Анотація:
The notion of democracy poses a significant challenge and problem in modern considerations on history, philosophy and politics. At present, in the face of the so-called information revolution, democracy has undoubtedly undergone profound and easily visible transformations. It can be said that the application of IT to exercise democratic power has brought about a revolution that will span a period of many years, given the different potential differing states have to spread the new technologies. The development of information and communications technology (ICT) has introduced new notions related to democracy, such as teledemocracy, technopolitics or electronic democracy (e-democracy). The subject of this paper, electronic voting (e-voting) is among the highly significant instruments of e-democracy. Electronic voting is the fulfillment of the principle of national sovereignty as it can be applied in the procedures of both indirect (e-elections) and direct (e-referendum) democracy.

Анотація:
E-voting increasingly gains interest in e-Democracy and e-Government movements. Not only the technical security issues of electronic voting systems are of paramount importance, but also the necessity of following an all-embracing approach is challenging and needs to be addressed. This paper discusses e-voting as being a supreme discipline of e-Government. It introduces an innovative e-voting concept using the Internet as the voting channel. The concept introduced is based on Austrian e-Government elements and the Austrian identity management concept in particular. This paper presents a novel approach of building an e-voting system relying on two core principles: strong end-to-end encryption and stringent identity domain separation.

Анотація:
The article is devoted to the study of administrative and civil legal regulation of the public administration bodies' activity in the sphere of electronic money turnover, in particular, taking into account the publicity and transparency principles. The author emphasizes that publicity and transparency principles of administrative and civil legal regulation in the sphere of electronic money turnover are modern universally recognized democratic values of the European civilization, which serve as a benchmark for state legal reforms in the countries of Central and Eastern Europe. The author also points out that the transparency principle is of outmost importance for administrative and civil legal regulation of public administration bodies' activity in the sphere of electronic money turnover and, moreover, the principle appears to be a key characteristic of public administration as a whole, which ensures proper interaction between the state and citizens in a form that provides state authorities of different branches with information in all spheres or access to it, except for statutory restrictions on the provision of information. According to this principle, the activity of public bodies should be as transparent as possible, except for those cases when information constitutes state secret. Furthermore, the transparency principle not only ensures proper interaction between the state and its citizens, but also positively influences the rule of law. On the other hand, the publicity principle is a principle of administrative and civil legal regulation of public administration bodies' activity in the sphere of electronic money turnover that becomes apparent in a form of public control exercised over the public administration bodies' activity. The publicity principle characterizes public administration democracy, and open and transparent activity of public authorities that enables citizens to become personally familiar with the work of public administration. Moreover, publicity is closely connected with democratisation of public authorities, which, in turn, indicates the principle's intention to become closer to society and more effectively ensure efficient public administration, especially in the sphere of legal regulation of electronic money turnover. The article emphasizes that principles of publicity and transparency in administrative and civil legal regulation of public administration bodies in the sphere of electronic money turnover are not identical. Transparency means the availability of electronic money for all citizens, while publicity means not only availability, but also the possibility for the general public to discuss the course and results of such a process, that is, a way of forming public opinion, its evaluation of activities related to electronic money turnover, which public administration authorities should take into account in order to improve their work. The paper also examines issues related to the legal status of electronic money, the definition of this concept at the legislative level and in practice. The author analyzes issues of current legal regulation of e-money as a means of payment under the Ukrainian legislation. The article identifies that using electronic money allows saving on cash maintenance costs, reducing transaction time, and, at the same time, electronic money keeps having the same functions as traditional fiat money, which makes it highly plausible to get cash replicated with e-money, though such a transition still requires a developed and effective regulatory framework. Methodology. In the course of this article preparation, a whole range of philosophical and ideological approaches (dialectical, as a way of thinking based on the analysis of all available views on the content of administrative and civil legal regulation of public administration bodies' activity in the sphere of electronic money turnover; analytical, based on cognitive activity by proving or refuting the definition of transparency and publicity in the electronic money turnover sphere; hermeneutic, applied for understanding terms related to the legal regulation of public administration bodies' activity in the electronic money sphere; general scientific research methods (logical, based on ascending from simple to complex, from abstract to specific as related to general characteristics of legal regulation in the sphere of electronic money turnover; special methods (systemic and structural, particularly in the process of providing legal support related to electronic money turnover, comparative legal research, aimed at the examination of foreign experience, formal legal or formal logical). Results. According to the research results, the author has determined the publicity and transparency principles of administrative and civil legal regulation of public administration bodies activity in the sphere of electronic money turnover, where the principle of transparency allows to ensure the interaction between the state and its citizens in the form of exchange of information derived from all spheres or by granting access to such information, except for the information with restricted access. According to this principle, the activity of public administration bodies should be as transparent as possible, except in cases when it constitutes state secret. The principle of publicity not only ensures interaction between the state and its citizens, but also helps strengthen the rule of law. In turn, publicity as a principle of administrative and civil legal regulation of activities of public administration bodies in the sphere of electronic money turnover is a form of exercising public control over the activities of public administration. The principle of publicity characterizes democracy of public administration. Special emphasis is given to the need to legally enshrine electronic money as a means of payment in the legislation of Ukraine as the most convenient form of using electronic money, which allows to save on cash maintenance costs, reduce transaction time, and, at the same time, electronic money keeps having the same functions as traditional fiat money, which makes it highly plausible to get cash replicated with e-money, though such a transition still requires a developed and effective regulatory framework. Practical implications. The results of this scientific article can be used in legislative framework for legal regulation of activities of public administration bodies in the sphere of electronic money turnover. The provisions of the article may also be used in scientific activities to further investigate the principles of publicity and transparency in administrative and civil legal regulation of the activities of public administration bodies in the sphere of electronic money turnover. In addition, the paper’s provisions can be used for educational purposes, during lectures and seminars on civil, information and administrative law. Value/originality. Scientific novelty of the obtained results is that the scientific article summarizes the existing normative and doctrinal approaches to understanding administrative and civil legal regulation of the activities of public administration bodies in the sphere of electronic money turnover; knowledge of the principles of publicity and transparency of administrative and civil legal regulation of activities of public administration bodies in the sphere of electronic money turnover has been systematized. The paper also identifies trends in the development of legal regulation in the sphere of electronic money turnover.

With the rapid development of Internet technology, the involvement of computers in almost every aspect of human life, and the increasing use of opportunities to spend their time freely and profitably, society is increasingly moving to address important issues through modern gadgets with Internet access. The government also introduces various forms of e‑activity in its practice, such as: e‑democracy, e‑government, raising public awareness of current policy issues, programs, legislative innovations, creating opportunities for advising citizens and their participation in decision-making via the Internet, is actively involved in the issue of electronic elections. The state has chosen a course for e‑democracy, it becomes a direct tool for democratization and development of society in the information direction, so it is very important to create appropriate conditions for the will of citizens. One of the ways to implement e‑democracy is “electronic voting”, which can be described as the fixation of the will of voters using electronic technology, which includes both the voting process itself and the process of automatic vote counting using electronic devices and special software. any person at a convenient time can make their own will with the help of electronic voting and modern gadgets. The article considers the development of an electronic voting system which is implemented using a client-server web-oriented system with elements of analysis. Web-system is a distributed information system with a unified data access interface based on the use of a number of open standards. The possibilities, ways and advantages of using electronic voting during the election of the heads of student self-government are analyzed, the basic principles on which the electronic electoral system should be built are described. Electronic voting is defined as a procedure for the expression of will using electronic means and as an automated process of counting votes. A program for holding elections of student self-government chairmen based on a multi-layered client-server architecture and with elements of web-application has been created. The stage of developing the architecture of the software system is very important, given that this stage determines the principles of the system, user interfaces, all components of the system and the relationships between them. During the development of this system, the main emphasis was placed on building the architecture of the application and the example of the client part, which demonstrates its capabilities, user-friendly interface and high speed. The use of selected technologies allowed to perform the task in full and create a basis for convenient expansion of functionality

Party governments in Japan during the period from 1924 to 1932 joined a majority of the European democracies in imposing rigid state controls over the new medium of radio. Over the years many elected governments have restricted political expression over radio despite the strong logical connection between free elections and free speech, and this article examines the Japanese case in a comparative perspective. It analyzes the decision-making process that produced Nihon Hōsō Kyōkai (NHK), the public-interest radio monopoly, in Japan in 1926, as well as the exercise of state controls over broadcasting until the last prewar party cabinet fell in 1932. Various definitions of the public interest that are consistent with democratic values may nonetheless call for close state supervision of broadcasting. In Japan, the rationale for the control of radio resembled the rationales of many contemporary democracies. The Japanese experience suggests that, although broadcasting controls may not have contradicted democratic principles, the development of a strong democratic regime would have been better served by a liberal policy toward the new electronic medium.

Values and norms for communication expressed in the ancient Egyptian treatise, The Teachings of Ptahhotep, are compared to current regulatory communication standards, especially the IFJ Declaration of Principles on the Conduct of Journalists, and to liberal and socialist ideologies. Ptahhotep argued in favour of basic equalities, respect, and the free flow of information and opinions, particularly for political speech, much like social democracy and political liberalism do. He also set limits regarding freedom of communication similarly: for hate speech, incitement to violence, defamation, invasion of privacy and concentration of ownership. The close parallels between the principles of communication ethics in ancient Egypt and today are partly explained with a look at similarly restructuring powers of innovative phonographic media (writing) then and prographic (electronic programming) media now, and partly with (indirect) influence. The article also asks whether the concept of ‘Western civilization’ should continue to exclude ancient Egypt.

The article is devoted to issues related to the development of the concept of «e-Government» («e-government») and the concept of e-government as a new approach to public administration. The article analyses the definitions of the concept of «e-Government», which are presented in foreign and domestic literature. all the studied definitions helped to share the concept of e-government in a narrow and broad sense. In the narrow sense, e-government is the use of information and communication technologies in the activities of public authorities or means of communication. In a broad sense, this is a process aimed at changing interactions in the public administration system, the purpose of which is to improve themanagement system, improve the quality of public services and ensure the constitutional rights of citizens. The article defines the main prerequisites for the emergence of the concept of electronic government, presents the principles and directions of its development: (e-Administration) electronic administration, (e-Citizens) electronic interaction with citizens and the provision of services to the public (e-Services), (e-Society) development information society. The e-government development directions have helped to identify their advantages and disadvantages. The article reveals the regulatory framework and development strategies in the Russian Federation of e-government, digital democracy and the information society. The article analyzes the UN comprehensive indicators characterizing the level of development of e-government, digital democracy and the information society in the countries of the world and the place there of the Russian Federation.

Анотація:
The author sets the task to study the impact of new mechanisms of direct democracy (participatory budget) on attracting and activating the population to local public policy. The organization of participatory budgeting is a manifestation of direct democracy that allows citizens to express their approval or disapproval of the actions taken by local authorities. This article presents the Polish experience of implementing a public budget on the example of the city of Poznan, which was one of the first cities in Poland to introduce a civic budget in 2012. It should be added that there is no one model of the participatory budget in Poland. Each municipality and city introduce its own rules, often guided by existing examples, often don’t conducting social consultations and don’t working out the principles of the civic budget together with the residents. The normative, qualitative and quantitative characteristics of the civic budgets of Poznan (number of voters and number of submitted projects, motivation for participation in the voting, public control, application of electronic platforms) are analyzed. In the addition, the advantages and disadvantages of the process of participatory budget are summed up, the activation of citizens is especially noted at the voting stage and low awareness of intermediate stages of the civil budget.

Анотація:
The author of the article objectively argued the real importance of realistic instruments of democracy for the modern state formation of Ukraine. One of the most progressive mechanisms for implementing state policy in the field of protection, protection of human rights through their legal guarantees, progressive integration of democratic standards of the international community into the sphere of political and jurisprudence of Ukraine is the active introduction of new levers of democracy. We are convinced that the rules of law governing public relations must meet the challenges of today, and most importantly, be united in the desire of civil society to fully realize the objective demand of the people of Ukraine for justice. The agenda of Ukraine’s strategic priorities is extremely voluminous and endowed with a strong public resonance. That is why the means, the methods of activated democracy, are a potentially effective recipe for reducing the amplitude of public tension. The urgency of the issue of democracy was justified not by political slogans and the popularity of this subject of scientific research, but solely through the prism of the critical need for functional implementation of legislative, procedural guarantees of human rights in Ukraine. After all, in the conditions of modeled totalitarianism, authoritarian system of state policy, prohibitive measures that will be aimed at reducing or eliminating the will of the people, the full implementation of the full range of legal guarantees of human rights will lose its effectiveness. In our opinion, the level of democratic multi-vector practical implementation of the people’s power is a litmus test, a truly effective indicator of the attitude of state power to human rights and the rule of law in Ukraine. The author of the presented study carefully analyzes such institutions of democracy as the initiative in law, the legislative initiative of the people of Ukraine and the procedural implementation of the proposal to hold an all-Ukrainian referendum at the initiative of the citizens of Ukraine. After analyzing the doctrinal component of the initiative in law, we professionally turned our attention to the following fundamental issues: a) joint consolidation of civil society around the following fundamental principles: inviolability, respect for the human rights of everyone; Rule of Law; trust; desire to seek and find a compromise solution to conflicting precedents; b) personal, characterizing the characteristics of the individual who is able to propose legislative initiatives and demonstrate their own responsibility for this process; c) the issue of activating civil society, with the aim of individual, targeted stimulation of their representatives for further motivational training, professional training and formation of a constellation of leaders of local, regional and national level. In the article research, the actual factors of normative implementation of the legislative initiative of the people of Ukraine in the Verkhovna Rada of Ukraine are considered in detail. The author of the article analyzed the presented subject of the dispute from the point of view of historical preconditions and attempts of parliamentarians to consolidate the people of Ukraine, a full-fledged institution of legislative initiation. In addition, within the framework of the outlined topic, an analysis of the current Draft Law on Amendments to Article 93 of the Constitution of Ukraine (on the legislative initiative of the people) of 29.08.19 was conducted and subjective opinions were provided on the basis of its substantive presentation. In our opinion, for a comprehensive, normative settlement of really important issues of the legislative initiative of the people of Ukraine, it is necessary to adopt an independent, purposeful Law of Ukraine with the relevant subject of jurisprudence. In the context of the study of progressive, legal norms on the vector of the idea of democracy, the main innovations of the Law of Ukraine «On Democracy through All-Ukrainian Referendum», signed by the President of Ukraine on 08.04.21, concerning the implementation of electronic voting and legislative plans areas of application of innovative technologies for electronic (machine) voting and legislative initiative of the people of Ukraine. We are deeply convinced that such an intensifying interest of the scientific community and people’s deputies of Ukraine in the issue of democracy in our country inspires us with optimism and confidence that the initiated legislative initiatives will have their practical success in the process of daily regulation of public relations. Анотація:
The e-participation can be considered an area under constant focus. This paper presents a brief analysis of e-participation and e-democracy, and proposes a platform for electronic participation based on social media principles, designed to gather teachers and unions in a shared deliberative space. Interaction and collaboration are supported through questions, answers, suggestions, comments, votes, surveys and live debates. This proposal is intended to narrow the communication gap between teachers and unions and encourage teachers to become involved and participate in educational debates and important topics about the profession. The platform presented enables effective participation in formal and informal decision-making processes via the Internet, either as standalone or widgets with full integration into any Website. It is under constant development and will be improved along with this project. The actors in this study were chosen from the National Federation of Teachers due to its representativeness regarding associate teachers and provide an opportunity to assess the platform potential to support participation in a union context. The platform will be used in a trade union linked to teachers of several grade levels to understand their participation in this organization.

Анотація:
This thesis attempts to answer the question ‘What e-democracy strategy, if any, is most suitable for Bahrain?’. Based on a qualitative case study for the country, an e-Democracy strategy is synthesised and presented in this thesis. The literature review includes the forms, ideals and values of democracy. The researcher supports and argues for the assertion that any attempt to implement e-Democracy must not undermine the basic values and ideals of democracy. In the review on Islam and democracy, the author argues that Islam is not against democracy. However it is asserted that e-Democracy implementation must consider the cultural and religious context of Bahrain. The process of democratisation and how it is taking place in Bahrain and Gulf countries are also discussed. A strategy formulation framework is adopted after reviewing literature on how to formulate a strategy. E-Government strategies of reading players in the e-Government are reviewed with an objective of learning lessons prior to formulating e-Democracy strategy. The literature review on e-democracy helped to understand the theory and practice of e-Democracy elsewhere in the world and identify issues that required further investigation. The issues identified from the literature were investigated using empirical data. Data from multiple sources were collected and analysed. The methods included interviews, focus groups and analysis of documents. The results confirm that most of the issues identified as part of the literature review are relevant to the case under investigation. However, there were issues that were not present in the literature. This includes the need to consider democracy’s human, social and cultural aspects as well as factors pertaining to the political divide in Bahrain. This, if not tackled properly, may pose some challenges to the implementation of e-Democracy. The results also disprove the assumption held by the government of Bahrain, as well as by the researcher at the beginning of the study, that e-voting is a more plausible type of e-democracy than other forms. The author adapts and presents an e-Democracy model for Bahrain based on Chadwick and May (2003) along with the e-Democracy strategy for Bahrain. The author also argues that the model and the strategy can be tailored to use in other GCC countries. The study fills a gap in the literature, namely the lack of e-democracy studies pertaining to the Middle East. It also provides a framework and lessons for other countries in the region for the creation of an e-democracy strategy.

O debate argumentativo na sociedade antecede e renova o espírito vinculante das cartas constitucionais. A busca por uma fundamentação da normatividade dos princípios constitucionais requer, mais do que o peso que se pretende atribuir ao papel da jurisdição constitucional, que se identifique a relevância da deliberação democrática no processo de formação do sentimento constitucional pelos cidadãos da polis, que são, ao mesmo tempo, destinatários e agentes criadores das diretrizes políticas fundamentais. A maior contribuição dos estudos elaborados em torno da democracia deliberativa reside, pois, na percepção da inestimável relevância das relações intersubjetivas entre os membros da comunidade durante o processo político, o conhecimento de suas dificuldades e limites, assim como a verificação de seus méritos. Neste rumo, é oferecido um vasto campo favorável à aproximação entre as teses contrapostas dos liberais e republicanos, tornando possível a coexistência teórica e prática entre a realização efetiva da soberania popular e a proteção dos direitos fundamentais, tendo sempre em vista a supremacia da dignidade humana, como elemento informador e balizador de todas as atividades ínsitas à vida em sociedade.
The argumentative debate inside society antecedes and renews the bonding force of the constitutional charts. The search for a justification of fundamental rights and principles requires, more than the weight that one might wish to attribute to the role of constitutional jurisdiction, that the relevance of democratic deliberation be taken into account in the process of the formation of a constitutional feeling by the people of the polis, which are at the same time addressees and creators of the fundamental political directives. The most important contribution of recent studies concerning deliberative democracy reside, in fact, in the perception of the utmost relevance of the intersubjective relations between all members of the affected community during the political process, the knowledge of its difficulties and limits, as well as the verification of its merits. In this direction, a vast field is offered for the convergence between opposed theories such as those of liberals and republicans, paving the way for the effective application of popular sovereignty and human rights protection, while considering the supremacy of the value of human dignity as the informative and orientative standard of all activities inherent to life in society.

Gifford Pinchot’s principles of conservation embody the democratic principles of the United States and how those principles remain relevant today. The three central characteristics of Pinchot’s principles of conservation are wise use, avoiding waste, and securing the autonomy of democratic citizens by preventing monopolistic control over our natural resources. Pinchot’s aim place democratic aspirations at the fore. A case study of the environmental degradation revealed throughout the life-cycle of the cellular phone exhibits how Pinchot’s principles are not only relevant, but sorely needed today. Furthermore, this case study also reveals how globalized corporatism has become the antithesis of the democratic aims of the global citizenry. Pinchot’s principles advise us to check the global monopolies of multinational corporations and greed for greed’s sake to secure a democratic future for the most people, in perpetuity. Though his principles are often neglected, they are more relevant now than ever.

DOD Instruction 7000.14-R, paragraph 0716, prescribes the methods that will be used to determine the price of DOD publications when they are sold to foreign military sales (FMS) customers. The Instruction includes publication pricing factors that shall be included in the development of FMS prices for paper publications. When technical data was maintained and distributed primarily by paper form, pricing the product to recover the associated costs was a relatively reasonable and reliable process. As we transition from paper to electronic data encompassed in various media and arrangements, the costs associated with this migration will differ considerably. As electronic storage and presentation of digital data becomes more interactive with the internet, the association between the existing practices and advanced products become more contradictory. The historical pricing procedures will no longer reflect the costs that need to be recovered. In this era of digital data and computerized integration, new technological advances have increased the demand and cost of services associated with digitization of paper documents. With the introduction of these new technologies, various fees associated with this transformation have to be incorporated into the pricing structure that currently exists. The problem that exists with the incorporation of these fees is the lack of long-term historical data due to relative infancy of the goods and services linked to this technology. The primary objective of this project is to determine accurate and justifiable pricing for the foreign military sale of electronic technical manuals under the guiding principles of DOD Instruction 7000.14-R.

The electrical properties of bulk and single-layer molybdenum disulphide and the electrical and magnetic properties of molybdenum disulphide nanoribbons have been investigated using density functional theory within the first principles’ calculation framework. Changes in energy band structure observed during the transition from bulk to single-layer MoS\(_2\) are linked to atomic orbitals through the use of maximally-localised Wannier functions. Extensive structural optimisation studies have been used to explore the effects of stress and strain on the electronic properties of both bulk and single-layer MoS\(_2\). It has been found that the electronic structure and in particular, the energy band gap of MoS\(_2\) nanoribbons are sensitive to the relaxation of the lattice; and consequently, measurements of the electronic properties will depend strongly on both the preparation of the sample and the substrate on which it is deposited. The spin polarised energy band structure and the charge density were used to determine the magnetic states of zigzag nanoribbons. It has been found that both ferromagnetic and anti-ferromagnetic states are equally probable in both passivated and non-passivated zigzag nanoribbons and the calculated result depends on the initial spin configuration prior to optimisation. A new hydrogen passivation structure on the edges of MoS\(_2\) nanoribbons was suggested, which shows zigzag nanoribbons can also become semiconducting. Finally, the electrical and magnetic properties of a novel chiral MoS\(_2\) nanoribbon were modelled, which showed that the chiral MoS\(_2\) nanoribbons can exhibit both semiconducting and ferromagnetic behaviour simultaneously; this has never been previously reported.

In this research work, we have investigated the band engineering of epitaxial graphene using first principles calculations. Epitaxial graphene on SiC (0001) surface is modified by using different methods such as intercalation, doping, passivation and oxidation. The calculations are done using Density functional theory which is implemented in quantum espresso package. In the presence of H intercalation, epitaxial graphene is shown to have p type behavior with monolayer graphene. However this behavior is different for multilayer epitaxial graphene systems, and it depended on the concentration of the H atoms. When epitaxial graphene is intercalated with Ge atoms, the Ge atoms make clusters and these clusters are responsible for the electronic properties of the epitaxial graphene systems. As a result of oxidation of epitaxial SiC surface, the graphene layer is mostly stable on the surface for both silicates and oxynitrides structures. For silicate/SiC configurations, the epitaxial graphene is shown to be less n type. For oxynitrides/ SiC configurations, epitaxial graphene is shown to be neutral. In the presence of oxygen intercalation with silicate/SiC, epitaxial graphene is shown to have p type behavior. These systematic studies of epitaxial graphene will opens up great potential for electronic applications. Additionally the resultant models can be used to guide further studies.

The article examines the evolution of the concept of «e-democracy», the reflection of this problem in scientific works, formulates the author’s definition of e-democracy. The development of projects of electronic democracy in Russia and their results are investigated. The proposed understanding of e-democracy procedures compares with the existing mechanisms in Russia and the Irkutsk region, as well as partly with other regions of the country. A conclusion is made about the level of development of e-democracy in the region, problems are noted in the implementation of e-democracy at the present stage.
