Abstract This article uncovers the backstory of two of the most important fashion-plate illustrators of nineteenth-century France, Héloïse and Anaïs Colin, in relation to their artistic and commercial production. By exploring how the sisters' commercial art is linked to their early “self-portrait,” produced in the studio of their artist father, in which female community is foregrounded, the article argues that their fashion plates express at once a personal response to their exclusion from the male-dominated world of fine arts and a pragmatic trajectory toward professionalization for women in the fashion sector. While largely conventional, some of their plates elicit readings reaching beyond an explicit commercial aim and suggest disruptions of the seamless norms of bourgeois femininity. Likewise, critical analysis of these plates expands to a consideration of the layered work practices of other women in the growing fashion industry of the period. Cet article offre un portrait de deux des plus importants illustrateurs de mode français du dix-neuvième siècle, Héloïse et Anaïs Colin, replacé dans le contexte plus large de leur production artistique et commerciale. Comme point de départ, il prend l'autoportrait de jeunesse des deux sœurs, peint dans l'atelier de leur père, un tableau qui met en valeur leur idée de communauté féminine tout en préfigurant aussi leur art commercial. Leurs gravures de mode expriment à la fois leur réponse personnelle à leur exclusion du monde masculin des beaux-arts, tout en reflétant aussi leur parcours, alors représentatif de la professionnalisation des femmes dans le domaine de la mode. Bien que conventionnelles pour la plupart, certaines des gravures suscitent une interprétation qui dépasse le cadre de la question commerciale et aborde celle de la transgression de la norme de la féminité bourgeoise. Abstract Israel’s relationship with the West during the first half of the 1950s was not a walk in the park. Economic relations fitted into this general picture. Both Britain and France were sceptical as far as Israel’s potential was concerned. Their early prognoses tended to be quite gloomy. Simultaneously, economic relations provided a convenient communication channel at a time when overt association with the Jewish state was not desirable. The progress in Franco-Israeli economic ties during the years 1953-1955 illustrates this ambivalence in full. While prudence remained, the increase in bilateral trade managed to warrant the military supplies. Britain, constituting a traditional market, surpassed France as a trading partner. Given British political aloofness, the instrument of trade served primarily its immediate economic purpose. Based on archival sources gathered in all of the three countries, the paper traces the interplay of trade and diplomacy in the early years of Israel’s foreign relations.

This article deals with the emergence of the Umbrian truffle business in the period between 1860 and 1918, paying special attention to the Franco-Umbrian connection in truffle affairs. The central question is how and why the French truffle sector, which during the whole nineteenth century completely dominated the global truffle market, could cede its hegemonic position to a handful of Umbrian companies. Thematically, the focus is on the role of technical expertise in this commercial exchange, especially on the mutual transfer of packaging techniques. It is argued that the advances made by Umbrian companies in food preservation were closely linked with local industrial activity and that this technological knowledge turned out to be one of the key factors in the rise of Umbrian truffle commerce. From a cultural point of view, this article also illustrates the role of truffles in the gastronomic rivalry between France and Italy.

AbstractThis article tells the story of the Congo-Brazzaville's nationalization in 1970 of the Société Industrielle et Agricole du Niari (SIAN) and its affiliate Société Sucrière du Niari. At the time of independence, the company, controlled by France's Vilgrain family, was the Congo's largest private employer. The SIAN episode is fertile ground for exploring the theme of postcolonial entanglements from a political-economic perspective. It especially illustrates how those entanglements created both obstacles to and opportunities for neo-imperial influence, just as they did for acts of sovereign independence. The article suggests that the complex, multifaceted interdependencies among France, the Congo, and the Vilgrain family insulated the effects of nationalization on the larger Franco-Congolese relationship while eventually providing a measure of compensation for the despoiled investors.Cet article raconte l'histoire de la nationalisation en 1970 de la Société industrielle et agricole du Niari (SIAN) et sa société affiliée SOSUNIARI par le Congo-Brazzaville. A l'indépendance la SIAN—une entreprise sucrière contrôlée par la famille française Vilgrain—était l'employeur privé le plus important du pays. L'affaire SIAN nous offre un terrain privilégié pour explorer le thème de l'enchevêtrement politique et économique des anciens et nouveaux pouvoirs dans la période postcoloniale. A retrospective survey was carried out over the years 2010–2014 among all Parasitology laboratories of University hospitals in France (ANOFEL network). The objective was to estimate the incidence of anisakidosis in France as new culinary habits such as the consumption of raw fish (sushi) or undercooked fish are increasing. A total of 37 cases of anisakidosis were notified by all French laboratories: 7 proven cases with evidence of a worm, 12 possible cases with abdominal pain after consumption of raw fish with detection of anti-Anisakis precipitins, and 18 allergic cases defined as acute manifestations after consumption of fish, associated with specific IgE for Anisakis. The median age of affected individuals was 42 years (11-69) and there was a significant predominance of women (67%). Compared with previous surveys in France, this study indicates a decrease in clinical cases of anisakidosis and illustrates the emerging allergic potential of anisakids.

This article proposes a general framework for appraising comparative liberal democratic political leaderships. It illustrates the possibilities of the framework by evaluating the political leadership of the French President François Mitterrand.

Ce travail s’attache à étudier la profession de dessinateur-illustrateur en France et en Belgique francophone de 1945 à 1968. La profession a longtemps été étudiée sous le seul prisme de la bande dessinée ou du dessin de presse politique. Grâce à une approche prosopographique et à l’étude de 400 trajectoires professionnelles, nous montrons que le métier de dessinateur est polyvalent dans les années 1950 et 1960, touchant autant à l’illustration qu’au dessin politique ou à la bande dessinée. Les dessinateurs sont dépendants du marché et multiplient les lieux depublication comme les pratiques graphiques, en particulier au sein des illustrés. Nous avons privilégié ce support pour appréhender la pratique professionnelle des dessinateurs du corpus. La polyvalence des dessinateurs et leur dépendance vis-à-vis du marché a des conséquences directes sur la manière dont ils construisent et définissent leur métier, en termes d’auto-représentation, de sociabilités comme de revendications. Le statut de journaliste devient unpoint d’ancrage pour nombre d’entre eux, apparaissant comme le meilleur moyen de bénéficier des acquis sociaux qui concernent la société salariale de la France et la Belgique des Trente Glorieuses. Dans le même temps, certains aspirent malgré tout au statut d’indépendant. Les dessinateurs endossent également leur rôle de journalistes dans leurs productions graphiques : leur travail pour la presse et les ouvrages à grand tirage fait d’eux des observateurs visuels de la société des Trente Glorieuses, dont ils transmettent les valeurs, les innovations et les questionnements. C’est dans ce contexte que s’imposent, parfois conjointement, le dessin absurde et la bande dessinée, sans pour autant qu’il s’agisse déjà de spécialisations professionnelles
This dissertation documents the cartoonist’s trade in France and francophone Belgium from 1945 to 1968. Although this career has been traditionally addressed through the prism of comic art or political cartooning, this study based on a prosopographic approach and the analysis of 400 professional trajectories demonstrates that in the 1950s and 1960s, the trade was a multi-faceted one, in so far as cartoonists were equally likely to produce illustration art, political cartoons, or comics. Their dependence on the market typically brought them to rely upon multiple accounts and graphic techniques, particularly in comic magazines—the medium most closely analyzed in this study to comprehend their professional practices.The cartoonists’ versatility and dependence on the market directly conditioned how they perceived and defined their jobs in social, political, and legal terms. For most of them beingidentified as journalists became a recurring goal as the best means to take advantage of the same benefits and rights as wage-earners in post-World War II France and Belgium. Yet a minorityvalued self-employment. In their graphic productions many cartoonists fulfilled functions similar to those of journalists.Both in the mainstream press and mass-produced books they observed and recorded the values, innovations, and collective interrogations of their national societies in the postwar decades. It was against this background that comics and nonsense cartooning became established graphicforms, although they were often practiced by the same individuals

Personnalité artistique influente de la fin du XIXe siècle et de la première moitié du XXe siècle, Maurice Denis (1870-1943) est un artiste aux multiples talents, à la fois peintre, décorateur, théoricien mais aussi illustrateur. Très prolixe, il a laissé un nombre considérable d’œuvres, dont près de trois cents estampes de sa main auxquelles s’ajoute près d’un millier de gravures exécutées par des praticiens. Nombre d’entre elles étaient destinées à l’ornement de textes littéraires, religieux ou historiques. Ces ouvrages illustrés, qui se comptent par dizaines et ponctuent l’ensemble de sa carrière, sont représentatifs de l’évolution de sa production picturale, de ses premiers travaux symbolistes à ses ultimes réalisations religieuses. Tout en examinant les mécanismes de la création des livres illustrés, remis en contexte dans la vie et l’œuvre de l’artiste, cette thèse explore en profondeur les relations de Denis avec les éditeurs et collaborateurs ayant contribué à la construction de son statut d’illustrateur. Celui-ci résulte de rencontres décisives, avec Jacques Beltrand (1874-1977), graveur sur bois et interprète quasi exclusif de Denis, mais surtout avec Gabriel Thomas (1854-1932), bibliophile et mécène, dont l’action conjuguée permet l’élaboration de certaines de ses plus importantes éditions. Cette étude, fondée sur l’analyse de sources abondantes demeurées majoritairement en mains privées (notamment des centaines de lettres et de dessins préparatoires), propose un nouveau regard sur la pratique illustrative de Denis, considérant les conditions humaines et matérielles de la conception de ses livres
Maurice Denis (1870-1943), key artistic figure of the late 19th and first half of the 20th centuries, was a multi-talented artist who worked as a painter, decorator, theoretician and illustrator. He was very prolific and he left behind a considerable number of works, including nearly three hundred prints in his own hand, and almost a thousand engravings made by others based on his drawings. Many of these were intended to decorate literary, religious or historical texts. Dozens of illustrated books were published throughout his entire career. They are representative of the evolution of his pictorial production, from his early symbolist works to his final religious creations. As well as examining the mechanics of the illustrated book production process, set in the context of the artist's life and work, this thesis explores in depth Denis's relationships with the publishers and collaborators who helped to shape his status as an illustrator. This was the result of significant connections he made, with Jacques Beltrand (1874-1977), a wood engraver who was nearly the exclusive interpreter of Denis, but above all with Gabriel Thomas (1854-1932), a bibliophile and patron of the arts, whose combined action enabled the creation of some of his most notable editions. This study, based on a great amount of documents mostly held in private collections (including hundreds of letters and preparatory sketches), provides a new perspective on Denis's illustrative practice and examines the human and material conditions under which his books were conceived

« Graveur-illustrateur », Léopold Flameng incarne dans la seconde moitié du xixe siècle un rapprochement entre les activités de graveur de reproduction et d’illustrateur original. Formé à la gravure « classique » par Luigi Calamatta, à l’Ecole des beaux-arts de Bruxelles, il devint un aquafortiste et buriniste de grande réputation à partir des années 1860, traduisant les maîtres et spécialement Rembrandt. Œuvrant à la Gazette des beaux-arts, à L’Artiste, à L’Art, il collabora aussi avec des revues étrangères et travailla pour des éditeurs d’estampes comme Goupil. Néanmoins, Léopold Flameng ne délaissa pas une activité de créateur, qu’il cultiva en pratiquant l’illustration originale. Dessinant pour Ducrocq, Jouaust ou Hetzel, Flameng est un des rares graveurs de métier à réussir, dans la seconde moitié du xixe siècle, une carrière d’illustrateur à succès face à la dominance des peintres.Cette thèse qui s’appuie sur un ample corpus d’œuvres et sur une correspondance et des archives en grande partie inédites, cherche à définir le « graveur-illustrateur », type particulier d’illustrateur venu non de la peinture mais de la gravure. Working in the Gazette des Beaux-Arts, L'Artiste, L’Art, he also collaborated with foreign magazines and worked for prints publishers like Goupil.Nevertheless, Leopold Flameng did not abandon a creative activity, which he cultivated by practicing the original illustration.Drawing for Ducrocq, Jouaust or Hetzel, Flameng is one of the few professional engraver to succeed in the second half of the nineteenth century, a successful illustrator career in the face of the dominance of painters.This thesis, which is based on a large corpus of works and a correspondence and archives largely unpublished, seeks to define the "engraver-illustrator", a particular type of illustrator who came not from painting but from engraving.While the first part is devoted to presenting the reproductive engraver, focusing in particular on its role in the dynamics of etching from the 1850s in France, a second part aims to show the shift of the artist to the original illustration. Depuis les années soixante-dix, le travail d'illustrateur de Georges Lemoine se singularise par la modernité de son accompagnement de " grands " textes littéraires (Le Clézio, Bosco, Tournier, Yourcenar, Roy, Wilde, Andersen, etc. ). Cette recherche se donne pour objet d'étudier comment l'illustration de Georges Lemoine se construit en harmonie avec les œuvres littéraires et quelles sont les spécificités graphiques de ce travail d'élaboration d'images. Cette étude va donc successivement situer l'illustrateur dans le paysage éditorial français, analyser les spécificités du travail de création d'images destinés aux livres, cerner les étapes de la genèse d'une illustration, questionner le travail interprétatif de Georges Lemoine et repérer à quels niveaux sémantiques ses images interviennent, mettre en évidence les préférences thématiques de l'illustrateur et les spécificités de son style qui s'élabore à partir des structures symboliques et allégoriques des œuvres. Ces analyses qui s'appuient sur l'ensemble de l'œuvre illustrée de Georges Lemoine et sur de nombreuses documents inédits, permettent d'approfondir plusieurs questions : qu'est-ce qu'illustrer un texte littéraire ? En quoi cet espace particulier qu'est l'illustration peut-il relever lui-même de la littérature ? A quels niveaux s'élaborent les liens entre la séquence d'images et le texte illustré ?
Since the seventies, Georges Lemoine's work has become noteworthy because of the modern way in which he illustrates great literary texts (Le Clézio, Bosco, Tournier, Yourcenar, Roy, Wilde, Andersen, etc. ). The aim of this thesis is to show how these illustrations develop together with the texts and to show what graphic requirements are needed in the creation of the pictures. This thesis will therefore place the illustrator within the French publishing world, and then analyse the specific requirements for book illustration. It will also look at the various steps needed in the genesis of a picture, question Georges Lemoine's interpretation, and focus on the semantic levels on which the pictures have an influence. Finally, this thesis will point out the illustrator's thematic preferences and the peculiarities of his style, which are developed around the symbolic and allegorical levels of his chosen texts. This research is based on Georges Lemoine's whole repertoire of illustrations and on a large amount of private archives. Several questions arise: what does illustrating a literary text involve? Can the illustration become some form of literature in itself? What are the relationships between text and images?

"Habile Peintre du Roy", Claude Aubriet (vers 1665, Moncetz-3 décembre 19742, Paris), occupe une place d'importance dans la communauté scientifique du Jardin du roi et de l'Académie royale des sciences à la fin du XVIIe et durant la première moitié du XVIIIe siècle. En effet, les premières commandes de dessins scientifiques du botaniste Joseph Pitton de Tournefort et la formation à l'art de la miniature sur vélin de Jean Joubert, Peintre du roi, chargé de la Collection royale des vélins, orientent son oeuvre vers l'Histoire naturelle durant près de cinquante années. Puisque Claude Aubriet et son oeuvre prolifique sont méconnus voire inconnus, cette étude est destinée à restituer à ce personnage hors du commun le rôle important qu'il a joué dans la première moitié du XVIIIe siècle pour la reconnaissance de l'illustration artistique et scientifique
"Skilful painter of the King", Claude Aubriet (around 1665, Moncetz-03rd december 1742, Paris) holds an important place in the Scientific community of the Jardin du roi and the Royal Academy of Sciences at the end of 17th century, and so during the first half of 18th century. Indeed, his first orders of scientific drawings from the botanist Joseph Pitton de Tournefort and his training into the art of miniature on vellum from Jean Joubert, painter of the King in charged of the Royal Collection of vellum, will influence his work towards Natural History for nearly fifty years. His catalogue of works, evidence of his art entirely dedicated to Nature and Science, is marked by the ambivalence of his "double career" led with as much care as renunciation : the miniatures of vellum or on paper carried out for the Royal Collection of Vellum, and the scientific drawings, illustrating the works of Academicians suc as Sébastien Vaillant (1669-1722), Antoine de Jussieu (1686-1757) and René-Antoine Ferchault de Réaumur (1685-1759). As Claude Aubriet and his prolific work are underrated-not to say unknown, this study intends to give to his outstanding character, his status back and the important role he played in the first half of 18th century in the recognition of artistic and scientific illustration

Après un voyage en Italie entre 1666 et 1671, il s’installe à Paris jusqu’en 1689, puis à Lyon et Tournon jusqu’à sa mort. Maître de la composition allégorique, il œuvre seul et aux côtés du père Ménestrier (de la Société de Jésus) à l’élaboration de madrigaux, d’almanachs, d’illustrations de thèses et de décors éphémères et pérennes, toujours dans une énergie créatrice fulgurante, comme son trait envolé et hâtif. Sa rigoureuse adaptation à la pensée de Ménestrier a longtemps stigmatisé son art dans une querelle de goût opposant leur démesure à l’esprit « classique » de Jean 1er Berain, dessinateur de la Chambre et du Cabinet du roi. Pourtant, des recherches récentes font penser à une féconde concurrence plutôt qu’à une vaine rivalité des deux artistes. Son of painter François Sevin, Pierre Paul Sevin was born under the reign of Louis XIV to work during the splendor of the king’s apogee. After traveling to Italy between 1666 and 1671, he moved to Paris until 1689, then to Lyons and finally Tournon where he died. Master of the allegorical composition, he either worked alone, or with father Ménestrier (from the Society of Jesus), on the development of madrigals, almanacs, thesis illustrations, and transient and perennial backdrops. He always worked with a dazzling creative energy, clearly demonstrated in his soaring and hasty strokes. His rigorous adaptation of Ménestrier’s style stigmatized his art for a long time over a dispute in taste between excessiveness and the “classical” spirit of Jean I Berain, “dessinateur de la Chambre et du Cabinet du roi”. However, recent research leads to believe that there was a fruitful competition between the two artists rather than a vain rivalry. It is necessary to clarify Sevin’s biography to better understand the relationships between Jesuits and artists during the 17th century, and to measure the repercussions regarding the consideration of graphic arts as “communicating” images

This work intends to study the poetics of wilderness, as a result of the dialogue between words and engraved pictures. Three selected texts are of major help for this work : the first used as a reference is Actes présumés de Saint Alban de Nant, engraved and written by Jean HUGO during the years 1967/1968 and produced in 1968 by PAB, who is a bibliophilism printer and publisher. The second one is Annoncer l'Amour, which is an anthology of poems written by P. A. BENOIT, illustrated by Jean Hugo with an engraving and published in 1971 by Rougerie. The third one is S'arrêter, poem from P. A. BENOIT and engraving from Jean Hugo. In this text, the illustration was made by PAB 1980. This work also refers to other works of Jean HUGO and P. A. BENOIT. This dialogue does not intend to connect – in a simple way – a selected passage with one or several pictures. It tries to harmonize them by using either religious, legendary and literary references or by underlining some hidden link between an engraving an deselected passage. Thus, wilderness is experienced with the spiritual background expected (escape from the world that has been perverted by the excesses of the industrial civilization) then within the creative act it generates

Francis Picabia, peintre-poète qui a traversé toute la première moitié du XXe siècle, nous a laissé en héritage un riche corpus d’écrits, dont la plupart a été publié, mais il reste encore aujourd’hui de nombreux inédits et des avant-textes conservés dans les archives. Si la période Dada de la poésie de Picabia est peut-être la plus connue, l’artiste a continué d’écrire des poèmes toute sa vie (il est disparu en 1953). C’est notamment après la rencontre avec son dernier éditeur, Pierre André Benoit (PAB), en 1948, que Picabia décide de révéler encore une fois saveine poétique, et publie un grand nombre de recueils, écrits entre 1939 et 1951.Ces poèmes naissent, plus particulièrement, sous l’empreinte des lectures des oeuvres de Friedrich Nietzsche, car l’artiste reprend systématiquement des passages du Gai Savoir, qui nous obligent à repenser les limites de l’écriture poétique, en général. On découvre alors une nouvelle manière de faire de la poésie, qui reprend, d’unemanière assez libre, le langage philosophique de La Gaya Scienza. PAB a sûrement compris la portée des nouveaux poèmes de Picabia et il s’est dédié à la réalisation de solutions créatives pour la présentation de ces écrits poétiques. Au-delà de cet intense travail il y a bien sûr une amitié, qui s’est manifestée notamment à traversl’échange de lettres, car les occasions de se rencontrer ont été très rares.Cette dernière période de l’écriture de Picabia est alors digne d’être remarquée et mérite d’être comprise et mise en valeur. Nous avons essayé, par cette recherche, de trouver une solution pour classer ces écrits, que nous aimerions inscrire dans le contexte de la « récriture intertextuelle »
Francis Picabia (1879 – 1953), well-known French painter of the beginning of the twentieth century, was also an experimentalist poet of the avant-garde milieu, who wrote throughout his entire life. Part of his writings have been edited, but many unpublished works can still be found in archives. The Dada period of his poetry is perhaps best known, more particularly for his drawing-poems, but I have discovered during my research that his late writings contain many unrevealed aspects. Particularly after he met the editor Pierre André Benoit (PAB) in 1948, a new important period began in Picabia’s poetic output, during which he published his writings from 1939 to 1951. This intense collaboration took place mainly at a distance, through the exchange of frequent letters, soon turning into a sincere friendship. These publications, most of which are one-of-a-kind books, are printed personally by PAB on his printing press, and are often illustrated by the artist or by the editor himself.Surprisingly, Picabia’s late poetry is strongly marked by Friedrich Nietzsche’s writings, in particular by The Gay Science (1882). The “borrowings” are so evident, that they call for a specific, new interpretation: thus, this peculiar creative process can be seen as a phenomenon of appropriation, or “intertextual rewriting”. This process of “copying”, was applied by the artist indistinctively to his art and poetry and can function as a possible solutionfor the classification of his controversial poems

The monograph presents the research questions of efficiency of functioning of national standardization system of the Russian Federation, which was conducted by the authors in the framework of the analytical work on the order of Minpromtorg of Russia in 2018 (the state contract from April 17, 2018 No. 18401.16Д0190019.10.002) taking into account the actual directions of development of national standardization system of the Russian Federation and additional generalizations. The assessment of the current scenario of the development of the national standardization system of the Russian Federation was carried out using comparable indicators of the national standardization systems of France, Germany, great Britain and the USA. The findings and proposals were based on the results of a survey of civil servants at the Federal and regional levels on approaches to strategic dimensions of standardization. The methodology of forecasting the development of the national standardization system of the Russian Federation includes a scenario approach and a method of constructing dispersion diagrams (bubble diagrams) and sufficiently illustrates the current state of Affairs in the field of standardization at the national level. The developed tools will require additional configuration when changing the current development scenario from "inertial" to "progressive". A number of author's proposals to change the current scenario of development of the national standardization system of the Russian Federation are presented. It is of interest to a wide range of readers and specialists in the field of public administration, standardization and can be used in the preparation of curricula and manuals for undergraduate, graduate and further education.

Although the schismatic and iconoclastic sensibilities visible in French reformed satires doomed the movement in France, a number of attitudes explored through the fantastic-voyage device spread into French culture generally. Montaigne illustrates how the French, exposed to such ideas earlier in their lives, assimilated their conclusions even as they rejected the Reformation. Montaigne’s celebrated essay “Of Cannibals” turns both the surface imagery and the deeper structure of Reformation satire toward a new form of “inner distance” where one entertains considering oneself a stranger. Responding to reformers’ emphasis on the contingency of custom and their new procedures of observation, the essay defamiliarizes the Mass through implicit comparison with the ceremony of cannibalism. Finally, Montaigne avails himself of “stranger sociability” in elaborating a new form of anonymous intimacy with his reader. France may have remained confessionally Catholic, but it became culturally reformed.

This chapter presents two excerpts from Ramseur's first letter to his mother from West Point, dated August 15, 1855 that illustrates his transition from upbringing to matriculation. It reports that the U.S. Military Academy was the nation's premier engineering school with a curriculum designed to prepare its graduates to build the river and harbour works, lighthouses, canals, and railroads needed by a burgeoning nation. The U.S. Military Academy also served to prepare topographical and military engineers for times of war. The chapter notes that the institution had been founded early in the nineteenth century, modeled after Sandhurst and St. Cyr, its counterparts in England and France respectively.

The conclusion looks at the teaching of Pope Francis, considering the possibility that it represents the emergence of a new framework for Catholic social teaching. Pope Francis has emphasized that the encounter with Jesus Christ brings about an experience of newness and openness. He has also proposed a cosmic theological vision. His concept of “integral ecology,” introduced in his encyclical Laudato Si’, illustrates how human society is interconnected with the natural ecology of the planet earth and the entire cosmos. He proposes that the economy, society, culture, and daily life are all interconnected “ecologies.” In a speech to the World Meeting of Popular Movements in 2015, Pope Francis also explains how social movements devoted to local issues can nevertheless have a profound effect on the structures of the global economy. This chapter illustrates how Staël's analysis of the Jacobins' performance raises the question of the role she attributed, in the revolutionary process, to what she referred to as “the people” or “the nation.” On her account, if the mass of the people harbored the expectations that agitated French society, these shapeless aspirations acquired political significance only through the initiative of some active minority groups. The Revolution itself appeared to be the work of rival elites who pursued different political designs, each of them claiming to act according to the wishes of the whole nation. For Staël this interaction between the French people and its ruling elites was at best problematic. Because the country lacked a tradition of free government, in France the normal relations between a free nation and its elected representatives had not yet taken shape.

The chapter traces Greece’s traditional focus on conventional notions of administrative accountability through legislative delegation and the involvement of the Council of State as a consultative and judicial body. The pattern of state-society relations in the country has also been described as statist. The EU public consultation mandates were therefore transposed into an institutional environment which, like France, was not particularly hospitable to the idea of open public involvement in policymaking. Nevertheless, the Greek case is distinctive. The chapter assesses the transformative impact of EU law against the specific background of the twin challenge facing Greece: weak administrative capacity and an underdeveloped civil society. The case illustrates that the introduction of participatory processes is a necessary but not always a sufficient condition for the new accountability paradigm to take strong roots. It may, however, helpfully turn the spotlight on structural deficiencies and the need for institutional reform.

This chapter examines the impact, and political mediation, of globalization on the French political economy. There is little disagreement that globalizing forces are changing countries in a profound manner. Nowhere, however, has globalization generated such anxieties as in France, despite the economic benefits that it brings. This ambivalence highlights the importance of politics. First, rather than seeking to champion their actions, French policymakers, via their discursive framing, have presented economic liberalization as the unavoidable and distasteful consequence of globalization. Second, ambivalence toward globalization also illustrates the constraining legacy associated with the previous model of economic dirigisme. Coordination of economic activities around direct interactions between policymakers and executives of large companies served to overcome economic lags and social tensions, but stifled the development of the institutional foundations for either a coordinated or a liberal market economy—an important shortcoming for economic adjustment in the current economic environment.

Western Europe has relatively few figurines of Neolithic or Chalcolithic date by comparison with the large numbers known from Southeast Europe and Southwest Asia. Human figurines (mainly of fired clay) are, however, found in Bandkeramik contexts from Central Europe to the North Sea, with others in eastern France. The scarcity of human figurines from areas such as Britain illustrates the diversity of cultural and symbolic practice that privileged human representations in some areas but not others. In the Baltic region, a separate figurine tradition drawing probably on Late Palaeolithic or Mesolithic origins persisted into the Neolithic. It is, however, the Iberian peninsula that stands apart from other regions of western Europe for the abundance and diversity of its human figurines, most of them of Late Neolithic or Chalcolithic date (mid-fourth to late third millennium bc). They include carved schist plaques and ‘eye-idols’ of bone and other materials. The florescence of Iberian figurine production is associated with the emergence of societies on the verge of complexity, characterized by craft specialization and long-distance exchange.

The Finger of the Scribe shows how ancient Israelite scribes learned to read and write. It demonstrates that early alphabetic curriculum developed at the end of the second millennium, while Egypt still ruled over Canaan and scribes used cuneiform as a lingua franca. This political and social context provides the background for the emergence of early alphabetic literacy in Israel. Using comparisons from Mesopotamia and Egypt, archaeological evidence, and fresh interpretations of old and new Hebrew inscriptions, this book pieces together the early Israelite scribal education. A basic principle in scribal literacy was the adaptation of their education for doing their day-to-day work as well as for the emergence of new literary genres. In this way, The Finger of the Scribe illustrates the many ways in which scribal education shaped the writing of the Hebrew Bible itself.

AbstractThis chapter examines warranty in practice. It presents an overview of what alienees expected their warrantors to do for them in the event of an outside challenge, discussing warranty commitments both within court and outside of court. The chapter presents the rich case material from the region to provide a composite picture of expectations and areas of debate about warranty. The chapter then discusses what happens when a warrantor failed to discharge his or her commitments. Here I examine the various claims to compensation that an alienee might make, and likewise present the case material that illustrates how such claims worked in practice. I draw particular attention to cases in which one party sought redress from a warrantor for properties seized or lost in warfare. The overall conclusion of the chapter is that warranty throughout our period was a recognised feature of court practice, and the ability to summon a warrantor to one’s defence amounted to a sort of procedural right available to defendants during our period.

AbstractThis chapter illustrates how disputes in interwar France between the state, the church, and veterans’ organizations were articulated through the emotional staging of commemoration ceremonies for those killed in the First World War. While the state sought to establish a ceremony that, in accordance with older traditions, would foster feelings of ‘glorification and triumph’, most veterans’ groups were opposed to this approach. They instead favoured an event that would promote a posture of humble mourning and devotion, a ‘funereal physiognomy’ that was more in tune with the rituals of the Catholic church. This conflict, which ran over the course of several years, gave rise to new emotional templates that in turn transformed and restructured the emotional framework of the institutions involved.

AbstractAlthough it has been developing and come through processes of institutionalization since WWII, French political science remains a small and rather marginalized discipline in search for visibility. Several tendencies work against the performance of a decisive advisory role from its part, especially the presence of an already solid and wide-ranging internal, in-house (state) expertise, which is still considered by many as a strong national asset. Consequently, it makes it hard for political scientists, as external academic actors, to exist in the eyes of decision-makers and achieve relevance. Nonetheless, driven by favourable attitudes towards an advisory and public engagement and the presence of facilitating conditions, we show that French political science infrequently manages to move in the policy advisory system. This chapter notably finds that political scientists might individually or collectively benefit from a participatory turn shaping the operation of advisory systems, that some level of boundary work takes place in relation with public administration, and that think tanks and sub-national actors’ reinforcement has opened opportunities for advice-giving and advice circulation. A case study about an important project of reform of the parliament illustrates how involvements from French political scientists in public debates and advisory activities might unfold and translate into practice.

This concluding chapter explains that the French swings from the informal to the territorial and back again conformed to a global pattern. The crucial role played by global factors helps in understanding why an empire tends to resemble another at any given time, but it does not imply that all empires are the same. The main singularity of successive French imperial formations since 1789 was probably their assertiveness, relative to other European countries' imperial ambitions and France's actual resources. This is well established in the cases of the Napoleonic and republican colonial empires, and the chapter states that the book shows that between 1815 and 1880 France continued to pursue empire, albeit by informal means. France was not a nation-state that experienced aberrant imperial moments, but it was almost always a nation-state and an empire. The conclusion illustrates the principal analytical benefit of the concept of informal empire.

To anticipate the critique that West Germany, Japan, and South Korea are somehow unrepresentative cases of nuclear proliferation, this chapter expands the analysis by looking at the cases of Great Britain, France, Norway, Australia, and Taiwan. It shows how the United States was able to use economic levers to subordinate partially Great Britain’s nuclear deterrent but not France’s. It also illustrates how threat perceptions made Norway accept in-theater conventional military deployments from the United States in the 1980s. It highlights the absence of coercion in explaining Australia’s decision to cease its pursuit of the nuclear option as well as the difficulties experienced by the United States in applying coercion against a security and economic dependent state like Taiwan.

It talks about the scholar's letters that transcended all political and social barriers and confirmed to a specific agenda set by Francis Bacon, an English politician and philosopher of the early seventeenth century. It also discusses the “Baconian programme,” which was aimed to accumulate and rigorously test knowledge. The chapter highlights the Baconian obsession with collection and cataloguing that was applied beyond natural philosophy, to history, archaeology, and ancient languages. It also mentions the founding of the “Royal Society of London for the Improvement of Natural Knowledge” in 1660, as well as the establishment of the “Académie des Sciences” in France.

This chapter discusses how migration and settlement in Marseille in the 1950s and early 1960s illustrates the impact of colonial legacies in shaping the contours of Muslim–Jewish relations in the metropole. While Paris remained the main pole of attraction for both, Marseille's close proximity to North Africa, its Mediterranean climate, and its expanding economy meant that the city attracted thousands of repatriates and immigrants in the 1950s and 1960s. Shared cultural frameworks and the common experiences of migration and displacement meant that Muslim and Jewish newcomers often had much in common, creating the basis for convivial exchange in the mixed immigrant neighborhoods where many initially settled. Such commonalities did not, however, ensure similar processes of incorporation into French urban life. Differing relationships to the French state and levels of communal development meant that incoming Jews often not only had more resources available to them than Muslims arriving in the same period but also benefited from a local administration sympathetic to their concerns.

Comparative studies are rare in the study of online communication campaigning. The authors chose two cases, Poland and France, to describe the two campaigns for the Parliamentary elections. Content analysis allowed the authors to detect online communication strategies and parties' attempt to reach different audiences. Web-cartography illustrates the parties' network connections. The authors find strong cross-country and resource-based differences for the more interactive and engaging features (Web 2.0), which are not that powerful for explaining audience-targeting strategies. Overall a sales strategy and a focus on marketing dominated over e-representation (exhibiting the parties' political record). In both countries social media platforms are well incorporated into online strategies. Facebook dominates in Poland, Twitter in France. Web cartography gives a counterintuitive picture of the Polish parties' network being much more personalized but also of more ghettoing within the supporting environment.

Chapter 4 presents the reform process of the so-called PARE (‘aid plan for the return to employment’) of the French unemployment insurance system in 2000. The instruments of PARE included an individual contract that would oblige the unemployed to engage in ‘personalised’ job seeking activities while getting access to support such as training courses. Further, PARE strengthened requirements to accept job offers from the job exchange service as well as sanctions upon refusals and contractual infringements. The trade unions were divided in their stance towards this, causing intense debate, especially on the use of sanctions. The reform illustrates how the addition of a rather simple instrument radically changed the moral status of the unemployed.

The problem of site characterization is quite complex, especially for deep radiological contamination. This article illustrates the added value of the geostatistical processing on a real application case dealing with grounds of facilities partially dismantled at the end of the 1950s in Fontenay-aux-Roses CEA Center (France). 12 years ago, a first exploratory drill-hole confirmed the presence of a deep radiological contamination (more than 4m deep). More recently, 8 additional drill-holes failed to delineate the contamination extension. The integration of the former topography and other geological data led to the realization of 10 additional drillholes. This final stage significantly improved the characterization of the radiological contamination, which impacted the remediation project and the initially estimated volumes.

Vibrations generated by centrifugal pumps are difficult to predict at the design stage, for it is hardly possible to accurately determine the natural frequencies of pipes and to avoid coincidences with the blade pass frequency of the pump and its harmonics. One is often led to modify the existing structure, by adding stiffness, mass or damping. This paper illustrates this point on a pipe connected to a pump in a nuclear power plant operated by EDF (E´lectricite´ de France). In October 2010, abnormal vibrations were measured on a thin pipe at the outlet of a pump in a powerplant in France. The French nuclear regulatory commission asked EDF to perform a diagnosis and to define solutions within a few months. EDF/R&D division has used an original method developed in 2004 based on hybrid data, and called LMME-SDM (for Local Model Mode-shapes Expansion Structural Dynamic Modification). The main objective is to define a structure modification able to remove all natural frequencies close to the harmonic excitation. For the purpose of the study, we need a numerical model, which should be fairly correct from a static point of view, but which is not necessarily updated from a dynamic point of view, and an experimental modal analysis carried out under real conditions on the pipe. During the experimental modal analysis, a test of added mass has been carried out so that the method can be validated by comparing the predicted and the observed frequency. This method has already been used in industrial cases in former studies [3], however the study presented here has reached a higher level in complexity. Even if this method is able to give reasonable results compared to measurements, it is close to its limits.

In his novel “We,” the renowned Russian writer Evgeny Zamyatin establishes a new direction in world literature - the genre of anti-utopia. Among his stylistic predecessors are noted figures such as Gogol, Leskov, and Turgenev, regarded as classics of Russian literature, as well as Swift, Wells, and Anatole France. Conceptually, the theme resonates with Dostoevsky's Grand Inquisitor in “The Brothers Karamazov.” However, the impetus for the author's vision can be traced back to Thomas More's “Utopia,” where inhabitants wear identical uniforms. In an even more distant era, this aligns with the norms of Plato's “The Republic,” featuring censorship for Homer, whose works are reduced to hymns praising the gods. Striking parallels can be drawn with Thomas Campanella's “The City of the Sun” and Jean-Jacques Rousseau's doctrine of maintaining equality through coercion.Zamyatin's anti-utopia rejects idealised depictions, such as Vera Pavlovna's Fourth Dream in Chernyshevsky's “What Is to Be Done.” the fate of D-503 illustrates how the individual transforms into an object subject to manipulation in the name of exalted “reason,” while in essence, it serves to solidify alienated authority.

Abstract Sulfur oxides, abbreviated to SOx, refer to both sulfur dioxide (SO2) and sulfur trioxide (SO3) that are gaseous pollutants emitted by the combustion of low-grade fuels, including heavy oils, sour gases and coal. Current Flue Gas Desulfurization (FGD) technologies mainly use limestone or CaO (quicklime) as sulfur scavenger. They consume water and produce significant stocks of calcium sulfate, a non-regenerable solid that has limited market outlets and is sometimes considered as waste. To tackle this problem, a multi-partner team has launched a two-phase program in order to develop a new, regenerative FGD concept. This partnership includes a GE Power team (Belfort, France), three research laboratories (IS2M-MPC, LGRE from University of Haute Alsace, Mulhouse and ICB-UTBM-LERMPS, Belfort), a ceramic material testing center (ICAR, Moncel les Luneville, France) and a consultancy organization skilled in materials (Zephir Alsace, Mulhouse). The main objective was to design a regenerable adsorbent that would not release any solid waste but would allow instead the recovery of sulfur in the form of H2SO4 (sulfuric acid) which is a valuable chemical commodity. A first subprogram, executed from September 2012 through March 2015 and called “DeSOx New Gen”, enabled the different partners to identify and test at lab scale a regenerable and durable adsorbent. This adsorbent, used initially in powder form, involved an organized mesoporous silica (SiO2), which was used as a support and was impregnated with copper oxide (CuO) likely to undergo reversible sulfation. Such binary system proved capable of achieving large numbers of successive adsorption/regeneration cycles (more than fifteen attained in the lab) without undergoing substantial activity loss. A second subprogram, initiated in September 2017 and called “AdSOx”, aimed to obtain and test a bead-shaped form of the previously developed adsorbent in view of industrial applications. This product in bead-shaped adsorbent was then evaluated in 2019 in a pilot combustion rig, the flue gases of which were representative of a real industrial combustion installation in terms of SOx, NOx, CO, CO2, H2O and PM (particulate matter). In these rig tests, the performances of the adsorbent for the capture of SOx, including its capability to be regenerated for multi-cyclic use, have been assessed in fluidized bed and most recently in fixed bed conditions. This paper outlines the most significant steps and outcomes of this collaborative two-phase development program. It also illustrates the interesting capabilities of mesoporous materials for the design of highly active sorption and catalytic systems.

In the volatile fuel price environment of today, the quest for alternative fuels has become a heavy and long term trend in power generation worldwide. Incorporating alternative fuels in gas turbine installations raises multiple engineering questions relating to combustion, emissions, on-base and auxiliary hardware capability, safety etc. In 2008, GE carried out a field test aimed at characterizing the combustion of ethanol in a naphtha fuelled gas turbine plant. The testing strategy has been to locally prepare and burn ethanol-naphtha blends with a fraction of ethanol increasing from 0 to nearly 100%. During the engineering phase prior to this field test, it appeared necessary to develop a sufficient knowledge on the behavior of ethanol-hydrocarbon blends in order to establish the safety analysis and address in particular the risks of (i) a potential uncontrolled ignition event in the air blanket of fuel tanks and (ii) flash vaporization of a potential fuel pond in a confined environment. Although some results exist in the car engine literature for ethanol-gasoline blends, it was necessary to take into account the specificities of gas turbine applications, namely (i) the much greater potential ethanol concentration range (from 0 to 100%) and (ii) the vast composition spectrum of naphtha likely to generate a much larger Reid Vapor Pressure envelope as compared with automotive applications. In order to fulfill the safety needs of this field test, the “Laboratoire de Thermodynamique des Milieux Polyphase´s” (LTMP) of Nancy, France has developed a thermodynamic model to approach the vaporization equilibria of ethanol-hydrocarbons mixtures with variable ethanol strength and naphtha composition. This model, named PPR78, is based on the 1978 Peng-Robinson equation of state and allows the estimation of the thermodynamic properties of a multicomponent mixture made of ethanol and naphtha compounds by using the group contribution concept. The saturation equilibrium partial pressure of such fluids in the various situations of relevance for the safety analysis can thus be calculated. The paper reports the elaboration of this model and illustrates the results obtained when using it in different safety configurations.

Abstract Floating wind is now entering a commercial-stage, and there are a significant number of commercial projects in countries like France, Japan, UK and Portugal. A floating wind project is complex and has many interdependencies and interfaces. During all stages of the project several participants are expected to use a numerical model of the whole system and not only the part the participant has to design. Examples of this are the mooring and floater designer requiring a coupled model of the whole system including also the wind turbine, the operations team requiring a model of the system to plan towing and operations. All these stakeholders require a coupled model where the hydrodynamics, aerodynamics and structural physics of the system are captured with different levels of accuracy. In this paper, we will concentrate on a simplified model for the aerodynamic loading of the turbine in idling and standstill conditions that can be easily implemented in a simulation tool used for floater, mooring and marine operations studies. The method consists of using a subset of simulations at constant wind speed (ideally close to the wind speed required for the simulations) run on a detailed turbine model on a rigid tower and fixed foundation — normally run by the turbine designer. A proxy to the aerodynamic loads on the rotor and nacelle (RNA) is to take the horizontal yaw bearing loads. The process is then repeated for a range of nacelle yaw misalignments (for example every 15° for 360°). A look-up table with the horizontal yaw bearing load for the range of wind-rotor misalignments investigated is created. The simplified model of the aerodynamic loads on the RNA consists of a fixed blade (or wing) segment located at the hub, where aerodynamic drag and lift coefficients can be specified. Using the look-up tables created using the detailed turbine model, drag and lift coefficients are estimated as a function of the angle between the rotor and the wind direction. This representation of the aerodynamic loading on the RNA was then verified against full-field turbulent wind simulations in fixed and floating conditions using a multi-megawatt commercial turbine. The results for the parameters concerning the floater, mooring and marine operations design were monitored (e.g. tower bottom loads, offsets, pitch, mooring tensions) for extreme conditions and the errors introduced by this simplified rotor are generally lower than 4%. This illustrates that this simplified representation of the turbine can be used by the various parties of the project during the early stages of the design, particularly when knowing the loading within the RNA and on higher sections of the tower is not important.

Resumen: Este trabajo analiza, por diversos medios, el proyecto de la capilla mortuoria con dos tumbas para el expresidente militar Carlos Delgado-Chalbaud y su padre. El encargo, no realizado, fue el único que, tras varias tentativas, pudo ejecutarse en Caracas, Venezuela. Le Corbusier archivó este proyecto como un “Monument”, y dentro de su trayectoria solo estuvo precedido por otro de carácter funerario dedicado al Mariscal F. Foch en la Porte Maillot de París y, posteriormente, diseñará su propia tumba en Cap Martin. Esto convierte al proyecto de Caracas, prácticamente desconocido, en un caso singular dentro de las tipologías funeraria y religiosa. La reconstrucción planteada se sustenta en la documentación conservada, el análisis histórico de las fuentes documentales, el empleo de la perspectiva clásica y las herramientas digitales para aportar precisiones y avances sobre estudios previos. En paralelo, la comparación con propuestas formales similares, enmarca el objeto de estudio dentro del legado del arquitecto. La pirámide ejemplifica la relación entre hombre y naturaleza, el “juego jugado por el hombre con los elementos cósmicos”, el papel de la forma, y de las trazas reguladoras en un período en el que su racionalismo purista se abre a interpretaciones más expresivas de la forma. En el fondo de esta investigación subyace el interés por comprender el proceso proyectual de Le Corbusier y su idea de arquitectura en torno a los años 50, al tiempo que se reconstruye un proyecto prácticamente borrado. Abstract: By several methods, this work analyzes the project for the mausoleum with two tombs for the former military president Carlos Delgado Chalbaud and his father. The unrealized commission was the only work that could have built in Caracas, Venezuela. Le Corbusier archive this project categorized as a “Monument” and in his career, it was only preceded by another funerary project dedicated to Mariscal F. Foch located in Porte Maillot in Paris, France. Only there was another funeral project: his own grave at Cap Martin. This makes this virtually unknown project in Caracas, a singular case framed within the funeral and religious categories. The proposed reconstruction is based on the preserved documentation, historical analysis of various documentary sources, the use of classical perspective and digital tools to provide clarifications and progress on previous studies. Parallel, comparisons with similar previous and subsequent formal proposals frames the object of study in its entire legacy. The pyramid illustrates the relationship between man and nature “the game played by the man with the cosmic elements”, in a period in which his purist rationalism opens to a more expressive performances in form. In the background of this research lays an interest in understanding the design process of Le Corbusier and his idea of architecture around the 50’s, while a virtually erased project is restored. If present, regions of geological instability are normally identified during the route selection study and a route through such locations will normally be rejected if a suitably practicable alternative route can be found. Therefore the consequential effects of a landslip on pipeline integrity rarely need to be considered. However, when an alternate route is not practicable, then a means of negotiating the landslip zone in a safe manner needs to be determined and adopted. One means of negotiating a landslip zone is to route the pipeline well beneath the slope using techniques such as horizontal directional drilling (HDD). However, the success of an HDD cannot be guaranteed in such situations and hence alternative solutions need to be considered even if only as a back-up. This paper describes a technique that was developed by a major UK high pressure gas pipeline operator with support from Andrew Francis & Associates Ltd (AFAA) to achieve a viable engineering alternative to HDD. The technique is based on a combination of structural reliability analysis (SRA) and quantified risk assessment (QRA) which was developed by modifying and customising an approach that the operator had developed and used previously for demonstrating the safe operation of gas transmission pipelines at design factors in excess of 0.72. The overall objective is to demonstrate that all associated risks have been reduced to levels that can be regarded ‘As Low As Reasonably Practicable’ (ALARP). SRA begins with an identification of all credible failure causes and these are then analysed using a combination of structural mechanics based techniques and probability theory to determine failure frequencies. For the present application, significant attention was given to the interaction between the moving land mass and the pipeline using 3-dimensional finite element analysis. The analyses were performed for a range of credible scenarios assuming a range of soil properties to establish the likelihood that failure would occur in the event of a land slide. These were then combined with an assessment of the event frequency to determine estimates of the failure frequency. Having established ‘raw’ failure frequencies, the model was developed further to investigate the effects of introducing mitigating methods to reduce the failure frequencies, and hence risks, to levels that could be regarded as ALARP. The paper describes the philosophy and the salient features of the approach and illustrates the application using a case study.
