Анотація:
This paper aims to provide new insights into information systems (IS) project management success. Even though many studies found in the literature show results of software development projects, few studies address the success of IS (socio-technical) projects. Responses to an international survey, regarding 472 projects in total, showed that IS project management is achieving high levels of success; yet, only a minority of projects end without changes in scope, schedule or cost. Furthermore, the results show that changes in scope, schedule or cost are frequent in this kind of project and do not significantly affect the perception of success. These results provide researchers and practitioners with a better understanding of IS project management success evaluation.

Construction managers rely on ready access to a large amount of project information. The entry, processing, and flow of information are important in avoiding problems, delays, and claims on construction projects. This paper describes a study of the extent and nature of project documentation and project information flows within the construction industry. The study mapped various types of project information against the documents that typically provide the information and the construction management functions that provide and access the information. From this analysis, a computer system to support the task of project information management was designed. The problem analysis, requirements specification, system design, and system implementation are described. The system allows construction managers to enter information for a wide variety of project events, cross-reference the various bodies of information, and use the information to monitor and control various aspects of a construction project. The objective of the study was not necessarily to improve upon commercially available project information and documentation tools, but to deepen and formalize our understanding of project information as an input to a larger body of work on integrated project information systems and data standards for the construction industry.Key words: construction management, project management, document control, information flow, databases.

Information system must provide data, information and adequate information technology for: the running of the business process, management (subsystems and business functions etc.), expertise basics for management decision-making and, main business system management. In business systems three dimensions determine management, namely: executive body management, adaptation and development, which includes business processes as well. Therefore we can distinguish two basic business system application fields: a) information executive body subsystem, b) information subsystem development. Information subsystem development provides all the necessary data and information required for the adaptation projects carried out by managers and personnel as well as for the business system development. These projects are carried out on the business system and subsystem level. Information system project is an information system aimed at fulfilling information demands of the main system project, of the maintaining system project, as well as of the project system management. These projects are the result of strategies carried out within business systems. They are aimed at transforming strategies into projects, which are then carried out by business systems in a determined period of time. The quick transformation of strategies into projects together with the quick and higher quality performance, give rise to an advantage in business system competition.

Project managers have a main role in all kinds of projects, and information systems (IS) projects are not an exception. In order to perform their activities well, project managers need to develop several complementary competences, including technical, contextual and behavioral competences. In literature we find important references on the project managers' general competences as, for instance, the ICB from IPMA. However, very little attention has been paid to the eventually distinctive features of IS project managers. In order to identify the most important competences of these project managers, we carried out a questionnaire-based survey. The results show that the top 12 competences are: communication; engagement and motivation; project requirements and objectives; leadership; reliability; results orientation; conflict and crisis; project orientation; teamwork; interested parties; resilience (emerging as a new competence); and ethics. Furthermore, results indicated that the project management bodies of knowledge are suitable to characterize the IS project manager's competences.

Over the last three decades, much IS research has focused on information systems development (ISD) risk and its impacts on ISD success. While these studies have greatly advanced the understanding of the nomological network of ISD risk and success, the literature is still not sufficiently clear on the firm performance impacts of these concepts. Linking ISD risk and success to firm performance is important so as to better understand whether ISD projects can have broader firm-level implications, for example, in terms of providing firms with a competitive advantage. To address this research need, the present research note advances propositions regarding the linkage between ISD risk, success, and firm-level performance (conceptualized as competitive advantage). This linkage sheds light on the broader effects of ISD risk, and it helps ISD research overcome the isolation in which it is often conducted. Using the concept of residual risk (i.e., the risk present in the later stages of a project that remains after appropriate actions have been taken to mitigate initial risks in the early stages of a project), the authors propose that ISD risk impacts firm performance by reducing ISD success and that the value arising from ISD projects is higher when IT and business plans are synchronized (i.e., when they are in alignment).

For many enterprises, sustainable success is closely linked to information systems (IS) and information technologies (IT). Despite significant efforts to improve software project success, many still fail. Current literature indicates that most of the software project problems are related to management, organizational, human, and cultural issues—not technical problems. This paper presents results of a survey of 36 software owners/sponsors, contractors/suppliers, and consultants on 12 projects. The empirical results address answers to questions related to success, performance metrics, and project business drivers. A lack of alignment on these critical issues emerge consistently by phase as well as across the entire project. The results of this study also are compared with others that span seven additional industry sectors. As a result, the authors have developed an approach that links project critical success factors (CSFs) to corporate strategy, and project metrics to the CSFs. An important finding of this study is the critical need to identify and manage realistic expectations of the stakeholders to achieve perceived project success.

Presented in this article research results were obtained in the analysis of projects implemented in enterprises of the sector: construction and building, service with particular emphasis on the IT industry, and investment. Summary of the article includes both the results of the research analysis and proposed directions for their further development.

ENGLISH ABSTRACT: Information technology systems are an integral part of many sectors of business and the application of information technology in new sectors of business is increasing continually. Businesses believe that by applying information technology systems in their business processes they will ultimately improve on the profits through increased operational efficiency, reduction of costs and improved ability to make informed decisions. However implementing an information technology system is usually a complex affair involving the technology supplier, client organisation and other stakeholders. The common method of implementing information technology systems is to set up a project in an attempt to manage the cross organisational and cross departmental issues as best as possible. Industry reports that the success of information technology project implementation is low. This study project has analysed 16 sources of literature pertaining to failures in information technology projects, in order to ascertain how the various authors define a project failure and whether project management failure is a major contributor to these failures. Also to examine areas within project management which are deemed to make the most significant contribution to project failure. The study concludes that most of the authors examined define project failure in terms of project management criteria, being cost, time and function (quality). Furthermore it concludes that project management failure is a significant factor in information technology project failure and that the facets of project management failure encountered with information systems implementation projects are not that different from other forms of projects. The main contributing factors being lack of executive support, lack of business case or user requirements, lack of project management expertise, lack of planning, lack of user involvement and changing requirements. The study recommends that organisations need to be aware of the cross functional and cross organisational requirements of information technology project management and that all levels of management in stakeholder organisations need to have the relevant knowledge and experience to deal with these requirements.

Alignment of information technology (IT) projects remains a concern for business executives and negatively impacts IT investments through failed projects. Drawing from the theory of systems thinking and the concept of holism, the purpose of this correlational study was to provide executive leaders with information about influences associated with the independent variables of project alignment and performance outputs, and the dependent variable, project success rates. Accordingly, the research question addressed the relationship between the 2-predictor variables and the outcome variable. Data collection involved a nonprobability, purposive sample of 49 credentialed project managers from Arizona who completed an online survey. Results from multiple linear regression analysis indicated statistically significant relationships between the predictor variables (F (2, 46) = 111.08, p < .001). The regression model predicted 82% of the variation resulted from the independent variables. The study's findings provide corporate leaders with a better understanding of project alignment, performance outputs, and project success rates from the operations perspective of project management professionals who contribute to the organization's competitive advantage through the implementation of strategic IT projects. The positive social change implications of this study include increased organization benefits, such as substantiated IT investments and higher profits. Increased project success rates substantiate IT investments through improved customer satisfaction and financial performance. Improved financial performance leads to higher profits, which leads to higher wages. Higher wages contributes positively to society-at-large through an enhanced quality of life.

The primary purpose of this research is to identify the roles of the project sponsor that impacts information technology (IT) project success. Recent emphasis has been placed on the importance of top management support, more specifically, on the individual that typically provides the direction and funding, the project sponsor. Furthermore, although most project management bodies of knowledge recognise the importance of the role of project sponsor in achieving project success, and while it is evident that cognition of the significance of the project sponsor role in the research literature is increasing in both the project management and general literature, sparse research exists specifying exactly what behaviours constitute the role of an effective sponsor in ultimately delivering a successful project.

Information systems (IS) projects are complex and costly, but only a 3rd of IS projects are successful; the Standish Group reported that 32% of IS projects were successful in 2012. Although investments in research have led to improvements in practice, there is a general perception that management failures are responsible for the low rate of IS project success. The effects of initiating factors on project outcome had not been sufficiently explored; few IS researchers have explored the initiation phase. The purpose of this grounded theory study was to explore project initiation factors, including relational, as well as decision-making aspects, and how they might be addressed to enhance the possibility of success. The research questions were oriented at identifying key initiation factors, how they might be managed to promote project success, and how decision-making factors at initiation might facilitate project success. A conceptual framework consisting of chaos theory and Ashby's law of requisite variety was used. Purposive and snowballing sampling techniques were used, and 24 IS managers and project managers were interviewed. A 3-stage data analysis approach was used and included open coding, focused coding, and theoretical coding. Key themes identified included project governance and management, as well as stakeholder engagement. The emergent theory of IS project initiation indicated that the factors represented by the themes must be identified during initiation but implemented throughout the project lifecycle to ensure project success. Positive social change may be realized as IS managers, and project managers apply the findings and recommendations to achieve project success and avoid costly failures thus benefiting both companies and customers.

A survey was conducted to investigate motivational and satisfaction differences between Information Systems (IS) and non-IS personnel working in various non-IS organizational departments. The motivational factors of Motivating Potential Score (MPS), Growth Need Strength (GNS), Social Need Strength (SNS), Average Psychological Score (APS), and Overall Satisfaction Score (OSS) were measured. Control for occupational group differences was achieved by classifying survey respondents into one of two job categories: Managerial or Professional/Technical. Significant differences were found in the GNS scores and SNSs of the two job categories. Several implications of the research findings are discussed and recommendations are made with respect to future studies.

ENGLISH ABSTRACT: Ensuring the delivery of an investment is crucial for organisations as significant amounts of operating and capital expenditure is spent on information systems. Regrettably, many organisations today have no accurate techniques for forecasting and warranting the success of information system projects and many rely on the traditional project management triple constraint criteria alone, which encapsulate time, cost, and quality. Many chief executive officers (CEOs), chief information officers (CIOs) and other executives have difficulty in justifying their investments and return on investment (ROI) in information systems. Since the 1970s many articles have been written and much research conducted on the topic of information system project success. However, there is still no consensus on an agreed upon definition and robust methodology to measure the success of information system projects (ISPs). This research attempted to determine if organisations measure the success of their ISPs. In addition, the researcher aimed to pinpoint what key success factors and critical success criteria organisations use, and how these are applied to measure information system project success (ISPS). To reach these objectives, qualitative research was conducted by means of a study of the literature on the topic, a pilot survey, and semi-structured interviews in order to gather expert opinions and information pertaining to the measurement of ISPS in industry. It was found that most project managers and companies still rely on the traditional triple constraint to determine the success of their information system projects. Moreover, this phenomenon exists due to a lack of knowledge on the topic, top management buy-in, time and resources, and a perception that the costs to get a measurement system in place outweigh the benefits to be gained from it.

The extant research literature on Information Systems (IS) project management illustrates that there is considerable confusion about the true nature of IS project management. The bewilderment is expressed in a number of ways. Practitioners are reporting that there is considerable mismatch between the prescribed practices they are socialised into and their actual experiences of project work. Appropriately, there are also debates about what constitutes project success and about what factors influence project success and failure. Whilst these fundamentals are being debated there are also concerns expressed about the lack of adequate underlying theoretical constructs to give coherence to the kinds of questions raised. As the essence of IS project management is being debated there is evidence suggesting that the project-driven organisational form is growing in popularity. Together with the concerns there are proposals being offered as alternatives to improve understanding of project management. The review undertaken in this thesis illustrates that alternatives are emerging despite the existence of an entrenched value system that makes society prone to unwittingly accept and be attracted to the adoption of best practices such as PMBOK, which is central to the debate taking place in IS project management.

IT investments constitute a major portion of the capital budgets of many organizations. It can be challenging to select the right projects that fit the corporate strategy to maximize value for the organization. In the past, senior executives focused on projects that met three criteria, namely being on-time, on budget and in scope. However, a shift has occurred as a result of the fact that senior executives are more concerned about the right mix of projects that will best utilise the organization's resources and deliver long-range growth. Some of the benefits of IT Project Portfolio Management (IT PPM) are to provide executives with the ability to monitor projects ensure business alignment and identify risks quickly. It is argued that maintaining a balanced portfolio of diverse projects can reduce the risk of an individual project and can produce a higher rate of return.

A “systems thinking” (ST) approach generally recognises that international development processes are complex, inter-related, non-linear, and constantly changing. They involve many different types of actors, all with different levels of power. ST change methods try to mirror these qualities, and move away from more conventional project design and implementation that use simple linear input-output-impact project logic. Thus, this rapid literature review seeks to find out what are some examples of ‘systems thinking’ projects in international development. The aim of this rapid review is to provide concrete examples of how ST shows up in the project design and management processes that are typically used by people working in the international development sector. These include project management arrangements, evaluation indicators, results frameworks, budget allocations and procurement, country diagnostics, and the foundational analysis that informs project design. The examples found were mostly extracted from donor project documents. Different definitions of ST may emphasise different elements. An attempt was made to find a range of projects from different sectors, and to go beyond projects that exemplified “Market Systems Development” and “Adaptive Management,” for which there are already repositories of project examples (see Further Resources).The inclusion of the projects in this review does not imply that they were successful, only that they contain some evidence of ST in them. Most of the projects identified have a further library of documents, including evaluations, that give more detailed information about their successes and failures.

This research project was a collaboration of several research organizations, product manufacturers and fire service representatives to examine hazards associated with residential flooring systems to improve firefighter safety. Funding for this project was provided through the National Institute of Standards and Technology’s American Recovery and Reinvestment Act Grant Program. The main objective of this study was to improve firefighter safety by increasing the level of knowledge on the response of residential flooring systems to fire. Several types (or series) of experiments were conducted and analyzed to expand the body of knowledge on the impact of fire on residential flooring systems. The results of the study have been prepared to provide tactical considerations for the fire service to enable improved decision making on the fire scene. Experiments were conducted to examine several types of floor joists including, dimensional lumber, engineered I-joists, metal plate connected wood trusses, steel C-joists, castellated I-joists and hybrid trusses. Experiments were performed at multiple scales to examine single floor system joists in a laboratory up through a full floor system in an acquired structure. Applied load, ventilation, fuel load, span and protection methods were altered to provide important information about the impact of these variables to structural stability and firefighter safety. There are several tactical considerations that result from this research that firefighters can use immediately to improve their understanding, safety and decision making when sizing up a fire in a one or two family home. This report summarizes the results from each of the experimental series and provides discussion and conclusions of the results.

This technical note is part of a series collaboratively produced by the US Army Corps of Engineers (USACE)–Institute for Water Resources (IWR) and the US Army Engineer Research and Development Center (ERDC). It describes the funding and financing process for the South Bay Salt Pond Restoration Project in San Francisco Bay, California and, like the other technical notes in this series, documents successful examples of funding natural infrastructure projects. The research effort is a collaboration between the Engineering With Nature® (EWN®) and Systems Approach to Geomorphic Engineering (SAGE) programs of USACE. A key need for greater application of natural infrastructure approaches is information about obtaining funds to scope, design, construct, monitor, and adaptively manage these projects. As natural infrastructure techniques vary widely by location, purpose, and scale, there is no standard process for securing funds. The goal of this series is to share lessons learned about a variety of funding and financing methods to increase the implementation of natural infrastructure projects.

State departments of transportation (DOTs) have traditionally utilized fixed road weather information sensors (RWIS) to improve road safety during inclement weather; enhance the management of labor, equipment, and materials for winter road maintenance; and reduce adverse environmental impacts from road maintenance activities. Despite the benefits of these fixed RWIS sites, their coverage and effectiveness are limited because of their stationary locations. To overcome these limitations, recent advances in mobile road weather information sensing technology and cellular communications have enabled the development of mobile RWIS that can be deployed on vehicles to expand the limited coverage of fixed RWIS networks. Combining mobile RWIS, fixed RWIS networks, automatic vehicle location, and maintenance decision support systems (MDSS) provide DOTs with accurate georeferenced road and weather information that can be used by DOTs to optimize winter road maintenance operations and deicer applications. This report presents the findings of a research project funded by the Illinois Department of Transportation to investigate the effectiveness of mobile RWIS and MDSS in improving winter maintenance operations. This project had the following three objectives. First, conduct a literature review to gather and analyze current practices and latest research studies on mobile RWIS and their use for collecting real-time winter roadway conditions to optimize winter maintenance operations. Second, perform interviews with other state DOTs to gather and analyze their experiences and best management practices for the deployment and use of mobile RWIS and MDSS. Third, develop recommendations for a pilot study to evaluate the deployment and performance of mobile RWIS and MDSS in order to determine their effectiveness, implementation requirements, software/technology needs, operational challenges, and life-cycle costs.

As all aspects of the American workplace become automated or digitally enhanced to some degree, K12 educators have an increasing responsibility to help their students acquire the technical skills necessary to organize and interpret information. Increasingly, this is done through Geographic Information Systems (GIS), especially in careers related to transportation and logistics. The Center for International Trade & Transportation (CITT) at CSU Long Beach has developed this K12 Special Investigation Project to introduce ArcGIS StoryMaps, an engaging, accessible and sophisticated web-based GIS application. The lessons center on e-commerce and its accompanying environmental and economic impact. Still, the activities can be easily adapted to projects in any subject area, such as humanities, science, math, or language arts. This teacher blueprint includes a teacher training guide with ten detailed lesson plans and activities. With the guidance of a National Board-Certified Teacher in Early Adolescence Math as lead instructor, the curriculum is designed to align with Next Generation Science Standards (NGSS). Also, exploration of STEM and GIS-related careers are incorporated into the lesson plans.
