Анотація:
The international experience in standardizing the implementation of e-democracy is studied. Thanks to a set of methodological approaches (synergistic, complex, humanistic) and methods of scientific knowledge of social phenomena and processes se identify the prospects for the introduction of direct e-democracy in modern Ukraine and propose priority measures for the implementation of state policy in the field of training and development of e-democracy, based on modern management technologies. It is concluded that, as a form of realization of rights, e-democracy should be considered as an alternative to traditionally recognized methods and practices of law enforcement, and the purpose of its implementation is to promote the expansion of opportunities for the realization of citizens' rights. It also emphasizes that the idea of digitalization of the state must be balanced with the awareness of the practical usefulness of the model, its instrumental importance for the achievement of sustainable development goals and its progress, considering existing and potential risks.

The most important aspects of effective citizen-government interaction, successful development of civil society institutions, community and state depend on forming, legal consolidation and practical use of an effective forms and mechanisms of participatory democracy in Ukraine. Effective practical use of participatory democracy depends on the legal framework, the government's willingness to cooperate, as well as the competence and willingness to engage with civil society activists and the proper development of civil society institutions that contribute to democratization and development of Ukrainian society. The levels of citizen-government interaction including an informational, informational-consultative, mutual participation have been expanded by singling out the constant dialogue and mutual participation, public control and e-democracy. The citizens’ appeals, electronic petitions, public hearings, meetings of citizens at the place of residence, local initiatives, local referendum, advisory bodies, self-organization bodies, public discussions and public expertise as the forms of participatory democracy have been described in the article. The differences between the forms of participatory democracy in terms of the order of their preparation, implementation and legal consequences have been indicated. The role of public participation in the budget process has been determined and the participation budget was singled out as a tool of the community for better understanding of local budget and forming their own projects. The advantages of practical use of participatory democracy for the public and the government have been clarified, in particular, strengthening the level of mutual dialogue, increasing its efficiency and the government's response to public problems; growing citizens' trust in the government; improving the image of government through the implementation of transparency, openness and involvement; and consideration of public recommendations by the subjects of power within the framework of certain procedures.

Abstract An e-petition (online petition or internet petition) is one of the most popular ways for civil society to interact with public authorities. It is no accident that the number of countries implementing this e-democracy tool is increasing. The institution of electronic petition has its own peculiarities in each country where it has been introduced: different forms, subjects, filing procedures and legal consequences. The common feature is that the e-petition is an independent form of direct democracy through which citizens participate in the management of public affairs. The article investigates the place of e-petitions in the system of direct democracy forms, analyzes practices of using the institution of electronic petitions, shows the establishment of the institution of e-petitions in Ukraine, reveals the concepts and features of online petitions, and highlights the problems of implementing the right to electronic petition in Ukraine.

AbstractIn recent years, numerous e-participation opportunities have emerged. Their scope and impact vary across countries. This contribution reviews the performance of observed e-democracy initiatives in Belarus, Ukraine, and Moldova, based on expert interviews, content analysis of online cases, and related self-reported statistics. The studied countries demonstrate a wide spectrum of e-democracy forms, tools, their usage rates, and influences on policy making. Belarus has the fewest e-participation opportunities, Moldova has more tools but little e-participation, while Ukraine has a more functional version of digital democracy in terms of numbers of available e-participation formats, instruments, their usage rates, and impact on public policy.

Анотація:
The article highlights the opportunities for the introduction of e-government in the institutional system of society on the basis of digital, information and communication technologies (on the example of Ukraine). It develops the concept of digitalization from the point of that information, knowledge and communication technologies constitute the system of social and legal infrastructure of society. It demonstrates that digital society forms the basis of the safety of modern globalized world, expressed in quality indicators of "e-government". It is proved that E-government in the legal system of the country involves: first, creating conditions for interaction between government and citizens through the use of modern information and communication technologies; secondly, the availability and openness of state registers; third, the introduction of e-democracy tools. It is determined that there is a steady tendency in the Ukrainian society to spread e-government tools in the legal sphere through the provision of administrative information services as well as the use of e-democracy technologies. It is also justified that potential of e-democracy technologies is strong enough to create conditions for e-government in legal sphere through technological and technical support of legal services, improving the level of computer iteracy of the population, increasing accessibility and openness of public information.

Purpose The purpose of this article is to explore the future of democracy, given the transition the countries of the world are experiencing. Methodology The paper draws on literature concerning democracy, ICT and artificial intelligence. A framework for understanding the working of democracy is developed. This framework or model is tested in 20 countries, and conclusions are presented. Findings Globally, there is a shift taking place away from representative democracy toward less democratic forms of government. Originality Most studies are implicitly dogmatic in assuming that representative democracy is a superior form of government. The influences of corporations, media and the elite are moving representative democracy away from the ideal of democracy. Conclusions The future of democracy is uncertain. It is not likely that representative democracy will become the universal form of government. Global government is possible, but it is not likely to be a representative democracy.

In recent years, information and communication technologies have become a source for democratic innovations, for example, the submission of electronic petitions by citizens allows drawing the attention of the authorities to the problem issues in society. These tools of e-democracy allow us to improve defined forms of traditional democracy and to maintain a systematic dialogue between the authorities and society. Electronic petition is one of the most effective tools of e-democracy, because other electronic discussion platforms do not provide such fast and reliable results. Petitions allow us to express dissatisfaction with the law passed or proposed by parliament, administrative decisions of the executive power or absence of urgent actions; express views on the results of a separate state policy. The uniqueness of petitions lies in the fact that the initiative takes place from the «bottom» of civil society to the «up» of authorities, government should only provide a platform for this. The additional benefits of using electronic petitions are the stimulation of increased interest in various state issues; publicity of their consideration, which creates a sense of solidarity in the community during the execution of a civil obligation. This tool extends the powers of citizens, further legitimizes actions of state authorities by explaining the impact of government policy on public life, maintaining close interaction between citizens and elected officials, and increasing responsibility and accountability of the government. The main purpose of the study is to analyze tool of electronic petitions, to determine its efficiency and applicability, investigate general factors influencing on motivation of signing petitions. Article deals with the general characteristics of electronic petitions, their typology; also the influence of submitted electronic petitions on the state policy is determined; defined the conditions and criteria for a successful electronic petition and motivation of citizens to use the electronic petition tool.

An increasingly popular tendency can be observed in numerous states in Europe and globally, where modern forms of casting votes are implemented, including, first and foremost, electronic voting via the Internet or mobile telephones. In the opinion of ICT (Information and Communication Technologies) advocates modern civilization is facing an era of electronic democracy, which constitutes this new form of exercising power, based on information and communication tools. Estonia is a European leader in applying electronic voting for election procedures. The paper presents an analysis of Estonia’s experience in the field of e-voting in the elections of 2005–2009.

This thesis attempts to answer the question ‘What e-democracy strategy, if any, is most suitable for Bahrain?’. Based on a qualitative case study for the country, an e-Democracy strategy is synthesised and presented in this thesis. The literature review includes the forms, ideals and values of democracy. The researcher supports and argues for the assertion that any attempt to implement e-Democracy must not undermine the basic values and ideals of democracy. In the review on Islam and democracy, the author argues that Islam is not against democracy. However it is asserted that e-Democracy implementation must consider the cultural and religious context of Bahrain. The process of democratisation and how it is taking place in Bahrain and Gulf countries are also discussed. A strategy formulation framework is adopted after reviewing literature on how to formulate a strategy. E-Government strategies of reading players in the e-Government are reviewed with an objective of learning lessons prior to formulating e-Democracy strategy. The literature review on e-democracy helped to understand the theory and practice of e-Democracy elsewhere in the world and identify issues that required further investigation. The issues identified from the literature were investigated using empirical data. Data from multiple sources were collected and analysed. The methods included interviews, focus groups and analysis of documents. The results confirm that most of the issues identified as part of the literature review are relevant to the case under investigation. However, there were issues that were not present in the literature. This includes the need to consider democracy’s human, social and cultural aspects as well as factors pertaining to the political divide in Bahrain. This, if not tackled properly, may pose some challenges to the implementation of e-Democracy. The results also disprove the assumption held by the government of Bahrain, as well as by the researcher at the beginning of the study, that e-voting is a more plausible type of e-democracy than other forms. The author adapts and presents an e-Democracy model for Bahrain based on Chadwick and May (2003) along with the e-Democracy strategy for Bahrain. The author also argues that the model and the strategy can be tailored to use in other GCC countries. The study fills a gap in the literature, namely the lack of e-democracy studies pertaining to the Middle East. It also provides a framework and lessons for other countries in the region for the creation of an e-democracy strategy.

The development of technology has made the world a smaller place where communicating instantaneously irrespective of the geographical location is a way of life. Electronic Forms (E-FORMS) are an easy way to communicate efficiently with students. At present, universities are still using old systems for communication where efforts to improve the system is a lethargic process. As most of these universities are still using student forms manually, the introduction of E-FORMS will speed up the whole process and positively impact in communicating efficiency. In addition, the inconvenience of making numerous visits to the university is sometimes seen as a hassle but due to lack of Information Technology (IT) development in universities, this is the usual pattern still seen at most universities. In this study, the use of E-FORMS at universities is proposed to help students and university staff to communicate effectively and efficiently. As it is still a fairly new concept, the study proposes the many features involved in E-FORMS communication. The Researcher has chosen California State University San Bernardino (CSUSB) to do this study. This study consists of the detailed design of the proposed E-FORMS Application System at CSUSB. The design provides a more efficient and supportive system that is easy to use while maintaining student privacy and flexibility. The solution is designed taking into consideration the use of PeopleSoft Enterprise. This proposed system upgrades the existing CSUSB form management system. It is a step forward to a more efficient and the operative system.

In this thesis, we study the properties of lossless systems using the concept of quadratic differential forms (QDFs). Based on observation of physical linear lossless systems, we define a lossless system as one for which there exists a QDF known as an energy function that is positive along nonzero trajectories of the system and whose derivative along the trajectories of the system is zero if inputs to the system are made equal to zero. Using this deffnition, we prove that if a lossless system is autonomous, then it is oscillatory. We also give an algorithm whose output is a two-variable polynomial that induces an energy function of a lossless system and we describe a suitable way of splitting a given energy function into its potential and kinetic energy components. We further study the space of QDFs for an autonomous linear lossless system, and note that this space can be decomposed into the spaces of conserved and zero-mean quantities. We then show that there is a link between zero-mean quantities and generalized Lagrangians of an autonomous linear lossless system. Finally, we study various methods of synthesis of lossless electric networks like Cauer and Foster methods, and come up with an abstract deffnition of synthesis of a positive QDF that represents the total energy of the network to be synthesized. We show that Cauer and Foster method of synthesis can be cast in the framework of our deffnition. We show that our deffnition has applications in stability tests for linear systems, and we also give a new Routh-Hurwitz like stability test.

This dissertation is broadly concerned with the issue of electronic democracy, i.e. whether, under what conditions and how does the Internet strengthen democracy in advanced industrial polities. Specifically, this work applies the theory of participation to recent British data on online political engagement in order to understand: whether and how the Internet modifies the existing structure of political inequality; whether and how the Internet alters the context of traditional political action; whether the Internet holds a democratising potential and what is its nature. Data collected and analysed include a survey of British citizens' online political behaviour, and three smaller, in-depth surveys of citizens' online political activities within limited settings: a national online consultation forum, routine politics by young party activists and charity work by an elderly activist network. More generally, the dissertation contributes towards clarifying the ongoing debate on electronic democracy, by examining the discourse surrounding the evolution of the issue. It reviews a large portion of the existing literature on online political engagement, organised in three main approaches. It presents and analyses seminal data on British online political engagement to assess the state of electronic democracy in Britain. Importantly, it advances a theoretical framework for the understanding of the 'real' digital divide, drawing on the theory of participation. The theory is an ideal explanatory base from which to depart in order to find the factors shaping the structure of online political opportunities and the way in which preferences are voiced, and heard, through the Internet. This dissertation speaks directly to the electronic democracy debate by setting the agenda on the notion of democratic equality and by focusing on the structure of voice in the information polity.

Mobile phones are increasingly becoming common property, which we carry with us practically all of the time. Self-services are also becoming more and more common. Along with the self-service society comes the need to access services at any time, any place, which the mobile phone can provide for. Use of a self-service usually requires exchange of information by means of electronic forms. Finding good solutions for representing forms on mobile phones is a demanding challenge. On the one hand, the small displays and keyboards introduce several design challenges. On the other hand, users with special needs, such as users with cognitive impairments, call for solutions that address accessibility and universal design. This report documents an investigation on how to make electronic forms feasible on mobile phones. The investigation focused on universal design of mobile form user interfaces. Based on the expected potential of multimodality, two target groups were chosen: ‘people with cognitive disabilities that lead to moderate text-reading problems’, and ‘people with cognitive disabilities that lead to moderate number-reading problems’. We investigated the validity of a hypothesis containing two assertions: (1) that specific techniques and form controls can make electronic forms feasible on mobile phones as well as relieve the burden of the users, and (2) that offering visualisation of information as an additional modality in electronic forms on mobile phones can be beneficial for the cognitive processing of content in such forms. The research method used in the investigation comprised several parts: A literature study and a semi-structured theme interview formed a background for setting success criteria for the feasibility of forms on mobile phones and making design choices. Paper prototyping was conducted by making a paper mock-up of a selected case, kindergarten applications, which illustrated how the design choices could appear. The paper mock-up evolved through several iterations, and served as a design specification for a J2ME prototype, which was made in order for users to better be able to evaluate the design decisions. The design evolved further during the prototyping in J2ME, as necessary improvements were discovered. The final part of the research method was a walkthrough evaluation. Ten users went through the form and were afterwards asked to state their opinion on specific design aspects. The results from the walkthrough evaluations provided material to use when assessing the validity of the hypothesis. The investigation led to a list of success criteria with suggestions on how to achieve several of them. We attempted to achieve four of these criteria, by making several design decisions. The final user interface of the kindergarten form had aspects we were concerned about, and addressed in the walkthrough evaluations The most important results of the evaluations were: They were all positive towards a technique used for decreasing the information intensity. None of the users claimed to have problems with or dislike the form control ‘drop-down box’ and a technique used to maintain the form context when drop-down boxes were expanded. ‘Choose’ commands may be unnecessary. The solution for indicating form size and progress was understood by all. A graphical modality presenting kindergartens in a map, accommodating people with text-reading problems, was preferred by seven of the ten users, while none of the users preferred the graphical modality presenting points of time as clock icons, accommodating people with number-reading problems. The results led us to conclude that the first assertion seem to be correct, depending on the outcome of further, suggested tests. We assume that professionally made clock icons, combined with a technique suggested by one of the evaluators would have made more people prefer this presentation. We also se no reason why multimodality, acknowledged to be beneficial for the processing of cognitive content, should be less beneficial on mobile phones, and believe that also the second assertion is true. A number of efforts for further investigations are suggested.

Анотація:
The article examines the evolution of the concept of «e-democracy», the reflection of this problem in scientific works, formulates the author’s definition of e-democracy. The development of projects of electronic democracy in Russia and their results are investigated. The proposed understanding of e-democracy procedures compares with the existing mechanisms in Russia and the Irkutsk region, as well as partly with other regions of the country. A conclusion is made about the level of development of e-democracy in the region, problems are noted in the implementation of e-democracy at the present stage.

This report offers a brief overview of the literature on the defining characteristics of democracy in the 21st century. This report seeks to map out a range of conceptual approaches to understanding democracy, evidence on emerging trends in democratisation, and challenges to realising democracy in its varied forms. The report begins with a discussion on definitions of democracy that have emerged in recent decades (Section 2), highlighting a range of qualifiers that are widely used to differentiate and analyse different democratic regime types. Section 3 summarises trends in key indicators of democracy from widely cited observers – The Economist Intelligence Unit and the V-Dem Institute - and recent trends in public opinion towards democracy, according to World Values and Pew Centre surveys. Section 4 gives a very brief overview of three leading challenges to democracy discussed widely in the literature – gender inequality; the role of media and social media; and declining quality of elections, freedom of expression and civic space.

This working paper approaches the current global crisis as a potential territoriality for radicalizing concepts and for learning with ongoing fugitive routes. Through nonlinear paths, I aim to examine the contours of the quilombo not only as a slavery-past event but as a continuum of anti-colonial struggle that invokes other forms of re-existence and convivial coexistence in Brazil. In doing that, this research draws attention to an Améfrica Ladina epistemology and a decolonial methodology embodied by living archives and oral histories.

The article is devoted to the analysis of the main forms of visualization in the media related to photo. The thematic visual concepts are described in accordance with the content of electronic media, which consider the impact of modern technologies on the development of media space. The researches of the Ukrainian and foreign educational institutions concerning the main features of modern photo is classificate. Modifications and new visual forms in the media are singled out. The main objective of the article is to study the visual concepts of modern photo and identify ideological and thematic priorities in photo projects. To achieve the main objective in the article a certain methodology were used. Due to the historical-theoretical description it was possible to substantiate the study of visual concepts. The conceptual-system method was used to study the subject of media photo projects. The main results of the research are the definition of visual concepts of photo on the example of electronic media and the identification of the main thematic features in the process of visual filling of the media space. Based on the study, we can conclude that today the information field needs quality visual content. For successful creation of visual concepts it is necessary to single out thematic features of modern photo and to carry out classifications on ideological and semantic signs. Given the rapid development of digital technologies, the topic of the scientific article we offer is relevant for scientists, journalists, media researchers, visual journalism experts and photojournalists. Modern space is filled with a large number of pictorial materials, which in most cases form specific images, patterns or stereotypes in the mind of the reader (viewer). Also important is the classification of photo used in journalistic publications. That is why there is a need to explore the content and principles of distribution of ideological priorities of photo in the media. The substantiation of scientists about the important place of photography in the modern media space and the future development of visual technologies, which already use artificial intelligence, is relevant.

Banco de la República provides a comprehensive overview of Colombia’s finan¬cial infrastructure in its Payment Systems Report, which is an important product of the work it does to oversee that infrastructure. The figures published in this edition of the report are for the year 2020, a pandemic period in which the con¬tainment measures designed and adopted to alleviate the strain on the health system led to a sharp reduction in economic activity and consumption in Colom¬bia, as was the case in most countries. At the start of the pandemic, the Board of Directors of Banco de la República adopted decisions that were necessary to supply the market with ample liquid¬ity in pesos and US dollars to guarantee market stability, protect the payment system and preserve the supply of credit. The pronounced growth in mone¬tary aggregates reflected an increased preference for liquidity, which Banco de la República addressed at the right time. These decisions were implemented through operations that were cleared and settled via the financial infrastructure. The second section of this report, following the introduction, offers an analysis of how the various financial infrastructures in Colombia have evolved and per¬formed. One of the highlights is the large-value payment system (CUD), which registered more momentum in 2020 than during the previous year, mainly be¬cause of an increase in average daily remunerated deposits made with Banco de la República by the General Directorate of Public Credit and the National Treasury (DGCPTN), as well as more activity in the sell/buy-back market with sovereign debt. Consequently, with more activity in the CUD, the Central Securi¬ties Depository (DCV) experienced an added impetus sparked by an increase in the money market for bonds and securities placed on the primary market by the national government. The value of operations cleared and settled through the Colombian Central Counterparty (CRCC) continues to grow, propelled largely by peso/dollar non-deliverable forward (NDF) contracts. With respect to the CRCC, it is important to note this clearing house has been in charge of managing risks and clearing and settling operations in the peso/dollar spot market since the end of last year, following its merger with the Foreign Exchange Clearing House of Colombia (CCDC). Since the final quarter of 2020, the CRCC has also been re¬sponsible for clearing and settlement in the equities market, which was former¬ly done by the Colombian Stock Exchange (BVC). The third section of this report provides an all-inclusive view of payments in the market for goods and services; namely, transactions carried out by members of the public and non-financial institutions. During the pandemic, inter- and intra-bank electronic funds transfers, which originate mostly with companies, increased in both the number and value of transactions with respect to 2019. However, debit and credit card payments, which are made largely by private citizens, declined compared to 2019. The incidence of payment by check contin¬ue to drop, exhibiting quite a pronounced downward trend during the past last year. To supplement to the information on electronic funds transfers, section three includes a segment (Box 4) characterizing the population with savings and checking accounts, based on data from a survey by Banco de la República con-cerning the perception of the use of payment instruments in 2019. There also is segment (Box 2) on the growth in transactions with a mobile wallet provided by a company specialized in electronic deposits and payments (Sedpe). It shows the number of users and the value of their transactions have increased since the wallet was introduced in late 2017, particularly during the pandemic. In addition, there is a diagnosis of the effects of the pandemic on the payment patterns of the population, based on data related to the use of cash in circu¬lation, payments with electronic instruments, and consumption and consumer confidence. The conclusion is that the collapse in the consumer confidence in¬dex and the drop in private consumption led to changes in the public’s pay¬ment patterns. Credit and debit card purchases were down, while payments for goods and services through electronic funds transfers increased. These findings, coupled with the considerable increase in cash in circulation, might indicate a possible precautionary cash hoarding by individuals and more use of cash as a payment instrument. There is also a segment (in Focus 3) on the major changes introduced in regulations on the retail-value payment system in Colombia, as provided for in Decree 1692 of December 2020. The fourth section of this report refers to the important innovations and tech¬nological changes that have occurred in the retail-value payment system. Four themes are highlighted in this respect. The first is a key point in building the financial infrastructure for instant payments. It involves of the design and im¬plementation of overlay schemes, a technological development that allows the various participants in the payment chain to communicate openly. The result is a high degree of interoperability among the different payment service providers. The second topic explores developments in the international debate on central bank digital currency (CBDC). The purpose is to understand how it could impact the retail-value payment system and the use of cash if it were to be issued. The third topic is related to new forms of payment initiation, such as QR codes, bio¬metrics or near field communication (NFC) technology. These seemingly small changes can have a major impact on the user’s experience with the retail-value payment system. The fourth theme is the growth in payments via mobile tele¬phone and the internet. The report ends in section five with a review of two papers on applied research done at Banco de la República in 2020. The first analyzes the extent of the CRCC’s capital, acknowledging the relevant role this infrastructure has acquired in pro¬viding clearing and settlement services for various financial markets in Colom¬bia. The capital requirements defined for central counterparties in some jurisdic¬tions are explored, and the risks to be hedged are identified from the standpoint of the service these type of institutions offer to the market and those associated with their corporate activity. The CRCC’s capital levels are analyzed in light of what has been observed in the European Union’s regulations, and the conclusion is that the CRCC has a scheme of security rings very similar to those applied internationally and the extent of its capital exceeds what is stipulated in Colombian regulations, being sufficient to hedge other risks. The second study presents an algorithm used to identify and quantify the liquidity sources that CUD’s participants use under normal conditions to meet their daily obligations in the local financial market.
