Enhancing the cultural diversity of faculty has emerged as a prominent issue in the 1990's. While Black, Hispanic, and American Indians have made incremental gains in terms of their representation in majority institutions, they remain clustered in the lower ranks of the faculty and generally take longer to achieve tenure. Efforts to increase the representation of minority faculty have focused on intensified recruitment, with less attention paid to further career development once a minority individual has achieved faculty status. The research presented herein explores the evaluation, promotion and tenure process of a Research I university to determine the structural and ideological barriers to minority faculty advancement. The research focuses on concepts of merit, excellence, and quality that form the cornerstones to evaluation standards, and the values, attitudes and behavioral expectations that underlie those standards. Using critical theory as the conceptual framework that drives the inquiry, the findings indicate that the pervasive ideology of merit, being universalistic in nature, does not easily accommodate diversity and trivializes racial, class, and gender issues while perpetuating a system of structured inequality.

The life-span theoretical framework contends that development occurs throughout the entire life-span and that experiences at one stage of life influence later development (Baltes, 1987). With this in mind, the present studies explore the developmental experiences of gender and sexual minority (GSM) individuals as they make the transition to adulthood. The first study found that overall, there were no major differences in GSM emerging adults’ perceptions of this developmental stage when measured using the Inventory of the Dimensions of Emerging Adulthood (IDEA). The second study situated group identification as a process of identity development and found that identifying with the GSM community was a protective factor for GSM emerging adults. Higher attributions to prejudice were associated with increases in well-being when explained through group identification even though the direct effect was negative. The final study found that, similarly to their heterosexual and cisgender peers, GSM individuals’ self-esteem develops in quadratic fashion over the transition to adulthood and that perceptions of familial understanding in adolescence was significantly associated with both the initial level and the rate of change of self-esteem for this population. Implications for further research are discussed.

Selection research often examines whether adverse impact can be reduced/eliminated from employment practices. Such research, however, largely ignores the influence of minority availability issues (i.e., the number of minorities who apply and the number of minorities who accept a job offer); three general factors comprise minority availability: the missing applicant problem, targeted recruitment and job refusal rates. As minority availability issues have not been systematically addressed in the broader literature, the purpose of this study was twofold: 1) to highlight the importance of and explicate a comprehensive description of their potential effects on adverse impact and 2) to demonstrate such effects through monte carlo simulations. Specifically, simulations were used to examine issues related to the level effects and covariance effects of minority availability on adverse impact. Therefore, an iterative process was used whereby minority availability factors were manipulated to produce combinations that meaningfully affect adverse impact; the goal was to conduct as many simulations as necessary to establish a reliable pattern of the effects of minority availability on adverse impact. Simulation results suggest minority availability issues can influence the detection of adverse impact. In fact, minority availability issues may hinder efforts to reduce adverse impact in some selection contexts. Implications of these results are discussed.

This thesis focuses on issues of religious diversity affecting police personnel in the workplace. The importance of these issues became apparent as a consequence of research, which I had previously undertaken. In 1995, I succeeded in gaining a Police Research Group Award to investigate chaplaincy within the police service. The research led to the publication of Police Chaplaincy – Servant to the Service. The paper was well received, but criticised for its lack of references to multi-faith chaplaincy to the police service. It was an appropriate criticism, especially as it became apparent that no previous research had addressed this issue. Initial investigation revealed that little, if any, analysis had been offered concerning the wider religious needs of police personnel recruited from the multi-cultural and religiously diverse society of Britain. Research into multi-faith chaplaincy to the police service was only one issue in the overall consideration of the religious needs of police personnel. The focus of my research thesis was therefore determined. The research would examine the multi-faceted issues of religious diversity affecting visible minority ethnic police personnel in the workplace specifically from 1995 to December 2003. This thesis neither engages in theological / philosophical debates concerning the encounter between religions, nor concentrates on theoretical / conceptual discussions. Its primary concern is to augment such discussion with practical and contextual issues that are highlighted in the complex sociological, political and economical contexts of the police service and similar institutions. The research offers a comprehensive and contextual examination of issues of religious diversity which impact on the police service; these issues include ethnicity, religious discrimination, employment law, policy and practice. As these concerns have not been previously examined in such contextual detail, the thesis will contribute to an academic understanding of issues that impact on religious diversity in the working environment and enhance the development of the multi-ethnic society of Britain. As the analysis makes recommendations, the research also offers a useful resource to those responsible for the creation of policies that directly relate to the employment of minority ethnic personnel within the police service. The research is consequently of benefit to the police service and other service providers.

The magnitude of ethnic minority students' special education placement has been criticized on methodological grounds. Particularly, Reschly & Bershoff (1999) identified the prevalence rate calculation in Office of Civil Rights reports as over estimating the special education placement of ethnic minority students. Reschly & Bershoff (1999) identified the prevalence rate calculation found in descriptive epidemiology research for use. The present study calculated prevalence rates through the descriptive epidemiology method. The present study examined the role of cultural concerns in the assessment and placement practices of ethnic minority students in special and gifted education. The role of cultural concerns was particularly noted in federal and state definitions of special education categories. Campbell & Fiske's (1952) MMTM approach was outlined to conceptualize the cultural concerns research. The present study found that African-American students were overrepresented in the Emotional Disturbance (ED) and Specific Learning Disabled (SLD) categories, underrepresented in the Gifted (GI) category, and placed at a proportional rate in the Mentally Retarded (MR) and Speech Language Impaired (SLI categories. Hispanic students were overrepresented in the SLD and SLI categories, underrepresented in the GI and MR categories, and placed at a proportional rate in the ED category. Native American students were overrepresented in the SLD and SLI categories and underrepresented in the ED, MR and GI categories. Asian/Pacific Islander students were overrepresented in the GI category, underrepresented in ED category, and placed at a proportional rate in the SLI, MR, and SLD categories. Anglo students were overrepresented in the GI, ED, SLI, and SLD categories and underrepresented in the MR category. The significant finding on the proportional placement of African-American students in the MR category suggest that prevalence rates are reviewed. The underestimate of ethnic minority students in the GI category suggest a broadening to include cultural definitions of giftedness. Of the cultural concerns reviewed, cultural role taking, which may include consultation with interpreters, cultural advisors, healers along with training, was found critical in the assessment of cultural variables in psychopathology and placement of ethnic minority students in special and gifted education. Lastly, school practices such as problem solving approaches as well as culturally responsive teaching are recommended for use as prereferral interventions.

This thesis seeks to make visible the presence and voices of minority ethnic households in rural communities by addressing the ‘place blindness’ in research on ethnicity / ‘race’, and the ethnicity / ‘race’ blindness in rural literature. The overall aim of this thesis is to develop an understanding of the lived experiences and perspectives of minority ethnic households and individuals in parts of rural Scotland, and the Highlands and Islands in particular. The emphasis is on exploring the contingent, flexible and changing interaction between ethnicity / ‘race’ and rurality. This is achieved by drawing on four separately commissioned studies which were undertaken between 1998 and 2004, and were re-analysed for the purposes of this thesis. Within the context of these studies, the thesis examines the ways in which the social and spatial demography of rural minority ethnic households, and particular conceptualisations of rural have been mobilised to shape ideas and practices about belonging in parts of rural Scotland. In particular, the studies explore the ways in which minority ethnic households, parents/carers and young people across the four studies have felt they have been ‘invisible’ in relation to policy and service delivery issues, and developed strategies to overcome their marginalisation. The thesis concludes that the relationships, experiences and practices based on ethnicity / ‘race’ have to be understood as being grounded in specific spatial, national, local, historical and material contexts which are dynamic. It stresses the need to move away from binary accounts portraying minority ethnic groups as always ‘passive victims’, and the ‘host’ communities as invariably ‘perpetrators’ of racism, by recognising the importance of taking into account the cross-cutting nature of individual identities and experiences, deconstructing ‘white’ and recognising the countervailing forces of constraints and agency within this context.

[This Proceedings paper was revised and published in the 2019 issue of the journal Issues in Informing Science and Information Technology, Volume 16] Aim/Purpose: Little is known of the cultural competence or leadership styles of a minority owned newspaper. This autoethnography serves to benchmark one early 1990s example. Background: I focused on a series of flashbacks to observe an African American weekly newspaper editor-in-chief for whom I reported to 25 years ago. In my reflections I sought to answer these questions: How do minorities in entrepreneurial organizations view their own identity, their cultural competence? What degree of this perception is conveyed fairly and equitably in the community they serve? Methodology: Autoethnography using both flashbacks and article artifacts applied to the leadership of an early 1990s African American weekly newspaper. Contribution: Since a literature gap of minority newspaper cultural competence examples is apparent, this observation can serve as a benchmark to springboard off older studies like that of Barbarin (1978) and that by examining the leadership styles and editorial authenticity as noted by The Chicago School of Media Theory (2018), these results can be used for comparison to other such minority owned publications. Findings: By bringing people together, mixing them up, and conducting business any other way than routine helped the Afro-American Gazette, Grand Rapids, proudly display a confidence sense of cultural competence. The result was a potentiating leadership style, and this style positively changed the perception of culture, a social theory change example. Recommendations for Practitioners: For the minority leaders of such publications, this example demonstrates effective use of potentiating leadership to positively change the perception of the quality of such minority owned newspapers. Recommendations for Researchers: Such an autoethnography could be used by others to help document other examples of cultural competence in other minority owned newspapers. Impact on Society: The overall impact shows that leadership at such minority owned publications can influence the community into a positive social change example. Future Research: Research in the areas of culture competence, leadership, within minority owned newspapers as well as other minority alternative publications and websites can be observed with a focus on what works right as well as examples that might show little social change model influence. The suggestion is to conduct the research while employed if possible, instead of relying on flashbacks.

In order to meet the increasing societal and market demand for a diverse and well-trained Biomedical Engineering (BME) workforce, the University of the District of Columbia (UDC), the nation’s only urban land-grant institution, the District of Columbia’s only public institution of higher education, and a historically black college and university (HBCU), nurtures BME activities focused on exposure, training and cultivation through research and experiential learning. Undergraduate design projects and research-based learning opportunities in BME are key program ingredients. This paper presents the former (i.e., three, BME-related undergraduate senior Capstone Design projects that target devices to aid patient immobility) namely, the design of: 1) an ankle foot orthosis, 2) an upperlimb robotic hand prosthetic, and 3) a chairless chair lower limb exoskeleton. A current focus of the UDC BME program is Rehabilitation Engineering (i.e., interventions and devices aimed at aiding those with mobility impairments). We briefly discuss the necessity for rehabilitation-focused, biomedical-related undergraduate experiences and training for underrepresented minority students at UDC, in particular, undergraduate engineering education through multidisciplinary BME projects that foster hands-on creativity towards innovative designs. In addition to critical design experiences and undergraduate training in BME, devices may have the potential to develop into new commercial technologies and/or research projects that will aid and enhance the quality life of individuals suffering from a wide-range of mobility-related issues.

Shia account for approximately 10–15 per cent of the Muslim population in Pakistan, which has a largely Sunni Muslim population. Anti-Shia violence, led by extremist militant groups, dates to 1979 and has resulted in thousands killed and injured in terrorist attacks over the years. Hazara Shia, who are both an ethnic and a religious minority, make an easy target for extremist groups as they are physically distinctive. The majority live in Quetta, the provincial capital of Balochistan in central Pakistan, where they have become largely ghettoised into two areas as result of ongoing attacks. Studies on the Hazara Shia persecution have mostly focused on the killings of Hazara men and paid little attention to the nature and impact of religious persecution of Shias on Hazara women. Poor Hazara women in particular face multi-layered marginalisation, due to the intersection of their gender, religious-ethnic affiliation and class, and face limited opportunities in education and jobs, restricted mobility, mental and psychological health issues, and gender-based discrimination.

This review looks at approaches to promote birth registration among marginalised groups, in order to inform programming in Pakistan. It draws on a mixture of academic and grey literature, in particular reports by international development organizations. While there is extensive literature on rates of birth registration and the barriers to this, and consensus on approaches to promote registration, the review found less evidence of measures specifically aimed at marginalised groups. Gender issues are addressed to some extent, particularly in understanding barriers to registration, but the literature was largely disability-blind. The literature notes that birth registration is considered as a fundamental human right, allowing access to services such as healthcare and education; it is the basis for obtaining other identity documents, e.g. driving licenses and passports; it protects children, e.g. from child marriage; and it enables production of vital statistics to support government planning and resource allocation. Registration rates are generally lower than average for vulnerable children, e.g. from minority groups, migrants, refugees, children with disabilities. Discriminatory policies against minorities, restrictions on movement, lack of resources, and lack of trust in government are among the ‘additional’ barriers affecting the most marginalised. Women, especially unmarried women, also face greater challenges in getting births registered. General approaches to promoting birth registration include legal and policy reform, awareness-raising activities, capacity building of registration offices, integration of birth registration with health services/education/social safety nets, and the use of digital technology to increase efficiency and accessibility.
