The article is based on documents stored in the State Archives of the Almaty Region (Almaty, Republic of Kazakhstan), Fund 489, Op. 1: «Documents of the Semirechye Regional Department for National Affairs» (1918–1919) «, highlights the activities of the Regional Department for National Affairs in the early years of Soviet power in Semirechye (Zhetysu). The department, establised in November 1918, was at that time the only body connecting the Muslim population with the Soviet regime and protecting it in the difficult conditions of the Civil War and social changes. This was the period of the so-called “Colonial revolution”, when the “proletarian” government lobbied for the interests of the Russian population (including the Cossacks and the wealthy peasantry), ignoring the interests of the impoverished (“proletarian”) Muslim population. The Soviet government treated the Muslims, who were mostly nomadic and semi-nomadic population, as the «dark masses». The article argues that the Regional Department for National Affairs acted as a defender of Muslims during ethnic conflicts caused by the anti-colonial uprising of 1916 and its aftermath. The department defended the Muslim, primarily Kazakh and Kyrgyz, population from the new government, which the Muslims perceived to be genuinely Russian. The main directions of the Regional Department’s work related to the protection of the indigenous population are considered: 1) general legal assistance; 2) assistance in the settlement of interethnic conflicts; 3) aid to the starving people; 4) assistance and protection during the mobilization of Muslims for agricultural and public works; 5) assistance to Kazakh women in trouble; 6) helping Muslim children; 7) the fight against the Russification of office work; 8) upholding the special position of the nomads and explaining the essence of the nomadic economy to the Russian leaders of the region.

Abstract With the election of a new Taoiseach, Leo Varadkar, TD, in June 2017, a number of changes were made to government departments. A new Department of Rural and Community Development was established, taking functions from the Department of Arts, Heritage, Regional, Rural and Gaeltacht Affairs (renamed the Department of Culture, Heritage and the Gaeltacht), and from the Department of Housing, Planning, Community and Local Government (renamed the Department of Housing, Planning and Local Government). The employment brief was moved to the Department of Social Protection to create the Department of Employment Affairs and Social Protection. Finally, the Department of Jobs, Enterprise and Innovation was renamed the Department of Business, Enterprise and Innovation.

Information technology has been widely used not only in econimic fileds but also the operation of government. The development of electronic government affairs has totally change the way of the government operation model. Cloud computation can offer safe and reliable data storage, and it can offer an efficient scheme for the electronic government affairs. We propose to use the clustering algorithm in cloud to efficiently and effectively deal with the data from all the government departments. After clustering the information, similar data are grouped together; each department can choose the interested information.

Анотація:
The purpose of this research aimed to test the influence of the implementation of region management information system on the quality of financial statement of regional government at Department of pekerjaan umum and penata an ruang province Bengkulu. The research population was 25 people who are the employees at this department. Research data were questionnaire as the primary data. The simple linear regression analysis was the technique of analysis of this research.Research result showed that the implementation of region management information system influenced significantly to the quality of financial statement of regional government at Department of of pekerjaan umum and penataan ruang province Bengkulu.. It was approved by the value of determinant coefficient which was 75.3%. It meant that the quality of financial statement was influenced 75.3% by the spatial planning region management information system.Keywords: regional government, management information system, quality, financial.

Анотація:
With the rapid economic and social development, human disturbances to the ecosystem have become more and more intense. However, the scale of regional economic and social development, supported by regional water resources, has boundaries. The central government and local governments of all levels have clearly proposed to carry out water resources carrying capacity evaluation and early warning. From the perspective of the actual management of the county water administrative department, with the administrative divisions within the county as the basic unit, the principle of index selection and index grading standards determination is proposed, and an index system including the four major levels of society, economy, water resources, and ecology is constructed. Then, combined with the functions of various government departments, the basic framework of a universal water resources carrying capacity early warning mechanism, including three major processes: carrying capacity evaluation and update, early warning information release, and implementation of differentiated control measures, is proposed.

<p>The purpose of this study was to determine the effect of organizational behavioral factors, cognitive and affective conflict against regional financial accounting system usefulness and behavioral factors influence the organization of cognitive and affective conflict and behavioral factors influence the organization of the usefulness regional financial accounting system intervening by the presence of cognitive and affective conflict. The influence of behavior factors were superiors’ support, clarity of purpose and training. The study was conducted at the sub-district and department employees in Semarang. The population is some sub-district and department employees who work on the financial section. Analysis of the data in this research was using Partial Least Square (PLS) method. The results of this study indicate a positive influence of organizational factors on the usability of Regional Financial Accounting System and cognitive conflict and there is a positive effect of cognitive conflict with usability Regional Financial Accounting System. Organizational factors negatively affect affective conflict and affective conflict negatively affects the usefulness of Regional Financial Accounting System.</p>

Implementation of performance-based budgeting in government agencies in Indonesia, proclaimed through the enactment of Law No. 17 Year 2003 on State Finance and implemented in stages beginning in the budget 2005.Reformasi financial management resulted in a fundamental change in the financial management of the country / region. The research was conducted at the Regional Working Units Manado City Government. The study population was an employee who worked in Manado City Government on education. Samples were three and four echelons as the authorized users of government budget on education in the city of Manado. Officials in the city of Manado worked as secretary department / agency, department secretary, the head section, sub-section chief, the head of the field, sub-field head and section head who is considered able to describe the performance of each regional secretaries, departments and institutions as a whole technical area . This study aimed to determine the effect of organizational commitment and the role of manager of financial management on the performance of managerial work unit. Collecting data using primary data collection, namely the questionnaire by using purposive sampling technique. Samples were obtained from three-and four-echelon employees who work in regional work units Manado City Government who has served as secretary of the department / agency, the head section, sub-section chief, the head of the field, sub-field head and section head. Data analysis using SPSS software with five stages.First, descriptive statistics.The second phase, testing the quality of the data.The third phase, to test the assumptions of classical aberrations.The fourth stage, performing multiple regression analysis.And fifth stages, testing the hypothesis. The results showed that organizational commitment and significant positive effect on the performance of managerial work unit. While the role of manager of financial management has no effect and no significant effect on work unit performance.

Establishing a modern state in Europe has brought about the appearance of a system of introducing state on all of its territory. The reason this has come about is the need for government decisions to be applied in an equal way to everyone. This can only be ensured if officials, whom the government appoints and who are responsible for implementing and following government policy, effectively transfer them from government official level onto local and regional level. Central administration generally singularly carries out tasks of a national character the implementation of which pursuant to law cannot be placed onto a regional level. However, the state also must have officials at a local level who will implement real powers when making decisions (based on delegating powers), in order to take care of local needs and circumstances. «Deconcentration» precisely represents that. Therefore, we are dealing with services which include appointed officials who are subject to central body authority and who locally represent the government and ministries. In France and in general, we differentiate among three categories of administration: central administration, peripheral administration (decentralized or deconcentrated), independent specialized administration which are nevertheless still linked to one of the relevant ministries which supervise the bodies which are under government control. Deconcentration French style enriches the inter-department dimension, locally present in the person named prefect who represents government president and ministers and who is in charge of managing territory, maintaining dialogue with local representatives of executive powers and modernization of administration. Given the administrative map of France which includes thirty thousand municipalities, about a hundred departments and twenty regions (13 since 2015), deconcentration is based on the following : regional prefect implements national policy and policy of (European) community establishes strategic goals, allocates resources, evaluates state activity. The department prefect is responsible for operative activity and administering public policies. The vice-prefect initiates and joins partners in so-called «life centers» (towns and villages) within a department framework.

Advances in medical technology have altered the need for certain types of surgery to be performed in traditional inpatient hospital settings. Less invasive surgical procedures allow a growing number of medical treatments to take place on an outpatient basis. Hospitals face growing competition from ambulatory surgery centers (ASCs). The competitive threats posed by ASCs are important, given that inpatient surgery has been the cornerstone of hospital services for over a century. Additional research is needed to understand how surgical volume shifts between and within acute care general hospitals (ACGHs) and ASCs. This study investigates how medical technology within the hospital industry is changing medical services delivery. The main purposes of this study are to (1) test Clayton M. Christensen’s theory of disruptive innovation in health care, and (2) examine the effects of disruptive innovation on appendectomy, cholecystectomy, and bariatric surgery (ACBS) utilization. Disruptive innovation theory contends that advanced technology combined with innovative business models—located outside of traditional product markets or delivery systems—will produce simplified, quality products and services at lower costs with broader accessibility. Consequently, new markets will emerge, and conventional industry leaders will experience a loss of market share to “non-traditional” new entrants into the marketplace. The underlying assumption of this work is that ASCs (innovative business models) have adopted laparoscopy (innovative technology) and their unification has initiated disruptive innovation within the hospital industry. The disruptive effects have spawned shifts in surgical volumes from open to laparoscopic procedures, from inpatient to ambulatory settings, and from hospitals to ASCs. The research hypothesizes that: (1) there will be larger increases in the percentage of laparoscopic ACBS performed than open ACBS procedures; (2) ambulatory ACBS will experience larger percent increases than inpatient ACBS procedures; and (3) ASCs will experience larger percent increases than ACGHs. The study tracks the utilization of open, laparoscopic, inpatient and ambulatory ACBS. The research questions that guide the inquiry are: 1. How has ACBS utilization changed over this time? 2. Do ACGHs and ASCs differ in the utilization of ACBS? 3. How do states differ in the utilization of ACBS? 4. Do study findings support disruptive innovation theory in the hospital industry? The quantitative study employs a panel design using hospital discharge data from 2004 and 2009. The unit of analysis is the facility. The sampling frame is comprised of ACGHs and ASCs in Florida and Wisconsin. The study employs exploratory and confirmatory data analysis. This work finds that disruptive innovation theory is an effective model for assessing the hospital industry. The model provides a useful framework for analyzing the interplay between ACGHs and ASCs. While study findings did not support the stated hypotheses, the impact of government interventions into the competitive marketplace supports the claims of disruptive innovation theory. Regulations that intervened in the hospital industry facilitated interactions between ASCs and ACGHs, reducing the number of ASCs performing ACBS and altering the trajectory of ACBS volume by shifting surgeries from ASCs to ACGHs.

The labor regulation is carried out in different areas with different effects. Regulating the work of a state civil servant is a complex theoretical problem. However, in the practice of regulating the activities of state civil servants, there is an urgent need for its regulation. The purpose of the thesis: to study modern approaches and directions of development of regulation of civil servants timetable in the Russian Federation. In the theoretical part of the work there is an analysis of existing approaches and directions to this problem, it is presented in detail and thoroughly, the assessment and certain conclusions are made. The legal bases of regulation of labor regulation in the civil service are characterized. In the practical part of the work, an attempt was made to normalize the activities of the state civil servants of the Department for working with citizens of the Governor of the Sverdlovsk region and the Government of the Sverdlovsk region. The work is structured and worked out in detail. The information is presented clearly with the use of appropriate theoretical concepts. Graphic methods of presentation are used.
Нормирование труда осуществляется в различных сферах с различным эффектом. Нормирование труда государственного служащего является сложной теоретической проблемой. Однако в практике регулирования деятельности государственных служащих имеется настоятельная потребность в ее нормировании. Цель работы: исследовать современные подходы и направления развития нормирования труда государственных служащих в Российской Федерации. В теоретической части работы подробно и основательно представлен анализ существующих в РФ подходов и направлений к данной проблеме, сделана оценка и определенные выводы. Охарактеризованы правовые основы регулирования нормирования труда на государственной гражданской службе. В практической части работы предпринята попытка осуществить нормирование деятельности государственных гражданских служащих Управления по работе с обращениями граждан Губернатора Свердловской области и Правительства Свердловской области. Работа структурирована, детально проработана. Информация изложена понятно с применением соответствующих теоретических понятий. Используются графические методы изложения.

AbstractRecent economic, demographic, and spatial changes have profoundly modified urban and rural areas and generated new territories, characterized by varying degrees of urbanity. The classification methods traditionally used to identify them are based on the distinction between urban and non-urban areas and are no longer functional to describe the territorial outcomes of these transformations. New methods have therefore been formulated and implemented in recent years to replace them. EUROSTAT has developed and updated periodically its own methods, intended to methodologically support scholars to read territorial diversities and transformations. Being the basis for the production of official statistics and data comparison between regions, these methods have fully replaced all the other methods that singular statistical offices of European countries had previously developed. Several government institutions began adopting specific territorial classifications in their strategic planning documents. These methods differed from those implemented by statistical offices, providing a more accurate and detailed framework for national and regional policies. This also happened in Italy, with ISTAT (Istituto Nazionale di Statistica—National Statistical Office) and many governmental institutions (e.g., National Government Institutions, Department for Economic Development and Cohesion, Ministry for Agricultural Policies, National Rural Network), experimenting with their own urban–rural classification methods to map all or part of the Italian territory. This paper offers an overview of the methods formulated and implemented in Italy over the last 15 years by ISTAT and governmental institutions. During this time, these institutions have developed six different methods to define urban and rural territories and to delimit territories with several degrees of urbanization, such as peri-urban areas. Specifically, ISTAT uses the EUROSTAT method to produce international and national statistics. Governmental institutions adopt methods based on economic and demographic data, which identify various territorial categories in addition to urban/rural ones, in their strategic planning documents. These findings result from desk research based on an analysis of official documents and scientific papers.

Internal control (IC) is receiving increasing attention at the level of public administration including the hospitals of the National Health Service. It is seen as a privileged instrument of management, administration and control, which provides an increase of efficiency and effectiveness, a greater information reliability and compliance with legal standards. In this chapter, the authors intended to analyze existing procedures and controls in the Financial Sector of Public Hospitals, in particular the expenditure department, and taking into account the human, material and technical resources available to effect systematization of control practices and the identification of key IC system vulnerabilities. Using the information collected by interviews and documentary analysis between December 2014 and 2015, a set of actions is proposed in order to mitigate the vulnerabilities of the procedures studied, as well as the structure for a manual of IC procedures, applicable to the expenditure department as an instrument to promote the legality and efficiency of the management of public funds.

The interest on internal control (IC) is increasing in the last years, namely in the public administration, including the hospitals. It is an instrument of management, administration, and control for assuring the organization's objectives in reliable financial reporting, operational effectiveness and efficiency, and compliance of laws, regulations, and policies, involving the controls risks. Better IC should yield more reliable on internal data, which lead to better internal decision-making. It then mitigates the risk of fraud. This study analyzes existing procedures and controls in the expenditure department of a public hospital, considering the human, material, and technical resources available to the systematization of effective control practices and the identification of key IC vulnerabilities. Thus, the authors use interviews and documentary analysis between December 2014 and 2015, proposing actions to mitigate the procedures vulnerabilities and a structure for an IC manual as a tool to promote the legality and efficiency of the management of public funds, as well as to prevent fraud.

Digital technology is at the forefront of transforming how governments operate around the world. Using Brunei's Information Department (InfoDept) as a case study, this chapter looks at how the agency has evolved from its inception in the 1950s to 2019 in its embrace of both old and new media to pursue its mission and objectives as a government-run media agency. The results demonstrate how new media, such as social media, can complement old media if done right. The case study on InfoDept contributes to the growing field of research related to the increased advancement, development, application, and impact of new technologies in bolstering the digital governance process. This chapter also provides strong evidence on how governments can improve its general governance process and unlock the digital dividend in the 21st century by incorporating new media into its public policy architectonic. Salient lessons for policymakers and practitioners on digital governance have also been presented in this chapter.

Risk analysis is required in all companies to help the business owners or top managers make decisions about risk management strategy, which itself provides an organization with a roadmap for information and information infrastructure protection aligned to business goals and the organization's risk profile. This chapter identifies information assets including network, electricity, hardware, service, software, and human resources in the ICT department of a health insurance company and their relevant risks. To determine the risks, the level of confidentiality, level of integrity, level of availability, the likelihood of threat occurrence, and intensity of vulnerability have been assessed and rated. Assessment is done based on the opinions of 30 experts in the field of information security. According to the results, the highest information security risk is on the network.

This chapter reports on a study carried out by the Department of University of Ghana Learning Centers regarding the factors influencing migrant women's access to healthcare, lifelong learning, and the kind of link existing between this access and livelihood creation in six informal settlement areas of Accra city. The findings showed positive correlation between women's level of education and both physical and psychological access to healthcare. It was equally found that access to a regular source of income built a high level of self-determination in women of the informal settlements. Armed with this high level of self-determination, women were able to access healthcare and lifelong learning without needing the permission of husbands or members of family. Policies aimed at strengthening training attendants in pre- and post-natal emergency life-saving care are recommended for the informal settlement areas.

Анотація:
This chapter explores the notion of housing citizenship through the Federation of Urban Poor (FEDUP) among the poor and homeless in South African townships. Through the Federation of Urban Poor, the poor people have been instrumental and pragmatic in promoting housing citizenship self-funded and with the help of the Department of Human Settlement both locally and nationally. The chapter makes use of human-capability development framework to draw lessons for active participation and empowerment in the delivery of services such as houses. The chapter found that the people involved in FEDUP managed to transform their dire situation from marginalization to empowerment and have managed to further outsource both government and private sector resources in the form of finances and human expertise. The data in this chapter are collected through face-to-face interviews, document analysis, and observations.

This chapter analyses the locus and modus of in-house policy work in the Belgian central and regional government. First, it describes and explains differences in the way in which policy analytical roles within the department and agencies are organized. Second, it reviews the structures and procedures through which in-house policy analytical information is injected into the policy process. Thirdly, it comparatively analyses how Belgian governments have reorganized their policy work in response to the international professionalizing policy-making agenda, of which the main components are greater attention to evidence, evaluation, strategy, coordination, and consultation. The analysis draws upon two empirical sources. One is a recently conducted study on in-house policy work; the second is a survey, conducted in 2013, specifically designed for the contributions to this book.

The U.S. Department of Energy is in its 7th year of a 9-year program to develop the next generation of advanced turbine systems (ATS). Under this program, partnerships between industry, universities, national laboratories, government agencies and institutions, and the U.S. Department of Energy (DOE) are performing research and development required to commercialize the ATS. The ATS Program is jointly sponsored by the U.S. DOE Offices of Fossil Energy and Energy Efficiency and Renewable Energy. Supporting R&D, recent ATS accomplishments and future advanced concepts for next generation gas turbine systems are described and discussed in this paper. As the ATS program winds down, DOE’s National Energy Technology Center (NETL) is evaluating the technology and market needs for continuing DOE support to develop advanced turbine systems. As part of this effort, NETL is sponsoring market and technology assessments, regional focus group discussions, and public workshops. The purpose of this paper is to provide the status of the ATS Program and the NETL perspective on potential options for future research and development needs, and public-private development programs addressing turbine based power generation for systems 30MW or greater in output.

Abstract The National Energy Technology Laboratory (NETL) is the Department of Energy’s (DOE) only government-owned and -operated national laboratory. With homesites in Morgantown, West Virginia, Pittsburgh, Pennsylvania, and Tulsa, Oklahoma, NETL has been addressing global, national, regional, and local energy and environmental issues for the past 50 years. NETL’s core functions are to: shape, fund, and manage contracted research, development, demonstration, and deployment programs; conduct on-site science and technology research, and; conduct analyses to support policy development and best management and business practices. In support of the President’s recently released National Energy Policy, NETL’s work is concentrated in five major program areas: (1) Energy and Environmental Policy Support — Providing the scientific bases for sound policy decisions on key energy and environmental issues that relate to the global use of fossil energy. (2) Electric Power Using Coal — Developing the sound, scientific bases for clean, efficient power generation using coal, from mining to light switch. (3) Strategic Center for Natural Gas — Integrating and coordinating all Federal natural gas research, development, analysis, and policy development, from exploration through utilization. (4) Fuels — Addressing the integrated supply and delivery of clean fossil (petroleum, natural gas, and coal) derived fuels for transportation and other end-use sectors. (5) Environmental Quality/Nuclear Security — Supporting development and deployment of environmental technologies that reduce the cost and risk of cleaning up DOE’s nuclear weapons complex. Currently, NETL has over 1,100 research projects in all 50 states and more than 20 countries. The article deals with the issues of professional psychological selection in the internal Affairs bodies as an integral part of the system of measures to prevent professional deformation in service collectives. The implementation of the measures organized on the basis of monitoring of data received by psychologists of internal Affairs bodies is aimed at maintaining and improving the efficiency of the police. The purpose of this area of work of psychologists is to equip police service teams with reliable employees who meet the requirements of the modern legal state. The presented materials consider the practice of implementing by police psychologists the decree Of the Government of the Russian Federation dated December 06, 2012 No. 1259 «on approval of the Rules of professional psychological selection for service in the internal Affairs bodies of the Russian Federation». The materials are consistent with the results of research conducted by Russian and foreign researchers. The conclusions are based on a comparative analysis of the results of the work of the Commission on psychological selection of the regional Department of the Ministry of internal Affairs. Describes some of the individual characteristics of the persons who were refused admission to the service. Individual factors that hinder the process of effective adaptation in service teams are listed, as well as the role of early maladaptive schemes in the process of adaptation. Individual and environmental factors of influence on the formation and development of deforming influence on employees in the course of performance of official activities are presented, based on the analysis of incidents that occurred in collectives in the period 2018–2020. The article deals with the actual difficulties of practical implementation of psychological selection for service as the basis for early prevention of professional deformation in the service collectives of internal Affairs bodies.

‘Public memores’ are an imporant aspect in preserving a place’s culture and heritage. Actions of the government and society many times define/redefine identities of places, impacting collective memory of people in perceiving places. Conscious efforts are required to make and keep public memories alive. Insensitive and uninformed Urban Planning can lead to erasing history and heritage not just physically but from public memories as well. This Paper discusses the issues of Fading Urban Memories by taking case studies of two historic towns in the South Indian State of Telangana. Most of the Small & Medium Towns in Telangana, India, developed over the last two centuries from their historic core areas of the Capitals of erstwhile Samsthans/Zamindaris, land revenue admistration units/sub-regional authorities under the British and the Princely States’ Rulesin India till Independence in 1947. These Samsthans/Zamindars/ Jagirdars were ‘Chieftains’ of their own territories and ruled from ‘Palaces’ located in their Capital city/town. The palaces and historic areas of old Samsthan/Zamindari settlements represent local histories whose significance, memory, heritage needs to be preserved for posterity. Gadwa and Wanaparthy were two such towns, which developed mid-17 Century onwards becoming present day Municipalities of different Grades. The Department of Town and Country Planning, Govt. Of Telangana, prepares Master Plans for development of Municipalities. The surviving Fort/Palaces is marked by their present land use in the development plans, unrecognized for thier heritage status, thus posing threat to heritage being erased from collective Urban memory. The case studies presented in this paper are from the ongoing doctoral research work being done by the author at School of Planning and Architecture, Jawaharlal Nehru Architecture and Fine Arts University, Hyderabad, on the topic of ‘Planning for Conservation of Samshtan/Zamindari Palaces of Telangana and Andhra Pradesh’.

This study describes the achievements of a program that provides technology education about low-level radiation to develop practical core engineers. An education program starting at an early age and continuous and consistent educational agendas through seven years of college has been constructed in collaboration with regional organizations. Subjects relating to atomic energy or nuclear engineering were regrouped as “Subjects Related to Atomic Power Education” for most grades in each department. These subjects were included in the syllabus and the student guide book to emphasize a continuous and consistent policy throughout the seven-year period of college study, comprising the five-year system and the additional two-year advanced course. Furthermore, the content of lectures, experiments, and internships was enriched and realigned in collaboration with the Japan Atomic Energy Agency (JAEA), Okayama University, and Chugoku Electric Power Co., Inc. Additional educational materials were developed from inspection visits by teaching staff to atomic energy facilities were also used in the classes. Two student experiment textbooks were developed to promote two of the subjects related to atomic energy: “Cloud Chamber Experiment” and “A Test of γ-ray Inverse Square Law.” In addition to the expansion and rearrangement of atomic power education, research on atomic power conducted for graduation thesis projects was undertaken to enhance educational and research activities. Some examples are as follows: “Study on the Relation between γ Dose Rate and Rainfall in Northern Okayama Area,” “Remote Sensing of Radiation Dose Rate by Customizing an Autonomous Robot,” and “Nuclear Reaction Analysis for Composition Measurement of BN Thin Films.” It should be noted that an atomic-energy-related education working group has been in place officially to continue the above activities in the college since 2011. In consequence, although government subsidy has been decreasing, both human and material resources have been enhanced, and many students with a satisfactory understanding of atomic energy are being developed. This program was partially funded by the Ministry of Education, Culture, Sports, Science and Technology in Japan.

<p>Mobility is one of the most challenging fundamentals of rural livelihood in the Himalayan hills and mountains. More than 8500 trail bridges, comprising an overall span-length of about 650 kilometers have been constructed to date, saving millions of walking hours for people living in the rural Himalayan areas. Previously, crossing rivers was dangerous and sometimes impossible, especially in the rainy season. These bridges created vital connections which enabled children to go to school and people to access public services and visit medical centers and sanctuaries. They also boost local economic output by reducing the effort required to run local farms, gather crops and visit regional markets.</p><p>Fig. 1:The struggles and dangers of crossing a river and its solution</p><p>Swiss technical assistance for rural trail bridges started in the early sixties with the construction of a few suspension bridges in the hill areas of Nepal. In 1964 the Nepalese Government established the Suspension Bridge Division (SBD), and starting in 1972 the Swiss Government began providing continuous technical and financial assistance. Similarly, the Public Works Department in Bhutan initiated a country wide trail bridge construction program in 1971 for which assistance was provided from 1985-2010. Exchanges of experiences between these programs created a collaborative environment where new ideas could be evaluated and tested in the field. After SBD initially developed the basic technical norms, design parameters and standard designs suitable for long-span bridges, demand for simpler shorter span bridges rose tremendously. This prompted the program to develop “community executable bridge designs” adapted to the local skills and materials while conforming to established engineering standards. As a result, cost-effective, easy to implement technologies and community-based approaches were developed, which have been replicated in numerous countries leading to multiple successful partnerships in international development cooperation.</p><p>The purpose of this paper is to highlight the following outcomes of the trail bridge-program:</p><ul><li><p>Standardized cost-effective trail bridge designs based on local capabilities and bridge-building techniques</p></li><li><p>Published of manuals, technical drawings and teaching resources for design, construction and fabrication</p></li><li><p>Engaged local communities in the construction, operation and maintenance of trail bridges</p></li><li><p>Compiled comprehensive trail bridge directory for planning, monitoring and maintenance</p></li><li><p>Established Sector Wide Approach (SWAp) with institutional frameworks at national and local level</p></li><li><p>‘South-South Cooperation’ with Bhutan, Tanzania, Ethiopia, Indonesia, Laos, Burundi, Honduras, Guatemala</p></li></ul>

The article analyzes the development of the system of departmental management of closed cities in Russia in the period from the 1940s to the 2000s. For convenience, the temporary frames of the study are divided into three periods: the first dated 1945-1954, the second is 1954-1991, and the third period, which dates back to 1991, continues at the present stage and is relevant to the study to this day. At each of these periods, the main features of the system of departmental management of closed cities at the Federal, regional and municipal levels were highlighted. The analysis of the departmental management system is based on the normative legal acts issued by the Presidium of the Supreme Soviet of the RSFSR in the Soviet period, and the government of the Russian Federation in the post-Soviet period. The results of the work revealed a specific way to establish a departmental structure for managing closed cities, with a number of features characteristic of secret territories.

Manufacturing Engineering (MfgE) is no exception as there exists significant gaps between the MfgE curricula, latest advances in research and current industrial practices in Trinidad and Tobago (TT). The present paper investigates the trends in postgraduate programmes in the United Kingdom (UK) in the area of MfgE. It highlights the current curricula structure and content of universities in a developed region with a similar education system to TT with the aim of identifying key areas of MfgE focus. The study reveals that UK universities balance soft skills with technical learning, as research skills, management, manufacturing systems, systems simulation and, design and innovation are the top course themes. Moreover, there exists significant collaborative efforts between UK universities, industry and the government which drives research and development of emerging technologies. The findings of this study will be useful as a benchmarking tool for improving the TT MfgE curriculum in the future.

Анотація:
The knowledge of the submerged cultural heritage in the North Sea is rather limited. The Belgian North Sea is being used for a lot of different purposes, such as fishing, aggregate extraction, wind farms, dredging, etc. Due to these increasing economic activities, the underwater archive is in danger. In the context of the UNESCO Convention on the Protection of the Underwater Cultural Heritage of 2001, gathering more information about the submerged cultural heritage in the intertidal zones of the North Sea is one of the main objectives of the Belgian scientific project ‘SeArch’. It will give a clearer picture of the broader cultural and archaeological heritage in the region and it can be used as a basis for a sustainable management by government agencies. The Department of Geography (Ghent University, Belgium) contributes to the SeArch project in two ways. First, an innovative survey methodology has been developed which allows an accurate and cost-efficient evaluation of the archaeological potential in the intertidal zones of the Belgian beaches. Secondly, the Department of Geography is developing an interactive webGIS platform, which makes it possible to share, integrate and visualize the gathered archaeological and environmental data and information in a user-friendly way. Hereby, the total potential of this project is fully exploited in a time-efficient manner. To create an interactive webGIS platform, a good structured spatial database is needed. It enables manipulation of a wide variety of georeferenced information in both raster and vector formats. This paper provides more information about the configuration and application of the spatial database. Moreover, it focusses on the development of a fully functional Spatial Data Infrastructure (SDI) using the most reliable, powerful and state-of-the-art technological components. Besides, a new way of collecting geomatic data in a fast and accurate manner will be discussed. Some processing results will show the possibilities for detecting and visualizing underground structures and archaeological objects.

This report, which summarizes the major study findings on population and family planning (FP) trends in the Philippines, was prepared for the Research Unit of the Family Planning Services (FPS) of the Department of Health (DOH). It was used by the FPS in its National Consultative Planning Workshop in early 1994 to formulate plans for the Philippine Family Planning Program for 1994–1995. Workshop participants included DOH Regional Family Planning Coordinators, representatives of local government offices engaged in population and health activities, and local NGOs and women's groups. The report alerted participants to population and FP issues and trends that could assist them in formulating their FP program targets and strategies in their own areas and localities. Study findings are organized into those relating to indicators of demand, and those bearing on the supply of FP services. Considering the large number of population and FP studies that have been made to date, this review limits itself to a presentation of related trends in fertility and FP awareness, approval, and use over time. The report provides a backdrop for the formulation and implementation of local action plans to advance the national FP program.

Highly imperiled Oregon white oak ecosystems are a regional conservation priority of numerous organizations, including Oregon Metro, a regional government serving over one million people in the Portland area. Previously dominant systems in the Pacific Northwest, upland prairie and oak woodlands are now experiencing significant threat, with only 2% remaining in the Willamette Valley in small fragments (Hulse et al. 2002). These fragments are of high conservation value because of the rich biodiversity they support, including rare and endemic species, such as Delphinium leucophaeum (Oregon Department of Agriculture, 2020). Since 2010, Metro scientists and volunteers have collected phenology data on approximately 140 species of forbs and graminoids in regional oak prairie and woodlands. Phenology is the study of life-stage events in plants and animals, such as budbreak and senescence in flowering plants, and widely acknowledged as a sensitive indicator of environmental change (Parmesan 2007). Indeed, shifts in plant phenology have been observed over the last few decades as a result of climate change (Parmesan 2006). In oak systems, these changes have profound implications for plant community composition and diversity, as well as trophic interactions and general ecosystem function (Willis 2008). While the original intent of Metro’s phenology data-collection was to track long-term phenology trends, limitations in data collection methods have made such analysis difficult. Rather, these data are currently used to inform seasonal management decisions on Metro properties, such as when to collect seed for propagation and when to spray herbicide to control invasive species. Metro is now interested in fine-tuning their data-collection methods to better capture long-term phenology trends to guide future conservation strategies. Addressing the regional and global conservation issues of our time will require unprecedented collaboration. Phenology data collected on Metro properties is not only an important asset for Metro’s conservation plan, but holds potential to support broader research on a larger scale. As a leader in urban conservation, Metro is poised to make a meaningful scientific contribution by sharing phenology data with regional and national organizations. Data-sharing will benefit the common goal of conservation and create avenues for collaboration with other scientists and conservation practitioners (Rosemartin 2013). In order to support Metro’s ongoing conservation efforts in Oregon white oak systems, I have implemented a three-part master’s project. Part one of the project examines Metro’s previously collected phenology data, providing descriptive statistics and assessing the strengths and weaknesses of the methods by which the data were collected. Part two makes recommendations for improving future phenology data-collection methods, and includes recommendations for datasharing with regional and national organizations. Part three is a collection of scientific vouchers documenting key plant species in varying phases of phenology for Metro’s teaching herbarium. The purpose of these vouchers is to provide a visual tool for Metro staff and volunteers who rely on plant identification to carry out aspects of their job in plant conservation. Each component of this project addresses specific aspects of Metro’s conservation program, from day-to-day management concerns to long-term scientific inquiry.

The Research Chair in the Generational Digital Divide undertakes activities aimed at furthering knowledge about the causes, consequences and solutions to the digital divides caused by age gaps. This report shows the research project carried out in 2021 to learn more about how the digital divide affects over 54s living in the Valencia Region, by province, with a focus on intergenerational relationships. To this end, an exploratory survey targeted at over 54s years old and over 39s years old in the Valencia Region, based on primary sources and combining quantitative and qualitative techniques, has been conducted. The data reveals that, while a large percentage of over 54s declare that they have access to and are users of new technologies, much remains to be done for access and usage to become universal, especially at older ages. The report analyses how technology is used, considering its purpose and context, according to age and other significant variables. Differences in technology usage have been found across age groups and between women and men. The report contains information on, among other relevant aspects, online services, and especially on e-banking, the healthcare system and e-administration. Differences between age groups have been found for all indicators, shedding light on intergenerational relationships within the family that are crucial for older people. The Research Chair is an initiative by the Valencia Region Government’s Directorate General for the Fight Against the Digital Divide and stems from the collaboration between the Regional Department for Innovation, Science, Universities and Digital Society and the University of Alicante.

Canada 1 Water is a 3-year governmental multi-department-private-sector-academic collaboration to model the groundwater-surface-water of Canada coupled with historic climate and climate scenario input. To address this challenge continental Canada has been allocated to one of 6 large watershed basins of approximately two million km2. The model domains are based on natural watershed boundaries and include approximately 1 million km2 of the United States. In year one (2020-2021) data assembly and validation of some 20 datasets (layers) is the focus of work along with conceptual model development. To support analysis of the entire water balance the modelling framework consists of three distinct components and modelling software. Land Surface modelling with the Community Land Model will support information needed for both the regional climate modelling using the Weather Research &amp; Forecasting model (WRF), and input to HydroGeoSphere for groundwater-surface-water modelling. The inclusion of the transboundary watersheds will provide a first time assessment of water resources in this critical international domain. Modelling is also being integrated with Remote Sensing datasets, notably the Gravity Recovery and Climate Experiment (GRACE). GRACE supports regional scale watershed analysis of total water flux. GRACE along with terrestrial time-series data will serve provide validation datasets for model results to ensure that the final project outputs are representative and reliable. The project has an active engagement and collaborative effort underway to try and maximize the long-term benefit of the framework. Much of the supporting model datasets will be published under open access licence to support broad usage and integration.

Increased climate variability, including more frequent and intense drought, is projected for the southwestern region of the United States. Increased temperatures and reduced precipitation lower soil water availability, resulting in decreased plant productivity and altering species composition, which may affect forage quality and quantity. Reduced forage quality and increased heat stress attributable to warmer temperatures could lead to decreased livestock performance in this system, which is extensively used for livestock grazing. Mitigating the effects of increasing drought is critical to social and ecological stability in the region. Reduced stocking rates, change in livestock breeds and/or grazing practices are general recommendations that could be implemented to cope with increased climatic stress. Ecological Sites and their associated state–and-transition models (STMs) are tools to help land managers implement and evaluate responses to disturbances. The projected change in climate will vary depending upon geographic location. Vulnerability assessments and adaptation strategies are needed at the local level to inform local management decisions and help ameliorate the effects of climate change on rangelands. The United States Department of Agriculture (USDA) Southwest Climate Hub and Natural Resources Conservation Service (NRCS) worked together to produce this drought vulnerability assessment at the Major Land Resource Area (MLRA) level, based on ecological sites and state-and-transition models that will help landowners and government agencies to identify and develop adaptation options for drought on rangelands. The assessment illustrates how site-specific information can be used to help minimize the effects of drought on rangelands and support informed decision-making for the selection of management adaptations within MLRA 69.

Available data provide a picture for the macro-economy of Colombia, agriculture, and infrastructure. Recent data on trends on public procurement were difficult to find within the scope of this rapid review. In 2020, macro-level employment figures show a large drop between February and April when COVID-19 lockdown measures were first introduced, followed by a gradual upward trend. In December 2020, the employment rate was 4.09 percentage points lower than the employment rate in December 2019. Macro-level figures from the National Administrative Department of Statistics (DANE) show that a higher percentage of men experienced job losses than women in November 2020. However, the evidence presented by the Universidad Nacional de Colombia based on the DANE great integrated house survey shows that a higher proportion of all jobs lost were lost by women in the second quarter. It may be that the imbalance shifted over time, but it is not possible to directly compare the data. Evidence suggests that women were disproportionately more burdened by home activities due to the closure of schools and childcare. There is also a suggestion that women who have lost out where jobs able to function during lockdowns with technology are more likely to be held by men. Literature also shows that women have lower levels of technology literacy. There is a lack of reliable data for understanding the economic impacts of COVID-19 for people living with disabilities. A report on the COVID-19 response and disability for the Latin America region recommends improving collaboration between policymakers and non-governmental organisations. Younger people experienced greater job losses. Data for November 2020 show 3.3 percent of the population aged under 25 lost their job compared to 1.8 percent of those employed between 24 and 54. Agriculture, livestock, and fishing increased by 2.8% in 2020 compared to 2019. And the sector as a whole grew 3.4% between the third and fourth quarters of 2020. In terms of sector differences, construction was harder hit by the initial mobility restrictions than agriculture. Construction contracted by 30.5% in the second quarter of 2020. It is making a relatively healthy recovery with reports that 84% of projects being reactivated following return to work. The President of the Colombian Chamber of Construction predicting an 8.4% growth in the construction of housing and other buildings in 2021.

To facilitate an initial discussion regarding the ASEAN Mutual Recognition Agreement (MRA) for the Veterinary Profession, Faculty of Veterinary Science and the ASEAN Studies Center, Chulalongkorn University, Veterinary Council of Thailand and Department of Livestock Development, Ministry of Agriculture and Cooperative, Royal Thai Government, in collaboration with World Organisation for Animal Health (OIE) Sub-Regional Representation for South-East Asia, and the Federation of Asian Veterinary Associations (FAVA), organised the GUFVA 2014 in Bangkok, Thailand on 25-27 June 2014. The meeting was attended by the ASEAN Secretariat, representatives from the Veterinary Educational Establishments (VEEs) and Veterinary Statutory Bodies (VSBs) of the ASEAN Member States, as well as the organising institutions and organizations (OIE SRR SEA, FAVA, SEAVSA, and Veterinary Associations).
