After spring barley harvest the operational effects of tillers and seed drill on spring barley residues were evaluated in two variants of cultural operations. Generally low values of soil surface coverage by crop residues after cultural operations were performed document that soil tillage and sowing did not comply with the criteria for conservation technologies – the coverage of soil surface by crop residues was lower by 30% after all cultural operations. After silage maize harvest we determined the weight of maize crop residues and coverage of soil surface by these residues after shallow tillage by a disk tiller when nine variants of the operating mode of the tiller were used. Obviously, the change in the operating mode of the tiller was able to influence the coverage of soil surface by maize residues. The evaluation of the operational effects of disc tiller on crop residues indicated some restraints of the use of this group of implements for conservation (erosion-control) technologies of soil tillage.

The modern security landscape for distributed computing in High Energy Physics (HEP) includes a wide range of threats employing different attack vectors. The nature of these threats is such that the most effective method for dealing with them is to work collaboratively, both within the HEP community and with partners further afield - these can, and should, include institutional and campus security teams. In parallel with this work, an appropriate technology stack is essential, incorporating current work on Big Data analytics. The work of the Worldwide LHC Computing Grid (WLCG) Security Operations Center (SOC) Working Group (WG) [1] is to pursue these goals to form a reference design (or guidelines) for WLCG sites of different types. The strategy of the group is to identify necessary components - starting with threat intelligence (MISP [2]) and network intrusion detection (Bro [3]), building a working model over time. We present on the progress of the working group thus far, in particular on the programme of workshops now underway. These workshops give an opportunity to engage with sites to allow the development of advice and procedures for deployment, as well as facilitating wider discussions on how to best work with trust groups at different levels. These trust groups vary in scope but can include institutes, National Grid Infrastructures and the WLCG as a whole.

Анотація:
This research is try to identify the operational risks in Network Operation Center division of PT. IO; measure and evaluate the risks, as well as make control and response measures to operational risks. The research method was a survey and Focus Group Discussion, by using a questionnaire as a research tool. The sample selection is done by Quota sampling and Convenience sampling methods to the employees in Division Network Operating Center PT.IO, which has had experience of at least 5 years. The results showed that as many as 40 out of 49 identified risks have been handled properly. Against these risks, the company have 35 standard operating procedure documents (SOPs) as a mitigation of those risks. Nonetheless, efforts are needed to improve and update mitigation strategies because of the possibility of new risks and increased risk levels. It becomes a suggestion for further research as well as suggestion to undertake further research on mitigation at the division and director level.

Many complex and interdependent systems engineering challenges involve more than one stakeholder or decision maker. These challenges, such as the definition and acquisition of future air mobility systems, are often found in situations where resources are finite, objectives are conflicting, constraints are restricting, and uncertainty in future outcomes prevail. Air mobility operational models which simulate fleet wide behavior effects over time, in various mission scenarios, and potentially over the entire design life-cycle, are always multi-dimensional, cover a large decision space, and require significant time to generate sufficient solutions to adequately describe the design space. This challenge is coupled with the fact that, in these highly integrated solutions or acquisitions, multiple stakeholders or decision makers are required to cooperate and reach agreement in selecting or defining the requirements for the design or solution and in its costly and lengthy implementation. However, since values, attitudes, and experiences are different for each decision maker, reaching consensus across the multiple criteria with different preferences and objectives is often a slow and highly convoluted process. In response to these common deficiencies and to provide quantitative analyses, this research investigates and proposes solutions to two challenges: 1) increase the speed at which operational solutions and associated requirements are generated and explored, and 2) systematize the group decision-making process, to both accelerate and improve decision making in these large operational problems requiring cooperation. The development of the Air Mobility Operations Design (AirMOD) model is proposed to address the first challenge by implementing and leveraging surrogate models of airlift capability across a wide scenario space. In addressing the second major challenge, the proposed Multi-Agent Consensus Reaching on the Objective Space (MACRO) methodology introduces a process to reduce the feasible decision space, by identifying regions of high probability of consensus reaching, using preference distributions, power relationships, and game-theoretic techniques. In a case study, the MACRO methodology is demonstrated on a large air mobility solution space generated by AirMOD to illustrate plausibility of the overall approach. AirMOD and MACRO offer considerable advantages over current methods to better define the operational design space and improve group decision-making processes requiring cooperation, respectively.

O Conselho Europeu de 19 e 20 de Dezembro de 2013 exortou os Estados Membros a aprofundarem a cooperação no domínio da defesa, aumentando a sua capacidade para conduzir missões e operações, salientando também a necessidade de melhorar as capacidades de resposta rápida da União Europeia (UE), através dos Battle Groups mais flexíveis e projetáveis. No âmbito da gestão de crises, a projeção rápida e eficaz dos meios civis e militares e a melhoria das capacidades de resposta rápida da UE depende do desenvolvimento da cooperação militar entre os estados membros e de uma maior institucionalização da sua dimensão militar, transferindo parte da sua soberania e legitimidade para o nível supranacional. A implementação de um Quartel General de nível militar estratégico permanente (Operational Headquarters) no Estado Maior da União Europeia dará à UE a coerência horizontal, entre a sua arquitetura institucional e os seus aparelhos burocráticos e, a criação de um Quartel General permanente de nível militar operacional (Force Headquarters) ou de vários, dependendo da vontade de cooperar dos 28 estados membros, a coerência vertical, com uma total integração entre ambos as estruturas de comando e controlo, dotadas de pessoal qualificado e disponível para planear, coordenar e comandar aos diferentes níveis, facilitando a cooperação institucional e a capacidade de resposta rápida da União Europeia. O conceito de Battle Group necessita de ser revisitado na sua vertente estrutural e operacional, devendo ser assumido desde o início da fase de preparação que o Battle Group, é uma Força Conjunta e Combinada que tem de estar preparada para executar operações conjuntas e combinadas em prazos muito curtos, o que terá implicações em toda a metodologia de planeamento, preparação, aprontamento, avaliação, certificação e projeção dos Battle Groups. Com o Tratado de Lisboa os mecanismos institucionais de cooperação existem, mas a sua aplicação prática será o resultado dum compromisso entre o método comunitário e o intergovernamental, que será certamente influenciado pelo papel central dos líderes atuais e futuros.

This thesis considers armour and infantry unit organization and structure in the British Army during the Second World War, specifically in Montgomery's 21st Army Group in North-West Europe. The strengths and weaknesses of how corps and divisions responded to Montgomery's command system - and in particular the commonality of doctrinal practice - has become an issue of debate among historians. This thesis examines and analyses the factors that produced both an effective weapon and a functional doctrine for combining armour and infantry. It does this by tracking how 21st Army Group moved from 'anarchy' to 'problem solving' under Montgomery's direction. It shows that far from being either authoritarian or anarchic, Montgomery's ultimate command system actually encouraged commanders to use their initiative within the goals set out by Montgomery in late 1944 in a series of pamphlets. He believed in the imposition of doctrine, but this overlooks mid-July to end-of-September 1944 when he was open to the "bubble-up" of new ideas: albeit post-pamphlets the subsequent price of uniformity of doctrine was a certain apparent inflexibility. By late 1944 when Montgomery's 21st Army Group "stood at the door of Germany", armour-infantry co-operation practice is shown to have involved the coordination of armour originally intended to play different roles; infantry, and artillery on the basis of commonly agreed upon understandings which had been reached by an essentially collaborative process. Once set out in Montgomery's pamphlets, however, no deviation from this framework was subsequently permitted. Simultaneously, success in action depended on commanders exercising their initiative to be proactive to a greater extent than has hitherto been suggested: Montgomery wanted to constrain choices yet he allowed armoured commanders enough freedom of action to respond to challenges within the "master plan". This thesis thus makes an original contribution to the debate on Montgomery's command style, and its consequences, and more widely on the role of a great commander.

The tuning of optimization software is of key interest to researchers solving mixed integer programming (MIP) problems. The efficiency of the optimization software can be greatly impacted by the solver’s parameter settings and the structure of the MIP. A designed experiment approach is used to fit a statistical model that would suggest settings of the parameters that provided the largest reduction in the primal integral metric. Tuning exemplars of six and 59 factors (parameters) of optimization software, experimentation takes place on three classes of MIPs: survivable fixed telecommunication network design, a formulation of the support vector machine with the ramp loss and L1-norm regularization, and node packing for coding theory graphs. This research presents and demonstrates a framework for tuning a portfolio of MIP instances to not only obtain good parameter settings used for future instances of the same class of MIPs, but to also gain insights into which parameters and interactions of parameters are significant for that class of MIPs. The framework is used for benchmarking of solvers with tuned parameters on a portfolio of instances. A group screening method provides a way to reduce the number of factors in a design and reduces the time it takes to perform the tuning process. Portfolio benchmarking provides performance information of optimization solvers on a class with instances of a similar structure.

Cette thèse traite de la clustérisation des réseaux ad hoc mobiles. Ce mécanisme consiste à rassembler les noeuds du réseau en grappes appelés clusters, dans le but d'introduire de la hiérarchie dans le réseau, et ainsi de permettre son passage à l'échelle. L'objectif principal est de concevoir de nouveaux algorithmes distribués de clustérisation, adaptés aux réseaux non structurés, où tous les noeuds sont des pairs, ainsi qu'aux réseaux structurés, où il existe déjà une structure hiérarchique intrinsèque. Dans le but de permettre une allocation des ressources radio à l'intérieur des clusters plus efficace qu'entre les clusters, les algorithmes proposés forment des clusters qui satisfont certaines contraintes de topologie : la connectivité, une taille et un diamètre maximaux. Afin d'évaluer les performances de ces nouvelles solutions, comparativement à celles de la littérature, et de manière indépendante des mécanismes d'accès au canal radio employés, la première partie de la thèse introduit des fonctions de coût de réseau, qui incorporent le profil de trafic utilisateur ainsi que les coûts de communication intra-cluster. Ensuite, un algorithme distribué adapté aux réseaux structurés est proposé, et ses performances comparées par simulation à plusieurs autres solutions de la littérature. Une caractéristique originale de cet algorithme est qu'il ne fait pas appel à la notion de chef de cluster. Dans la dernière partie, grâce à la théorie des jeux de coalition nous revisitons l'algorithme précédemment proposé pour les réseaux structurés. Ce cadre théorique permet de formaliser le problème de la clustérisation dans un contexte plus général, et conduit à la définition d'un algorithme générique, applicable à tous types de réseaux, ainsi qu'à une meilleure connaissance théorique de ses propriétés
This thesis is about clustering of mobile ad hoc networks, which consists in building some sets of nodes, called clusters, in order to introduce hierarchy in the network and thus improve its scalability. The main goal is to design new distributed clustering algorithms suited to i) unstructured networks, where all the nodes are equal, and suited to ii) structured networks that have an inherent hierarchical structure, and in which the nodes are gathered in operational groups. In order to allow the implementation of a radio resource allocation process that is more efficient within clusters than between clusters, the proposed algorithms form clusters satisfying specific topology constraints: connectivity, maximum size and diameter. In the first part of the thesis, to compare these new solutions to the ones from the literature, independently to the medium access scheme, we introduce network cost functions which take into account the user traffic profil and the intra-cluster and inter-cluster communication costs. Then, we propose a distributed clustering algorithm suited to structured networks, and compare its performance to several clustering schemes from the literature. A salient feature of this algorithm is that it does not need to resort to the notion of cluster-head. In the last part, thanks to the coalition game theory we revisit this algorithm. This theoretical framework allows us to formalize the clustering problem in a more general context. This leads us to defining a generic algorithm suitable to any kind of ad hoc network, and enables us to acquire a better knowledge of its properties

The aim of the thesis is to evaluate the effect of drawing funds from structural funds of EU to specific areas of the Czech Republic which is the region Tachov and micro-regions, which are located there. A sub-goal is to determine whether the observed micro-regions fulfill its role in the region, and whether there are other forms of small regional groups which are able to effectively draw and allocate financial resources from EU funds. The first part is a concise definition of regional policy and its implementation in the Czech Republic accompanied by a description of EU funds, which goes from support to the regions. The next section is characterized by the region Tachovsko and its micro-regions. The area is analyzed from both an economic and social terms and is conducted SWOT analysis. Next chapter deals with the operational programs that are relevant for the investigated area. The central part deals with the evaluation of projects in the both programming period, in 2004-2006 and in 2007-2013. It created a comprehensive overview of all completed and ongoing projects that are examining the impact of utilization of EU funds. Base on these findings are suggested for the region and both micro-regions for one thing in the drawing of funds EU and for another in activities in the field of micro-regions.

Collaborative editing systems (or group editors) allow a geographically dispersed group of human users to view and modify shared multimedia documents, such as research papers, design diagrams, web pages and source code together over a computer network. In addition to being useful tools, group editors are a classic research vehicle and model of interactive groupware applications, based on which a variety of social and technical issues have been investigated. Consistency maintenance as a fundamental problem in group editors has attracted constant research attention. Operational transformation (OT) is an optimistic consistency maintenance method that supports unconstrained collaboration among human users. Although significant progress has been achieved over the past decade, there is still a large space for improvement on the theoretical part of OT. In this dissertation, we are concerned with three problems: (1) How to evaluate the correctness of OT-based consistency maintenance protocols; (2) How to design and prove correct OT-based protocols; (3) What are the consistency correctness conditions for group editing systems in general. This dissertation addresses the above three problems and makes the following contributions: (1) propose a total order based framework including a new consistency model and the associated design methodology. This framework reduces the complexities of the OT design; (2) improve the total order based framework by introducing a natural order based framework. In contrast, this framework removes the requirement of defining a total order that is not necessary to the OT design; (3) establish a generic consistency model and propose the first set of practical design guidelines in OT based on this model.
