Анотація:
In order to solve the problem of demand for large capacity storage and high-performance computing resource of intelligent robot navigation and demand-service matching in the field of assisting handicapped or elderly people, overcoming the limitations of carrying resources, the method of constructing robot service platform for assisting handicapped or elderly people (RSP-AHEP) was proposed based on cloud robotics technology. Firstly, the demand of assisting handicapped or elderly people and the corresponding robot service category was analyzed to assure relationship-matching subjects. Secondly, based on VMware and Hadoop cluster technology, the architecture of a three-layer robot service platform was designed, which were universal interface layer, resource service layer, and application layer. Complex computing tasks, such as the matching computing between robot service and demand of the handicapped or elderly people, and the robot path-planning service, were placed in the robot service platform with the advantages of storage and computing resources. Thirdly, the remote communication between the robot and the service platform was realized based on the ROS (Robot Operation System) technology; finally, the function experiments, which included the remote dispatch, path planning, and service response between the service platform and robot, were carried out in the simulation environment. The result verified the feasibility of the proposed method.

In a study of 357 long-stay hospital residents aged 40 years and over, 30% had significant psychiatric disorder, while a retrospective survey of 215 new admissions over a seven-year period to a psychiatric unit for the mentally handicapped revealed that 20% of patients were aged 40 years and over. Both similarities and differences were found in the overall pattern of disorders between the two groups and a non-handicapped population in a comparable age-range.

ABSTRACTIn view of the growing numbers of physically and developmentally handicapped older persons in Canada, this study attempts to determine the effects of basic client characteristics on the delivery of services to these groups. Using data from the 1984 Disability Information System of Calgary, a series of models are estimated which focus on the characteristics of age, gender, geographical location, and level of physical and cognitive functioning as determinants of the receipt or non-receipt of residential, professional, support and day program services. The results indicate that there is a weak relationship between age, gender and level of cognitive functioning and the overall receipt of services. However, when each service is analyzed separately, only day programs are adequately explained. As was anticipated, it appears the needs of the elderly handicapped are not being met within the rehabilitation service system.

Nous avons déployé en milieu hospitalier des Habitat Intelligent pour la Santé composé d'un réseau de capteur infrarouges passifs et de l'infrastructure informatique permettant une fusion de données d'actimétrie en vue de dépister des variations d'état de santé de patients fragiles. Le choix de service de moyen et de long séjour avait pour objet d'avoir des lieux se rapprochant le plus possible d'un domicile tout en ayant un personnel suffisant comme étalon de l'HIS. Ceci nous a permis de conclure : 1. Que l'HIS était acceptable et peu intrusif pour la population bénéficiaire potentielle. 2. Que les capacités de détection d'alarme de l'HIS peuvent être modélisées et comparées à d'autres dispositifs mesurant la même grandeur (activité) dans le cadre de tableaux de fragilité ciblés. 3. Nous avons vérifié notre modèle sur un exemple de chute chez un patient avec maladie à corps de Lewy. 4. Que l'HIS peut répondre à une gestion de risque dans la norme ISOFDIS 14971. 5. Qu'en absence de soutien par la solidarité nationale, l'HIS peut être amorti dès la première année dans le cas d'une dame âgée fragile faisant des décompensations cardiaques. Il y a donc une pertinence médico-socio-économique à mettre un dispositif de type HIS sur le marché potentiel que nous avons démontré par notre travail scientifique
An activity monitoring health smart home (HIS type) based upon an infrared sensor network and the related data fusion was deployed in intermediate and long-term geriatric wards. Frail elderly people in those facilities are the closest substitute to home-dwellers, yet the staff provides the standard for activity monitoring. We could show that: 1. HIS is little intrusive and readily accepted. 2. We may model the capabilities of HIS to trigger an alarm and compare it to other devices measuring activity in specific frail populations. 3. We proved our model on the clinical case of a falling Lewy's bodies disease patient. 4. ISOFDIS 14971 norm on risk management may apply to HIS. 5. Returns may be expected from the first implementation year if an HI Sis deployed at the home a frail elderly lady with cardiovascular condition. Le concept du « smart » envahit de plus en plus notre vie quotidienne. L’exemple type est sans doute le smartphone. Celui-ci est devenu au fil des ans un appareil incontournable. Bientôt, c’est la ville, la voiture, la maison qui seront « intelligentes ». L’intelligence se manifeste par une capacité d’interaction et de prise de décision entre l’environnement et l’utilisateur. Ceci nécessite des informations sur les changements d’états survenus des deux côtés. Les réseaux de capteurs permettent de collecter ces données, de leur appliquer des pré-traitements et de les transmettre aux applications. Ces réseaux de par certaines de leurs caractéristiques se rapprochent de l’intelligence collective, dans le sens, où des entités de faibles capacités se coordonnent automatiquement, sans intervention humaine, de façon décentralisée et distribuée pour accomplir des tâches complexes. Ces méthodes bio-inspirées ont servi à la résolution de plusieurs problèmes, surtout l’optimisation, ce qui nous a encouragé à étudier la possibilité de les utiliser pour les problèmes liés à l’Ambient Assisted Living ou AAL et à la classification automatique de données. L’AAL est un sous-domaine des services dits basés sur le contexte, et a pour objectifs de faciliter la vie des personnes âgées et handicapées dans leurs défis quotidiens. Pour ce faire, il détermine le contexte et, sur cette base, propose divers services. Deux éléments du contexte nous ont intéressé : le handicap et la position. Bien que la détermination de la position (localisation, positionnement) se fasse à l’extérieur des bâtiments avec des précisions très satisfaisantes, elle rencontre plusieurs difficultés à l’intérieur des bâtiments, liées à la propagation des ondes électromagnétiques dans les milieux difficiles, aux coûts des systèmes, à l’interopérabilité, etc. Nos travaux se sont intéressés au positionnement des personnes handicapées à l’intérieur de bâtiments en utilisant un réseau de capteurs afin de déterminer les caractéristiques de l’onde électromagnétique (puissance, temps, angle) pour estimer la position par méthodes géométriques (triangulation, latération), méthodes de fingerprinting (k plus proches voisins), par des filtres baysiens (filtre de Kalman). L’application est d’offrir des services types AAL tel que la navigation. Nous avons élargi la notion de réseau de capteurs pour prendre en compte tout appareil capable d’émettre et de recevoir une onde électromagnétique et se trouvant dans l’environnement. Nous avons aussi appliqué l’algorithme API sur la classification automatique de données. Enfin, nous avons proposé une architecture à middleware pour la localisation indoor
The concept of « smart » invades more and more our daily life. A typical example is the smartphone, which becames by years an essential device. Soon, it’s the city, the car and the home which will become « smart ». The intelligence is manifested by the ability for the environment to interact and to take decisons in its relationships with users and other environments. This needs information on state changes occurred on both sides. Sensor networks allow to collect these data, to apply on them some pre-processings and to transmit them. Sensor network, towards some of their caracteristics are closed to Swarm Intelligence in the sense that small entities with reduced capababilities can cooperate automatically, in unattended, decentralised and distributed manner in order to accomplish complex tasks. These bio-inspired methods have served as basis for the resolution of many problems, mostly optimization and this insipired us to apply them on problems met in Ambient Assisted Living and on the data clustering problem. AAL is a sub-field of context-aware services, and its goals are to facilitate the everyday life of elderly and disable people. These systems determine the context and then propose different kind of services. We have used two important elements of the context : the position and the disabilty. Although positioning has very good precision outdoor, it faces many challenges in indoor environments due to the electromagnetic wave propagation in harsh conditions, the cost of systems, interoperabilty, etc. Our works have been involved in positioning disabled people in indoor environment by using wireless sensor network for determining the caracteristics of the electromagnetic wave (signal strenght, time, angle) for estimating the position by geometric methods (triangulation, lateration), fingerprinting methods (k-nearest neighbours), baysiens filters (Kalman filter). The application is to offer AAL services like navigation. Therefore we extend the definition of sensor node to take into account any device, in the environment, capable of emiting and receiving a signal. Also, we have studied the possibility of using Pachycondylla Apicalis for data clustering and for indoor localization by casting this last problem as data clustering problem. Finally we have proposed a system based on a middleware architecture

L’exclusion sociale est aujourd’hui l’une des questions sociales majeures de nos sociétés, qu’elles soient développées ou en voie de développement.En France, le régime de l’aide et de l’action sociales a connu, au fil des temps, une évolution importante, aux niveaux juridique, administrative et financière, au terme de laquelle ce pays a pu assurer à toutes les personnes en situation d’exclusion une aide sociale destinée à répondre à leurs besoins primordiaux, et une action sociale visant à leur permettre d’améliorer ladite situation.Au Liban, l’aide et l’action sociales, règlementées par quelques textes éparpillés, demeurent jusqu’ici en grande partie l’oeuvre des associations caritatives et institutions religieuses, en l’absence de plan social adopté par l’État dans ce domaine.La présentation de l’expérience française, très riche en la matière, permet d’offrir de nouvelles perspectives en vue de la mise en place au Liban d’un régime socio-juridique d’aides et d’actions en faveur notamment de la famille, de l’enfance, des personnes handicapées, des personnes âgées dépendantes et d’autres. Grâce à l’institutionnalisation d’un droit de l’aide et de l’action sociales, le Liban pourrait ainsi évoluer vers un « État social », c’est-à-dire un État qui reconnaît et garantit des droits sociaux à chacun et à tous
Social exclusion is today one of the major social issues of our societies, whether developed or developing. In France, the system of social assistance and social action has, over time, undergone a significant evolution, at the juridical, administrative and financial levels, which has enabled it to ensure to all persons in situations of exclusion, social assistance to answer their primordial basic needs ; and social action to help them overcome the situation. In Lebanon, aid and social action, regulated by a few scattered texts, have so far largely been the work of charitable associations and religious institutions, in the absence of a social plan adopted by the State in this domain. The presentation of the French experience, very rich in the material and field, allow to offer new perspectives for the establishment in Lebanon of a socio-juridical regime and rule of aids and actions for the family, childhood, the disabled, dependent elderly, and others. Through the institutionalization of a social aid and social action law, Lebanon could evolve as a "Social State" that recognizes and guarantees social rights for everyone and for all

Lately, Taiwan government has paid much more attention to the social welfare policies, so the policy of discounted fare ticket in public transportation has become more and more important. Central government, local government and all kinds of the transportation departments have all started to set up some preferential treatments to these elderly and handicapped citizens when these people would have to use the public transportation. They hope these policies made would improve the social welfare in transportation.   The laws in our country regulate that when the elderly and handicapped use the public transportation, they would have a premium of half ticket price. And the government should subsidize the shortage cased by this welfare policy.   The suggested funding sources of the national government include General Budget, Air Pollution Fee, Social Welfare Fund, National Annuity in Lottery Revenues, Motor Fuel Usage Fee and National Freeway Construction and Management Fund. After we analyze some expert questionnaires filling by some professionals of finance and directorate general of budget, we recommend the proportion of the shortage with each source should share.   Finally, we give some suggestions in this paper. First of all, we recommend the Directorate-General of Budget, Environmental Protection Administration, Ministry of the Interior and Ministry of Transportation and Communications to bear the funding as suggested by this research, but if the funding source is not enough, we suggest the short-haul transit carriers be subsidized first. Secondly, we propose to establish “Mass Transit Development Fund”, and this fund should include each source and new taxes we’ve considered in the research. Thirdly, in the future, if this social welfare policy in transportation would like to go on well, all the transportation carriers would have to cancel the old tick fare count formula in cross subsidization. Then the policy could just put in practice.

Nineteen counties provide the social welfare of free transit to the elderly and handicapped passengers in Taiwan. The county governments pay the transit providers for the eligible passengers. We categorized the implementation of free transit either provided by the county government or contracting out. Both approaches have the same and complicated problems especially in outsourcing. We compared the differences of free transit among counties and established an effective mechanism for the free transit. Besides, we demonstrated a contracting out for establishing an effective mechanism. The workflow of free transit contracting out contains "four stages and ten steps", which are: 1.beforehand assessment,2. selection of contractor and contract signing, 3. impletementation, 4. rewiew and continuation. After analyzing and examining the current policy in every county, it revealed that most of the results were not satisfying. Therefore this study was proposed to formulate thirteen key success factors (KSF) and established an effective mechanism. For each of the key success factor, we developed the "necessary requirement" and "optional requirement". The former is the basic requirement to avoid the exploitation of social welfare; the later is the particular action plan to prevent the inflexibility of this mechanism. Consequently, the effective mechanism must contain all the "necessary requirement" of the thirteen or more key success factors. In the case of Taoyuan county, from the interviews and with survey passengers, it was found that the policy was being implemented poorly. Only one key success factor matched their “necessary requirements” out of thirteen key success factors. A suggestion was provided for Taoyuan county government to improve their policy-making.

Анотація:
Abstract This paper describes the product design and development process for an electrically operated residential waste removal system. The objective of the project is to provide an alternative method for elderly or handicapped persons to remove household trash, without the difficulties of lifting, tying, and disposing or the cost of complicated trash compacting systems. The ultimate goal of the system is to increase the quality of life for the physically handicapped. Automatically removing household trash from the home will increase the self-sufficiency of the handicapped, and decrease the chance of injury associated with everyday tasks.

Анотація:
This paper presents the design and implementation of a low-cost and reliable wireless motion control system for conventional electric wheelchairs. The presented work aims to enhance the mobility of handicapped and elderly wheelchair users by utilizing a mobile application to control the motion of their unattained wheelchairs. The designed system takes into consideration cost, weight, a range of operation, ease of use, and implementation. The conventional electric wheelchair is equipped with a motorized front wheel steering mechanism. In addition, it is equipped with a Wi-Fi module to support remote motion control via a specially designed Android mobile application called “Android Application For NavigAtioN”; AAFNAN for short. Experimental testing of the prototype showed successful remote motion control and ease of use.
