity differed from that of the mainstream Arabs and Bedouin/nomadic Arabs, my connection to this new land was through my Islamic cultural and religious identity. Admittedly, this connection to the umma was more psychological than physical, but I was now in close proximity to Mecca, and to my home of Dhaka, Bangladesh. Mecca is an important city in Saudi Arabia for Muslims because it is the holy city of Islam, the home to the Ka’aba (the religious centre of Islam), and the birthplace of Prophet Muhammad [Peace Be Upon Him]. It is also the destination of the Hajj, one of the five pillars of Islamic faith. Therefore, Mecca is home to significant events in Islamic history, as well as being an important present day centre for the Islamic faith. We lived in Dhahran, Saudi Arabia for 5 years. Though it was a 2.5 hours flight away, I treasured Mecca’s proximity and regarded Dhahran as my second and spiritual home. Saudi Arabia had a restricted lifestyle for women, but I liked it because it was a Muslim country that gave me the opportunity to perform umrah Hajj (pilgrimage). However, Saudi Arabia did not allow citizenship to expatriates. Saudi Arabia’s government was keen to protect the status quo and did not want to compromise its cultural values or standard of living by allowing foreigners to become a permanent part of society. In exceptional circumstances only, the King granted citizenship to a foreigner for outstanding service to the state over a number of years. Children of foreigners born in Saudi Arabia did not have rights of local citizenship; they automatically assumed the nationality of their parents. If it was available, Saudi citizenship would assure expatriates a secure and permanent living in Saudi Arabia; as it was, there was a fear among the non-Saudis that they would have to leave the country once their job contract expired. Under the circumstances, though my spiritual connection to Mecca was strong, my husband was convinced that Saudi Arabia did not provide any job security. So, in 1987 when Australia offered migration to highly skilled people, my husband decided to migrate to Australia for a better and more secure economic life. I agreed to his decision, but quite reluctantly because we were again moving to a non-Muslim part of the world, which would be culturally different and far away from my original homeland (Bangladesh). In Australia, we lived first in Brisbane, then Adelaide, and after three years we took our Australian citizenship. At that stage I loved the Barossa Valley and Victor Harbour in South Australia, and the Gold Coast and Sunshine Coast in Queensland, but did not feel at home in Australia. We bought a house in Adelaide and I was a full time home-maker but was always apprehensive that my children (two boys) would lose their culture in this non-Muslim world. In 1990 we once again moved back to the Muslim world, this time to Muscat, Sultanate of Oman. My connection to this route was again spiritual. I valued the fact that we would live in a Muslim country and our children would be brought up in a Muslim environment. But my husband’s move was purely financial as he got a lucrative job offer in Muscat. We had another son in Oman. We enjoyed the luxurious lifestyle provided by my husband’s workplace and the service provided by the housemaid. I loved the beaches and freedom to drive my car, and I appreciated the friendly Omani people. I also enjoyed our frequent trips (4 hours flight) to my root, Dhaka, Bangladesh. So our children were raised within our ethnic and Islamic culture, remained close to my root (family in Dhaka), though they attended a British school in Muscat. But by the time I started considering Oman to be my second home, we had to leave once again for a place that could provide us with a more secure future. Oman was like Saudi Arabia; it employed expatriates only on a contract basis, and did not give them citizenship (not even fellow Muslims). So after 5 years it was time to move back to Australia. It was with great reluctance that I moved with my husband to Brisbane in 1995 because once again we were to face a different cultural context. As mentioned earlier, we lived in Brisbane in the late 1980s; I liked the weather, the landscape, but did not consider it home for cultural reasons. Our boys started attending expensive private schools and we bought a house in a prestigious Western suburb in Brisbane. Soon after arriving I started my tertiary education at the University of Queensland, and finished an MA in Historical Studies in Indian History in 1998. Still Australia was not my home. I kept thinking that we would return to my previous routes or the ‘imagined’ homeland somewhere in the Middle East, in close proximity to my root (Bangladesh), where we could remain economically secure in a Muslim country. But gradually I began to feel that Australia was becoming my ‘home’. I had gradually become involved in professional and community activities (with university colleagues, the Bangladeshi community and Muslim women’s organisations), and in retrospect I could see that this was an early stage of my ‘self-actualisation’ (Maslow). Through my involvement with diverse people, I felt emotionally connected with the concerns, hopes and dreams of my Muslim-Australian friends. Subsequently, I also felt connected with my mainstream Australian friends whose emotions and fears (9/11 incident, Bali bombing and 7/7 tragedy) were similar to mine. In late 1998 I started my PhD studies on the immigration history of Australia, with a particular focus on the historical settlement of Muslims in Australia. This entailed retrieving archival files and interviewing people, mostly Muslims and some mainstream Australians, and enquiring into relevant migration issues. I also became more active in community issues, and was not constrained by my circumstances. By circumstances, I mean that even though I belonged to a patriarchally structured Muslim family, where my husband was the main breadwinner, main decision-maker, my independence and research activities (entailing frequent interstate trips for data collection, and public speaking) were not frowned upon or forbidden (Khan 14-15); fortunately, my husband appreciated my passion for research and gave me his trust and support. This, along with the Muslim community’s support (interviews), and the wider community’s recognition (for example, the publication of my letters in Australian newspapers, interviews on radio and television) enabled me to develop my self-esteem and built up my bicultural identity as a Muslim in a predominantly Christian country and as a Bangladeshi-Australian. In 2005, for the sake of a better job opportunity, my husband moved to the UK, but this time I asserted that I would not move again. I felt that here in Australia (now in Perth) I had a job, an identity and a home. This time my husband was able to secure a good job back in Australia and was only away for a year. I no longer dream of finding a home in the Middle East. Through my bicultural identity here in Australia I feel connected to the wider community and to the Muslim umma. However, my attachment to the umma has become ambivalent. I feel proud of my Australian-Muslim identity but I am concerned about the jihadi ideology of militant Muslims. By jihadi ideology, I mean the extremist ideology of the al-Qaeda terrorist group (Farrar 2007). The Muslim umma now incorporates both moderate and radical Muslims. The radical Muslims (though only a tiny minority of 1.4 billion Muslims worldwide) pose a threat to their moderate counterparts as well as to non-Muslims. In the UK, some second- and third-generation Muslims identify themselves with the umma rather than their parents’ homelands or their country of birth (Husain). It should not be a matter of concern if these young Muslims adopt a ‘pure’ Muslim identity, providing at the same time they are loyal to their country of residence. But when they resort to terrorism with their ‘pure’ Muslim identity (e.g., the 7/7 London bombers) they defame my religion Islam, and undermine my spiritual connection to the umma. As a 1st generation immigrant, the defining criteria of my ‘homeliness’ in Australia are my ethno-cultural and religious identity (which includes my family), my active citizenship, and my community development/contribution through my research work – all of which allow me a sense of efficacy in my life. My ethnic and religious identities generally co-exist equally, but when I see some Muslims kill my fellow Australians (such as the Bali bombings in 2002 and 2005) my Australian identity takes precedence. I feel for the victims and condemn the perpetrators. On the other hand, when I see politics play a role over the human rights issues (e.g., the Tampa incident), my religious identity begs me to comment on it (see Kabir, Muslims in Australia 295-305). Problematising ‘Home’ for Muslim Australians In the European context, Grillo (863) and Werbner (904), and in the Australian context, Kabir (Muslims in Australia) and Poynting and Mason, have identified the diversity within Islam (national, ethnic, religious etc). Werbner (904) notes that in spite of the “wishful talk of the emergence of a ‘British Islam’, even today there are Pakistani, Bangladeshi and Arab mosques, as well as Turkish and Shia’a mosques”; thus British Muslims retain their separate identities. Similarly, in Australia, the existence of separate mosques for the Bangladeshi, Pakistani, Arab and Shia’a peoples indicates that Australian Muslims have also kept their ethnic identities discrete (Saeed 64-77). However, in times of crisis, such as the Salman Rushdie affair in 1989, and the 1990-1991 Gulf crises, both British and Australian Muslims were quick to unite and express their Islamic identity by way of resistance (Kabir, Muslims in Australia 160-162; Poynting and Mason 68-70). In both British and Australian contexts, I argue that a peaceful rally or resistance is indicative of active citizenship of Muslims as it reveals their sense of belonging (also Werbner 905). So when a transmigrant Muslim wants to make a peaceful demonstration, the Western world should be encouraged, not threatened – as long as the transmigrant’s allegiances lie also with the host country. In the European context, Grillo (868) writes: when I asked Mehmet if he was planning to stay in Germany he answered without hesitation: ‘Yes, of course’. And then, after a little break, he added ‘as long as we can live here as Muslims’. In this context, I support Mehmet’s desire to live as a Muslim in a non-Muslim world as long as this is peaceful. Paradoxically, living a Muslim life through ijtihad can be either socially progressive or destructive. The Canadian Muslim feminist Irshad Manji relies on ijtihad, but so does Osama bin Laden! Manji emphasises that ijtihad can be, on the one hand, the adaptation of Islam using independent reasoning, hybridity and the contesting of ‘traditional’ family values (c.f. Doogue and Kirkwood 275-276, 314); and, on the other, ijtihad can take the form of conservative, patriarchal and militant Islamic values. The al-Qaeda terrorist Osama bin Laden espouses the jihadi ideology of Sayyid Qutb (1906-1966), an Egyptian who early in his career might have been described as a Muslim modernist who believed that Islam and Western secular ideals could be reconciled. But he discarded that idea after going to the US in 1948-50; there he was treated as ‘different’ and that treatment turned him against the West. He came back to Egypt and embraced a much more rigid and militaristic form of Islam (Esposito 136). Other scholars, such as Cesari, have identified a third orientation – a ‘secularised Islam’, which stresses general beliefs in the values of Islam and an Islamic identity, without too much concern for practices. Grillo (871) observed Islam in the West emphasised diversity. He stressed that, “some [Muslims were] more quietest, some more secular, some more clamorous, some more negotiatory”, while some were exclusively characterised by Islamic identity, such as wearing the burqa (elaborate veils), hijabs (headscarves), beards by men and total abstinence from drinking alcohol. So Mehmet, cited above, could be living a Muslim life within the spectrum of these possibilities, ranging from an integrating mode to a strict, militant Muslim manner. In the UK context, Zubaida (96) contends that marginalised, culturally-impoverished youth are the people for whom radical, militant Islamism may have an appeal, though it must be noted that the 7/7 bombers belonged to affluent families (O’Sullivan 14; Husain). In Australia, Muslim Australians are facing three challenges. First, the Muslim unemployment rate: it was three times higher than the national total in 1996 and 2001 (Kabir, Muslims in Australia 266-278; Kabir, “What Does It Mean” 63). Second, some spiritual leaders have used extreme rhetoric to appeal to marginalised youth; in January 2007, the Australian-born imam of Lebanese background, Sheikh Feiz Mohammad, was alleged to have employed a DVD format to urge children to kill the enemies of Islam and to have praised martyrs with a violent interpretation of jihad (Chulov 2). Third, the proposed citizenship test has the potential to make new migrants’ – particularly Muslims’ – settlement in Australia stressful (Kabir, “What Does It Mean” 62-79); in May 2007, fuelled by perceptions that some migrants – especially Muslims – were not integrating quickly enough, the Howard government introduced a citizenship test bill that proposes to test applicants on their English language skills and knowledge of Australian history and ‘values’. I contend that being able to demonstrate knowledge of history and having English language skills is no guarantee that a migrant will be a good citizen. Through my transmigrant history, I have learnt that developing a bond with a new place takes time, acceptance and a gradual change of identity, which are less likely to happen when facing assimilationist constraints. I spoke English and studied history in the United States, but I did not consider it my home. I did not speak the Arabic language, and did not study Middle Eastern history while I was in the Middle East, but I felt connected to it for cultural and religious reasons. Through my knowledge of history and English language proficiency I did not make Australia my home when I first migrated to Australia. Australia became my home when I started interacting with other Australians, which was made possible by having the time at my disposal and by fortunate circumstances, which included a fairly high level of efficacy and affluence. If I had been rejected because of my lack of knowledge of ‘Australian values’, or had encountered discrimination in the job market, I would have been much less willing to embrace my host country and call it home. I believe a stringent citizenship test is more likely to alienate would-be citizens than to induce their adoption of values and loyalty to their new home. Conclusion Blunt (5) observes that current studies of home often investigate mobile geographies of dwelling and how it shapes one’s identity and belonging. Such geographies of home negotiate from the domestic to the global context, thus mobilising the home beyond a fixed, bounded and confining location. Similarly, in this paper I have discussed how my mobile geography, from the domestic (root) to global (route), has shaped my identity. Though I received a degree of culture shock in the United States, loved the Middle East, and was at first quite resistant to the idea of making Australia my second home, the confidence I acquired in residing in these ‘several homes’ were cumulative and eventually enabled me to regard Australia as my ‘home’. I loved the Middle East, but I did not pursue an active involvement with the Arab community because I was a busy mother. Also I lacked the communication skill (fluency in Arabic) with the local residents who lived outside the expatriates’ campus. I am no longer a cultural freak. I am no longer the same Bangladeshi woman who saw her ethnic and Islamic culture as superior to all other cultures. I have learnt to appreciate Australian values, such as tolerance, ‘a fair go’ and multiculturalism (see Kabir, “What Does It Mean” 62-79). My bicultural identity is my strength. With my ethnic and religious identity, I can relate to the concerns of the Muslim community and other Australian ethnic and religious minorities. And with my Australian identity I have developed ‘a voice’ to pursue active citizenship. Thus my biculturalism has enabled me to retain and merge my former home with my present and permanent home of Australia. References Anderson, Benedict. The first two months of 2021 saw Google and Facebook ‘go dark’ in terms of news content on the Australia versions of their platforms. In January, Google ran a so-called “experiment” which removed or demoted current news in the search results available to a segment of Australian users. While Google was only darkened for some, in February news on Facebook went completely dark, with the company banning all news content and news sharing for users within Australian. Both of these instances of going dark occurred because of the imminent threat these platforms faced from the News Media Bargaining Code legislation that was due to be finalised by the Australian parliament. This article examines how both Google and Facebook responded to the draft Code, focussing on their threats to go dark, and the extent to which those threats were carried out. After exploring the context which produced the threats of going dark, this article looks at their impact, and how the Code was reshaped in light of those threats before it was finally legislated in early March 2021. Most importantly, this article outlines why Google and Facebook were prepared to go dark in Australia, and whether they succeeded in trying to prevent Australia setting the precedent of national governments dictating the terms by which digital platforms should pay for news content. From the Digital Platforms Inquiry to the Draft Code In July 2019, the Australian Treasurer released the Digital Platforms Inquiry Final Report which had been prepared by the Australian Competition and Consumer Commission (ACCC). It outlined a range of areas where Australian law, policies and practices were not keeping pace with the realities of a digital world of search giants, social networks, and streaming media. Analysis of the submissions made as part of the Digital Platforms Inquiry found that the final report was “primarily framed around the concerns of media companies, particularly News Corp Australia, about the impact of platform companies’ market dominance of content distribution and advertising share, leading to unequal economic bargaining relationships and the gradual disappearance of journalism jobs and news media publishers” (Flew et al. 13). As such, one of the most provocative recommendations made was the establishment of a new code that would “address the imbalance in the bargaining relationship between leading digital platforms and news media businesses” (Australian Competition and Consumer Commission, Digital Platforms Inquiry 16). The ACCC suggested such a code would assist Australian news organisations of any size in negotiating with Facebook, Google and others for some form of payment for news content. The report was released at a time when there was a greatly increased global appetite for regulating digital platforms. Thus the battle over the Code was watched across the world as legislation that had the potential to open the door for similar laws in other countries (Flew and Wilding). Initially the report suggested that the digital giants should be asked to develop their own codes of conduct for negotiating with news organisations. These codes would have then been enforced within Australia if suitably robust. However, after months of the big digital platforms failing to produce meaningful codes of their own, the Australian government decided to commission their own rules in this arena. The ACCC thus prepared the draft legislation that was tabled in July 2020 as the Australian News Media Bargaining Code. According to the ACCC the Code, in essence, tried to create a level playing field where Australian news companies could force Google and Facebook to negotiate a ‘fair’ payment for linking to, or showing previews of, their news content. Of course, many commentators, and the platforms themselves, retorted that they already bring significant value to news companies by referring readers to news websites. While there were earlier examples of Google and Facebook paying for news, these were largely framed as philanthropy: benevolent digital giants supporting journalism for the good of democracy. News companies and the ACCC argued this approach completely ignored the fact that Google and Facebook commanded more than 80% of the online advertising market in Australia at that time (Meade, “Google, Facebook and YouTube”). Nor did the digital giants acknowledge their disruptive power given the bulk of that advertising revenue used to flow to news companies. Some of the key features of this draft of the Code included (Australian Competition and Consumer Commission, “News Media Bargaining Code”): Facebook and Google would be the (only) companies initially ‘designated’ by the Code (i.e. specific companies that must abide by the Code), with Instagram included as part of Facebook. The Code applied to all Australian news organisations, and specifically mentioned how small, regional, and rural news media would now be able to meaningfully bargain with digital platforms. Platforms would have 11 weeks after first being contacted by a news organisation to reach a mutually negotiated agreement. Failure to reach agreements would result in arbitration (using a style of arbitration called final party arbitration which has both parties present a final offer or position, with an Australian arbiter simply choosing between the two offers in most cases). Platforms were required to give 28 days notice of any change to their algorithms that would impact on the ways Australian news was ranked and appeared on their platform. Penalties for not following the Code could be ten million dollars, or 10% of the platform’s annual turnover in Australia (whichever was greater). Unsurprisingly, Facebook, Google and a number of other platforms and companies reacted very negatively to the draft Code, with their formal submissions arguing: that the algorithm change notifications would give certain news companies an unfair advantage while disrupting the platforms’ core business; that charging for linking would break the underlying free nature of the internet; that the Code overstated the importance and reach of news on each platform; and many other objections were presented, including strong rejections of the proposed model of arbitration which, they argued, completely favoured news companies without providing any real or reasonable limit on how much news organisations could ask to be paid (Google; Facebook). Google extended their argument by making a second submission in the form of a report with the title ‘The Financial Woes of News Publishers in Australia’ (Shapiro et al.) that argued Australian journalism and news was financially unsustainable long before digital platforms came along. However, in stark contrast the Digital News Report: Australia 2020 found that Google and Facebook were where many Australians found their news; in 2020, 52% of Australians accessed news on social media (up from 46% the year before), with 39% of Australians getting news from Facebook, and that number jumping to 49% when specifically focusing on news seeking during the first COVID-19 pandemic peak in April 2021 (Park et al.). The same report highlighted that 43% of people distrust news found on social media (with a further 29% neutral, and only 28% of people explicitly trusting news found via social media). Moreover, 64% of Australians were concerned about misinformation online, and of all the platforms mentioned in the survey, respondents were most concerned about Facebook as a source of misinformation, with 36% explicitly indicating this was the place they were most concerned about encountering ‘fake news’. In this context Facebook and Google battled the Code by launching a public relations campaigns, appealing directly to Australian consumers. Google Drives a Bus Across Australia Google’s initial response to the draft Code was a substantial public relations campaign which saw the technology company advocating against the Code but not necessarily the ideas behind it. Google instead posited their own alternative way of paying for journalism in Australia. On the main Google search landing page, the usually very white surrounds of the search bar included the text “Supporting Australian journalism: a constructive path forward” which linked to a Google page outlining their version of a ‘Fair Code’. Popup windows appeared across many of Google’s services and apps, noting Google “are willing to pay to support journalism”, with a button labelled ‘Hear our proposal’. (Screen capture by author, 29 January 2021) Google’s popups and landing page links were visible for more than six months as the Code was debated. In September 2020, a Google blog post about the Code was accompanied by a YouTube video campaign featuring Australia comedian Greta Lee Jackson (Google Australia, Google Explains Arbitration). Jackson used the analogy of Google as a bus driver, who is forced to pay restaurants for delivering customers to them, and then pay part of the running costs of restaurants, too. The video reinforced Google’s argument that the draft Code was asking digital platforms to pay potentially enormous costs for news content without acknowledging the value of Google bringing readers to the news sites. However, the video opened with the line that “proposed laws can be confusing, so I'll use an analogy to break it down”, setting a tone that would seem patronising to many people. Moreover, the video, and Google’s main argument, completely ignored the personal data Google receives every time a user searches for, or clicks on, a news story via Google Search or any other Google service. If Google’s analogy was accurate, then the bus driver would be going through every passenger’s bag while they were on the bus, taking copies of all their documents from drivers licenses to loyalty cards, keeping a record of every time they use the bus, and then using this information to get advertisers to pay for a tailored advertisement on the back of the seat in front of every passenger, every time they rode the bus. Notably, by the end of March 2021, the video had only received 10,399 views, which suggests relatively few people actually clicked on it to watch. In early January 2021, at the height of the debate about the Code, Google ran what they called “an experiment” which saw around 1% of Australian users suddenly only receive “older or less relevant content” when searching for news (Barnet, “Google’s ‘Experiment’”). While ostensibly about testing options for when the Code became law, the unannounced experiment also served as a warning shot. Google very effectively reminded users and politicians about their important role in determining which news Australian users find, and what might happen if Google darkened what they returned as news results. On 21 January 2021, Mel Silva, the Managing Director and public face of Google in Australia and New Zealand gave public testimony about the company’s position before a Senate inquiry. Silva confirmed that Google were indeed considering removing Google Search in Australia altogether if the draft Code was not amended to address their key concerns (Silva, “Supporting Australian Journalism: A Constructive Path Forward An Update on the News Media Bargaining Code”). Google’s seemingly sudden escalation in their threat to go dark led to articles such as a New York Times piece entitled ‘An Australia with No Google? The Bitter Fight behind a Drastic Threat’ (Cave). Google also greatly amplified their appeal to the Australian public, with a video featuring Mel Silva appearing frequently on all Google sites in Australia to argue their position (Google Australia, An Update). By the end of March 2021, Silva’s video had been watched more than 2.2 million times on YouTube. Silva’s testimony, video and related posts from Google all characterised the Code as: breaking “how Google search works in Australia”; creating a world where links online are paid for and thus both breaking Google and “undermin[ing] how the web works”; and saw Google offer their News Showcase as a viable alternative that, in Google’s view, was “a fair one” (Silva, “Supporting Australian Journalism”). Google emphasised submissions about the Code which backed their position, including World Wide Web inventor Tim Berners-Lee who agreed that the idea of charging for links could have a more wide-reaching impact, challenging the idea of a free web (Leaver). Google also continued to release their News Showcase product in other parts of the world. They emphasised that there were existing arrangements for Showcase in Australia, but the current regulatory uncertainty meant it was paused in Australia until the debates about the Code were resolved. In the interim, news media across Australia, and the globe, were filled with stories speculating what an Australia would look like if Google went completely dark (e.g. Cave; Smyth). Even Microsoft weighed in to supporting the Code and offer their search engine Bing as a viable alternative to fill the void if Google really did go dark (Meade, “Microsoft’s Bing”). In mid-February, the draft Code was tabled in Australian parliament. Many politicians jumped at the chance to sing the Code’s praises and lament the power that Google and Facebook have across various spheres of Australian life. Yet as these speeches were happening, the Australian Treasurer Josh Frydenberg was holding weekend meetings with executives from Google and Facebook, trying to smooth the path toward the Code (Massola). In these meetings, a number of amendments were agreed to, including the Code more clearly taking in to account any existing deals already on the table before it became law. In these meetings the Treasurer made in clear to Google that if the deals done prior to the Code were big enough, he would consider not designating Google under the Code, which in effect would mean Google is not immediately subject to it (Samios and Visentin). With that concession in hand Google swiftly signed deals with over 50 Australian news publishers, including Seven West Media, Nine, News Corp, The Guardian, the ABC, and some smaller publishers such as Junkee Media (Taylor; Meade, “ABC Journalism”). While the specific details of these deals were not made public, the deals with Seven West Media and Nine were both reported to be worth around $30 million Australian dollars (Dudley-Nicholson). In reacting to Google's deals Frydenberg described them as “generous deals, these are fair deals, these are good deals for the Australian media businesses, deals that they are making off their own bat with the digital giants” (Snape, “‘These Are Good Deals’”). During the debates about the Code, Google had ultimately ensured that every Australian user was well aware that Google was, in their words, asking for a “fair” Code, and before the Code became law even the Treasurer was conceding that Google’s was offering a “fair deal” to Australian news companies. Facebook Goes Dark on News While Google never followed through on their threat to go completely dark, Facebook took a very different path, with a lot less warning. Facebook’s threat to remove all news from the platform for users in Australia was not made explicit in their formal submissions the draft of the Code. However, to be fair, Facebook’s Managing Director in Australia and New Zealand Will Easton did make a blog post at the end of August 2020 in which he clearly stated: “assuming this draft code becomes law, we will reluctantly stop allowing publishers and people in Australia from sharing local and international news on Facebook and Instagram” (Easton). During the negotiations in late 2020 Instagram was removed as an initial target of the Code (just as YouTube was not included as part of Google) along with a number of other concessions, but Facebook were not sated. Yet Easton’s post about removing news received very little attention after it was made, and certainly Facebook made no obvious attempt to inform their millions of Australian users that news might be completely blocked. Hence most Australians were shocked when that was exactly what Facebook did. Facebook’s power has, in many ways, always been exercised by what the platform’s algorithms display to users, what content is most visible and equally what content is made invisible (Bucher). The morning of Wednesday, 17 February 2021, Australian Facebook users awoke to find that all traditional news and journalism had been removed from the platform. Almost all pages associated with news organisations were similarly either disabled or wiped clean, and that any attempt to share links to news stories was met with a notification: “this post can’t be shared”. The Australian Prime Minister Scott Morrison reacted angrily, publicly lamenting Facebook’s choice to “unfriend Australia”, adding their actions were “as arrogant as they were disappointing”, vowing that Australia would “not be intimidated by big tech” (Snape, “Facebook Unrepentant”). (Screen capture by author, 20 February 2021) Facebook’s news ban in Australia was not limited to official news pages and news content. Instead, their ban initially included a range of pages and services such as the Australian Bureau of Meteorology, emergency services pages, health care pages, hospital pages, services providing vital information about the COVID-19 pandemic, and so forth. The breadth of the ban may have been purposeful, as one of Facebook’s biggest complaints was that the Code defined news too broadly (Facebook). Yet in the Australian context, where the country was wrestling with periodic lockdowns and the Coronavirus pandemic on one hand, and bushfires and floods on the other, the removal of these vital sources of information showed a complete lack of care or interest in Australian Facebook users. Beyond the immediate inconvenience of not being able to read or share news on Facebook, there were a range of other, immediate, consequences. As Barnet, amongst others, warned, a Facebook with all credible journalism banned would almost certainly open the floodgates to a tide of misinformation, with nothing left to fill the void; it made Facebook’s “public commitment to fighting misinformation look farcical” (Barnet, “Blocking Australian News”). Moreover, Bossio noted, “reputational damage from blocking important sites that serve Australia’s public interest overnight – and yet taking years to get on top of user privacy breaches and misinformation – undermines the legitimacy of the platform and its claimed civic intentions” (Bossio). If going dark and turning off news in Australia was supposed to win the sympathy of Australian Facebook users, then the plan largely backfired. Yet as with Google, the Australian Treasurer was meeting with Mark Zuckerberg and Facebook executives behind closed doors, which did eventually lead to changes before the Code was finally legislated (Massola). Facebook gained a number of concessions, including: a longer warning period before a Facebook could be designated by the Code; a longer period before news organisations would be able to expect negotiations to be concluded; an acknowledgement that existing deals would be taken in to account during negotiations; and, most importantly, a clarification that if Facebook was to once again block news this would both prevent them being subject to the Code and was not be something the platform could be punished for. Like Google, though, Facebook’s biggest gain was again the Treasurer making it clear that by making deals in advance on the Code becoming law, it was likely that Facebook would not be designated, and thus not subject to the Code at all (Samios and Visentin). After these concessions the news standoff ended and on 23 February the Australian Treasurer declared that after tense negotiations Facebook had “refriended Australia”; the company had “committed to entering into good-faith negotiations with Australian news media businesses and seeking to reach agreements to pay for content” (Visentin). Over the next month there were some concerns voiced about slow progress, but then major deals were announced between Facebook and News Corp Australia, and with Nine, with other deals following closely (Meade, “Rupert Murdoch”). Just over a week after the ban began, Facebook returned news to their platform in Australia. Facebook obviously felt they had won the battle, but Australia Facebook users were clearly cannon fodder, with their interests and wellbeing ignored. Who Won? The Immediate Aftermath of the Code After the showdowns with Google and Facebook, the final amendments to the Code were made and it was legislated as the News Media and Digital Platforms Mandatory Bargaining Code (Australian Treasury), going into effect on 2 March 2021. However, when it became legally binding, not one single company was ‘designated’, meaning that the Code did not immediately apply to anyone. Yet deals had been struck, money would flow to Australian news companies, and Facebook had returned news to its platform in Australia. At the outset, Google, Facebook, news companies in Australia and the Australian government all claimed to have won the battle over the Code. Having talked up their tough stance on big tech platforms when the Digital Platforms Inquiry landed in 2019, the Australian Government was under public pressure to deliver on that rhetoric. The debates and media coverage surrounding the Code involved a great deal of political posturing and gained much public attention. The Treasurer was delighted to see deals being struck that meant Facebook and Google would pay Australian news companies. He actively portrayed this as the government protecting Australia’s interest and democracy. The fact that the Code was leveraged as a threat does mean that the nuances of the Code are unlikely to be tested in a courtroom in the near future. Yet as a threat it was an effective one, and it does remain in the Treasurer’s toolkit, with the potential to be deployed in the future. While mostly outside the scope of this article, it should definitely be noted that the biggest winner in the Code debate was Rupert Murdoch, executive chairman of News Corp. They were the strongest advocates of regulation forcing the digital giants to pay for news in the first place, and had the most to gain and least to lose in the process. Most large news organisations in Australia have fared well, too, with new revenue flowing in from Google and Facebook. However, one of the most important facets of the Code was the inclusion of mechanisms to ensure that regional and small news publishers in Australia would be able to negotiate with Facebook and Google. While some might be able to band together and strike terms (and some already have) it is likely that many smaller news companies in Australia will miss out, since the deals being struck with the bigger news companies appear to be big enough to ensure they are not designated, and thus not subject to the Code (Purtill). A few weeks after the Code became law ACCC Chair Rod Sims stated that the “problem we’re addressing with the news media code is simply that we wanted to arrest the decline in money going to journalism” (Kohler). On that front the Code succeeded. However, there is no guarantee the deals will mean money will support actual journalists, rather than disappearing as extra corporate profits. Nor is there any onus on Facebook or Google to inform news organisations about changes to their algorithms that might impact on news rankings. Also, as many Australia news companies are now receiving payments from Google and Facebook, there is a danger the news media will become dependent on that revenue, which may make it harder for journalists to report on the big tech giants without some perceptions of a conflict of interest. In a diplomatic post about the Code, Google thanked everyone who had voiced concerns with the initial drafts of the legislation, thanked Australian users, and celebrated that their newly launched Google News Showcase had “two million views of content” with more than 70 news partners signed up within Australia (Silva, “An Update”). Given that News Showcase had already begun rolling out elsewhere in the world, it is likely Google were already aware they were going to have to contribute to the production of journalism across the globe. The cost of paying for news in Australia may well have fallen within the parameters Google had already decided were acceptable and inevitable before the debate about the Code even began (Purtill). In the aftermath of the Code becoming legislation, Google also posted a cutting critique of Microsoft, arguing they were “making self-serving claims and are even willing to break the way the open web works in an effort to undercut a rival” (Walker). In doing so, Google implicitly claimed that the concessions and changes to the Code they had managed to negotiate effectively positioned them as having championed the free and open web. At the end of February 2021, in a much more self-congratulatory post-mortem of the Code entitled “The Real Story of What Happened with News on Facebook in Australia”, Facebook reiterated their assertion that they bring significant value to news publishers and that the platform receives no real value in return, stating that in 2020 Facebook provided “approximately 5.1 billion free referrals to Australian publishers worth an estimated AU$407 million to the news industry” (Clegg). Deploying one last confused metaphor, Facebook argued the original draft of the Code was “like forcing car makers to fund radio stations because people might listen to them in the car — and letting the stations set the price.” Of course, there was no mention that following that metaphor, Facebook would have bugged the car and used that information to plaster the internal surfaces with personalised advertising. Facebook also touted the success of their Facebook News product in the UK, albeit without setting a date for the rollout of the product in Australia. While Facebook did concede that “the decision to stop the sharing of news in Australia appeared to come out of nowhere”, what the company failed to do was apologise to Australian Facebook users for the confusion and inconvenience they experienced. Nevertheless, on Facebook’s own terms, they certainly positioned themselves as having come out winners. Future research will need to determine whether Facebook’s actions damaged their reputation or encouraged significant numbers of Australians to leave the platform permanently, but in the wake of a number of high-profile scandals, including Cambridge Analytica (Vaidhyanathan), it is hard to see how Facebook’s actions would not have further undermined consumer trust in the company and their main platform (Park et al.). In fighting the Code, Google and Facebook were not just battling the Australian government, but also the implication that if they paid for news in Australia, they likely would also have to do so in other countries. The Code was thus seen as a dangerous precedent far more than just a mechanism to compel payment in Australia. Since both companies ensured they made deals prior to the Code becoming law, neither was initially ‘designated’, and thus neither were actually subject to the Code at the time of writing. The value of the Code has been as a threat and a means to force action from the digital giants. How effective it is as a piece of legislation remains to be seen in the future if, indeed, any company is ever designated. For other countries, the exact wording of the Code might not be as useful as a template, but its utility to force action has surely been noted. Like the inquiry which initiated it, the Code set “the largest digital platforms, Google and Facebook, up against the giants of traditional media, most notably Rupert Murdoch’s News Corporation” (Flew and Wilding 50). Yet in a relatively unusual turn of events, both sides of that battle claim to have won. At the same time, EU legislators watched the battle closely as they considered an “Australian-style code” of their own (Dillon). Moreover, in the month immediately following the Code being legislated, both the US and Canada were actively pursuing similar regulation (Baier) with Facebook already threatening to remove news and go dark for Canadian Facebook users (van Boom). For Facebook, and Google, the battle continues, but fighting the Code has meant the genie of paying for news content is well and truly out of the bottle. Conurbation [f. CON- + L. urb- and urbs city + -ation] An aggregation of urban areas. (OED) Beyond the urban, further and lower even than the suburban, lies the con-urban. The conurban: with the urban, partaking of the urbane, lying against but also perhaps pushing against or being contra the urban. Conurbations stretch littorally from Australian cities, along coastlines to other cities, joining cities through the passage of previously outlying rural areas. Joining the dots between cities, towns, and villages. Providing corridors between the city and what lies outside. The conurban is an accretion, an aggregation, a piling up, or superfluity of the city: Greater London, for instance. It is the urban plus, filling the gaps between cities, as Los Angeles oozing urbanity does for the dry, desert areas abutting it (Davis 1990; Soja 1996). I wish to propose that the conurban imaginary is a different space from its suburban counterpart. The suburban has provided a binary opposition to what is not the city, what lies beneath its feet, outside its ken. Yet it is also what is greater than the urban, what exceeds it. In modernism, the city and its denizens define themselves outside what is arrayed around the centre, ringing it in concentric circles. In stark relief to the modernist lines of the skyscraper, contrasting with the central business district, central art galleries and museums, is to be found the masses in the suburbs. The suburban as a maligned yet enabling trope of modernism has been long revalued, in the art of Howard Arkeley, and in photography of suburban Gothic. It comes as no surprise to read a favourable newspaper article on the Liverpool Regional Art Gallery, in Sydney's Western Suburbs, with its exhibition on local chicken empires, Liverpool sheds, or gay and lesbians living on the city fringe. Nor to hear in the third way posturing of Australian Labor Party parliamentarian Mark Latham, the suburbs rhetorically wielded, like a Victa lawn mover, to cut down to size his chardonnay-set inner-city policy adversaries. The politics of suburbia subtends urban revisionism, reformism, revanchism, and recidivism. Yet there is another less exhausted, and perhaps exhaustible, way of playing the urban, of studying the metropolis, of punning on the city's proper name: the con-urban. World cities, as Saskia Sassen has taught us, have peculiar features: the juxtaposition of high finance and high technology alongside subaltern, feminized, informal economy (Sassen 1998). The Australian city proudly declared to be a world city is, of course, Sydney while a long way from the world's largest city by population, it is believed to be the largest in area. A recent newspaper article on Brisbane's real estate boom, drew comparisons with Sydney only to dismiss them, according to one quoted commentator, because as a world city, Sydney was sui generis in Australia, fairly requiring comparison with other world cities. One form of conurbanity, I would suggest, is the desire of other settled areas to be with the world city. Consider in this regard, the fate of Byron Bay a fate which lies very much in the balance. Byron Bay is sign that circulates in the field of the conurban. Craig MacGregor has claimed Byron as the first real urban culture outside an Australian city (MacGregor 1995). Local residents hope to keep the alternative cultural feel of Byron, but to provide it with a more buoyant economic outlook. The traditional pastoral, fishing, and whaling industries are well displaced by niche handicrafts, niche arts and craft, niche food and vegetables, a flourishing mind, body and spirit industry, and a booming film industry. Creative arts and cultural industries are blurring into creative industries. The Byron Bay area at the opening of the twenty-first century is attracting many people fugitive from the city who wish not to drop out exactly; rather to be contra wishes rather to be gently contrary marked as distinct from the city, enjoying a wonderful lifestyle, but able to persist with the civilizing values of an urban culture. The contemporary figure of Byron Bay, if such a hybrid chimera may be represented, wishes for a conurbanity. Citizens relocate from Melbourne, Canberra, and Sydney, seeking an alternative country and coastal lifestyle and, if at all possible, a city job (though without stress) (on internal migration in Australia see Kijas 2002): Hippies and hip rub shoulders as a sleepy town awakes (Still Wild About Byron, (Sydney Morning Herald, 1 January 2002). Forerunners of Byron's conurbanity leave, while others take their place: A sprawling $6.5 million Byron Bay mansion could be the ultimate piece of memorabilia for a wealthy fan of larrikin Australian actor Paul Hogan (Hoges to sell up at Byron Bay, Illawarra Mercury, 14 February 2002). The ABC series Seachange is one key text of conurbanity: Laura Gibson has something of a city job she can ply the tools of her trade as a magistrate while living in an idyllic rural location, a nice spot for a theme park of contemporary Australian manners and nostalgia for community (on Sea Change see Murphy 2002). Conurban designates a desire to have it both ways: cityscape and pastoral mode. Worth noting is that the Byron Shire has its own independent, vibrant media public sphere, as symbolized by the Byron Shire Echo founded in 1986, one of the great newspapers outside a capital city (Martin & Ellis 2002): <http://www.echo.net.au>. Yet the textual repository in city-based media of such exilic narratives is the supplement to the Saturday broadsheet papers. A case in point is journalist Ruth Ostrow, who lives in hills in the Byron Shire, and provides a weekly column in the Saturday Australian newspaper, its style gently evocative of just one degree of separation from a self-parody of New Age mores: Having permanently relocated to the hills behind Byron Bay from Sydney, it's interesting for me to watch friends who come up here on holiday over Christmas… (Ostrow 2002). The Sydney Morning Herald regards Byron Bay as another one of its Northern beaches, conceptually somewhere between Palm Beach and Pearl Beach, or should one say Pearl Bay. The Herald's fascination for Byron Bay real estate is coeval with its obsession with Sydney's rising prices: Byron Bay's hefty price tags haven't deterred beach-lovin' boomers (East Enders, Sydney Morning Herald 17 January 2002). The Australian is not immune from this either, evidence 'Boom Times in Byron', special advertising report, Weekend Australia, Saturday 2 March 2002. And plaudits from The Financial Review confirm it: Prices for seafront spots in the enclave on the NSW north coast are red hot (Smart Property, The Financial Review, 19 January 2002). Wacky North Coast customs are regularly covered by capital city press, the region functioning as a metonym for drugs. This is so with Nimbin especially, with regular coverage of the Nimbin Mardi Grass: Mardi Grass 2001, Nimbin's famous cannabis festival, began, as they say, in high spirits in perfect autumn weather on Saturday (Oh, how they danced a high old time was had by all at the Dope Pickers' Ball, Sydney Morning Herald, 7 May 2001). See too coverage of protests over sniffer dogs in Byron Bay in Easter 2001 showed (Peatling 2001). Byron's agony over its identity attracts wider audiences, as with its quest to differentiate itself from the ordinariness of Ballina as a typical Aussie seaside town (Buttrose 2000). There are national metropolitan audiences for Byron stories, readers who are familiar with the Shire's places and habits: Lismore-reared Emma Tom's 2002 piece on the politics of perving at King's beach north of Byron occasioned quite some debate from readers arguing the toss over whether wanking on the beach was perverse or par for the course: Public masturbation is a funny old thing. On one hand, it's ace that some blokes feel sexually liberated enough to slap the salami any old time… (Tom 2002). Brisbane, of course, has its own designs upon Byron, from across the state border. Brisbane has perhaps the best-known conurbation: its northern reaches bleed into the Sunshine Coast, while its southern ones salute the skyscrapers of Australia's fourth largest city, the Gold Coast (on Gold Coast and hinterland see Griffin 2002). And then the conburbating continues unabated, as settlement stretches across the state divide to the Tweed Coast, with its mimicking of Sanctuary Cove, down to the coastal towns of Ocean Shores, Brunswick Heads, Byron, and through to Ballina. Here another type of infrastructure is key: the road. Once the road has massively overcome the topography of rainforest and mountain, there will be freeway conditions from Byron to Brisbane, accelerating conurbanity. The caf is often the short-hand signifier of the urban, but in Byron Bay, it is film that gives the urban flavour. Byron Bay has its own International Film Festival (held in the near-by boutique town of Bangalow, itself conurban with Byron.), and a new triple screen complex in Byron: Up north, film buffs Geraldine Hilton and Pete Castaldi have been busy. Last month, the pair announced a joint venture with Dendy to build a three-screen cinema in the heart of Byron Bay, scheduled to open mid-2002. Meanwhile, Hilton and Castaldi have been busy organising the second Byron All Screen Celebration Film Festival (BASC), after last year's inaugural event drew 4000 visitors to more than 50 sessions, seminars and workshops. Set in Bangalow (10 minutes from Byron by car, less if you astral travel)… (Cape Crusaders, Sydney Morning Herald, 15 February 2002). The film industry is growing steadily, and claims to be the largest concentration of film-makers outside of an Australian capital city (Henkel 2000 & 2002). With its intimate relationship with the modern city, film in its Byron incarnation from high art to short video, from IMAX to multimedia may be seen as the harbinger of the conurban. If the case of Byron has something further to tell us about the transformation of the urban, we might consider the twenty-first century links between digital communications networks and conurbanity. It might be proposed that telecommunications networks make it very difficult to tell where the city starts and ends; as they interactively disperse information and entertainment formerly associated with the cultural institutions of the metropolis (though this digitization of urbanity is more complex than hyping the virtual suggest; see Graham & Marvin 1996). The bureau comes not just to the 'burbs, but to the backblocks as government offices are closed in country towns, to be replaced by online access. The cinema is distributed across computer networks, with video-on-demand soon to become a reality. Film as a cultural form in the process of being reconceived with broadband culture (Jacka 2001). Global movements of music flow as media through the North Coast, with dance music culture and the doof (Gibson 2002). Culture and identity becomes content for the information age (Castells 1996-1998; Cunningham & Hartley 2001; OECD 1998; Trotter 2001). On e-mail, no-one knows, as the conceit of internet theory goes, where you work or live; the proverbial refashioning of subjectivity by the internet affords a conurbanity all of its own, a city of bits wherever one resides (Mitchell 1995). To render the digital conurban possible, Byron dreams of broadband. In one of those bizarre yet recurring twists of Australian media policy, large Australian cities are replete with broadband infrastructure, even if by 2002 city-dwellers are not rushing to take up the services. Telstra's Foxtel and Optus's Optus Vision raced each other down streets of large Australian cities in the mid-1990s to lay fibre-coaxial cable to provide fast data (broadband) capacity. Cable modems and quick downloading of video, graphics, and large files have been a reality for some years. Now the Asymmetrical Digital Subscriber Line (ADSL) technology is allowing people in densely populated areas close to their telephone exchanges to also avail themselves of broadband Australia. In rural Australia, broadband has not been delivered to most areas, much to the frustration of the conurbanites. Byron Bay holds an important place in the history of the internet in Australia, because it was there that one of Australia's earliest and most important internet service providers, Pegasus Network, was established in the late 1980s. Yet Pegasus relocated to Brisbane in 1993, because of poor quality telecommunications networks (Peters 1998). As we rethink the urban in the shadow of modernity, we can no longer ignore or recuse ourselves from reflecting upon its para-urban modes. As we deconstruct the urban, showing how the formerly pejorative margins actually define the centre the suburban for instance being more citified than the grand arcades, plazas, piazzas, or malls; we may find that it is the conurban that provides the cultural imaginary for the urban of the present century. Work remains to be done on the specific modalities of the conurban. The conurban has distinct temporal and spatial coordinates: citizens of Sydney fled to Manly earlier in the twentieth century, as they do to Byron at the beginning of the twenty-first. With its resistance to the transnational commercialization and mass culture that Club Med, McDonalds, and tall buildings represent, and with its strict environment planning regulation which produce a litigious reaction (and an editorial rebuke from the Sydney Morning Herald [SMH 2002]), Byron recuperates the counter-cultural as counterpoint to the Gold Coast. Subtle differences may be discerned too between Byron and, say, Nimbin and Maleny (in Queensland), with the two latter communities promoting self-sufficient hippy community infused by new agricultural classes still connected to the city, but pushing the boundaries of conurbanity by more forceful rejection of the urban. Through such mapping we may discover the endless attenuation of the urban in front and beyond our very eyes; the virtual replication and invocation of the urban around the circuits of contemporary communications networks; the refiguring of the urban in popular and elite culture, along littoral lines of flight, further domesticating the country; the road movies of twenty-first century freeways; the perpetuation and worsening of inequality and democracy (Stilwell 1992) through the action of the conurban. Cities without bounds: is the conurban one of the faces of the postmetropolis (Soja 2000), the urban without end, with no possibility for or need of closure? My thinking on Byron Bay, and the Rainbow Region in which it is situated, has been shaped by a number of people with whom I had many conversations during my four years living there in 1998-2001.
