This paper will analyze the importance and the effects of religion, in Kosovar society. A great part of the paper, will analyze the social and the political relations in Post-War Kosovo. Initially it will elaborate religion and secularism, especially in theoreticall aspect, what impact have these definitions in modern societies.In order to explain what the importance of the religion in Kosovo is, we will focus on analyzing ethnical, social and political relations within Kosovo society. A considerable component of the paper is also, the elaboration of secularism in Kosovo conditions. This implies that the formulation of the problem and the objective of this research, are the substance of the paper’s theme, which is, religion in Kosovo; its definition and the outlook of the Kosovar society on religion. Is Kosovo post-war society more or less religious? That means the elements of Religions and Secularism will be part of the analysis of developments in post-war Kosovo.

This article is about the post-war governance of Kosovo and the contradiction posed by the focus on multi-ethnicity on the one hand, and the development of a new Kosovar identity that transcends ethnicity on the other. Post-war Kosovo represents a bold experiment by the international community to create a society that adheres to European standards. The international administration has based its post-war reconstruction and governance of Kosovo on standards aimed at EU accession. To this end, since 1999 the international administration in Kosovo has pursued multi-ethnicity as a panacea. Far from creating the conditions conducive to greater inter-ethnic integration, the policies enacted supposedly in the name of multi-ethnicity have resulted in the further entrenchment of ethnic division. At the same time, the international administration has promoted a new Kosovo identity that transcends ethnicity and that fits with European standards. This article questions the international administration's approach in governing post-war Kosovo with the ultimate goal of EU accession. It argues that this approach has failed both in creating a more multi-ethnic society and in creating a new identity that is embraced by the people of Kosovo. This situation in turn raises questions as to whether there is a genuine will from the people of Kosovo to fulfil such standards, and therefore whether the goal of EU integration for Kosovo is a realistic one.

AbstractSince the return of the refugee population to Kosovo, attempts at development of an emergency medical system in Kosovo have met with varied success, and have been hampered by unforeseen barriers. These barriers have been exacerbated by the lack of detailed health system assessments. A multimodal approach of data collection and analysis was used to identify potential barriers, and determine the appropriate level of intervention for emergency medicine (EM) development in Kosovo. The four step, multi-modal, data collection tool utilized: 1) demographic and health systems data; 2) focus group discussions with health-care workers; 3) individual interviews with key individuals in EM development; and 4) Q-Analysis of the attitudes and opinions of EM leaders.Results indicated that Emergency Medicine in Kosovo is under-developed. This method of combined quantitative and qualitative analysis identified a number of developmental needs in the Kosovar health system. There has been litde formal training, the EMS system lacks organization, equipment, and a reliable communication system, and centralized emergency centers, other than the center at Prishtina Hospital, are inadequate. Group discussions and interviews support the desire by Kosovar health-care workers to establish EM, and highlight a number of concerns. A Q-methodology analysis of the attitudes of potential leaders in the field, supported these concerns and identified two attitudinal groups with deeper insights into their opinions on the development of such a system.This study suggests that a multi-modal assessment of health systems can provide important information about the need for emergency health system improvements in Kosovo. This methodology may serve as a model for future, system-wide assessments in post-conflict health system reconstruction.

AbstractThe United Nations Mission in Kosovo (UNMIK) designated that the World Health Organization (WHO) develop health policy to assist in the recovery and rehabilitation of the post-war health system of Kosovo. As a critical part of the pre-policy evaluation, an assessment of current prehospital medical services was performed. This assessment identified a basic healthcare infrastructure upon which additional prehospital capabilities can be built, especially in communications, staffing, equipment, and transport services. To serve Kosovo properly in the future, it is recommended that capacity building must include the parallel development of emergency departments and specialty-trained physicians.

AbstractThe recent crisis in Kosovo led to nearly complete destruction of a healthcare system serving the needs of approximately 2 million people. Even prior to the crisis, the pre-existing healthcare system had inadequate provisions for the delivery of Emergency Medical Services. More than 440 diverse governmental and non-governmental organizations (NGOs) arrived to assist (and often compete) in the rehabilitation of Kosovo's healthcare needs. Each brought with them individual biases and strategies for how this rehabilitation should occur, and each faced numerous unforeseen barriers to the implementation of its programs.The authors used a four-step, multi-modal, needs assessment to gather information on the needs and potential barriers to the implementation of a program to rehabilitate emergency services as discussed in Part II. This paper chronicles the phases of the Emergency Medicine program development and the process of responding to barriers and changing needs. The program's successes and failures are noted, and the actual barriers encountered are reviewed. Overall, the needs assessment tool employed in this program was useful in the implementation of a program to restore and rehabilitate Emergency Services in Kosovo. The authors recommend the use of combined quantitative and qualitative methods for developing priorities for interventions in post-conflict settings following complex emergencies.

While a large number of Kosovo Albanians before the war longed for international intervention in their province, after the “national victory” social and economic grievances put an end to the illusion of a “great” future in a “free” Kosovo. High unemployment rates as well as property and housing became the most vital issues for a majority of the Kosovar population. For minorities such as the Roma, Ashkali, Egyptians, and Serbs, issues of security and future integration in an eventually independent, Albanian-dominated country were added to the general economic crisis and to the difficulties of repossessing properties lost as a result of the war.

This thesis embarks on efforts to understand how effective is multiculturalism in addressing ethnic cleavages in post-conflict societies. Kosovo, as a post-socialist and post-war country, is the particular case analyzed in order to understand how multiculturalist policies have in the last fifteen years affected interethnic relations in the country. By embarking on a case study approach, I use two main methods, interviewing and document analysis, as a means of triangulation to reinforce the arguments used in the analysis and interpretation of data. Liberal multiculturalism as elaborated by Kymlicka is the theoretical model which is used continuously to give meaning to the empirical data analyzed. The success of multiculturalism is approached in two respects: first, I look at what went wrong during the implementation of such multicultural policies, namely, the approach of international community in addressing interethnic relations through the introduction of group-rights. Secondly, I look specifically at the elements of liberal multiculturalism and how did they affect interethnic relations for the last fifteen years. The thesis shows a shared blame for the persisting fragility of interethnic relations in Kosovo both to the approach of the international community, as well as to the multiculturalist model itself.

This thesis is an ethnography of the practice of property restitution in post-war Kosovo. The site of the largest European Union rule of law mission (EULEX) outside its member states, Kosovo is a paradigmatic case of liberal interventionism and state building under the banner of human rights. The thesis is based on 14 months (May 2012 to July 2013) of multi-sited, ethnographic fieldwork in and around the Kosovo Property Agency (KPA), the administrative, mass claims mechanism put in place by the UN to adjudicate war-related property claims between 2006 and 2016. Working with claimants and respondents, administrative clerks, national and international lawyers, commissioners and Supreme Court judges, this study presents novel insights into the everyday workings of the law from within an institution that remained largely closed to the public eye. I investigate the ways in which property, and property rights were reconfigured in post-war Kosovo through the processing of claims at the KPA. To understand how restitution worked, I probe the practices of technical-legal knowledge production by examining key moments of mass claims adjudication: the reframing of grievances in the language of the law, the making of institutional, legal knowledge, the legal analysis of files, and the implementation of decisions. Through this, I look at the consequences of the juridification of normative ideals (human rights and the rule of law) on the restitution process, its protagonists, and the law itself. My ethnographic material suggests rethinking the value of binary analyses of victims and perpetrators, the universal and the vernacularised, 'law of the books' and 'law in action', the extraordinary and the ordinary, and traces the everyday production of 'rough justice'. Building on current debates in anthropology of law on the bureaucratisation of human rights, transitional justice, and legal practice, my research reveals the tensions between the ideals of human rights that underpin the process of property restitution and the legal and political realities of transition.

This study explores Kosovan teachers’ identities, beliefs, self-reported practices and perceived needs, concerning the interface of music, society and education. It does this at a time when the newly independent country is emerging from war and establishing an education system, of which music forms an important part. The discussion takes a social constructivist viewpoint, whereby music learning and teaching are understood in relation to the historical, political and cultural contexts of the society in which they occur. The focus of the investigation is on the current practical and theoretical situation faced by music education in Kosovo. This is approached through the voices of music teachers, all of whom belong to the Albanian-majority ethnic group in Kosovo (92%), which was subject to political oppression and acculturation under the former Serb regime until the Kosovan war ended in 1999. Using an ‘explanatory mixed methods design’ (Creswell, 2003, p. 15) a questionnaire survey was conducted with 204 teachers falling into two main, very different, groups – generalists and specialists – across all regions of Kosovo. The survey was followed up with semi-structured interviews of 16 individuals, selected as representative of each of the two main groups. The study investigated issues within and across each group, concerning: i) the teachers’ musical identities in relation to Kosovan history, culture and Albanian ethnicity; ii) their beliefs about the role of music and music education in Kosovan society; iii) their self-reported music teaching practices and iv) their perceived needs and opportunities for professional development. Similarities and differences between the two groups were found to be of potential importance in the future development of music education. In addition, the findings reveal serious challenges faced by Kosovan music teachers, who find themselves trapped between traditional musical values, styles and practices on one hand, and modern, Western music ideologies present in the newly developing music curriculum. Finally, the thesis offers some concrete recommendations to the relevant institutions in Kosovo, aimed at furthering and supporting the development of the new music curriculum.

The key challenge humanitarian intervention is facing when protecting a universal human rights, is that it allows the intervener that defines its interest in terms of the ethical end, that is, universal human rights, to transcend the political – defined in terms of actors with different socio-political aims – that is, to depoliticise its actions. This act of depoliticisation in humanitarian intervention allows the intervener to ignore the role of power in politics – that is, to mutually adjust and settle the different socio-political aims – and thus not to be enquired about the restraint necessary in the pursuit of its own socio-political aims against other states. The main question of the thesis is: can the act of depoliticisation in humanitarian intervention protect universal human rights in the post-Cold War era? To answer this question, this thesis uses the humanitarian interventions in Kosovo in 1999 and Libya in 2011 as examples, and argues that when the act of depoliticisation in post- Cold War humanitarian intervention attempts to transcend the political, it presents the interests of the intervening actors in a manner that blurs the distinction between what they accept as universal human rights in theory and their practice of humanitarian intervention that presents their own socio-political aims, namely, to advance one mode of the pursuit of human rights that entails their decision to support one ally in the target state, and to confine universal human rights to their rights, while denying it to the alienated party. Having blurred this distinction, when depoliticisation in the theory and practice of post-Cold War humanitarian intervention ignores the role of power in politics, in practice, it justifies the status quo of the exclusionary force that imposes one mode of pursuit of human rights in the target state, based on the socio-political aims of the intervener. It, thus, presents a paradox that undermines the role of humanitarian intervention to protect universal human rights in the post-Cold War era, as states, with their clashing socio-political aims, use force to protect the human rights of their allies rather than universal human rights.

This thesis analyzes the political relations between Turkey and Albania in the post Cold War period. Political and diplomatic relations between Turkey and Albania based on mutual respect for territorial integrity and independence. This study analyzes the continuities and changes in the Turkish foreign policy towards Albania in the post Cold War era. Also changes and continuities in the Albanian foreign policy in the post Cold War period are scrutinized. This work examines the main Turkish foreign policy approaches towards Albania. Patterns of Turkish Balkan policy are examined to find out how Turkey constructed its foreign policy towards Albania after the end of Cold War. Turkey continued its traditional foreign policy according to realist and national interest-based foreign policy formulation. After 1990, Albania was in a period of a transition from its sui generis communist dictatorship regime under Enver Hoxha to an emerging democracy. Albania considered Turkey as a reliable ally in the Balkans. Turkey attached strong importance to stability and security in the Balkan region. Albania has significant role to play in Balkan region. Thus Turkey welcomed the Albanian decision on membership application to NATO and EU. Turkey tried to strength its bilateral relations with Albania and supported lbania&rsquo
s participation in regional and international organizations. This study focuses on the relations of Turkey and Albania within the framework of international and regional organizations.

This empirical study attempted to develop an original theoretical framework aiming at understanding the psychosocial changes that occurred in the long - term among families living in a post conflict setting. During the last fifteen years, Kosovo has been transitioning from warfare and organized violence to stabilization and state building under the supervision and with the support of the international community. Drawing on different contributions from analytical psychology, attachment theory and the systemic family theory , the theoretical framework focused primarily on family relationships and observed them through both a psychological and a psychosocial perspective. The empirical study attempted to observe the complex relational matrix interconnecting individuals and families with their broader context encompassing societal, economic, cultural and political facets. A total of thirty-five families belonging to different ethnic and socio-economic groups participated in the study, originating from different areas of the region . They were exposed to war events with different intensity and to gross violations of human rights that occurred between the years 1998-1999. The research explored the process of psychological and psychosocial transformation that occurred in family life by focusing on the quality of family attachment behaviours between children and caregivers and on care - giving/parenting styles. Moreover, the impact of the process of 'internationalization' was taken into account, which has been defined as the whole of the interactions involving the local population and international community, taking place both in Kosovo as well as in third countries. The role of technology and social media in providing opportunities for regular contacts with relatives and friends living abroad and strengthening further family relationships was also considered. The results showed that when families were exposed to harsh daily stressors, marginalization and discrimination even before war-related events they were more likely to display limited family psychosocial functioning, inadequate parenting and caregiving and mothers to report more frequently psychopathological symptoms of depression and anxiety. Secondly, attachment security within family and responsive parenting styles appeared to have a mediational role towards potentially traumatic experiences and adverse environmental conditions by enhancing the capacity of positively coping with adversities at both a personal and family level. Thirdly , the long-term effects of war experiences seemed to be also linked to changes in the society, in particular to the transformations caused by the process of 'internationalization', such as the promotion of a human rights based culture, law enforcement and infrastructural interventions aiming at developing communication systems and information technology. The study discusses the potential factors supporting lasting resilience and the Adversity Activated Development responses in individuals and families.

Urban peacebuilding has proved particularly challenging in cities contested on grounds of state legitimacy where group identities are salient. Ever since the end of the Kosovo War in 1999, the city of Mitrovica has remained divided and been further polarized by outbreaks of violence, post-war politics, and strained inter-group relations. This single case study describes and conceptualizes the empirical realities of peace in the post-war city by applying the Peace Triangle as an analytical tool for understanding the quality and characteristics of the peace that prevails beyond the cessation of large-scale violence. The author builds on the conceptual model by arguing that a more multifaceted and peace-grounded analysis of peace is necessary. The research paper concludes by suggesting an altered analytical model that may yield a more nuanced understanding of peace(s) by encompassing aspects grounded in peace-conducive activities.

The Master thesis connects a concept of sustainable development and post-conflict reconstruction and uses this connection to analyze post-conflict reconstruction after Kosovo war in 1998 - 1999. The situation is analyzed in four dimensions - economic, social, political and environmental and the thesis examines how much importance is given to the different dimensions. The dimensions are analyzed according to different stages of post-conflict reconstruction. The conclusion of the analysis is that the environmental dimension was given less importance than the others and the development was not sustainable.

A growing literature on hybrid peace governance has showed the importance of taking into account the interactive nature of peacebuilding. However, this literature largely remains imprecise about how local-international interactions affect outcomes, and the hybrid turn has not produced much comparative empirical evidence. This study attempts to contribute to filling this research gap by developing a causal explanation for why micro-level local-international interactions produce within-country variations in post-war democratization. Based on scholarship on strategic bargaining, local ownership and legitimacy, it is hypothesized that a higher prevalence of legitimate local-international partnerships leads to higher adherence to good governance principles. The study uses key informant interviews and survey data to conduct a qualitative most-similar case study at the sub-national level. From the analysis of three municipalities in Kosovo, some support for the hypothesis is generated. The results show that with increased capacity from international support and legitimacy derived from closeness to citizens, local non-political actors can put pressure on political actors to reform. However, more studies are needed to refine the theory and test its applicability in other contexts.
