Introduction. The objective pattern of development of any socio-economic system is cyclical, which includes the crisis phase. This phase is especially evident in the current conditions of functioning of international business entities in various fields and industries. A review of scientific publications has demonstrated the fragmentary nature of research on the formation of an anti-crisis mechanism for managing international business entities. That is why the problem of studying the possibilities of survival in the economic crisis and the application of an effective mechanism of crisis management is one of the most pressing today. Purpose. The purpose of the article is to develop theoretical and methodological provisions for improving the substantive characteristics of the mechanism of crisis management of international business entities. Method (methodology). The article uses a number of general scientific research methods, including monographic method, methods of scientific abstraction and generalization, dialectical method, induction and deduction provided gradual refinement of structural elements of the mechanism of crisis management in modern conditions. Results. It is proved that the crisis is derived from the cyclical nature of the reserves of the economy, which on the one hand causes a real threat of bankruptcy for international businesses in a period of declining production, and on the other - is an objective prerequisite for their further growth and development. The periods of development of the crisis of the subjects of international business are formed and the managerial, financial and economic-legal crisis are singled out accordingly. The article proposes to understand the crisis of international business entities as a set of situations caused by exogenous and endogenous factors that upset the balance of the international business entity, and over time may lead to changes in organizational, economic and production mechanism of its operation. The authors of the article build a mechanism of anti-crisis management of international business entities, which is a set of elements, technologies and tools that provide prediction of crisis danger, symptom analysis, and identify measures to reduce the negative effects of the crisis for international business entities and the use of factors for their further development. The constituent elements of the mechanism of anti-crisis management of international business entities are grouped into six blocks: crisis diagnosis; selection and substantiation of influencing factors to determine the signs of crisis; determination of the phase (stage) of the life cycle of an international business entity; determining the type of crisis management; selection and substantiation of indicators for crisis diagnosis; implementation of crisis management. The proposed mechanism allows to bring international business entities out of crisis situations and ensure the stabilization of their financial condition.

The article studied the state of resource potential of research and development organizations of business sector of the Russian science and the problems of innovative entrepreneurship development in Russia. The authors proposed organizational and economic crisis management mechanism for innovative business structures, examined the content and meaning of the anti-crisis stabilization program, classified activities included in its structure. The Use of Eisenhower techniques “important / urgent” is considered in order to optimize the use of resources for implementation of anti-crisis program of measures and deadlines for their implementation. Proposed organizational and economic mechanism of crisis management for organizations of science business sector will allow to overcome the crisis state and ensure sustainable development.

According to the authors of the article, the creation of a specific structure for anti-crisis management should depend on the volume of activity and size of the enterprise, as well as the phases of the crisis: light, deep, catastrophe. As a result of this study, the authors found that the issues of organization planning of the company's anti-crisis management services and the mechanism for its functional provision remain insufficiently investigated today. The principles considered by the authors on the proposed introduction to the anti-crisis management service argue that it should always be ready to overcome the crisis or critical pre-crisis situation that may arise due to a conflict of interests of the owners of enterprises in the market and the influence of factors of the internal and external environment.

Abstract. The aim of the article is creation of a conceptual framework and formulation of practical recommendations for development of the methodological foundations of anti-crisis management in the sphere of international tourism and hospitality services. The key problem investigated in the research is assessment of the scale of crises in the international hotel and tourism business sphere, as well as outlining the conceptual model of the anti-crisis management mechanism with regard to the COVID-19 pandemic. The core scientific results have been obtained using the general scientific methods of research, the retrospective, statistical, financial, and factor analyses, the correlation between the studied phenomena and the existing practice, as well as the target-oriented method. The conceptual approaches to identification of the functional elements of anti-crisis management in international tourism and the hospitality services sphere have been determined. The scale and features of the impact of the COVID-19 crisis factors, which have caused lingering destabilizing processes in the international hotel and tourism business, as opposed to the consequences of the 2003 atypical pneumonia (SARS) epidemic and the 2009 global financial crisis, which had been of a short-term nature, have been analyzed. Special attention is paid to analysis of the international tourism environment in the European region, the consequences of quarantine restrictions implementation in the hotel and restaurant business sector are assessed. The internal structure of the mechanism of institutional support for hotel and tourism business, which includes fiscal and monetary policies, tools for human resources management, market intellectualization, public and private partnership, as well as a restart of tourism and hospitality, has been analyzed. The results of the research have permitted determination of the instruments for responding to the crises caused by the COVID-19 pandemic, formulation of conceptual approaches to identification of the crises sources and the process of anti-crisis management in hotel and tourism business. The practical significance of the obtained results shows the prospects of using the core scientific statements of the article in the practice of anti-crisis management of hotel and tourism business. The thesis analyzes measures adopted and applied by the EMU crisis management in years 2010 to 2012, that means at a time when debt and currency crisis was affecting the euro area countries the most. The main focus is dedicated to the rescue mechanism EFSF and expansive monetary policy of ECB as these crisis management tools were used for stabilization of the debt situation in Ireland, Portugal and Greece. Analyzing of these tools leads to assess their contribution to selected country and to European monetary union as a whole. The final part is devoted to possible solutions for the debt crisis and to the future of the eurozone and the common currency.

Актуальность темы: в современных условиях пандемии и сложившейся напряженной конкурентной борьбы возросла роль стратегического планирования, которое определяет жизнеспособность и стабильность работы предприятия. Цель – разработка методического подхода и практического инструментария для реализации антикризисной стратегии компании на основе стратегии «голубого океана» с применением технологий проектного управления. Задачи: изучить теоретические аспекты базовых стратегий вывода компании из кризиса и проектных технологий в реализации стратегии; проанализировать внешнюю и внутреннюю среды компании и обосновать необходимость перехода к стратегии «голубого океана»; разработать проект по внедрению антикризисной стратегии компании и сделать рекомендации по снижению рисков проекта. Научная новизна работы заключается в дополнении существующих антикризисных маркетинговых стратегий стратегией «голубого океана»; адаптации стратегии «голубого океана» в качестве антикризисной стратегии фирмы; совершенствовании методики внедрения стратегии «голубого океана» за счет применения технологий проектного управления. Предложенная совокупность методов является основой разработки и процесса внедрения антикризисной стратегии ИП Карамышева С.В. Также предложенные методы могут быть применимы компаниями, которые находятся в поиске возможностей роста, желающих повышать ценность своих товаров и услуг для потребителей, избегая прямой конкурентной борьбы. В результате решения поставленных задач были получены следующие выводы: В качестве альтернативной антикризисной маркетинговой стратегии была рассмотрена стратегия «голубого океана» и аналитический инструментарий, необходимый для разработки стратегии: как стратегическая канва, модель четырех действий, решетка «упразднить – снизить – повысить – создать». Основываясь на основных ценностях потребителей, была определена необходимость в создании продукта, отличающегося красочным и привлекательным внешним видом и натуральным составом без использования синтетических добавок. Выбранная стратегия «голубого океана» позволяет вывести предприятие из кризисного положения путем реконструирования границ рынка, а также дает возможность компании осуществлять рыночную деятельность, уклоняясь от дорогостоящей прямой конкурентной борьбы. А использование технологий проектного управления при разработке антикризисной стратегии – осуществлять процесс внедрения и разработки одномоментно, что крайне необходимо в условиях кризиса. В рамках данной магистерской диссертации на основании создания новой стратегии компании были даны рекомендации по реконструкции границ рынка, заключающиеся в открытии нового целевого сегмента рынка, изменении функциональной и эмоциональной привлекательности продукта для потребителей, а также расширению каналов распределения продукта.
Relevance of the topic: in modern conditions of a pandemic and the current intense competition, the role of strategic planning determines the stability and stability of the enterprise. The goal is to develop a methodological approach and practical tools for the implementation of the company's anti-crisis strategy based on the “company strategy” strategy using project management technologies. The proposed set of methods for the development and implementation of an anti-crisis strategy SP Karamysheva S.V. Also, the proposed methods can be applied, which are achieved in the search for growth opportunities who want to increase the value of their goods and services for consumers, avoiding direct competition. As a result of solving the tasks, the following conclusions were obtained: As an alternative anti-crisis marketing strategy, the strategy of the “blue ocean” and the analytical tools necessary for developing a strategy were considered: as a strategic canvas, a model of four actions, a lattice “abolish - reduce - increase - create”. Based on the core values of consumers, the need was identified to create a product that has a colorful and attractive appearance and a natural composition without the use of synthetic additives. The chosen strategy of the “blue ocean” allows the company to get out of the crisis situation by reconstructing the boundaries of the market, and also enables the company to carry out market activities, avoiding costly direct competition. And the use of project management technologies in the development of an anti-crisis strategy is to carry out the process of implementation and development at the same time, which is extremely necessary in a crisis. Within the framework of this master's thesis, based on the creation of a new company strategy, recommendations were given for the reconstruction of the market boundaries, which consists in opening a new target market segment, changing the functional and emotional attractiveness of the product for consumers, as well as expanding the product distribution channels.

The 9/11 inspired the patriotism among American citizens and made them to recognize the importance of national security once again. As a result, big changes had happened in the context of crisis management. In order to prevent future incidents similar to 9/11, the U.S. government immediately created the Department of Homeland Security (DHS) to unify all related agencies and resources. Almost half of American businesses adopted the Enterprise Risk Management, a new and broad approach dealing with crisis. 38% of companies established a new position, Chief Risk Officer, to lift the crisis management to the executive level. Crisis management involves the estimation and prediction of risk factors and probabilities for crisis planning in order to minimize the chances and damages of a crisis and help an organization to recover from a crisis in a short time period. It is one of essential techniques for business continuity in the modern world. This paper used the method of case study of the social science to explore the change of crisis management mechanisms before and after the 9/11 in the United States, with a focus on the establishment and function of DHS. Several essences had been found in the contemporary crisis management. These essences include (1) that crisis management has became much more full-spectrum; (2) that the level of crisis management in an organization should be elevated, and (3) that the leadership is much more important. Further, the process of DHS’ establishment exemplified several key elements of a successfully new mechanism. The Study of Crisis Management Mechanism in Local Department of Education Abstract The purpose of this study was to find the differences of crisis management mechanism between the current situation and the demand cognition in local department of education. For reaching the research purpose and understanding the difference between the variable of different organization background (including:area、agency) and the variable of different staff’s background (including:gender、age、service seniority、task、educational background and crisis management experience) in 5 stages of crisis management mechanism (including:prevention、preparedness、response、recovery、learning) , I investigate 120 staffs in local department of education by the questionnaire called “The Current Situation and The Demand Cognition in Local Department of Education” . Total validity samples of the questionnaire are 113 samples, and the response rate reaches 94.16﹪. To examine the researcher’s assumption, the data is analyzed by Percentage、Liability analysis、T-test、One-way ANOVA 、Scheffe’ and Pearson Product-moment correlation and dealt with SPSS Chinese windows 10.0 version software package. The major discoveries of the study are listed as following : 1. In 5 stages of crisis management mechanism, there are obvious differences between the current situation and the demand cognition in local department of education. 2. In 5 stages of crisis management mechanism, there are obvious differences in the variable of different organization background (including:area、agency). 3. In 5 stages of crisis management mechanism, there is no difference in the variable of different staff’s background-----including gender and task. 4. The local department of education and schools should plan the task grouping for the demand of investigation and reconstruction in crisis situation. B. Depend on the crisis types, the local department of education should arrange the right people to do the counseling work. 5. In learning stages of crisis management mechanism: A. The local department of education should offer the crisis management information and have seminars for all staffs. B. The local department of education should establish the performance appraisal of crisis management mechanism and keep under control. 6. The local department of education in offshore islands should improve their resources and crisis management education. 7. Recommendation for the staffs of local department of education : A. Do your best on your work and try to understand the crisis management mechanism of your department. B. Help schools to prevent the crisis, and help them to establish the crisis management mechanism. C. Reinforce and cultivate the crisis management knowledge and adapt yourself to circumstances. D. Local department of education should reinforce the crisis management knowledge for the newcomers. 8. Recommendation for the future studies: A. Broaden the research areas and subjects. B. Try to change the research method , for example :the field observation and intensive interview of the case study and so on. C. Regarding the research approach, studies can try to research the crisis management structure or the efficiency evaluation. EN : The analysis of the main mechanisms of anti-crisis management in an industrial enterprise in the market. The main factors of necessity of introduction of anti-crisis management system in activity of industrial enterprises are analyzed. Possible ways of implementation of anti-crisis measures at the enterprise are investigated on the basis of analysis of foreign and domestic experience. Measures to develop an anti-crisis program of activity at the enterprise of PJSC "Zaporizhstal" are substantiated. Practical recommendations on the development of a program of anti-crisis measures at PJSC "Zaporizhstal" were given.

Abstract There are three principles to treat current financial problems,such as ordinarily financial supervsion,crisis precaution and crisis management. The financial supervision agencies establish several asset resolution modes to treat the assets of bankrupt financial mistitation,to collect capital and to reduce frozen capital. However,precaution will be the better policy than any treatment for financial cressis. The agency must enhance their supervision on risk management and crisis management mechanism to prenent the financial crisis. Actually, the community financial institutions in Taiwan have the following structural problems. First the district banking system,esp. the credit department of the farmers’and fishmans’association are most too rural village or town type,but not national scale,to disperse and share risk. Second, all community financial institutions not own capital stock and derive lower net worth,and also personalized organization lead high moral hazand. The supervision agency musb build the system to superviese, and integrate the coordination amony several agencies. The purpose of the study wants to review the function the crisis management mechanism toward the community financial institution in Taiwan, And based on theoretical and legal constuction, the study deduce from the experiences of case study and comparative empirical measurements to make defensible conclusions and suggestions as follows: 1. The community financial institutions in Taiwan still exist the prodromal crisis. 2. The community financial mistitution in Taiwan have notorious bad debt and many have acute financial crisis. 3. The powerful supreviesion and sufficient capital are two fundamental factors to prevent the community financial crisie and are better than post-treatment and takeover. 4. The inefficient internal controls are key issue for the community financial crisis. 5. The precaution of crisis management will be better than post-resolation on the community financial crisis. The natural and climatic factors (PCFs) characterizing the natural environment of Eastern Europe (Russia and Ukraine) and Western (England and France) are considered. Eastern Europe is in the zone of negative PCFs, close to critical. The influence of the PCF on the vital activity of the state and man is systematically described: mentality, systemic thinking, human health, ensuring the safety of life, sustainability of development, agricultural production, housing and communal services, construction, industry, information security, parrying of the PCF, the influence of the PCF on the development of science and education. Anti- N-methyl-D-aspartate receptor (NMDAR) encephalitis is a severe but treatable recently identified form of immune-mediated encephalitis associated with antibodies in serum and cerebrospinal fluid (CSF) against the GluN1 subunit of the NMDAR. Research has rapidly expanded the understanding of disease mechanisms and how the condition manifests in different populations (e.g., pediatrics vs. adult, cancer vs. noncancer, male vs. female). Immunocytochemical, physiological, and molecular studies of the effects of human CSF on the rodent and murine brain in vitro and in vivo indicate a noncytotoxic antibody-mediated mechanism of disease pathogenesis. Finding positive antibodies prompts a search for occult neoplasm, most likely ovarian teratoma in young women; other age groups and male patients are less likely to have tumor but need to be screened. Fifty percent of patients respond to first line steroids, IVIG, plasma exchange or a combination, and many others improve with addition of rituximab or cyclophosphamide. Cured patients may have cognitive or motor sequelae, and refractory disease and death may occur despite treatment. Knowledge about etiology and biomarkers of refractory disease are lacking. Additional work is needed to further elucidate the origin of the immune-mediated response, to determine optimal clinical management and develop effective therapies for refractory patients.

This chapter characterizes the overall strategy of public services reform apparent in England after the global financial crisis of 2008 and during the period of the UK’s Coalition government 2010–15. It argues that what can be termed a ‘proto narrative’ of reform, orientated around so-called ‘Big Society’ ideas, emerged around 2010. However, we argue it was trumped in the end by Treasury-led and New Public Management-friendly austerity discourse. The concrete example is taken of the health policy to form new clinical commissioning groups in the primary care sector. They were presented as a mechanism which could promote professional engagement in commissioning. However, they were soon subjected to top-down performance management pressures and systems, including strong attempts to prevent financial deficits from emerging at a local level, which eroded bottom-up and professionally driven innovation. We conclude that the Big Society proto reform narrative failed to consolidate itself.

AbstractThis chapter argues that climate change, the global macroeconomic crisis and the weakening of democracy are all expressions of the same incoherence in the present global economic system, which operates on the basis of major ‘market failures’ that are characterized by the same kind of economic mechanism based on biased relative prices for fossil energies, financial returns and social cohesion. Therefore, the only practical solution is to make sustainable production profitable by first correcting these relative prices in order to re-establish a systemic convergence between private and social returns and between political and economic democracy.

AbstractIn a context of increasing mobility, the management of social protection issues from below may encompass several countries. The limited studies on this topic mainly frame migrants’ use of an extended transnational social-protection space as an opportunistic strategy aimed at increasing resources. This chapter analyses the cross-border arrangements of dual Ecuadorian-Spanish citizens coping with the recurrent crisis, adopting a socio-spatial perspective of circulation over the life course. Our findings show that families flexibly adapt to such destabilisations through a mechanism of diffuse circulation of support as compensation practices implying a risky accumulation of constraints and vulnerability. This contrasts with the framings on migrants’ opportunistic and strategic use of social-protection resources and with ‘the welfare magnet’ or ‘welfare tourism’ assumptions. The study draws on fieldwork among 36 transnational families investigated through a multi-sited ethnography in Spain, England and Ecuador in 2015–2016, with a partially matched sample.

The globalization has various dimensions. It is the subject of discussion by the researchers of many scientific fields - sociology, economics, geography, politics, international relations, culture, technique and technology, history, demographics and more. The definitions of the specialist of policy and international relations are interpreted as a accelerating and improving transnational nature of the relationship between the partners and establishment an international order with help of the UN and other international organizations. The anti-crisis management is a relatively new area of scientific knowledge. In the process of globalization, changes in economic, political, social and spiritual environment, there are expanding opportunities but also pose serious constraints to its theoretical study and practical application. This paper examining with some aspects of the anti-crisis management in the process of global integration. Clarified are the main requirements for anti-crisis management as a system, as a set of mechanisms and processes, specific technologies and management styles. It discusses factors that determine the effectiveness of anti-crisis management. There is substantiating necessity of interpretation on the need for new specific features in management thinking.

The advent of the Internet era has increased the ways for people to participate in political life and online media has become a force that cannot be ignored in fight against corruption. How to use social media for effective online anti-corruption constitutes a major problem. Based on the Multi-value set analysis method, this article analyzes the anti-corruption cases that have occurred on social networks from 2008 to the present. A total of three invalid paths and seven effective paths for Internet anti-corruption are obtained. The path is more effective that whistleblower has direct contact with the officials and the officials at the bureau rank. The whistleblower has no contact with the officials and the official’s rank is at low level, which is more likely to fail. The future development direction is to use technology to empower anti-corruption and to carry out anti-corruption through emerging social media. The government should take an institutionalized path to promote the sound operation of online anti-corruption.

The key objectives of this BARD project were to: (1) study long-term effects of immunization of prepubertal ewes against recombinant ovine placental lactogen (roPL) on subsequent birth weights of their lambs and their milk production; (2) optimize the anti-roPL immunization protocol using adjuvant preparations acceptable to producers and regulatory agencies; and (3) determine the physiological mechanism(s) whereby immunization against oPL increases fetal growth and development and mammogenesis. These objectives were based on key findings from a previous BARD project that: (a) immunization of ewes against roPL increased lamb birth weight and ewe milk production during lactation; (b) roPL and recombinant ovine growth hormone (roGH) increased the proliferation and differentiated function of endometrial glands that, in turn, would enhance uterine secretions necessary for fetal and placental growth; and (c) exogenous roPL and roGH stimulated mammogenesis and milk production during lactation. The BARD projects address central problems in sheep production, including reproductive failure due to embryonic/fetal mortality, low birth weight of lambs especially in prolific breeds, and reduced milk yields which affect neonatal survival. The sheep placenta secretes both lactogenic (oPL) and somatogenic (oGH) hormones. The receptors for those hormones are present in the fetus and placenta as well as maternal uterus, and mammary gland. Our research has focused on determining the biological role of these placental hormones in development and differentiation of the uterus during gestation and the mammary gland during pregnancy and lactation. Studies conducted in the current BARD project indicated that the effects of anti-roPL immunization were variable in ewes and that commercially available and widely acceptable adjuvant preparations were not effective to produce high anti-roPL titers in pre-pubertal ewes. In the non-prolific Rambouillet ewe in Texas and in the Awassi and the Assaf in Israel, anti-roPL immunization increased lamb birth weight; however, the magnitude of this effect and the inherent variability precluded our ability to determine the physiological mechanism of how the immunization increases fetal growth. Collectively, our findings suggest that anti-roPL immunization is not currently feasible as an easy and efficacious tool for the producer to increase flock reproductive and production efficiency. The variability in response of individual ewes to anti-roPL immunization likely includes modifying the recombinant hormone and the type of adjuvant used for the immunization. In particular, the oPL may need to be modified to ensure maximum antigenicity in a broad range of breed types. Nonetheless, the investigators continue to collaborate on identifying fundamental mechanisms that can be improved by genetics or management to enhance the efficiency of uteroplacental function and, in turn, fetal growth and development. High prolificacy is a desirable trait in intensive sheep production systems. One of the main limitations of using prolific breeds of sheep is that increased litter size is associated with low birth weights and increased mortality of lambs. Further, low birth weight is associated with an increased propensity for adult diseases and decreased production efficiency. Indeed, our recent studies find that the birth weights of lambs born in large litters can be improved by both genetics and management. Future cooperative research will continue to focus on reproductive efficiency of sheep that have broader implications for improving production efficiency in all types of ruminant livestock.

Attention is coalescing around water and climate change, and the agendas for water security and climate action are converging. There is growing appreciation of water as a crosscutting mechanism for improving the effectiveness of global and national climate change policies (Smith et al., 2019). Water has long been recognised as a central component of climate change impacts as well as being an important consideration in mitigation and effective adaptation – where it can be both an enabling factor and a limiting factor (UN-Water, 2019). However, the connections go beyond just recognising the importance of water for climate change or simply making the “water sector” climate resilient; there is a need for system-wide coherence on water across different national and international agendas and transformational change of water management (UNESCO, UN-Water, 2020). The water crisis and the climate crisis require urgent action, and call for sustained and integrated support, leveraging complementary resources, with enhanced coordination in the context of growing uncertainties. As countries review and implement their Nationally Determined Contributions (NDCs) as part of the Paris Agreement, there is a unique opportunity to improve and enhance water management practices to increase climate resilience, improve ecosystems and reduce the risk of water-related disasters (UN-Water, 2019).

Forced by the 1997 Southeast Asian crisis to recognize the external vulnerabilities that openness to volatile capital flows result in and upset over the post-crisis policy responses imposed by the IMF, countries in the sub-region saw the need for a regional financial safety net that can pre-empt or mitigate future crises. At the outset, the aim of the initiative, then led by Japan, was to create a facility or design a mechanism that was independent of the United States and the IMF, since the former was less concerned with vulnerabilities in Asia than it was in Latin America and that the latter’s recommendations proved damaging for countries in the region. But US opposition and inherited geopolitical tensions in the region blocked Japan’s initial proposal to establish an Asian Monetary Fund, a kind of regional IMF. As an alternative, the ASEAN+3 grouping (ASEAN members plus China, Japan and South Korea) opted for more flexible arrangements, at the core of which was a network of multilateral and bilateral central bank swap agreements. While central bank swap agreements have played a role in crisis management, the effort to make them the central instruments of a cooperatively established regional safety net, the Chiang Mai Initiative, failed. During the crises of 2008 and 2020 countries covered by the Initiative chose not to rely on the facility, preferring to turn to multilateral institutions such as the ADB, World Bank and IMF or enter into bilateral agreements within and outside the region for assistance. The fundamental problem was that because of an effort to appease the US and the IMF and the use of the IMF as a foil against the dominance of a regional power like Japan, the regional arrangement was not a real alternative to traditional sources of balance of payments support. In particular, access to significant financial assistance under the arrangement required a country to be supported first by an IMF program and be subject to the IMF’s conditions and surveillance. The failure of the multilateral effort meant that a specifically Asian safety net independent of the US and the IMF had to be one constructed by a regional power involving support for a network of bilateral agreements. Japan was the first regional power to seek to build such a network through it post-1997 Miyazawa Initiative. But its own complex relationship with the US meant that its intervention could not be sustained, more so because of the crisis that engulfed Japan in 1990. But the prospect of regional independence in crisis resolution has revived with the rise of China as a regional and global power. This time both economics and China’s independence from the US seem to improve prospects of successful regional cooperation to address financial vulnerability. A history of tensions between China and its neighbours and the fear of Chinese dominance may yet lead to one more failure. But, as of now, the Belt and Road Initiative, China’s support for a large number of bilateral swap arrangements and its participation in the Regional Comprehensive Economic Partnership seem to suggest that Asian countries may finally come into their own.

Global migration has been increasing since the 1990s. People are forced to leave their homes in search of safety, a better livelihood, or for more economic opportunities. Environmental drivers of migration, such as land degradation, water pollution, or changing climate, are acting as stronger phenomena with time. As millions of people are exposed to multiple water crises, daily needs related to water quality, lack of provisioning, excess or shortage of water become vital for survival as well for livelihood support. In turn, the crisis can transform into conflict and act as a trigger for migration, both voluntary and forced, depending on the conditions. Current interventions related to migration, including funding to manage migration remain focused on response mechanisms, whereas an understanding of drivers or so-called ‘push factors’ of migration is limited. Accurate and well-documented evidence, as well as quantitative information on these phenomena, are either missing or under-reflected in the literature and policy discourse. The report aims to start unpacking relationships between water and migration. The data used in this Report are collected from available public sources and reviewed in the context of water and climate. A three-dimensional (3D) framework is outlined for water-related migration assessment. The framework may be useful to aggerate water-related causes and consequences of migration and interpret them in various socioecological, socioeconomic, and sociopolitical settings. A case study approach is adopted to illustrate the various applications of the framework to dynamics of migration in various geographic and hydrological scenarios. The case studies reflect on well-known examples of environmental and water degradation, but with a focus on displacement /migration and socioeconomic challenges that apply. The relevance of proxy measures such as the Global Conflict Risk Index, which helps quantify water and migration interconnections, is discussed in relation to geographic, political, environmental, and economic parameters. The narratives presented in the Report also point to the existing governance mechanisms on migration, stating that they are fragmented. The report examines global agreements, institutions, and policies on migration to provide an aggerated outlook as to how international and inter-agency cooperation agreements and policies either reflected or are missing on water and climate crises as direct or indirect triggers to migration. Concerning this, the new directives related to migration governance, i.e., the New York Declaration and the Global Compact for Migration, are discussed. The Report recommends an enhanced focus on migration as an adaptation strategy to maximize the interconnectedness with the Sustainable Development Goals (SDGs). It calls for the migration discourse to look beyond from a preventative and problematic approach to a perspective emphasizing migration as a contributor towards achieving sustainable development, particularly SDGs 5, 6, 13, and 16 that aim strengthening capacities related to water, gender, climate, and institutions. Overall, the synthesis offers a global overview of water and migration for researchers and professionals engaged in migration-related work. For international agencies and government organizations and policymakers dealing with the assessment of and response to migration, the report aims to support the work on migration assessment and the implementation of the SDGs. The Report may serve as a public good towards understanding the drivers, impacts, and challenges of migration, for designing long-term solutions and for advancing migration management capabilities through improved knowledge and a pitch for consensus-building.
