The urgency of the problem of studying the tension and conflict of interethnic interaction in the modern world is caused by the prevalence of negative opinions and stereotypical attitudes in society about persons belonging to ethnic groups different from Russian, the rapidly growing alienation of nations, the injustice of the administrative and territorial hierarchy of peoples, facts of ethnophobia and xenophobia. The ethnic component is becoming key and decisive in the social and political life of our country and causes inter-ethnic tensions and conflicts. At the current stage of development of social relations, there is an urgent need to develop and further introduce a system of prevention and resolution of inter-ethnic conflicts, which would be based on the Concept of State National Policy. Consolidation of society in order to solve national problems should be identified as a priority in the Concept of State National Policy. Due to these circumstances, research into the tensions and conflicts of inter-ethnic interaction has conceptual and practical significance, attracts the close attention of researchers from various fields of scientific knowledge and encourages them to develop and implement effective ways of preventing and settling conflicts of this type. The aim of the article was to present the results of the study of interethnic tensions and conflicts in the modern world. An important place is given to the impact of interethnic conflicts on the development of social relations. The scientific novelty of the provisions proposed in the article is the study of the peculiarities of interethnic interaction and conflicts. Practical importance lies in the possibility of using the findings of the article to develop programmes for preventing and settling inter-ethnic conflicts.

Анотація:
Competing ethno-centered strategies over the local fiscal resources can seriously undermine political and economic stability of ethnically diverse societies. This study investigates the causal link between ethnic diversity and local government finances by focusing on the case of Macedonia. In particular: whether fiscal decentralization is used as a part of broader strategy for prevention and mitigation of inter-ethnic conflicts. The main argument is that low level of political culture and inter-ethnic tensions are frustrating the development of the government policy along a course of decentralization. The study confronts two emerging scenarios regarding decentralization and inter-ethnic relations. The first scenario puts the economic development at the forefront for country’s stability and treats decentralisation as a driving force to achieve this goal. Ethnic problems are expected to be solved along this path as rising economic stability reduces the inter-ethnic tensions. In the second scenario, the inter-ethnic stability is the main pillar of the country’s stability, which is expected to be accomplished through decentralisation. The paper analyses and synthesizes pros and cons of two scenarios from administrative, legal, political and economic perspectives.

For six decades, China's central authorities have promoted development in ethnic regions through special fiscal allocations with the idea that economic development is the key to national integration and inter-ethnic harmony. Yet, inter-ethnic tensions and violence persist in China. Focusing on historical changes to fiscal allocations as the principal policy instrument used by Beijing to promote development in ethnic areas, this analysis finds these changes mirror broad shifts in the country's national development strategy. As the study argues, this pattern reflects an approach to development policy in ethnic regions whereby policies serve central objectives consistent with a policy process for determining the fiscal allocations to ethnic regions that has been both centrally concentrated and non-participatory. With evidence that this “non-engaging” approach may be exacerbating ethnic tensions, Beijing has made efforts to introduce more “inclusive” approaches to determining policies for ethnic regions; however, whether these approaches will be institutionalized remains unclear.

AbstractThe paper aims to analyse the state of inter-ethnic relations in Kosovo between ethnic Albanians and ethnic Serbs, with special focus on the period after unilateral declaration of independence of Kosovo in 2008. Inter-ethnic conflict in Kosovo has exclusively been over its territory since both Serbs and Albanians have made claims about history and ethno-demography to justify their alleged exclusive right to this ethnically mixed region. Consequently, inter-ethnic relations between Albanians and Serbs in Kosovo have been rather problematic throughout the most of the 20thcentury. During this period Albanians in Kosovo have been subjected to discrimination, intimidation and even mass expulsion by Yugoslav/Serb authorities. In late 1990s, these relations between Albanians and Serbs in Kosovo have progressively worsened and finally escalated in an armed warfare in 1999.Immediately after the war, Serbs in Kosovo were occasionally exposed to acts of inter-ethnic and retaliatory violence. Inter-ethnic relations between the two major ethnicities continued to be tense and fragile after independence of Kosovo in 2008. Dramatic changes of ethnic composition structure, atrocities and huge number of refugees due to the war, have left a legacy of deep mistrust and animosities between Albanians and Serbs in the newly created state. Consequently, Serbs in Kosovo have from the beginning refused to recognize Kosovo’s independence and have rigorously refused any governance by Kosovo authorities. Serbian community, especially in the North, claims stronger territorial autonomy, even separatism and unification with Serbia. The paper claims that in Kosovo inter-ethnic and interstate relations are basically the components of the same equation. Therefore, paper concludes that only overall improvement of relations between Kosovo and Serbia could contribute to overall relaxation of inter-ethnic relations between Albanians and Serbs in Kosovo. Unfortunately, the latest incidents between Kosovo and Serbia have increased the tensions between the two sides to alarming levels.

AbstractThe question of inter-ethnic integration and segregation in multicultural societies has been characterised by remarkable tensions at the level of public and scholarly debate between optimists who see 'good' inter-ethnic relations and pessimists who see 'bad' ones. In reality, the ethnic situation in multicultural societies is often more nuanced than these labels suggest. Using personal network analysis applied to a segment of Singapore society, I show that estimates of interethnic contact are highly-contingent upon a range of methodological and social factors. Substantively, I discuss how inter-ethnic interactions may often be hampered by in-group pressures arising from kinship relations. In practice, where 'keeping family' often means 'keeping ethnicity', kinship pre-eminence in everyday life tends to suppress inter-ethnic friendship in intimate regions of personal networks. By contrast, inter-ethnic integration is more readily seen in outer regions of personal networks, suggesting that 'multiculturalism' is, in practice, a form of society based on weak ties rather than strong bonds.

Fiji’s history is interspersed with ethnic conflict, military coups, new constitutions and democratic elections. Ethnic tensions started to increase in the 1960s and reached its peak with violent indigenous Fijian ethnic assertion in the form of military coups in 1987. Following the coup, the constitution adopted at independence was abrogated and a constitution that provided indigenous political hegemony was promulgated in 1990. However, by 1993, there were serious and irreparable divisions within the indigenous Fijian community, forcing coup leader Sitiveni Rabuka to spearhead a constitution review. The result of the review was the multiracial 1997 Constitution which failed to resolve deep seated ethnic tensions, resulting in another nationalist coup in 2000 and a mutiny at the military barracks in December of that year. Following the failed mutiny, the Commander of the Republic of the Fiji Military Forces, Voreqe Bainimarama, publicly criticised nationalist policies of the government of Prime Minister Laisenia Qarase, culminating in another military coup in 2006. The new military government started plans to de-ethnise the Fijian state and promulgated a constitution that promoted ethnic equality.Post independence Fiji is characterised by these conflicts over ethnocracy. The ethnic hegemony of indigenous Fijian chiefs is set against inter-ethnic counter hegemony. While democratic politics encourages inter-ethic alliance-building, the ethnic hegemony of the chiefs has been asserted by force. Latterly, the fragmentation of the ethnic hegemony has reconfigured inter-ethnic alliances, and the military has emerged as a vehicle for de-ethnicisation. The article analyses this cyclical pattern of ethnic hegemony and multiethnic counter hegemony as a struggle over (and against) Fijian ethnocracy.

Abstract Inter-ethnic relations between Albanians and Macedonians in Macedonia have been rather problematic since the times of former Yugoslavia. After independence, the new constitution of the Republic of Macedonia instead of improving it has further downgraded the position of Albanians and other minorities living in the country. The non-fulfilment of Albanians’ core demands led to an armed conflict in 2001. The Ohrid Agreement has in addition to ending the armed conflict, also provided for a range of legislative and policy measures to improve the position of the Albanians by ensuring equality and minority protection. However, 16 years after the Ohrid Agreement, inter-ethnic relations in Macedonia still remain burdened by prejudice and stereotypes, rather than cooperation and mutual prosperity. The main aim of the paper is to analyse the state of inter-ethnic relations in Macedonia, with special focus on relations between ethnic Macedonians and ethnic Albanians. The paper also offers an analysis of main factors that contribute to inter-ethnic tensions in the country and explores possible scenarios in the future. The most relevant part of the paper analyses the causality between inter-ethnic and interstate relations. The paper claims that similarly to most of the countries in the Western Balkans, inter-ethnic and interstate relations are basically the components of the same equation. The paper concludes that in Macedonia, Kosovo rather than Albania is much more relevant for the causality between inter-ethnic and interstate relations in Macedonia, and it also offers several reasons to support such thesis. Accordingly, the overall inter-ethnic relations between Macedonians and Albanians in Macedonia heavily depend on inter-state relations between Macedonia and Kosovo and vice versa.

The article focuses on the identity construction and recognition strategies adopted by young second-generation Muslim women living in Italy. The research was conducted by collecting life stories with the goal of investigating the processes of identity building in the private and in the public sphere. Moving from two key concepts, agency and intersectionality, the study explores those challenges and tensions which arise from the multi-membership (intra-ethnic and inter-ethnic; intra-generational and inter-generational) and from the interconnection of different social categories (gender, religious beliefs, age and ethnic origins) of young Muslim females. At the end of the study, the biographies are analysed inductively in order to identify different ideal-types of profiles of subjectification which vehiculate different gender and religious identity patterns.

The level of ethnic identity, the measure of its actualization, and the nature of ethnic attitudes that reflect the attitude of Russians to the ethno-cultural diversity of public space are considered on the basis of data from representative national research and researches in Tatarstan and Sacha (Yakutia). It is concluded that the high values of ethnic identity and the ethnic solidarity (formed on its basis) indicate the most important role of culture in the formation of all-Russian unity. The actualization of ethnic identity and interest in protecting ethnic and cultural diversity vary at the Federal districts: the highest values were obtained in the North Caucasus Federal district. Also, the risks of possible inter-ethnic and inter-religious tensions in the North Caucasus Federal district are perceived more acutely than in the Russian Federation on average. Orientations that recognize the right of all Russian peoples to state support for their cultures and religions are very widely represented, but at the same time alternative orientations that are aimed at priority support for the culture and religion of the Russian majority are also supported in public opinion. Research shows the trend of participation of ethnic identity of Russians in the formation of state-civil unity; there is a consensus in the society in the field of interethnic relations. Along with the actualization of ethnic identity, all-Russians have a high level of ethnic tolerance; however, violations of justice against the people or faith can be a destabilizing factor in inter-ethnic relations.

Ever since Kosovo’s declared Independence in 2008, the nation has opted for a multi-ethnic approach by adopting a legal framework that contains several laws promoting and protecting minority rights, although these have remained rather stagnant in implementation. The minorities in Kosovo have furthermore been affected by the Serb-Albanian relations and inter-ethnic tensions by creating divisions and societal challenges. The purpose of this study is to examine the current situation for minorities in Kosovo, along with studying the limitations and possibilities of the implementation of minority rights and societal opportunities. Additionally, this is a case study based on the experiences and views of Torbeshis being a minority in Kosovo which exemplifies the situation of how minority rights are expressed in a social and political context. The  methodological approach of semi-structured interviews was applied which provided the primary data consisting of empirical findings and results from interviews. The data was then analyzed with the assistance of the theoretical framework of social constructivism, along with the intersectionality concept as a complementary tool with an applied narrative analysis. The results indicated that the inadequate implementation of rights is the common denominator concerning minorities' situation, possibilities, limitations and experiences. The focus of the international community on Serb-Albanian relations has further shifted the attention from minority issues. Although the legislative framework is advanced, minorities generally seem to face more limitations than possibilities, with potential for a positive turn. Minorities face limitations such as security concerns, freedom of movement caused by linguistic obstacles, together with restricted participation and access in political life. The Torbeshis face similar issues as mentioned, together with forms of discrimination, ethnic redefinition, assimilation and interrelationship between to major ethnic groups.
Sedan Kosovos förklarade självständighet 2008 antog konstitutionen en lagstiftningsram innehållande flera lagar som främjar och skyddar minoritetsrättigheter, men trots implementeringen har dessa lagar förblivit relativt stillastående i praktiken. Kosovo definierar därmed sig själva som ett multietniskt samhälle i samband med fastställandet av dessa lagar. Minoriteterna i Kosovo har dessutom påverkats av Kosovos efterkrigstid och den Serbisk-Albanska dynamiken där spänningar mellan etniska grupper förekommer i landet och skapar diverse splittringar och samhällsutmaningar för minoriteterna. Syftet med denna studie är att undersöka den aktuella situationen för minoriteter i Kosovo, tillsammans med de existerande begränsningar och möjligheter som finns för implementeringen av minoritetsrättigheter och samhällsmöjligheter. Studien tillämpar en fallstudie som utvärderar Torbesjers erfarenheter av att vara en minoritet, vilket illustrerar hur den nuvarande situationen av minoritetsrättigheter uttrycks i en viss social och politisk kontext. Det metodologiska tillvägagångssättet som tillämpas är semistrukturerade intervjuer och utgör det primära materialet bestående av resultat från intervjuer samt empirisk data. The monograph defines the origins, essence and content of the Caucasian policy of Russia, its main stages, its significance for the development of Russian statehood and the peoples of the region. The monograph pays special attention to the Caucasian wars of Russia, the experience of suppressing anti-Russian and anti-Soviet armed demonstrations in the region. The historical and modern experience of the development of the Caucasus region shows that the weakening of Russia's position in the region naturally leads to an escalation of tension and conflict, aggravation of inter-ethnic contradictions, manifestations of extremism and other forms of destructive activities that threaten the life of citizens and peoples of the Caucasus. As a result, the strength of Russia's position in the Caucasus is a guarantee of the safe and free development of the peoples of the region. The author's conclusions and suggestions presented in the monograph can be used in the process of implementing a balanced and verified policy in order to ensure the national security and interests of the Russian Federation in the North Caucasus, building relations with neighboring states in the region, as well as other international actors positioning their involvement in the political processes of the South Caucasus. It is addressed to researchers, teachers, students, a wide range of readers.

In southeast Asia, ethnic tensions and conflicts stem in large part from economic or power rivalries rather than cultural differences. The political relationships between ethnic identities and nation-state identities in southeast Asia can be analyzed based on three different frameworks, each offering important insights into the region’s complexities and variations. The first is the plural society approach, which points to cultural pluralism as the source of political tensions in southeast Asia. The implication of this view is that ethnic violence will tend to take the form of rioting between people of different cultures as they compete for state resources or power. The second framework is a state legitimacy approach, which argues that the national identity strategies adopted by the state elites are the key factor influencing the structure of ethnic politics. In this context, the strategy of state legitimation is employed to promote the migration of highland ethnic minorities out of their ancestral homeland areas so as to facilitate their economic development, but also their assimilation into the ethnic core. The third framework is a globalized disruption approach, which suggests that globalization has three negative impacts relating to economic disparities, the problematical politics of democratization, and fears of international or domestic terrorism. It can be said that the politics of ethnicity and nationalism in southeast Asia arises from the enhanced appeal of ethnic and national stereotypes for people experiencing diverse insecurities, giving rise to inter-ethnic distrust as well as intra-ethnic factionalism.

Crimea was a home front before it was a war zone. With a focus on the implementation of martial law in Crimea, chapter 1 covers the period from mobilization in 1852 through the eve of the Allied landing in Crimea in September 1854. The related discussion of military resource extraction addresses the difference between obligation and charitable donation. This chapter also explores cultural aspects of the home front, with special attention to the rise of religious nationalism and latent inter-ethnic and inter-confessional tensions among Crimea’s diverse population. Already before violence reached Crimean shores, breakdown in military-civilian authority is evident as is the perception of Crimean Tatars as enemies of the state. In broad brushstrokes, the chapter analyzes how international conflict shaped life in Crimea at the local level.

The Politics of Division deconstructs antagonistic discourses that circulated in local Miami press between African-Americans, “white” Cubans, and “black” Cubans during the 1980 Mariel Boatlift and the 1994 Balsero Crisis. In its challenge to discourses which pit these groups against one another, the book examines the nuanced ways that identities such as “black,” “white,” and “Cuban” have been constructed and negotiated in the context of Miami’s historical multi-ethnic tensions. The book argues that dominant race-making ideologies of the white establishment regarding “worthy citizenship” shape inter-minority conflict as groups negotiate their precarious positioning within the nation. The book contends that the lived experiences of the African-Americans, white Cubans, and Afro-Cubans involved disrupt binary frames of worthy citizenship narratives, illuminating the greater complexity of racialized identities. Foregrounding the oft-neglected voices of Afro-Cubans, the book highlights how their specific racial positioning offers a challenge to white Cuban-American anti-blackness and complicates narratives that placed African-American “natives” in opposition to (white) Cuban “foreigners,” while revealing also how Afro-Cubans and other Afro-Latinos negotiate racial meanings in the United States. Focusing on the intricacy of interminority tensions in Miami, the book adds dimension to modern debates about race, blackness, immigration, interethnic relations, and national belonging.

Police Unlimited is centred on a controversial idea that it supports with detailed ethnographic materials: police forces are a focal point of conflict in modern societies. Instead of a consensus model of law enforcement that understands the function of policing as socially integrative, it links to a conflict model concerned with the socially divisive effects of policing. Throughout the book, these effects and their causes are discussed on a national and global level. An ethnographic study was carried out at the Dutch police to enhance our understanding of police discrimination. Concerned with both internal and external affairs, the book addresses conflict cases within and outside the police station, covering both inter-ethnic tensions at work and the migrant hostility observed while joining officers on patrol. The cases are discussed in light of the corroding public character of Dutch policing and the risks involved in terms of discrimination and the arbitrary, or even privatized use of power. Signalling an increased blur of the private and public spheres in policing, the book warns about an ‘unlimited’ police force that is no longer constrained by the public contours that delineate a legal bureaucracy. For the sake of ethnological knowledge production that ultimately serves to develop a police anthropology, the ethnographic materials are consistently compared with other police ethnographies in the ‘global north’ and ‘global south’. This comparative analysis points out that the demise of bureaucracy makes it increasingly difficult for police organizations across the globe to exclude politics, particularism, and populism from their operations.

This chapter discusses the socioeconomic, gendered, and racial structure of colonial Lagos and reveals the identities of individuals and groups that shaped sexual politics. While the British were mostly responsible for the major physical infrastructure, they did not dictate or monopolize the accompanying social outlook that emerged out of Lagosians' quest to mold the city to their own taste. City life entailed maintaining a balance in the ways people lived their lives; the kinds of music they enjoyed; and how they socialized, dressed, and conducted themselves as they sought to maximize the benefits of colonial capitalism. The chapter then explores inter-ethnic and intra-ethnic relations and concludes that the politics of sex fit into the existing tension over urban citizenship, class stratification, and social privileges accruing from the pigmentation of the skin. It argues that the agitation against prostitution reflected a social ambivalence that can be termed as “selective modernity.”

The Hebrew Bible is sometimes understood as the source of a ‘traditional’ Judaeo-Christian approach to marriage and sexual practice. A comprehensive examination reveals, however, that biblical assumptions about sex, gender, and kinship are complex and internally diverse. Some of these assumptions stand in tension with traditional Jewish and Christian norms for marriage and sexual activity. This essay reviews such matters as the biblical vocabulary for, and representations of, marital relations; the status of women in households organized around fathers; the role of polygyny; differing standards for the sexual conduct of husbands, wives, and concubines; intermarriage and inter-ethnic sexual relations; prostitution; the use of sex and marriage within male contests for power and honour; the use of sexual and marital images in representations of Israel’s relationship to God; and the attitudes towards sex and gender found in less frequently read books of the Bible such as the Song of Songs.

This chapter examines how fraternity and alterity operate in contradictory ways under conditions of contemporaneous migration. While fraternity connotes membership in a national community, alterity refers to the state of being different or the process of “Othering.” The chapter focuses on Singapore as a hub, where concurrent immigration and emigration flows are creating new postcolonial nation-building challenges. Contemporary immigration from China is juxtaposed against past migration from the same ancestral land, generating both co-ethnic and inter-ethnic tensions in a multicultural society. With growing numbers of Singaporeans now moving abroad, Singapore has also become a country that seeks to assert an extraterritorial reach over its emigrants. The multidirectional migration flows evinced in Singapore exemplify how states and national societies invoke temporal framings to prioritize natal ties that are based on selected versions of territorial belonging, memory, and culture.

This chapter explores the emergence of the “Muslim civil rights” movement, as well as interfaith alliances, in the post-9/11 era and how these shape or undermine cross-ethnic and cross-class coalitions. It discusses how civil liberties is a major political paradigm that young Muslim American activists have adopted since 9/11 but one that also confines their resistance, in many instances, to a nationalist discourse of inclusion that evades critique of U.S. imperialism. The investment in interfaith dialogue in some cases also suppresses critique of the global War on Terror, as well as as anti-Palestinian racism, and redirects resistance from cross-racial coalitions to safer forms of activism. The chapter addresses inter-racial tensions and examines how liberal “religious multiculturalism” and practices of “faithwashing” help produce an arrested politics.

While Christianity in South and Central Asia has deep historical roots, the World Wars, the demise of British colonialism, and Islamic influence have been defining turning points. Today, Christians in South and Central Asia constitute a minority and most struggle for political recognition, social equality and protection from persecution. With Russia, China, and USA are major players in sociopolitical dynamics, ethnic and cultural tensions permeate across geopolitical borders with the influence of the Russian Orthodox Church, along with Chinese and American globalization. Christian organizations exercising ecumenical efforts find success in ministries that alleviate suffering and promote social mobility among believers and non-believers alike. However, such efforts can be branded as threats to the social fabric. Despite having to live in secrecy in most regions, Christians as minorities seek good relationships with others at various levels. Inter-religious engagement becomes problematic when Christians question the status quo and demand equal opportunities and rights. Pentecostal Christians exert influence on fellow Christians and non-Christians alike. Their worship and spirituality, theology and social work, mission and evangelism struggle with caste, tribal and other ethnic identities, and their united churches contribute to the fullness of global Christianity.

The complexity of inter-ethnic relations is caused by various factors, e.g. globalisation processes, the intensification of migration flows, peculiarities of social interactions, and the presence of conflicts in a multi-ethnic environment. In this regard, the aim of our study was to examine the relationship between inter-ethnic attitudes and personal security among respondents of different ethnic backgrounds in different regions of the Russian Federation. Respondents were asked to fill out a questionnaire based on the questionnaire for a comprehensive study of acculturation developed by John Berry, aimed at studying such psychological constructs as the assessment of tolerance/intolerance of ethnic attitudes of the respondent, the assessment of migrant-phobia, the scale of assessment of integral security (physical, cultural, economic), the assessment of orientation towards multicultural ideology, the determination of acculturation expectations/strategies of respondents. The authors have found a statistically significant relationship between such variables as ethnic tolerance, attitudes towards social equality and levels of migrant-phobia; between such variables as economic, physical and cultural security and migrant-phobia. It was found that respondents in the Amur region are mostly oriented towards expectations such as integration and exclusion, while respondents in the Sverdlovsk region are more oriented towards integration and assimilation. The authors believe the study to be important and valuable since the resulting data indicate the presence of different features of inter-ethnic relations in different regions of the Russian Federation, determining the nature of inter- ethnic relations and the level of tension in the region.

Анотація:
This paper explores post-Soviet state-building in Kyrgyzstan, with a focus on the root causes of the three revolutions faced by the country. It suggests that the revolutions have not produced significant results in terms of fundamental economic and political reforms. Rather, Kyrgyzstan has turned into the Central Asian “island of instability”. The situation is compounded by deep- rooted inter-ethnic tensions, the prevalence of traditional informal institutions and weakness of democratic institutions, as well as country’s heavy reliance on international donors. The presidential elections and constitutional referendum of 2021 have provided grounds for cautious optimism. A question remains of whether and to what extent Sadyr Japarov’s ambitious agenda will translate into reality, thus leading the country to prosperity and stability.
