Анотація:
This paper proposes the Analytic Hierarchy Process (AHP) as a tool to rank different critical success factors (CSFs) for construction projects in Lithuania. Considering the current lack of understanding of CSFs within the local context, this study is one of the first attempts to gain an understanding of the CSFs in the local industry. Our study revealed that, for construction projects in Lithuania, clear and realistic project goals, project planning, the project manager's competence, relevant past experience of the project management/team, the competence of the project management/team, clear and precise goals/objectives of the client, the project's value, the project's complexity and uniqueness, the project manager's experience, and the client's ability to make timely decisions are the top-ranking CSFs. In view of these findings, the study highlighted the key areas for successful implementation of construction projects in Lithuania.

AbstractRecent empirical evidence suggests that Chinese development finance may be particularly prone to elite capture and patronage spending. If aid ends up in the pockets of political elites and their ethno-regional networks, this may exacerbate ethnic grievances and contribute to ethnic mobilization. In this research note I examine whether Chinese development projects make local ethnic identities more salient in African partner countries. A new geo-referenced data set on the subnational allocation of Chinese development finance projects to Africa is geographically matched with survey data for 50,520 respondents from eleven African countries. The identification strategy compares sites where a Chinese project was under implementation at the time of the interview to sites where a Chinese project will appear subsequently. The empirical results suggest that living near an ongoing Chinese project makes ethnic identities more salient. There is no indication of an equivalent pattern when considering other donors’ development projects.

Purpose – The purpose of this paper is to complement the research that has been done in global projects so far and has two objectives: to study organizational challenges in global projects, compared with those of traditional projects; and to define and analyze the main organizational challenges the project team members and project managers meet when assigned to global projects. Design/methodology/approach – The research is based on a survey sent to 550 project managers and people working in a global environment, data from 246 respondents, and 30 interviews with senior project team members. Findings – The results show that the main organizational challenges are managing the external stakeholders in the global project; the local government in the country, local content demand, local authorities, local industry, and lack of support from the base organization and management. One of the conclusions is that companies need a relationship management approach to managing these challenges in global projects. Originality/value – Organizational challenges are an underestimated area in projects and when it comes to an in-depth understanding of organizational challenges in global projects only a very few studies have been published compared with other project management issues. This article contributes to existing research by presenting the organizational challenges in global projects and how they differ from traditional projects.

Sustainable regional development projects are a challenge for all countries, regardless of their geographic location, cultural differences, or level of economic development. Kazakhstan is also facing this challenge and tries to counteract this process by actively implementing regional development projects and programs. However, project effectiveness and project value remain bottlenecks as these projects are aimed to improve lives and work in rural areas and eliminate inequality; therefore, managing such projects is a complex issue. This study seeks to obtain data that will help to address these research gaps and to identify value aspects of such projects from the end-users’ perspectives – local communities. This can help to understand how to select projects with high value and enhance their effectiveness.For this purpose, in 2020, a questionnaire survey and semi-structured interviews of end-users of regional development projects implemented in local communities were conducted. 301 respondents from main mining towns included in the regional development program of the Republic of Kazakhstan have been surveyed and 18 deep interviews have been conducted. The results show that Kazakhstani regional development projects appear to have a low level of value from the perspective of main stakeholders and beneficiaries – local communities. Project value evaluation has also revealed that a concept of value is different for local government authorities, project teams, and local communities. The study expands knowledge on the management of regional development projects, revealing the importance of understanding the value for such projects to achieve success and enhance their effectiveness.

This study reviewed the system and policy direction of the urban regeneration project currently being promoted, and analyzed the residents' perception of the urban regeneration project in small local cities. Although the recent urban regeneration policy is in the direction of avoiding non-physical software projects such as resident capacity building, the purpose of urban regeneration projects is to revitalize the region through integrated promotion of non-physical projects along with physical projects such as maintenance projects. If the software business is completely excluded and the regeneration business is promoted, it is thought that there will be many difficulties in actual regional revitalization through the business. In addition, in the case of local eup/myeon units, the conditions for promoting urban regeneration projects in many aspects, such as the number of local populations and aging, are very different from those in the metropolitan area and urban areas. It is considered that it should be applied somewhat differently. Therefore, this study tried to find out the parts that need to be supplemented when promoting local regeneration projects by reviewing the current urban regeneration project promotion method from an institutional perspective such as legal guidelines. In addition, through an empirical analysis of residents' perceptions of the Hapcheon-eup urban regeneration project district, we analyzed the matters that should be applied differently from the urban regeneration project in the metropolitan area when promoting the urban regeneration project in the local area, and thus for the future urban regeneration policy of small local cities. It is intended to be presented as a reference.

Анотація:
Cost is the prime factor for driving to the successful of a project. A poor cost performance become a common problem in worldwide which bring a significant financial risk to both contractors and clients. Construction projects are relatively risky because the projects operate in a complexity and dynamic situation. This study aimed to explore the major contributors of cost overrun and propose strategies in minimizing the cost overrun factors involving local private residential projects in Malaysia. A quantitative method was applied to the respondents from contractors firm Grade G7 in Selangor area, and the data were analyzed using Likert scale to obtain mean score. There are 5 categories of cost overrun factors found from previous studies. Design error and poor contractors site supervision were ranked as the top two contributors to cost overrun in Private Residential Projects. Additionally, 79% of the respondents agreed that construction projects face cost overrun with an average amount of 1-5% of contract sum. 9 strategies are available to overcome the problems and the result shows that effective strategic planning is the most effective mitigation.

Introduction: Poverty is the burden of South African people and is the result of the laws of the apartheid system. Poverty affects millions of people most of which live in the rural areas. Thus poverty alleviation is one of the priorities of the government. The Reconstruction and Development Programme (RDP) is one of the policy documents that aimed to build a democratic government. The RDP document (in African National Congress, 1994:4) stated that poverty alleviation or attacking poverty was the priority of the government from the beginning of democracy and that it is the same case today with the poverty alleviation projects by the Department of Social Development (DoSD):- “But an election victory is only a first step. No political democracy can survive and flourish if the mass of our people remain in poverty, without land, without tangible prospects for a better life. Attacking poverty and deprivation must therefore be the first priority of a democratic government”. Therefore the statement above echoed the sentiments of the newly elected democratic government of 1994. The aim was to provide houses for all specifically the disadvantaged people, to provide water and sanitation for all, to provide electricity, maintenance of roads, improvement of health facilities, job creation, improvement of skills, improvement of income and many more. These privileges were not enjoyed by all during the apartheid era specifically the black masses. The above promises are not all fulfilled but the government is busy providing programmes through different departments. For an example this research report is about poverty alleviation projects that are being provided by the DoSD. This section of the study attempts to provide an overview of the study, including the rationale and background of the study as well as the study area and its challenges. Included in this overview is the context of the study, the research problem, the research question, the research purpose, and the research objectives.

The current study aimed to evaluation of a Rural Development project in this case the (Kabelo Trust), by evaluating the factors that contributes to its sustainability even though 70% of the members did not undergo high school education. Qualitative research methods was employed in gathering accurate information from the project members about the strategies that they are employing in sustaining the project while many government funded project does not last for even a year. The involvement of the stakeholders like Setsoto Local Municipality, the Department of Agriculture and the Department of Rural Development and Land Reform, the role they played in the project was also explored. It was therefore suggested by the researcher that the main stakeholder which is the Department of Agriculture should assist the project in establishing market for products in other countries.

The construction of wind power is strongly associated with negative local externalities in terms of noise, shadows, visual impact and effects on local environment. To compensate for these negative effects, wind developers seek to find methods to create more local value. The purpose of this study has thus been to identify and evaluate potential methods to increase the local value creation from onshore wind power projects, mainly in the Swedish context. Firstly, from the literature review and interviews, four different approaches to create local value has been identified. The four identified methods to create local value are (1) community funds, (2) local ownership, (3) modernization and (4) local content. Of these identified methods, local content is deemed to have most potential in creating local value. The use of local content has generally been strong in the UK, why this study comprises a field study that reveal that British wind developers manage to appoint up to 20-30 % of the total capital expenditure to local companies. Compared to Sweden, the same number is as little asone percent. The explanation to this significant difference could be explained by “three I:s”,, namely, (1) Identification of local companies, (2) Information of opportunities and requirements and (3) Incentive creation for the main contractors. For Swedish developers to overcome the problems associated with the three I:s, the study presents seven activities that are possible to implement directly into the development process of wind power. Together these activities create a comprehensive way of enhancing the possibility for local companies to be involved in the construction phase, and by doing so, increasing the local value creation.

The global economy has been reeling from the continued effects of the economic crisis since 2007. A range of approaches to economic recovery have been followed, ranging from financial bailout during the 2007/08 financial crisis, to austerity measures in the most recent 2011/12 sovereign debt crisis, but each with limited success. South Africa has similarly experienced significant shockwaves from the meltdown. The South African economy officially entered into recession in the second quarter of 2009. The economy was quick to emerge from economic recession by the first quarter of 2010, but has been on a bumpy path of recovery since. Moreover, economic recovery has been thwarted by the ensuing sovereign debt crisis in the Euro. South Africa is characterised by inequitable growth and development, a high incidence of poverty, a relatively underdeveloped economic base, low levels of skills development and low levels of access to basic services and infrastructure. LED has had a difficult birth in South Africa with regards to accomplishing its objectives of job creation and poverty alleviation. In an attempt to address these problems, the Amathole District Municipality has implemented a number of local economic development projects within the area aimed at improving the wellbeing of communities through the creation of job opportunities and sustainable livelihoods. The study is intended to assist the municipality to identify and address challenges that affect the successful implementation of LED projects. The following research aims to identify and assess the impacts that these projects have had on beneficiaries and the district as a whole. Furthermore the research aims to identify project successes as well as highlight shortcomings in order to enhance the economic impact of these projects in the future.

The purpose of this study was to investigate the of a role of local economic development (LED) project in the rural town of Stutterheim, with reference to Mgwali Cultural Village and Abenzi Woodhouse project in town. The main objective was to gain understanding as to whether these LED projects have contributed to the positive change in the socio-economic conditions of rural people in the area. The study also sorts to ascertain and understand at challenges the projects face and the role played by various government departments, and private sector organisations in supporting the projects. In depth case study was used in the study involved various data collection instruments, tools like interviews, questionnaire and observations. Findings suggest that if LED projects are properly managed and supported, they can play a vital role in poverty alleviation in rural areas. They can provide employment and can definitely improve socio-economic conditions.

Exploring the Nature of Success in Local Projects for Sustainable Energy This research presents an understanding of the nature of success, and the problematic nature of local projects for sustainable energy. Sustainable energy is a critical issue in the UK to alleviate climate change, energy insecurity and energy poverty. Literature is reviewed from three different disciplines; socio-technical systems, behaviour change, and elements of planning literature including governance, communities and sustainability. The review demonstrates that success for such projects is difficult to achieve because energy is provided through an embedded sociotechnical system which being inert is resistant to change; because energy behaviour is complex and hard to alter, and because local projects are difficult to implement. Two Birmingham projects were used as longitudinal case studies; one led by the local authority and one by a voluntary community group representing different approaches to sustainable energy. In both projects, energy efficiency and/or microgeneration technologies were installed and were followed over a period of 18-20 months. Monthly board meetings were attended, documents were studied and 62 interviews were carried out with the beneficiaries of the projects and the project organisers, at two points in time. The nature of success in both projects was explored, as meanings and priorities ebbed and flowed over the course of their lifetimes. In both projects many causative beliefs were found which defined the problems that each project was trying to solve, the solutions to those problems, and hence the nature of success. This needs to be understood at many levels; at the level of the individual, the level of the group delivering the projects, and at the level of society, or the social system. Failure at one level or in one aspect of the problem does not preclude success at another level or in another aspect. Success can include the achievement of behaviour change, system change or the installation of appropriate technologies, and the achievement of the delivery of locally acceptable projects. However success also includes the resolution of particular local issues, which colour local projects for sustainable energy. Thus, ‘success’ means many things on many levels, as the problem faced by local projects for sustainable energy is multi-faceted, multi-level, complex and holistic, and because these meanings change and become more or less salient during the life of a project. Those projects which can explicitly promote and manage these different successes have more chance of being viewed positively. The current literature does not address these issues, and hence does not fully represent how these projects progress and are portrayed. This is essential if local projects are to be built upon, to create a sustainable energy future.

The study investigated the problems and challenges facing the Amathole District Municipality when implementing Local Economic Development (LED) projects. The aim of the study was to evaluate the factors affecting this implementation. The other major challenge is the number of different institutions and agencies that are involved in LED. Consequently, the desired results cannot be achieved, thus the communities continue to live in poverty, the local economy cannot improve and there will be a high rate of unemployment. In order to address the research problem and to achieve the research objectives, available literature on Local Economic Development was reviewed. Empirical data was also collected making use of face-to-face interviews. The research revealed that the implementation of LED projects has not been entirely effective, mainly caused by the lack of capacity within the municipality to fully provide support in the implementation of LED projects; limited funding; shortage of personnel; political and administrative instability; problems regarding to social facilitation; and LED not being prioritised by the municipality and also seen as an unfunded mandate. From the investigation, the findings indicate that the effective implementation of these projects require strengthened capacity which needs more funding, more skilled personnel to drive the process, de-politicised development and the municipality to prioritise high impact projects that yield sustainability as opposed to smaller projects that unsustainable.

ABSTRACT LOCAL DYNAMICS IN THE PROCESS OF CONSERVATION AND RESTORATION PROJECTS IN KASTAMONU Aysu Kes M.Sc., Urban Policy Planning and Local Governments Supervisor: Assoc. Prof. Dr. Sibel Kalaycioglu January 2006, 102 pages The aim of this thesis is to understand the local participation dynamics in Turkey, especially in the cities with small populations. The conservation and restoration projects in Kastamonu were chosen as the case in order to achieve this aim. These projects include the restoration and reuse of historical/traditional houses in Turkey. The research was focused on the stakeholders in relation to these projects in order to be able to examine the social processes with regard to the local participation in Kastamonu. The major data collection method of this research was interviews with three groups of stakeholders. These stakeholders were the decision- makers, the owners of the houses, and the local people. For the research, 41 interviews were conducted in November 2004 in Kastamonu. The interviews included questions with regard to perceptions of the respondents about the issues of participation and decision- making dynamics, as well as the conception of sense of place, through the conservation and restoration processes. All these interviews were recorded and transcribed for discourse analysis. There are three major findings of this thesis. Firstly, the stakeholders do not have a consistent perception of what participation is. This leads to the second finding that the level of interaction and the level of participation are low among the stakeholders. Thirdly, the conservation and restoration projects in Kastamonu are perceived as economic investments by the vast majority of people. The heritage and cultural value of the houses are less frequently referred to.

This research explores three design-research projects led by the author that transformed locally sourced, underutilized biomaterials into high-performance building products tailored to their regional contexts. They are intended to expose barriers related to product development, permitting, code compliance, and application, each key limitations for the widespread acceptance and utilization of novel low-carbon construction materials. One case-study project, the New River Train Observation Tower, involved the utilization of low-grade timber products for the development of local-species CLT. The low-grade “trash” wood for the structural product was sourced, milled, pressed, and utilized locally, thus significantly reducing carbon emissions from construction, benefitting the local economy, and resisting region-specific pests/fungi. The thirty-foot-tall, publicly accessible tower was the first hardwood CLT building in the United States to receive a building permit and to be constructed with local- species wood. Another practice-based research project by the author titled “Lake House” employs local alternatives for non-renewable building products. The project involves the utilization of thermally modified wood and highlights key hurdles to locally sourced, bio-based material utilization. Each project exemplifies a material-based carbon management strategy and is affiliated with the author’s research at the Center for Low-Carbon Structures and Systems at Virginia Tech, a multidisciplinary research unit focused on the development and implementation of novel bio-based building systems. Both case study projects and their related low-carbon products/systems align with the AIA Framework for Design Excellence, specifically Designing for Resources and Designing for Economy.

Between 2020-2022 supply chains saw delays and scarcity, especially in the realm of building and construction materials. Years before the 2020 pandemic disrupted economic systems, public agencies in the eastern half of the United States were, and still are, battling the pandemic of the Emerald Ash Borer (EAB) and its infestation of the ash tree species. Today EAB infestations have been observed in 36 states. While the total number of ash trees removed in the US is incalculable at this point, Michigan has recorded 30 million felled trees so far due to EAB infestations.1 This pest has quickly become one of the most damaging insects to ascend upon the landscapes and streetscapes of the United States (see Figure 1). The removal and processing of the infested trees also poses an immense economical cost to the public. And yet, a larger subsequent question looms, what to do with the logs from the felled ash trees? Because of the absence of a clear alternative pathway for this valuable and viable building material, the wood is typically treated as waste and slated for a landfill, mulch, or firewood. In total, the labor, equipment, and energy used to dispose of ash logs signify inefficiency and lack of resourcefulness. 2 However, by studying businesses in storm prone areas that view damaged trees as a resource, the efforts of design- build programs can route this material stream to reconnect it with local communities and public agencies.

Community projects implemented by using LEADER method during the programme period of 2014–2020 have new requirements for projects‘ effectiveness that are related with business development in the context of territorial development. Practice of past period shows that while preparing and implementing local development projects most rural community organizations brought up-to-date priorities of investors, not those of development of rural territories. The problem is that during implementation of projects there is a lapse into fragments, single or short-term goals unrelated to use of project’s results for development of populated locality. Research goal – having analysed theoretical peculiarities of projects‘ management, to distinguish directions that determine effectiveness of community projects. Structure of research methodology consists of theoretical analysis of factors determining project‘s succession and research of case of community projects implemented by using LEADER method. Researches of factors determining project‘s succession are based on analysis of research of scientific projects‘ management. The case researched a succession of community projects implemented in Prienai district during the period of 2007–2013 and use of the results in designed forethoughts during the period of 2014–2020. In the article, there is a scheme of management of effectiveness of community projects prepared and directions that determine succession of community projects distinguished.

Advancing the decarbonization of the economy will involve deploying many renewable energy facilities and infrastructure in the coming years. Despite the socioeconomic and environmental benefits of renewable projects, infrastructure deployment is hampered by opposition from the local population in the areas where the projects are located. This study analyzes the factors that influence the acceptance of renewable energy projects in local environments, the causes of the population's rejection, and the policies, measures, and strategies that can favor their deployment in those cases where the projects are economically and technically viable. Through a review of academic literature and case descriptions on the social acceptance of renewable energy projects in local environments, the main barriers and determinants of the acceptance and participation of the population in these projects are identified. We also draw conclusions and lessons learned that facilitate the development of barrier mitigation strategies and best practice guidelines for developers.

There are numerous efforts underway at the local, regional, and state level across the state of Connecticut to address the impacts of climate change. Scientific assessments, community engagement, and adaptation project designs are just a few of the key activities. Additionally, climate-related goals are being integrated into some local planning processes and some municipalities have undertaken resilience plans. Despite these projects, there are glaring gaps in the existing authority or obligations of local governments that potentially hinder climate planning at the local level. This type of systems analysis highlights specific planning obligations that are often related to climate planning but have not yet incorporated the impacts and adaptations to climate change fully. However, optimizing or expanding existing local authority or planning obligations could significantly advance adaptation across the state. Firstly, it would make climate planning an ongoing effort as opposed to episodic. Secondly, it could address gaps that have the potential to hinder projects currently underway. Thirdly, it could advance efforts to address historically excluded and harmed communities across the state by ensuring they are included in climate change planning and that adaptation projects or resilience programs and policies redress those inequities. This white paper outlines the gaps in resilience planning authority and planning mechanisms then provides potential opportunities to address the gaps.

This paper assesses the welfare impacts of local investments projects in rural areas of Guatemala. Using census track data from two rounds of the Guatemalan population census, as well as administrative data on investment projects, the authors estimate the impact of education, sanitation, productive, and total investment activities at the village level on measures of welfare. This is the first impact evaluation of social funds in Guatemala, and also the first paper that uses village level data, and both a multi-treatment effect approach and the generalized propensity score with continuous treatments to analyze this type of interventions. The outcome is such that local investment in schools significantly boosts enrollment and investments in water and sewerage significantly improved measures of access to water. The authors also examine the welfare impacts in regards to infant mortality and school progression.

We investigate whether investments in renewable energy – solar and wind plants – create jobs in the municipality where they are located. Using 13 years of monthly data, we exploit the variation in the timing and size of investment projects across more than 3,200 municipalities in Spain, a country with substantial investments in this area. We use a new estimator for staggered differences-in-differences analysis that extends the local projections approach with clean controls (Dube et al., 2022). We find strong heterogeneity in the magnitude and pattern of the impacts of solar and wind investments. On average, solar investments increase employment by local firms, but the effects on the unemployment of local residents are weak. The effects of wind investments on local employment and unemployment are mostly non-significant. These findings have important implications for public policy.

Civil society can be broadly defined as the area outside the family, market and state. As such, civil society encompasses a spectrum of actors with a wide range of purposes, constituencies, structures, degrees of organisation, functions, size, resource levels, cultural contexts, ideologies, membership, geographical coverage, strategies and approaches.This rapid literature review collates available literature on funding mechanisms and barriers to local CSOs gaining access to funding and the extent to which funding leads towards organisational development and sustainability. Broadly, it is asserted that in terms of funding, local CSOs often struggle to secure funding equivalent to that of INGOs and their local representatives. Kleibl & Munck (2017) reflect that indigenous non-state actors do not receive large shares of development funding. For example, only 10% of the total funding for US-funded health projects in Uganda was allocated to indigenous non-state actors.Given the diversity of CSOs and the variety of contexts, sectors they work in and the services they supply, it is challenging to summarise funding mechanisms available to local CSOs and the barriers to accessing these. Recent analyses of CSO funding report that while the total CSO funding in many contexts has continued to increase in absolute terms since 2015, its relative importance (as a share of total Overseas Development Assistance) has been decreasing (Verbrugge and Huyse, 2018). They continued that ODA funding channelled through CSOs (i.e., funding that is programmed by the donor government) remains far more important in volumes than ODA channelled directly to CSOs (which is programmed by CSOs themselves).The literature identifies three principal mechanisms by which donors provide financial support to civil society actors: a) Direct support to individual or umbrella organisations; b) Via Southern government; c) Via Intermediaries – largely Northern NGOs.
