Published Article
In this paper an evaluation of smart socioeconomic, physical and environmental characteristics of Bloemfontein city of South Africa was done to understand the current scenario of the city and evolve perspective indicative planning guidelines for transforming the city into a smart city. The evaluation was done based on 74 smart indicators, and 30 factors under six characteristics, such as, smart economy, smart people, smart governance, smart mobility, smart environment and smart living. For this purpose, survey research methodology with analysis of primary and secondary data and review of the current Integrated Development Plan of the city was followed. The investigation of the various indicators revealed that although the city is lagging behind in most of the characteristics, yet provides ample opportunity to develop it as a smart city, if smart city concept and smart growth principles are employed in city development process.

Abstract A large amount of smoke comes from a fire, it affects people’s vision, makes it difficult finding emergency exit, and then causes people to die on the fire scene. To avoid such tragedy, according to Article 23 of “Standards for Installation of Fire Safety Equipments Based on Use and Occupancy”, exit indicating lamps shall be equipped in occupancy as specified in Article 12.1, 12.2(12), 12.5(1) and (3), or underground floors, no-opening floors, 11th floor (inclusive) or above, used as specified in other subparagraphs and items of Article 12. The concept of Particle Swarm Optimization (PSO) is based on observing the behavior of a flock of fishes in the water or a flock of birds on the sky. Through the message transferred between each individual and the concept of group co-sharing, to better amend the behavior of the whole group, thus and simulates a group formed by random individuals and the evolution progress of message transfer between each individual to complete the prediction of best solution. To avoid people finding no exit and then die on the fire scene, it is necessary to make a simulation and research for the behavior of people who stuck on the fire scene. The researcher utilizes PSO here to simulate people’s evacuation behavior on the fire scene, and explores the influence of having exit indicating lamp inside the building’s exit or not, and vision difference caused by smoke on people’s evacuation time.

AbstractTransformative change involves the integration of different social dimensions and the involvement of a multiplicity of actors resulting in high levels of complexity. Considering all this, our work addresses the development of green infrastructure (GI) to improve the conservation of biodiversity and the provision of ecosystem services from two different approaches and scales: regional and local.From the regional level, a GI strategy was promoted by the regional government of Galicia (NW Spain) through institutional efforts following a multidisciplinary approach including public participation processes. On the other hand, a local, participative perspective is exemplified in the Neighbourhood Association of the Parish of Chapela (Redondela, Galicia), a peri-urban, coastal area where intensive forestry and urban expansion threatens the availability of accessible multifunctional ecosystems for the local communities.Both approaches are indicative of seeds for a transformative change yet to happen. Nevertheless, they differ in their visions, values and goals: the regional level is statutory-oriented and focused on the accomplishment of administrative objectives; the local level is based on the communities’ wellbeing aims and calls-for-action. Differences are also detected in the risks and barriers to transformative processes, from the inertia of administrative procedures to the limitations of local action to face environmental and developmental problems. Exploration of these contrasting perspectives leads to the identification of needs for institutional change, the emergence of new governance systems, and the development of new perspectives for strategic planning and management.

AbstractWith a significantly changing global climate and related impacts on our societies becoming increasingly visible, the call for a significant change of the energy production and consumption system gets increasing attention. Defined as energy transition, such change involves at least two dimensions: one technological and one social. Especially the latter is gaining importance because it is argued that the impact of technological innovation could be limited, if not harmful, if the technological would not be matched with social innovation. This refers to the emergence of decentralized energy systems at the local scale, and the increased involvement of non-state actors in shaping the transition, like civil society, business, and local public authorities. It includes new forms of governance, ranging from energy communities to the design of urban living labs. This work aims to provide the first insights for the further development of a theoretical framework in relation to governance and social innovation in the context of energy transition. It builds on a bibliometric quantitative analysis to explore the extent to which changes in energy governance are reflected in the scientific literature. Results indicate that energy governance issues have quite settled in the scientific literature across the world, but that social innovation is only a recently emerging topic. A snapshot interpretive analysis is then performed to get a better understanding of what types of energy governance and social innovations are addressed. These mostly refer to energy communities and organization types related to the use of renewable energies (e.g., cooperatives and public–private partnerships), as well as obstacles and opportunities that drive their implementation. A keyword analysis is used to get the first indications on the direction of the discussion. Generally, this seems rather heterogeneous, though most often it is related to urban development and cities, as well as in relation to the planning practice. Future research should extend and carry out further in-depth analysis of the preliminary insights outlined in this work.

Abstract The assessment and management of risk has been a matter of public and political interest for some decades. The growing industry and the growing number of industrial products and services and the associated transport of goods have presented more and more partly unfamiliar hazards with which industry itself, but also the population and governments have had to cope. The Netherlands is one of the countries that struggled most explicitly with this problem. In the Netherlands risk is controlled by setting quantitative performance standards for the industry and for the spatial planners. These standards are expressed in limiting values for individual and societal risk. The standards are used in the policy to reduce the number of people exposed to the effects of an accident. In principle, the societal risk for each new land-use plan should be re-calculated. Since this is proving increasingly cumbersome for planning agencies, several methods have been developed to determine the effects of new land-use plans on the societal risk. These methods give the uniform population density from a certain distance around the establishment at which the indicative limit for the societal risk is not exceeded. Correction factors are determined for non-uniform population distributions around the establishment, non-continuous residence times and alternative societal risk limits. Using these methods allows decision-making without the necessity of repeating quantified risk analyses for each alternative proposal.

Abstract In the Netherlands, the individual risk and societal risk are used in efforts to reduce the number of people exposed to the effect of an accident at an establishment with dangerous substances. To facilitate the societal risk planning policy an investigation was carried out for the Dutch SEVESO establishments to investigate the possibility of determining a generic uniform population density for the zone between the individual risk contours of 10−5 and 10−6 per year. The indicative limit for the societal risk at this density was not to be exceeded. Also there was to be enough space left for a significantly higher population density outside the individual risk contour of 10−6 per year. The RORISC methodology and the actual data for the 124 Dutch SEVESO establishments were used to determine the generic uniform population density. Based on the data available it can be concluded that the maximum allowed uniform population density in the zone between the individual risk contours of 10−5 and 10−6 per year is lower than one person per hectare. At this density there is no space left for a higher population density outside the individual risk contour of 10−6 per year. For uniform population densities the relative contribution to the societal risk has been found significant up to the individual risk contour of 10−7 per year.

The evaluation of downhole fluid analysis (DFA) measurements of asphaltene gradients provides the ability to determine the extent of asphaltene equilibrium and the operative reservoir fluid geodynamics (RFG) processes. Typically, equilibrium of reservoir fluids indicates reservoir connectivity, a primary concern in field development planning. Currently, the modeling of asphaltene gradients is done through the manual evaluation of the DFA optical density gradients. The optical density measurements are fit to an equation of state (EOS), such as the Flory-Huggins-Zuo EOS, and evidence for asphaltene equilibrium is concluded if the inferred asphaltene diameter corresponds to that of the Yen-Mullins model for asphaltene composition. In this work, we present an automated Bayesian algorithm that proposes multiple hypotheses for the state of asphaltene equilibrium. The proposed hypotheses honor DFA measurements; physical models for asphaltenes in equilibrium, such as the Yen-Mullins model; and prior domain knowledge of the reservoir, such as geological layers, faults, and flow units. The leading hypotheses are reported, and evidence for or against asphaltene equilibrium is concluded from inferred quantities. Our proposed method provides a faster way for domain experts to explore different reservoir realizations that honor the theory of asphaltenes gradients and previous knowledge about the reservoir. We verify our novel method on three case studies that are undergoing different RFG processes through comparison of the interpretation done by domain experts. While there are many reservoir complexities associated with each case study, we focus on whether the underlying RFG process corresponds to the asphaltenes in equilibrium. The first case study is a light oil reservoir in the Norwegian North Sea that is mostly in fluid equilibrium with exceptions at the flanks. The second case study is a black oil reservoir that has undergone a fault block migration after the reservoir fluids had a chance to achieve equilibrium. The last case study is a black oil reservoir in quasi-equilibrium due to biodegradation in the lower portion of the well.

Rapidly increasing population and migration from rural areas to nearby urban agglomerations develop tremendous pressure on system of the existing cities without compromising socioeconomic and cultural linkages. Policy interventions, both at global and local scale, have created newer avenues for the researchers to explore real-time solutions for problems world-wide. For instance, the outcome of 2015 United Nations agenda for the achievement of the Sustainable Development Goals (SDGs) by the year 2030 primarily focuses on urbanization issues and probabilistic modelling of future scenarios to obtain a robust alternative for resource utilization and further for maximizing sustainability through land use pattern analysis. This is the clear indication toward the very important role of “ever dormant” urban planning, especially in the case of a rapidly developing country such as India. Remote sensing and geo informatics along with Machine learning can provide extremely relevant information about the pattern change in cities and as input to visualize the future growth pockets. In this context, potential of cellular automata (CA) in urban modelling has been explored by various researchers across the globe. In the recent past, models have been drawing majority of the attention along with geographic CA processes about urban growth and urban sprawl studies. Most recent approaches include optimization of transition rules based on machine learning techniques and evolutionary algorithms that follow nature-inspired mechanism such as Genetic Algorithm, Ant colony optimization, Particle Swarm Optimization (PSO), simulated annealing, Grey Wolf optimizer etc. Irrespective of any modelling technique, model calibration remains one of the challenging and most crucial steps towards obtaining realistic results. This research communication tries to demonstrate a novel idea of integrating PSO with SLEUTH post calibration of the spatial-temporal footprint of urban growth from the year 1990 to 2017 for Kolkata, a historical megacity of Eastern India. Results were evaluated and validated using statistical fit measuresreveals PSO-SLEUTH performed substantially better compared to traditional Brute Force calibration method (BFM). Another significant development was in terms of computation time of optimized values from days (BFM) to hours (PSO). The study identifies Kolkata region to be sensitive to spread and road gravity coefficients during calibration procedure. Results indicate growth along the transport corridors with multiple agents fuelling the growth. Further, with the aid of high spatial resolution data, buildings were extracted to understand the growth parameters incorporating neural networks. Using the results, renewable energy aspects were explored to harness and provide a suitable local solution for energy issues in energy gobbling cities. Pattern of landscape change, development of better process of modeling and extraction of building from machine learning techniques for planning smart cities with self-sustaining energy is presented in this research work.

This was just the latest indication that Saudi Arabia is planning a new arms-purchasing spree similar to that in the 1990s, raising questions about the possible impacts of military build-ups in the Gulf region, which includes both Iran and Iraq alongside the Arab states of the Gulf. Transparency is poor in most of the Gulf region. Findings indicate that maximizing the environmental and social benefits of AVs and on-demand mobility requires proactive and progressive planning; yet, most cities are lagging behind in this area. Although municipal CAPs and general plans in California have adopted a few strategies and programs relevant to AVs and on-demand mobility, many untapped opportunities exist to harness the GHG emissions reduction and social benefits potential of AVs and on-demand mobility. Policy and planning discussions should consider the synergies between AVs and on-demand mobility as two emerging mobility trends, as well as the key factors (e.g., vehicle electrification, fuel efficiency, use and ownership, access and distribution, etc.) that determine whether deployment of AVs would help reduce GHG emissions from transportation. Additionally, AVs and on-demand mobility can potentially contribute to a more equitable transportation system by improving independence and quality of life for individuals with disabilities and the elderly, enhancing access to transit, and helping alleviate the geographic gap in public transportation services.

Dredged materials provide a number of beneficial use opportunities, including beach nourishment, habitat creation and restoration, and other activities. In situ sediment color is important for determining aesthetic and habitat suitability, for beach nourishment, and for other projects. However, dredged materials must meet locally established color compatibility requirements (for example, material cannot be too dark). Often, potential sediment sources are close to meeting specified color thresholds, and previous observations suggest that sediments lighten over time. In response to these observations, this study quantified sediment color change potential in a dredged m aterial management context. Results indicate that dredged material sediment color responded to changes in secondary color components, sediment mixing, and photolytic bleaching improving the sediment color for beneficial use application. Findings allowed for development of a conceptual color change capacity framework and supported development of tools for resource managers to incorporate color change dynamic into planning and operations activities.The following report provides a framework for determining the color change capacity of dredged materials using (1) a comprehensive laboratory approach and (2) a semiquantitative index based on source material and placement location conditions. These tools allow practitioners to incorporate dredged-material color change into resource management decisions, thus increasing beneficial use opportunities.

Trucks serve significant amount of freight tonnage and are more susceptible to complex interactions with other vehicles in a traffic stream. While traffic congestion continues to be a significant ‘highway’ problem, delays in truck travel result in loss of revenue to the trucking companies. There is a significant research on the traffic congestion mitigation, but a very few studies focused on data exclusive to trucks. This research is aimed at a regional-level analysis of truck travel time data to identify roads for improving mobility and reducing congestion for truck traffic. The objectives of the research are to compute and evaluate the truck travel time performance measures (by time of the day and day of the week) and use selected truck travel time performance measures to examine their correlation with on-network and off-network characteristics. Truck travel time data for the year 2019 were obtained and processed at the link level for Mecklenburg County, Wake County, and Buncombe County, NC. Various truck travel time performance measures were computed by time of the day and day of the week. Pearson correlation coefficient analysis was performed to select the average travel time (ATT), planning time index (PTI), travel time index (TTI), and buffer time index (BTI) for further analysis. On-network characteristics such as the speed limit, reference speed, annual average daily traffic (AADT), and the number of through lanes were extracted for each link. Similarly, off-network characteristics such as land use and demographic data in the near vicinity of each selected link were captured using 0.25 miles and 0.50 miles as buffer widths. The relationships between the selected truck travel time performance measures and on-network and off-network characteristics were then analyzed using Pearson correlation coefficient analysis. The results indicate that urban areas, high-volume roads, and principal arterial roads are positively correlated with the truck travel time performance measures. Further, the presence of agricultural, light commercial, heavy commercial, light industrial, single-family residential, multi-family residential, office, transportation, and medical land uses increase the truck travel time performance measures (decrease the operational performance). The methodological approach and findings can be used in identifying potential areas to serve as truck priority zones and for planning decentralized delivery locations.

In this paper, we address a specific tool—InnoMix—that is implemented to overcome the lack of university–industry interaction in a selected region facing structural change with its corresponding impact on the economy and society. InnoMix is facilitated and implemented by university-based transfer scouts who act as mediators and translators between the players of the regional innovation system. These transfer scouts are part of the Innovation Hub 13, in which the region’s partners and stakeholders, infrastructures and competencies are systematically networked with each other to set new impulses for knowledge and technology transfer. These new impulses are brought into the region through new transfer approaches ranging from people and tools to infrastructure. InnoMix can be considered to be a highly interactive tool to overcome the weak, direct interaction between researchers and potential corporate partners in the region to foster strong collaboration between academia and industry. InnoMix especially aims to strengthen interdisciplinary exchange to shed light on cross-disciplinary perspectives. For that reason, transfer scouts focusing on transfer activities related to the life sciences, digitalisation and lightweight construction are involved in the implementation of InnoMix. Based on 11 InnoMix running since 2019, we provide insights into the planning and preparation phase of InnoMix and the selection of relevant topics and requirements for matching participants. Furthermore, we clearly indicate which formats of InnoMix work best and in which way university–industry interactions could be curated after InnoMix is implemented.

This study leveraged existing data infrastructure and relationships from the Feed the Future Senegal Naatal Mbay (“flourishing agriculture”) project, funded by the US Agency for International Development (USAID) and implemented by RTI International from 2015 to 2019. The research informed and empowered farmer organizations to track and respond to rural households in 2020 as they faced the COVID-19 pandemic. Farmer organizations, with support from RTI and local ICT firm STATINFO, administered a survey to a sample of 800 agricultural households that are members of four former Naatal Mbay–supported farmer organizations in two rounds in August and October 2020. Focus group discussions were conducted with network leadership pre- and post–data collection to contextualize the experience of the COVID-19 shock and to validate findings. The results showed that farmers were already reacting to the effects of low rainfall during the 2019 growing season and that COVID-19 compounded the shock through disrupted communications and interregional travel bans, creating food shortages and pressure to divert seed stocks for food. Food insecurity effects, measured through the Household Food Insecurity Access Scale and cereals stocks, were found to be greater for households in the Casamance region than in the Kaolack and Kaffrine regions. The findings also indicate that farmer networks deployed a coordinated response comprising food aid and access to personal protective equipment, distribution of short-cycle legumes and grains (e.g., cowpea, maize) and vegetable seeds, protection measures for cereals seeds, and financial innovations with banks. However, food stocks were expected to recover as harvesting began in October 2020, and the networks were planning to accelerate seed multiplication, diversify crops beyond cereals, improve communication across the network. and mainstream access to financial instruments in the 2021 growing season. The research indicated that the previous USAID-funded project had likely contributed to the networks’ COVID-19 resilience capacities by building social capital and fostering the new use of tools and technologies over the years it operated.

The geology of the Montney Formation and the geochemistry of its produced fluids, including nonhydrocarbon gases such as hydrogen sulfide were investigated for both Alberta and BC play areas. Key parameters for understanding a complex petroleum system like the Montney play include changes in thickness, depth of burial, mass balance calculations, timing and magnitudes of paleotemperature exposure, as well as kerogen concentration and types to determine the distribution of hydrocarbon composition, H2S concentrations and CO2 concentrations. Results show that there is first-, second- and third- order variations in the maturation patterns that impact the hydrocarbon composition. Isomer ratio calculations for butane and propane, in combination with excess methane estimation from produced fluids, are powerful tools to highlight effects of migration in the hydrocarbon distribution. The present-day distribution of hydrocarbons is a result of fluid mixing between hydrocarbons generated in-situ with shorter-chained hydrocarbons (i.e., methane) migrated from deeper, more mature areas proximal to the deformation front, along structural elements like the Fort St. John Graben, as well as through areas of lithology with higher permeability. The BC Montney play appears to have hydrocarbon composition that reflects a larger contribution from in-situ generation, while the Montney play in Alberta has a higher proportion of its hydrocarbon volumes from migrated hydrocarbons. Hydrogen sulphide is observed to be laterally discontinuous and found in discrete zones or pockets. The locations of higher concentrations of hydrogen sulphide do not align with the sulphate-rich facies of the Charlie Lake Formation but can be seen to underlie areas of higher sulphate ion concentrations in the formation water. There is some alignment between CO2 and H2S, particularly south of Dawson Creek; however, the cross-plot of CO2 and H2S illustrates some deviation away from any correlation and there must be other processes at play (i.e., decomposition of kerogen or carbonate dissolution). The sources of sulphur in the produced H2S were investigated through isotopic analyses coupled with scanning electron microscopy, energy dispersive spectroscopy, and mineralogy by X-ray diffraction. The Montney Formation in BC can contain small discrete amounts of sulphur in the form of anhydrite as shown by XRD and SEM-EDX results. Sulphur isotopic analyses indicate that the most likely source of sulphur is from Triassic rocks, in particular, the Charlie Lake Formation, due to its close proximity, its high concentration of anhydrite (18-42%), and the evidence that dissolved sulphate ions migrated within the groundwater in fractures and transported anhydrite into the Halfway Formation and into the Montney Formation. The isotopic signature shows the sulphur isotopic ratio of the anhydrite in the Montney Formation is in the same range as the sulphur within the H2S gas and is a lighter ratio than what is found in Devonian anhydrite and H2S gas. This integrated study contributes to a better understanding of the hydrocarbon system for enhancing the efficiency of and optimizing the planning of drilling and production operations. Operators in BC should include mapping of the Charlie Lake evaporites and structural elements, three-dimensional seismic and sulphate ion concentrations in the connate water, when planning wells, in order to reduce the risk of encountering unexpected souring.

Increasing attention has been paid to quality of care (QOC) in family planning (FP) during the last few years, and there have been several initiatives to strengthen QOC in FP in the developing world. This paper reviews the quality of the FP program in India’s public and private sectors, and examines six elements: choice of methods, information given to clients, technical competence, interpersonal relations, continuity of care and follow-up, and appropriate constellation of services. Overall, the paper finds that not much attention has been paid to QOC and hence the level is quite low. Evidence and observations indicate that QOC may be slightly better in the nongovernmental sector. In many areas adequate information is not available to assess QOC, especially in the private sector. Overall, substantial efforts are needed to improve QOC in FP in India. The paper discusses why QOC is poor and offers suggestions for improving each dimension. As the Government of India is actively considering revising its FP program strategy and adopting a reproductive health approach, it may be an opportune time to improve QOC in the family welfare program.

Estimates from the United Nations Population Fund indicate that the costs of family planning (FP) and other reproductive health (RH) services are increasing and that it will be difficult for donors and countries to meet these costs. Many institutions delivering RH services operate significantly below their physical capacity to see clients, and much of the equipment required for expanding RH services may already be available for use. The marginal costs of adding infrastructure could be low. Many institutions have staff that are not fully occupied, and thus the staff necessary to expand RH services may also be in place. In this paper, we examine the cost implications for labor of expanding the provision of syndromic management services in FP clinics in Zimbabwe. Syndromic management of sexually transmitted infections allows health care workers to make a diagnosis without sophisticated laboratory tests because it is based on clinical syndromes and, in some cases, assessments of an individual patient’s risk for STI infection.
