Анотація:
The article is devoted to revealing the resources of transitive changes of a regional university as a “node” of inter-territorial and inter-level educational movements. The factors of continuity of transition between the Bachelor’s and Master’s education levels as a resource for educational transit of students are discussed. This student transit resource should be used for transitive changes in a regional university in response to global trends in the demand for “lifelong education” and the need to reduce the intensity of interregional educational migration. The article defines the functions of lifelong education as a resource for the transitivity of a regional university, proposes management and organizational measures for maintaining and improving the educational programs of master’s programs at regional universities, and substantiates their socio-economic efficiency.

PurposeTo explore the factors affecting continuity of cooperative electronic supply chain relationships in Taiwanese motor industry.Design/methodology/approachThis study has developed a research framework that integrates the three perspectives of resource dependence, risk perception, and relationship marketing to identify the factors affecting the continuity of a cooperative electronic supply chain. After constructing a structural equation model, empirical testing on 851 raw material and spare parts suppliers for the Taiwanese motor industry was conducted.FindingsAll path coefficients in the proposed model were statistically significant, and were as hypothesized. Resource dependence, trust, and relationship commitment are positively related to the continuity of the cooperative electronic relationship. Risk perception is negatively related to the continuity of the cooperative electronic relationship.Research limitations/implicationsThis paper has theoretically developed an extensive set of interrelationships among these variables (resource dependency, perceived risk, trust, relationship commitment, and continuity of cooperative electronic relationships), illustrating their comparative effects on supplier intention to use the internet for on‐line transactions.Practical implicationsThis empirical study provides consistent support for the proposed business‐to‐business (B2B) e‐commerce acceptance model. Given the high explanatory power of the resulting model, it is likely to serve as the basic model for predicting supplier behavior, and the continuity of enhanced understanding of cooperative electronic relationships.Originality/valuePrevious studies did not fully address the relevant influential factors related to the continuity of cooperative electronic supply chain relationships or the causal relationships among these factors. The primary contribution of this research is the integration of constructs associated with resources, environmental uncertainty, and relationship marketing, into a coherent model that jointly predicts supplier acceptance of e‐commerce.

Thousands of newly established nonprofit organizations (NPOs) with long-lasting and needed missions disappear annually, which negatively impacts the nonprofit sector in general and the potential recipients of the discontinued NPOs' services. The purpose of this quantitative study was to examine the possible influence that the presence of a strategic resource development plan and the establishment of a stand-alone business entity have on the persistence of newly established NPOs that have long-lasting and needed missions in the United States within the context of the theoretical framework resource dependence theory. Research questions focused on the role of commercial activities, particularly the stand-alone business entity model, and the importance of strategic resource development on NPOs' sustainability within the first 5 years of existence. The study population consisted of NPOs that had disappeared within 5 years of existence and those that had remained active for more than 5 years. Data from a researcher-developed survey instrument were collected from 33 representatives of active organizations and 29 representatives of nonactive organizations. Chi-square tests of independence revealed that the strategic resource development plan and the commercial activities/stand-alone business entities were significantly associated with the sustainability of the NPOs. Findings may be used to promote the creation of a strategic resource development plan and/or a stand-alone business entity at the initial stages of NPOs' establishment to sustain their role and contributions in their communities.

Although Resource Description and Access (RDA) has been discussed extensively amongst the ranks of cataloguers internationally, no research on the perceptions of South African cataloguers was available at the time of this research. The aim of this study was to determine how well RDA was faring during the study's timeframe, to give a detailed description regarding cataloguer perceptions within a higher education setting in South Africa. Furthermore, to determine whether the implementation of RDA has overcome most of the limitations that AACR2 had within a digital environment, to identify advantages and/or perceived limitations of RDA as well as to assist cataloguers to adopt and implement the new standard effectively. The study employed a qualitative research design assisted by a phenomenological philosophy to gain insight into how cataloguers experienced the implementation and adoption of RDA by means of two concurrent web-based questionnaires. The study concluded that higher education cataloguing professionals residing in the Western Cape were decidedly positive towards the new cataloguing standard. Although there were some initial reservations, they were overcome to such an extent that ultimately no real limitations were identified, and that RDA has indeed overcome most of the limitations displayed by AACR2. Many advantages of RDA were identified, and participants expressed excitement about the future capabilities of RDA as it continues toward a link-data milieu, making library metadata more easily available.

Why South African participants in this study voiced almost no perceived limitations to RDA as a cataloguing standard. Future research might be able to relay information regarding this trend, especially in the light that it was not a global phenomenon. ? A deeper look might have to be taken at how participants' experienced RDA training as this phenomenon might be closely linked to the reasons why the participants did not mention more limitations.

Climate change and global commodity demands have increased access to and feasibility of extracting natural resources in Arctic regions. As a result, Nunavut is now poised to compete on the global market for oil, gas, minerals, and precious metals. The impacts of increasing resource exploration and development activities on nearby communities therefore require study. In particular, new methodologies are needed to explore how adjacent communities can harness the economic potential of resource extraction toward goals of self-sufficiency, sustainability, and cultural continuity while minimizing the associated risks. Using the predominantly Inuit community of Pond Inlet, Nunavut, as a case study, this thesis uses an article format to introduce the Harvard Project on American Indian Economic Development’s ‘nation building’ conceptual framework, as well as a post-colonial theory to explore resource development in the Canadian Arctic context. The nation building framework is a well-established and validated approach to understanding economic development in Indigenous society that has been refined and used in hundreds of case studies over the past three decades. Based on interviews with residents and regional decision-makers, it was found that the community of Pond Inlet currently lacks the self-determination and effective institutions needed to implement local strategies for prosperity due to a number of complex factors, including educational and capacity deficiencies; infrastructure needs; as well as a centralized decision-making structure that poorly matches local culture and serves to alienate residents. As a result, the anticipated resource boom in Arctic Canada is in danger of indirectly repeating the colonial legacy of assimilation, this time justified by contemporary economic reasons, instead of providing the region with an inclusive, balanced economic development approach in line with local ideas for development and cultural continuity.This thesis follows the article format and is organized into four chapters: Chapter 1 is an introductory chapter. Chapter 2 is the first of two articles in the thesis titled: Community and Economic Development in Arctic Canada (CEDAC) – Understanding factors that contribute toward self-determined sustainable community development. Chapter 3 is the second of two articles in the thesis titled: Community and Economic Development in Arctic Canada (CEDAC) – Mining in Nunavut: A new path to prosperity or re‐paving old paths of colonial rule? Chapter 4 concludes the thesis.

This thesis provides a study of United Kingdom (UK) macroeconomic policy and economic ideas. Specifically, the thesis seeks to explore the reasons when and why UK macroeconomic policy and economic ideas exhibits change or continuity. The central contention of this thesis is that the model of punctuated equilibrium provides a flawed understanding and explanation of when and why policies and idea exhibit continuity and change in UK macroeconomic policymaking. In particular, the thesis seeks to fill two gaps in our existing knowledge of UK economic policymaking, which emerge from critical literature reviews. The first gap pertains to the need for greater specificity in our understanding and definition of orthodox UK macroeconomic policy. The second gap relates to the need for a superior understanding of when and why UK macroeconomic policy and economic ideas exhibits change and continuity. The original contribution of this thesis to the literature on UK economic policymaking arises from the two research findings generated in Chapters Three and Four, which are then tested in a series of case-study chapters in the second half of the thesis. The first research finding is the provision of greater precision in our understanding and definition of orthodox macroeconomic policy. The second research finding is the identification of a historical pattern in UK macroeconomic policymaking, which is named the orthodox cycle. The orthodox cycle utilises the new understanding and definition of orthodox macroeconomic policy to show the continuity of orthodox policy and ideas in UK macroeconomic policymaking, through a series of distinct phases, in the aftermath of crises and changes in government.

This master thesis is a study of the location-based management systems (LBMS) in construction projects. First, a review of the history of both the traditional (CPM, PERT) and the new methods (LBMS) set the basis of understanding for the need of changing the approach in planning. This change claims for an evolution from the activity-based planning to the location-based as a response to the change this production type has suffered, especially with the introduction of new philosophies as lean construction. As the scope of the thesis is limited, the focus will be mainly in the consequences towards task continuity and resource balance.With the development of LBMS have appeared also technical tools to support its implementation. Among these tools is VICO Office, a software developed to implement this new planning perspective. A case study is used in this thesis to exemplify the use of VICO Office and to see how the transition and optimization of a traditionally planned construction project can be undertaken. The case study is part of Skanska Norge AS portfolio in Oslo (Schweigårdsgate 21-23).

Reflective Practice (RP) and Continuing Professional Development (CPD) have become key concepts in the post-qualification education and training of healthcare professionals, linked to maintaining and improving competence and fitness to practice in a modernised health service. There is little empirical research about this in relation to clinical psychologists. This qualitative study explored how clinical psychologists experience RP and CPD and apply this to their professional practice. A focus group generated the topics for 16 semi-structured interviews with a diverse range of qualified clinical psychologists practising in a Strategic Health Authority Region in England. Using Interpretative Phenomenological Analysis, four higher-order themes and associated sub-themes emerged: (1) clinical psychologists as reflective practitioners, including the understanding of reflection, influences on development, and reflection and professional identity; (2) the reflective space, including supervision, enablers and obstacles in reflective practice; (3) functions of CPD and reflection, including quality and enhanced service provision, safety and clinical governance, and professional requirements; and (4) linking reflection and CPD, including the link between reflection and action, reflective practice as CPD, and CPD and life-long learning. Seven second interviews were conducted for member-validation, and a final focus group was convened for triangulation and validation of the thematic analysis. The findings are related to the existing literature, and to learning theory and attachment theory. The relevance of this research is discussed in relation to clinical psychology practice and the implications for training and CPD. The importance of the present findings to the issue of the professional identity of clinical psychologists is outlined, and suggestions for future research are proposed.

The purpose of this study was to determine those resources that selected leadership development experts rated as most effective in discovering and fostering the continuing professional development of leaders. In this descriptive study, three research questions were formulated. A modified version of Hunter's reputational technique was used to collect data through a snowball sampling of the selected population. In phase 1 of the study, a survey was developed, validated, and mailed to 56 LEADership directors in all 50 states, yielding 34 (64%) returns, which were used in creation of the final questionnaire. In phase 2 of the study, the final instrument, including 256 identified resources, was developed, validated, and mailed to 220 experts in leadership development identified in the initial survey. A return of 88 (40%) of the questionnaires identified leadership development resources that selected experts rated as effective. The 19 instruments, 128 books or other printed materials, 32 audio or video tapes, and 77 programs identified through the initial survey were rated either "not effective", "somewhat effective", "effective", or "very effective" on a likert-type scale.

This study explores the nature and extent of social change within Saudi Arabia since 1970, focusing on the 'Utaiba tribe living in Al-Duwadmi province. The research examines continuity and change in al'Urf (traditional customary law), the economic system, family structure and function, and social solidarity. Differences in attitudes, values and behaviour between younger and older generations are also investigated. A structural functional approach is adopted, which describes systems in terms of structures, mechanism, processes and functions. Particular attention is given to mechanisms of exchange by which social relationships are established and maintained. Participant observation, a questionnaire survey, and in-depth interviews were conducted in 316 households in Al-Duwadmi city and 8 of the surrounding villages, 4 agrarian and 4 semi-nomadic. The findings reveal many changes of lifestyle, though core values remain unchanged. Some al'Urf (traditional laws) continue to be observed, with modification, though there has been an erosion of the authority of tribal leaders, especially over the younger people. Social solidarity remains strong, the motive for exchange being religious as well as instrumental. The 'Utaiba have benefited from the wider occupational opportunities brought by settlement and development, though they still cling to camel breeding as a source of status and symbol of identity. Various traditional crafts are declining under competition from mass-produced products, but education is making wider opportunities available to them. Increased reliance on hired foreign workers brings new cultural influences. Despite changes in fashions and customs related to marriage and new forms of leisure, especially for the young, family solidarity and influence are essentially unchanged. Marriages are still mainly endogamous and residence patrilocal. Overall economic and technological development have changed many aspects of 'Utaiba life, but have not challenged their Islamic values, social solidarity or sense of Beduw (Bedouin) identity.

For many decades in Tunisia, there has been a robust link between natural resource management and contentious national and local politics. These disputes manifest in the form of protests, sit-ins, the disruption of production and distribution and legal suits on the one hand, and corporate and government response using coercive and concessionary measures on the other. Residents of resource-rich areas and their allies protest the inequitable distribution of their local natural wealth and the degradation of their health, land, water, soil and air. They contest a dynamic that tends to bring greater benefit to Tunisia’s coastal metropolitan areas. Natural resource exploitation is also a source of livelihoods and the contentious politics around them have, at times, led to somewhat more equitable relationships. The most important actors in these contentious politics include citizens, activists, local NGOs, local and national government, international commercial interests, international NGOs and multilateral organisations. These politics fit into wider and very longstanding patterns of wealth distribution in Tunisia and were part of the popular alienation that drove the uprising of 2011. In many ways, the dynamic of the contentious politics is fundamentally unchanged since prior to the uprising and protests have taken place within the same month of writing of this paper. Looking onto this scene, commentators use the frame of margins versus centre (‘marginalization’), and also apply the lens of labour versus capital. If this latter lens is applied, not only is there continuity from prior to 2011, there is continuity with the colonial era when natural resource extraction was first industrialised and internationalised. In these ways, the management of Tunisia’s natural wealth is a significant part of the country’s serious political and economic challenges, making it a major factor in the street politics unfolding at the time of writing.

As COP26 approaches, governments are facing calls to increase the ambition of their climate commitments under the Paris Agreement. The mobilization of climate finance will be key to meeting these goals, prompting the need for renewed attention on how to enhance the coordination of existing funds and thus increase their effectiveness, efficiency and equity. The climate finance landscape is fragmented due to the variety of actors involved at different levels. Coordination difficulties emerge in multiple arenas and reflect the diversity of funding sources, implementation channels, and sectors relevant for climate action (Lundsgaarde, Dupuy and Persson, 2018). The Organisation for Economic Cooperation and Development has identified over 90 climate-specific funds. Most of them are multilateral. While bilateral climate finance remains significant, growth in multilateral funding has been the main driver of recent funding increases and remains a focus of international negotiations. Practitioners often highlight organizational resource constraints – such as staffing levels, the continuity of personnel, or the availability of adequate information management systems – as factors limiting coordination. In this brief, we argue that improving climate finance coordination requires considering coordination challenges in a political context where both fund secretariats and external stakeholders play an important role in shaping collaboration prospects. To illustrate this point, we highlight the political nature of global-level coordination challenges between the multilateral Climate Investment Funds (CIF) and Green Climate Fund (GCF), as well as national-level challenges in Kenya and Zambia. Key challenges influencing coordination relate to the governance of climate funds, domestic bureaucratic politics in recipient countries, and the existence of multiple coordination frameworks at the country level.

This report looks at transition from central to federal responsibilities for health and education in Nepal and Indonesia. Federalism is a complex process and it was outside of the scope of this review to investigate the extent to which it has been developed in these countries and the nature of its functioning. Challenges identified in the literature on transition to federalism and decentralisation include ensuring equitable distribution of finances and resources across states, slow transfer of power and lack of coordination between government levels, lack of capacity at local levels and incoherence in capacity building, ensuring continuity of medical supplies and continuity of health services during transition, and training local level health personnel in procurement. This report also notes some recommendation from experience on transition to decentralisation, including the need to put a clear legislative framework, to make a slowly phased transition is needed to allow for changes and adjustments, to consider conditional grants to ensure that health is not de-prioritised in a federal system.

Implementation of the section 2302 of the 2010 Patient Protection and Affordable Care Act (ACA) enabled children enrolled in Medicaid/Children's Health Insurance Program with a prognosis of 6 months to live to use hospice care while continuing treatment for their terminal illness. Although concurrent hospice care became available more than a decade ago, little is known about the socio-demographic and health characteristics of children who received concurrent care; health care services they received while enrolled in concurrent care, their continuity, management, intensity, fragmentation; and the costs of care. The purpose of this study was to answer these questions using national data from the Centers of Medicare and Medicaid Services (CMS), which covered the first three years of ACA – from January 1, 2011, to December 31, 2013.The database included records of 18,152 children younger than the age of 20, who were enrolled in Medicaid hospice care in the sampling time frame. Children in the database also had a total number of 42,764 hospice episodes. Observations were excluded if the date of birth or death was missing or participants were older than 21 years. To create this database CMS data were merged with three other complementary databases: the National Death Index (NDI) that provided information on death certificates of children; the U.S. Census Bureau American Community Survey that provided information on characteristics of communities where children resided; CMS Hospice Provider of Services files and CMS Hospice Utilization and Payment files were used for data on hospice providers, and with a database of rural areas created by the Health Resources and Services Administration (HRSA). In total, 130 variables were created, measuring demographics and health characteristics of children, characteristics of health providers, community characteristics, clinical characteristics, costs of care, and other variables.

The global data community has made—and is continuing to make—enormous strides toward collecting, analyzing, and using sex-disaggregated data to improve international development programs. Historically, however, sex-disaggregation has been—and largely continues to be—a binary representation of cisgender female and cisgender male populations. This binary interpretation excludes transgender and gender-nonconforming people and further perpetuates marginalization and discrimination of these populations. In a world where disparities are increasing, it is paramount to highlight and share the experiences of marginalized populations so we are better able to serve all beneficiary needs and end disparities. To this end, we call for a paradigm shift from binary sex-disaggregation to multinomial gender-disaggregation, which is more inclusive and equitable. This call to action is aimed particularly at surveyors, researchers, program implementors, policy makers, and gender rights advocates in both resource-sufficient and resource-constrained settings. The lack of adequate gender-disaggregated data is a universal problem.

Climate and hydrology are major drivers of ecosystems. They dramatically shape ecosystem structure and function, particularly in arid and semi-arid ecosystems. Understanding changes in climate, groundwater, and water quality and quantity is central to assessing the condition of park biota and key cultural resources. The Sonoran Desert Network collects data on climate, groundwater, and surface water at 11 National Park Service units in south-ern Arizona and New Mexico. This report provides an integrated look at climate, groundwater, and springs conditions at Saguaro National Park (NP) during water year 2019 (October 2018–September 2019). Annual rainfall in the Rincon Mountain District was 27.36" (69.49 cm) at the Mica Mountain RAWS station and 12.89" (32.74 cm) at the Desert Research Learning Center Davis station. February was the wettest month, accounting for nearly one-quarter of the annual rainfall at both stations. Each station recorded extreme precipitation events (>1") on three days. Mean monthly maximum and minimum air temperatures were 25.6°F (-3.6°C) and 78.1°F (25.6°C), respectively, at the Mica Mountain station, and 37.7°F (3.2°C) and 102.3°F (39.1°C), respectively, at the Desert Research Learning Center station. Overall temperatures in WY2019 were cooler than the mean for the entire record. The reconnaissance drought index for the Mica Mountain station indicated wetter conditions than average in WY2019. Both of the park’s NOAA COOP stations (one in each district) had large data gaps, partially due to the 35-day federal government shutdown in December and January. For this reason, climate conditions for the Tucson Mountain District are not reported. The mean groundwater level at well WSW-1 in WY2019 was higher than the mean for WY2018. The water level has generally been increasing since 2005, reflecting the continued aquifer recovery since the Central Avra Valley Storage and Recovery Project came online, recharging Central Arizona Project water. Water levels at the Red Hills well generally de-clined starting in fall WY2019, continuing through spring. Monsoon storms led to rapid water level increases. Peak water level occurred on September 18. The Madrona Pack Base well water level in WY2019 remained above 10 feet (3.05 m) below measuring point (bmp) in the fall and winter, followed by a steep decline starting in May and continuing until the end of September, when the water level rebounded following a three-day rain event. The high-est water level was recorded on February 15. Median water levels in the wells in the middle reach of Rincon Creek in WY2019 were higher than the medians for WY2018 (+0.18–0.68 ft/0.05–0.21 m), but still generally lower than 6.6 feet (2 m) bgs, the mean depth-to-water required to sustain juvenile cottonwood and willow trees. RC-7 was dry in June–September, and RC-4 was dry in only September. RC-5, RC-6 and Well 633106 did not go dry, and varied approximately 3–4 feet (1 m). Eleven springs were monitored in the Rincon Mountain District in WY2019. Most springs had relatively few indications of anthropogenic or natural disturbance. Anthropogenic disturbance included spring boxes or other modifications to flow. Examples of natural disturbance included game trails and scat. In addition, several sites exhibited slight disturbance from fires (e.g., burned woody debris and adjacent fire-scarred trees) and evidence of high-flow events. Crews observed 1–7 taxa of facultative/obligate wetland plants and 0–3 invasive non-native species at each spring. Across the springs, crews observed four non-native plant species: rose natal grass (Melinis repens), Kentucky bluegrass (Poa pratensis), crimson fountaingrass (Cenchrus setaceus), and red brome (Bromus rubens). Baseline data on water quality and chemistry were collected at all springs. It is likely that that all springs had surface water for at least some part of WY2019. Existing Delta Headwaters Project (DHP) watershed stabilization studies are focused on restoration and stabilization of degraded stream systems. The original watershed studies formerly under the Demonstration Erosion Control (DEC) Project started in the mid 1980s. The watershed stabilization activities are continuing, and because of the vast number of degraded watersheds and limited amount of yearly funding, there is a need for developing a rapid watershed assessment approach to determine which watersheds to prioritize for further work. The goal of this project is to test the FluvialGeomorph (FG) toolkit to determine if the Rapid Geomorphic Assessment approach can identify channel stability trends in Campbell Creek and its main tributary. The FG toolkit (Haring et al. 2019; Haring et al. 2020) is a new rapid watershed assessment approach using high-resolution terrain data (Light Detection and Ranging [LiDAR]) to support U.S. Army Corps of Engineers (USACE) watershed planning. One of the principal goals of the USACE SMART (Specific Measureable Attainable Risk-Informed Timely) Planning is to leverage existing data and resources to complete studies. The FG approach uses existing LiDAR to rapidly assess either reach-specific analysis for smaller more focused studies or larger watersheds or ecosystems. The rapid assessment capability can reduce the time and cost of planning by using existing information to complete a preliminary watershed assessment and provide rapid results regarding where to focus more detailed study efforts.

Objective. To understand the evidence base for care interventions, implementation strategies, and between-provider communication tools among children with special healthcare needs (CSHCN) transitioning from pediatric to adult medical care services. Data sources. We searched Ovid MEDLINE, Ovid Embase, the Cochrane Central trials (CENTRAL) registry, and CINAHL to identify studies through September 10, 2021. We conducted grey literature searches to identify additional resources relevant to contextual questions. Review methods. Using a mixed-studies review approach, we searched for interventions or implementation strategies for transitioning CSHCN from pediatric to adult services. Two investigators screened abstracts and full-text articles of identified references for eligibility. Eligible studies included randomized controlled trials, quasi-experimental observational studies, and mixed-method studies of CSHCN, their families, caregivers, or healthcare providers. We extracted basic study information from all eligible studies and grouped interventions into categories based on disease conditions. We summarized basic study characteristics for included studies and outcomes for studies assessed as low to medium risk of bias using RoB-2. Results. We identified 9,549 unique references, 440 of which represented empirical research; of these, 154 (16 major disease categories) described or examined a care transition intervention with enough detail to potentially be eligible for inclusion in any of the Key Questions. Of these, 96 studies met comparator criteria to undergo risk of bias assessment; however only 9 studies were assessed as low or medium risk of bias and included in our analytic set. Low-strength evidence shows transition clinics may not improve hemoglobin A1C levels either at 12 or 24 months in youth with type 1 diabetes mellitus compared with youth who received usual care. For all other interventions and outcomes, the evidence was insufficient to draw meaningful conclusions because the uncertainty of evidence was too high. Some approaches to addressing barriers include dedicating time and resources to support transition planning, developing a workforce trained to care for the needs of this population, and creating structured processes and tools to facilitate the transition process. No globally accepted definition for effective transition of care from pediatric to adult services for CSHCN exists; definitions are often drawn from principles for transitions, encompassing a broad set of clinical aspects and other factors that influence care outcomes or promote continuity of care. There is also no single measure or set of measures consistently used to evaluate effectiveness of transitions of care. The literature identifies a limited number of available training and other implementation strategies focused on specific clinical specialties in targeted settings. Higher education related to water is a critical component of capacity development necessary to support countries’ progress towards Sustainable Development Goals (SDGs) overall, and towards the SDG6 water and sanitation goal in particular. Although the precise number is unknown, there are at least 28,000 higher education institutions in the world. The actual number is likely higher and constantly changing. Water education programmes are very diverse and complex and can include components of engineering, biology, chemistry, physics, hydrology, hydrogeology, ecology, geography, earth sciences, public health, sociology, law, and political sciences, to mention a few areas. In addition, various levels of qualifications are offered, ranging from certificate, diploma, baccalaureate, to the master’s and doctorate (or equivalent) levels. The percentage of universities offering programmes in ‘water’ ranges from 40% in the USA and Europe to 1% in subSaharan Africa. There are no specific data sets available for the extent or quality of teaching ‘water’ in universities. Consequently, insights on this have to be drawn or inferred from data sources on overall research and teaching excellence such as Scopus, the Shanghai Academic Ranking of World Universities, the Times Higher Education, the Ranking Web of Universities, the Our World in Data website and the UN Statistics Division data. Using a combination of measures of research excellence in water resources and related topics, and overall rankings of university teaching excellence, universities with representation in both categories were identified. Very few universities are represented in both categories. Countries that have at least three universities in the list of the top 50 include USA, Australia, China, UK, Netherlands and Canada. There are universities that have excellent reputations for both teaching excellence and for excellent and diverse research activities in water-related topics. They are mainly in the USA, Europe, Australia and China. Other universities scored well on research in water resources but did not in teaching excellence. The approach proposed in this report has potential to guide the development of comprehensive programmes in water. No specific comparative data on the quality of teaching in water-related topics has been identified. This report further shows the variety of pathways which most water education programmes are associated with or built in – through science, technology and engineering post-secondary and professional education systems. The multitude of possible institutions and pathways to acquire a qualification in water means that a better ‘roadmap’ is needed to chart the programmes. A global database with details on programme curricula, qualifications offered, duration, prerequisites, cost, transfer opportunities and other programme parameters would be ideal for this purpose, showing country-level, regional and global search capabilities. Cooperation between institutions in preparing or presenting water programmes is currently rather limited. Regional consortia of institutions may facilitate cooperation. A similar process could be used for technical and vocational education and training, although a more local approach would be better since conditions, regulations and technologies vary between relatively small areas. Finally, this report examines various factors affecting the future availability of water professionals. This includes the availability of suitable education and training programmes, choices that students make to pursue different areas of study, employment prospects, increasing gender equity, costs of education, and students’ and graduates’ mobility, especially between developing and developed countries. This report aims to inform and open a conversation with educators and administrators in higher education especially those engaged in water education or preparing to enter that field. It will also benefit students intending to enter the water resources field, professionals seeking an overview of educational activities for continuing education on water and government officials and politicians responsible for educational activities
