In addition to the socialist discourse on popular education, theoretical contributions of Austro-Marxist intellectuals such as Karl Renner, Otto Bauer and Otto Neurath on multiculturalism represent an important intellectual source of leftist culturalism. Considering actual debates, the Austro-Marxist approach on nation and culture moved between the politics of recognition and the politics of difference. Their concept combined both the recognition of (a positively evaluated) difference between national cultures and the demand for political unification transcending the nation state. Beyond their contemporary context, the Austro-Marxist concept gains in importance even for today by formulating a possible combination of political and economic unity on the one hand and cultural difference (and diversity) on the other. In a way, the Austro-Marxist approach represents a political and cultural concept of ‘nations without nationalism’.

This paper examines the relationship between the ethnic group, the nation, and the state. In addition to the analysis of related concepts such as modes of production and world-systems theory, it uses examples from precolonial Northern Nigeria to emphasize how multi-ethnic states existed in Africa prior to the development of global capitalism and the imposition of the colonial state. In so doing, it challenges the standard notion that the nation-state first emerged in Europe after the French Revolution. Instead, it offers a conceptualization of patriotism as identification with the state, which is distinct from nationalism and it also suggests areas of research in which this conceptualization of patriotism might be fruitfully applied.

Scholars in American studies are generally skeptical of the notion of working within or for the nation-state, for three primary reasons: the alleged eclipse of the nation-state by multinational capitalism, the undesirability of limiting American studies parochially to the study of the United States, and the history of collusion between United States intellectuals and the Central Intelligence Agency during the cold war. This essay argues that although contemporary American studies has done well to reject the American exceptionalism that once defined the field and is rightly averse to engaging in covert international propaganda operations, scholars in American studies need to ask whether the field's rejection of the nation-state might not coincide with rather than resist the movements of global capital and thus to reconsider the importance of the state (in the United States and elsewhere) as a site of intellectual engagement and activism.

AbstractThe rise of the nation state has had a major influence on the development of archaeology. Nation states today, however, differ from their 19th- and 20th-century equivalents, and they both impact upon and use archaeology in different ways. By looking outwards from an individual country within a collective nation state, I will explore the forms that this can take. From a Scotland-based perspective, I will look at how various borders and boundaries, and the aims and objectives of those responsible for them, affect archaeological work. As well as looking at institutional and administrative boundaries and their effect on archaeology, I will also explore how archaeological work, and the stories we produce, can either question or reinforce the nation state. Ultimately, archaeology can be used in a very different way now than in the 19th and 20th centuries: it is less about the specific stories and more about the process of uncovering them. Rather than telling a national story, archaeology can be used as an instrument to deliver on wider objectives.

A phase of globalist europhoria or alarm, depending on the writer's political tendency, was followed by a series of works debunking the idea as ‘globalony’ and assuring us that the nation-state was alive and well. This book belongs to a third wave of writing that seriously tries to understand and measure the changes that states are experiencing, without committing itself in advance to sensationalist conclusions. The chapters come in four sections, on national identities, state security, state autonomy and state capacity. They are generally empirically grounded, historically informed and balanced in their conclusions. Some are broad comparative reviews and others are case studies, but all of them deploy theoretical arguments capable of wider application and testing.

WHAT FOLLOW ARE LESS ‘THESES’ THAN ‘CONJECTURES’, speculations both tentative and disjointed. Like a mathematician's conjectures, however, they admit of being systematically ordered into a larger theory as well as being elaborated more fully, one-by-one. Here I shall, without elaboration, at least sketch the outlines of that larger theory.The general tenor of all these conjectures is to query an ethos, prevailing for the past two centuries or more, effectively encapsulated in the slogan, ‘Every state a nation, every nation a state’. Starting with the American and Latin American revolutions and continuing through the twentieth century's own wars of national liberation, the continuing motif has been one of freeing ‘a People’ from ‘alien rule’. Champions of ‘political unification’, from Mazzini's Italy to Kohl's Germany, have likewise taken as their rallying cry the uniting of a single people under a single government. That is the ‘every nation a state’ side of the story.

“Only in the eyes of the law are we indians.” With these words Anu Chairman sketched the position of tens of thousands of people living beyond the reach of state and nation in dozens of enclaves in South Asia. Much of the recent wave of literature on the nation is concerned with critiquing an earlier generation of scholars who tended to assume a correspondence between nations and states. In the new literature, the connections among nation, state, territory, sovereignty, history, and identity are all problematized. Nations are seen as being socially constructed in many different ways. Thus, there are nations without states, new nations that are invented before our eyes while older ones disintegrate, and older diasporic nations that are being joined by a host of new transnational communities. Nations are now conceived as more fluid, malleable, and unpredictable than ever before.

As a mode of intervention in which the UN assumed direct authority over disrupted states, transitional administrations represent unique examples of ambitious state-building projects. This thesis investigates the apparent failure of transitional administrations to establish the rule of law in Cambodia, Kosovo and East Timor. It identifies nine explanatory factors which are tested against each case study. In addition, it seeks to enhance conceptual understandings of the UN???s state-building agenda and to add to empirical studies regarding attempts by external actors to establish the rule of law in disrupted states. Three findings emerge. First, in each case, UN transitional administrations failed in each of the following ways: to make the best use of their mandate; to establish effective state justice institutions; to build local commitment to the rule of law as a value system; to promote social relationships supportive of the rule of law; to ensure sufficient state capacity post-intervention; to maintain adequate levels of security; to address the existence of informal justice structures; to deal with the legacies of the past; and to ensure an adequate level of mission performance. Of these, establishing effective state justice institutions, building local commitment and addressing informal justice structures proved most crucial. Second, the state-based ???enforcement??? approach adopted by transitional administrations proved ineffective. Enacting laws and establishing coercive state structures such as judicial, police and prison services were critical to, but could not be equated with the rule of law. This approach did not account sufficiently for the importance of entrenched informal justice institutions, of the voluntary consent of local actors, or of appropriate institutional design choices. As a result, it did not offer real solutions to real problems faced by local actors. Finally, the UN failed to consider fully how to create an enabling ???space??? in which internal processes of change could occur, to engage appropriately with local actors, to overcome the tyrannies of truncated deployment, or to address these issues at the ???front-end??? of the mission. This ???entry without strategy??? approach to state-building seriously undermined the UN???s ability to establish the rule of law, as the self-declared touchstone of its state-building agenda.

Ukraine's creation of national heroes reflects the challenges of nation-building after the fall of the Soviet Union. Since its independence in 1991, Ukraine has attempted to "rehabilitate" controversial political figures into national heroes in order to create a united national history. Nations have always depended on symbols and perhaps one of the most important symbols is that of a national hero. A person who fought and possibly died fighting for a national cause can unite and inspire future generations while legitimizing the necessity of the state. Along with inspiring faith and courage, the focus on national heroes manifests norms, goals, and are a medium for imposing those beliefs upon a society. While Ukraine has literary heroes, political figures are controversial. My research has focused on five figures: Bohdan Khmelnytskyi, Ivan Mazepa, Mykhailo Hrushevsky, Symon Petliura, and Stepan Bandera due to their attempts to build an independent state in Ukrainian history.

This thesis is a study of the emergence and diachronic development of Greek-Cypriot nationalism, and its relation to nation, state, and national identities. The broad perspective of historical sociology is used, and the more specific neo-Weberian analytic framework of cultural transformation and social closure, as developed by A. Wimmer, to demonstrate how nationalism, as the 'axial principle' along which modem societies structure inclusion and exclusion, did not lead to the development of a Cypriot nation state, but to a bi-ethnic national state instead; this was mainly because closure took place along ethnic and not national lines, for socio-historical reasons which the study examines. The study first explores the hotly debated issue 'when is the nation', of whether there was a Greek nation in antiquity, of which Greek-Cypriots were a part, or whether the nation's roots are traceable in Medieval times. Next, the development of national consciousness and nationalism is considered, under three different types of regime: During Ottoman rule, a religious community was gradually transformed into an ethnic community; toward the end of this period, Ottoman reforms did not manage to forge a common new (Ottomanist) identity, for social closure had already progressed along ethnic lines. In early British colonial years, ethnicity was politicized and ethnic consciousness gradually turned into a nationalist mass movement for enosis; despite the overall unity of the movement, two variants of nationalism developed, a more traditional ethnic version, characterizing the Right, and another version, imbued with territorial/civic elements (derived from the Internationalist outlook of the communist party), characterizing the Left The anti-colonial struggle for enosis was led by the Right, and excluded the Left and the Turkish-Cypriots. The fragile consociational regime established at independence collapsed after a brief period of cohabitation between the Greeks and Turks of the island in the bi-ethnic / bi-communal Republic of Cyprus - the study analyses the causes leading to the breakdown. Between 1964 and 67, the Greek-Cypriots turned to enosis again, but after realizing the difficulties and dangers involved in its pursuance, Makarios sought to strengthen independence instead, while limiting the powers of Turkish-Cypriots - in effect, aiming for a majoritarian regime with minority rights for the latter. The clash between pro-independence and pro-enosis versions of nationalism was to characterize this period, leading to the coup and invasion of 1974. With the death of enosis in 1974, Hellenocentric nationalism would give more emphasis to Greek culture and identity, whereas Cyprocentric nationalism would stress the priority of Cyprus, the state, and of rapprochement with the Turkish-Cypriots. The study utilizes data from two surveys coordinated by the author, to analyze in more depth the attitudes and discourses of Greek-Cypriots as regards their relations to the Greek nation and the Cypriot state. The gradual strengthening of Cypriot identity is seen to be connected with a new social compromise, which seems to have prevailed within the Greek-Cypriot community, stressing the importance of the Greek-Cypriot state, and which seems to be the primary explanation of why the Greek-Cypriots rejected the federal solution suggested by the UN sponsored Annan Plan, in 2004. In the same year, Cyprus became a member of the European Union, and the study considers some of the implications of this development for the future of nationalism in Cyprus.

This thesis analyzes a gradual political transformation in Texas during the late twentieth and early twenty-first centuries. It specifically analyzes the political climate following the 2014 Midterm Elections by using the valuable context of past Texas political history. In spite of the massive setbacks of the 2014 election cycle, the Democratic Party may actually have a bright future in the state of Texas. Demographic and economic trends provide the party with an opportunity to make steady gains. But such progress will not happen automatically: Democrats have to run candidates and take positions that appeal to the emerging Texas electorate.

AbstractPolitical biographies and the narratives of the nation-state may exert a reciprocal fictional influence: the nation as imagined community is often embodied in the biographies of imaginary actors. Since the 2004 launch of the transitional justice process in Morocco this tendency has led to increased attention for the stories of the victims of the violations committed by the State between 1956 and 1999 as if they were the main witnesses of the political change. In parallel, the protagonists of the nationalist struggle that led to independence from the French protectorate in 1956 have been acknowledged without, apparently, feeling it necessary to hear what they have to say about it. This chapter reflects on theoretical and methodological perspectives that allow the use of biography to explore political change beyond taken-for-granted conceptions of the nation-state and its trajectories of change. Reflecting on the relationship that developed between the author and a single actor called Abk, who wanted to tell his life story, the chapter proposes the writing of biography as a form of archival research and a fieldwork practice for exploring memory. It shows how paying attention to personal ways of conserving memory and remembering enables us to approach politics beyond predefined horizons of change without seeing a priori social configurations as ineluctable givens. Such a perspective, which the author calls “discrete”, suggests considering politics as a phenomenon that is difficult to fit into formal models of explanation, and taking subjectivity, the variability of life paths and contingency as relevant objects of inquiry for understanding political change.

Abstract Peacebuilding is less likely to succeed without the participation and consideration of women. In the last two decades, peace operations deployed on the African continent under the banner of the United Nations and the African Union have included mandates focused on strengthening women’s participation in peace processes, ensuring the protection of women and girls, and integrating gender considerations into the approach of missions at building sustainable peace. This chapter examines the approaches undertaken in two case study countries—Liberia (where a long-standing UN peace operation has recently departed) and South Sudan (where a UN peace operation continues to operate with significant constraints)—in order to examine some of the challenges and opportunities that UN engagement has offered in terms of advancing equality and women’s security in each country.

Abstract The African Union’s African Peace and Security Architecture (APSA) was established in 2002 in response to the myriad post-Cold War peace and security challenges confronting Africa. The fundamental goal of APSA is to prevent, manage, and resolve conflict in Africa. Since the establishment of APSA, conflict-related early warning mechanisms have been a key component of its operationalization. This chapter examines the experience of one regional body, the West Africa Network for Peacebuilding (WANEP), in its efforts to support peace and security at the national, regional, and continental levels. It argues that despite its successes, WANEP—and conflict-related early warning systems in general—will not be able to fulfill its potential without reforms in the areas of funding, partnerships with civil society organizations, and the chasm between early warning and early response.

The United States` Critical Infrastructure System (CIs) represents an umbrella concept grouping all those resources that are essential for national economic, financial, and social system. These critical infrastructures are vital and without them, or with any damages to them, would cripple the nation, states, and/or local communities and tribes. Based on a systematic review approach (methodology), this paper aims to review the United States’ Critical Infrastructure Protection System (USCIPS) at tree aspects. In section one, the policy pillars of USCIPS are outlined based on studding Presidential Policy Directive 21 (PPD-21) and National Infrastructure Protection Plan (NIPP). Section two discusses the interdependent nature of the sixteen critical infrastructure sectors and identified the further designation of life-line sectors. Final sector introduces USCIPS stakeholders, collaboration and partnership across between the private sector and public sector stakeholders.

In this present Globalized World, Science and Technology is the benchmark on which national progress and development is measured. This scientific research work clearly reveals that no Nation can be competitive in the modern world without properly harnessing and developing its Science and Technology potentials. The research work shows that Nigeria’s current ranking in the world makes Nigerian Vision (NV) 20:2020 look bleak or totally impossible hence we extend the horizon of targeted socio-economic might to match the Global Sustainable Development Goal (SDG) 2030 to which many countries currently align. The research emphasizes that Central Intelligence Agency (CIA) World Fact book ranked Nigerian as the 41st on the list of development economies based on Gross Domestic Product (GDP) for 2007. For the same year, World Bank ranked Nigeria 40th on the Group Description of Knowledge Index. Nigeria ranked 66th among the Lagging Followers Group. On Global Competitiveness ranking, Nigeria ranked 95th. This research dwells extensively and specifically on the way forward (Science Governance) through Project Ogodometirics International (POI) WSSD +22 in Songhai-Delta, Amukpe-Sapele, Delta State, Nigeria by investing in Advanced Manufacturing Technologies (AMT) which made the Chinese to become the fourth growth zone along with the U.S, Japan and Germany. <p>Malaysia has achieved a significant economic and social progress over the past several decades through the implementation of First Malaysia Plan (1966-1970) to Ninth Malaysia Plan (2006-2010). Further the Government of Malaysia aims at achieving high income nation status by 2020 (VISION 2020).</p><p>With the global economy becoming more competitive and challenging, in the year 2010, Government of Malaysia has embarked on comprehensive economic agenda known as Economic Transformation Programme (ETP) that builds on the directions outlined in Tenth Malaysia Plan to transform the Malaysian Economy. ETP focusses on 12 National Key Economic Areas (NKEA) which are key growth engines that are expected to contribute substantially to Malaysian economic performance. ETP also compliments the existing programmes with similar objectives viz., 1Malaysia (People First-Performance Now), Government Transformation Programme (GTP), New Economic Model (NEM) and 10th Malaysia Plan (2011-2015).</p><p>The initiation of Greater Kuala Lumpur / Klang Valley under economic transformation programme by Government of Malaysia has resulted in rapid growth in urbanisation, transportation, infrastructure, and construction industry sectors beside others. Availability of Space in the urban environments is very scarce and hence the need for integration of infrastructure facilities and their coexistence.</p><p>Malaysian infrastructure development especially the transportation sector is going through rapid changes in terms of adapting state of the art construction technology, adjusting to industry evaluation, and use of intelligent transportation system to achieve the set goals under National Transformation Programme (TN 50) by Government of Malaysia and equip the nation to brace the Industry Revolution (Industry 4.0).</p><p>The Malaysian highway infrastructure will surely surge in progress by implementing sustainable measures both in economic &amp; environmental terms and state of the art technology in meeting the present needs and without compromising those of future generations.</p>

This paper proposes a new methodology for a multi parameter approach using the p-median. The optimized solution must fulfill the following criteria: It must minimize distances between cities without a university to a city that has a university; It must prioritize cities with a higher population; It must prioritize cities with a lower United Nation Human Development Index. The use of a multiparametric approach was only possible by introducing the concept of a generalized distance. The results compare the existing distribution of campuses of the Federal system with the best location resulting from the multi parameter method proposed here. Locations for expansion of the current established university in Amazonas State, Brazil, are proposed.

Oil drives the entire world economy, and it is entirely a geostrategy issue. The strong development of the economy over the past few decades has provided a global stage for those countries that have a stable political establishment while managing enormous amounts of oil. Now, year after year, it is becoming increasingly clear that the importance of oil and gas is falling away, and it is those energy sources that bring about a reduction in the half-life that comes into the scene. Oil and gas are non-renewable energy sources and as such are naturally limited, therefore their reserve will become economically unprofitable in the future, and exploitation will reach its natural end. The aim of this research paper is divided into two structures: the first thesis concerns giving a fresh insight into the state of the oil market from the beginning of the pandemic to the present day. The issue of geopolitical relations between Riyadh and Moscow is to be addressed here and how much of a negative consequence the price war has left on their fiscal calculations, although geopolitical friction has deepened the shock further into financial markets. Thus, the fiscal calculation of both countries suffered revenue shocks, but it also prompted an even deeper decline in stock indexes and temporary stagflation of the global economy. The second thesis refers to a brief review of the analysis of the long-term future of non-renewable and renewable energy sources. The future of cleaner forms of energy is imperative, but also a challenging task, as this means shifting the entire structure of national economies to green and renewable. The focus is on giving insight into why this is a necessity, but also why there could be a dangerous precedent and negative cash flows in some structures of the economy. Currently, and any future planning and fulfillment of climate guidelines, must not lead to an increase in energy poverty and consequently a decrease in living standards, because in all geopolitical games the line is always drawn between rich and poor countries, that is, advanced economies and developing economies. Therefore, the long-term and global leaders in green and renewable energy sources will be those countries that successfully implement public interests in these projects, because only in this way can the goal be met – shifting a certain structure of the economy to cleaner sources while satisfying social utility and increasing employment.

Railroad signaling systems are a vital part of the national railroad that detect trains on the track, identify track fractures, prevent derailments, and alert signal crossing stations when a train approaches. Failures in the signal wire attachments (studs) to rail create uncertainty in the system resulting in reduced train speeds, additional inspection and reinstallation costs, which translate into train delays, downtime, lost productivity and lost profitability for the railroads. Current methods of attaching studs to rails appear to exceed the critical (phase transformation) temperature in the rail material. There have been cases where this has resulted in formation of martensite in the stud-to-rail bond area during cooling. A brittle phase like martensite can produce fractures when stress is applied. Additionally, liquid metal embrittlement has been found in weld joints that involve the use of a brazing compound or solder to attach a signal wire. Methods that involve drilling for a plug attachment through the neutral axis of the rail result in decreased but acceptable fatigue performance. In an effort to avoid damage to the rail, studs have been moved from their ideal location (on the side of the rail head) to the middle of the web, close to or at the rail neutral axis. However, this location for studs causes other problems — wires and studs are highly prone to interfere with maintenance-of-way equipment. Under funding from the Federal Railroad Administration, EWI has developed and patented an inertia friction welding (IFW) process that is a field-portable, repeatable, and reliable solution for signal-wire attachments; in addition, the solid-state bonding mechanism provides advantages over the existing bonding solutions. IFW is used to weld a stud of dissimilar metal to rail, which in turn allows a signal wire to be connected. Several weld stud alloys were chosen for process feasibility trials. These trials identified parameters that produced solid-state welds between the stud and rail with no martensite at or near the bond line. Further experimental trials were conducted to define a range for rotational speed and welding thrust load. Repeatability testing was also conducted to ensure that there is no evidence of martensite at or near the bond line after multiple stud weld-remove-and-repair cycles. A conceptual design of a field-portable rail inertia welder, based on EWI’s patented portable inertia welding technology, has been completed. The welder is lightweight and capable of being powered by a small electric motor. Internal timing and process controls can maintain and deliver weld quality. The simplicity of the process will yield consistent joint performance with minimal operator training and a variety of environmental conditions. Research is being conducted to examine the reliability of the process through a series of bending fatigue tests, corrosion tests and in service testing.

Eminent Domain is the power of the government or quasi-government entities to take private or public property interests through condemnation. Eminent Domain has been a significant issue since 1879 when, in the case of Boom Company v. Patterson, the Supreme Court first acknowledged that the power of eminent domain may be delegated by state legislatures to agencies and non-governmental entities. Thus, the era of legal takings began. Though an important legal dispute then, more recently eminent domain has blossomed into an enduring contentious social and political problem throughout the United States. The Fifth Amendment to the United States Constitution states, “nor shall private property be taken for public use, without just compensation.” Thus, in the wake of the now infamous decision in Kelo v. City of New London, where the Court upheld the taking of private property for purely economic benefit as a “public use,” the requirement of “just compensation” stands as the primary defender of constitutionally protected liberty under the federal constitution. In response to Kelo, many state legislatures passed a variety of eminent domain reforms specifically tailoring what qualifies as a public use and how just compensation should be calculated. Texas landowners recognize that the state’s population is growing at a rapid pace. There is an increasing need for more land and resources such as energy and transportation. But, private property rights are equally important, especially in Texas, and must be protected as well. Eminent domain and the condemnation process is not a willing buyer and willing seller transition; it is a legally forced sale. Therefore, it is necessary to consider further improvements to the laws that govern the use of eminent domain so Texas landowners can have more assurance that this process is fair and respectful of their private property rights when they are forced to relinquish their land. This report compiles statutes and information from the other forty-nine states to illustrate how they address key eminent domain issues. Further, this report endeavors to provide a neutral third voice in Texas to strike a more appropriate balance between individual’s property rights and the need for increased economic development. This report breaks down eminent domain into seven major topics that, in addition to Texas, seemed to be similar in many of the other states. These categories are: (1) Awarding of Attorneys’ Fee; (2) Compensation and Valuation; (3) Procedure Prior to Suit; (4) Condemnation Procedure; (5) What Cannot be Condemned; (6) Public Use & Authority to Condemn; and (7) Abandonment. In analyzing these seven categories, this report does not seek to advance a particular interest but only to provide information on how Texas law differs from other states. This report lays out trends seen across other states that are either similar or dissimilar to Texas, and additionally, discusses interesting and unique laws employed by other states that may be of interest to Texas policy makers. Our research found three dominant categories which tend to be major issues across the country: (1) the awarding of attorneys’ fees; (2) the valuation and measurement of just compensation; and (3) procedure prior to suit.

The article deals with the mental-existential relationship between ethnoculture, national identity and media culture as a necessary factor for their preservation, transformation, on the example of national original algorithms, matrix models, taking into account global tendencies and Ukrainian archetypal-specific features in Ukraine. the media actively serve the domestic oligarchs in their information-virtual and real wars among themselves and the same expansive alien humanitarian acts by curtailing ethno-cultural programs-projects on national radio, on television, in the press, or offering the recipient instead of a pop pointer, without even communicating to the audience the information stipulated in the media laws − information support-protection-development of ethno-culture national product in the domestic and foreign/diaspora mass media, the support of ethnoculture by NGOs and the state institutions themselves. In the context of the study of the cultural national socio-humanitarian space, the article diagnoses and predicts the model of creating and preserving in it the dynamic equilibrium of the ethno-cultural space, in which the nation must remember the struggle for access to information and its primary sources both as an individual and the state as a whole, culture the transfer of information, which in the process of globalization is becoming a paramount commodity, an egregore, and in the post-traumatic, interrupted-compensatory cultural-information space close rehabilitation mechanisms for national identity to become a real factor in strengthening the state − and vice versa in the context of adequate laws («Law about press and other mass media», Law «About printed media (press) in Ukraine», Law «About Information», «Law about Languages», etc.) and their actual effect in creating motivational mechanisms for preserving/protecting the Ukrainian language, as one of the main identifiers of national identity, information support for its expansion as labels cultural and geostrategic areas.

This essay aims to utilize the concept of conviviality for connecting the coexistence of seemingly contradictory phenomena in Colombia. It argues that while conviviality implies a normative content – a society in which members do not slaughter each other is better than one in which members resort to violence – the meekness of that normative claim suggests that it is better used as an analytical tool that seeks to connect the contradictions that coexist in the real lifeworld. Colombia’s history of violence and democracy is such a contradictory case. Comparativists have situated Colombia’s deficits on the “extra-institutional playing field”, lamenting that it is a “besieged” or “threatened democracy”. Conviviality helps us to specify these “extra-institutional” defects by suggesting impediments exogenous and endogenous to the state-building logic of the Colombian nation-state.

The New Zealand public, its industries and the conservation sector, are greatly concerned about the state of national biosecurity protection, awareness and system performance – and rightly so. Scarcely a day goes by without a new story in the media about a biosecurity breach, a pest, a threat or a related impact on the economy, biodiversity, human health or lifestyles. The vast majority of this public focus is on issues at the national border. Yet the greatest number and cost of biosecurity programmes in New Zealand, and the greatest impact on citizens’ wallets, are the many pest management programmes developed and implemented by regional and unitary councils.These programmes tend to be largely ignored by the national media, possibly because they are implemented by 17 disparate regional and unitary councils (hereafter referred to as councils), and possibly because most of the programmes are unspectacular, business-as-usual, necessary activities that help to keep farming profitable, the environment liveable and conservation achievable.
