Objective: A model of intermittent psychiatric service provision to rural and remote New South Wales communities by metropolitan psychiatrists and mental health professionals has been evaluated. The services provided included peer support to lone mental health and generic health workers, direct psychiatric care to clients in their own environment and skills development education sessions to general health staff and other professionals affiliated with health care (e.g. police and ambulance officers). Method: There were 10 visits of teams made up of a psychiatrist and another mental health professional to six rural and remote locations. Outcomes of the services delivered were examined including clinical services and teaching skills training sessions. Indirect outcome measures included changes to Pharmaceutical Benefits Scheme prescription patterns in areas serviced and data regarding transfer of clients for psychiatric care in regional centres. Difficulties in evaluation are discussed. Results: The feasibility of intermittent service provision was demonstrated. Education packages were well received and a positive change in workers' attitudes toward mental health practice was found. Conclusion: Intermittent psychiatric services in remote settings add value to health care delivery particularly when dovetailed with skills-based education sessions.

This document proposes a methodology for assessing the quality of water distribution service in the context of intermittent supply, based on a comparison of joint results from literature reviews and feedback from drinking water operators who had managed these networks, with standards for defining the quality of drinking water service. The paper begins by reviewing and proposing an analysis of the definition and characterization of intermittent water supply (IWS), highlighting some important findings. The diversity of approaches used to address the issue and the difficulty of defining a precise and detailed history of water supply in the affected systems broadens the spectrum of intermittency characterization and the problems it raises. The underlined results are then used to structure an evaluation framework for the water service and to develop improvement paths defined in the intermittent networks. The resulting framework highlights the means available to water stakeholders to assess their operational and management performance in achieving the improvement objectives defined by the environmental and socio-economic contexts in which the network operates. Practical examples of intermittent system management are collected from water system operators and presented for illustration purposes (Jeddah, Algiers, Port-au-Prince, Amman, Cartagena, Barranquilla, Mexico, Cancun, Saltillo, Mumbai, Delhi, Coimbatore …).

We examine a model of Cournot competition with congestion motivated by recent policy to allow commercial sharing of wireless spectrum that is assigned to other users such as government agencies. A key feature of such spectrum is that it is intermittently available because of the incumbent user’s activity. In our model, wireless service providers (SPs) compete for a common pool of customers using their own proprietary (exclusively licensed) bands of spectrum along with access to an additional intermittent band. When the intermittent band is unavailable, any traffic carried on that band must be shifted to the proprietary bands. Customers are sensitive to both the price they pay and the average congestion they experience across the bands of spectrum from which they receive service. We compare two different access policies for this intermittent band: one in which it is open to all SPs and one in which it is licensed to a single SP. We also allow the band to be divided into multiple subbands where each subband is either open or licensed. We characterize trade-offs between social welfare and consumer welfare that depend on the choice of different access policies and assignments of subbands to SPs. These can involve subtle issues related to the ability of a larger SP to make more efficient use of intermittent spectrum and the increase in competition by assigning more spectrum to smaller SPs. Introduction Clinical facilitation is an established strategy for introducing innovation into clinical practice. The Queensland Centre for Perinatal and Infant Mental Health has used clinical facilitation to establish a telehealth service to support perinatal and infant mental health in regional, rural and remote areas of the Australian state of Queensland. The aim of this study is to explore the role of clinical facilitation in implementing and sustaining the telehealth service. Methods Semi-structured interviews were conducted with 14 remote-site users of the telehealth service. Interviews were analysed using thematic analysis. Results Two dominant themes emerged: unmet need and service visibility. The study confirms the usefulness of telehealth as a way to address unmet need for specialist mental health services in regional, rural and remote areas. The study also provides evidence that a telehealth service with intermittent demand requires a consistent clinical facilitator, to keep the service visible to remote-site clinicians and maintain awareness of the service as a referral option. Conclusion Previous research has identified the importance of clinical facilitation in initial service implementation. This study demonstrates the necessity of clinical facilitation for ongoing service provision. Facilitation is likely to be more important where the telehealth service responds to intermittent or infrequent clinical need, compared with high-volume services where clinics are conducted routinely.

Анотація:
This paper proposes a slow-moving management method for a system using of intermittent demand per unit time and lead time demand of items in service enterprise inventory models. Our method uses zero-inflated truncated normal statistical distribution, which makes it possible to model intermittent demand per unit time using mixed statistical distribution. We conducted numerical experiments based on an algorithm used to forecast intermittent demand over fixed lead time to show that our proposed distributions improved the performance of the continuous review inventory model with shortages. We evaluated multi-criteria elements (total cost, fill-rate, shortage of quantity per cycle, and the adequacy of the statistical distribution of the lead time demand) for decision analysis using the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). We confirmed that our method improved the performance of the inventory model in comparison to other commonly used approaches such as simple exponential smoothing and Croston’s method. We found an interesting association between the intermittency of demand per unit of time, the square root of this same parameter and reorder point decisions, that could be explained using classical multiple linear regression model. We confirmed that the parameter of variability of the zero-inflated truncated normal statistical distribution used to model intermittent demand was positively related to the decision of reorder points. Our study examined a decision analysis using illustrative example. Our suggested approach is original, valuable, and, in the case of slow-moving item management for service companies, allows for the verification of decision-making using multiple criteria.

Two or three times each year children are seen by the Urology Service at Children's Hospital, Washington, DC, who have a history of intermittent, severe midabdominal pain associated with vomiting due to intermittent ureteropelvic junction obstruction. These symptoms may have been on-going for years. The following case history serves as a typical example. CASE REPORT A 6-years-old boy was referred to the Urology Service from the Gastrointestinal Service where he had been sent by his primary physician. He had a 1-year history of episodic abdominal pain occurring one to two times per month initially, but becoming more frequent during the past few months.

In this paper, we design a service robot which not only can plan road to a destination by itself, but also can take an elevator to every floor. For planning road, in order to solve the Hagisonic Stargazer Robot localization system problem which in large environment will need to set a lot of landmark and this way will increase the lead time and memory capacity. So we use the concept of road nodes to combine with Stargazer landmark and Dijkstra’s algorithm. Robot can localize by itself and can plan the shortest road to a destination. In dead region of Stargazer, we integrate with a laser range finder and e-compass to assist robot in navigation, and use the laser range finder simultaneously to avoid front obstacle. For taking elevator, we design a wireless control of independent mechanism. Robot can use Xbee transmit command to control servo motor to push elevator button and use RFID to determine whether the arrival task Floor. Last, we use Borland C++ Builder to design a Human–Computer interaction. People can operate monitor to choice receiver, and we add the functions of remote call and setting code which can increase the practicability of this service robots.

L'informatique s'est récemment développée autour de deux axes : l'informatique ambiante d'une part avec la multiplication des objets communicants, et l'internet des services d'autre part suite à l'essor parallèle des centres de traitement de données et d'Internet. Dans ces domaines, la disponibilité fluctuante des ressources, qui entraîne une intermittence des services fournis, représente désormais une préoccupation majeure dans la conception d'applications. La programmation orientée composants appliquée aux architectures orientées service simplifie la gestion des liaisons de service via des politiques. Néanmoins les politiques de liaison existantes suivent soit une approche statique interdisant alors toute reconfiguration d'architecture en cours d'exécution, soit une approche dynamique ne garantissant pas une stabilité minimale de l'architecture dans le cas de services intermittents. Cette thèse propose un compromis entre stabilité architecturale et dynamisme en plaçant l'interruption de service au centre des préoccupations du concepteur. La politique de liaison résultante offre ainsi une tolérance aux interruptions de service jusqu'à une certaine limite au-delà de laquelle l'architecture est reconfigurée dynamiquement. Afin de situer cette limite, notre proposition se base sur l'utilisation d'accords de niveau de service, une forme enrichie des contrats de service permettant, entre autres, l'expression de contraintes sur la disponibilité des services. L'approche a été expérimentée sur la plate-forme à services OSGi en étendant les mécanismes de gestion des liaisons du modèle à composants iPOJO, puis validée dans le contexte de l'informatique ambiante ainsi que sur le serveur d'applications JOnAS
Lately, the evolution of information technologies has been following two trends. On the one hand the proliferation of communicating devices contributes to the creation of an ambient intelligence. On the other hand, the booming of Internet associated with the rapid growth of data centres capabilities results in the emergence of an internet of services. In both domains, application design is challenged by the dynamic availability of computing resources and data. The combination of component-based software engineering and service-oriented computing techniques allows service bindings to be driven by policies. However, for the time being, policies either follow a dynamic approach which does not suit the needs of architectural stability when dealing with intermittent services, or a static approach which does not allow dynamic reconfiguration. The work presented in this thesis proposes a trade-off between the two approaches by considering service disruptions as a major concern. The proposed binding policy relies on service level agreements to be disruption-tolerant, since service-level agreements allow expressing and enforcing obligations regarding availability and quantified disruptions. This approach has been implemented on the OSGi service platform and iPOJO, a service-oriented component model for OSGi. IPOJO service dependency management has been extended in order to support our policy. The latter was validated both in the context of ambient intelligence, and on open-source and OSGi-based JOnAS application server

De grands progrès ont été réalisés dans le domaine des transports, ce qui a conduit à l'émergence du concept de la Smart Mobility. Dans cette thèse, nous nous intéressons à l'aspect technologique du concept. Nous proposons une vision plus large de la Smart Mobility, tout en spécifiant trois domaines de mobilité; à savoir terrestre, aérien et marin. Nous nous concentrons ensuite sur le domaine terrestre, plus précisément, les protocoles de routage dans l'Internet des véhicules (IoV). Dans l'environnement véhiculaire, trois catégories de scénario de réseau doivent être distinguées: infrastructure basée, sans infrastructure et infrastructure intermittente. Dans ce travail, nous souhaitons permettre aux véhicules d'atteindre l'infrastructure en temps opportun dans le troisième scénario. À cette fin, nous proposons ILTS (Infrastructure Localization Service and Tracking Scheme) qui extrait des informations précieuses de l'échange de messages périodiques afin de localiser l'infrastructure et de suivre les chemins disponibles vers elle. Ensuite, nous proposons un protocole de routage basé sur un mécanisme de prise de décision, HyRSIC (Hybrid Routing for Safety data with Intermittent V2I Connectivity), qui permet aux véhicules de faire le choix optimal lors de la transmission des données
Great progress has been made in the transportation field, which has led to the emergence of the Smart Mobility concept. In this thesis, we are interested in the technological aspect of the concept. We propose a broader vision of Smart Mobility, while specifying three mobility domains; namely terrestrial, aerial and marine. We then, focus on the terrestrial domain, more precisely, routing protocols in Internet of Vehicles (IoV). In the vehicular environment, three categories of network scenario are to be distinguished: infrastructure-based, infrastructure-less and intermittent infrastructure. In this work, we are interested in enabling vehicles to reach the infrastructure in a timely manner in the third scenario. To this end, we propose ILTS (Infrastructure Localization service and Tracking Scheme) that extracts valuable information from periodic message exchange in order to localize infrastructure and track available paths towards it. Then, we propose a routing protocol based on a decision making mechanism, HyRSIC (Hybrid Routing for Safety data with Intermittent V2I Connectivity), that enables vehicles to make the optimal choice when transmitting data

Population growth, urbanization, degrading water quality, and climate change are making management of scarce water resources an increasingly difficult task for the domestic sector. It is recognized that in order to manage urban water resources demand management is requisite. Demand management has been experimented with in large cities of developing countries but continued focus on expanding supply overshadows its potential benefits and ultimate success. In order to manage demand, it must be measured and understood. Intermittent water services are prevalent in developing countries, but unmetered domestic water use under such conditions has not been carefully studied. This study conducted 1,149 household surveys in a small, growing, coastal city (population est. 35,645) in La Libertad, Peru. The objectives were to 1) characterize current household water use behaviors, perceptions and values as they vary among three user groups (two distinct unmetered intermittent water services and well users) and reveal the existing water use and potential household demand for water, and 2) propose demand management tactics applicable to conditions of the study site that may be generalizable to small, developing, cities. Survey results show daily per capita water use in the range of 35 to 90 L with more water being used by the group that receives water for a longer duration of time. The distribution of water was inequitable and, on average, households received water for less time than the service providers' reported duration. Demand is likely to grow due to increasing water-related infrastructure, established water behaviors, and a lack of understanding regarding regional scarcity and water conservation. Households are not satisfied with existing service conditions, particularly water quality, but due to an apparent distrust in their water providers are unwilling to pay for improvements. For domestic service to remain sustainable under the pressures of increasing water scarcity, demand management strategies, particularly education and awareness building, are likely achievable and should be adopted, complementary to supply-minded management.

Arbetet Tillämpning av batterilager som energitjänsten lastutjämnare är en litteraturstudie och en kvantitativ studie. I studien har driftkarakteristiken år 2015 hos en matvarubutik legat till grunden. Arbetet har syftat i att besvara frågan kring ett batterilagers lämplighet som agerade för lastutjämning. För att ta reda på det har batterilagersegenskaper kartlagts och dimensionering gjorts utifrån två olika driftfall. En ekonomisk besparingspotential har även beräknats utifrån de bägge driftfallen. Driftfallen har valts att kallas teknisk dimensionering och ekonomisk dimensionering. De tekniska dimensionerade lagerna har en lager storlek om 617 kWh och 555kWh vilket motsvarar 7,1% respektive 5,8% av den dagliga energianvändningen. För de ekonomiskt dimensionerade lagerna har en lager storlek om 597 kWh och 233kWh vilket motsvarar 6,8% respektive 2,8% av den dagliga energianvändningen. Den ekonomiska besparingspotentialen blir som störst för en blandad körning av de bägge driftfallen. Trotts att besparingspotentialen är uppskattade under ideala förhållanden med varken förluster eller degraderad prestanda lönar det inte sig att investera i ett batterilager för att enbart utföra tjänsten effektutjämning idag. Investering i ett batterilager för effektutjämning har potential att bli lönsam först när den kan tillgodose fler energitjänster eller när alternativkostnaden är förhöjd.
This thesis, is a study of battery energy storage and its use as energy source and smoothening of power fluctuation. Studies have been made as a systematic review and a quantitative study. The study has consisted of analysing the power characteristic from a supermarket in the city of Varberg during year 2015. The object has been to evaluate the energy storage and the power smoothing qualities. Therefore the battery energy storages characteristics have been evaluated in this systematic review. For the quantitative study, calculations of the energy storage sizes were made for two separate operation modes. The two different operation modes were named technical dimensioning and economic dimensioning. The function of the technical dimensioning was to smooth the power outlet from the grid, while the function of the economic dimensioning was to enable the supermarket to buy more energy during low-price hours. Based on monthly power characteristics, each dimensioning gave as a result two energy storage possibilities, one in medium and one in small size. The technical dimensioning resulted in battery energy storage of the sizes 617 kWh and 555kWh which is comparable to 7,1% and 5,8% of the daily energy usage of the supermarket. The economic dimensioning resulted in battery energy storage of the sizes 597 kWh and 233kWh which is comparable to 6,8% and 2,8% of the daily energy usage of the supermarket. For optimizing the economic savings, a variation of technical and economic operation mode are needed, depending on calculated power usage through the day and elspot prices. The study shows that a battery storage is difficult to finance. The calculated economic savings were estimated during ideal conditions and without power loss or loss in performance. As a conclusion from this study a battery storage may have a good payback if there are several energy services to be filled.

La vision de l'informatique ubiquitaire permettant de construire des espaces intelligents interactifs dans l'environnement physique passe, peu à peu, du domaine de la recherche à la réalité. La capacité de calcul ne se limite plus à l'ordinateur personnel mais s'intègre dans de multiples appareils du quotidien, et ces appareils deviennent, grâce à plusieurs interfaces, capables de communiquer directement les uns avec les autres ou bien de se connecter à Internet.Dans cette thèse, nous nous sommes intéressés à un type d'environnement cible de l'informatique ubiquitaire qui forme ce que nous appelons un réseau hybride à connexions intermittentes (ICHN). Un ICHN est un réseau composé de deux parties : une partie fixe et une partie mobile. La partie fixe est constituée de plusieurs infostations fixes (potentiellement reliées entre elles avec une infrastructure fixe, typiquement l'Internet). La partie mobile, quant à elle, est constituée de smartphones portés par des personnes nomades. Tandis que la partie fixe est principalement stable, la partie mobile pose un certain nombre de défis propres aux réseaux opportunistes. En effet, l'utilisation de moyens de communication à courte portée couplée à des déplacements de personnes non contraints et à des interférences radio induit des déconnexions fréquentes. Le concept du "store, carry and forward" est alors habituellement appliqué pour permettre la communication sur l'ensemble du réseau. Avec cette approche, un message peut être stocké temporairement sur un appareil avant d'être transféré plus tard quand les circonstances sont plus favorables. Ainsi, n'importe quel appareil devient un relai de transmission opportuniste qui permet de faciliter la propagation d'un message dans le réseau. Dans ce contexte, la fourniture de services est particulièrement problématique, et exige de revisiter les composants principaux du processus de fourniture, tels que la découverte et l'invocation de service, en présence de ruptures de connectivité et en l'absence de chemins de bout en bout. Cette thèse aborde les problèmes de fourniture de service sur l'ensemble d'un ICHN et propose des solutions pour la découverte de services, l'invocation et la continuité d'accès. En ce qui concerne le défi de la découverte de services, nous proposons TAO-DIS, un protocole qui met en œuvre un mécanisme automatique et rapide de découverte de services. TAO-DIS tient compte de la nature hybride d'un ICHN et du fait que la majorité des services sont fournis par des infostations. Pour permettre aux utilisateurs d'interagir avec les services découverts, nous introduisons TAO-INV. TAO-INV est un protocole d'invocation de service spécialement conçu pour les ICHN. Il se fonde sur un ensemble d'heuristiques et de mécanismes qui assurent un acheminement efficace des messages (des requêtes et des réponses de services) entre les infostations fixes et les clients mobiles tout en conservant un surcoût et des temps de réponses réduits. Puisque certaines infostations dans le réseau peuvent être reliées entre elles, nous proposons un mécanisme de continuité d'accès (handover) qui modifie le processus d'invocation pour réduire les délais de délivrance. Dans sa définition, il est tenu compte de la nature opportuniste de la partie mobile de l'ICHN. Nous avons mené diverses expérimentations pour évaluer nos solutions et les comparer à d'autres protocoles conçus pour des réseaux ad hoc et des réseaux opportunistes. Les résultats obtenus tendent à montrer que nos solutions surpassent ces autres protocoles, notamment grâce aux optimisations que nous avons développées pour les ICHN. À notre avis, construire des protocoles spécialisés qui tirent parti des techniques spécifiquement conçues pour les ICHN est une approche à poursuivre en complément des recherches sur des protocoles de communication polyvalents
The vision of pervasive computing of building interactive smart spaces in the physical environment is gradually heading from the research domain to reality. Computing capacity is moving beyond personal computers to many day-to-day devices, and these devices become, thanks to multiple interfaces, capable of communicating directly with one another or of connecting to the Internet.In this thesis, we are interested in a kind of pervasive computing environment that forms what we call an Intermittently Connected Hybrid Network (ICHN). An ICHN is a network composed of two parts: a fixed and a mobile part. The fixed part is formed of some fixed infostations (potentially connected together with some fixed infrastructure, typically the Internet). The mobile part, on the other hand, is formed of smartphones carried by nomadic people. While the fixed part is mainly stable, the mobile part is considered challenging and form what is called an Opportunistic Network. Indeed, relying on short-range communication means coupled with the free movements of people and radio interferences lead to frequent disconnections. To perform a network-wide communication, the "store, carry and forward" approach is usually applied. With this approach, a message can be stored temporarily on a device, in order to be forwarded later when circumstances permit. Any device can opportunistically be used as an intermediate relay to facilitate the propagation of a message from one part of the network to another. In this context, the provisioning of pervasive services is particularly challenging, and requires revisiting important components of the provisioning process, such as performing pervasive service discovery and invocation with the presence of connectivity disruptions and absence of both end-to-end paths and access continuity due to user mobility. This thesis addresses the problems of providing network-wide service provisioning in ICHNs and proposes solutions for pervasive service discovery, invocation and access continuity. Concerning service discovery challenge, we propose TAO-DIS, a service discovery protocol that performs an automatic and fast service discovery mechanism. TAO-DIS takes into account the hybrid nature of an ICHN and that the majority of services are provided by infostations. It permits mobile users to discover all the services in the surrounding environment in order to identify and choose the most convenient ones. To allow users to interact with the discovered services, we introduce TAO-INV. TAO-INV is a service invocation protocol specifically designed for ICHNs. It relies on a set of heuristics and mechanisms that ensures performing efficient routing of messages (both service requests and responses) between fixed infostations and mobile clients while preserving both low values of overhead and round trip delays. Since some infostations in the network might be connected, we propose a soft handover mechanism that modifies the invocation process in order to reduce service delivery delays. This handover mechanism takes into consideration the opportunistic nature of the mobile part of the ICHN. We have performed various experiments to evaluate our solutions and compare them with other protocols designed for ad hoc and opportunistic networks. The obtained results tend to prove that our solutions outperform these protocols, namely thanks to the optimizations we have developed for ICHNs. In our opinion, building specialized protocols that benefit from techniques specifically designed for ICHNs is an approach that should be pursued, in complement with research works on general-purpose communication protocols

L'objectif de cette thèse est la gestion et le dimensionnement optimaux d'un Système de Stockage d'Énergie (SSE) couplé à une production d'électricité issue d'Énergies Renouvelables Intermittentes (EnRI). Dans un premier temps, un modèle technico-économique du système SSE-EnRI est développé, associé à trois scénarios types d'injection de puissance au réseau électrique : lissage horaire basé sur la prévision J-1 (S1), puissance garantie (S2) et combiné (S3). Ce modèle est traduit sous la forme d'un programme d'optimisation non linéaire de grande taille. Dans un deuxième temps, les stratégies heuristiques élaborées conduisent à une gestion optimisée - selon les critères de fiabilité, de productivité, d'efficacité et de profitabilité du système - de la production d'énergie avec stockage, appelée “charge adaptative” (CA). Comparée à un modèle linéaire mixte en nombres entiers (MILP), cette gestion optimisée, applicable en conditions opérationnelles, conduit rapidement à des résultats proches de l'optimum. Enfin, la charge adaptative est utilisée dans le dimensionnement optimisé du SSE - pour chacune des trois sources : éolien, houle, solaire (PV). La capacité minimale permettant de respecter le scénario avec un taux de défaillance et des tarifs de revente de l'énergie viables ainsi que les énergies conformes, perdues, manquantes correspondantes sont déterminées. Une analyse de sensibilité est menée montrant l'importance des rendements, de la qualité de prévision ainsi que la forte influence de l'hybridation des sources sur le dimensionnement technico-économique du SSE
This thesis aims at presenting an optimal management and sizing of an Energy Storage System (ESS) paired up with Intermittent Renewable Energy Sources (IReN). Firstly, wedeveloped a technico-economic model of the system which is associated with three typical scenarios of utility grid power supply: hourly smoothing based on a one-day-ahead forecast (S1), guaranteed power supply (S2) and combined scenarios (S3). This model takes the form of a large-scale non-linear optimization program. Secondly, four heuristic strategies are assessed and lead to an optimized management of the power output with storage according to the reliability, productivity, efficiency and profitability criteria. This ESS optimized management is called “Adaptive Storage Operation” (ASO). When compared to a mixed integer linear program (MILP), this optimized operation that is practicable under operational conditions gives rapidly near-optimal results. Finally, we use the ASO in ESS optimal sizing for each renewable energy: wind, wave and solar (PV). We determine the minimal sizing that complies with each scenario, by inferring the failure rate, the viable feed-in tariff of the energy, and the corresponding compliant, lost or missing energies. We also perform sensitivity analysis which highlights the importance of the ESS efficiency and of the forecasting accuracy and the strong influence of the hybridization of renewables on ESS technico-economic sizing

Les réformes électriques qui conduisent à une intégration croissante des marchés, de même que les politiques récentes de développement subventionné de productions à base d'énergies renouvelables, ajoutent deux nouveaux problèmes pour garantir la sécurité de fourniture à long terme. Ils définissent les axes de réflexion de cette thèse. Le premier axe de cette thèse montre que l'efficacité des différentes politiques de sécurité de fourniture de long terme est nécessairement influencée par le processus d'intégration de marchés électriques fondé sur la perspective conventionnelle de l'efficacité de la concurrence par l'intégration des marchés. Par une analyse formalisée de la dynamique des investissements dans deux marchés électriques intégrés, cette thèse montre comment le manque d'harmonisation entre les politiques d'adéquation risque de distordre le fonctionnement normal du marché de l'électricité régionalement intégré, ce qui a des conséquences sur l'efficacité de chaque marché national. Le second axe de cette thèse montre que le développement à grande échelle de la production éolienne par subvention perturbe l'équilibre de long terme en créant des externalités négatives sur les investissements dans les technologies conventionnelles et sur la sécurité de fourniture de long terme. This thesis deals with the economic analysis of the long-term security of supply in liberalized electricity markets. The electricity reforms that lead to an increasing integration of electricity markets, as well as the recent renewable promotion policies, add two new issues to ensure long-term security of supply which are the research axes of this thesis. The first research axis shows that the effectiveness of different long-term security of supply is necessarily influenced by the integration of electricity markets based on the conventional perspective of the effectiveness of competition by market integration. We rely on a formal analysis in investment dynamics in two integrated electricity markets to show how the lack of harmonization between local adequacy policies may lead to undesirable side effects in regional electricity markets, which has implications for the effective functioning of national markets. The second research axis shows that large-scale wind power development based on renewable promotion policies disturb the long-term equilibrium creating negative externalities for investment in conventional generation and for long-term security of supply. This thesis shows as well that capacity mechanisms can compensate for the externalities of large-scale wind power development. This compensation takes the form of a penalty for the low contribution of wind power to system long-term security of supply, giving it a much lower value. As older adults live longer, they experience a concomitant increase in chronic illness, which may be associated with a more frequent need for health care and intermittent or progressive functional decline. There is an increased need for regular health care monitoring as well as treatment and coordination of care among multiple providers and across settings to prevent, delay, or minimize decline in health and quality of life. Interprofessional collaboration is critical for safe coordination of care, reduction of duplication in services, and cost containment. Health care professionals who serve older adults are developing new models of collaboration to provide more integrated and person-centered approaches to maintaining the quality of life for older adults, especially those with multiple chronic illnesses. These models include health-oriented teams, home and community-based services, Acute Care for Elders (ACE), home-based primary care, Program of All-Inclusive Care for the Elderly (PACE), comprehensive geriatric assessment, and palliative care teams.

In this paper, a novel switched systems approach is taken to enable the distributed coordination of a multi-agent system with intermittent communication. A mobile information service provider switches between various (follower) agents in the network to provide them with state feedback when they are within close proximity. The follower agents do not have navigational sensors but are still proven to converge to a desired goal through open-loop control with intermittent error correction by the leader. A switched systems stability analysis is performed to determine the maximum dwell-time the mobile information service provider can intermittently communicate information to the agents to ensure convergence to the desired goal. Simulation results are included to demonstrate the development.

Glen Canyon National Recreation Area (GLCA) encompasses more than 0.5 million ha (1.25 million ac) and extends over 322 km (200 mi) from its northern boundary in southern Utah to its southern boundary in northern Arizona. It is one of the most rugged, remote, and floristically diverse national parks on the Southern Colorado Plateau (Thomas et. al 2005) and has more than 4,900 km (3,045 mi) of waterways flowing through its eight Hydrologic Unit Code (HUC 8) watersheds. GLCA’s larger perennial rivers include the Colorado, Escalante, Dirty Devil, San Juan, and Paria, with smaller perennial and intermittent streams flowing into each of these rivers. After the creation of the Glen Canyon Dam, Lake Powell formed, covering 13% of the park’s total land area when full and the national recreation area attracts over 4 million visitors annually, and in 2019 GLCA ranked 19th highest in recreational visits out of all national parks. The National Park Service Natural Resource Condition Assessment Program selected GLCA to pilot its new NRCA project series. NRCA projects evaluate the best available science to provide park managers with reliable, actionable information pertaining to natural resource conditions in their park. For the park-selected focal study resources, this includes consideration of drivers and stressors known or suspected of influencing resource conditions; assessment of current conditions and trends for indicators of condition; and potential near-term and future activities or actions managers can consider, improving their knowledge and management of natural resources in parks. For focal resources that lack adequate data to assess current conditions, a gap analysis is provided (in lieu of a condition assessment) to highlight the present status of knowledge of the resource and to suggest useful indicators, data, and studies for further consideration and investigation. Park managers are encouraged to identify information needs and pose questions during the NRCA scoping process, with the understanding that information will be provided to help address those needs and answer those questions when possible. The focus of GLCA’s NRCA study was the water-dependent resources—tinajas, springs & seeps, including water quality, riparian zone, amphibians, including the northern leopard frog (Lithobates pipiens), and small, native fishes—that are found off the mainstem Colorado River. Managers were interested in these particular environments and the natural resources that depend on them because they are less studied, and the habitats are “biodiversity hotspots” due to the intersection of complex desert and freshwater ecosystems in a region limited by water. The following summaries highlight the key findings of GLCA’s focal resource drivers and stressors (Chapter 2), states (Chapter 3), and manager responses (Chapter 4).
