AbstractObjectiveThe objective of this study was to determine whether Emergency Medical Services (EMS) records can identify bars that serve a disproportionate number of minors, and if government officials will use this data to direct underage drinker enforcement efforts.MethodsEmergency Medical Services call logs to all bars in the study area were cross-referenced with a local hospital's records. The records of patients with alcohol-related complaints were analyzed. Outlier bars were identified, and presented to government officials who completed a survey to assess if this information would prompt new enforcement efforts.ResultsEmergency Medical Services responded to 149 establishments during the study period. Eighty-four responses were distributed across six bars, and 78 were matched with the hospital's records. Fifty-one patients, 18 (35%) of whom were underage, were treated for alcohol intoxication, with 46% of the cases originating from four bars. Government officials found the information useful, and planned to initiate new operations based on the information.ConclusionsAlcohol consumption by minors can lead to life-long abuse, with high personal, financial, and societal costs. Emergency Medical Services response data and hospital records can be used to identify bars that allow underage drinking, which is useful in directing law enforcement efforts.Lemkin DL, Bond MC, Alves DW, Bissell RA. PurposeThis study is aimed at testing the validity of the BARS theory and determining the threshold level at which excessive government expenditure hampers growth. The data from 10 African emerging economies from 1988 to 2019 were used.Design/methodology/approachThe methodology comprises several different stages. In the first stage, an Lagrange Multiplier (LM) type test was employed to find the appropriate transition variable among all the candidate variables to assess the linearity between government expenditure and economic growth and to find the sequence for selecting the order m of the transition function. The linearity test helped to identify the nature of the relationships between government expenditure and economic growth. In the second stage, the model evaluation was tested using the wild cluster bootstrap-Lagrange Multiplier (WCL-LM) test to assess appropriateness of the model. Thirdly, the Panel smooth transition regression (PSTR) model with one regime was estimated to test the validity of the BARS curve.FindingsThe results revealed evidence of nonlinear effects between government expenditure and economic growth, where the size of the government spending was found to be a 27.84% share of GDP, above which government expenditure caused growth to decline in African emerging economies. The findings combined into an inverted U-shape relationship, in line with the BARS theory.Originality/valueThis study proposes that policy-makers ought to formulate prudent fiscal policies that encourage expenditure, which would improve growth for selected countries as their current level of spending is below the threshold. This might be done through: (1) a suitable investment portfolio and (2) spending more on infrastructure.

Among the late fifth-century regulations governing the wine-trade in Thasos is a ban on κοτυλιζεῖν (‘selling wine in half-pint measures’, or more generally ‘breaking bulk’). It is normally characterized as a law of rather narrow relevance, something to do with maintaining the quality of Thasian wines and guarding against false measures. Here I want to examine the possibility that it is in fact a highly political measure on the part of a government hostile to the demos, an attempt to ban an institution identified with democracy–the public bar.

There is considerable evidence that the size of the public sector can influence an economy’s rate of economic growth. We investigate public sector spending of central governments and economic performance in two G7 countries over the long-term, Canada and Italy. Their economic performance has diverged in the last 25 years and it is worth investigating whether the size of government was a contributing factor. We find that in both the case of Canada and Italy the size of central government spending directly affects the performance of their economies in an inverse U-shaped relationship known as a Scully/BARS Curve. These results suggest that along with modifying current central government size, other levels of governments may need to shrink their own spending. The fact that the amount spent by government on pensions as a percentage of GDP in Italy is nearly 4 times that in Canada may partly explain the higher level of Italy’s public debt as well as an indirect contributing factor to economic stagnation in the last 25 years.

Public Works and Government Services Canada (PWGSC) is currently undertaking the reconstruction of the interior structural slabs of the Laurier-Taché parking garage (Hull, Quebec). An agreement between PWGSC and the Université de Sherbrooke was reached to use fibre reinforced polymer (FRP) reinforcement technology in some demonstration areas of the Laurier–Taché parking garage. Based on this agreement, three different designs using carbon and glass FRP bars were carried out in collaboration with the project consultant. These designs were made according to CAN/CSA-S806-02, Design and Construction of Building Components with Fibre-Reinforced-Polymers. To verify the design, it was agreed to conduct laboratory testing on full-scale slab prototypes of the proposed designs. This paper presents the results of the experimental tests where six full-sized one-way slabs were constructed and tested. The slabs were 3100 mm long × 1000 mm wide × 150 mm deep and were tested under four-point bending. The test results along with a comparison to the predictions of CAN/CSA-S806-02 Code and ACI 440.1R-03 design guidelines are presented. Recommendations for design of FRP-reinforced concrete slabs are also given.Key words: concrete slabs, parking garages, FRP bars, flexural behaviour, cracking, deflection.

The city of Portland adopted different policies toward gay bars between 1948 and 1965. Portland's conservative mayors, generally uninterested in changing the city or promoting growth, ignored gay bars. Reform mayors instigated campaigns against gay bars to gain public, political, and business support for their broader economic and social goals. They were able to use crackdowns on gay bars as popular components of their reform initiatives because Portland, in comparison to other cities, professed conservatism and morality and had little economic or cultural incentive to tolerate gay bars. Blaming Portland's vice on outsiders, reform mayors argued that their actions protected Portland's traditional reputability, despite the city's long history of tolerating vice and gay bars. This thesis focuses on the reform mayoral administrations of Dorothy McCullough Lee and Terry Schrunk and their policies toward gay bars and vice. Chapter two discusses Lee's attack on all criminality in Portland, and deals briefly with why the previous administration, under Frank Riley, was rejected as corrupt. Terry Schrunk's later reform, centered in suppressing sexual deviance and promoting economic development downtown, is discussed in chapter four. Chapter three describes growing awareness of queer communities, including changing definitions of queerness and perceived threats. These changes in popular beliefs about queerness, although not the direct cause of actions against gay bars in Portland, influenced the types of vice associated with gay bars, arguments used to justify anti-queer actions, and the level of priority placed on suppressing Portland's queer community. This thesis incorporates primary and secondary sources on gay bars, Portland, and queer history. It relies heavily on city council minutes and newspaper articles, but also draws from sources including City Club Bulletins, letters from Schrunk's constituents, interviews, popular psychological works, and comparisons with articles about other cities, such as Miami, San Francisco, and New York.

In the 20th century, we were witnesses an unprecedented growth of public expenditure across all the developed countries of the world. With this phenomenon was created a hypothesis about the negative impact of public expenditure on economic growth and in response to it, economists did many studies which tried to verify this negative effect. In the 80ties the first studies which confirmed the negative linear dependence of these two macroeconomic aggregates. It means greater public sector has negative impact to economic growth of countries. In the 90ties the studies which verify the nonlinear dependence of the inverted U-shaped curve with a peak where is the optimal size of public sector. This concept is collectively called "Armey curve" or "BARS curve" and my final thesis deals by this concept and my goal is to introduce BARS concept to Czech readers. It reflects the evolution of public expenditure in the 20th century and describes the theoretical and empirical development of the whole concept until now. It means a hypothesis about the positive benefits of government activities in the economy to a certain point - "optimal point" and the negative after this point. The final thesis also offers custom research on a sample of the Visegrad Four countries in years from 1995 to 2012. The aim of the research is to verify the linear dependence of growth of GDP and the share of public expenditure in GDP and the existence BARS curve and the optimal size of public spending across countries.

This thesis develops an account of Agamben’s philosophical archaeology through an analysis of the notions of signatures, paradigms and the archē, and through an examination of Agamben’s critique of both Western metaphysics and deconstruction. It claims that Agamben’s philosophical archaeology and his analysis of the differentiating logic of Western metaphysics constitute the necessary framework from which the Homo Sacer project should be examined. In this sense this project rearticulates Agamben’s works on signification, language and ontology with his archaeology of power. Indeed, my thesis reconstructs Agamben’s critique of metaphysis in order to bring together the two parts of the Homo Sacer project through an analysis of the production of bare life: the archaeology of the signature of Sovereignty and the archaeology of governmentality. It argues that throughout the work of Agamben there is no rupture in terms of his treatment of power but rather that there are different emphases that are combined in his analysis of the governmental machine. Finally, this thesis uses the theoretical and methodological frameworks that it develops to address the relation between biopolitics, the governmental machine, Agamben’s account of ontology, and bare life. To conclude, this thesis offers an examination of Agamben’s notion of resistance, that is, the politics of inoperativity through an analysis of the central categories that constitute his attempt at rendering inoperative the signatures of Life and Power: Destituent Power, form-­‐of-­‐life, and Use.

Анотація:
Since the millennium shift the Swedish public administration has, in a successive and significant way, been moving towards an electronic government. By analyzing policy goals formulated by the Swedish government, this essay aims to describe e-government as an administration model and subsequently answer the question if e-government challenges the traditional Swedish public administration. Based on three different ideal types; The bureaucratic model, The user-oriented model and New Public Management, this essay also aims to relate the policy goals of e-government to the ideal types. The analysis shows that the Swedish e-government is based on ideas which can be related to all three ideal types. While the analysis is not able to unequivocally answer the question if e-government challenges the traditional Swedish public administration, it yet indicates that, reversibly, the traditional Swedish public administration challenges e-government.

The Environmental Levy Scheme on Plastic Shopping was enforced in July 2009. The Levy aimed to create a direct fiscal disincentive to reduce the indiscriminate use of Plastic Shopping Bags and encourage consumers to switch to reusable shopping bags. In theory, fiscal instruments are more efficient and effective to change people’s behaviour, but its impacts towards attitude are still in question. Also, the level of green citizenship, which emphasising that people have the responsibility to protect and sustain the environment, is a good indicator to know people’s attitudes towards the environment, but the Hong Kong government tends to rely on fiscal disincentives to change people’s behaviour, Green Citizenship had never been addressed. Green citizenship is a personal commitment to learn more about the environment and to take responsible environmental action. Environmental citizenship encourages individuals, communities and organizations to think about the environmental rights and responsibilities we all have as residents of the planet Earth (Environmental Canada, 2006). This study carried out a questionnaire research to identify the policy effect that the Levy in Hong Kong have on environmental attitudes and behaviours, as well as to identify the relative impact of economic incentive versus Green Citizenship on green attitudes and behaviours. The survey was conducted from 25th April to 9th May 2012 for two weeks in the form of internet survey. The research found that the Environmental Levy Scheme on Plastic Shopping Bags affected citizens’ behaviour and attitude to reduce the use of plastic shopping bags, and also changed people’s behavioural intention to act pro-environmentally, if their beliefs are strong enough to override the disadvantages brought by pro-environmentally actions. However, the level of green citizenship in Hong Kong is still in a private level, the sense of green citizenship of the society is still weak, thus, a comprehensive education programme should be carried out by both the society (bottom-up) and the government (top-bottom) to raise the level of green citizenship of the society.

In Sweden, children residing in the country without a permit has had access to schooling since 2013. Yet, only a few people have taken the time to do research on the topic and evaluate the policy change that gave these children right to attend elementary and upper secondary school. This essay adopts an administrative politics-perspective to evaluate their schooling based on a goal-fulfilment criterion. The goals are then used as a reference with which to compare the real policy effects. To gather information about the policy effects, six interviews were performed with centrally given actors within Uppsala municipality, Sweden. The first goal of reference in this thesis is presented in Swedish school law and government bill; all children shall have access to basic schooling. The second goal of reference is that these children’s education should be equivalent to that of other children in the country. This means that they have should have access to the school resources necessary for them to fully participate in their education. Generally, one can see that the achievement of these goals is questionable in Uppsala municipality. This result can also be generalised to a nation-level, with the help of the Swedish School Inspectorate, and thus demonstrating that the issues with the goal fulfilment in Uppsala municipality is strongly dependent on the lack of effective nationally stipulated measures and strategies.

Анотація:
The aim of this study was to examine women shelters conditions as an organization and how these conditions affect their work with children who have experienced family violence and live in their shelters. In order to achieve a more profound and comprehensive view of the women shelters and their work with these children we selected to execute a qualitative method with semi-structured interviews with collaborators from nine different shelters in Sweden. We found that the women shelter as a non-governmental organization was bicameral and complex where their work with children distinguishes on several areas. We discovered that the women shelters were an organization, affected and formed by its environment. From our empiricism we could distinguish differences on a municipality level where collaborations with schools and social services occur in a resource guided hierarchy which influences the women shelters work with children. The women shelters work also showed to have a focus on the mother, even when they worked with the children. We also found that the shelters work varied in ways of including ideological foundations of moral to its work and therefore where directed and adapting their work with children from different approaches to its working procedures. As a conclusion, women shelters work with children can appear as a lottery of support and help due to its variations in what help the children are offered on their shelters.

The purpose of this paper is to analyze and question the government survey 1956:43 Zigenarfrågan based on the theory of internal colonialism. An important question for the study is to elucidate and gain an understanding of the factors that led to Roma inclusion in the compulsory school. This survey of the goverment investigation is necessary because the state management of the Roma had to start the investigation, that led to a number of difficulties for the community. The investigation put also a lot of demands on the roma society. The state wanted at all means to influence and change the group's way of life. Roma situation was now more and more conspicuously set to influence the Swedish society as a whole. State expressed concern about an increase in crime among the group, this led to the investigation begin. The essay will mainly concern the school issue in the investigation of Zigenarfrågan. There will also be a comparison made between investigation Zigenarfrågan and another government study conducted in 1957-1960. This study was designed to investigate the Sami school situation and was named Samernas skolgång 1960:410. The study will show how the state, hoping to assimilate the Roma in Swedish society, colonized roma minority by undermining the group's cultural characteristics in favor of the majority culture. The question I am hoping to answer in this study by analysing the governments survey Zigenarfrågan, is: How does the investigation Zigenarfrågan discribe the situation of Roma in Sweden, focusing on the school question? What problems are produced? What reasons are presented? What solutions are proposed? Is it possible to demonstrate a difference in treatment of roma in the comparison between investigations Zigenarfrågan and Samernas skolgång?

The election of Narendra Modi as prime minister is a sign of the changes that have occurred from the Rashtriya Swayamsevak Sangh (RSS)-led Hindutva campaigns of the 1980s to the firm grip on government by the BJP-RSS today. Analyses of ‘the success of India’s democracy’ (Kohli, The Success of India’s Democracy. Cambridge: Cambridge University Press, 2001; Banerjee, Why India Votes. New Delhi: Routledge, 2014) never seem to take fully into account the importance of religion and religious divisions. This chapter attempts to address the consequences of the rise to power of Hindu civilizational nationalism.

AbstractIn this chapter, we present a multi-source remote sensing approach for country-wise monitoring of bark beetle calamity to support government decision making processes. In the first part, we describe the forest health monitoring system, which is based on the analysis of satellite big data–Sentinel-2 observations collected every five days. We propose an automated processing chain for high-quality cloud-free image synthesis for user-defined acquisition periods. Such a processing chain is applied to yield yearly cloud-free images of the entire Czech Republic from 2015 onwards. Based on this data, we assess forest health trends using Sentinel-2 derived vegetation indices and in situ data of forest status. Finally, we demonstrate the benefits of multi-source remote sensing for timely and objective mapping of bark beetle spread by combining several data sources, including planet high-resolution satellite data, Sentinel-2 forest health maps and other maps of forest conditions. Detected bark beetle sanitary logging and dead standing wood polygons are used by the Ministry of Agriculture of Czech Republic in their decision processes regarding the management of affected forest areas.

AbstractFrom late 2005 through to late 2010, Fokker Services BV (FSBV) failed to comply with the economic sanctions the United States (US) Government had established against Iran and Sudan. By scanning the case, violations by FSBV came to light in a structured way, laying bare how FSBV operated to evade export control, breaching sanctions regimes and export control laws. Next, analysis stipulated that the cause and conditions of the violation of the export control regulations were mainly rooted in the tone at the top, the role of (intermediary) management and the absence of a Compliance Program. Subsequently, a short-term and a long-term response were formulated addressing the tone at the top, the development of an Internal Compliance Program, and the application of soft controls to promote an ethical culture.

AbstractAs part of the rhetoric surrounding the Smart City concept, cities are increasingly facing challenges related to data (management, governance, processing, storage, publishing etc.). The growing power acquired by the data market and the great relevance assigned to data ownership rather than to data-exploitation knowhow is affecting the development of a data culture and is slowing down the embedding of data-related expertise inside public administrations. Concurrently, policies call for more open data to foster service innovation and government transparency. What are the consequences of these phenomena when imagining the potential for policy making consequent to the growing data quantity and availability? Which strategic challenges and decisions do public authorities face in this regard? What are valuable approaches to arm public administrations in this “war on data”? The Smart Flanders program was initiated by the Flemish Government (Belgium) in 2017 to research and support cities with defining and implementing a common open data policy. As part of the program, a “maturity check” was performed, evaluating the cities on several quantitative and qualitative parameters. This exercise laid to bare some challenges in the field of open data and led to a checklist that cities can employ to begin tackling them, as well as a set of model clauses to be used in the procurement of new technologies.

AbstractThe growing interest in environmental migration has led to a wide range of organisations raising awareness on this topic. Politicians and policymakers, for instance, are using arguments that reference environmental migration in their political discourses or increasingly reflect on how to manage this seemingly emerging trend. The rise of this topic on ‘the agenda’ of policymakers, politicians, non-governmental organisations, and artists, to name a few, immediately calls for some scientific support, framing, or input, which is suddenly in high demand. Also, from a scientific perspective, how people are dealing with ongoing and increasing environmental changes lays bare existing social, ethnic, and gender inequalities. To be specific, when studying environmental changes and disasters, more knowledge can be derived about a society’s social and economic structure, relationship dynamics, and the nature of its adaptation capacity. Additionally, more knowledge can be gained about how external communities or countries are related to the studied society (Oliver-Smith 1999).

AbstractSimilarities may be seen in the development of tourism in Japan and Switzerland during the nineteenth and twentieth centuries, especially in terms of the origins and purpose of their respective national tourism offices. In the twenty-first century, however, fundamental differences became evident. During the first decades of the twenty-first century, Switzerland, that had been quick to see the opportunities of e-tourism, was less dynamic in response to the fourth and fifth industrial revolutions, whereas the opposite happened in Japan. Switzerland as with Austria and Germany, adopted a traditional concept of DMO’s that was location-base and limited regionally by administrative boundaries. The Information and Communication Technologies (ICT) development after Web1.0 and the emergence of mobile applications have challenged this concept. A more contemporary view is based more on network travel and visitor flows rather than physical territory. The Japan Central government decided to adopt the western DMO concept as regional tourism policy, but relatively late in 2016.The aim of this innovative research project is to analyze the adoption/implementation of the new concept of DMO’s focusing on Switzerland and Japan. For Switzerland, the main barrier is the scarcity of data given the slower uptake of the technology emanating from the fourth and fifth industrial revolutions. In Japan, the situation may be seen to be inverted, given the country’s proclivity to adopt the advantages from the latest industrial revolution. This may mean that Japan could leapfrog the traditional DMO concept. This research presents the Bass’ analysis of DMO’s websites as a proxy of DMO concepts – traditional or new generation.

This chapter examines the role of the local government in influencing economic development and diminishing civic power in city neighborhoods. It begins with an episode from a public forum on quality-of-life issues held for downtown residents. The vignette shows the open hostility that residents direct at the CEO of the New York State Liquor Authority (SLA), the government agency that they blame for the development of nightlife in the neighborhood in spite of their protests. The chapter proceeds by discussing the policies behind the growth of downtown Manhattan's nightlife scenes, especially the SLA's liquor licensing that facilitated the proliferation of bars. It shows how this policy, which represents “urban entrepreneurialism,” sparked local unrest and led neighborhood residents to organize and protest bars. Residents consider the SLA and bar owners as complicit perpetrators in the destruction of their neighborhood and sense of community, and view themselves as victims of these policies.

Nickel-Aluminum bronze (NAB) (UNS 63000) main propulsion shafts are employed in AVENGER Class minesweepers due to the alloy’s strength, corrosion resistance, and low ferromagnetic signature. The US Navy sought additional sources of sustaining the Fleet with refurbished shafts using weld repair processes followed by Post-weld Temper Annealing (PWTA) heat treatment to mitigate dealloying corrosion. This paper describes the high level of technical cooperation and information sharing among Navy, shaft repair facility, and supplier metallurgists and engineers needed to successfully develop, test, and qualify three essential weld repair processes and supporting inspection and PWTA procedures for NAB shafts.

Indonesia marked a new era, known as the Reformation Era, in 1998 after the downfall of Suharto, the main face of the regime called the New Order (Orde Baru) and ran the government from 1966 to 1998. This long-run government creates certain structures in many sectors, including the museum sector in Indonesia. Suharto leads the government in a totalitarian manner, his power control over many layers, including the use of museums as regime propaganda tools. The propaganda in the museums such as a standardized storyline, the use of historical versions that are approved by the government, and the representation of violence through the military tale with the nation’s great enemy is made for the majority of museums from the west to east Indonesia at that time. Thus, after almost two-decade after the downfall of the New Order regime how Indonesian museum transform into this new era? In the new democratic era, museum management is brought back to the regional government. The museums are encouraged to writing the local history and deconstruct the storyline from the previous regime. Not only just stop there, but there are alsomany new museums open to the public with new concepts or storylines to revive the audience. Even, the new museum was also erected by the late president’s family to rewrite the narration of the hero story of Suharto in Yogyakarta. This article aims to look up the change in the Indonesian museum post-New Order regime. How they adjust curatorial narration to present the storyline, is there any change to re-write the new narrative, or they actually still represent the New-Order idea along with the violence symbolic that never will deconstruct. Indonesia menandai masa baru yang dikenal sebagai masa reformasi pada tahun 1998 dengan tumbangnya Soeharto yang menjadi wajah utama rezim yang dikenal dengan sebutan Orde Baru ini. Pemerintahan Orde Baru telah berlangsung sejak tahun 1966 hingga 1998 yang mengubah banyak tatanan kehidupan, termasuk sektor permuseum di Indonesia. Corak pemerintahan Orde Baru yang condong pada kontrol dan totalitarian mengantarkan museum sebagai kendaraan propaganda rezim Soeharto. Dimulai dari narasi storyline yang seragam di seluruh museum negeri di Indonesia hingga kekerasan simbolik lewat narasi militer dan musuh besar bangsa. Lalu setelah hampir dua dekade era reformasi di Indonesia bagaimana perubahan museum di Indonesia? Pada era demokrasi yang lebih terbuka, pengelolaan museum dikembalikan kepada pemerintah daerah dan diharapkan untuk dapat menulis kembali sejarah lokal yang baru. Tak berhenti disitu, banyak museum-museum baru yang tumbuh berdiri memberikan kesegaran baru namun juga muncul museum yang berbau rezim Orde Baru turut didirikan sebagai upaya menuliskan narasi.

Since the Republic of Serbia has adopted the Law on free legal aid, according to kay, providers are free to truly assist legal lawyers and to unify authentic improvement and local self-government. Advocacy, as an independent and independent profession, will participate in the protection of the rights and legal interests of the most vulnerable citizens. The law identified three categories of citizens who are entitled to a free lawyer, primarily those receiving social assistance or child allowance. As legal aid providers, lawyers will be adequately rewarded for their engagement in the form of monetary compensation prescribed by the Decree of the RS Government. Establishing a single register of service providers in the ministry, as well as within the Serbian Bar Association and other regional bar associations, will prevent possible abuse and allow even distribution of cases to lawyers.

Original proposal objectives: Our main original goal was to develop ultra-fast methods and instrumentation for the analysis of hazardous chemicals in the food supply. We proposed to extend the QuEChERS approach to veterinary drugs and other contaminants, and conduct fast and ultra-fast analyses using novel 5MB-MS instrumentation, ideally with real samples. Background to the topic: The international trade of agricultural food products is a $1.2 trill ion annual market and growing. Food safety is essential to human health, and chemical residue limits are legislated nationally and internationally. Analytical testing for residues is needed to conduct risk assessments and regulatory enforcement actions to ensure food safety and environmental health, among other important needs. Current monitoring methods are better than ever, but they are still too time-consuming, laborious, and expensive to meet the broad food testing needs of consumers, government, and industry. As a result, costs are high and only a tiny fraction of the food is tested for a limited number of contaminants. We need affordable, ultra-fast methods that attain high quality results for a wide range of chemicals. Major conclusions, solutions and achievements: This is the third BARD grant shared between Prof. Amirav and Dr. Lehotay since 2000, and continual analytical improvements have been made in terms of speed, sample throughput, chemical scope, ease-of-use, and quality of results with respect to qualitative (screening and identification) and quantitative factors. The QuEChERS sample preparation approach, which was developed in conjunction with the BARD grant in 2002, has grown to currently become the most common pesticide residue method in the world. BARD funding has been instrumental to help Dr. Lehotay make refinements and expand QuEChERS concepts to additional applications, which has led to the commercialization of QuEChERS products by more than 20 companies worldwide. During the past 3 years, QuEChERS has been applied to multiclass, multiresidue analysis of veterinary drug residues in food animals, and it has been validated and implemented by USDA-FSIS. QuEChERS was also modified and validated for faster, easier, and better analysis of traditional and emerging environmental contaminants in food. Meanwhile, Prof. Amirav has commercialized the GC-MS with 5MB technology and other independent inventions, including the ChromatoProbe with Agilent, Bruker, and FUR Systems. A new method was developed for obtaining truly universal pesticide analysis, based on the use of GC-MS with 5MB. This method and instrument enables faster analysis with lower LaDs for extended range of pesticides and hazardous compounds. A new approach and device of Open Probe Fast GC-MS with 5MB was also developed that enable real time screening of limited number of target pesticides. Implications, both scientific and agricultural: We succeeded in achieving significant improvements in the analysis of hazardous chemicals in the food supply, from easy sample preparation approaches, through sample analysis by advanced new types of GC-MS and LCMS techniques, all the way to improved data analysis by lowering LaD and providing greater confidence in chemical identification. As a result, the combination of the QuEChERS approach, new and superior instrumentation, and the novel monitoring methods that were developed will enable vastly reduced time and cost of analysis, increased analytical scope. and a higher monitoring rate. This provides better enforcement, an added impetus for farmers to use good agricultural practices, improved food safety and security, increased trade. and greater consumer confidence in the food supply.
