L'exploration de la niche écologique d'une espèce implique une analyse à plusieurs échelles, car différentes contraintes environnementales peuvent avoir des conséquences écologiques importantes. Cependant, l'absence d'informations précises sur l'écologie des petites espèces de procellariiformes a considérablement limité leur étude, impactant notre capacité à définir une planification de conservation appropriée. Les avancées technologiques dans la miniaturisation des enregistreurs de données permettent depuis peu de collecter des données écologiques sur ces espèces. Dans cette étude, une approche multidisciplinaire a été utilisée pour étudier la niche écologique des pétrels plongeurs communs et de Géorgie du Sud. Les principaux objectifs étaient de : 1) décrire leur écologie alimentaire pendant les périodes de reproduction et de non-reproduction, et étudier leurs variations interannuelles ; 2) déterminer les différences écologiques entre les populations de l'Océan Austral ; et 3) étudier les variations de leur écologie tout au long du cycle annuel dans un contexte de ségrégation écologique entre ces deux espèces sœurs. Les résultats ont démontré que les pétrels plongeurs présentent des capacités de vol remarquables malgré leur charge alaire élevée, se nourrissant sur de vastes zones pendant la reproduction et migrant à plusieurs milliers de kilomètres de leur colonie pendant la période post-reproduction. Ces analyses ont révélé d'importantes différences écologiques au sein des espèces, notamment en termes de phénologie et de zone de migration. La collecte de données sur plusieurs années a considérablement renforcé ces résultats et fournit des informations précieuses pour comprendre les limites des niches écologiques des pétrels plongeurs. However, the absence of precise information about small procellariiform species ecology has greatly limited ecological niche modelling studies, directly impacting our ability to delineate proper conservation planning. Technological advancements in the miniaturisation of data loggers have made it possible to collect ecological data of such species. In the present study, a multi-tooled approach was used to investigate the ecological niche of the common and the South-Georgian diving petrels. The primary objectives were to: 1) describe their foraging ecology during the breeding and non-breeding periods, and investigate their inter-annual variations; 2) determine the ecological differences between populations throughout the Southern Ocean; and 3) study the variations in their foraging ecology throughout the entire annual-cycle in the context of niche segregation between two sibling species. The results demonstrated that diving petrels exhibit remarkable flying abilities despite their high wing loading, foraging over large areas during the breeding season, and migrating several thousands of kilometres from their colony during the post-breeding period. These analyses revealed important ecological differences throughout the species distribution, particularly in terms of phenology and migration area. Collecting data over several years substantially strengthens results and provides valuable information to understand the variations and the limits of diving petrel ecological niches. Finally, a stage-dependent and context-dependent niche segregation analysis demonstrated the importance of a multi-tooled approach to better describe and understand the co-existence of ecologically similar species

Für den Wissenstransfer der langjährig aufgebauten Fachkompetenz in diesen Themenbereichen wurde 2008 die seit längerer Zeit erstmals stattfindende deutschlandweite geo- und montanwissenschaftliche Fachreferatsweiterbildung durch die UB Freiberg ausgerichtet.

The known metabolites of the genus Senna have a variety of applications, while the oldest is like purging and preparation is present in the British Pharmacopoeia, European, American and Brazilian indicated for cases of constipation. Are used in folk medicine preparations of various species of the genus as, stomachic, febrifuge, antianemics, antiblenorrágica, antinefrítica,antidot a, antimycotic, diuretic, fungicidal, laxative and against skin diseases. In this stdy is described the investigation of chemical of Senna georgica H. S. Irwin Barneby (Leguminoseae), popularly known as "Lava prato” and "mata pasto". The literature review revealed the complete absence of studies chemical, biological and pharmacological performed with this species, which is why the plant was selected for the study. The chemical study started with chromatographic treatment of hexane andethanol extracts of Senna which allowed the isolation and identification of two anthraquinones crisofanol and fisciona,the triterpene lupeol, two phytosteroid shaped and acid free and glycosylated triacontanóico. Another stage of the work was devoted to the pharmacological study of S.georgica, which analyzed by testing the antioxidant potential, cytotoxicity and anticolinasterásico of extracts hexane and ethanol of flowers, pods, leaves, stem and root of the plant. The structural determinations were made using techniques of infrared spectroscopy, nuclear magnetic resonance of a 1-H-and C-13 uni-dimensional, mass spectrometry and comparison with data reported in the literature.
Os metabólitos conhecidos do gênero Senna apresentam uma variedade de aplicações, embora a mais antiga seja como purgativa e sua preparação está presente na Farmacopéia britânica, européia, americana e brasileira com indicação para casos de constipação. Na medicina popular são utilizadas preparações de várias espécies do gênero como tônica, estomáquica, febrífuga, anti-herpética, antianêmica, antiblenorrágica, antinefrítica, antídota, antimicótica, diurética, parasiticida, laxante, e contra doenças de pele. Este trabalho descreve a investigação química de Senna georgica H. S. Irwin & Barneby (Leguminoseae), popularmente conhecida como “mata pasto” e “lava prato”. O levantamento bibliográfico revelou a completa ausência de estudos químicos, biológicos e farmacológicos realizados com esta espécie, motivo pela qual selecionou-se a planta para o estudo. O estudo químico iniciou-se com o tratamento cromatográfico dos extratos hexânico e etanólico do caule de S. georgica o que possibilitou o isolamento e identificação das antraquinonas crisofanol e fisciona, o triterpeno de esqueleto lupano, o lupeol, dois fitoesteroides em forma livre e glicosilados e o ácido triacontanóico. Outra etapa do trabalho foi dedicada ao estudo farmacológico de S. georgica, que através de ensaios analisou o potencial antioxidante, citotoxidade e anticolinasterásico dos extratos etanólico e hexânico das flores, vagens, folhas, caule e raiz da planta. As determinações estruturais foram realizadas através das técnicas espectrométricas de infravermelho, ressonância magnética nuclear de hidrogênio-1 e carbono-13 uni e bidimensionais, espectrometria de massas e comparações com dados relatados na literatura.

Nach umfangreichen Vorarbeiten hat die UB Freiberg im Herbst 2013 mit dem Aufbau einer eigenen Digitalen Bibliothek begonnen. Passend zum Thema des Wissenschaftsjahres 2014 „Die Digitale Gesellschaft“ werden bislang versteckte oder gar nicht öffentlich zugängliche Bestände strukturiert und in einer nutzerfreundlichen Oberfläche der Öffentlichkeit präsentiert. Mit dem Know-How der SLUB Dresden sowie der Möglichkeit ihre Entwicklungen und Infrastruktur mit zu nutzen, konnte das Projekt in relativ kurzer Zeit realisiert werden. Für die Digitalisierung und Präsentation der Freiberger Bestände wird die Open-Source-Software Goobi genutzt.

Although Georgia has experienced dramatic increases in the number of visitors over the past decade Swedish travellers are absent in the arrival statistics. Visitors from Eastern Europeans account for the majority of the increase in arrivals. This thesis attempts to understand what is missing in order for Swedish tourists to discover Georgia as a destination. This is done by interviewing Swedish tour operators and surveying Swedish visitors to Georgia. The results are analyzed in the framework of Leiper’s theory of destination competitiveness. A SWOT analysis is also used to structure the analysis, and the thesis suggests some benchmark measures that could be used to implement a systematic effort to improve the destination. The thesis concludes that Georgia indeed has a strong attractiveness on Swedish tourists, but that the main problems are connected with low awareness and lack of convenient transportation options. It is argued that these problems can be solved through improved marketing and entrepreneurship. Furthermore, the thesis highlights the need for Georgian destination managers to make choices today in order to shape the image of the country in the future. Georgia has a challenge to strengthen the authenticity that many travellers associate with the country, but is in a position to modernize by preserving traditions. Finally, it is argued that the results from this study are generalizable to include preferences of travellers from Western Europe in general, and therefore the study points to some significant opportunities available to Georgia.

This dissertation examines the eighteenth-century English georgic in the broader context of the didactic epic. Reading "georgics" through the schema of didactic epic, I provide an alternative trajectory for understanding developments in and experiments with genre during the long eighteenth century. More than swapping parallel terminology my use of didactic epic imports the scholarship of Classical and neo-Latin scholars to reinvigorate a genre hampered by defining the "georgic" as poems about farming, derived exclusively from Virgil's Georgics. Within the framework of didactic epic, I reinterpret peripheral works such as John Gay's Trivia, Eliza Haywood's Anti-Pamela, and James Grainger's The Sugar Cane claiming these queer, fascinating texts represent critical experimentation with literary form in the eighteenth century. I contend that the incorporation of didactic epic elements into these texts demonstrates the plasticity and persistence of the genre thereby making the study of these foundational English texts and their Classical and neo-Latin sources an integral part of English literary studies.
I argue the essays, poems, and novels of Joseph Addison, John Philips, John Gay, Eliza Haywood, and James Grainger dialogue with Classical and neo-Latin poems in addition to Virgil's Georgics such as Manilius's Astronomica, Fracastoro's Syphilis, and more-canonical Classical didactic epics from the Ars Poetica of Horace to Lucretius's De Rerum Natura. Because the separation of didactic and narrative epic derived from reliance on "georgic" has promoted a too-easy separation between the natural world (georgic) and the human world (epic), scholarship has approached English didactic epics as poems that have little bearing on humans and culture. However, analyzing the formal modulations I describe how eighteenth-century texts showcase radical experimentation with narrative persona and polyphonic registers thereby magnifying the presence of human beings in the natural world as organizers and consumers of the landscape and useable land. In the experimentations evident in eighteenth-century English texts, I locate innovations and modulations of the didactic epic that demonstrate the authors variously dissecting and critiquing ideologies of labor and imperialism and offering new paradigms of gender and labor that anticipate modern approaches to literary forms and modern concerns with the interrelation of humans and nature.

In the final book of the Georgics, Virgil digresses into a nostalgic and regretful explanation of his inability to include a proper discussion of gardening because he is spatiis exclusus iniquis (147). Often deemed “the skeleton of a fifth book of the Georgics” the exact meaning and intent behind this passage is still largely contested. In this paper I will attempt to de-strange this passage by examining it philosophically and allegorically, particularly by means of numerical symbolism.

In Servius' commentary, there are two elusive statements concerning the ending of the Georgics. Both of these statements seem to imply that Vergil changed the ending of the Georgics and that the Orpheus epyllion as it now stands was a later edition to the poem. The question of whether or not Servius is correct in this assertion is a central question in Vergilian studies. By focusing on the reception of Orpheus prior to Vergil, the Roman Orpheus of Vergil's time, and Vergil's own use of the Orpheus figure, a potential answer emerges to the Servian question. In order to answer this question, the primary inquiry of this paper seeks to find from where Vergil received his Orpheus story. A comprehensive analysis of references to Orpheus in ancient literature leads to the conclusion that before the first-century B.C.E. the primary narrative of Orpheus is not one of failure. Rather, Orpheus appears to successfully retrieve his wife from the underworld. Orpheus does not appear as an important figure in Roman literature until the second half of the first-century when nearly at the same time as Vergil is writing the Georgics Orpheus' popularity explodes in Roman art and literature. Yet, Vergil does not seem to be the source of Orpheus' popularity in Rome, nor does Vergil seem to be inventing a new narrative in which Orpheus fails. The missing source for Vergil's Orpheus figure appears to belong to the first-century. Orpheus appears as a central figure in the Georgics, the Eclogues, the poems of Propertius, and the Culex. Each of these works is rife with references to the poetry of Cornelius Gallus. Given Gallus' prominence in first-century Roman poetry, his close association with Orpheus, the Servian claims of a laudes Galli in the fourth Georgic, and the rise of Orpheus' popularity in the second half of the first-century, Gallus seems a likely source for Vergil's Orpheus.

This dissertation shows how the management of the land is both a material precondition for and an obsession of medieval British reading and writing. In medieval Britain, the people who read and wrote were the people with power over land, and ecological management was a major imaginative project of these text-producing elites. The years between 1000 and 1400 saw major changes and crises—including the climatic transition from the medieval warm period to the little ice age—and each century saw different literary efforts to sustain the fiction that the land’s productivity as well as its social meanings were constant and manageable. Land management is an imaginative, affective, and literary activity as well as a social, ecological, and material one, and the history of who manages the land and how is the history of who reads, who writes, and how.
Texts from Domesday Book to husbandry manuals to Piers Plowman not only engage with the social meanings of physical environments; they demonstrate how power over the land intersects with power over language. Written across four centuries and in Latin, Old English, Middle English, Anglo-Norman French, and Middle Welsh, these texts are all invested in managing their environments. Each chapter is a case study of a different genre of land management text: Domesday Book, estate management treatises and guides for managers, language pedagogy texts, romance, and Piers Plowman. In addition to these fundamentally elite, literate forms, the final chapter explores a reading event in the fourteenth century during which over forty groups of servile peasants, whose relationships to land and to texts were always mediated through the aristocracy, took possession of and read extracts of Domesday Book that described the land they lived on and worked but could not own.English

Neu an dieser Herausforderung sind die schier unerschöpflichen Möglichkeiten der Informationsversorgung, die aus der digitalen Medienrevolution und der rasanten Entwicklung der Informationstechnologie erwachsen. Die Wissenschaftler/-innen erwarten einen umfassenden, schnellen, komfortablen und jederzeit störungsfreien Zugang zu den Informationsquellen. Der direkte Weg vom bibliographischen Nachweis aus Katalogen und Datenbanken zum elektronisch verfügbaren Volltext wird – mindestens bei den MINT-Fächern (Mathematik, Informatik, Naturwissenschaften, Technik) – mittlerweile als Standard angesehen. Bibliothekarische Angebote wie Schulungen zur Förderung der Informations- und Medienkompetenz, Literaturverwaltung, Publikationsserver haben das bibliothekarische Portfolio in den letzten Jahren erweitert und zählen inzwischen zum bibliothekarischen Alltagsgeschäft.

This thesis makes a contribution to the vast field of International Relations research conducted on Russia and its neighbors. Following constructivist scholarship focusing particularly on national interests, state identities, and the concept of ‘us and them’, the research shines light on how Russia has positioned itself in regards to the Europeanization process of neighboring Georgia. The thesis is additionally founded on understandings of European integration theories as well as information on the empirical case of complicated relationships Russia has with Georgia but also with the European Union. The steps of Georgia’s Europeanization process (2006-2014) are used as a pin point to define a time limit for the study and to analyze how shifts in a state’s surroundings can affect its identity presentation and national interests. The study is conducted as a qualitative content analysis utilizing public statements issued by the Ministry of Foreign Affairs by the Russian Federation.

It locally contains or heaven, or hell; There’s no third place in’t. (Webster 1993) Husbandry in its original sense is a ‘being together’, based on dwelling in a particular place. There is an intricate connection between modern science and industrialised agriculture, both of which developed on the basis of particular values associated with Good Husbandry – those which focused on individual innovation, profit-related productivity, quantitative measurement, objective, ‘puritan’ truth and control of nature. Ideals of the earth as a ‘commonwealth’, and of traditional stewardship, were down-played. The writings of Francis Bacon provide an example of a positivist, pioneering attitude which has continued to underpin modern science. In retrospect, however, these ideals sound rather one-sided. Nature herself is not well represented in the modern science relationship. In this thesis, Virgil’s Georgics and Lucretius’ de rerum natura are used to derive a poetics of Being and of Husbandry, which applies not only to the world of poetry, but to events which underlie scientific research. Virgil’s use of verbs verifies that life’s activities are shared by all living things. Lucretius asserts that even inanimate atoms both exist in themselves and are creative. ‘To be’ can be visualised as a dynamic, balancing act between striving to stay in being and longing to engage creatively with another. The basis of this thesis is that a shaping of research towards good husbandry involves a fair relationship with nature, which in turn involves the acknowledgement in writing that nature is active, dynamic and a good collaborator. Husbandry defined as a continually unfolding third place between extremes or between self and other – this holistic, concentric definition – applies at all scales, all levels of experience. This work was derived from practice-led research involving the writing of poetry and therefore the findings exist in parallel as a sequence of poems.

Vergil’s Georgics was published in 29 BCE, at a critical point in the political life of Octavian-Augustus. Although his position at the head of state had been confirmed by victory at Actium in 31, his longevity was threatened by his reputation for causing bloodshed during the civil wars. This thesis argues that Vergil, in the Georgics, presents a defence of Octavian against criticism of his past, in order to safeguard his future, and the future of Rome. Through a complex of metaphor and allusion, Vergil engages with the weaknesses in Octavian’s public image in order to diminish their damaging impact. Chapter One examines the way in which the poet invokes and complements the literary tradition of portraying young men as destructive, amorous creatures, through his depiction of iuvenes in the Georgics, in order to emphasise the inevitability of youthful misbehaviour. Since Octavian is still explicitly a iuvenis, he cannot be held accountable for his actions up to this point, including his role in the civil wars. The focus of Chapters Two and Three of this thesis is Vergil’s presentation of the spring season in the Georgics. Vergil’s preoccupation with spring is unorthodox in the context of agricultural didactic; under the influence of the Lucretian figure of Venus, Vergil moulds spring into a symbol of universal creation in nature, a metaphor for a projected revival of Roman affairs under Octavian’s leadership which would subsequently dominate the visual art of the Augustan period. Vergil’s spring is as concerned with the past as it is the future. Vergil stresses the fact that destructive activity can take place in spring, in the form of storms and animal violence; the farmer’s spring labor is characterised as a war against nature, which culminates in the horrific slaughter of oxen demanded by bugonia. In each case destruction is revealed as a necessary prerequisite for some form of creation: animal reproduction, increased crop yield, a renewed population of bees. Thus, the spring creation of a new Rome under Octavian will come as a direct result of the bloodshed of the civil wars, a cataclysm whose horrors are not denied, but whose outcome will ultimately be positive. Octavian is assimilated to Jupiter in his Stoic guise: a providential figure who sends fire and flood to Earth in order to improve mankind.

In this dissertation, I argue that two dominant perspectives on farming in Canada—the technoscientific capitalist perspective on modern industrial farming and the popular vision of hard-won survival on the family farm—both draw on narrative and aesthetic strategies that have deep roots in distinct, but related variations of the georgic tradition, which arrived in Canada in the eighteenth century and continues to shape literary representations and material practices today. Critics of Canadian literature have tended to subsume the georgic under the category of pastoral, but I argue that the georgic is a separate and more useful category for understanding the complex myths and realities of agricultural production in Canada precisely because it is a literary genre that focuses on the labour of farming and because it constitutes a complex and multi-generic discourse which both promotes and enables critique of dominant agricultural practices. I argue that, despite its sublimation beneath the pastoral, the georgic mode has also been an important cultural nexus in Canadian literature and culture, and that it constitutes a set of conventions that have become so commonplace in writing that deals with agricultural labour and its related issues in Canada that they have come to seem both inevitable and natural within the Canadian cultural tradition, even if they have not been explicitly named as georgic.
By analyzing a variety of texts such as Oliver Goldmith’s The Rising Village, Isabella Valancy Crawford’s Malcolm’s Katie, Susanna Moodie’s Roughing It in the Bush, Frederick Philip Grove’s Settlers of the Marsh, Martha Ostenso’s Wild Geese, Al Purdy’s In Search of Owen Roblin, Robert Kroetsch’s “The Ledger,” Christian Bok’s Xenotext, Rita Wong’s Forage, and Phil Hall’s Amanuensis, I recontextualize Canadian writing that deals with agrarian work within two distinct but related georgic traditions. As Raymond Williams and others have shown, the georgic’s inclusion of both pastoralizing myths and material realities makes it useful for exploring ecological questions. The georgic is often understood in terms of what Karen O’Brien has called the imperial georgic mode, which involves a technocratic, imperialist, capitalist approach to agriculture, and which helped theorize and justify imperial expansion and the technological domination of nature. But as ecocritics like David Fairer, Margaret Ronda, and Kevin Goodman have argued, the georgic’s concern with the contingency and precariousness of human relationships with nonhuman systems also made it a productive site for imagining alternatives to imperial ways of organizing social and ecological relations. Ronda calls this more ecologically-focused and adaptable georgic the disenchanted georgic, but I call it the precarious georgic because of the way it enables engagement with what Anna Tsing calls precarity.
Precarity, as Tsing explains, describes life without the promise of mastery or stability, which is a condition that leaves us in a state of being radically dependent on other beings for survival. “The challenge for thinking with precarity,” she writes, “is to understand the ways projects for making scalability have transformed landscape and society, while seeing also where scalability fails—and where nonscalable ecological and economic relations erupt” (42). By tracing the interplay between imperial and precarious georgic modes in Canadian texts that have mistakenly been read as pastoral—from Moodie’s settler georgic to the queer gothic georgic of Ostenso’s Wild Geese to the provisional and object-oriented georgics of Robert Kroetsch and Phil Hall—I argue that the precarious georgic strain has always engaged in this process of thinking with precarity, and that it holds the potential for providing space to re-imagine our ecological relations.

This thesis in Creative Writing comprises two components: a portfolio of poetry entitled Chrysalis, and an accompanying critical study. The study explores the creative 'flux' at work between classical models and contemporary translations, adaptations, and appropriations of such, consigning centrality to two classical texts of the Augustan Age: Virgil's fourth Georgic and Ovid's Metamorphoses. The contemporary renderings discussed include those by Seamus Heaney ('Orpheus and Eurydice'), Michael Longley ('Baucis & Philemon', 'Spiderwoman', 'Perdix', 'Ivory and Water', 'A Flowering', 'Phoenix', and 'According to Pythagoras'), and certain appropriations ofVirgil and Ovid contained in Chrysalis ('Bugonia', 'Pchela', and 'Washland'). The thesis establishes Georgics IV as an exemplar of a 'georgicism' that is subsequently demonstrated as pervading the succeeding texts through the transformation of such themes as pietas, labour, and regeneration, among others. The Orpheus and Eurydice story is highlighted as an embodiment of the concept of textual metamorphosis, as Virgil's account of the episode is re-worked by Ovid, and Ovid's version is reshaped by Heaney. The study finds recourse to employ translation theory as a means of examining intertextuality. It proceeds to draw further parallels between Orpheus and Eurydice and Ovid's Baucis and Philemon as they are represented in both the Metamorphoses and Longley's adaptation of such. The application of reader-response criticism offers a close reading of such motifs as the household and hospitality, theophany, and the marsh, among others; which would seem to invite a comparison of the two stories. An analysis of certain of my own poems that are engendered by the classical texts serves to propound a Christian reader response to the Latin models. In all, the investigation of the interconnectedness between and among the classical and the contemporary seeks to demonstrate the essential 'flux' that defines the textual metamorphosis of translation, adaptation, and appropriation.

This thesis provides an analysis of the Georgia statewide regional water planning process; a system deemed to be operating in the adaptive management framework. The principal focus of this analysis is to detail a novel paradigm capable of dynamic response to changing resource demands which stems from adaptive management principles and ensures representativeness. The paradigm extends directly from application of the theories of bounded rationality and adaptive management. Development of the framework is accomplished through application of theory and correlated empirical analysis.
Extreme drought conditions signal a punctuated-equilibrium effecting statewide water resource management which in turn drives the issuance of an executive-level directive to prioritize and effectively manage critical state water resources. This study evolves directly from analysis of the current effort to establish unified regional water plans which address rapid population growth, and escalating water resource conflicts with Alabama and Florida while satisfying priorities established within the executive directive.
Fundamental to this analysis is the survey of currently seated regional water planning council members. The essential function of the survey is to provide a qualitative assessment of the perceptions of appointed council members. These perceptions influence water management techniques prescribed by the final policy. While this is a fuzzy correlation, a primary function of this analysis is to quantify the strength of correlation between perceptions and developed policy. This survey details appointed council member attitudes and attributes and affords analysis of future decision making outcomes.
The method prescribed herein unifies multi-level decision making processes under a dynamic adaptive management paradigm, and is intended to link the regional water planning processes with continuous annual assessment in order to achieve the pluralistic benefits of adaptive management decision making.

However, at the 2008 Bucharest Summit, the NATO Allies chose not to offer Georgia a Membership Action Plan. At the 2009 Strasbourg-Kehl Summit, the NATO Allies again chose not to offer Georgia such a plan. This thesis examines Georgia's prospects for NATO membership. It investigates the hypothesis that Georgia's membership aspirations are affected by two sets of variables -- internal and external. The two key internal variables that affect Georgia's prospects for membership are Tbilisi's progress on reforms and the unresolved conflicts with the separatist regions of Abkhazia and South Ossetia. The NATO Allies will continue to evaluate Georgia on its efforts to democratize, develop a market economy, and create a professional military that contributes to Euro-Atlantic security. Georgia notes that the separatist regions are within its internationally recognized borders, but neither region desires to be reconciled with the government in Tbilisi. The primary external variable remains Russia's policy toward Georgia. Russia is opposed to Georgia joining NATO and has since the August 2008 Georgia-Russia war recognized the separatist regions of South Ossetia and Abkhazia as independent states.

Land and vegetation changes are part of the continuous and dynamic cycle of earth system variation. This research examines vegetation changes in the 21-county eco-region along coastal Georgia. The Advanced Very High Resolution Radiometer (AVHRR) with Normalized Difference Vegetation Index (NDVI) data is used in tandem with a Principal Component Analysis (PCA) and climatic variables to determine where, and to what extent vegetation and land cover change is occurring. This research is designed around a 16 year time-series from 1990-2005. Findings were that mean NDVI values were either steady or slightly improved, and that PC1 (Healthiness) and PC2 (Time-Change) explained nearly 99 percent of the total mean variance. Healthiness declines are primarily the result of expanding urban districts and decreased soil moisture while increases are the results of restoration, and increased soil moisture. This research aims to use this analysis for the assessment of land changes as the conduit for future environmental research.

Approved for public release; distribution is unlimitedMany observers in NATO and European Union (EU) countries hold that Russia is attempting to challenge the increasing Western influence in Central and Eastern Europe and reassert itself as a regional and global superpower. The 2008 Russia-Georgia conflict and the ongoing crisis in Ukraine provide evidence in support of this theory. Twelve Central and Eastern European nations have nonetheless joined NATO since 1999, and others have pledged their membership aspirations. This fact alone suggests that a general fear of Russian aggression persists among Central and Eastern European nations, and that NATO enlargement is both justified and welcomed. This thesis examines Georgia’s prospects for NATO membership and assesses U.S. strategic interests in this regard. To accomplish this, this thesis analyzes Georgia’s geostrategic importance and investigates links between Georgian and U.S. foreign policies as they relate to NATO enlargement. As regards Georgia, the key questions concern the extent to which the United States supports Tbilisi’s candidacy for Alliance membership, and whether the United States and its NATO Allies are willing to accept the risks and responsibilities that would be incurred with Georgia’s NATO membership. This thesis concludes that U.S. decisions regarding Georgia’s candidacy for NATO membership will be of critical importance.

The Community Broadband Investment Act, introduced in the Georgia legislature in 2012 and 2013 is a reflection of a broader national debate over the role of government investment in broadband infrastructure. The bill would limit local governments' ability to invest in broadband infrastructure for their communities because of arguments that government entry into the telecommunications sector crowds-out private competition, does not serve the public adequately, and lacks a comprehensive business model or best practices. A closer look at the history of utility regulation and various economic perspectives on the proper government role in utility provision reveals that government has had an extensive historical role in utility infrastructure investment and regulation, and several economic doctrines support the conclusion that government can be helpful in facilitating effective broadband service to their communities. Case studies of different models of municipal broadband networks in Georgia reveal that government entry can facilitate private sector competition, often provides quality service, and has a set of best practices. The success of municipal broadband reveals an evolution in the approach to telecommunications regulation from a regulated monopoly approach to a public-private cooperation approach which considers public participation with private entities on a dynamic scale. Government-entry into the broadband market was a rational decision for several Georgia communities due to their unique set of circumstances, and while municipal broadband may not be the answer to many communities' problems with meeting public demand, communities should be allowed to maintain flexibility in their decision-making about how to best serve their residents, effectively allowing them to decide which combination of public and private advantages they can leverage to meet the demand of their communities in relation to their unique local characteristics.
