AbstractEconomic vulnerability in Turkey is quite high for a middle-income country. About one fifth of the population still have no sufficient means to food, clothes, and shelter; furthermore they have very limited or no access to financial services. This paper, first, aims to provide a general overview of the country's poverty profile and to analyze its microfinance sector. The second objective is to assess the impact of the existing microcredit programs to combat poverty. The programs' effectiveness will be examined in terms of two issues: the success of microfinance programs in reaching the “core poor” and in pulling large segments of the poor population out of poverty.

Purpose The purpose of this paper is to examine the impact of microfinance programs sponsored by Sudanese microfinance institutions (SMFIs) on monetary poverty reduction in Sudan where poverty is widely spread. Design/methodology/approach The study adopted the control group approach, where income and expenditure are taken as welfare indicators. The updated World Bank’s international poverty line of 1.90 per person per day was adopted to separate the poor from non-poor. The data were collected by the means of a questionnaire distributed to a random sample of beneficiaries in the institution under study. The study adapted the Foster, Greer and Thorbecke (FGT) model to evaluate the role of microfinance programs in poverty reduction. Furthermore, to gain more insight into the impact of the program, a preliminary analysis was conducted using the independent-samples t-test to examine the difference in the welfare indicators for the sample of the control group and treatment group as well as that of the small loan group and micro-loan group. Findings The findings show that the microfinance program provided by SMFIs has reduced the monetary poverty among the participants. The results also reveal that beneficiaries who had received a larger volume of loan were noted lesser poverty than those who had received very small loan size. Moreover, the results demonstrate that poverty indices based on expenditure as a welfare indicator are far lower than those based on income for both groups. Originality/value This study contributes to the available literature by filling the gaps through including income and expenditure as monetary variables, which included separately in previous studies adopted the FGT model in the area of microfinance, in addition to exploring the role of loan size in the effect of microfinance on poverty reduction.

This paper aims to analyze the implications of decentralization policies that are linked to poverty reduction in Indonesia. The focus of the study is the decentralization policy as regulated in Law No. 22/1999, which was amended twice through Law No. 32/2004 and Law No. 23/ 2014 concerning local government. In addition, it also discussed Law No. 25/1999 concerning financial relations in the central-regional government. Using qualitative methods with a policy/program analysis approach and secondary data, this study found that decentralization policies do not link directly to poverty reduction. Out of 34 provincial regions, only 8 provincial regions have achieved a human development index (HDI) above the national average, while having a poverty rate below the national average. In contrast, there are 13 provincial regions that reached HDI below the national average and at the same time have poverty levels above the national average. Based on these findings, this study recommends, first, that local governments evaluate and direct various programs that lead to HDI improvement and poverty reduction. Second, that they synchronize poverty reduction programs in the regions with the same programs from the central government and international programs in the regions.

In spite of the numerous poverty reduction policies and programs of successive administrations in Nigeria, the generality of the populace are still in a web of deprivation and hunger. It is apparent that government is unable to stem the tide of poverty and thus the need for surrogate stakeholders to lift the poor out of poverty. Therefore, an empirical study was conducted to estimate the factors influencing the willingness of religious institutions to undertake poverty reduction programs for it members and the constraints limiting their ability to initiate programs that will ameliorate the suffering of poor members in the congregation. A total of 60 churches were sampled through the multistage sampling procedure and information were elicited using questionnaire. Data were analyzed using probit model and Kendall’s coefficient of concordance. Result revealed that the most critical factors influencing the willingness of churches to undertake programs that will lift poor members of the congregation out of poverty were age and educational level of the church leaders, size of congregation, church income and age of the church. Result of Kendall’s coefficient of concordance indicated that there was 54 percent (moderate agreement) between the ranking of constraints associated with the willingness of churches to undertake programs that will lessen the pains of poverty among its members. Findings further showed that the top five most limiting constraints were lack of finance, lack of trained personnel, inadequate knowledge about the programs, unfavorable government policies and low membership strength.

The purpose of this study is to identify the poverty perspective and poverty alleviation strategies in Indonesia. Poverty is one of the problems still facing Indonesia. Given that the problem of poverty in Indonesia is a complex and multifaceted problem, poverty reduction efforts should be carried out in a comprehensive manner, covering various aspects of people's lives and implemented in an integrated manner. It is important to know what factors influence poverty for the benefit of society, people and the state. The aim of this study was to identify the factors that cause poverty and ways to overcome them. The results of previous literacy studies show that poverty is influenced by many factors. One of them is micro-poverty caused by unequal distribution of resource ownership, which leads to unequal distribution of income. The problem of poverty is a challenge that has been going on for a long time until today. In fact, many poverty reduction programs have been implemented by the government, but have not brought significant changes. Poverty reduction programs are implemented in many countries around the world. The development strategy elaborated by the Indonesian state has so far been based on high rates of economic growth. According to the forecasts of high rates of economic growth, income is distributed unevenly among all segments of the population, there is an imbalance between growth and equity. Observing some mistakes of the poverty reduction paradigm, where the analysis should bring to the forefront the variables that are significant for poverty reduction, exactly those variables that are not significant, so the strategies that should be adopted to overcome poverty: should also not only prioritize the economic aspect, but also pay attention to other dimensions; to increase the capacity and productivity, the chosen strategy is to increase the basic ability of the poor to increase income; involvement of the poor in the whole process of poverty reduction; empowerment strategy. People-centered development approach as a paradigm of decentralized policy is very relevant in overcoming social problems, including poverty.

To the Editor.— In his commentary on "Pediatrics and Poverty" (Pediatrics 1987;79:567-569), Dr Oberg expresses alarm about the increase in the percentage of children defined as living in poverty, being "malnourished," being homeless, and lacking health insurance. He quotes assertions about "an increasing incidence of low birth weight and preterm infants, failure to thrive, and an increase in infant mortality." This "grim situation" is attributed to "the severe recession of the early 1980s," to "recent budgetary reductions which we have witnessed during the last 4 to 5 years," and to the "reduction since 1981" in "low-income benefit programs."

Poverty is a complex and multidimensional issue. Over the past four decades, the number of poor in Indonesia has experienced a significant decline, from 40.10 percent in 1976 to 9.82 percent in March 2018. Nevertheless, the disparity of poverty rates between provinces is still quite high. The poverty rate in several provinces in Java Island, for example, is already at the single-digit level, while in Eastern Indonesia, is still more than double-digit level. As it is known, public spending and economic growth are two crucial instruments on poverty reduction programs. This study aims to investigate the role of economic growth and public spending, particularly education, health, and social protection on poverty reduction in Indonesia. By using panel data from 31 provinces during 2009-2018 period, this study used two regression models to analyze the effects of these two variables on poverty reduction, both in urban and rural areas. This study shows that public spending on health and education sectors has a slightly different effect on poverty reduction between urban and rural areas. Convincingly, spending allocation on health and education has had a significant effect to reduce poverty rate in rural areas, while the decline of poverty rates in urban is likely more influenced by spending on health. This study also shows that over the past ten years, economic growth and social protection spending did not have a significant effect on reducing poverty rates. Therefore, in order to reduce poverty more effectively, it would be better for the government to focus its poverty reduction programs on investment in health and education sectors.

The poverty alleviation agenda is one of the important goals to be achieved in development. Equitable welfare and the absence of poor people are one of the world's development goals as stated in Goal 1 of the 2030 Sustainable Development Goals (SDGs), namely No Poverty. The poverty rate in the Palembang City tends to decrease from year to year, even though the decline is not significant. According to Statistics Indonesia, it was recorded that from 2019 to 2020 poverty in Palembang City only decreased by 0,01%, namely from 10,9% in 2019 to 10.89% in 2020. Palembang city government has increased poverty reduction funds by 751.18% in 2019, according to Bappeda Litbang. The reduction in poverty was not significant enough when compared to the amount of poverty alleviation program funds. This study aim to analyze the effectiveness of poverty alleviation program on the reduction of poor people in Palembang City. There are ten programs that observed in this study, namely PKH, PIP, BPNT, JKN-PBI, local goverment programs for food, children, elderly, disabilities, and other routine or non-routine programs. The effectiveness of poverty reduction programs is viewed from three aspects, namely efficiency (measured from the simulation of the absence of the program), progressivity (in terms of the value of the Coady Gross Hodinott Indicator), and the accuracy of the distribution of aid (in terms of the relative incidence, non-coverage, and leakage of program aid distribution). Based on these three aspects, it is known that the JKN-PBI program is the most effective program in Palembang City. Of all the programs implemented, only the local government's routine assistance program has 100 percent coverage of the poor. Meanwhile, other poverty alleviation programs have not covered all the poor and there are indications of leakage in the distribution of aid to the non-poor

The fight against poverty is one of the key components of the development of any country. If the percentage of poor people is high, there will be slow development. The government policies and program such as YOUWIN, Better Life is aimed at encouraging entrepreneurship and supporting women into business. Despite these efforts, poverty incidence still increases among women in micro business. This study examined government alleviation programs and dimension of poverty among women into micro business in Anambra state, Nigeria. It is a descriptive survey research. Probability and non- probability sampling technique were employed in which the samples were drawn using multi-stage sampling and purposive sampling technique. Questionnaire was used as an instrument for data collection. Data were analyzed using descriptive statistics, chi-square and Multidimensional Poverty Index (MPI). The findings of this study showed that most women participating in micro business are not aware of poverty reduction programs and do not have access to such programs. The study also found out that most of the women still experience hardship, no access to infrastructure, no good health care system and low standard of living which indicates that poverty has not reduced. The study recommended among others that the government should target its reduction policies towards the multidimensional indicators (good infrastructure, good health care system etc.) of poverty in order to eradicate poverty.

It takes the case study of 1,309 zakat beneficiaries managed by the National Zakat Board of Indonesia (BAZNAS) as the coordinating zakat institution in Indonesia, in five different cities and regencies in West Java Province namely, Bogor, Depok and Sukabumi. The analytical tools used in this study are the modification of the Center of Islamic Business and Economic Studies (CIBEST) model, CHAID analysis, Deciles method and Gini coefficient. This study suggests that the present zakat distribution programs can significantly alleviate poverty and reduce income inequality among the observed zakat beneficiaries. It is also found that spiritual supervision and routine assistance form BAZNAS officers, informal education, family size, age and job of the respondents are the variables that are statistically significant in influencing the increase of the households’ monthly income and spirituality.

Kolaka Regency Government encountered obstacles with limited limitations both organizational, management and finance. Even the main obstacle is the behavior of the beneficiary community. A finding in the field, another factor that has not been effective in poverty reduction programs is the unavailability of valid poverty data.

This paper will provide an objective picture of the development from agricultural sector level of evidence both Indonesia and China. China and Indonesia is agriculture based country with a program of integrated rural development as a whole to be a target of poverty reduction programs. Several agriculture programs related to poverty reduction has been launched and have a good impact or significance, especially in China that is able to reduce extreme poverty from 30% in 1978 to less than 3% in 2008. Certainly many lessons can be obtained from this success, especially the concept and strategy development in rural China to be a reference of other States in its development model, especially for poverty alleviation programs.

Poverty remains one of this millennium’s main problems, which why the first objective of sustainable development is poverty reduction. Multiple actors are working on this issue: states, multilateral organisms, civil societies, and—perhaps less boldly—the private sector, through social responsibility programs. In this research, the aim was to understand how rural families perceive the contribution of CSR programs, in respect to the decrease in rural poverty. A total of 20 rural families, who were beneficiaries from CSR programs belonging to two extractive companies, were interviewed; furthermore, they were no longer poor and were currently dwelling within the highlands and jungles of Perú. The results show that the CSR strategies used by the companies directly and indirectly contribute toward a reduction in rural poverty, and particularly those more specifically related to capacity development, access to markets, and strategic philanthropy. In this study, it was also found that families mostly use the strategy of informal entrepreneurship, which is not directly linked to the companies’ actions; as such, this could serve as a basis for the future implementation of CSR actions.

Poverty persists in many developing countries, including Nigeria, owing to inadequate infrastructure, unemployment, or poor working conditions, among other factors. Youth poverty and vulnerability to poverty have been identified to prevalent among the young population. Using an endogenous switching probit regression approach, in this study, we evaluated the impacts of youth participation in agribusiness programs (YIAPs) on poverty and vulnerability to poverty in Nigeria. Our findings revealed that some demographic and institutional factors significantly influence poverty and vulnerability to poverty among youth. The impact estimates indicate that participation in an agribusiness program has a significant positive effect on poverty reduction among youth. Moreover, there would have been about a 28% reduction in exposure to future poverty for non-participants had they participated in a YIAP. Our results suggest that intervention programs, such as YIAPs, that focus on skill acquisition and youth empowerment should be strengthened and scaled-up in order to improve youth welfare and subsequently reduce/eradicate poverty and vulnerability to poverty among youth.

The implementation of poverty reduction policies in Makassar City is still reaping many problems. Various poverty reduction programs launched by the government have not been able to eradicate poverty effectively. In the implementation of these various poverty reduction programs, the response of the target group tends to be negative, causing fragmentation at the level of implementation. Therefore, this study aims to identify and analyze the process of implementing poverty reduction policies in Makassar City from the perspective of group behavior. The research method used is a qualitative method with data collection techniques through in-depth interviews, field observations, and review of poverty documents. The research data were analyzed by qualitative analysis. The results show that the community is basically very responsive to the existence of poverty reduction policies in the form of multi-purpose social security assistance distributed by the Makassar City Social Service because some of them feel helped by the assistance, but some also feel that the policies are not well targeted due to incomplete data collection. equitable and fair. The inaccuracy of policy targets (assistance for beneficiaries) for the poor causes social jealousy in the community which has an impact on street level publicity and policy performance so that it does not significantly reduce poverty in Makassar City.

Abstract The paper documents child poverty levels and trends using both relative (‘deep’) and absolute (‘extreme’) measures in two clusters: Anglo-Saxon high-income countries and upper middle-income countries. We also investigate the influence of different components of household income and other resources on child deep-poverty rates to examine the role of the market and the redistributive effects that materialize through private transfers, public benefits, and tax systems on generating poverty reduction. Overall, middle-income nations have witnessed continuous reductions in their extreme child poverty rates, while mild decreases or fluctuations have been observed in the five high-income nations, with the US highlighted by its relatively high rates of deep and extreme poverty regardless of absolute or relative measures and type of equivalence scale used. Private institutions play a larger role in poverty reduction in middle-income nations compared to its impact on developed nations. The degree of dependence on universal or assistance benefits varies among high-income nation. In the US, universal programs tend to be meager, while Australian social insurance and universal benefit are robust in their fight against deep poverty. Brazil stands out by its overwhelmingly large proportion of social insurance programs that contribute to improvements of its deep child poverty situation, and South Africa’s assistance benefit system performs better in lifting children out of deep poverty.

It is observed that one year after receiving zakat programs, production-based programs have higher increase of the material and spiritual condition (represented by falah index) by 300 percentage points while households who obtained consumption-based programs rise by only 20 percentage points. It is also found that the Gini coefficient decreases by 0.017 points while Atkinson index falls by 0.042 points indicating that the income inequality among observed zakat beneficiaries are improved. This study has substantiated the role of zakat for poverty alleviation and income inequality reduction that can benefit development in general. The main objective of this study is to measure the impact of Government Credit Guarantee (GCG) scheme on household poverty alleviation. This study employed a cross-sectional design with purposive random sampling method to examine whether participation in GCG programs improves the hardcore poor households quality of life. To analyze the impact of GCG scheme on household poverty reduction, this study uses logistic regression model. The findings confirmed that households participating in GCG programs tend to have higher probability in reducing their poverty condition compared with those who have no access to GCG programs. The reduction in household poverty can be described by the improvement in their monthly income, improvement in monthly food expenditures, and improvement in monthly non-food expenditure. Therefore, Indonesian Government should review, re-organize and improve the GCG programs and policies in order to increase the outreach and improve client's ability to receive higher amount of loan through GCG scheme.A. Foreign aid supplements internal resources required for economic development and growth in less developed countries (LDCs). Foreign inflows have bolstered a number of economic recuperation, reconstruction efforts and structural adjustment programs organized to haul the Africa economy out of a precarious decay. Discussions of foreign aid have concentrated on Africa since it has gotten the best measure of help on per capita premise than some other area; yet economic performance has been the weakest. In any case, economic development, foreign aid and poverty reduction has not enjoyed such interest in literature as it is ordinarily subsumed. This paper tries to build up a model between economic development, foreign aid and poverty reduction and decide if there is even a nexus between these three ideas by analyzing data from Nigeria. Utilized time series secondary data from World Development Indicators (WDI) mulling over Nigeria for the period which data were accessible. The study went on to perform correlation and regression analysis using GNP per capita as proxy for economic development as the dependent variable and poverty headcount(proxy for poverty reduction), gross capital formation, foreign aid, GDP per capita growth, inflation rate and growth of government expenditure as independent variables. It was observed that only gross capital formation have statistically significant relationship with GNP per capita while growth of government expenditure has the effect on GNP per capita. The results reveal that there is a positive relationship between economic development, foreign aid and poverty reduction. This implies foreign aid promotes economic development and poverty elimination. The government has a responsibility to battle against poverty and its efforts at predictable strategic economic development are significant in poverty reduction by spending the aid money for direct production programs. In Papua Province, poverty has become an important problem common in other regions in Indonesia and worldwide, especially in developing countries. The Millennium Development Goals targets have pushed the Indonesian government to emphasize poverty reduction programs throughout Indonesia. Rural areas in Papua, particularly villages, have been the target point for the poverty alleviation program because many in rural areas experience poverty that is worse than urban areas. Rural development is considered an effective method for poverty reduction. Meanwhile, the development program as a whole has neglected rural communities. In Papua Province, poverty reduction programs have been implemented ineffectively due to part of the village development program, the top-down approach of the government, and the absence of competent resources. So far, village development policies have been implemented without considering village potential, spatial arrangements, holistic approaches, and lack of budget allocations. In addition, the role of village government shows an ineffective performance. Thus, this study aspires to identify how much influence communication, resources, disposition, and bureaucratic structure have on poverty reduction in Papua Province. This study indicates that communication, resources, dispositions, and bureaucratic structures affect village development policies and influence poverty reduction in Papua Province. This research also shows that the lower the performance of the implementation of village development policies indicated by four variables, the less effective it is in poverty alleviation in Papua Province. In this study, a novelty that previous researchers have not found has been found, namely; that in the effectiveness of poverty reduction, it is necessary to develop an effective communication so that program implementation can run optimally, and it needs to be supported by the character or behavior of the implementers of the village development program.

Microcredit programs usually target poor rural women to reduce poverty and empower the women involved. The general body of existing research provides conflicting evidence, depending on context, poverty reduction and empowerment may or may not be partially achieved. Research on the effects of context on microcredit is limited in Ghana. Based on focus group discussions and in-depth interviews with stakeholders, the contextual factors that affect microcredit for poverty reduction among women are explored. The findings of this study suggest that the orthodox use of social collateral through group lending doesn’t fully account for why some microlending programs are effective, and others are not. Contextual factors appear to make the difference.

Public spending can improve population well-being, for example, by averting or reducing poverty. We aim to conceptualize monetary benchmarks for health sector investments oriented towards poverty alleviation in low- and lower middle-income countries. These benchmarks are meant to indicate the approximate range of health sector costs incurred to avert a single case of poverty across countries. Such conceptualizations could help identify the health interventions that are worthwhile investing in from financial risk protection and social welfare standpoints. We sourced secondary data from the World Bank for low-income and lower-middle-income countries over 2002–2019, including: per capita government expenditures on health, the proportion of a country’s population living under the international poverty line ($1.90 per day, 2011 Purchasing Power Parity), and the features of national social protection programs whose primary intent is poverty reduction. We then examined the associations between poverty headcount and per capita government health spending to gauge the potential relationship between this spending and poverty reduction. Subsequently, we derived a range of plausible poverty reduction benchmarks (PRBs). We also computed the per capita costs of national poverty reduction programs so as to contrast these with the estimated range of PRBs. Priority setting in low- and lower-middle-income countries could be informed by health-sector PRBs, in addition to burden of disease and cost-effectiveness considerations. The computed PRBs, expressed in dollars per poverty case averted, can possibly be viewed in a manner akin to economic evaluation thresholds which are usually expressed in dollars per disability-adjusted life year averted.

This paper uses recently released município-level data on rural poverty in Brazil to identify and analyze spatial patterns of rural poverty in the São Francisco River Basin (SFRB). Moran's I statistics are generated and used to test for spatial autocorrelation, and to prepare cluster maps that locate rural poverty 'hot spots' and 'cold spots'. Our results indicate that poverty reduction policies in the SFRB should take into account the spatial distribution of poverty. Not only is poverty in the SFRB clustered spatially, but the bulk of the basin's poor resides in municípios that comprise the poverty 'hot spots' we identified. These clusters did not correspond to state-level boundaries (the political delineations often used to measure poverty and to manage poverty reduction programs), so scope may exist for geographically refocusing poverty reduction efforts to make them more efficient. Maybe more importantly the results set the stage for the use of spatial econometrics for a future multivariate analysis of rural poverty in the basin.

Paying for the provision of environmental services is a recent policy innovation attracting much attention in both developed and developing countries. This innovation, referred to as ‘payments for ecosystem services’ (when the emphasis is on enhancing ‘nature’ services) or ‘payments for environmental services’ (when amenities provided by the built environment are also included) is referred to here as PES. PES programs aim to harness market forces to obtain more efficient environmental outcomes. Since so many opportunities for PES programs could involve farmers in poor regions, international aid agencies and private donors, looking for a double dividend, increasingly consider using PES programs as a potential way of meeting both social and environmental objectives.

This paper attempts to provide a critical assessment of microfinance as a strategy for poverty reduction in Nigeria. It argues that while microfinance has developed some innovative management and business strategies, its impact on poverty reduction remains in doubt. Microfinance, however, certainly plays an important role in providing safety-net and consumption smoothening. However, for any significant dent on poverty, the focus of public policy should be on growth-oriented and equity-enhancing programs, such as broad-based productive employment creation. There is also need to design financial sustainable models that increases outreach and scale up operations for the poor. More so, financial inclusion agenda should be considered and adopted in a concerted manner.

We investigated the perceived value of government programs on early-childhood development as a means of reducing childhood poverty. We incorporated preferences for the process as well as the outcome by developing two stated-preference survey instruments. One survey directly elicited respondents’ willingness to pay specifically for high-quality, intensive, early-childhood development programs at federal and state levels. A second survey elicited respondents’ preferences for increasing or decreasing taxes and reallocating expenditures between other government programs and early-childhood programs. We found that respondents cared greatly about how childhood poverty was reduced, not just reducing poverty per se. The perceived effectiveness of a program and ideological perspective were found to be important determinants of preferences for a poverty-reduction program. Respondents across all groups, including conservatives and respondents who perceived the effectiveness of early-childhood programs to be low, were not in favor of reducing the early-childhood program.

One of the crucial problems faced in the city of Cirebon is the poverty rate which is quite high and continues to increase from year to year. The Corporate Social Responsibility (CSR) program or Corporate Social and Environmental Responsibility (TJSL) according to Cirebon Mayor Regulation Number 42 of 2015 is one of the poverty reduction programs in Cirebon City. The purpose of this study was to determine the company's participation and coordination with the Cirebon City Government in poverty reduction through the CSR program. The research method uses qualitative methods with collection in the form of literature studies, documentation studies, interviews and observations. The result of this research is that the company's participation in coordinating with the Cirebon City Government in poverty reduction through the CSR program is not optimal because the majority of companies carry out CSR programs directly to target groups without coordinating with the Cirebon City Government. The factors that influence the company's participation in coordinating with the Cirebon City Government in poverty reduction through the CSR Program are the sub-optimal leadership of the Mayor of Cirebon, the lack of communication between the Cirebon City Government and company leaders, and the inadequate education of company leaders in the form of awareness, knowledge and understanding of coordination mechanism in the CSR Program.

Poverty is a classic and interesting problem to study. Poverty is a multidimensional problem and has broad impact. Poverty can be seen as inability to fulfil various needs, shackled of people by tradition or culture factors, or helplessness of people against an unfair social system. The handling of poverty needs comprehensive policies from all related parties. The government is one of the keys to success of poverty alleviation programs through programs provided. One of them is Non-Cash Food Assistance. This research wants to study the effect of Non-Cash Food Assistance on poverty in Magelang City. This paper measures sustainable livelihood through the government poverty reduction program in Indonesia's border areas. We drew on primary field data sources and secondary data, including oral histories, in-depth interviews about livelihood, ecological, and documented evidence of environmental, socioeconomic, and institutional dynamics to identify the sustainability of poverty reduction programs. We use this information to understand whether the program is resilient or vulnerable. Cross-border areas are the most strategic position in building a country's image. One of the development priorities is to develop Indonesia from the periphery by strengthening regions and villages within the framework of a unitary state, especially the outermost villages and border villages. Sangihe Islands Regency is one of the border areas located in North Sulawesi Province. This paper is an initial analysis of the development of border areas and poverty alleviation programs in the Sangihe Islands Regency. The Sustainable Livelihood Approach is used to assess poverty reduction strategies in the Sangihe Islands Regency. The research shows that poverty in the Sangihe Islands Regency has become a main priority in the development program of the Sangihe Regional Government. National and Provincial governments support this program through the implementation of poverty alleviation. This program has had positive results, but it is vulnerable because it does not focus on sustainability.

Poverty alleviation policies in Indonesia are operationalized in various forms of activity, including targeting family empowerment programs. This study uses a literature review method. Based on the results of the analysis, it was found that the poverty alleviation strategy through family empowerment was in three main policy groups, namely the social assistance and protection-based policy group, the participatory empowerment-based policy group, and the micro and small business empowerment-based policy group. Both strategies are in line with Islamic teachings, which contain poverty alleviation.

The impact of financial development on poverty reduction has received attention in the literature recently. While the connection between financial development and poverty may appear straight forward in theory, in empirics it may be much complicated. This study attempted at empirically assessing the causal links between financial development and poverty reduction in China for the period 1985–2014. The study used the Toda-Yamamoto causality test to avoid pretesting bias that has featured majority of the existing studies. The study utilized two standard proxies for financial development, namely: the domestic private credit by banks as percentage of GDP, and money supply (M2) as percentage of GDP; and a standard proxy for poverty reduction namely: the household final consumption expenditure per capita growth (annual percentage). The study found a bidirectional causal flow between financial development and poverty reduction, implying that the causal flow between these important variables is independent of the proxy for financial development. This means that financial sector reforms and poverty reduction programs are more of “win-win” strategies in the case of China. Therefore policymakers in China should continue to implement robust financial sector reforms and poverty reduction strategies.

Agricultural advancement is considered a panacea for poverty reduction, particularly, in developing countries. This study empirically investigates the dynamic linkage between agricultural value added (AVA) and poverty reduction for a panel of nine countries in Southern Africa using a second-generation panel approach for the period 1990 to 2015. Empirical results show that agricultural development is necessary but not a sufficient policy to combat poverty as it is only viable in the short run. Thus, we suggest long-run economic programs and/or strategies that will complement agricultural development toward poverty alleviation to spur economic growth in the sampled region.

Although the network is still very premature, efforts to develop it are still being made by community groups. The community empowerment program developed by the government is for assistance in the agricultural sector. Applications of this study: Social capital convergence in community empowerment can be a force to improve welfare and overcome poverty. This study on social capital proves can make an academic contribution to the empowerment of the poor. Novelty/Originality of this study: To eradicate poverty, the Indonesian government has carried out a variety of methods including The Hope Family Program, hereinafter referred to as PKH and The Urban Poverty Reduction Program as P2KP along with other Central and Regional government programs. However, unfortunately, these programs have not been able to reach all regions, so there are still many areas needing such solutive treatments from the local government. Therefore, the empowerment of poverty requires institutional efforts and togetherness between parties with the poor (integrated approach) as an effort to empower the poor. This paper critically analyses the poverty reduction programs and highlights the problems associated with them.

Poverty is an issue faced by nearly all developing countries or third world countries, including Indonesia. Jambi Province is one of the provinces in Indonesia which cannot be separated from poverty. According to the United Nations Development Programs (UNDP) Annual Human Development Report and global multidimensional poverty data published by the Oxford Poverty and Human Development Initiative (OPHI) in recent years, Vietnam has made encouraging achievements in its human development and multidimensional poverty reduction. Based on the UNDPs Human Development Index (HDI) and OPHIs Multidimensional Poverty Index (MPI) data, this article seeks to analyze, compare and contrast the MPI and HDI indicators of Vietnam with those of some other Southeast Asian countries to clarify the trends of human development and reduction in multidimensional poverty in Vietnam compared with some Southeast Asian countries in recent years.

The high level of poverty in East Nusa Tenggara Province, Indonesia, requires effort to be alleviated. For instance, there is a need to enhance the financial management performance of the locals. Therefore this study analyzes the contribution of local financial performance to the poverty rate. It uses panel data regression analysis involving 22 regencies and municipalities from 2015 to 2018. The results of the study showed that the local financial independency ratio in various regencies and municipalities has fewer contributions to the poverty rate. Local governments need to increase regional fiscal capacity integrated with efforts to improve regional macroeconomic performance. Moreover, they should increase alignments toward poverty alleviation programs as well as the capacity of regional apparatus.
