Анотація:

This study examines the criteria and properties of the elements in the legacy of buildings. Using the Hierarchy Analysis Method (AHP), new instruments are developed based on the criteria and attributes that have been identified for the legacy building elements. The new instrument is given to industry professionals and academicians to get their opinions. This study shows the number of attributes of the score for the criteria. The results show that new instruments are developed and used as tools for assessing the elements of heritage building conditions. This new instrument can be proposed to the National Heritage Department to be used as a guideline for assessing the heritage buildings in the future.

Abstract The Caucasus has a documented history of cataloging earthquakes stretching back to the beginning of the Christian era. Instrumental seismic observation in the Caucasus began in 1899, when the first seismograph was installed in Tbilisi, Georgia. During the Soviet era (1921–1991 in Georgia), the number of seismic stations increased in the region, providing better network coverage and a valuable dataset for seismic research. Data from many thousands of earthquakes recorded by this regional network was stored on paper in seismic bulletins. As part of the project outlined in this article, we pulled together and digitized all available paper bulletins from Georgia and neighboring countries. This allowed significant Limprovements in location accuracy and recalculation of more robust moment magnitudes for earthquakes in this region. It also paved the way for future collaboration and data exchange among the countries in the Caucasus. The resulting earthquake catalog with the new locations and magnitudes was used to conduct a probabilistic seismic hazard assessment to support a major update to the building code in Georgia to align it with the European codes. This article outlines the improvements made to the earthquake catalog in Georgia using legacy data and the new hazard assessment based on this improved dataset.

Host cities have increasingly sought to combine the staging of a multi-sports event with the regeneration of run-down areas. Like London 2012, Glasgow has sought to use the Commonwealth Games 2014 as a catalyst for the physical, social and economic renewal of its East End. This paper presents a novel approach to the assessment of legacy for a host community which recognises the complexity of potential impacts, without assuming a trickle-down effect to the local area. This comprises a holistic approach to evaluation, encompassing consideration of plausibility, the specifics of people and place, and legacy programmes. Three requirements for sustained economic legacy impacts for the host community are identified: continued and extended partnership working at a strategic level; extending the scope and duration of legacy programmes beyond that required for the event itself; resolving inherent tensions between delivering legacy at different spatial scales, and ensuring the equitable treatment of disadvantaged areas.

Abstract Background and study aims Obtaining quality tissue during ERCP biliary stricture sampling is of paramount importance for a timely diagnosis. While single-operator cholangioscopy (SOC)-guided biopsies have been suggested to be the superior biliary tissue acquisition modality given direct tissue visualization, less is known about the specimen histological quality. We aimed to analyze the specimen quality of SOC biopsies and compare the new generation forceps with prior “legacy” forceps. Patients and methods Patients who underwent SOC from January 2017-August 2021 for biliary sampling were reviewed. In February 2020, the SOC-guided biopsy forceps were changed from legacy SpyBite to the SpyBite Max forceps (max). Specimens were assessed by blinded pathologists for crush artifact (none, mild, or severe) and gross size (greatest dimension in mm). Crush artifact and gross size were compared between the two groups. The diagnostic performance characteristics for cholangiocarcinoma (CCA), were assessed in an exploratory fashion. Results Eighty-one patients (max = 27, legacy = 54) with similar baseline characteristics were included in this study. On blinded pathological assessment, 58 % had crush artifact, without significant differences between the two groups (Max 63 % vs. Legacy 56 %; P = 0.64). A similar mean specimen size was found (max 3 mm vs. legacy 3.2 mm; P = 0.24). The overall prevalence of CCA was 40 %. The sensitivity, specificity, positive predictive value, and negative predictive value of the entire cohort using a combination of cytology, fluorescence in situ hybridization, and SOC-guided biopsies were 78.1 %, 91.8 %, 86.2 %, and 86.5 %, respectively. No difference between legacy or max groups was found. Conclusions A high rate of crush artifact was found in SOC-guided biopsy specimens. Further investigation regarding proper biopsy technique and handling is necessary to increase the diagnostic yield with SOC-guided biopsies.

This retrospective assessment argues that despite the arrival in office in 2009 of a president who articulated the case for Palestinian rights more strongly and eloquently than any of his predecessors, U.S. official policy in the Obama years skewed heavily in favor of Israel. While a negotiated two-state resolution of the conflict between Israel and the Palestinians continued to be the formal goal of the United States, Israel's defiant refusal to stop settlement expansion, the administration's determined actions to perpetuate Israeli impunity in international fora, as well as the U.S. taxpayer's hefty subsidy of the Israeli military machine all ensured that no progress could be made on that score. The author predicts that with all hopes of a negotiated two-state solution now shattered, Obama's successor will have to contend with an entirely new paradigm, thanks in no small part to the gathering momentum of the Boycott, Divestment and Sanctions (BDS) movement.

Abstract Risk assessment provides a key input for determining the need for and extent of remedial actions necessary for sites contaminated with naturally occurring radioactive material or nuclear legacy sites. The choice of a modelling approach for risk assessment, and the corresponding toolsets should fit the assessment context, taking account of the complexity, and be clearly related to the questions to be addressed in the decision-making process. One of the objectives of Working Group 1 of IAEA Modelling and Data for Radiological Impact Assessments II (MODARIA II) Programme is to perform intermodel comparisons for case studies of selected sites, in particular, to help illustrate the applicability of different models and approaches as inputs to decision-making processes. This intercomparison exercise, which included the analysis of potential consequences on the management strategy for contaminated sites, has been performed for two sites: The former uranium mill tailings facility at Zapadnoe, Ukraine, and the phosphate processing facility at Tessenderlo, Belgium. Several models and computer codes have been used for one or both of these cases: AMBER, GoldSim, NORM And LegacY Site Assessment, Preliminary Remediation Goals (PRG)-dose compliance concentration calculator, and RESRAD-OFFSITE. The assessments explore the implications of using differing assessment frameworks and assumptions, as well as alternative modelling tools, on model outputs and as input for corresponding decisions on remediation strategy. This paper reviews both similarities and differences in the results of assessments performed using these different models. It discusses how different approaches can complement one another to help build confidence in the evidence base underpinning decisions. It also discusses the appropriateness of the different modelling approaches in a given assessment context. In one of the case studies in particular (Tessenderlo case study), the remediation strategy is essentially driven by the contamination of the site with heavy metals, such as cadmium. This has significant consequences on the choice of the most adequate approaches and scenarios for assessing the radiological risk and balancing their relative importance with other impacts. The development of a holistic approach to risk assessment is, therefore, highlighted.

This practice-oriented paper presents a human-centered design (HCD) framework that we developed to perform a comprehensive evaluation of a new health information technology (HIT) system under development, intended to replace a legacy system. The Department of Veterans Affairs (VA) Veteran Crisis Line (VCL) program provides a vital service in crisis intervention and suicide prevention. VCL staff rely on a Customer Relationship Management (CRM) legacy system, Medora. VCL intended to replace Medora with Microsoft Dynamics 365 (D365) CRM system. Due to wide-spread criticism of D365, the VA Human Factors Engineering (HFE) team engaged in a multi-study, mixed-method HCD evaluation to investigate the legacy system and intended replacement in terms of ability to support VCL staff needs. The HCD framework we developed to perform this evaluation may be adapted for other large-scale HIT transitions and may provide human factors practitioners with guidance to make evidence-based decisions to support (or abandon) such transitions.

BackgroundOutcomes instruments are used to measure patients’ subjective assessment of health status. The Patient-Reported Outcomes Measurement Information System (PROMIS) Global-10 was developed to be a concise yet comprehensive instrument that provides physical and mental health scores and an estimated EuroQol-5 Dimension (EQ-5D) score.MethodsA total of 175 prospectively enrolled patients with shoulder instability completed the PROMIS Global-10, EQ-5D, American Shoulder and Elbow Surgeons (ASES), Single Assessment Numeric Evaluation (SANE), and Western Ontario Shoulder Instability Index. Spearman correlations between PROMIS scores and the legacy instruments were calculated. Bland–Altman analysis assessed agreement between estimated and actual EQ-5D scores. Floor and ceiling effects were recorded.ResultsCorrelation between actual and estimated EQ-5D was excellent-good (0.64/ p < 0.0005), but Bland–Altman agreement revealed high variability for estimated EQ-5D scores (95% CI: −0.30 to +0.34). Correlation of PROMIS physical scores was excellent-good with ASES (0.69/ p < 0.0005), good with SANE (0.43/ p<0.0005), and poor with WOSI (0.17/ p = 0.13). Correlation between PROMIS mental scores and all legacy instruments was poor.ConclusionsPROMIS Global-10 physical function scores show high correlation with ASES but poor correlation with other legacy instruments, suggesting it is an unreliable outcomes instrument in populations with shoulder instability. The PROMIS Global-10 cannot replace actual EQ-5D scores for cost-effectiveness assessment in this population.Level of evidenceLevel II, study of diagnostic test.

Asset management technology is rapidly growing in the electric power industry because utilities are paying attention to which of their aged assets should be replaced first. The global trend of asset management follows risk management that comprehensively considers the probability and consequences of failures. In the asset management system, the risk assessment algorithm operates by interfacing digital datasets from various legacy systems. In this study, among the various electric power assets, we consider transmission cable systems as a representative linear asset consisting of different segments. First, the configurations and characteristics of linear asset datasets are analyzed. Second, six types of data cleaning functions are proposed for extracting dirty data from the entire dataset. Third, three types of data integration functions are developed to simulate the risk assessment algorithm. This technique supports the integration of distributed asset data in various legacy systems into one dataset. Finally, an automatic data cleaning and integration system is developed and the algorithm could repeat the cleaning and integration process until data quality is satisfied. To evaluate the performance of the proposed system, an automatic cleaning process is demonstrated using actual legacy datasets.

This paper explores the introduction of the new Teacher Performance Assessment (TPA) for graduate teachers in Australia. We investigate how the broader discussion around TPAs has been understood by multiple agents during an eight-month period from January 2019 to August 2019. Data includes legacy media, social media tweets and a survey of school leaders. The analysis draws on Bernsteinian (1975) theory about the way particular social relations produce differing sentiments of social unity. While eschewing a strict binary, legacy media was characterised by a mechanical solidarity which promoted the TPA as akin to a test. Contributions to social media and responses to the survey suggested an orientation to organic solidarity and a recognition of the complex inter-dependence of specialised roles within initial teacher education. These diverse social discourses carry the potential to influence the broader commission of what counts as graduate teacher quality.

The article describes the main areas of scientific and administrative activities of professor P.V. Ramzaev during his work in the Research Institute of Radiation Hygiene. In particular, the results of a study of global radioactive fallout in the Far North of the USSR, as well as a study of the radiation situation and an assessment of the doses to the public after the accident at the Chernobyl NPP, are presented in a systematic way. The leading role of P.V. Ramzaev in the development of hygienic regulation and in the development of the theory of health is shown. The activities of P.V. Ramzaev in the International Commission on Radiological Protection are discussed in detail. The role of P.V. Ramzaev in the development of the law «On Radiation Safety of the Population» is shown.

OBJECTIVEThe Patient-Reported Outcomes Measurement Information System (PROMIS), which is funded by the National Institutes of Health, is a set of adaptive, responsive assessment tools that measures patient-reported health status. PROMIS measures have not been validated for surgical patients with cervical spine disorders. The objective of this project is to evaluate the validity (e.g., convergent validity, known-groups validity, responsiveness to change) of PROMIS computer adaptive tests (CATs) for pain behavior, pain interference, and physical function in patients undergoing cervical spine surgery.METHODSThe legacy outcome measures Neck Disability Index (NDI) and SF-12 were used as comparisons with PROMIS measures. PROMIS CATs, NDI-10, and SF-12 measures were administered prospectively to 59 consecutive tertiary hospital patients who were treated surgically for degenerative cervical spine disorders. A subscore of NDI-5 was calculated from NDI-10 by eliminating the lifting, headaches, pain intensity, reading, and driving sections and multiplying the final score by 4. Assessments were administered preoperatively (baseline) and postoperatively at 6 weeks and 3 months. Patients presenting for revision surgery, tumor, infection, or trauma were excluded. Participants completed the measures in Assessment Center, an online data collection tool accessed by using a secure login and password on a tablet computer. Subgroup analysis was also performed based on a primary diagnosis of either cervical radiculopathy or cervical myelopathy.RESULTSConvergent validity for PROMIS CATs was supported with multiple statistically significant correlations with the existing legacy measures, NDI and SF-12, at baseline. Furthermore, PROMIS CATs demonstrated known-group validity and identified clinically significant improvements in all measures after surgical intervention. In the cervical radiculopathy and myelopathic cohorts, the PROMIS measures demonstrated similar responsiveness to the SF-12 and NDI scores in the patients who self-identified as having postoperative clinical improvement. PROMIS CATs required a mean total of 3.2 minutes for PROMIS pain behavior (mean ± SD 0.9 ± 0.5 minutes), pain interference (1.2 ± 1.9 minutes), and physical function (1.1 ± 1.4 minutes) and compared favorably with 3.4 minutes for NDI and 4.1 minutes for SF-12.CONCLUSIONSThis study verifies that PROMIS CATs demonstrate convergent and known-groups validity and comparable responsiveness to change as existing legacy measures. The PROMIS measures required less time for completion than legacy measures. The validity and efficiency of the PROMIS measures in surgical patients with cervical spine disorders suggest an improvement over legacy measures and an opportunity for incorporation into clinical practice.

The individual contribution of Burt himself to building and developing that foundation is nothing less than immense. He was totally committed as an individual psychologist, as a systems psychologist and as an academic psychologist. He combined within one discipline both the educational and the clinical aspects of the work of the educational psychologist. He believed in an ecological model of assessment. Also, in carrying out his own work, he established a basis for the core functions of educational psychology practice across the domains of consultation, assessment, intervention, training and research.

The accident at the Fukushima Daiichi Nuclear Power Station (FDNPS) following the Great East Japan Earthquake and the subsequent tsunami in March 2011 changed people's perceptions regarding nuclear power generation in Japan and worldwide. The failure to prevent the accident and the response to it had an enormous impact specifically on the communities close to the site but also across Japan and globally. In this review, I discuss radiation detection technologies, their use and limits in the immediate assessment and response, and improvements since then. In particular, I examine recent developments in radiation detection and imaging systems that, in combination with the enormous advances in computer vision, provide new means to detect, map, and visualize radiation using manned and unmanned deployment platforms. In addition to smarter and more adaptable technologies to prevent and minimize the impact of such events, an important outcome of this accident is the need for informed and resilient citizens who are empowered by knowledge and technologies to make rational decisions. The accident at FDNPS leaves a legacy concerning the importance of historical information, technologies, and resilience as well as challenges regarding powerful technologies that can provide substantial benefits to human society but that are also associated with risks of which we must be aware.

Soil phosphorus (P) built up due to past management practices, legacy P, in the Lake Okeechobee Watershed (LOW) in south-central Florida, U.S.A., is often discussed as the root cause of lake eutrophication. Improvement of the lake’s water quality requires the identification of critical P sources and quantifying their contributions. We performed a global sensitivity analysis of the Watershed Assessment Model (WAM), a common evaluation tool in LOW environmental planning, using the Morris method. A pre-calibrated WAM setup (Baseline) of the LOW sub-watershed, Taylor Creek Nubbin Slough (TCNS), was used as a test case. Eight scenarios were formulated to estimate the contributions of various P sources. The Morris analysis indicated that total phosphorus (TP) loads were highly sensitive to legacy P in improved pastures, the major land use covering 46.2% of TCNS. The scenario modeling revealed that legacy P, inorganic fertilizers, and other sources contribute 63%, 10%, and 32%, respectively, to the Baseline TP load of 111.3 metric tons/y to the lake. Improved pastures, dairies, citrus, and field crops are the top TP load contributors. Our results have important implications for water quality improvement plans in the LOW and highlighted the need for accurate spatial mapping of legacy P and incorporation of such information in modeling efforts for watersheds demonstrating legacy P problems.

AbstractThe centenary of the World Missionary Conference held at Edinburgh in 1910 has recently been celebrated. The Conference has been hailed as a decisive point in the rise of the modern ecumenical movement and in the history of mission. But there is a need for objective analysis of what the Conference achieved. This article examines the legacy of Edinburgh 1910 through the themes of unity and mission, exploring subsequent changes in attitudes and concerns in the four areas of secularization, empire, nationalism and gender. It suggests that the real achievements of the Conference have been obscured by the mythology that has grown up around it, and that a proper reception of the Conference requires much closer attention to the conditions that produced it than has conventionally been undertaken.

This study considered the urban infrastructure legacy impacts of mega-events in the Global South with a specific focus on South Africa’s 2010 stadia. By way of multiple case studies, undertaken in 2010 FIFA World Cup stadia in host cities Cape Town, Durban and Port Elizabeth, and applying a mixed-method approach, n=1120 urban residents living within a 2-km radius were surveyed in addition to interviews with key resource persons. The empirical findings indicate the existence of significant statistical differences in the perceptions of the urban residents and other stakeholder groups regarding the sustainability precepts that accompany the construction of stadia associated with the long-term urban infrastructure legacy implications. While the urban residents and the key resource persons agreed that the stadia had the potential to attract positive urban infrastructure legacy outcomes to their communities, one of the critical observations noted was the agreement that the costs associated with the maintenance and operations of these stadia were currently enormous, posing significant sustainability challenges and contentions. The study provides fresh insights into long-term mega-event urban infrastructure legacy impact assessment from a developing country perspective with innovative planning and strategy implications.

There is similarly little doubt about the judgment of time, for I think there would be general agreement with the assessment offered by Michael Katz (1982) several years ago that “in the last two decades there have been two landmark books in the history of social structure, one each for Britain and the United States. Both reflect not only the talents of the author but the national/intellectual contexts as well. For Britain the book is E. P. Thompson’s The Making of the English Working Class [1964]; for America it is Stephan Thernstrom’s Poverty and Progress [1964].”It is thus appropriate that we honor Stephan Thernstrom on the twentieth anniversary of a slim volume on a small city, which made a disproportionately big bang. We know he understands that to the extent that our honorific twenty-one gun salute may occasionally seem to be aimed not over but at him, this is only to keep him from feeling uncomfortably like the guest at his own funeral eulogies. Whatever the mix of criticism and praise, however, I suspect that he will be amused: all of this solemn discussion devoted to what was initially only a doctoral thesis which Professor Thernstrom, if he was anything like most of us, may have had to struggle, from time to time, to take altogether seriously.

The recent battle reported from Washington about proposed national testing program does not tell the most important political story about high stakes tests. Politically popular school accountability systems in many states already revolve around statistical results of testing with high-stakes environments. The future of high stakes tests thus does not depend on what happens on Capitol Hill. Rather, the existence of tests depends largely on the political culture of published test results. Most critics of high-stakes testing do not talk about that culture, however. They typically focus on the practice legacy of testing, the ways in which testing creates perverse incentives against good teaching. More important may be the political legacy, or how testing defines legitimate discussion about school politics. The consequence of statistical accountability systems will be the narrowing of purpose for schools, impatience with reform, and the continuing erosion of political support for publicly funded schools. Dissent from the high-stakes accountability regime that has developed around standardized testing, including proposals for professionalism and performance assessment, commonly fails to consider these political legacies. Alternatives to standardized testing which do not also connect schooling with the public at large will not be politically viable.

This article improves upon our current understanding of the Sociological Society’s contributions to the development of sociology in Britain. It challenges the assessment of the Society’s legacy made by Philip Abrams in 1968 and the more recent conclusions reached by scholars who contributed to a debate published in The Sociological Review in 2007. The article is built on original findings garnered from empirical research undertaken at The Sociological Review’s archives in Keele. It shows that, despite achieving some results in its attempts to introduce a particular type of sociology into Britain, the influence of the Society in establishing, both institutionally and intellectually, a sociological tradition was largely unsuccessful. A limited legacy, however, does not mean that the history of the Society is of little importance in the history of sociology in this country; on the contrary, as this article attempts to highlight, the Society deserves a critical examination precisely because of its limited legacy.
