Au début du XIXe siècle, la marine connaît une mutation technique accélérée. Le « vieux port » aux origines médiévales de la Rochelle ne répond plus aux besoins de la navigation, ce qui donne lieu au creusement d’un bassin intérieur effectif en 1808. Cet équipement s’avère vite insuffisant et au milieu du siècle, la construction d’un second bassin hors les murs s’impose et voit le quartier de la Ville-en-Bois se développer à proximité. Rapidement, à son tour, dans les années 1850-1860, ce nouveau bassin ne répond plus aux exigences maritimes modernes. La construction d’un troisième bassin à flot en eau profonde est alors envisagée pour la première fois. La question du lieu se pose. La réponse vient de l’ingénieur hydrographe Bouquet de la Grye, qui, après avoir étudié différentes possibilités de la rade, propose en 1876 un lieu à 5 km à l’ouest de la ville, ce sera la création du port en eau profonde de La Pallice. La venue, en 1878, du ministre des travaux publics Freycinet entérine ce grand projet devenu national. Les travaux débutent en 1880 jusqu’au 19 août 1890, date de l’inauguration par le président Sadi Carnot. Le 5 juin 1891, l’établissement portuaire est ouvert à la navigation et le trafic se développe selon une progression constante. La Première Guerre mondiale met en lumière les avantages de La Pallice et son rôle important dans la défense nationale, mais le port présenté comme moderne en 1890 devient bientôt exigu pour recevoir des navires de plus en plus grands. La construction d'un môle d'escale en eau profonde est adoptée en 1923, pour être en partie opérationnel avant la Seconde Guerre mondiale. Cette thèse qui relève de l’histoire urbaine s'attache également à démontrer en quoi la création du port de la Pallice a permis à La Rochelle de renouer avec son grand destin maritime en relançant son économie marchande
At the beginning of the 19 th century, the navy underwent an accelerated technical change. The "old port" with medieval origins of La Rochelle no longer meets the needs of navigation, which gives rise to the digging of an effective interior basin in 1808. This equipment quickly proves insufficient and in the middle of the century, the construction of a second basin outside the walls was essential and saw the Ville-en-Bois district develop nearby. Quickly, in turn, in the years 1850-1860, this new basin no longer met modern maritime requirements. The construction of a third wet dock in deep water was then considered for the first time. The question of location arises. The answer comes from the hydrographer engineer Bouquet de la Grye who, after having studied the various possibilities of the bay, proposed in 1876 a place 5 km west of the city, with would be the creation of the deep water port of La Pallice. The visit of the Minister of Public Works, Freycinet, in 1878, endorsed this major project which had become national in scope. Work began in 1880 until August 19, 1890, the date of inauguration by President Sadi Carnot. On June 5, 1891, the port establishment was opened to navigation, and traffic grew steadily. The First World War highlights the advantages of La Pallice and its important role in national defence, but the port presented as modern in 1890 soon becomes cramped to receive increasingly large ships. The construction of a deep-water stopover mole was adopted in 1923, to be partly operational before the Second World War. This thesis, which is part of urban history, also aims to demonstrate how the creation of the port of La Pallice has enabled La Rochelle to renew its great maritime destiny by reviving its marchant economy

Following terrorist attacks on twin towers in the USA and Limburg oil tanker in Yemen, theIMO has defined a supplementary chapter and an appendix named ISPS code to its SOLAS,to prevent similar events in maritime transportation. The ISPS code forces the ports, ships andall organizations, who work in marine industry, to keep their security gates more tightly. Thissituation affects involved parties in good and bad ways. Good impacts like increasing insecurity level, efficiency, effectiveness and competitiveness; and bad effects like increasing inannual costs, administration works and manning.This thesis is based on a study that was run by preparing an electronic questionnaire anddistributing among the Swedish ports to get first hand information about the ISPS codeimpacts on port and port activities. Through them it was found that the ISPS code achieved itsmain goal, which it has been described as less smuggling and less theft in Sweden; whileactually the ISPS is an anti terrorism regulation by its nature.On the other hand, the indirect impacts of the code have played an important role in itssuccess; therefore they have been reviewed as well. The ISPS code’s indirect impacts on portscan be summarized as its effects on efficiency, effectiveness, administration cost, serviceprice, profit, competitiveness, service level, customer satisfaction, damage occurring,documentation, manning , lead time and checking process.

Population growth, urbanization, globalization of human migration, consumerism; technical and information technology development - are just a few trends of the modern society that set challenges to transport geography. To meet growing market demands new technologies and services were developed. With the introduction of ISO containers shipping performance got a tremendous boost for development. Container standardization made it possible to unify transportation and transshipment technologies, to rationalize ship space utilization and develop sustainable logistic chains between countries and continents. Intermodal transportation is proven to be profitable and sustainable on the long distances, while on short distances road transportation is still more attractive and is continued to be used for high varieties of purposes. This master thesis is an attempt to show that intermodal transport may be successfully used for some special cases of short-distance transportation. One of these special cases is intermodal transportation from ports located in urban areas. The aim of this project was to analyze feasibility of the intermodal short distance transportation in regards to the port of Stockholm. For this purpose, the current logistic system of the port of Stockholm was analyzed and an intermodal system that can be used for the future port operation was evaluated. The goal of the case study conducted in the thesis was to understand how efficiency and environmental factors of port logistics network may be improved. To achieve these goals an extensive analysis was performed concerning current demand and flow distributions, available and proposed infrastructure in the region.

This urban design thesis is a study of the urban issues and design principles pertinent to Port Cities. 'Man meets water': Our primordial psyche Man has had a relationship with water since time immemorial. Moving freely from earth to water is an activity which comes naturally to the human being. According to Eastern philosophy, Earth is the most important element. It comprises matter in a solid state, represents stability, physicality and gravity. Water is the second most significant element and represents fluidity, flexibility and adaptability (Ninjutsu.co.uk). Man meets water, in other words, is the moving from one realm to the other. In urban design terms, where 'Man meets water' is the 'in between' space - the interface. This is the area where two worlds come together - an area of interaction, interconnectedness and interrelationship. The area of study is a precinct of Port Louis - the interface between land and sea, as shown in Figure 1.1. The original urban quality of Port Louis has become degraded as a result of post-independence modernisation. The interface has been reshaped spatially and functionally. The original city of Port Louis was founded on the harbour, which was central to social, commercial and residential life. Today, the harbour is segregated from the city fabric. This thesis aims to explore the nature and design principles of places and spaces that lie within this land-water interface in order to formulate an urban design proposal wherein the land is reconnected to the water - an urban intervention for a people-oriented port city.

Port efficiency is a significant element that stimulates port competitiveness and enhances regional development. With increasing international maritime traffic and changing technology in the maritime transport sector, containerisation and enhanced logistic activities, infrastructure might be one of the main determining factors of port competition (Merk & Dang, 2012). Due to the increasing container traffic and the high quality of service required by the shipping lines, Mediterranean container ports are being compelled to enhance port efficiency to improve comparative advantages that will increase cargo traffic and satisfy the customers’ requirements. The Mediterranean Sea is a link point between Europe, Africa and Asia. This research aims to examine the impact of ports' technical efficiency on the improvement of Mediterranean container ports’ competitiveness. The research analyses the competitiveness and the relative efficiency of the top 22 container ports in the Mediterranean basin using a cross-section, panel data and window analysis application of data envelopment analysis (DEA) for the period between 1998 and 2012. The selected 15 year period enables the analysis of Mediterranean container port market dynamics and the benchmarking of the technical efficiency of the selected ports for three consecutive market cycles. This research can be classified as quantitative analytical research. The research follows the concept of the Industrial Organization (IO) and the Structuralism (Harvard school) methodology that analyses the market Structures, Conduct and Performance (SCP) of market players. The study conducts a simultaneous three-stage procedure: in the first stage, the competitiveness of the main container ports in the Mediterranean is analysed through the study of market structure and conduct. Market structure is assessed through measuring and analysing market concentration by using four different methods. These methods are: the K-Firm concentration ratio (K-CR), Hirshman-Herfindahl Index (HHI), the Gini coefficient (GC) and the generalized entropy index. Boston Consultant Group (BCG) matrix is also used to visualize the dynamics between ports in the defined market and assess the ports' competitive position. Market conduct is analysed using shift-share analysis (SSA) to get a thorough understanding of the issue of port traffic development. In the second stage, market performance is analysed through the use of the non-parametric models of Data Envelopment Analysis (DEA) which estimates the relative efficiency scores and ranking seaports according to their efficiency. Five DEA models are adopted for comparative purpose, the DEA- CCR, DEA-BCC, the Super-Efficiency (A&P, 1993), the sensitivity analysis and slack variable analysis models. In the third stage, to examine the impact of port efficiency on port competitiveness, a number of hypotheses are examined through the use of parametric correlation coefficients (Spearman’s rank order) and Simar and Wilson (2007) procedure to bootstrap the DEA scores with a truncated regression. Using this approach enables more reliable evidence compared to previous studies analysing the efficiency of seaports. The main findings demonstrate that the recent deconcentration tendency of the Mediterranean container port market is due to the increased number of market players which will in turn reshape the market structure, change the container port hierarchy and intensify the competition between ports as the market shifts from oligopoly to pure competition. The research findings also reveal the existence of inefficiency pertaining to the management of container ports in the region, since the total technical efficiency is found to be below 50% on average. This relatively limited technical efficiency of the Mediterranean container ports indicates the need for appropriate capital investments for ports’ infra/superstructure. In particular, those ports whose efficiency is not favoured by some factors such as size, geographical position and socio-economic conditions of the region in which they are located, must adopt suitable reform strategies to promptly improve their efficiency and competitive position. What differentiates this work from previous studies on the subject is that both cross-sectional and panel data have been collected and analysed at the level of individual container ports in the Mediterranean. The study is based on a wide range of methodologies, both parametric and non-parametric, that have ensured the validity of the empirical examination that has been undertaken and the results obtained. The research analysed the Mediterranean container ports competitiveness, benchmarked and ranked their efficiency by considering the Mediterranean in its totality, including South Europe, Middle East and North Africa. The study puts forward a way to assess container port efficiency based on simple, yet validated and meaningful physical efficiency measures.

The issue of congestion along key arteries to maritime terminals, although common around the world, poses a greater problem in Africa, where growth in freight traffic coupled with poor physical and institutional infrastructure affects logistical efficiency and may be detrimental to economic development. As maritime trade increases in such cities, the problem of congestion on arteries to the port becomes a growing issue and research that supports the effective implementation of congestion mitigation measures in the context of the developing countries become crucial. The use of an inland container terminal connected by rail to a port, termed a 'dry port', is one of the measures employed to reduce congestion in developed port cities such as New York/New Jersey, Los Angeles and Sydney. This solution is vital to developing cities as it, by alleviating congestion on roads, improves freight logistics which can help facilitate economic development. Dry port solutions have previously been classified under three main types - close, mid-range and distant - based on the distance of the inland terminal from the port. This thesis aims to quantify the potential road network benefits of diverting containers to a close dry port located at the rim of a developing port city. It does this by exploring the impact of a single close dry port with varying operational characteristics. These operational characteristics (variables) relate to the container allocation patterns employed and the provision of an Empty Depot Service (EDS) and a Freight Distribution Service (FDS) within the facility. The case of Lagos, Nigeria, is selected for study as it is a developing port city where an increase in freight volume, the location of ports within close proximity to major GDP generators, coupled with poor physical and institutional infrastructure affect logistical efficiency. The research involves developing a container freight traffic model for Nigeria to simulate the current patterns of containerised cargo traffic flows (the reference scenario) as well as that which arises from the introduction of the close dry port solutions (test scenarios). Within this model, the World Bank's HDM IV vehicle operation cost functions are integrated to capture factors that influence freight routing choice in developing countries like Nigeria. The network impact of the containerised cargo traffic patterns derived from the reference and test case scenarios is the output of this model and is measured as the total container-related freight vehicle-km and vehicle-hrs in the road network. This impact is measured for routes to and from the seaports, routes to and from zones in the port city and for the whole system. The output of the test scenario cases are compared to those from the reference case to obtain the relative network benefit of each test scenario. The relative benefits of the dry port with varying characteristics are then compared to obtain results from which the main conclusion are drawn. It is found that a dry port solution with an FDS can provide a container-related freight vehicle-km and vehicle-hrs savings of up to 52% more that a dry port solution without an FDS. On the other hand, the benefit of a dry port solution is found to be significantly less sensitive to the empty depot service variable. Furthermore, the network benefit of a dry port solution is found to be sensitive to the container allocation patterns employed. The close dry port is found to present up to 40% higher benefits by serving only zones closer to the dry port than the seaport. However, the results show that the benefit of the dry port varies depending on the part of the network being accessed. For example, the dry ports with an FDS are shown to provide savings of up to 20% to the system (routes to and from all zones in the country) and up to 39% on routes to and from the port city. However, much higher benefits of up to 78% are observed on routes to and from the seaport. In general, it is found that the network benefit of the close dry port increases almost linearly with increase in dry port usage by up to 80% depending on the services provided within the facility, the container allocation methods employed and the parts of the road network being accessed. The findings contribute to the literature on the impact of dry port characteristics on the efficiency of road networks in developing port cities and can be used to formulate transport policies that address issues of traffic congestion. They present policy makers with insight into the requirements for a dry port solution located at the rim of a port city to reduce congestion and improve the efficiency of the road network. Furthermore, the research highlights some factors which influence freight routing decisions in developing countries that are not normally taken into account in urban freight models and discusses ways of dealing with them. The modelling framework employed shows how it is possible to integrate freight supply chain modelling into urban transport models. The model developed in the thesis can form part of a cost-benefit analysis of individual dry port solutions centred on mitigating congestion in port cities.

Port-city reinvents itself in a process that merges urbanism, knowledge, communication, tourism, events, legitimization, experimentation, to find a better connection between the presence of the port and urban planning, their at the same time spatial and economic development. While trying to avoid any form of cultural consumption and standardization, this process highlights the role of the operations of knowledge as being a sustainable lever of the development of the territory. Assuming that the cultural dynamism, based on the knowledge of a territory, contributes to its general dynamism and to the implication of its population, this thesis aims at studying the design and the realization of an innovative knowledge tool, the Port Center, in the particular case of the city of Livorno (Italy), as well as its strategic position in the Old Fortress, the monument-lighthouse of the city. Knowledge urbanism thus offers an innovative perspective : to combine in a single tool the fact of facilitating the legitimization of port’s existence, while participating in the tourist re-launching of the city

U.S. Navy and commercial ships have been lucrative targets for terrorist organizations. Realizing that ships are most vulnerable while in-port, adequate measures must be employed by port facilities to ensure vessel security. Commercial and naval ports have been set as a national priority in Homeland Security Presidential Directive 13. A successful terrorist strike against a port could produce long-term economic impact. In an attempt to develop a system of systems to prevent and defeat terrorist attacks against foreign and domestic ports, this study approached the threat from three different aspects: terrestrial, seaborne, and internal. This report uses the Systems Engineering Design Process to define the problem, generate alternatives, model scenarios, and analyze results to produce feasible and cost-effective solutions. No single system can address all issues prevalent in the port security problem. The recommended solutions individually address specific threats, namely vehicle-borne improvised explosive devices, small boat swarm tactics, importation of contraband or weapons of mass destruction, and employee sabotage. Although each solution effectively increased port security, improved port security measures resulted in greater cost. Some solutions yielded only marginal gain in effectiveness with drastic increases in cost.

Анотація:
3D electromagnetic modelling and simulation of various Printed Circuit Board (PCB) components is an important technique for characterizing the Signal Integrity (SI) and Electromagnetic Compatibility (EMC) issues present in a PCB. However, due to limited computational resource and the complexity of the integrated circuits, it is currently not possible to fully model a complete PCB system with 3D electromagnetic solvers. An effort has been made to fully model the PCB with all its components and their S-parameters has been derived so as to integrate these S-parameters in 1D, 2D static or quasi-static field solver or circuit solver tool. The novelty of this thesis is the development and verification of active circuit such as Input and Output buffers and passive channel components such as interconnects, via and connectors and deriving their S-parameters in order to model and characterize the complete PCB using 3D full field solver based on Transmission Line Matrix modelling (TLM) method. An integration of Input/Output (I/O) port in the 3D full field modelling method allows for modelling of the complete PCB system without being computationally expensive. This thesis presents a method for integration of Input/Output port in the 3D time domain modelling environment. Several software tools are available in the market which can characterize these PCBs in the frequency as well as the time domain using 1D, 2D techniques or using circuit solver such as spice. The work in this thesis looks at extending these 1D and 2D techniques for 3D Electromagnetic solvers in the time domain using the TLM technique for PCB analysis. The modelling technique presented in this thesis is based on in-house developed 3D TLM method along with a developed behavioral Integrated Circuit (IC) – macromodel. The method has been applied to a wide variety of PCB topologies along with a range of IC packages to fully validate the approach. The method has also been applied to show the switching effect arising out of the crosstalk in a logic device apart from modelling various discontinuities of PCB interconnects in the form of S11 and S21 parameters. The proposed novel TLM based technique has been selected based on simplification of its approach, electrical equivalence (rather than complex mathematical functions of Maxwell's electromagnetic theory), time domain analysis for transients in a PCB with an increased accuracy over other available methods in the literature. On the experimental side two, four and six layered PCBs with various interconnect discontinuities such as straight line, right angle, fan-out and via and IC packages such as SOT-23 (DBV), SC-70 (DCK) and SOT-553 (DRL) has been designed and manufactured. The modelling results have been verified with the experimental results of these PCBs and other commercial software such as HSPICE, CST design studio available in the market. While characterizing the SI issues, these modelling results can also help in analyzing conducted and radiated EMC/EMI problems to meet various EMC regulations such as CE, FCC around the world.

As an island nation, Australia is heavily dependent on its ports. Ports are essential infrastructure, acting as a gateway connecting domestic and international markets. However, the resources boom has highlighted significant bottlenecks in the supply chain. Port regulation has at times been criticised for impeding port development and investment. There are concerns that the level of investment in port infrastructure in Australia is insufficient to sustain the increase in trade we will see in the future. It therefore seems an appropriate time to review port regulation in Australia. This paper seeks to analyse the existing port regulatory framework against a theoretical backdrop. By considering the theories of competition, equilibrium, market failure and regulation, it is hoped an assessment of the current regime can be made.

Le port de Paris ne correspond pas à la définition traditionnelle du terme. On doit observer tout d'abord qu'il s'agit d'un port fluvial. La difficulté de définir le port de Paris tient au fait qu'il consiste en plusieurs types d'installations: canaux, ports à darses, ports sur berges (quais droits et ports de tirage) et donc à des réalités protéiformes. Certains auteurs préfèrent l'expression« ports de Paris», pour en souligner le caractère hétéroclite. Au XIXe siècle, on parlait également des «ports de Paris», c'est-à-dire des installations sur la Seine, par opposition aux canaux. Le port de Paris correspond donc à un ensemble bordé par une soixantaine de kilomètres de rives, dont une partie destinée à la batellerie. La thèse débute à une époque durant laquelle le transport fluvial se trouve confronté aux effets de la concurrence des chemins de fer. Il lui faudra plusieurs décennies pour s'adapter et revêtir une nouvelle fonction, à savoir celle quasi exclusive de pourvoyeuse de pondéreux. Cette conversion s'est opérée essentiellement à travers l'amélioration des infrastructures fluviales. The Port of Paris does not correspond to the traditional definition of the term. It should first be noted that this is a river port. The difficulty of defining the port of Paris stems from the fact that it consists of several types of installations: canals, ports at docks, ports on banks (straight wharves and pull ports) and therefore protean realities. Some authors prefer the term "ports of Paris" to emphasize its heterogeneous character. Port modernization had two aspects: improving tooling to optimize the packaging of goods, and integrating a more global vision of the function of the port of Paris, and even of Paris itself. One can put forward the idea of an opposition between a "real port" and a "mythical" port, an alternative way of transforming the port's vocation to the capital. In Macon County, Illinois, one of the most recent and high profile economic development strategies involves the creation of the Midwest Inland Port (MIP), an inland port and intermodal facility. A privately owned public initiative, MIP is an infrastructure-strategy package. Part of the infrastructure includes an intermodal ramp, which is privately owned by ADM, a multinational agricultural processor. The intermodal ramp was funded, in part, by a grant from the state of Illinois. However, neither the grant application nor agreement required an impact assessment of the facility. I argue that a unique confluence of place-based factors facilitated the creation of the MIP and that a preliminary impact assessment should have been included as part of the grant application and agreement, especially in light of the high expectations for the facility. I propose a potential impact assessment methodology that considers transportation and economic impacts at the state, region, and county scales. I apply this methodology to MIP as an illustrative example. Though it is realistically too soon to determine the measurable impact of MIP, I show a means of measuring the potential impact on rail shipments and on local residents. This research enumerates a methodology that examines multi-scale impacts of transportation projects; it explains how a confluence of factors aligned to create a hybrid economic development-infrastructure model; and finally, it raises the possibility of utilizing large transportation infrastructure projects as a means of understanding industrial relations in Illinois.

The study is set out to analyze organizational communication at South African Port Operations (SAPO), Port Elizabeth. The analysis was based on the four formal flows of communication in an organization, which are upward communication, downward communication, horizontal communication and diagonal communication. The study was also meant to provide suggestions on how to improve communication at SAPO, Port Elizabeth especially with regard to the above mentioned flows. The literature review looked at the four different flows of communication which occurs in the organization. From the review, one can conclude that in order for an organization to function properly communication is needed to co-ordinate all the activities towards an organization’s goals. The empirical research was carried out using mainly qualitative methods of data collection. Focus group interviews were used as a method of gathering information. The sample was drawn from employees who are working for SAPO, the sample was drawn from various levels of authority within the company. The findings have revealed that there are various flows of communication at SAPO, but there needs to be improvement particularly with upward, horizontal and diagonal communication. The research also revealed that downward communication has more formal channels.

Ports compete through providing high quality services at the right price. Ports require reliable performance measurement systems so that their daily operations can be effectively managed, their port assets efficiently utilised, and cargo dwell and standing times minimised. Port performance studies have been approached from strategic, operational, functional, financial and managerial perspectives. Findings in the literature have concluded that the measurement systems currently used are limited because the focus is on measuring efficiency, especially for containerised cargo and terminals. Often, key variables have been ignored and there is focus on improving productivity rather than performance. This research addresses the issue of how current performance measurement systems can be developed to measure the performance of ports more effectively. The research has been designed to contribute to knowledge through conceptualising the needs of developing effective measurement systems in ports by using relevant measures and quantifying those key predictors that influence a port’s performance. Quantitative methods are traditionally used for assessing port performance. This research commences with a discussion of supply chain performance measurement systems in relation to ports. It investigates different supply chain measurement designs, categories and characteristics within each category and examines the effectiveness of the current measurement system applied in Damietta port, Egypt. Findings show that Damietta port currently has no formal measurement system and would benefit from the implementation of a performance measurement system. Data have been collected according to the four types of handled cargoes in Damietta port, namely general cargo, dry bulk, liquid bulk and containers. Data have been collected on a monthly basis. For each type of cargo, data have been edited and keyed and a categorisation scheme has been set up to cover those operations at terminals. The Damietta Port Performance Measurement System (DAPEMS) has been developed using three measures, including: time, revenue and flexibility measures. Initially the system was developed using time measures, where key determinants were discussed and multiple regression analyses applied. Relevant predictor variables were selected and incorporated into the regression models with varying degrees of significance. Following this, DAPEMS has been extended using revenue measures, where revenues resulted from operations time, clearance time and the time a ship stays in a port. The final measure considered was flexibility. This helps to cope with the complexity of operations and uncertainty at ports. DAPEMS has been tested for two months in Damietta Port. In addition, the system’s features, including: reliability, applicability and flexibility have been analysed. The system was tested for two months at Damietta port. The port managers reported the benefits of using DAPEMS as there is no system currently applied in the port. Using additional variables, understanding the relationship between variables, providing information about port revenue and providing managers with estimated future performance were appreciated by the port director and a top manager as this helps them and the port planners in a decision-making process. It is concluded that applying DAPEMS was highly appreciated for providing useful visibility about the port's performance. However, some limitations are addressed and suggestions are proposed to be carried out for future research.

A contaminação dos solos e águas subterrânea tem sido um tema pertinente nas questões ambientais atuais, visto que, estes são recursos vitais tanto para a produção de alimentos quanto para o equilíbrio do ecossistema. O processo de degradação dessas fontes naturais está chamando a atenção da sociedade e se acentuou com o crescimento contínuo das cidades, pois, as áreas que antes eram destinadas as indústrias estão aos poucos sendo ocupadas por edificações residenciais, de lazer e/ou comerciais. Essa mudança de uso e ocupação do solo é um grande problema vivido em quase todas as cidades do mundo. Em meio a essa realidade, a essa problemática, este trabalho de dissertação irá abordar o caso da zona portuária da cidade do Rio de Janeiro, que está passando por esse processo devido às obras do projeto Porto Maravilha. O objetivo deste trabalho é analisar as possíveis contaminações provenientes das atividades passadas realizadas na região do Porto do Rio de Janeiro. A metodologia consistiu em um levantamento histórico da área, de todas as possíveis atividades realizadas no local, de todos os produtos que lá passaram e de todas as mudanças que ocorreram ao longo do tempo. Foi realizado uma compilação dos dados históricos e dos atuais, para poder caracterizar as possíveis fontes de contaminação encontradas na zona portuária do Rio de Janeiro, ou seja, se essas contaminações são passivos ambientais antigos ou se foram gerados com as atividades realizadas atualmente nas áreas.
Contamination of soil and groundwater has been a relevant issue in the current environmental issues, since these are vital resources for both food production and for the balance of the ecosystem. The process of degradation of these natural sources are calling the attention of society and was accentuated by the continued growth of the cities, because the areas that were destined industries are gradually being occupied by residential buildings, recreational and/or commercial. This change in land use and occupation is a major problem experienced in almost all cities in the world. Amid this reality, this problem, this dissertation will address the case the port area of the city of Rio de Janeiro, who is going through this process due to the works of the Porto Maravilha, which has over years preparing the area to make it more accessible to the population and also to receive the events that are being held in the city as the World Cup that took place in 2014 and the Olympic Games the will take place in 2016. The project Porto Maravilha is preparing the port area, which for many years was a relegated town, to integrate the development process of Rio de Janeiro. The purpose of this project is to promote the restructuring of the site, through the expansion, joint and the requalification of public spaces in the region, aimed at improving the quality of life of current and future residents and environmental and socioeconomic sustainability of the area. The project covers an area of 5 (five) million square meters, located in the Port area of the city of Rio de Janeiro. As discussed throughout the literature, comprising Chapter 2 of this work, the port area is what we call a link between city and port. The city seen port is considered simply a port where incoming and outgoing goods, men and information and city view of the harbor, is considered a haven for sailors, merchants, port refuges boats authorities and a place for loanding and unloanding goods (VILLAÇA, 1996).

Ports are playing an ever pivotal role in the development and operation of industrial supply chains. Port management has historically been reactive to legislative and customer pressures. Such a reactive approach has resulted in ad hoc infrastructure development including physical facilities and information technology. Ports may thus be viewed as large scale complex systems where there is a need to define a more holistic perspective of their design and operations. Recent developments in the construct of port clusters and maritime clusters have led to increased complexity. The advantage in these developments is that greater integration between the port and associated services and users in the supply chain in port should be realised. However, there is a need to apply appropriate industrial engineering tools and techniques in order to visualise such clusters as whole systems without the need for excessively complex models. Such visualisations will help in developing our understanding of the interrelationships between the various parts and aid in the development of structured design methods. The thesis presents a structured analysis and design technique (SADT) in order to visualise a port cluster as a system of systems wherein hierarchy lies. This research identifies a port cluster and within that a port logistics process. SADT has been chosen as there are readily available software tools to aid in the visualisation and it provides a robust structured method by which to model hierarchical systems. This study applies SADT to the port cluster system that has distributed around the Port of Busan in Korea but has not been organised systematically. This dissertation shows that SADT does provide an opportunity to define and analyse the cluster in terms of the port logistics process, port activities and actors. In conjunction with the calculation of the industrial productivity of the cluster, it will be able to distinguish who could be the leading industry or leading company in the cluster. Finally, the results of the industrial productivity analysis also will be express using SADT diagram, so that it could provide the clear picture which industry/business should be the leader in each port logistics process.

The role of maritime transportation within international trade was drastically revamped during the inception of the globalization process, which enhanced the contribution of ports in world economy as main logistics gateways for global production and trade. As a result, the relationship between ports and governments has changed. Devolution ideologies that had been applied in other industries decades ago were now being considered by governments for the port industry. Many central governments sought to extract themselves from commercial activities of ports and devolving this responsibility to local governments, communities or private entities. The institution of devolution programs also changed the governance structures of ports further influencing port performance. Consequently, the recent worldwide trend towards devolution in the port industry has spawned considerable variety of governance models that are now set in place around the world. While some countries opt for more decentralized structures others prefer to retain a centralization of powers. In this way some governments consider local features and national integration more than others, which ultimately influence the success of a port reform implementation. Nevertheless, the prime intent of governments is now to maximize the efficiency and performance of their domestic ports. This issue intends to examine the changed port governance environment in Brazil by determining how and why imposed port reforms of the Brazilian federal government have been affecting the overall performance of the national port system, over the last decades, using the Port of Santos as a sample upon an exploratory study. For that, the study will use a contingency theory-based framework – the Matching Framework - that views port performance as a function of the fit among the dimensions of external operating environment, strategy and structure of a port organization. In essence, the greater the fit among these dimensions the better the expected performance of a port will be, and vice-versa. Port managers, government officials and academics alike shall be interested in this document.
O papel do transporte marítimo no âmbito do comércio internacional foi renovado drasticamente durante o início do processo de globalização, o que aumentou a contribuição dos portos na economia mundial como principais nodos logísticos para a produção e o comércio global. Como resultado, o relacionamento entre portos e governos também mudou. Ideologias de descentralização que tinham vindo a ser aplicadas em outras indústrias décadas antes começaram recentemente a ser consideradas por vários governos para suas indústrias portuárias. Muitos governos centrais procuraram extrair-se das atividades comerciais dos portos devolvendo essa responsabilidade para governos e comunidades locais, ou até mesmo entidades privadas. A instituição de programas de devolução também mudou as estruturas de governança dos portos vindo a influenciar ainda mais o desempenho portuário. Por conseguinte, a recente tendência mundial para a descentralização do setor portuário tem gerado uma considerável variedade de modelos de governança em todo o mundo. Enquanto alguns países optam por estruturas mais descentralizadas outros preferem manter a sua tradicional centralização de poderes. Desta forma, alguns governos passam a considerar características locais e integração nacional mais do que outros, o que acaba por influenciar o sucesso da implementação de uma reforma portuária. No entanto, hoje a intenção primordial dos governos é cada vez mais maximizar a eficiência e desempenho de seus portos nacionais. Esta dissertação tem a intenção de analisar o ambiente de governança portuária no Brasil determinando como e por que as reformas portuárias impostas do governo federal Brasileiro vêm afetando o desempenho geral do sistema portuário nacional, ao longo dos últimos anos, estudando essas mudanças no porto de Santos como referência num estudo exploratório. Para isso, o estudo irá usar um modelo “Matching Framework” baseado na teoria da contingência que considera o desempenho portuário como função do ajuste entre as dimensões de ambiente externo operacional, de estratégia e de estrutura organizacional de uma entidade portuária. Em essência, quanto maior for o balanço entre estas dimensões melhor será o desempenho portuário esperado, e vice-versa. Gestores e trabalhadores portuários, políticos e acadêmicos deverão mostrar interessado neste documento.

We propose a new measure, called the Container Port Connectivity Index (CPCI), to more accurately reflect the relative importance of container ports within the global network of container shipping. This index is based on both economics and network topology, where the strength of a port is based on its position within the global structure of shipping network and not just on local information, such as the number of TEUs handled or direct links to other ports. As the CPCI produces two separate scores for each inbound and outbound connectivity, we can use them to analyze the economic roles played by each port independently. We also propose a framework for evaluating market stability of a logistics hub in a competitive environment. In particular, we build a model, called the Liner Shipping Cooperative Model, to predict how the community of liners calling at a hub might develop as the result of actions by competitors. We use such a model to study the behavior of shipping lines, as well as the resulting trade-flow changes, as the system gradually moves toward new equilibrium defined by the grand coalition. With this piece of information, a port authority would be able to quantify threats posed by competitors and, consequently, devise counter strategies to safeguard its business against competing ports.

El massís del Port presenta una ubicació marginal dins del Principat. Aquest fet l’ha mantingut relativament poc conegut fins a èpoques recents, malgrat la seva riquesa florística i la gran superfície que comprèn. Aquest treball s’ocupa de conèixer-ne la vegetació, dins de la línia d’investigació sobre flora i vegetació que es porta a terme des de fa molts anys al Departament de Biologia Vegetal de la Facultat de Biologia de la Universitat de Barcelona. El seu inici data de l’any 1989, quan, en finalitzar els nostres estudis en Biologia, ens interessàrem en la realització d’un treball sobre comunitats vegetals. El primer contacte amb aquestes serres fou, però, dos anys abans, el 1987, i ens meravellà la bellesa i complexitat del paisatge, constituït per un conjunt heterogeni de serres i massissos, de gran altitud si tenim en compte la seva proximitat al mar. El ritme d’elaboració d’aquest treball ha estat condicionat per la manca de temps disponible per motius laborals i familiars. Bona part de la feina de camp, que consisteix en la recollida de mostres i l’elaboració d’inventaris de vegetació, l’hem dut a terme entre els anys 1990 i 1992. El tractament, la interpretació i l’elaboració de les dades han estat més lents, i ho hem hagut d’anar fent al llarg de temporades més o menys intermitents. L’objectiu d’aquest estudi és donar una visió tan completa com sigui possible de la vegetació que hi ha en aquesta zona muntanyosa del sud de Catalunya.

An eminently urban landscape, an infrastructure element, and a -natural- port of general interest of the State, explained from architecture as a discipline and a starting point: this is the purpose of the doctoral thesis "Atlas of the port of Maó". Its objective is to describe, objectivity, all the elements that affect a flooded urban valley that, beyond the legal limits established as port, become unequivocally linked. Port uses that pass through logistic and commercial traffic, fishing or recreational sailing, which will coexist with other overlapping realities: healthy ones, tourism, housing, industry or the disuse of an enormous historical heritage, of military origin, built according to interests that surpassed those of the island of Menorca. After a search that has not ignored any source of information (architectures and built infrastructures, unrealized projects, planning documents, marines, engravings, photographs or newspaper archives), the document is presented in two volumes. The first one, a catalog that distills the huge amount of localized architectures and archival documents, simply, chronically. An essential graphic chronicle to know rigorously everything that has always happened in the harbour. The second one, a transversal account of the more than three hundred documented elements that synthesises these multiple architectural realities, and the multitude of social, economic and political phenomena that overlap in a border, physical and administrative scenario, always conflicting. A second volume that, in addition, is based on the use of drawing as a key tool for interpreting the port; a new graphical representation of the system. The thesis aims to prove that Maó is a port that surpasses its immediate condition: it is an urban scenario, representative; a natural system, but a continuously constructed, altered infrastructure; a residential space, but also for tourism and holiday homes; an economic system in constant reformulation, with significant environmental challenges; And a landscape with an extraordinary heritage park in disuse, which can become a set of opportunities, productive boost. To demonstrate, therefore, that the port requires new formulas of government that operate on new limit conditions; that integrate infrastructure, housing, tourism and heritage, articulated in network, for the best integral management of this landscape as a vital reference and productive of the island.
Un paisatge eminentment urbà, element infraestructural, i port -natural- d’interès general de l’Estat, explicat des de l’arquitectura com a disciplina i punt de partida: aquest és el propòsit de la tesi doctoral “Atles del port de Maó”. El seu objectiu és el de descriure, amb rigor i objectivitat, tots els elements que incideixen en una vall urbana i inundada que, més enllà del límits legals establerts com a portuaris, hi esdevenen inequívocament vinculats. Usos portuaris que passen pels trànsits logístics i comercials, la pesca o la nàutica recreativa, que aquí conviuran amb altres realitats sobreposades: les sanitàries, les turístiques, l’habitatge, la indústria o el desús d’un patrimoni històric d’origen militar, construït d’acord a interessos que superaven els de l’illa de Menorca. Després d’una recerca que no ha desatès cap font d’informació (arquitectures i infraestructures construïdes, projectes no realitzats, documents de planejament, marines, gravats, fotografies o hemeroteques), el document es presenta en dos volums. Competitive pressure and stringent emissions legislation have placed an urgent demand on research to improve our understanding of the gas turbine combustor flow field. Flow through the air admission ports of a combustor plays an essential role in determining the internal flow patterns on which many features of combustor performance depend. This thesis explains how a combination of experimental and computational research has helped improve our understanding, and ability to predict, the flow characteristics of jets entering a combustor. The experiments focused on a simplified generic geometry of a combustor port system. Two concentric tubes, with ports introduced into the inner tube's wall, allowed a set of radially impinging jets to be formed within the inner tube. By investigating the flow with LDA instrumentation and flow visualisation methods a quantitative and qualitative picture of the mean and turbulent flow fields has been constructed. Data were collected from the annulus, port and core regions. These data provide suitable validation information for computational models, allow improved understanding of the detailed flow physics and provide the global performance parameters used traditionally by combustor designers. Computational work focused on improving the port representation within CFD models. This work looked at the effect of increasing the grid refinement, and improving the geometrical representation of the port. The desire to model realistic port features led to the development of a stand-alone port modelling module. Comparing calculations of plain-circular ports to those for more realistic chuted port geometry, for example, showed that isothermal modelling methods were able to predict the expected changes to the global parameters measured. Moreover, these effects are seen to have significant consequences on the predicted combustor core flow field.

The terrorist attacks of September 11th 2001 on New York and Washington DC shed light on the many security shortcomings that sea ports and the entire import and export process face. A primary source of these problems is the information sharing process which makes it hard to track the source of a problem in the import and export process due to lack of information and coordination. This thesis attempts to examine these data sharing problems by looking at what federal agencies, ports, and other private firms have been doing to solve the problems. The document exchange between various stakeholders and the process behind that was also examined to find potential problems. The reason behind doing this is because it is essential to understand the process and its problems before any meaningful results can be extracted from examining the efforts being done to solve the problems. The findings were similar for all cases showing that the primary reason preventing any of these problems to be solved is the unwillingness of commercial stakeholders to share information due to lack of incentives and privacy concerns.

9/11 changed the face of maritime transport that is responsible for moving 80% of everything we consume. Ports are vital hubs in that maritime transport and any disruption there instantly affects global trade. To protect the global supply chain from crime and terrorism, both must be disrupted locally in the port by port police and security officers that are responsible for port security at operational level. Public and critical criminological attention to these key security actors, however, is virtually non-existent. This thesis therefore explores how their occupational realities and identities are (re)established in two major European ports, by providing an ethnographic account. To do so, the thesis builds on multi-sited ethnographic fieldwork in the ports of Rotterdam and Hamburg between 2011 and 2012, during which everyday policing and security work has been documented, followed by a thematic analysis. The key argument runs thus: the port is a local space for the global trade, which is underappreciated and underestimated by the public, and has its police and security professionals in place both aboard and on shore who protect and defend that vital trade site. The aggressive commercialist governmentality that goes on behind that vital global trade is unwillingly yielded to by these guardians but not without any bottom-up resistance. They condemn the volatile commercialist governmentality that is embodied in management, competitive and careerist colleagues and authoritarian multi-agency partners, as well as in port companies and shipping companies. The State and global market they protect, is simultaneously a threat to them. This contradiction influences their occupational identity, making it inherently conflicted and affecting their performance in the port securityscape to the extent it can create threatening situations that cause the very dangers they are supposed to prevent and eradicate.

Abstract This search is studying the hub port influence factor of East Asian various countries, the countries including Taiwan, Japan, South Korea and China. Taiwan is in the transportation center position between Europe and Asian area, airport and the harbor all extremely closes distance with the Asian various countries. International logistic emphatically to the efficiency and the convenience, therefore, International logistic center to be most suitable in the harbor terminal. The Kaohsiung port , it only takes 53 hours sailing time between Asian five big major port, and the deeping also takes the large-scale marine ship for transit port, the environment condition extremely excellent, manufacturing industry and the huge import-export trade quantity, all causes Taiwan stronge strength in the Asian area. At present, the cabinet big port role the import hub port in the East Asian area, for example: Kaohsiung, Kobe, Pusan, Hong Kong, Singapore and so on, Shanghai port also makes haste to catch up. This search eastablish a dynamic tracing model, uses the fixed effect, carries on harbor factor, loading quantity, foreign directly investment and open condition, the studying time from 1992 to 2004, considered six variable factors. The findings are listed below. For four port, there are four variable factors have significant effects, OPEN、GDPGW、IR and InTEUt-1. There is only one variable factor has significant effect, InCI. There are three variable factors haveeffect, OPEN、GDPGW and InCI.

ABSTRACT After industrialization began in Western countries, average global temperatures have steadily increased at a rate of 0.75°C over the last century. In 1992, this fact of climate change was acknowledged globally through the Rio Declaration of the United Nations Framework Convention on Climate Change. After this acknowledgement sustainability management became an issue of consideration in all fields of industry. In particular, in the field of maritime transportation, developed countries have gradually begun to conduct Green Port initiatives for minimizing the environmental impact caused by ships and port operational activities. Following this trend of Green Ports, the Port of Busan in South Korea and the Port of Kaohsiung in Taiwan (Republic of China), as major ports in the world, have initiated planning for implementation of Green Port initiatives. However, the Green Port initiatives of these two ports are only implemented very gradually, due to their countries’ overriding focus on their development and growth. Accordingly, the purpose of this report is to suggest effective strategies for the development of Green Port initiatives at theses two ports, allowing them to enhance the quality of their performance, policy and plan implementation as a Green Port. In this way, the ports of Busan and Kaohsiung can establish themselves as world leaders in the Green Port initiatives. In this report, content analysis was performed on research focused on port environmental issues, the qualities of superior Green ports, and current trends in Green Port policy. Afterwards, there was interview analysis, performed through the elicitation of expert opinion. Lastly, there was a SWOT analysis, completed through the analysis of the information collected from interviews and reviews of Green Port issues. Through this SWOT analysis, effective development strategies were created. The SWOT analysis suggested the following strategies in the case of the port of Busan: 1) The establishment of a self-diagnosis system, 2) A regular Green Port Training program, 3) A carbon trading system, 4) The establishment of a Green Port executive committee. For the Port of Kaohsiung, SWOT analysis suggested the following strategies 1) Strengthen the quality of environmental education and expand the aims of this education, 2) Establish a carbon emission monitoring system, 3) Strengthen the environmental management system, 4) Strengthen the road map of the Green port at the Port of Kaohsiung. The implementation of these strategies can allow for the enhancement of the quality of Green Ports. Additionally, after interviewing specialists in charge of Green Port initiative at both the ports of Busan and Kaohsiung, these suggestions were found to be applicable to both the Port of Busan and Kaohsiung.
