Opportunities are a core construct in the field of entrepreneurship. Despite recent advances suggesting the separation of ideas from opportunities, the field still suffers from conceptual deficiencies. This article builds on this distinction and leverages insights from creativity and innovation management literature to propose a framework that allows tracing the evolution of a venture from first insight to exploitation. It discusses real–time/longitudinal and retrospective measurement techniques from the fields of entrepreneurship, creativity, and innovation management to empirically capture the framework. Several research questions for future studies are provided, concluding with a discussion of implications for research and practice.

Purpose – The purpose of this paper is to investigate the managerial practices to assess value creation and value capture potential in longitudinal buyer-seller relationships, and proposes a framework for evaluating such potential for maximizing sales function efficiency. Design/methodology/approach – The research is based on an exploratory multi-case study with seven internationally operating companies from a variety of industries, with the aim of building the framework for sales opportunity management. The framework is then refined in eight workshops with 21 companies. Findings – The findings suggest that industrial companies need to develop new capabilities to efficiently manage value selling opportunities at different stages of the opportunity lifecycle. Research limitations/implications – The underlying sales approach of the research is proactive value selling in a service business context. The findings may not be generalizable into other sales contexts. Practical implications – The paper provides practicing managers with an actionable sales opportunity management framework for an effective management of sales quality. Originality/value – The research contributes to a previously unexplored area of sales management, and suggests a managerial practice linking strategy to implementation at the customer interface.

Capture and permanent geologic sequestration of biogenic CO2 emissions may provide critical flexibility in ambitious climate change mitigation. However, most bioenergy with carbon capture and sequestration (BECCS) technologies are technically immature or commercially unavailable. Here, we evaluate low-cost, commercially ready CO2 capture opportunities for existing ethanol biorefineries in the United States. The analysis combines process engineering, spatial optimization, and lifecycle assessment to consider the technical, economic, and institutional feasibility of near-term carbon capture and sequestration (CCS). Our modeling framework evaluates least cost source–sink relationships and aggregation opportunities for pipeline transport, which can cost-effectively transport small CO2 volumes to suitable sequestration sites; 216 existing US biorefineries emit 45 Mt CO2 annually from fermentation, of which 60% could be captured and compressed for pipeline transport for under $25/tCO2. A sequestration credit, analogous to existing CCS tax credits, of $60/tCO2 could incent 30 Mt of sequestration and 6,900 km of pipeline infrastructure across the United States. Similarly, a carbon abatement credit, analogous to existing tradeable CO2 credits, of $90/tCO2 can incent 38 Mt of abatement. Aggregation of CO2 sources enables cost-effective long-distance pipeline transport to distant sequestration sites. Financial incentives under the low-carbon fuel standard in California and recent revisions to existing federal tax credits suggest a substantial near-term opportunity to permanently sequester biogenic CO2. This financial opportunity could catalyze the growth of carbon capture, transport, and sequestration; improve the lifecycle impacts of conventional biofuels; support development of carbon-negative fuels; and help fulfill the mandates of low-carbon fuel policies across the United States.

Abstract. Many river basins throughout the world are increasingly under pressure as water demands keep rising due to population growth, industrialization, urbanization and rising living standards. In the past, the typical answer to meet those demands focused on the supply side and involved the construction of hydraulic infrastructures to capture more water from surface water bodies and from aquifers. As river basins have become more and more developed, downstream water users and ecosystems have become increasingly dependent on the management actions taken by upstream users. The increased interconnectedness between water users, aquatic ecosystems and the built environment is further compounded by climate change and its impact on the water cycle. Those pressures mean that it has become increasingly important to measure and account for changes in water fluxes and their corresponding economic value as they progress throughout the river system. Such basin water accounting should provide policy makers with important information regarding the relative contribution of each water user, infrastructure and management decision to the overall economic value of the river basin. This paper presents a dynamic water accounting approach whereby the entire river basin is considered as a value chain with multiple services including production and storage. Water users and reservoir operators are considered as economic agents who can exchange water with their hydraulic neighbors at a price corresponding to the marginal value of water. Effective water accounting is made possible by keeping track of all water fluxes and their corresponding hypothetical transactions using the results of a hydro-economic model. The proposed approach is illustrated with the Eastern Nile River basin in Africa.

This article has two objectives: to critique the dominant opportunity discovery and creation literatures and to propose a new, critical realist–inspired analytical framework to theorise the causes, processes and consequences of entrepreneurial action – one that needs no concept of opportunity. We offer three reasons to support our critique of opportunity studies. First, there are important absences, contradictions and inconsistencies in definitions of opportunity in theoretical and empirical work that mean the term cannot signal a clear direction for theorising or empirical research. Our central criticism is that the concept of opportunity cannot refer simultaneously, without contradiction, to a social context offering profit-making prospects, to particular practices and to agents’ subjective beliefs or imagined futures. Second, a new definition of opportunity would perpetuate the conceptual chaos. Third, useful concepts to capture important entrepreneurial processes are readily available, for instance, combining resources, creating new ventures and achieving product sales, which render a concept of opportunity superfluous. Instead, we conceptualise entrepreneurial action as investments in resources intended to create new goods and services for market exchange emergent from the interaction between agential, social-structural and cultural causal powers.

Over the last decade, there have been many changes in the field of political analysis at a global level. Through social networking platforms, millions of people have the opportunity to express their opinion and capture their thoughts at any time, leaving their digital footprint. As such, massive datasets are now available, which can be used by analysts to gain useful insights on the current political climate and identify political tendencies. In this paper, we present TwiFly, a framework built for analyzing Twitter data. TwiFly accepts a number of accounts to be monitored for a specific time-frame and visualizes in real time useful extracted information. As a proof of concept, we present the application of our platform to the most recent elections of Greece, gaining useful insights on the election results.

The authors provide a framework and a set of research propositions that capture and extend current theory on information processing from advertisements. The integrative attitude formation model includes antecedent levels of ability, motivation, and opportunity (AMO), processing of brand information, cognitive and emotional responses, brand attitude formation processes, and brand attitude. Key features of the framework are (1) a more complete, integrative discussion of needs and motivation, (2) a more precise specification of processing mechanisms than currently is proposed in two-routes-to-persuasion models, (3) inclusion of a new typology of emotional and cognitive responses explicitly linked to the levels of brand processing, and (4) a discussion of how alternative attitude formation models correspond to each level of brand processing. To assess the relative advantage of the framework, the authors compare the model with previous integrative models and discuss its implications for related research streams.

Approaches to accelerate innovation have become more integrated and systemic over time, such as Agricultural Innovation Systems and co-innovation. Primary Innovation is a New Zealand co-innovation programme in which innovation is conceived as being ‘co-produced’ by stakeholders who contribute their unique knowledge to solving a problem or realizing an opportunity. In co-innovation, cyclical processes of planning, doing, observing and reflecting enable innovation to emerge from interactive learning among stakeholders. In this article, we argue that when flexibly applied and adapted to capture dynamics typical in systems innovation projects, the log frame approach and logical frameworks have considerable utility to support evaluation for both learning and accountability and for identifying and addressing institutional logics, which lead to system innovation. We demonstrate this for the case of Primary Innovation and compare our experiences with the limitations and solutions suggested by other recent researchers when applying logic models, logical frameworks, programme theories or theories of change as part of an ‘adapted accountability framework’.

Introduction:Current practice in cost-effectiveness analysis (CEA) involves the estimation of the incremental cost-effectiveness ratio (ICER) between a new intervention and one alternative comparator reflecting the standard of care. As this focuses on pairwise comparisons, rather than considering the whole range of available alternatives at any given time, this method fails to capture the full impact of bringing the new intervention to market. Methods:A multi-comparator ICER (MC-ICER) evaluating the impact of the new technology on patients treated with all comparators used in clinical practice, rather than a theoretical ‘second-best’ alternative only, was estimated. This can be achieved by weighting the incremental costs and benefits for each comparator by its change in market share to generate an MC-ICER. This is shown using a stylized example with three comparators. Results:The traditional ICER against the second-best alternative was USD 200,000 per QALY, while the estimated multi-comparator ICER is USD 133,548 per QALY, corresponding to a 33 percent decrease. This reflects the fact that patients who switch to the new intervention are not only those who had been previously treated with one particular comparator, as is assumed in a traditional CEA. The difference between the traditional ICER and the MC-ICER depends on how the new intervention impacts on the uptake of each comparator. Conclusions:Results show that, when comparator selection was made excluding dominated and extendedly-dominated alternatives, the MC-ICER, produced using the method described above, is lower than the traditional ICER comparing the new intervention to the second-best comparator. This captures the fact that patients may switch to the new intervention not only from the second-best comparator, but from the whole range of alternative treatments. Such patient movements determine the real impact, or opportunity cost, of the new intervention on the healthcare system and, therefore, should be captured in CEA alongside traditional one-way ICERs.

Post-occupancy evaluation (POE) is a systematic method to evaluate the actual building performance against the theoretical design intents after the building has been occupied for some time, to understand how the building is performing and to capture lessons learned. The POE offers an opportunity to investigate the buildings' actual performance based upon the occupants' satisfaction levels in the aspects of building overall design, indoor environmental quality, thermal comfort, etc. However, as the key part of POE, occupant satisfaction assessment (OSA) is a missing link in the building performance evaluation (BPE) domain, and there is not a systematic evaluation method for the OSA. Moreover, it is time-consuming and error-prone to conduct the OSA manually. This paper presents from the end-user's satisfaction perspective a semantic post-occupancy evaluation ontology (POEontology) to facilitate the occupant satisfaction assessment of buildings, with the ultimate aim of optimizing building operation guidelines, and improving occupants' use experience quality and well-being. An ontology-based knowledge model has been developed to capture the fragmented knowledge of building use satisfaction assessment in the POE domain, with the benchmarking evaluation rules encoded in Semantic Web Rule Language (SWRL) to enable automatic rule-based rating and reasoning. This ontology model also enables the effective OSA-related knowledge retrieving and sharing, and promotes its implementation in the POE domain. A field study has been conducted based upon the Building Use Study (BUS) methodology to validate the proposed ontology framework.

Purpose – The purpose of this paper is to develop a modelized representation of the concept of opportunity structures for ethnic minority entrepreneurs in Glasgow, Scotland, that incorporates the different demand and supply side dimensions influencing entrepreneurial activity. Design/methodology/approach – An appropriate qualitative research design was implemented in order to capture and understand the influence of contextual dimensions on entrepreneurial behaviour of Polish EMEs in Glasgow. As part of the abductive and reflective process of the research, 21 semi-structured interviews were carried out in with Polish EMEs who are sole-owners of businesses. Findings – By contextualising ethnic minority entrepreneurship, the paper reveals the crucial and ambivalent role played by the community (for resource mobilisation and as the primary market) and by Polish EMEs’ perception of the opportunity structure, on their entrepreneurial behaviour. Moreover, it highlights the importance of the household as a contextual dimension on entrepreneurial decision making among those Polish entrepreneurs in Glasgow. Practical implications – Provides a comprehensive and operational model of opportunity structure for EMEs which can be used an operational tool for both scholars in the field as well as by policy makers. The proposed model constitutes a framework for analysing the influence of different contextual dimensions on EMEs’ entrepreneurial behaviour. Originality/value – The contribution is the provision of an original tool to enable further systematic comparative approaches while conducting research on EMEs across different communities and localities.

PurposeEffective Emergency Response Management (ERM) system evaluation is vital to the process of continual improvement within emergency response organizations. The purpose of this paper is to investigate if an entire ERM system can be captured and encoded within a standardized framework.Design/methodology/approachEmploying an exploratory approach the authors apply a mixed methods case study design and inductive reasoning to analyse documentary evidence provided during the inquest into the London Bombings 2005. The authors use content analysis to investigate the nature of ERM system data availability and apply principals of Network Theory to iteratively develop a framework within which data can be encoded.FindingsThe authors find that complex ERM system data can be captured and stored within a standardized framework. The authors present a conceptual framework and multi-stage mixed methods process, the Standardized Emergency Response Incident Evaluation System (SERIES) model, to support data collection, storage and interpretation. The findings demonstrate that ERM system evaluation can benefit from the adoption of a standardized mixed-methods approach employing data transformation and triangulation. The authors also demonstrate the potential of the proposed standardized model, by integrating qualitative and quantitative data, to support interpretation and reporting through the use of appropriate data visualization.Originality/valueThe SERIES model provides a practical tool and procedural guidelines to capture and share vital ERM system data and information across all emergency services. It also presents an opportunity to develop a large comprehensive multi-incident dataset to support academic inquiry and partnership between academics and practitioners.

Electronic health record content is created by clinicians and is driven largely by intermittent and brief encounters with patients. Collecting data directly from patients in the form of patient-generated data (PGD) provides an unprecedented opportunity to capture personal, contextual patient information that can supplement clinical data and enhance patients’ self-care. The US Department of Veterans Affairs (VA) is striving to implement the enterprise-wide capability to collect and use PGD in order to partner with patients in their care, improve the patient healthcare experience, and promote shared decision making. Through knowledge gained from Veterans’ and healthcare teams’ perspectives, VA created a taxonomy and an evolving framework on which to design and develop applications that capture and help physicians utilize PGD. Ten recommendations for effectively collecting and integrating PGD into patient care are discussed, addressing health system culture, data value, architecture, policy, data standards, clinical workflow, data visualization, and analytics and population reach.

Continued value creation is paramount for the survival of firms competing in today's high velocity global business environment. This paper presents a conceptual framework for understanding how firms can create and capture value within a highly volatile and uncertain business environment by exploiting both performance gaps and opportunity gaps through the development and use of flexible supply chain architectures. The choice of flexible organizational architecture allows for the continued reconfiguration of the independent modular components of the supply chain so as to achieve optimal leverage of both the firms core competencies as well as their collaborative partners complementary resources. The case of Cellars of Canterbury, a New Zealand based International wine marketing and distribution cooperative enterprise provides empirical support.

Background: A dental practitioner must comply with the Dental Board of Australia’s guidelines on infection control. In this project, we developed a risk-based criteria framework to assess a practitioner’s infection prevention and control (IPC) systems and processes. This project allowed for the provision of the highest standard of infection control continuing education and advice relevant to the needs of members of the Australian Dental Association (NSW Branch). Methods: A review of 1,050 continuing professional development (CPD) IPC course evaluation forms was conducted to determine the key IPC areas that participants have the most difficulty with. All core IPC documents that practitioners are expected to understand and comply with were determined and any regulator- and profession-led compliance checklists were collated. These data were consolidated to generate a risk-based criteria framework that was then applied to 99 private, office-based, dental practices to determine IPC compliance. Results: After the review of 99 dental practices, the total aggregate compliance score was 78%, and the 15 key IPC areas were ranked from highest to lowest. These data assisted with the development of a full-day IPC course focusing on the top 5 risks in each category. The five areas of opportunity identified were Hand Hygiene (52%), Surgical Procedures and Aseptic Technique (59%), Documentation, Policy and Knowledge (61%), Sharps (72%), Steam Sterilisers (72%). Conclusions: This project identified key IPC risks for office-based dental practices from the capture of performance-based data. This data formed a targeted education framework that prioritized areas of opportunity to improve IPC standards in Australian dental practices.Funding: NoneDisclosures: None

Social network analysis encompasses the study of networked data and examines questions related to structures and patterns that can lead to the understanding of the data and the intrinsic relationships, such as identifying influential nodes, recognizing critical paths, predicting unobserved relationships, discovering communities, etc. All of these analyses, germane to a variety of application domains, are typically done on static information networks; that is, a fixed snapshot of the information network. Yet, a social network changes and understanding the evolution of the network and detecting these changes in the underlying structures is paramount for a multitude of applications. Looking at networks as fixed snapshots misses the opportunity to capture the evolutionary patterns. In this paper, we present a framework for modeling community evolution in social networks by tracking of events related to the life cycle of a community. We illustrate the capabilities of our framework by applying it to real datasets and validate the results using topics extracted from the tracked communities.

Natural phenomena are intrinsically spatiotemporal and often highly dynamic. The increasing availability of simulation and observation datasets has provided us a great opportunity to better capture and understand the complexity and dynamics of natural phenomena. Challenges are posed by the formalization of the representation of such phenomena in terms of their non-rigid boundaries and the quantification of event dynamics over space and time. The objectives of this research are to (1) conceptually represent the natural phenomenon as an event, and (2) quantify the dynamic movements and evolutions of events using a graph-based approach. This proposed data framework is applied to a dust simulation dataset to represent the 4D dynamic dust events. Dust events are identified, and movements are tracked to reconstruct dust events in the Northern Africa region from December 2013 to November 2014. Quantified dynamics of different dust events are demonstrated and verified to be in alignment with observations.

The recent surge in Internet of Things (IoT) deployment has increased the pace of integration and extended the reach of the Internet from computers, tablets and phones to a myriad of devices in our physical world. Driven by the IoT, with each passing day, the Internet becomes more integrated with everyday life. While IoT devices provide endless new capabilities and make life more convenient, they also vastly increase the opportunity for nefarious individuals, criminal organizations and even state actors to spy on, and interfere with, unsuspecting users of IoT systems. As this looming crisis continues to grow, calls for data science approaches to address these problems have increased, and current research shows that predictive models trained with machine learning algorithms hold great potential to mitigate some of these issues. In this paper, we first carry out an analytics approach to review security risks associated with IoT systems, and then propose a machine learning-based solution to characterize and detect IoT attacks. We use a real-world IoT system with secured gate access as a platform, and introduce the IoT system in detail, including features to capture security threats/attacks to the system. By using data collected from a nine month period as our testbed, we evaluate the efficacy of predictive models trained by means of machine learning, and propose design principles and a loose framework for implementing secure IoT systems.

Periodically, market value assessment of land within the value capture model is designed, by which the private partners could be attracted. Findings In the paper, LVC shows how the relation to increase value of land can bring competitive areas and as such give new opportunity for FM. Originality/value Capturing land value and widening the internalisation of external positive impacts enhances the perspective of project assessment and PPP financing models. This model may be used by public and private sector parties involved in PPP arrangements to improve project evaluation and the base of project finance.

The synthesis and characterization of one symmetrical bis-1-substituted-1H-tetrazole (69%) via a Huisgen-type 1,3-dipolar cycloaddition, as well as, one symmetrical aza-linked bis-5-substituted-1H-tetrazole (57%) via a classic Huisgen 1,3-dipolar cycloaddition followed by a reductive aza-coupling under greener reaction conditions are described. The main reason behind these tetrazole-based ligands is to construct novel Metal-Organic Framework (MOF) architectures to evaluate their CO2 capture properties under relative humidity conditions. It is worthy to note that both herein reported products have not been synthesized nor isolated, anywhere. Besides, the synthesis of new ligands to fabricate novel MOFs with potential application in environmental remediation has become a highly valued field of opportunity for synthetic chemists and materials engineers.

Carbon pricing aims to capture the external costs of emissions and link them to their sources through a price signal, while market-based policy tools support investments in energy efficiency, rewarding investors following certified energy savings. The interplay between the emission trading system and the white certificate scheme is complex, especially regarding opportunity costs and the efficiency of the two mechanisms combined in achieving environmental goals. Using monthly data covering six years, we analyze how carbon pricing and white certificate programs intertwine. We consider the opportunity cost as the savings from an energy efficiency intervention under the white certificate program in a firm covered by the emission trading system. We calculate the €/MWh savings corresponding to a one MWh reduction in energy consumption to assess the contribution of white certificates and the emission trading system as determinants of the savings induced by an energy efficiency intervention. We then simulate how the economic determinants of saving vary as the dynamics of the gas and emission permit markets change. The relative weight of the components on saving differs significantly according to the dynamics of the related commodity and environmental markets. Provided that the emission trading system is mandatory for certain industries while participation in a white certificate scheme is voluntary, we argue that the overlap between the two mechanisms can be effective. This is important for policymaking, periodic fine-tuning interventions to market-based mechanisms, and increasing flexibility. The paper also has business implications, given that energy managers may use this framework in building energy management strategies.

In this essay, the authors explored Pinsker’s conception of two pandemics, as reflected in the concerns expressed about the future of women’s sport, prospects for female athletes, and the security of women leaders in sport as they emerged in articles published in national news sources. The purpose of this essay was to capture, in a limited way, how women’s sport concerns surfaced in the media in the aftermath of a forced industry shutdown; to gauge reactions, assess real and perceived threats; and to examine how and whether this crisis inspired positive thoughts about women’s sport opportunities for the future. Our work is based on the tracking of articles published in major news outlets about the impact of the pandemic on women’s sport from March 10, 2020, to May 25, 2020. Readings of the collected articles revealed several themes that fit within the two pandemics framework: reactions to the loss of momentum in women’s sport; fears regarding a reversal in gains made by women’s sport in the marketplace as competition for limited resources escalates; concerns about women’s sport participation decreasing due to cuts and delays in programs; and a focused commitment to gender equity and maintaining momentum, even in the face of significant headwinds.

To capture the development of social enterprises (SEs), this paper examines the tweets posted on Twitter and searches the hashtags on the Twitter Application Programming Interface (API) that SEs deem to be the most important. The results suggest that these tweets can be divided into three content groups (strategy, impact and business). This paper expands this into four dimensions (strategy, impact, business and people) and six indicators (social, opportunity, change, enterprise, network and team) and establishes a conceptual framework of SEs. This paper aims to enhance the understanding of the pertinent issues recently affecting SEs and extract findings that can act as a reference for follow-up studies.

Purpose Despite the common understanding that business model (BM) innovation is of vital importance for securing competitive positioning in the market place, managers still seem to lack appropriate frameworks and tools which can support them in renewing and rejuvenating their company’s existing BM. The purpose of this paper is to develop a structural and comprehensive toolbox of available BM configurations, from which companies can choose, to innovate their BM upon, and to design an appropriate BM innovation framework which can facilitate them in re-designing, selecting, and implementing new BM configuration possibilities. Design/methodology/approach A structured literature review is conducted to identify all the relevant BM configurations. Then, a value driver analysis is performed to group these BM configurations into appropriate categories. Finally, an ontological classification scheme and a structural and workable process, i.e. a BM innovation framework, are inductively developed. Findings The paper systematically develops a list of 71 BM configurations and groups them into an ontological classification scheme according to five groups: Value Proposition, Value Segment, Value Configuration, Value Network, and Value Capture. The paper illustrates how the BM innovation framework, enabled by this ontological classification scheme, provides a platform for identifying BM innovation routes for companies, allowing managers to envisage radical, disruptive, and new-to-the-world BM configuration ideas, or apply existing configurations from other industrial settings in what may be deemed new-to-the-industry innovation. Originality/value The paper enriches the amount of potential BM configurations available for managers to choose from when innovating their BMs, and extends the analysis to five core BM configuration categories. Moreover, the BM innovation framework suggested highlights the strong relationships among the value drivers, thus presenting the opportunity for managers to assess potential conflicts or synergies between various value drivers, and to align the BM management process as a whole.

In this study, we explore the ways to capture the extent to which a given locale embodies the values of affirmative action, i.e. equal employment. In particular this study employs the concept of employment availability to figure out whether firms in a certain locale tend to comply with the affirmative-action guidelines. Given this concept, we define disparity as the proportion of female employees in the total locale population employed, deviated from the availability level. Along with this, we consider a measure of concentration, which refers to the extent to which the employment in a locale is occupied by a certain gender. By combining these two indices, we develop an analytical framework to evaluate the implementation of affirmative action. As an illustration of the analytical framework, we employ the database from the U.S Equal Employment Opportunity Commission (EEOC). Specifically, by using the data of the state of Florida, the availability is measured based on demographic statistics; the indices of dispatiy and concentration are calculated; then how the locales of Florida show their implementation of affirmative action is analyzed with these two combined indices. Based on the analyses and from the implications from them, we contend that the analytical framework for measuring the affirmative-action implementation can be used to evaluate how equal employment is achieved; particually, we suggest that this analytical framework is applicable to the Korean context.

In West Macedonia (Greece), CO2 accounts as one of the largest contributors of greenhouse gas emissions related to the activity of the regional coal power plants located in Ptolemaida. The necessity to mitigate CO2 emissions to prevent climate change under the Paris Agreement's framework remains an ongoing and demanding challenge. It requires implementing crucial environmentally sustainable technologies to provide balanced solutions between the short-term needs for dependency on fossil fuels and the requirements to move towards the energy transition era. The challenge to utilise and store CO2 emissions will require actions aiming to contribute to a Europe-wide CCUS infrastructure. The Horizon 2020 European Project "STRATEGY CCUS "examines the potential for CO2 storage in the Mesohellenic Trough from past available data deploying the USDOE methodology. Research results show that CO2 storage capacities for the Pentalofos and Eptachori geological formations of the Mesohellenic Trough are estimated at 1.02 and 0.13 Gt, respectively, thus providing the potential for the implementation of a promising method for reducing CO2 emissions in Greece. A certain storage potential also applies to the Grevena sub-basin, offering the opportunity to store any captured CO2 in the area, including other remote regions.

Abstract:Health service restructuring in South Africa provides an opportunity to introduce appropriate Health Information System (HIS) technology. This is particularly relevant given the emerging HIV epidemic and the need to capture, translate and disseminate new experiences in HIV/AIDS care, support and clinical research. In 1994, a number of clinicians and health-care providers working in South Africa had begun to establish basic computerized databases to assist in research on HIV, but no standardized nomenclature or framework for collaboration was created. This paper describes a clinical and research database that could be used as an example for a standardized system by clinicians working in South Africa. The authors, with assistance from the National AIDS Research Programme of the Medical Research Council, created a prototype relational database using Microsoft Access™. To test the prototype, 1057 HIV-positive patients from the Infectious Disease Clinic at Johannesburg General Hospital were entered.

Post-PASPA, more than twenty states have either implemented or successfully passed legislation allowing their citizens to gamble on sports. These legislative efforts have created an opportunity for states to capture some of the over $150 billion that Americans annually wager through illegal means. While Nevada has successfully regulated sports gambling for more than seventy years, the Supreme Court’s Murphy decision has spurred calls for uniform federal legislation. Central to this push for a federal framework are the leaders of the major sports leagues and their claim of concern for contest integrity. Our position is that this argument is tenuous at best. Rather, we believe this to be a convenient avenue for the major sports leagues to become involved in the regulatory process and secure additional revenue via integrity fees for providing data to federally mandated sources. Further, we argue that this framework of requiring states to use certified data sources that originate from the leagues themselves is not only economically damaging for potential sportsbook operators but could actually result in a greater chance of contest corruption rather than increased integrity. This article examines the contrasting views of the major North American professional and amateur sports leagues (NHL, NFL, NBA, MLB, and NCAA) with respect to the new, legalized sports gambling environment. We then look at the argument of maintaining contest integrity which is focal to proposed federal frameworks. Finally, we advocate for a state framework and demonstrate why states are in a better position to regulate sports gambling without federal interference, as state legislation already provides a mechanism by which income from wagers can be redistributed towards improving local infrastructure and funding social welfare programs; under proposed federal legislation, this revenue would divert elsewhere.

AbstractCoupled biogeochemical cycles drive ecosystem ecology by influencing individual-to-community scale behaviors; yet the development of process-based models that accurately capture these dynamics remains elusive. Soil organic matter (SOM) decomposition in particular is influenced by resource stoichiometry that dictates microbial nutrient acquisition (‘ecological stoichiometry’). Despite its basis in biogeochemical modeling, ecological stoichiometry is only implicitly considered in high-resolution microbial investigations and the metabolic models they inform. State-of-science SOM decomposition models in both fields have advanced largely separately, but they agree on a need to move beyond seminal pool-based models. This presents an opportunity and a challenge to maximize the strengths of various models across different scales and environmental contexts. To address this challenge, we contend that ecological stoichiometry provides a framework for merging biogeochemical and microbiological models, as both explicitly consider substrate chemistries that are the basis of ecological stoichiometry as applied to SOM decomposition. We highlight two gaps that limit our understanding of SOM decomposition: (1) understanding how individual microorganisms alter metabolic strategies in response to substrate stoichiometry and (2) translating this knowledge to the scale of biogeochemical models. We suggest iterative information exchange to refine the objectives of high-resolution investigations and to specify limited dynamics for representation in large-scale models, resulting in a new class of omics-enabled biogeochemical models. Assimilating theoretical and modelling frameworks from different scientific domains is the next frontier in SOM decomposition modelling; advancing technologies in the context of stoichiometric theory provides a consistent framework for interpreting molecular data, and further distilling this information into tractable SOM decomposition models.

PurposeHow university context (UC) enhances students’ entrepreneurial intentions and opportunity recognition is an emerging topic. It is known that students learn, not only from educational programmes, but also from the context in which they are embedded. The purpose of this paper is to investigate the effect of such context on student’s entrepreneurial intentions and opportunity recognition.Design/methodology/approachThe authors use a three-dimensional institutional framework to describe UC including regulative, normative and cognitive structures. Regulative structures refer to rules and regulations, support initiatives in relation to entrepreneurship; normative structures include shared values and norms; while cognitive structures apply to knowledge among students and faculty. A heterogeneous sample of 196 respondents from five countries was used to create reliable measures of UC and to test the hypotheses with the help of regression analysis.FindingsThe findings indicate that two dimensions of UC in particular (regulative and normative) were shown to be of great importance in increasing entrepreneurial intentions and opportunity recognition among students.Originality/valueThe study contributes to this further by suggesting a reliable and theory-grounded scale of UC. Furthermore, this study adds to the discussion on entrepreneurship education by proving evidence of the importance of UC on entrepreneurial intentions. The important contribution is acknowledgement of the fact that social systems both constrain and enable entrepreneurs in their discovery, evaluation and exploitation of opportunities. The authors have established that “would-be student entrepreneurs” do not exist separately from their structural context. Attempts to understand them outside of this context cannot, therefore, fully capture their nature.

The concept of digitainability has recently been suggested to underscore potential cross-fertilization effects between digitalization and sustainability, which have often been neglected. This article draws on an innovation-based view to develop a conceptual framework for combining digitalization and sustainability in firms’ strategic initiatives. It distinguishes four settings depending on whether firms pursue either digitalization or sustainability – or both or none of them to a strong degree. Beyond the individual importance of the two megatrends, their potential positive and negative interdependencies will gain further importance, and this article underscores the need for overcoming a potential dark side of digital solutions in terms of their carbon footprint and energy consumption to enable a sustainable digital transformation. In addition, digitainability offers the opportunity to move beyond optimization and cost savings due to digitalization and sustainability initiatives in order to capture the cross-fertilization potential of these two megatrends for innovation and new business development.

Micro-enterprises (MEs) have been shown to collectively be the largest employer in most developing countries thus playing a significant role in the countries economies. Using informal sector micro-enterprise furniture makers (wood and metal) in Nairobi, Kenya and based on Porter's competitive business strategies typology, this study sought to determine if the strategies employed by the informal sector MEs fit within the typology framework, and if membership within the strategic groups in the typology are a predictor of better business business performance. From the study, although membership within the two focus strategic groups of differentiation and low cost was confirmed, unlike studies done with medium and large enterprises, membership was not found to be a predictor of better business performance. Porter's typology may therefore not adequately capture the competitive business activities relevant to and directly by MEs, presenting an opportunity for research into the development of competitive business strategy typologies directly derived from their activities and therefore applicable to them.

Mining trends in the gold sector indicate a growing imbalance in global supply and demand chains, especially in light of accelerated efforts towards industrial electrification and automation. As such, it is important that research and development continue to focus on processing options for more complex and refractory ores. Unlike conventional (i.e., free-milling) ore feeds, refractory gold is not amenable to standard cyanidation, and requires additional pretreatment prior to leaching and recovery. With recent technological advancements, such as sensor-based ore sorting, there is opportunity to advance the development of smaller untapped refractory resources with marginal economics, particularly those in proximity to processing infrastructure within major gold districts. However, it will be critical that the necessary tools are developed to capture the potential system-wide effects caused by varied ore feeds and improve related decision-making processes earlier in the value chain. Discrete event simulation (DES) is a powerful computational technique that can be used to monitor the interactions between important processes and parameters in response to random natural variations; the approach is thus suitable for the modelling of complex mining systems that deal with significant geological uncertainty. This work implements an integrated artificial neural network (ANN) and DES framework for the regional coordination of conventional and preconcentrated refractory gold ores to be processed at a centralized plant. Sample calculations are presented that are based on a generated dataset reflective of sediment-hosted refractory gold systems.

Ensuring the health and safety of senior citizens who live alone is a growing societal concern. The Activity of Daily Living (ADL) approach is a common means to monitor disease progression and the ability of these individuals to care for themselves. However, the prevailing sensor-based ADL monitoring systems primarily rely on wearable motion sensors, capture insufficient information for accurate ADL recognition, and do not provide a comprehensive understanding of ADLs at different granularities. Current healthcare IS and mobile analytics research focuses on studying the system, device, and provided services, and is in need of an end-to-end solution to comprehensively recognize ADLs based on mobile sensor data. This study adopts the design science paradigm and employs advanced deep learning algorithms to develop a novel hierarchical, multiphase ADL recognition framework to model ADLs at different granularities. We propose a novel 2D interaction kernel for convolutional neural networks to leverage interactions between human and object motion sensors. We rigorously evaluate each proposed module and the entire framework against state-of-the-art benchmarks (e.g., support vector machines, DeepConvLSTM, hidden Markov models, and topic-modeling-based ADLR) on two real-life motion sensor datasets that consist of ADLs at varying granularities: Opportunity and INTER. Results and a case study demonstrate that our framework can recognize ADLs at different levels more accurately. We discuss how stakeholders can further benefit from our proposed framework. Beyond demonstrating practical utility, we discuss contributions to the IS knowledge base for future design science-based cybersecurity, healthcare, and mobile analytics applications.

The use of high-speed puncture mechanics for prey capture has been documented across a wide range of organisms, including vertebrates, arthropods, molluscs and cnidarians. These examples span four phyla and seven orders of magnitude difference in size. The commonality of these puncture systems offers an opportunity to explore how organisms at different scales and with different materials, morphologies and kinematics perform the same basic function. However, there is currently no framework for combining kinematic performance with cutting mechanics in biological puncture systems. Our aim here is to establish this framework by examining the effects of size and velocity in a series of controlled ballistic puncture experiments. Arrows of identical shape but varying in mass and speed were shot into cubes of ballistic gelatine. Results from high-speed videography show that projectile velocity can alter how the target gel responds to cutting. Mixed models comparing kinematic variables and puncture patterns indicate that the kinetic energy of a projectile is a better predictor of penetration than either momentum or velocity. These results form a foundation for studying the effects of impact on biological puncture, opening the door for future work to explore the influence of morphology and material organization on high-speed cutting dynamics.

Purpose Australia’s Future Tax System (2009) among its recommendations identified the need for realignment of tax revenue across the tiers of government in Australia, as well as the need to raise additional revenue from land-based taxes. In achieving these objectives, this paper aims to examine the revenues generated from land and how capital gains tax may be reconceptualised as a value capture tax resulting from the rapid urbanisation of Australia’s cities. The development of a theoretical framework realigns the emerging rationale of a value capture tax, as a means for revenue to be divested from central government in the form of capital gains, to sub-central government as a value capture tax. Design/methodology/approach A qualitative research methodology comprising grounded theory and phenomenological research is used in undertaking the review of tax revenue collection from state land tax, conveyance stamp duty, local government rating and Commonwealth capital gains tax. Grounded theory is applied for constant comparison of the data with the objectives of maximising similarities and differences in these revenues with an analytical construct as defined by Strauss and Corbin (1990, p. 61). Findings The paper finds that realigning revenue from land-based taxes against the principles of good tax design provides greater opportunity to raise additional revenue to fund public infrastructure while decentralising revenue from central government. It provides an alternate mechanism for revenue transfer from central to sub-central government while conceptually improving own source revenue from value capture taxation as a new revenue source. Research limitations/implications The limitation of this paper is the ability to quantify the potential increase that would be generated in the form of value capture revenue. It is demonstrated in the paper that capital gains tax took over 15 years for revenue generation to crystallise, a factor that would likely occur in the potential introduction of a value capture tax for funding transport infrastructure. Practical implications The pathway to introducing a value capture tax is through re-innovating capital gains tax as a value capture tax directly hypothecated to funding transport infrastructure that results in the uplift in values of the surrounding property from which revenue is raised. Originality/value This paper provides a new approach in contributing to funding the capital outlay of public infrastructure in lieu of central government consolidated revenue allocated through the Commonwealth Grants Commission. It provides a much-needed approach to decentralising revenue from the Commonwealth to sub-central government in Australia which has one of the most centralised tax systems in the OECD.

Recent radiations are important to evolutionary biologists, because they provide an opportunity to study the mechanisms that link micro- and macroevolution. The role of ecological speciation during adaptive radiation has been intensively studied, but radiations can arise from a diversity of evolutionary processes; in particular, on large continental landmasses where allopatric speciation might frequently precede ecological differentiation. It is therefore important to establish a phylogenetic and ecological framework for recent continental-scale radiations that are species-rich and ecologically diverse. Here, we use a genomic (approx. 1 200 loci, exon capture) approach to fit branch lengths on a summary-coalescent species tree and generate a time-calibrated phylogeny for a recent and ecologically diverse radiation of Australian scincid lizards; the genus Cryptoblepharus . We then combine the phylogeny with a comprehensive phenotypic dataset for over 800 individuals across the 26 species, and use comparative methods to test whether habitat specialization can explain current patterns of phenotypic variation in ecologically relevant traits. We find significant differences in morphology between species that occur in distinct environments and convergence in ecomorphology with repeated habitat shifts across the continent. These results suggest that isolated analogous habitats have provided parallel ecological opportunity and have repeatedly promoted adaptive diversification. By contrast, speciation processes within the same habitat have resulted in distinct lineages with relatively limited morphological variation. Overall, our study illustrates how alternative diversification processes might have jointly stimulated species proliferation across the continent and generated a remarkably diverse group of Australian lizards.

AbstractObjectives: To assess patient satisfaction with mental health services. Client satisfaction with mental health services is attracting increasing attention and is now considered a key outcome variable in evaluating mental health services. The Quality Framework (Mental Health Commission (MHC)), and Vision for Change (VFC) support such evaluation. However, there are no published quantitative data from Irish users of a community mental health service.Method: We invited outpatients attending a Dublin community mental health service to complete a standardised self-report instrument (Client Satisfaction Questionnaire, CSQ-8) and provide qualitative feedback. Results: Of the seventy-nine respondents, 80% report they were ‘satisfied’ or ‘very satisfied’ with the service. However, they were critical of; access to, operation of, and communication with the mental health services. Conclusions: Although satisfied, when given the opportunity to comment, service users can be critical of aspects of the service they receive. Only using quantitative evaluation of outpatient client satisfaction levels may fail to capture important consumer suggestions for service development. Recent recommendations and upcoming changes would address a number of the criticisms of mental health services identified in this study.

The unrelenting obesity pandemic in Middle Eastern (ME) adolescents living in Australia warrants culturally responsive and locally engineered interventions. Given the influence of parents on the lifestyle behaviours of adolescents, this qualitative study aimed to capture the opinions of ME parents on the barriers and enablers to sufficient physical activity and limiting screen time behaviours in adolescents. Semi-structured interviews were conducted with 26 ME parents (female) aged 35–59 years old, most of whom resided in lower socioeconomic areas (n = 19). A reflexive thematic analysis using the Theoretical Domains Framework and the Capability, Opportunity, Motivation-Behaviour model was performed for coding. Parents voiced confidence in their knowledge of the importance of physical activity and limiting screen time but were less optimistic in their ability to enable change in behaviours, especially for older adolescents without outside support. Despite adolescents having the necessary skills to engage in a wide array of sports, the parents admitted deep fears regarding the safety of the social environment and restricted their children’s independent mobility. Gender differences were noted, with parents reporting older girls expressing disinterest in sports and having limited physical opportunities to participate in sports at school. It may be that a community-based participatory framework is needed to improve physical activity opportunities and to address specific physical, social, and cultural barriers.

Introduction Evidence-based occupational therapy home programmes for children with unilateral cerebral palsy have demonstrated efficacy; however, uptake into routine practice is varied. The aim of this study was to gain a deeper understanding of the therapist-perceived supports and barriers to using occupational therapy home programmes for children with unilateral cerebral palsy, based on evidence of best practice in the United Kingdom. Method Fourteen occupational therapists completed semi-structured telephone interviews. Using a qualitative framework analysis approach, support and barrier factors were indexed against the Theoretical Domains Framework, before being categorised more broadly using the Capability, Opportunity, Motivation and Behaviour Model. Findings Common supports included: (a) strong leadership within the team to facilitate the translation of occupational therapy home programmes and evidence-based interventions into service-specific protocols; (b) knowledge exchange within professional networks and (c) mentorship. Common barriers included: (a) lack of resources; (b) restricted opportunities to review occupational therapy home programmes and (c) difficulties keeping up-to-date with the evidence in this area. Conclusion To be effective, occupational therapy home programmes need to be based on evidence of best practice; analysis indicated an urgent need to capture outcomes, record parental practice, further integrate ‘occupation’ within goal-setting, and develop use of conceptual models of practice to both enhance family-centred care and articulate the profession’s unique contribution.

A multidisciplinary approach to urban regeneration is crucial when the project of suburban areas provides a functional program that includes the combination of technological, environmental, and social innovation. The Reinventing Cities C40 design contest represents an opportunity for designers to deal with the crossing topics of innovation, sustainability, and circular economy. The project proposals focus on the regeneration of urban areas with specific needs, ranging from the reconstruction of urban ecosystems to the re-weaving of fragile and damaged urbanity, to the promotion of areas devalued by functional empty. The Reinventing Cities C40 framework is supporting worldwide the cities in the renovation process, oriented in developing the abandoned areas with the aim of social, energy, and environmental resilience. The framework promotes the link between the Municipalities, the designers, and the local communities to create innovation on multiple levels, in the design process, in the architectural product, in the validation tools based furthermore on the new contractual definition of business models for social support. The renovation of the Crescenzago area in Milan, Italy, is based on an architectural project that entails an integrated mixed-use system of tower and line buildings ensuring an adequate social and housing mix and connection with the surrounding points of interest and green areas. The architectural project relates to the existing context with a synthesis between macro and micro-urban scale: territory, neighborhood, and the new district. The project moves by the definition of the open spaces that imprints the built ones and defines a direct connection with the green system, which pledges the carbon neutrality of the intervention. The site-specific proposal results from the matrix of strategic and technological transferable solutions that provide solar electricity for 82% of the energy needs and the green capture allows to achieve the zero-carbon goal of the district.

Background Due to an aging population, the demand for many services is exceeding the capacity of the clinical workforce. As a result, staff are facing a crisis of burnout from being pressured to deliver high-volume workloads, driving increasing costs for providers. Artificial intelligence (AI), in the form of conversational agents, presents a possible opportunity to enable efficiency in the delivery of care. Objective This study aims to evaluate the effectiveness, usability, and acceptability of Dora agent: Ufonia’s autonomous voice conversational agent, an AI-enabled autonomous telemedicine call for the detection of postoperative cataract surgery patients who require further assessment. The objectives of this study are to establish Dora’s efficacy in comparison with an expert clinician, determine baseline sensitivity and specificity for the detection of true complications, evaluate patient acceptability, collect evidence for cost-effectiveness, and capture data to support further development and evaluation. Methods Using an implementation science construct, the interdisciplinary study will be a mixed methods phase 1 pilot establishing interobserver reliability of the system, usability, and acceptability. This will be done using the following scales and frameworks: the system usability scale; assessment of Health Information Technology Interventions in Evidence-Based Medicine Evaluation Framework; the telehealth usability questionnaire; and the Non-Adoption, Abandonment, and Challenges to the Scale-up, Spread and Suitability framework. Results The evaluation is expected to show that conversational technology can be used to conduct an accurate assessment and that it is acceptable to different populations with different backgrounds. In addition, the results will demonstrate how successfully the system can be delivered in organizations with different clinical pathways and how it can be integrated with their existing platforms. Conclusions The project’s key contributions will be evidence of the effectiveness of AI voice conversational agents and their associated usability and acceptability. Many organisations find it challenging to effectively integrate separate internal management systems and processes into one cohesive framework that supports organisational strategy. A management system is a framework of policies, processes and procedures developed to ensure an organisation can complete the tasks necessary to achieve its strategic objectives. International and industry standards typically take a functional view of management systems, often resulting in silos of information. In addition, inefficient and isolated safety, environmental, process safety, risk, compliance and quality management systems cost time and money, and can increase the likelihood of safety incidents in critical development and production environments. To support Woodside’s vision to be a global leader in upstream oil and gas, Woodside needed to establish a common approach to how it operates, wherever the location, and develop a strong foundation to support its strategic objectives. Woodside recently undertook an internally led company-wide project to renew its Woodside Management System (WMS) to improve integration between disparate functionally based management systems and capture the way we work more effectively. As part of the project, Woodside took the opportunity to redesign its WMS framework and streamline its processes and procedures by simplifying and removing duplicate or redundant existing information. Through the project, Woodside developed a single integrated management system that is independent of organisational structure and closely linked to our vision. The integrated control framework created within the WMS supports conformance to process and forms the foundation of assurance activities across the entire company. The WMS integrates a hierarchy of business processes, focused upon value stream activities, and clearly defines operational processes and activities. This paper discusses the objectives and outcomes of the project, some challenges during implementation and the change management approach to develop the culture and behaviours to drive continuous improvement and unlock the benefits of an integrated management system.

Abstract Although modeling and observational studies have highlighted a robust relationship between the Pacific meridional mode (PMM) and El Niño–Southern Oscillation (ENSO)—namely, that the PMM is often a precursor to El Niño events—it remains unclear if this relationship has any real predictive use. Bridging the gap between theory and practical application is essential, because the potential use of the PMM precursor as a supplemental tool for ENSO prediction has been implied but not yet implemented into a realistic forecast setting. In this paper, a suite of sea surface temperature hindcasts is utilized from the North American Multimodel Ensemble (NMME) prediction experiment between 1982 and 2010. The goal is first to assess the NMME’s ability to forecast the PMM precursor and second to examine the relationship between PMM and ENSO within a forecast framework. In terms of model performance, results are optimistic in that not only is PMM variability captured well by the multimodel ensemble mean, but it also appears as a precursor to ENSO events in the NMME. In forecast mode, positive PMM events predict eastern Pacific El Niño events in both observations and model forecasts with some skill, yet with less skill for central Pacific El Niño events. Conversely, negative PMM events poorly predict La Niña events in observations, yet the model forecasts fail to capture this observed representation. There proves to be considerable opportunity for improvement of the PMM–ENSO relationship in the forecast models; accordingly, the predictive use of PMM for certain types of ENSO events may also see improvement.

AbstractThe digital transformation of manufacturing requires digitalization, including automatic and efficient data exchange. Model-based definitions (MBDs) capture digital product definitions, in order to eliminate error-prone information exchange associated with traditional paper-based drawings and to provide contextual information through additional metadata. The flow of MBDs extends throughout the product lifecycle (including the design, analysis, manufacturing, in service life, and retirement stages) and can be extended beyond the typical geometry and tolerance information within a computer-aided design. In this paper, the MBDs are extended to include materials information, via dynamic linkages. To this end, a model-based feature information network (MFIN) is created to provide a comprehensive framework that facilitates storing, updating, searching, and retrieving of relevant information across a product’s lifecycle. The use case of a damage tolerant analysis for a compressor bladed-disk (blisk) is demonstrated, in Ti-6Al-4V blade(s) linear friction welded to the Ti-6Al-4V disk, creating well-defined regions exhibiting grain refinement and high residuals stresses. By capturing the location-specific microstructure and residual stress values at the weld regions, this information is accessed within the MFIN and used for downstream damage tolerant analysis. The introduction of the MFIN framework facilitates access to dynamically evolving data for use within physics-based models (resulting in the opportunity to reduce uncertainty in subsequent prognosis analyses), thereby enabling a digital twin description of the component or system.

Abstract. The flow of carbon through terrestrial ecosystems and the response to climate are critical but highly uncertain processes in the global carbon cycle. However, with a rapidly expanding array of in situ and satellite data, there is an opportunity to improve our mechanistic understanding of the carbon (C) cycle's response to land use and climate change. Uncertainty in temperature limitation on productivity poses a significant challenge to predicting the response of ecosystem carbon fluxes to a changing climate. Here we diagnose and quantitatively resolve environmental limitations on the growing-season onset of gross primary production (GPP) using nearly 2 decades of meteorological and C flux data (2000–2018) at a subalpine evergreen forest in Colorado, USA. We implement the CARbon DAta-MOdel fraMework (CARDAMOM) model–data fusion network to resolve the temperature sensitivity of spring GPP. To capture a GPP temperature limitation – a critical component of the integrated sensitivity of GPP to temperature – we introduced a cold-temperature scaling function in CARDAMOM to regulate photosynthetic productivity. We found that GPP was gradually inhibited at temperatures below 6.0 ∘C (±2.6 ∘C) and completely inhibited below −7.1 ∘C (±1.1 ∘C). The addition of this scaling factor improved the model's ability to replicate spring GPP at interannual and decadal timescales (r=0.88), relative to the nominal CARDAMOM configuration (r=0.47), and improved spring GPP model predictability outside of the data assimilation training period (r=0.88). While cold-temperature limitation has an important influence on spring GPP, it does not have a significant impact on integrated growing-season GPP, revealing that other environmental controls, such as precipitation, play a more important role in annual productivity. This study highlights growing-season onset temperature as a key limiting factor for spring growth in winter-dormant evergreen forests, which is critical in understanding future responses to climate change.
