Purpose In general, newly resettled refugees have poorer physical and mental health than native-born Swedes. This indicates that the society must make special efforts to enable refugees to attain health that is on a par with the rest of the population. The challenges rest primarily with employees in the public sector. But what resources do professionals need to meet the refugees’ health needs? This paper is about the need to develop strategies for professionals working with diversity and health, with a focus on the establishment of newly resettled refugees in Sweden. Thus, the purpose of this paper is to identify the needs and obstacles in working with diversity and health for the newly resettled. Design/methodology/approach The paper is based on focus group interviews with 40 professionals working in three large municipalities and one County Administrative Board, all of whom work with challenges related to migration and health on a daily basis. Findings The needs expressed by the interviewees are primarily about developing and improving communications. Three important areas of communication were expressed: how information can be transferred from sender to receiver, institutionalization and interactions at different levels. Originality/value This paper identifies important needs and obstacles when working with diversity and health in Sweden, with a focus on the establishment of newly resettled refugees. It is an important contribution because refugees in general have poorer physical and mental health than native-born Swedes and strategies to improve their health, therefore, need to be further developed.

Background: In end of life care, ethical problems often come to the fore. Little research is performed on ways or strategies for handling those problems and even less on obstacles to and possibilities of using such strategies. A previous study illuminated stroke team members’ experiences of ethical problems and how the teams managed the situation when caring for patients faced with sudden and unexpected death from stroke. These findings have been further explored in this study. Objective: The aim of the study was to illuminate obstacles and possibilities perceived by stroke team members in using strategies for handling ethical problems when caring for patients afflicted by sudden and unexpected death caused by stroke. Research design: A qualitative method with combined deductive and inductive content analysis was utilized. Participants and research context: Data were collected through individual interviews with 15 stroke team members working in stroke units of two associated county hospitals in western Sweden. Ethical considerations: The study was approved by the Regional Ethics Review Board, Gothenburg, Sweden. Permission was also obtained from the director of each stroke unit. Findings: All the studied strategies for handling of ethical problems were found to have both obstacles and possibilities. Uncertainty is shown as a major obstacle and unanimity as a possibility in the use of the strategies. The findings also illuminate the value of the concept “the patient’s best interests” as a starting point for the carers’ ethical reasoning. Conclusion: The concept “the patient’s best interests” used as a starting point for ethical reasoning among the carers is not explicitly defined yet, which might make this value difficult to use both as a universal concept and as an argument for decisions. Carers therefore need to strengthen their argumentation and reflect on and use ethically grounded arguments and defined ethical values like dignity in their clinical work and decisions.

Анотація:
The purpose of this paper is to present some of the main findings from my thesis (Lundberg, 2015) that concern the policy formulation and implementation of bilingual education in a multi-ethnic lower secondary school in an urban suburb in Gothenburg, Sweden. This school was strategically chosen for its pedagogical approach towards social and linguistic diversity1. This article examines the formulation and appropriation of a bilingual and bicultural education program and what obstacles exist with regards to implementation of bilingual education in the realization arena. The theoretical impetus comes from the sociology of knowledge which examines how social policy connects to social practice by applying the concepts of formulation, realization and transformation (Lindensjö & Lundgren, 2000). Data was derived from interviews and participant observations between 2006 and 2009 with three different ninth grade classes from same school. The results show that in the formulation arena the policy was in favor of active bilingualism (a holistic and comprehensive approach throughout the curriculum), strong support for mother tongue education, and creating in students a bicultural identity. However, in the realization arena, the bilingual education program was reduced to the employment of bilingual teachers who provided mother tongue tuition. Support for the bicultural and multilingual development of students’ language and culture was never fully incorporated into the ordinary teaching and instruction. This was due in part to obstacles in the formulation and realization arenas (Lindensjö & Lundgren, 2000). Five types of obstacles to the appropriation of bilingual education were observed. Two primary obstacles in the formulation arena were 1) a strong separation of languages, and 2) bilingual teachers as representatives of diversity. In the realization arena the following three obstacles were observed: 1) teacher resistance to polylingual education, 2) insufficient study support for mother tongue tuition, and 3) a monolingual norm. In sum, the overriding obstacle is an overall lack of consensus about the aim and purpose of bilingual education. The discussion develops issues concerning the gap between what should be versus what could be in both the formulation and realization arenas (Lundberg, 2015).

The paper examines agency for social inclusion among Swedish Associations Founded on Ethnic Ground (AFEGs). It focuses on the access of AFEGs to ‘public voice’ (Solomos 2003) and the opportunity structures for cooperation between AFEGs, public institutions, and other organized interests in the area of social integration in Sweden. Focusing on discursive opportunities, availability of supporters, and public legitimization, we can conclude from three case studies discussed in this paper that there are obvious inequalities present in partnerships between AFEGs and migrant-supporting organizations. In particular, two of the case studies (one and three, highlighting the relationships between AFEGs, the Equality Ombudsman, and adult education associations), illustrate serious obstacles for their activities.

Applying media analysis, this article addresses how the exclusion of Muslim women from fields of common public interest in Sweden, such as partaking as an active citizen, is materialized. Focusing on a specific event—the cancellation of a screening of Burka Songs 2.0—and the media coverage and representation of the cancellation, it discusses the role of discourses of gender equality, secularity and democracy in circumscribing space for Muslim political subjects. It casts light on Islamophobic stereotyping, questionable democracy and secularity, as well as the over-simplified approaches to gender equality connected to dealings with Muslim women in Sweden. Besides obstacles connected to Muslim political subjects, the study provides insights into media representation of Muslim women in general, specially connected to veils and the role of lawmaking connected to certain kind of veiling, in Sweden and Europe.

The general perspective on social pedagogy and research emphasises the importance of recognising the various identities that are actualised and re-actualised during interpersonal interactions in the various social contexts in which the individual acts or is expected to act. The purpose of the present study was to provide a new understanding of: (1) narratives by staff at institutions regarding the day-to-day work of caring for youths who, having experienced war, fled to Sweden and were taken into care and placed in institutions; and (2) interactive patterns contributing to constructing and reconstructing the inclusion of the clients and the obstacles to inclusion during practical social pedagogy. Analytical findings with the following themes are presented: (1) empathy, collaboration and inclusion; (2) stigma and inclusion; and (3) (in)competence of personnel and inclusion. This study demonstrates that recognition, or the lack thereof, of young peoples’ various identities may affect their opportunities for inclusion in the new society. Both the recognition and loss of identity that occur in various contexts in which young people act or are expected to act contribute to the success of integration and can be an obstacle to it.

Many countries seek evidence-based interventions for children who have been exposed to domestic violence, and they frequently turn to interventions developed in the US and disseminated to Europe as a solution. Societal and cultural differences may, however, pose barriers to successful implementation. Project Support (PS), piloted in this study through social services agencies in Sweden, has shown positive effects in the US for families with children who have been exposed to intimate partner violence (IPV). The aim of this study was to investigate counselors’ and caregivers’ experiences when giving/receiving PS in Sweden. The study was based on interviews conducted with 11 mothers and 13 counselors with experience in the programme. A thematic analysis showed three themes (Initial doubts, Confidence from positive change, and Flexibility- challenge for the organization) and the study adds information about obstacles for implementation of PS in Sweden. Cultural and organizational differences between Sweden and the US in practice and child-rearing attitudes are highlighted, as well as the importance of making adjustments while maintaining treatment fidelity, and promoting the dissemination of the approach.

This article discusses Iranian family members’ attitudes towards the culturally profiled nursing home, their relationships with the staff, the obstacles, their hopes and their fears. This study is based on qualitative research using 29 semi-structured interviews with family members who had previously been informal caregivers, as well as using fieldwork, all in the same nursing home. The interviews were analysed by the three steps of content analysis. The results show the identification of three main categories with nine main subcategories. The categories and subcategories in the table clarify and explain how the interviewees tended to compare the situation in Iran with that in Sweden, how they perceived the situation in Sweden and finally how they also saw the culturally profiled nursing home.

The article presents the results of the study of training music art professionals and music teachers in Mongolia. The comparative analysis of music education in Germany, Sweden, Israel, China, Japan and Russia is conducted. Prospective measures of development of professional music education in Mongolia are suggested. Factors, obstacles, mechanism and directions of development of the Mongolian State Conservatory – the first Mongolian academic higher education institution for training professional musicians – have been identified. The mechanism of the development of professional music education in Mongolia is the concept of the Mongolian State Conservatory. The concept includes goals, main and additional tasks, the scheme of interaction with the authorities and social partners, the model and scheme of education, the management system, financial basis and stages of organization of the conservatory.

The aim of the present work is to explore how gay fathers have experienced legal obstacles throughout their process of becoming fathers, and what strategies they have used to cope with the difficulties they have met. The study used semi-structured interviews to capture the fathers’ experiences, and a constructivist grounded theory to analyse the data. Interviews with thirty gay fathers in Sweden were included in the study. The participants had become fathers through surrogacy, shared parenthood with women, or foster care. Legal obstacles had played a prominent role in all three family forms, as well as in adoption – which some participants had unsuccessfully pursued. Obstacles marked both their pursuit of fatherhood and their establishment of legal custody. Some participants had eventually given up their initially preferred path to parenthood and searched for another route. To overcome legal obstacles, the participants had utilised one or more strategies; such as being persistent and well prepared, pretending to be straight, and finding access to assisted reproduction treatment abroad. Regardless of the path to parenthood, the participants stressed the necessity of possessing adequate personal or economic resources to become parents.

The objective was to evaluate master level nurse education in Denmark, Finland, Norway, and Sweden in relation to educational convergence and the professional status of nurses. A qualitative literature review was conducted and during 2009 to 2012, official databases, concerning European and national educational initiatives, were searched to identify educational convergence in specific in nurse education. In the 4 Scandinavian countries, nursing education is structured on higher educational levels in accordance with the Bologna Process and Tuning Project frameworks. However, national legacies are dominant. In Denmark and Finland, segregation between the academia and the professional is conspicuous overall, whereas in Norway and Sweden, integrative initiatives are significant. Educational convergence has not been obtained. Obstacles are due to dual structures, differences in academic levels, and division of tasks in specific in master’s level higher education.

This study outlines a long history of divorce in Sweden, recognizing the importance of considering both economic and cultural factors in the analysis of marital dissolution. Following Ansley Coale, the authors examine how a framework of multiple theoretical constructs, in interaction, can be applied to the development toward mass divorce. Applying a long historical perspective, the authors argue that an analysis of gendered aspects of the interaction between culture and economics is crucial for the understanding of the rise of mass divorce. The empirical analysis finds support for a marked decrease in legal and cultural obstacles to divorce already during the first decades of the twentieth century. However, economic structures remained a severe obstacle that prohibited significant increases in divorce rate prior to World War II. It was only during the 1940s and 1960s, when cultural change was complemented by marked decreases in economic interdependence between spouses, that the divorce rate exhibited significant increases. The authors find that there are advantages to looking at the development of divorce as a history in which multiple empirical factors are examined in conjunction, recognizing that these factors played different roles during different time periods.

Purpose – The purpose of this paper is to identify and describe main obstacles for politicians when dealing with healthcare priority setting. Design/methodology/approach – The study had an exploratory descriptive design based on interviews with 18 politicians from two different county councils in Sweden. The interviews were analyzed using inductive qualitative content analysis. Findings – The politicians highlighted the importance of, and difficulties in, communicate political missions; the politicians in this study saw the media as not always being fair watchdogs, implying that possibly important but unpopular prioritizing decisions were not made because of the risks of being badly reported and therefore not re-elected. Breaking up established structures in care practice is difficult and change takes time, partly because of existing higher level financing and rules and the system’s traditional separation of facilities and services. Although the politicians highlighted their limited power to influence and control resource allocation they could give small and “lower profile”, low-prioritized disciplines control of their own budgets and base payments on the results the disciplines accomplished. Originality/value – This study highlights the difficulties that politicians experience, for example, having to take unpleasant decisions and thereby run the risk of being scrutinized by media, which in turn could influence how effectively tax money is being used.

Abstract. In order to evaluate the factors that influence the spatial behaviour of border agglomeration inhabitants and to relate them to the geopolitical Situation, attention is given here to three divided towns in the Baltic Sea region: Haparanda-Tornio, Narva-Ivangorod and Valga/Valka. The three cases represent different geopolitical and ethnical configurations. Boundary theory is discussed as part of (inter)action theory, with particular emphasis on the homogenizing role of the State in contrast to the (inter)action possibilities of individuals living in a border area. In the Haparanda-Tornio study case, a homogenous population on the Finnish side is compared to a more diversified ethnie grouping in Haparanda, Sweden. Here, immigrants from Finland are seen to have an action space directed towards Finland, while bilingual locals act as bridge-builders. In Narva-Ivangorod, the same Russian ethnic group lives on both sides of the boundary, but geopolitical restrictions hamper local cross-boundary interaction. Valga/Valka, in contrast, is divided according to ethnic criteria. Little motivation for border crossing appears to be given, except for the Russian speaking population, which at the same time has the greatest formal difficulties in crossing.The internal European Union borders, both recent and older, thus allow ethnie and linguistic factors to influence the action and communication space of inhabitants.The EU/non-EU boundary restricts the possibilities of local cross-boundary interaction even in situations where the population belongs to the same ethnie group.

BACKGROUND:Antenatal care in Sweden is routinely delivered on an individual level with optional parental education classes. Group-based antenatal care (GBAC) is a model of antenatal care that has been implemented in Sweden since the year 2000.AIM:Previous research has focused mainly on parents’ experiences and perceptions of GBAC. Midwives have an important role in developing Swedish antenatal care, but studies focusing on midwives’ perspectives are rare. Hence, the aim of this study was to investigate and describe antenatal midwives’ perceptions and experiences of their current work, with a special focus on their opinions about GBAC.METHOD:An interview study was conducted and analyzed by descriptive statistics and quantitative content analysis.PARTICIPANTS:56 midwives from 52 antenatal clinics in Sweden.RESULTS:The major findings of this study were that midwives were satisfied with their work in antenatal care but have reservations concerning time constraints and parental classes. More than half of the midwives reported an interest in trying the group model but expressed personal and organizational obstacles based on identifiable difficulties in implementing the model. Midwives had strong opinions about the suitability of the model for women.CONCLUSION:This is the first study in Sweden to investigate midwives’ perspectives on GBAC. Midwives showed an interest in the group model but have concerns about implementing the process. The midwives considered GBAC as inappropriate for immigrants and well-educated parents.

This article provides an in-depth examination of the U.S. government's role in the case of Raoul Wallenberg, the courageous Swedish envoy who died mysteriously in the Soviet Union after being arrested by Soviet occupation forces at the end of World War II for unknown reasons. The article recounts how U.S. officials, particularly the diplomat Herschel V. Johnson, tried to alleviate the plight of Hungarian Jews after German forces occupied Hungary in 1944. A key part of this policy was their effort to work with Sweden in enlisting Wallenberg's help. The U.S.-Swedish relationship was never particularly close, and the mistrust that officials in each country felt toward the other side impeded any coordinated action. The article discusses the bureaucratic impediments on the U.S. side and highlights some of the obstacles that Johnson strove to overcome. The article builds on the report produced by the Eliasson Commission documenting the Swedish government's handling of the Wallenberg case. Although the Swedish authorities bore by far the greatest amount of blame for doing nothing in the face of Soviet stonewalling, Matz argues that U.S. officials also made significant misjudgments that may have exacerbated the situation.

Aims: This article reviews current practice relating to arts and culture on prescription in Sweden, Norway, Denmark and in the United Kingdom. It considers future possibilities and also each of the Scandinavian countries from a culture and health policy and research perspective. The United Kingdom perhaps leads the field of Arts on Prescription practice, and subsequent research is described in order to help identify what the Scandinavian countries might learn from the UK research. Method: The method adopted for the literature search was a rapid review which included peer-reviewed and grey literature in English and the respective languages of Scandinavia. Results: The discussion considers the evidence to support social prescription and the potential obstacles of the implementation of Arts on Prescription in Scandinavian countries. Conclusion: The article concludes that of the Scandinavian countries, Sweden is ahead in terms of Arts on Prescription and has embraced the use of culture for health benefits on a different scale compared to Norway and Denmark. Denmark, in particular, is behind in recognising ways in which art and culture can benefit patients and for wider public health promotion. All three countries may benefit from the evidence provided by UK researchers.

Purpose – The purpose of this paper is to explore the different subcultures and the employees’ preparedness for change at an orthopaedic clinic in a university hospital in Sweden. Design/methodology/approach – Surveys were sent out to 179 nurses and physicians. The survey included the two instruments Organisational Values Questionnaire and resistance to change (RTC) Scale. Findings – The results suggest a dominance of a human relations culture, i.e. flexibility, cohesion and trust, in the orthopaedic clinic. These characteristics seemed to decrease RTC. Opposite to this, planning, routines and goal setting appeared to increase change-resistant behaviour. Practical implications – By predicting potential obstacles in a certain context prior to a change process, resources can be used in a more optimal way. An instrument that pinpoints the culture of a particular healthcare setting may be a useful tool in order to anticipate the possible outcome of change. Originality/value – The rational goal/internal processes dimension exerted a stronger association with RTC than in earlier studies. Deeply rooted standards and routinised care models, governed by work schedules, could be an obstacle to introducing a care model based on the individual needs of the patient. There was, however, a surprisingly low RTC. The results are contrary to the accepted understanding of public organisations known to be slow to change.

AbstractThe UN Convention on the Rights of the Child (CRC) formulates the rights of children in terms of provision, protection and participation. CRC implies a multi-dimensional view of children's welfare, including agency. This enables us to rethink the way we research and design policies aimed at promoting child welfare. In the past, Sweden has been seen as a forerunner when it comes to children's rights. However, the weak imprint of CRC on Swedish legislation and CRC implementation is not only a puzzle but also this apparent lack of impact makes it an interesting test case for exploring post-CRC policy developments. The purpose of the study is to identify what has prevented the evolution of Swedish social policy in this domain. We propose a framework for analysing policies aimed at promoting children's welfare (child policy) that goes beyond ‘family policy’. This, we argue, is critical for identifying obstacles to such a policy evolution. The framework is normatively anchored in CRC and theoretically inspired by the notion of participatory rights. By examining the legal reform work in Sweden over the past three decades with regard to how children's right to voice is treated in three areas of social service delivery, we observe that the lawmaker recognises parents’ rather than children's participatory rights. The lack of recognition of children's agency implies that a reconceptualisation of child welfare is necessary in order to unlock the stalemate in child policy development in Sweden, as well as to dissolve the tension between children as ‘beings’ and ‘becomings’.

Air pollution is estimated to cause more than 7000 deaths annually in Sweden alone. To reduce the impact of air pollution and to plan and build sustainable cities, it is vital that research is translated into efficient decisions and practice. However, how do civil servants in a municipality access research results? How do they normally find relevant information, and what obstacles are there to accessing and applying research results? As part of the collaborative and transdisciplinary research project Air Pollution Research in Local Environmental Planning (ARIEL), these questions were explored through interviews and seminars with civil servants within the Malmö Municipality Environmental Office. We found that the civil servants generally have proficiency in processing research results, but often do not use such results as part of their everyday decision making and practices. Instead, the data and measurements used are mostly produced case-by-case within the municipal sector itself. Information about best practices is also collected via a number of knowledge access practices, involving the Internet or social networks within other municipalities. Lack of time, paywalls, and the insufficient applicability of research hinder the dissemination of up-to-date results. This slows down the process whereby research, funded by tax-money, can be put to best practice in the effort to create healthy and sustainable cities.

Abstract The European Union’s 2004 expansion was accompanied by worries in several western states about potential large-scale immigration by workers from new member states. In France, for example, the ‘Polish plumber’ featured as a symbol of cheap labour in the 2005 constitutional referendum. The accession treaty allowed existing member states to restrict the entry of workers from new member states for up to seven years; only the United Kingdom, Ireland and Sweden allowed immediate unrestricted entry of workers from new member states. Many workers, particularly Poles, did move, and a cursory examination of this migration could lead one to judge it a success. Ireland and Britain benefited from an influx of workers during a boom economic period and the Poles earned wages beyond what they would have earned at home. A closer examination illustrates the difficulties and discrimination faced by the Polish community in Ireland and Britain. This article documents how the skills of Polish migrants have been under-valued and how it was assumed that when the economy soured, they would leave. As many have stayed, they face further discrimination. The paper relies on both primary interviews and secondary sources to examine the treatment and future of Europe’s largest recent internal migration.

Starting from a child rights-based approach to sustainable development, this contribution underlines and compares the discourses in selected Spanish and Swedish migration and education policies on the rights of unaccompanied minors to education and discusses their impact on the enactment of the 2030 Agenda’s Sustainable Development Goals in both countries. Based on critical discourse analysis, this research shows the co-existence of two different discourses: one on unaccompanied minors as global rights holders and the other on unaccompanied minors as foreign citizens. By describing unaccompanied migrant minors as citizens rather than children, international migration agreements make it possible for the Spanish and Swedish governments to deprioritize other international agreements on refugees’ rights, such as the Convention on the Rights of the Child and the 2030 Agenda. Furthermore, as child rights and sustainable development are mutually reinforcing, the negotiation of rights shows that there are obstacles to accomplishing rights-based Sustainable Development Goal 4 in the 2030 Agenda.

Digital image alterations (morphing) of identity document photos is a major concern, and may potentially allow citizens with malicious intent to enroll for identity document(s) later in order to be used by another individual. Taking the photo in the application office —live enrollment —can address this issue. However, this is a break with tradition and entails a sizeable overhaul in the public sector, which can be reluctant to change and often lacks the necessary formal methods that ensure a smooth transition. The objective of this paper is to map the main barriers and drivers related to live enrollment based on theoretical research and interviews conducted with high-ranking officers at passport authorities in Estonia, Kosovo, Norway, and Sweden. These countries have successfully switched to live enrollment. The main motivation for live enrollment has been increased security; for Estonia, user convenience was important and was behind the decision of keeping alternative application processes for the citizens. The absence of legacy systems makes it easier to implement public sector innovations, such as live enrollment. Behind the successful implementation is proper risk management: covering technological, political, and organizational risks. Finally, the research results indicate varying experiences, obstacles, cultural differences, and trade-offs, while emphasizing the need to understand barriers and drivers in a contextualized way.

Sweden imagines itself as a race-less, tolerant country, purportedly less affected by postcolonial relations than other nations, by virtue of its welfare politics, and its democratic, egalitarian principles. This national self-image, which is situated within a regional discursive framework of Nordic exceptionalism, has been contested by intersectional, postcolonial, critical race and whiteness studies; yet there is a widespread conviction that Sweden has had no real part in the imperial adventure, and therefore remains untouched by colonial and postcolonial social dynamics. These persistent claims to political innocence are often forcefully reproduced as three forms of positioning: sanctioned ignorance, normative colorblindness, and white liberal doubt. Working as a Black scholar and teacher within a postcolonial curriculum in this context involves several challenges. The article adresses the pedagogical challenges I face as a Black film and media studies scholar in pedagogical situations where I teach predominantly white students about media representations of the African Diaspora. Taking my point of departure in Swedish everyday discourse that negates the significance of race, my article visualizes some of the obstacles and challenges that I encounter in teaching situations on predominantly postcolonial courses. While working to encourage students to let go of sanctioned ignorance about racial issues, one of my greatest challenges has been to make them unlearn the colorblindness that has long been a cherished part of Swedish identity.

This paper attempts to estimate Pakistan’s trade potential, using the gravity model of trade. Panel data for the period 1981-2005 across 42 countries is employed in the analysis. The coefficients obtained from the model are then used to predict the country’s trade potential worldwide as well as within specific trading regions. The results reveal that Pakistan’s trade potential is highest with countries in the Asia-Pacific region (the Association of Southeast Asian Nations [ASEAN]), the European Union (EU), the Middle East, Latin America, and North America. Specifically, the maximum potential exists with Japan, Sri Lanka, Bangladesh, Malaysia, the Philippines, New Zealand, Norway, Sweden, Italy, and Denmark. Therefore, Pakistan should explore ways and means to further improve its trade relations with the countries concerned, and also concentrate on ASEAN, the Middle East, and the EU to increase its market share as far as possible. The volume of trade between Pakistan and other members of the South Asian Association for Regional Cooperation (SAARC) and Economic Cooperation Organization (ECO) is very low, despite the existence of significant potential. The main obstacles to this end are the political and social tensions among neighboring countries, particularly between Pakistan and India, which are the main players of SAARC. The same obstacles exist in the case of the EU and NAFTA, where Pakistani exports are adversely affected by political considerations.

Background Mobile health (mHealth) has been shown to be effective in increasing knowledge of sexual health among youth. To date, evaluations mostly refer to interventions delivered via computer, email, and text messages. The possibility of downloading apps on mobile devices has opened up opportunities to develop engaging interventions on safe sexual health promotion. To attract young users and have them engage with a sexual health app, it is important to involve youth in intervention development. Objective This study aimed to obtain input from youth on the content of a mobile phone app intended to promote safe sex and increase condom use among youth in Stockholm. Methods This study was conducted at the Youth Health Clinics (YHC) in Stockholm County, Sweden. A total of 15 individual in-depth interviews and 2 focus group discussions (with youth aged 18-23 years) were conducted at the YHC in Stockholm. Areas explored were: (1) youth perceptions of condom use (advantages and obstacles), (2) perceptions of mHealth to promote safe sexual practices, and (3) content development for a mobile phone app to promote safe sex. Results The smartphone app was developed based on the categories that emerged from the data. With regard to content, youth requested sex education, including information on sexually transmitted infections. In addition, condom-specific information, including practical usage technique, advice on how to have the condom talk, and how to decrease shame related to condom use, was requested. Youth suggested different modes to deliver the content, including text messages, movie clips, and push notifications. It was suggested that the tone of the messages delivered should be fun, entertaining, and supportive. The inputs from youth influenced the development of the following sections of the app: Condom Obstacles and Solutions; Quiz; Games; Self-Refection; Challenges; Stories by Peers (stories from peers and information from a doctor); Condom Tips, Pep Talk, and Boosting; and Random Facts. Conclusions It is important to use input from youth when developing a smartphone intervention since the success of the intervention largely depends on the level of engagement and usage by youth. Furthermore, if proven efficient in increasing condom use, it is important that the development, including content and mode, is thoroughly described so that the intervention can be replicated. Likewise, if proven inefficient, it is important to learn from mistakes to improve and adjust the intervention. The effect of this smartphone app on safe sexual practices among youth is being evaluated in a pragmatic randomized controlled trial in Stockholm (ISRCTN13212899) and will be reported separately.

Abstract Usability testing with mobile applications (apps) plays an important role in determining the ease of use of an app as well as in informing their design and development. The purpose of this research is to investigate the usability of three language learning apps with a sample of Arabic speaking migrants who have recently arrived to Sweden. In addition, We surveyed available apps for the target group on both Android and Apple market stores and used a framework for categorizing language learning apps to guide the design and development of our own app. The outcomes show that in order for users to engage in an app, there are a number of obstacles that need to be overcome to make an app motivating enough to use, such as lack of variation in functionality, instructions and feedback. Our app, Minclusion, was developed from the input obtained from the usability studies.

This article studies how disabilities are conceptualized and used by citizens when they report perceived discrimination associated with disability in Sweden. A review of all 485 disability-related complaints filed with the Equality Ombudsman in 2012 shows how disabilities are conceptualized on three different themes. The first involves environmental obstacles that include references to deficiencies regarding human rights as well as material deficiencies. The second involves diagnoses and incapacity by using medical language citing medical certificates. The third involves those complaints that cite multiple discriminatory grounds, of which disability is one. These individual interpretations of disability show how citizens justify their belonging to the category of disabled people. The variations of the concept of disability can be viewed as a pragmatic way of relating to disability, suggesting the possibility of assuming different positions in different situations, where the context determines what is most suitable.

Mobility as a service (MaaS), a new concept of transportation, is regarded as an effective solution to prevalent urban traffic problems because of its sustainable development properties such as sharing, integration, humanism and low-carbon. However, progress from pilots to large-scale implementation has hitherto been slow especially in China. In this paper, we propose a new alliance-based framework of development scenarios for the Chinese MaaS system. At the same time, by distinguishing the experience and lessons between the UbiGo project in Sweden and Whim project in Finland, we summarize that the key to the success of prior pilot projects is the cooperation of industry alliance, government policy support, and data sharing mechanism. Moreover, this paper also proposes some MaaS solutions for the obstacles of alliance-based cooperation, data resource sharing, business model selection, operation conditions, development path, policy support and other aspects in China.

The subject matter of technological systems is central in compulsory school technology education in Sweden. However, technology teachers would need more support in their endeavors to interpret the curriculum as both educational and philosophical research lack a clear answer to the question of what technological systems are. A better conceptualization of technological systems could also facilitate communication between teachers and students, and even improve learning about systems. The aim of this study is thus to investigate Swedish technology teachers’ conceptions about technological systems. We interviewed 11 technology teachers in compulsory education from various parts of Sweden. The transcripts from the interviews were analyzed with thematic content analysis and resulted in four characteristic system properties. In the teachers’ collective depictions of technological systems, the first two system properties focused on the technological core of the system, closely related to a philosophical conception of technology as objects. In contrast, the last two system properties illustrated the teachers’ descriptions of technological systems as something that is closely connected to a socio-technical understanding of systems where humans play a significant role for their evolution. There was one exception to this, namely how the systems are controlled, and here the teachers were ambivalent as to how much humans can intervene. The conception of technological systems as objects and the uncertainty about human control over these systems, are two obstacles to well-designed systems teaching that will lead to technological literacy for students.

This paper targets to improve understanding and explain influential factors of different planning and implementing process of two eco-cities, Hammarby Sjöstad, Sweden, and Sino-Swedish Low-carbon Eco-city, China. The study is approached by examining and comparing the two eco-cities in perspectives of plans formulation, policy and regulations foundation, planning management and implementing mechanisms. Lessons from Hammarby Sjöstad are that integrative planning and management, follow-up and evaluations of implementing results, and lifestyle transitions all need to be concerned, as well as environmental technologies. In Sino-Swedish low-carbon eco-city, lack of local technologies, supporting policies and regulations, inactive cross-sector cooperation and public participation are summarized as main obstacles. To approach these, efforts are made on formulating local regulations, government documents, and coordinating cross-sector cooperation, promoting mutual learning. Finally, concluding that, besides environmental technologies, the foundation of legislations, policies and environmental objectives, integrative approaches, public awareness are key areas need to be promoted for popularizing sustainability in China.

AbstractThe paper aims to present the concept of Performance – Based Budgeting and its importance for the economic development of a country. Performance – Based Budgeting is applied since decades ago in countries like Sweden or USA, whilst the others may learn from the good practices examples offered by the two. The present research highlights the advantages of implementing this concept, the suitable ways for implementing it, the obstacles that are often encountered and important recommendations for improving its use. The research was based on the literature review of the publications and the official data available in the studied field. The results of the paper contributes to implementing Performance – Based Budgeting in Romania but also to improving its implementation in other countries. Therefore, the paper offers solutions to stimulate a sustainable economic development of a country. The conclusion will reveal if Performance-Based Budgeting is an option among other concepts or a strong necessity for nowadays economic challenges.

In recent years, companies in almost all the industries have been exploring new ways to use digital technologies to generate value from digital investments. However, many companies are struggling to realize the digital transformation due to various existing barriers. They face many obstacles in the development and implementation of new digital processes. In cases where the companies fail to reflect upon these barriers, digital transformation processes carry the risk of not being realized successfully. Therefore, this study has looked to identify the barriers in digital transformation, in a company in the IT sector in Sweden. The data was collected through semi-structured interviews with the team members involved in digital transformation and from the company's documents, and then thematically analyzed. The findings of this research study are that there are 28 barriers in digital transformation from which 15 are new barriers that could support executives and managers who are planning a digital transformation in their organizations.

Abstract The wish to limit ownership concentration in the media industry has been common in the newspaper sector, but hardly very successful. As commercial television was more extensively introduced, governments saw possibilities of limiting ownership concentration in this sector. One such case is the Swedish TV4, owned at the start in 1991 by a consortium of financial and smaller publishing groups, but now controlled by the biggest player in the national media business. What happened on the way and what were the obstacles to media policy in this field? Some would argue that this is an area in which media policy failed. Alternatively, this development can be understood as a case in which the nature of corporate policy is revealed. A third option would be to observe the interaction between corporate interests and the government as an example of so-called political management. This article examines these scenarios in the context of commercial television in Sweden. The case study provides a deeper understanding of the nature of ‘institutional competitiveness’, politics vs. business, nationally based media firms vs. other Scandinavian players.

The intention of this paper is to learn more about why consumers choose whether or not to recycle, with special attention given to the functions of the packaging itself, in order to provide suggestions for improvements in packaging design, recycling systems and the environmental assessment of different packaging designs. The study focussed on ten households in Sweden that where motivated to participate in the study in order to gain an understanding of the complex matter of this decision-making process. The intention of implementing an interview-based qualitative study was to gain rich data and to reach beyond the respondents’ immediate verbal responses. The respondents were interviewed with open-ended questions, which were supported with pictures of packaging; additionally, their waste bins were examined. This explorative study suggests a set of obstacles that cause consumers to dispose of packaging relating to the functions of packaging. The different obstacles that determine whether or not packaging is recycled were organised according to three different themes: the attitude towards cleanliness, the effort required to clean and sort and uncertainties about the best environmental alternative. The different functions of packaging do in fact influence all of the identified themes and; therefore, influence the decisions consumers make with regards to the recycling of specific packaging. The identified packaging functions were easy to separate different materials, easy to separate different parts, easy to clean, easy to empty, easy to reseal, easy to compress and communication regarding recycling. Consumer behaviour with regards to specific packaging functions and recycling should be further investigated. It should also be considered for inclusion in design processes, to increase the chance of materials being recycled, and in food-packaging life-cycle assessments, to provide results that align more closely with reality.

Roma people all over the world have often been subject to prejudice, stigma, discrimination and oppression. Many Roma have little or no education, which in combination with other factors often leads to unemployment and marginalization. Based on a case study in Sweden, this paper proposes an approach that can be used in participatory projects aiming at improving the living situation of marginalized people. In such an approach, the Roma themselves would be the leaders in all activities concerning the group. The first aim of this paper is to describe how health literacy and work-integrated learning functioned as empowering tools for a Roma-led inclusion process within a participatory action research framework. The second aim is to discuss and reflect on the use of participatory action research in community work with Roma based on the experiences of the participatory action research participants. The findings indicate that work-integrated learning may be a worthwhile approach for increasing the individual empowerment and self-led social inclusion of vulnerable people. However, the obstacles of structural discriminatory nature hindered the project to reach its full potential in its intended emancipatory goals.

The phenomenon of Global Software Development (GSD) has attracted the interest of businesses all over the world. It brings together partners from various national and corporate cultures to develop applications with numerous advantages, including access to a vast labor pool, cost savings, and round the clock growth. GSD, on the other hand, is technologically and organizationally diverse and poses a number of obstacles for the development team, such as geographical distance, cultural differences, communication and language barriers. Global services are provided by selecting one of the suitable global delivery options, i.e., the onshore model, nearshore model or offshore model. Experts typically choose one of the models based on the nature of the project and the needs of the customer. However, the vendors and clients lack an adequate decision support system that can assist them in making suitable sourcing decisions. Therefore, the current study presents a Multi-Criteria Decision Making (MCDM) model for offshore outsourcing decisions of application maintenance. To achieve our target, two systematic literature reviews were conducted that explored a list of 15 influencing factors. The identified factors were further evaluated in the outsourcing industry by performing an empirical study that resulted in a list of 10 critical success factors. We propose a sourcing framework based on the critical success factors that can assist decision makers in adopting a suitable sourcing strategy for the offshore outsourcing of application maintenance. In order to further enhance the decision-making process, the MCDM model is developed based on the Analytic Hierarchy Process (AHP). The MCDM model is evaluated with three case studies in highly reputable international companies, including IBM Stockholm, Sweden, Vattenfall AB, Stockholm, Sweden and a London based company in the United Kingdom. The outcomes of these case studies are further reviewed and validated by the outsourcing specialists in other firms. The proposed model is used as a decision support system that determines the ranking of sourcing alternatives and suggests the most suitable option for application maintenance offshoring.

A holistic approach to the management of water, energy, food, and the environment is required to both meet the socioeconomic demands of the future as well as sustainable development of these limited resources. The Urmia Lake Basin has faced environmental, social, and economic challenges in recent years, and this situation is likely to worsen under the impacts of climate change. For this study, an adaptability analysis of this region is proposed for the 2040 horizon year. Two models, the water evaluation and planning (WEAP (Stockholm Environmental Institute, Stockholm, Sweden)) and the low emissions analysis platform (LEAP (Stockholm Environmental Institute, Boston, MA, USA)), are integrated to simulate changes in water, energy, food, and the environment over these 20 years. Two climate scenarios and nine policy scenarios are combined to assess sustainable development using a multi-criteria decision analysis (MCDA) approach. Results show that, through pursuing challenging goals in agricultural, potable water, energy, and industrial sectors, sustainable development will be achieved. In this scenario, the Lake Urmia water level will reach its ecological water level in 2040. However, social, technical, and political challenges are considered obstacles to implementing the goals of this scenario. In addition, industry growth and industry structure adjustment have the most impact on sustainable development achievement.

Preventive home visits (PHVs) are offered to older persons with the purpose of promoting health and preventing risks on an individual level. However, aspects of health need to be considered on a societal level as well. This study aims to get a deeper understanding of perceptions of the usability of the information compiled during the PHVs to promote health, among older persons, on a societal level. Three online focus groups were conducted with heads of unit of PHVs, heads of department, and politicians responsible for health and welfare in seven municipalities in Sweden (n = 12). The findings were visualised in the core category Enable an inclusive society and the interrelated categories Monitoring determinants of health and Enabling exchange of information. The information from the PHVs could be used to monitor determinants of health by identifying assets, challenges, shifts, trends, and future needs in the society. Moreover, exchange of information from the PHVs could occur within and outside the health and welfare organisation. However, the potential use was affected by hindrances illustrated in the category Obstacles to interpreting and communicating the information. To conclude, using the information from the PHVs could possibly contribute to an inclusive society, where persons not usually represented in decision making are given a voice.

Hard economic times have been considered obstacles for environmental activism by many environmental scholars, yet works, mostly based on case studies, on alternative action organizations (AAOs) during times of increasing livelihood vulnerability show considerable environmental activism. We explain this inconsistency by arguing that AAOs mobilizing at times of crisis opt for direct action, using strategies of citizens’ solidarity initiatives centering on meeting basic needs and sustainability goals and thereby carry on the environmental claim-making in a new way. To this end, we compare environmental AAOs (EAAOs) with non-environmental ones using a cross-national dataset of 4157 hubs-retrieved AAOs active during the economic crisis (2007–2016), in France, Greece, Germany, Italy, Poland, Spain, Sweden, Switzerland, and the UK. Given that EAAOs constitute more than one-third of all AAOs, it is clear that environmental protection or sustainable development are not neglected even at times of economic hardships. Instead, the crisis provides an opportunity to broaden the scope of action for existing organizations that can adopt sustainability activities focusing on alternative practices and lifestyles, improving societal resilience. We further show that EAAOs tend to be informal and, to an extent, more concentrated on contention and protests than non-environmental organizations.
