City urban visions are an increasing concern all over the world and exceptionally for Saudi cities. Saudi Arabia leaders have just launched the Saudi Vision 2030, which is a bold vision for an ambitious country in 2016. At the same time, planners in major cities tend to diversify their economies, improving quality of life, and repositioning their cities in the global context. Notably, Riyadh city, the capital of KSA expected to be not only a great city for its citizens but also a city that symbolizes Saudi urban aspirations. The research aims at investigating Riyadh's urban vision history since the urban city development accumulates different approaches according to the nature of the visioning process. It has changed from urban development decisions made on a case-by-case principle, with no vision, to decisions derived from a vision based on the strategic planning process of MEDSTAR 2003 (The Metropolitan Development Strategy for Ar-Riyadh Region) to more integrated vision based on the sustainable development process of Saudi Vision 2030. The main research argument is that urban planning paradigms affect intense approaches that cities experience when formulating their urban visions. Using an analytical framework, the paper analyses Saudi Vision 2030 and MEDSTAR vision 2003. The aim is not to compare but to investigate Riyadh's vision history that diversifies from strategic planning-based vision to sustainable development tending to achieve the Sustainable Development Goals. The framework includes qualitative variables focusing on the process of city vision formulating as the nature of the process, time horizon, and scope of visioning, etc. The research concludes that the nature of the visioning process plays a great role in the vision-formulating process. Especially when it comes to Riyadh city's case since adopting the sustainable development process of Saudi Vision 2030 helps integrating multiple comprehensive development aspects such as (urban, economic, social, etc.) and forms a new mindset of the city's future.

The Kingdom of Saudi Arabia has witnessed unprecedented reforms within the framework of the Saudi Vision 2030. However, despite prolific news reports related to economic, social, and political reforms associated with the Saudi Vision 2030, there is a general lack of studies on the ideological constructions of these reforms in the Saudi press. As thus, this study seeks to explore the news representation and ideological construction of the vision 2030 reforms in the Saudi press. It focuses on the reproduction of women’s empowerment in the Saudi press. For this purpose, a corpus of 1578 newspaper articles, reports, stories, and editorials published in Arab News and Saudi Gazette is designed. Analysis of the data is carried out through corpus-based critical discourse analysis (CDA) quantitatively and qualitatively through a concordance, frequency, collocates, and dispersion. Results indicated that the Saudi press, under its ideological orientation, reproduced the vision 2030 as a matter of public interest. Both newspapers exhibited a great inclination towards endorsing women’s empowerment as stipulated in the vision. The Saudi Vision’s representation of women’s empowerment was reflected and reproduced in many ways in newspapers’ articles, reports, stories, and editorials. This study was limited to the newspaper content released after the emergence of the Saudi Vision in 2016. Further research is recommended on the influence of the Saudi press on the representation of women’s rights discourse in the Saudi Vision 2030; it may also include the public opinion about such transformational reforms.Keywords: corpus-based CDA, discourse reproduction, newspaper representations, Saudi Vision 2030, women’s empowerment

Launched in 2016 to bring wellbeing to its citizens through the diversification of its economy, Saudi Arabia has gained much appreciation with its Saudi Vision 2030. Among its themes, the vision includes the 'A Vibrant Society' which aims to facilitate happy and fulfilling lives through the development of livable cities. The goal is to have three cities among the top 100 livable cities in the world. Riyadh is the nation’s capital and biggest city. It represents Saudi Arabia as a whole and as such, is a promising candidate to be one of Saudi’s most livable cities. This article argues that the vision for Riyadh should facilitate a ‘vibrant society’ comprised of happy citizens. To further our understanding of ‘happiness’, we focused on the ‘Vision for Riyadh city’ in the ‘Quality of Life Program’, which was developed as part of the ‘Vibrant Society Theme’ under the Saudi Vision 2030. It was compared with design proposals by architecture students from Prince Sultan University for urban spaces in Riyadh made between 2016-2019. Our analysis clarifies the extent to which the students’ vision for the city resonated with the administrative plans for Riyadh. Similarities between the visions reveal that the Saudi Vision 2030 is aligned with the students’ preferences and the views of citizens, while differences indicate the need for a more collaborative approach to developing Riyadh’s city vision; one in which students can play a vital role along with their professors and city administrators to ensure the development of a harmonious and ‘happy’ city.

Saudi Arabia is one of the world’s major producers of oil. The Saudi Government has launched its vision for the coming decade: Saudi Vision 2030 (also known as 2030 Vision). Saudi Vision 2030 aims to diversify economic income and be independent of oil revenue. The focus of Saudi Vision 2030 is increasing the role of the non-oil GDP in the economy. In this study, I tried to examine the link between oil and non-oil GDP in Saudi Arabia. I used autoregressive distributed lag (ARDL) cointegration, the most common tool used to examine linkages among variables. My ARDL results confirm the long-term cointegration between non-oil GDP and oil rent, thus implying that oil rent-seeking strategies still exist in Saudi Arabia. The short-term dynamics confirmed the impact of oil rent over the non-oil GDP. The ARDL results led to analyses of asymmetric effects. The NARDL model estimated and confirmed the symmetric effect of the oil rent on non-oil GDP. These results demonstrate the challenges in diversifying Saudi Arabia’s income.

(1) Background, Travel characteristics of Saudi women contrast significantly from those in the west. This is not only because they have different culture, attitudes and preferences but also until recently, Saudi women were not allowed to drive. In 2018, they were granted the right to drive. It has been anticipated that enabling women to drive will improve their mobility and employability. (2) Methods: This study presents a qualitative study into factors affecting Saudi women’s travel decisions “before” and “after” enabling women to drive in the Kingdom. Two six “before” and “after” focus groups have been carried out to investigate the decision-making process associated with Saudi women’s travel, available options of travel and perception of Saudi women towards private car driving. (3) Results: The results reveal that main travelling options for professional and high-income women is a private driver in the “before” scenario and a ride-share option with a family member. In the “after” scenario, high income professional women prefer “drive own car” option. Moreover, many of the participants indicated that it is likely that they might keep private drivers as well. (4) Conclusion. The results from this research indicate that there has been significant change in travel characteristics, attitudes and behaviour of Saudi women since they were granted the right to drive. This is likely to have significant implications for decision and policy makers. Further research into potential impacts of the current situation on car ownership and use, impacts on public transport system, environmental impacts and sustainability is needed.

The current study aimed to identify the requirements of the Saudi labor market and the reality and challenges of Saudi higher education to achieve the Kingdom's 2030 vision. This research relied on the documentary analytical method, by analyzing the reality of higher education, development plans, the Kingdom's vision 2030 and the extent to which education outputs are compatible with the labor market. To achieve the study's goal, the Japanese experience was used. This study relied on the documentary analytical method, by analyzing the reality of Saudi higher education, development plans, and the Kingdom’s vision 2030. The study included a number of documents: - Development plans for the Kingdom of Saudi Arabia - The future plan for university education in the Kingdom of Saudi Arabia: Afaq project - The Kingdom's Vision 2030 - A number of Saudi and Japanese researches and studies A comparison was made between the experiences of Saudi Arabia and Japan to align the outputs of education with the labor market, recommendations were presented to match the outputs of higher education with the actual needs of the Saudi labor market.

Saudi Arabia ia a one of country that has a very high level of gender disparity. Therefore, King Salman made a step in economic reform to make the Saudi State more modern. This economic reform is called Vision Saudi Arabia 2030. One of target Vision Saudi Arabia 2030 is to include women in the development process. Presence of Vision Saudi Arabia in 2030 provides for some women's rights that did not yet exist and were prohibited. Women's rights that are enforced include women's rights in public and political life, right to participate in sports and physical education, women's rights in the field of labor, and women's rights in the economic and social fields by providing facilities and making rules that liberate women. Vision 2030 is a social and economic strategic program by the Kingdom of Saudi Arabia (KSA) aimed at diversifying the nation’s economy and stimulating numerous changes in its social and economic sectors, including in healthcare. Sustainable Development (SD) 2030 is a global consensual agreement among nation-states to build a sustainable, desirable and progressively interrelated world. The Saudi government highlighted Vision 2030 to improve population health and the world body reiterated that SD 2030 will contribute to “healthy lives and promote well-being for all at all ages.” This article analyzes the state capacity in revitalizing the healthcare system in Saudi Arabia with the context of Vision 2030 and SD 2030. Scoping reviews and thematic data analysis techniques were used as a method of this study. The realization of Vision 2030 is essential for the fulfilment of the SD Goals 2030. The government has realigned its national programs, plans and strategies with global development targets, indicators, and goals to achieve the SD Goals. Achieving SD 2030 is seen as the main component of development for health. Prudent reforms should be taken to accommodate the goals and objectives of Vision 2030 and SD 2030. These measures will help strengthen governance and state capacity so as to ultimately revitalize the Saudi healthcare system and improve population health. Saudi Arabia’s Vision 2030 encourages the state to play a renewed role in development in light of the UN’s declaration of the “right to development.” While pursuing SD Goals, the state must create the necessary environment for sustaining capacity, need to improve service delivery by building cooperation and coordination among providers and interactions among groups to realize constructive roles and functions in maintaining state affairs, which ultimately enhances state capacity to revitalize healthcare system of Saudi Arabia.

The current study aims to identify the contemporary plastic arts in the Kingdom of Saudi Arabia and reflecting the importance of 2030 National Vision in enriching the contemporary plastic arts in the Kingdom and to know the attitudes of Saudi Plastic Artists for 2030 National Vision. The study was applied for an appropriate sample of Saudi Plastic Artists in different areas of the Kingdom, they were selected by random sampling technique through social media networks programs and the Art institutions which affiliated by some artists, where the researcher has sent (350) e-questionnaire to be filled by the Artists, she has received (305) completed and valid questionnaire for statistical analysis with a response rate of (87.1%). The study was focused on two subjects, the contemporary plastic art in the Kingdom and the role of National Vision 2030 for enriching the contemporary plastic arena. - The participants of study "the contemporary Saudi Plastic Artists" totally agreed to the importance of the National Vision 2030 in enriching the plastic field in the Kingdom of Saudi Arabia and the overall average of their agreement is (2.74 out of three) and with standard deviation of (0.34). - The attitudes of contemporary Saudi Plastic Artists is quite positive for the National Vision 2030 regarding enrichment of the plastic art area in the kingdom of Saudi Arabia and the overall average of their response (2.76 out of three) and with standard deviation of (0.33). - The attitudes of contemporary Saudi Plastic Artists matching the interest of National Vision 2030 beside investment in plastic arts both inside and outside the Kingdom as they consider it as successful idea.

The Saudi Government’s 2030 Vision directs local banks to increase and improve credit for the Small and Medium Enterprises (SMEs) of the economy (Jadwa, 2017). Banks are, however, still finding it difficult to provide credit for small businesses that meet Basel’s capital requirements. Most of the current credit-risk models only apply to large corporations with little constructed for SMEs applications (Altman and Sabato, 2007). This study fills this gap by focusing on the Saudi SMEs perspective. My empirical work constructs a bankruptcy prediction model based on logistic regressions that cover 14,727 firm-year observations for an 11-year period between 2001 and 2011. I use the first eight years data (2001-2008) to build the model and use it to predict the last three years (2009-2011) of the sample, i.e. conducting an out-of-sample test. This approach yields a highly accurate model with great prediction power, though the results are partially influenced by the external economic and geopolitical volatilities that took place during the period of 2009-2010 (the world financial crisis). To avoid making predictions in such a volatile period, I rebuild the model based on 2003-2010 data, and use it to predict the default events for 2011. The new model is highly consistent and accurate. My model suggests that, from an academic perspective, some key quantitative variables, such as gross profit margin, days inventory, revenues, days payable and age of the entity, have a significant power in predicting the default probability of an entity. I further price the risks of the SMEs by using a credit-risk pricing model similar to Bauer and Agarwal (2014), which enables us to determine the risk-return tradeoffs on Saudi’s SMEs.

Previous research on framing has proved its strong effects on the social perception and political preferences of individuals. Therefore, the aim of this research is to explore how Saudi women's issues have been framed in a sample of United States and Saudi newspapers. Saudi Vision 2030 is the post-oil plan for the Kingdom of Saudi Arabia that was announced on April 25, 2016. The sample of this thesis was 300 news stories from eight newspapers. The U.S. newspapers were the New York Times, the Washington Post, the Wall Street Journal, and the Los Angeles Times. The Saudi newspapers were Al Riyadh, Okaz, Al Jazirah, and Al Watan. This thesis explores how these issues have been covered before and after Saudi Vision 2030 by answering five basic questions. Quantitative and qualitative methods were used to analyze the news stories. For the quantitative analysis, five pre-defined generic frames from Semetko and Valkenburg were adopted: conflict frame, human interest frame, morality frame, economic consequences frame, and responsibility frame. An inductive approach to find the new frames was used for the qualitative analysis. Moreover, this thesis looked at how U.S. and Saudi newspapers have visually framed Saudi women through an analysis of the types of images used in the news stories related to Saudi women's issues. The main finding suggests that within the used frames in the newspapers, the U.S. newspapers focused more on the human-interest frame, while the Saudi newspapers mostly used the economic frame. Furthermore, the types of issues covered are discussed.

There has been a mixed public response on social media toward Saudi Vision 2030, which could threaten public support of its implementation. This research investigated local tensions between social, religious, political, and economic values concerning the Saudi Vision 2030 plan, with a view to understanding the opportunities and challenges of social and cultural change within an evolving Saudi society. In this study, Twitter activity is treated as a societal mirror that reflects some of the perceptions regarding the transformations taking place within Saudi society. Both a case study informed by tweets sampled from Saudi Arabia and Vision 2030 related documentation explored how the current public social media discourse reflects existing social, religious, and cultural tensions concerning the government-proposed Vision 2030. This study drew on theoretical framework informed by Durkheim’s and Ibn Khaldun’s theory of social change, Merton’s strain theory, and Luhmann’s Social System Theory, to explore social, political, economic, and religious tensions found within the interactions of Twitter users around projects and events implemented or inspired by Vision 2030. An application programming interface (API) was used to retrieve Twitter posts, while a thematic analysis was applied to published documents related to Vision 2030 to identify Saudi society’s challenges to the implementation of the Vision. The study found that within Saudi society, Vision 2030 had an impact upon the normative disorder already taking place due to the rapid changes brought about by the Vision. Specifically, the study highlighted the link between ambiguous, clear, or absent norms, and a person’s pre-existing background knowledge. Social and religious group norms were more ambitious than clear, whereas economic group norms tended to be clearer. Finally, the study found that over time, through public debates, norms moved from an ambiguous and absent stage and became increasingly well-defined. The study showed that Saudi society, as a result of Vision 2030, is experiencing a normative disorder.

Saudi Arabia faces a universally acknowledged need to diversify beyond hydrocarbons. The Saudi Arabian government has outlined a strategy to achieve diversification through its Vision 2030 reform plan. Contrary to the Vision 2030 plan, the Saudi government should allow for entrepreneurs and market signals to determine diversification when considering what sectors should receive investment, with the exception of broad infrastructure investments contributing to the overall enabling environment. Government lending for private-sector investments need to have plausibly high projected rates of return, and meet minimum standards of environmental and social responsibility, requiring participation by multiple government ministries sufficiently insulated from the government.

This study examined the satisfaction with and use of technology infrastructure by students and faculty across a sample of five universities in the Kingdom of Saudi Arabia. Overall, the findings indicated that both faculty and students were relatively satisfied with the information technology (IT) infrastructure at their respective campuses, although they tend to report satisfaction levels more than faculty or students in the United States. The study also revealed several areas of improvement, including the need for more reliable Wi-Fi networks on campuses and for the use of Learning Management Systems (LMS) and other digital technologies by the instructors. The analysis uncovered disparities in the overall experience of faculty and students with IT between universities located in the capital city and universities outside the capital city.

Анотація:
The Saudi 2030 Vision and the revised corporate governance regulations (CGR) represent significant institutional developments related to corporate social responsibility (CSR) in Saudi Arabia. Such institutional changes are expected to affect CSR disclosure (CSRD) in Saudi Arabia. Therefore, this thesis aims to theoretically and empirically investigate how Saudi’s political, social, and economic factors and firm-specific characteristics influence CSRD in the context of the changing Saudi institutional environment. This thesis develops a comprehensive CSRD instrument containing 33 items that (i) incorporates international and Saudi-specific issues of CSRD, (ii) considers qualitative and quantitative CSRD items, and (iii) is based on the Saudi 2030 Vision’s objectives and the 2017 CGR articles related to CSRD. This instrument is used to measure CSRD in Saudi firms’ websites, standalone CSR reports, and annual reports of 117 listed companies, with a total of 359 observations between 2015 and 2018. This period is significant because 2015 was the year before the introduction of the institutional changes related to CSRD; 2018 was the year after the implementation of these changes (i.e., the release of the 2030 Vision, in 2016, and the implementation of the revised CGR in 2017). This thesis draws on institutional theory to develop the theoretical framework (the extended model), construct the CSRD instrument, and analyze the findings. Institutional theory enables examination of the influence of the country’s social, political, and economic factors (which reflects the country’s specific contexts) and micro firm-level characteristics on CSRD. Informed by institutional theory, this thesis examines the impact of pressures resulting from institutional changes and company characteristics on CSRD. The theoretical framework developed in this thesis is empirically tested by examining the relationships between CSRD (i.e., overall, categories, and individual items of CSRD) and explanatory variables. Logistic and multivariate regressions are used for the analysis. The results show a significant improvement in CSRD (from 2015 to 2018 by 30%) by Saudi companies. Findings support that institutional changes motivated Saudi companies to increase and diversify CSRD. The findings reveal that institutional changes (INST CHGS), board size (BSIZE), female employment (FEMP), government representatives on board (GOVRB), royal family members on board (RFMB), CSR awards (CSR AWD), risk management committee size (RMC SIZE), females on board (FOB), regulatory penalties (PEN), industry sectors (IND), and firm size (FSIZE) are strong drivers for CSRD in Saudi Arabia. These findings remain consistent when using alternative measures for board independent non-executive directors (BIND), FOB, GOVRB, RFMB, international operations (INTL OPS), FSIZE, and profitability (PROF). This thesis makes theoretical, empirical, and practical contributions to CSRD and extends the application of institutional theory to explain country contextual factors and firm- specific factors that influence CSRD. The thesis analyses several CSRD mediums (i.e., firms’ annual reports, standalone CSR reports, and websites) in Saudi Arabia, which offers more current evidence of the change in CSRD over time. It also examines a wider range of industry sectors based on the Global Industry Classification Standard (GICS), which Saudi Arabia implemented in 2017. This thesis introduces new Saudi-specific explanatory variables (i.e., drivers) related to CSRD (e.g., FEMP, GOVRB, PEN, and RMC SIZE). The findings have practical implications for a range of stakeholders (e.g., regulators, investors, accounting professionals, and other institutions) of CSRD in Saudi Arabia.

Religious tourism demand is one of the major contributors to Saudi Arabia economy and considered to play an important role in the “Vision 2030”, which seeks to diversify Saudi Arabia’s economy reliance on oil revenues. As the country has undergone structural changes in international tourism and removed travel restrictions in the past few years, there is a need to identify the determinant factors that influence international tourists to plan and manage their trips. Therefore, this current study aims to investigate the effects of economic and noneconomic factors on international tourist flows by using A panel data gravity model for the period 2000-2019. The empirical evidence is based on the Generalized Method of Moments (GMM) and the Panel Regression technique. The findings of the regression show that the traditional gravity variables are important to explain Saudi Arabia’s religious tourism demand. The study also has found that habit persistence, the Pandemic Index, GDP per capita of Saudi and the original countries, human rights and investments in the tourist sector have a significant and positive impact on religious tourism demand. While political risks, transport costs, and tourism price have a statistically significant and negative effect on religious tourists’ arrivals. This study will contribute largely to the tourism demand literature by introducing country characteristics factors which include human rights issues as security proxies, pandemics, and quality of life and by measuring the impact of these variables in tourism demand in the context of an oil-based economy that under the transition to a diversified economy with a new vision. The findings of this study may assist in the development of Saudi Arabia’s tourism sector and economic development by providing knowledge to policymakers, investors, and other tourism stakeholders.

The last decade has brought a row of substantial changes that have profound implications for the traditional hydrocarbon resource-rich economies. Economic conditions may change radically either throughout a decade or within months. The question is whether there is no other option for a hydrocarbon resource-rich economy than to be held hostage to the fluctuations in global oil prices. The general answer to a changing environment is: Adapt! From the macroeconomic perspective, this means diversifying the economy to broaden the income base and significantly reduce the dependence on oil revenues. The Saudi Vision 2030 represents a complex plan for substantial socioeconomic adjustments that are about to move the economy toward a more diversified and sustainable one. This discussion paper examines the preferred diversification paths for the Saudi economy in more detail, with a focus on the foreseen adjustments in the sectoral composition of the economy along with broader macroeconomic shifts. The evaluation of the foreseen diversification impacts is based on the updated Vision 2030 Input-Output Table that maps the changing structure of the Saudi economy over the coming decade. We discuss the assumed expansion of the diversification frontrunners, their changing contribution to the overall economic activity and identify the preferred diversification paths for the Saudi economy. The advances in economic diversification are measured by applying the Shannon-Weaver index to sectoral GDP and household income. The expected sectoral changes are wide-reaching, so the basic macroeconomic relations are also subject to adjustments. We also conduct a sensitivity analysis to examine the effects of the foreseen diversification on the resilience of the Saudi economy to external shocks.

This study reviews the comprehensive strategic partnership between Saudi Arabia and China and the interconnection between China’s Belt and Road Initiative (BRI) and Saudi Vision 2030. These connections have significantly improved cooperation in trade, investment, energy and new technology development over the last seven years. Saudi Arabia can further its cooperation with China on the circular carbon economy (CCE) through both bilateral and multilateral frameworks.

This study aims to investigate the determinants of short- and long-run investment behavior in Saudi Arabia for eight non-oil sectors. Saudi Arabia is currently proceeding with its historic Vision 2030 reform plan, which aims to significantly increase the private sector’s contribution to the country’s gross domestic product. Thus, analyzing investments at the sectoral level is important for Saudi Arabia. Such an analysis can provide policymakers with a deeper understanding of potential opportunities for boosting private sector growth.
