Анотація:
The Prison Service in British Southern Cameroons had a constitutional mandate to provide rehabilitation programmes with the goal of transforming the conduct and welfare of prisoners. To deliver this mandate, the Prison Service this article explores the transformation and rehabilitation of prisoners in the British Southern Cameroons prison service which incorporates various types of social and economic activities. The main focus is on the rehabilitation programmes which existed within the prison service between 1922 and 1992. The changes in the laws which necessitated these activities as well as how the prisons were organised to carry out these very important activities are examined. Because of the need to instill inmates with skills and entrepreneurial capacities aimed at facilitating their re-insertion into the society, the correctional institutions moved away from a punitive approach to rehabilitation. This paper discusses the various innovative transformation and rehabilitation programmes that were implemented and designed to enhance the offender’s skills and to encourage their creativity and potentials. In collaboration with missionary societies and other agencies, the government rehabilitated prisoners through various programmes: skills development, psychological services, social work services, and spiritual care. The paper argues that while prisoners left the prison with development skills and knowledge that reduced reoffending and facilitated their reintegration into the community, the increasing number of inmates became over bearing on the resources that the government earmarked for the implementation of rehabilitation programmes.

Анотація:
Purpose This paper aims to highlight the impact that Covid-19 has had on the quality of education in prisons. This study considers the restrictive approaches taken by Her Majesty’s Prison Service during this challenging time, to argue that prisoner education is not being adequately prioritised. This study highlight issues relating to the digital divide in prisons and the lack of technological advancement, which could improve educational continuity and in-cell learning. Design/methodology/approach This study provides an examination of the broad impact the national pandemic has had on prisons and punishment, Covid-19 National Frameworks and policies relating to prison restrictions, the movements within prisoner education policy, scholarship and reflections from delivering Learning Together in HMP Full Sutton, to argue that prisoners are at the bottom of the educational hierarchy in terms of delivery, innovation and prioritisation of learner needs. However, this study proposes that some of the technologically enhanced learning is a potential solution, to transform educational equity and to reduce the digital divide. Findings This study highlights that education in prisons has taken a sudden and substantial deterioration. Findings suggest that there are few signs of this improving in the immediate future due to ongoing national restrictions. The Covid-19 prison restrictions further demonstrate the neglect of prisoners' educational needs. In addition, the national pandemic has highlighted the lack of use of technology within educational delivery in prisoners. However, findings suggest that through engaging digital learning platforms and the greater inclusions of technology in prisons, they can enhance educational opportunities and inclusive experiences for isolated learners. Research limitations/implications This is a study piece with support from a review of policy and scholarship. This is not based on data collected with serving prisoners during the national pandemic. Originality/value This study provides an overview of the current restrictions and lockdowns in prison associated with the national pandemic. Contemporary consideration to this underexplored area is essential to highlight the severe deprivations of prisoners and the fundamental impact this has had on educational delivery and much anticipated progression. Nuanced approaches to increase the use of technology within prison education are considered, in light of the challenges the pandemic has spotlighted.

AbstractBackgroundOlder prisoners are the fastest growing subgroup in the English and Welsh prison estate. Existing research highlights that older prisoners have high health and social care needs and that, currently, these needs routinely remain unmet.Objectives(1) To explore the needs of men entering and leaving prison; (2) to describe current provision of services, including integration between health and social care services; and (3) to develop and pilot an intervention for identifying health and social care needs on reception into prison, ensuring that these are systematically addressed during custody.MethodsThe research programme was a mixed-methods study comprising four parts: (1) a study of all prisons in England and Wales housing older adult men, establishing current availability and degree of integration between health and social care services through a national survey and qualitative interviews; (2) establishing the health and social care needs of older men entering prison, including experiences of reception into custody, through structured (n = 100) and semistructured (n = 27) interviews; (3) the development and implementation of an intervention to identify and manage the health, social care and custodial needs of older men entering prison; and (4) exploration of the health and social care needs of older men released from prison into the community through qualitative interviews with older prisoners prior to and following discharge from prison. Descriptive statistics were produced for all quantitative data, and qualitative data were analysed using the constant comparison method.ResultsThe number of older prisoner leads has increased in recent years but they do not all appear always to be active in their roles, nor in receipt of specialist training. Nearly half (44%) of establishments do not have an older prisoner policy. There is a lack of integration between health and social care services because of ambiguity regarding responsibility for older prisoners' social care. The responsible social service may be located a considerable distance from where the prisoner is held; in such instances, local social services do not co-ordinate their care. The most frequent unmet need on prison entry was the provision of information about care and treatment. Release planning for older prisoners was frequently non-existent.LimitationsThe study used a cut-off age of 60 years as the lower limit for the definition of an older prisoner; evidence has emerged that supports a redefinition of that cut-off to 50 years. Our study examined the care provided for men and this should be considered if contemplating using the Older prisoner Health and Social Care Assessment and Plan (OHSCAP) with older women in prison.ConclusionThe OHSCAP, developed as part of this study, provided a feasible and acceptable means of identifying and systematically addressing older prisoners' health and social care needs. Future work will include the conduct of a randomised controlled trial to examine the impact of the OHSCAP in terms of improving a range of outcomes, including economic impact.FundingThe National Institute for Health Research Health Services and Delivery Research programme.

<p>Nigerian’s prisons conditions is pathetic, a very dreadful and incompetent of assuring expected rehabilitation of inmates. There exists a general rareness of infrastructures, policies, and corruption in the system. Given this context, the main thrust of this study was to examine the specialization of social worker on the impact of prison rehabilitation programmes on the welfare of the inmates. To achieve the purpose of this study content analysis through the use of books, journal publications and available sources on the internet library. This is to give a profounder understanding of the specialization issues that surround social workers in Nigerian prisons with a view of bettering the inmate’s life. The findings of this research work reveals that, lack of qualified social workers affect the rehabilitation programme aim at reforming the inmates. Also, the findings disclose poor founding and ineffective governance as responsible for the shortage staff in the prison, rigidity (bureaucratic bottle neck) and institutional failure. Issues such as corruption, nepotism, and regional sentiments were the real problems behind the unspecialized social workers in Nigerian prisons service. <em></em></p>

Background. Suicidal behaviour and completed suicide are serious problems within British prisons, leading to significant morbidity and mortality, and are the focus of major efforts towards their prevention.Aim. To explore the demographic, social and psychiatric correlates of suicidal behaviour in prisons in England and Wales and their relationship with health service use; and to develop a combined psychosocial model of risk.Method. This report analyses the prevalence of suicidal ideation and suicide attempts in the ONS National Prison Survey, and their association with the presence of psychiatric disorders, personality disorder, substance abuse and social risk factors. These data were compared with data from the second national survey of psychiatric morbidity in adults living at home. In both surveys, a two-phase interviewing procedure was used, covering general health, health service use, assessment of psychiatric disorders, life events, social supports, suicidal behaviour, activities of daily living, sociodemographic data, substance abuse and intelligence.Results. Suicidal thoughts and suicide attempts were commoner in prisons than in the general population and these were significantly associated with higher rates of psychosis, neurosis and personality disorder in prisons. In addition, demographic and factors such as being young, single, white, leaving school early and experiencing poor social support and significant social adversity were important risk factors for suicidal thoughts. Crucially, there was no separate category of people at suicidal risk who did not have psychiatric disorders.Conclusions. The high rates of suicidal behaviour in prisons cannot be addressed without adequate attention to the high rates of psychiatric disorder and vulnerability factors in prisoners.

The article focuses on a less-discussed issue of social marginalization of people leaving penitentiaries, which is the prevalence of multifaceted health problems experienced by people in this category. It includes poor health status, resulting from, among others, poor housing conditions, harmful or risky lifestyle, and lack of access to medical services. Data from the District Inspectorate of the Prison Service in Lodz, Poland on the health conditions of inmates was accessed. These data were supplemented by qualitative research conducted in 21 juvenile detention centers and 8 prisons across the country, conducting direct observations and In-Depth Interviews (IDI). A total of 198 IDIs were conducted with incarcerated (72) and released (30) juvenile offenders, and incarcerated (68) and released (28) adult offenders. These were complemented by IDIs with experts (50) and Focus Group Interviews (FGIs; 8) with male and female inmates in 4 Polish prisons. The study revealed that mental and physical health is a serious obstacle to social reintegration of ex-prisoners. It is rarely addressed by state institutions. There are strong associations between neglect of health issues in the prison population and increasing social exclusion after leaving prison. As Poland has a restrictive penal policy, former prisoners remain a group with social stigma and little support.

Background People aged ≥ 50 years constitute the fastest-growing group in the prison population of England and Wales. This population has complex health and social care needs. There is currently no national strategy to guide the development of the many-faceted services required for this vulnerable population; therefore, prisons are responding to the issue with a range of local initiatives that are untested and often susceptible to failure if they are not fully embedded in and securely funded as part of commissioned services. Objectives The objectives were to establish the prevalence of dementia and mild cognitive impairment in prisoners in England and Wales and their health and social care needs; validate the six-item cognitive impairment test for routine use in prisons to aid early and consistent identification of older prisoners with possible dementia or mild cognitive impairment; identify gaps in current service provision; understand the first-hand experiences of prisoners living with dementia and mild cognitive impairment; develop a care pathway for prisoners with dementia and mild cognitive impairment; develop dementia and mild cognitive impairment training packages for staff and prisoners; and produce health economic costings for the care pathway and training packages. Design This was a mixed-methods study. Setting The study setting was prisons in England and Wales. Participants Prisoners aged ≥ 50 years and multiagency staff working in prison discipline and health and social care services took part. Results Quantitative research estimated that the prevalence rate of suspected dementia and mild cognitive impairment in the prison population of England and Wales is 8%. This equates to 1090 individuals. Only two people (3%) in our sample had a relevant diagnosis in their health-care notes, suggesting current under-recognition of these conditions. The prevalence rate in prisons was approximately two times higher among individuals aged 60–69 years and four times higher among those aged ≥ 70 years than among those in the same age groups living in the community. The Montreal Cognitive Assessment screening test was found to be more effective than the six-item cognitive impairment test assessment in the older prisoner population. Qualitative research determined that staff and prisoners lacked training in knowledge and awareness of dementia and mild cognitive impairment, and this leads to problematic behaviour being viewed as a disciplinary issue rather than a health issue. Local initiatives to improve the lives of prisoners with dementia and mild cognitive impairment are often disadvantaged by not being part of commissioned services, making them difficult to sustain. Multidisciplinary working is hampered by agencies continuing to work in silos, with inadequate communication across professional boundaries. A step-by-step care pathway for prisoners with dementia and mild cognitive impairment was developed, and two tiers of training materials were produced for staff and prisoners. Limitations Our prevalence rate was based on the results of a standardised assessment tool, rather than on clinical diagnosis by a mental health professional, and therefore it may represent an overestimation. Furthermore, we were unable to distinguish subcategories of dementia. We were also unable to distinguish between a likely diagnosis of dementia and other conditions presenting with mild cognitive impairment, including learning disability, severe depression and hearing impairment. Questionnaires regarding current service provision were collected over an extended period of time, so they do not reflect a ‘snapshot’ of service provision at a particular point. Conclusions We hypothesise that implementing the step-by-step care pathway and the training resources developed in this study will improve the care of older prisoners with dementia and mild cognitive impairment. Future work The care pathway and training materials should be evaluated in situ. Alternatives to prison for those with dementia or mild cognitive impairment should be developed and evaluated. The study’s purpose was to assess the contribution of the Work Release Program of the Israel Prison Service (IPS) to the processes of prisoners’ rehabilitation. We interviewed 22 serving and released prisoners who participated in the program at two prisons in central Israel. Most respondents were positive toward the core components of the program, mainly the work outside the prison. Responses also indicated that the program eased their transition from prison life to life outside. However, some respondents criticized the way in which the program was operated. The article discusses the program’s strengths and weaknesses, and proposes some improvements.

Although injection drug use occurs inside Canadian federal prisons, the correctional service does not allow prisoners access to sterile injection equipment as a harm reduction measure. International evaluations have shown that prison-based needle and syringe programs (PNSPs) lead to many beneficial health and other outcomes, and contribute to safer environments for prisoners and staff. This article presents qualitative data from a community-driven study with 30 former prisoners in Ontario, Canada. Participants shared insights that are highly valuable for understanding the prison context in relation to the need for PNSPs, both in Canada and in other jurisdictions.

In essence, correctionalization is one of the manifestations of the formal institutionalization of the public's reaction to crime. The reaction of this society at first only focused on the element of giving suffering to lawbreakers. However, in line with the development of society, the element of giving suffering must also be balanced with humane treatment by paying attention to the human rights of lawbreakers as individual beings, as well as creatures. social. Therefore, the correctional facility must also function as a place for the rehabilitation of prisoners with a variety of coaching activities. The purpose of this study is to analyze the implementation of the equal rights of prisoners to get health services at prisons in Riau province and to analyze the obstacles and efforts in implementing the equal rights of prisoners to get health services in prisons in Riau province. The research method is sociological legal research, by identifying the legal effectiveness of the law in society which discusses the Implementation of the Equality of Prisoners to Get Health Services in Prisons in Riau Province, namely in Class II A Lapas Pekanbaru and Class II B Rokan Hulu Prison. In general, the implementation of prisoners' rights in obtaining health services in prisons in Riau Province has not been able to meet the needs of prisoners in prisons. It is hoped that the government will pay special attention to the impact arising from the overcapacity of a correctional institution. Because the excess occupants (over capacity) of a correctional institution will cause a health condition that is not good for prisoners so that it will hinder the running or ineffectiveness of the implementation of development programs in prisons. Cette thèse a pour objet des parcours au sein de diverses institutions, sanitaires, médico-sociales et pénitentiaires. Il s'agit plus particulièrement de comprendre quel sens prend la prison lorsqu'elle succède à de multiples expériences au sein d'établissements de prise en charge. En effet, une partie de la population carcérale effectue des allers-retours entre divers espaces. La prison peut alors être considérée en continuité du monde extérieur et, en l'occurrence, dans le prolongement des institutions sanitaires et médico-sociales que ces personnes rencontrent au cours de leur existence. Au terme d'une longue enquête menée par entretiens biographiques auprès d'anciens détenus et de personnes incarcérées, quatre idéal-types de parcours ont été construits, à partir de paramètres repérés par induction. Chacun correspond à un récit mettant en scène à la fois des institutions sanitaires, sociales ou pénales, un certain rapport à la délinquance, une temporalité particulière et une forme de subjectivation des expériences qui se succèdent. Structurée en deux grandes parties et en six chapitres, la thèse débute par un état de la littérature dans le champ carcéral, effectuant un parallèle avec d'autres institutions. Après une présentation de l'enquête et de la construction des idéal-types, quatre chapitres décrivent, à partir des données empiriques, les étapes des parcours. Le résultat majeur réside dans l'existence d'une analogie de la prison avec d'autres institutions, tantôt comme espace de sevrage d'addictions ou lieu d'apprentissage de la délinquance, tantôt comme zone d'hébergement temporaire ou encore comme environnement professionnel. L'établissement carcéral apparait ainsi, paradoxalement, comme un lieu au sein duquel la personne peut devenir sujet et actrice de son existence, plutôt qu'objet de circonstances imprévisibles. This thesis aims to describe life courses inside many healthcare, medico-social and penitentiary institutions. This work is an attempt to understand the sense (direction and meaning) of prison after various and diverse experiences within care facilities. Indeed, a portion of the inmate population often go through multiple spaces and institutions, back and forth. Prison might be considered as the continuation of the outside world and more specifically as an extension of the healthcare and medico-social facilities these people come across in their lifetime. Based on an all-encompassing investigation that relies on biographical interviews conducted with ex-prisoners and incarcerated people, four life courses ideal-types have been constructed, from parameters identified through an inductive analysis. Each of those ideal-types highlight a narrative which depicts medical, social and penal institutions, an emphasized perception of crime, a specific timeline and a subjectivation form linked to experiences that follow one another. Structured in two main parts and six chapters, the thesis starts with a state of the literature in the carceral field, by making a parallel with other institutions. After an overview of the inquiry and the composition of the ideal-types, four chapters describe, with empirical data, every stages of the life courses. The main outcome shows prison is the subject of an analogy with other institutions, sometimes considered as a rehab space or a crime school, sometimes as a temporary shelter or even as a work environment. The carceral facility thus appears to be, paradoxically, a place where the individual can become the subject and the actor of his own life, rather than being an object of unforeseen circumstances. However, it would be quite speculative to believe that prison might have become a friendly and comfortable space : when the penitentiary space is described as a positive experience, it seems to be the result of a construct which would make room for a kind of tolerance of those spaces, despite the noxious quality attached to them

La faiblesse des moyens devolus aux soins et a la prevention sanitaire en milieu penitentiaire pose un probleme majeur a notre societe. D'ou la necessite de faire emerger un nouveau dispositif de soins qui reposerait sur une conception globale de la prise en charge sanitaire des detenus. Pour ce faire, il nous appartient de dresser un etat des lieux de l'actuel dispositif et le mettre en regard des objectifs de sante publique, des moyens mis en uvre, et des resultats obtenus. Ainsi, seront jetees les bases d'un inventaire de donnees qui permettra de repertorier les moyens a mettre en uvre, afin de recueillir les informations necessaires a l'etablissement d'une banque de donnees. Cette etude, globale et analytique, contribuera a une prise de decision optimale. Le recueil de ces elements permettra la mise a jour de certaines donnees epidemiologiques, et favoriseront l'emergence des dysfonctionnements aux trois etapes cles qui constituent l'avant, le pendant et l'apres de l'incarceration. It is important to direct resources to effective evidence- and value-based counter-radicalization strategies, especially within prisons. With the increasing threat ofviolence and terror from various violent extremist groups, such as Daesh, thefocus on prisons should be intensified. While radicalization within prisons was nota significant problem a decade ago, the new recruitment strategies from e.g.Daesh now pose a new challenge for prisons. This thesis identifies contemporaryliterature on radicalization, deradicalization, and violent extremism within aprison context. From this seven recurrent themes were identified: overcrowding,religious chaplains, sectioning, risk assessment, monitoring and supervision,rehabilitation programs and education of staff. This was then used to develop anassessment model, which was based on the Canadian Risk-Need-Responsivitymodel’s three core principles, for evaluating and conducting counterradicalizationstrategies. The assessment model was then used as a framework fora comparative analysis of the Danish and Swedish Prison and Probation Services’counter-radicalization strategies within prisons. The results show that bothcountries adhered to a degree to the assessment model and current literaturewithin the field. The results further reveal that there is a lack of empiricalevidence and data on radicalization and counter-radicalization within prisons, andthat the data available is somewhat outdated.

There is a higher rate of recidivism for U.S. veterans compared to the general population of offenders. To address the unique needs of veterans, separate housing units for veterans (VSUs) are now operating within correctional facilities in 29 U.S. states. Despite reports that VSUs are having a positive impact on recidivism, little is known of the experiences of correctional administrators who have implemented a VSU. The purpose of this qualitative phenomenological study was to explore the lived experiences of several individuals who have implemented a VSU in their correctional facility. Guided by the quality implementation framework (QIF), data collected through semistructured interviews conducted with 7 U.S. correctional administrators were analyzed by reducing the information to significant statements, when combined into themes provided a descriptive analysis. Results from this study affirm that implementing a VSU is a feasible option for many correctional administrators with the desire to address the needs of veteran offenders. Key findings indicate most steps taken to implement a VSU align with quality implementation. Additional results indicate that presently there may be less consideration for VSU implementation processes associated with quality in the areas of ensuring staff training to work with the veterans, and in conducting process evaluations including outcomes tracking. VSUs have a profound and nearly immediate, effect on veteran inmate behaviors and reducing recidivism. This examination of the phenomenon of VSU implementation may offer implementers with evidenced-based practices to advance understanding of VSU implementation in the future, ultimately to benefit veteran offenders and the communities in which they reintegrate.

Manuscript 1: It is generally acknowledged that prison is often a stressful environment, yet little is known of the coping processes employed by prisoners. This paper aims to examine the question of what facilitates and frustrates prisoners' use of social support whilst imprisoned. This question is examined with regards to both informal (family and friends, other prisoners) and 'formal sources of support (professional support services, peer support prisoners, prison officers). The conclusion that was drawn from this review of the literature is that the role of social support in correctional environments is largely unknown and current thinking is based primarily on anecdotal evidence. Future research should examine prisoners' evaluations of support sources so that services can be directed to best meet prisoners' needs. Manuscript 2: Obtaining support is an important aspect of coping with stress. The purpose of this study was to determine whether prisoners' perceptions of the quality of support differed across support sources. Seventy male sentenced prisoners provided ratings of a perceived support for each of nine potential sources of support. Family members were perceived as providing the highest quality of support with prison officers the lowest. Family members were most often used for support and were perceived as the most helpful. Support from other prisoners, family, and workshop instructors were perceived as the most accessible. The data support the intuitive notion that prisoners' access to family is crucial. The data also question the viability of unit management.

Despite the Swedish Prison and Probation Service (SPPS) are a pioneer on the global arena regarding the area of corrections, generally little is known of what they do in Sweden as well as internationally. This study will explore the SPPS implementation of prison development in Somalia, which will be done through interviews with seconded personnel and others within the Swedish government that have connections to the prison development in Somalia. The findings were able to answer the research questions for this thesis, namely what the SPPS are doing internationally, what they are doing in Somalia and lastly if they have seen any results in Somalia. In the analysis, the middle power theory was used through an abductive approach to see if the SPPS fulfilled the criterions for the theory namely moral power, multilateralism and conflict management. It is concluded that the SPPS work in Somalia have been effective. They have contributed considerably to the local development and the seconded personnel has also learnt lessons for life which they can use also in their further carriers. Through their contacts, which they have established, they might also contribute further bilaterally even in the event of a withdrawal from the United Nations.

This study was conducted to examine the use of multisystemic treatment for treating juveniles with serious delinquency, as a new approach within the Saudi Arabian context.Multisystemic treatment addresses behaviour problems as multidetermined by interacting individual, family, school, peers, and community systems. This study attempted to determine the impact of the multisystemic therapy on the behaviour of young offenders with serious delinquency and in increasing their level of self-esteem and religious behaviour.The fieldwork was conducted in 2000-0 I in the Social Observation Home in Riyadh City. The project consisted of three parts: therapists training for one month, a treatment programme for three months and follow up, conducted in two periods of two months each, with a seven months interval. An experimental and control group, prepost test design was adopted. Twenty juveniles with serious delinquency (age 14-18) were assigned to each group. The experimental group received multisystemic treatment, and the control group received the Home's usual service (individual therapy).Outcomes were measured by, self-reports (Coopersmith Self-Esteem Inventory and Level of Religious Measurement), official misconducts, family relations, peer relations, school attendance & grades and observed religious practice. Qualitative information was obtained from six case studies (three experimental, three control) and from interviews with young offenders, their relatives and the Home staff.The results indicated greater gain and long-term positive impact on the behaviour of young offenders in the experimental than in the control group, on all measures. The improvement in self-esteem and religious practice in association with multisystemic treatment are especially noteworthy, as these factors have been subject to little or no previous investigation, and are particularly important in relation to delinquency in the Saudi context.It is concluded, that provided appropriate resources are allocated to the application, multisystemic treatment can be adapted to meet the unique cultural concerns of the Saudi context.

Les effets délétères de la montée de l’isolement au travail et des pathologies associées de la solitude sont aujourd’hui couramment admis. Cette étude a pour objectif d’éclairer la nature des liens entre l'isolement et son vécu au travail, la solitude professionnelle.A cette fin, nous nous intéressons à la catégorie des cadres dirigeants, et plus particulièrement à la population des directeurs de maisons d’arrêt.Notre approche est issue de la psychosociologie clinique du travail. Nous nous appuyons sur l’observation de situations de travail, l’analyse du contenu d’entretiens semi-directifs conduits auprès de 13 directeurs, et les matériaux obtenus lors de la mise en œuvre de la méthode réflexive d’instruction au sosie auprès de 3 d’entre eux.Les résultats montrent effectivement une fabrication de l’isolement lié à l’exercice du pouvoir, ainsi qu'un morcellement des collectifs professionnels induit par l’intensification du travail. La modernisation prescrite à marche forcée de la prison amplifie ce phénomène, laissant les directeurs de prisons affronter seuls la transformation accélérée de leurs missions, à l’abri des murs.Les dirigeants de maisons d’arrêt parviennent à riposter aux processus de rigidification et de délitement du lien social au travail. Ils répliquent de différentes façons à cet isolement progressif subi. Nous distinguons trois natures et expériences différentes d’une même solitude professionnelle, dépendant de la façon dont le sujet se saisit des ressources externes ou internes, matérielles, sociales et psychiques :- Une solitude résistante : nous identifions des tentatives de transformation de la réalité (reconstruction du lien social, développement de nouvelles formes de co-activité, recherche de soutien social), la mise en place de stratégies de défense, individuelles ou collectives, parfois sous des formes radicalisées comme l’esprit de corps, des mécanismes de dégagement qui font appel au jugement pour une juste adaptation à la réalité et qui aident à l’élaboration de la solitude. Nous parlerons alors de la solitude d'un sujet habité par "un collectif en soi" et dialogue avec cette altérité intériorisée.- Une solitude développementale: le sujet a pu se saisir d’espaces et de temps de recharge d' une capacité d’être seul au travail", protégé de la solitude souffrante par un environnement professionnel "suffisamment bon". Cette capacité d’être seul au travail autorise le sujet à se désirer seul. L’acte créatif peut exister au sein d’un espace transitionnel résistant dans des environnements professionnels pourtant fortement contraignants.- Une solitude désolante: c’est une expérience subjective souffrante de déliaison associée à un soutien social perçu carencé. Le sujet affronte un face-à-face solitaire et contraint avec lui-même. Cette forme de solitude est pathogène. C’est une expérience solipsistique propice au ressassement.Face à la montée de l’isolement, la solitude demeure donc une épreuve psychique risquée sur la scène du travail, qui inclut la population de cadres dirigeants. Background: Concern has been voiced over the needs of ex-military personnel following their discharge from military service and subsequent transition to community living. This concern has extended to include veterans, particularly those who have mental health, drug or alcohol problems, who come into contact with criminal justice services and are imprisoned. Research examining the experiences of military veterans prior to and during their incarceration in Scottish prisons was carried out. This study sought to examine whether veteran prisoners form a unique prison sub-group with different health, social and criminogenic needs when compared to non-veteran prisoners, and how veteran prisoners differ from non-prisoner veterans. Additionally an exploration of veterans’ experiences of prison, and what they believed caused or contributed to their imprisonment, was conducted. This sought to identify whether veterans in prison had unique vulnerability/ risk factors and whether they had a common or idiographic pathway that led to their incarceration. Methods and design: This study comprised of three separate but linked parts. It adopted a mixed-method approach combining quantitative analysis of survey data (Part 1) with qualitative interpretative phenomenological analysis of focus group (Part 2) and interview data (Part 3). Survey data examined, through the use of standardised questionnaires, a range of themes; including, mental health and wellbeing, substance and alcohol use, childhood experiences, offending histories, and military experience. In Part 1 participants were recruited into three separate groups. Group 1 consisted of veterans in prison, while Group 2 consisted of prisoners who had no military experience and Group 3 comprised of Scottish Prison Service staff who had previous military experience. In Parts 2 and 3 participants were recruited from the veteran prisoner population, with participants in Part 3 having declared current mental health and/or substance use problems. Findings: Analysis of survey data identified many differences in health and wellbeing, and some differences in length of, and discharge from, military service, when comparing veteran prisoners with a non-imprisoned veteran group. Both groups, however, appeared to have similar levels of combat exposure. Comparison between veteran prisoners and non-veteran prisoners identified more similarities than differences across most of the measures. Many of the mental health drug or alcohol problems experienced by veteran prisoners were also experienced by non-veteran prisoners. Post-traumatic stress disorder did appear to be a specific problem for veteran prisoners but this did not appear to be attributable to their military experience. Additionally, veterans being raised by a mother-figure other than their birth-mother appeared to be a unique risk factor for veteran imprisonment but this finding should be viewed with caution as the number of participants raised by a mother-figure other than their birth mother was small. Findings were mixed regarding how veterans described their experience of imprisonment: some found it unchallenging yet unstimulating while others described feelings of ongoing punishment and a sense of being embattled. Reciprocal processes of dehumanising both prisoners and staff were also evident, as were contradictory experiences on the availability and quality of care provision in prison. Veteran prisoners appeared to identify with their prisoner identity rather than their veteran identity, believing that they were the same as other prisoners and had the same needs. This was evident when veterans described their experiences of forming and maintaining interpersonal relationships, albeit within-prison relationships appeared superficial in nature. While some veterans appeared reluctant to ask for assistance in prison, concerns about the inadequacies or availability of support services appear valid. Gaps in provision of care, particularly mental health care, existed at the time of the study. Lastly, some participants appeared to feel unprepared for their release from prison back to the community. This may stem from their previous experience of transitioning from the military to civilian living but it is more likely the recognition that many prisoners leave prison only to return back to custody. For some veteran prisoners this is because they believe community services are unavailable or unable to help as they struggle to cope with community living. As such, some may consider prison living the easier option. Conclusions and implications: Many of the findings suggested that veteran and non-veteran prisoners had, or were believed to have had, by veteran prisoners, similar ‘needs’ and reasons for offending. Veteran prisoners should, therefore, not be regarded as a specific sub-group of the prison population, and addressing prisoner needs should not be prioritised according to their pre-prison occupational status. Lastly, where gaps in service provision exist, the SPS and its partner agencies, including the NHS, should continue to address these. This should include giving consideration to the adoption of a trauma-informed approach within the prison environment.

AbstractThis paper uses the case of prison privatization in England and Wales to scrutinize what it means to “economize the social” through numbers. It argues that we ought to be careful not to equate quantification with economization. To uncover the multiple effects of economization and quantification brought about by new public management reforms and prison privatization, one needs to set presumed dichotomies between the public and the private aside and turn instead to the multiplicity of economizing practices (curtailing, marketizing, financializing) and their implication in different forms of quantification. Ironically, numbers and state contracts governing privately managed prisons also shielded these establishments from economization (e.g. budgetary savings requests); and it is the public prisons that have been exposed the most to measures of government austerity.

AbstractThis chapter analyses and compares the challenges faced by the Danish, Finnish, and Swedish penal voluntary sector organisations (PVSOs). Our data indicates that the main challenges across the three Nordic countries relate to precarious funding structures and disorganised co-operation with the prison and probation services. Furthermore, the Nordic PVSOs are subjected to many similar constraints regarding their independence and critical voice as noted in previous Anglophone research. We argue that neoliberal transformations have increased the importance of Nordic PVSOs and placed them in a sense in a position of a shadow state. We also suggest that the PVSOs’ unstable position compromises prisoners’ and released prisoners’ access to welfare rights and jeopardises their possibilities for successful reintegration.

AbstractInteragency collaboration is increasingly prevalent in welfare contexts due to the current pressure for integrating different professional domains around desired effects on citizens’ life and well-being. In the context of prison service this is equally important, due to the complexity in the constellation of actors that come into contact with a citizen before, during and after imprisonment. Drawing on a combination of neo-institutional theory (DiMaggio & Powell in The New Institutionalism in Organizational Analysis. University of Chicago Press, Chicago, IL, 1991) and sensemaking theory (Weick in Sensemaking in Organizations. Sage, Thousand Oaks, CA, 1995), we investigate an example of how “the Norwegian import model” enables actors to make sense of their work in a way that enables a practice of “living with” contradictions. Based on empirical data produced as part of the COLAB project, this chapter analyses the interagency collaboration of staff and management in a Norwegian low-security prison where professionals target the inmates’ education, health care, sports & leisure, faith and social services. The chapter identifies some key local practices, which underpin the collaboration across sectors and professions. These three practices are narrative practices, practices related to tools and documents, and shared meetings.

AbstractThis chapter discusses a social anthropological research study that considers the place of third sector organisations (TSOs) in society, particularly for those who have been in contact with the criminal justice services. The work is based on insights from journeys through Norway, and to a lesser extent the UK, captured as narratives by a TSO caseworker in partnership with other research team members. The insights were drawn from interactions with those along the journey such as ex-prisoners, volunteers, charity workers, members of religious communities and so forth. What these revealed were the many and sometimes hidden universes that exist in and outside TSOs. This chapter offers deep and sometimes different perspectives, asking the reader to consider the range of opportunities TSOs can offer and sets these against concepts of self and other, place, boundary crossing and organisational learning. The main rule in Section 17 of the Norwegian Penal Code is that all inmates in Norwegian prisons should, as far as practically possible, be allowed company during work, training, programming, and in their leisure periods. This basically means access to community and social contact with other prisoners all day, from morning to evening. This chapter will look more closely at this main rule as well as the exceptions. In order to better explain how the principle of access to community with other prisoners works in practice, the chapter describes some of the basic principles according to which the Norwegian Correctional Service operates, and it provides some general information about Halden prison. It also examines the rules concerning exclusion from the prisoner community when inmates break the rules. Finally, the chapter discusses how a strong focus on the inmates’ right to community, as particularly applied in Halden prison, helped prison adminstrators to minimize its use of solitary confinement.

We can spend this budget to expand our prison complex consisting of 1,719 state prisons, 109 federal prisons, 1,772 juvenile correctional facilities, 3,163 local jails, 80 Indian country jails and military prisons and immigration detention facilities. Or, we can build-up our military-industrial complex (i.e., our $600 billion for national defense and an additional $255 billion for out foreign affairs), Department of Homeland Security, and State Department. Or, we can increase our $750.7 billion budget to implement social service grants to state and local governments, which combined are a set of “protective” factors for probation and parole clients.

Chapter 3 moves from the field to the prison building to reveal how hierarchical prisoner labor arrangements structured an internal prison economy that bought and sold prisoner bodies and services as cell slavery. By narrating southern prisons’ shift from dormitories to cells, this chapter will show how the power and control of prisoner trustees was strengthened by the changes. Within the southern convict guard framework, prison rape is analyzed as a state-orchestrated design rather than as an individual act pf prisoner pathology. Through an analysis of sexual violence in male prisons as a social construct of the southern trustee system, this chapter joins in a historical turn toward placing sexual violence at the very center of racial oppression. Seeking to take prison rape seriously as evidence of evolving state control and orchestration, the chapter pushes against the criminological view that has cast prison rape as a timeless function of the prisoners’ own pathology. The chapter also considers how women prisoners experienced the southern trusty system and the state’s attempt to isolate and target women that the prison classified as the “aggressive female homosexual.”

Abstract Correctional settings are analogous to neighborhoods. Neighborhood conditions are improved through community-development (capacity-expanding) efforts. The community-engagement approach offered in Chapter 8 aims to change the mix of healing and harm inside prison. The approach described is resident-centric and works with residents to create and sustain a neighborhood where residents and staff work together to reduce harm and to increase healing. Two case studies describe how community engagement could be used to transform the social environment of prisons and create a service delivery system with best value. Growing harm-informed and sensitive environments to support harm-recovery programs is feasible inside prisons if the environment is imbued with values, partnerships, and resources that socialize and support healing, recovery, and rehabilitation. Community empowerment is a way to build the capacity of prison communities to change their conditions and cultures toward healing and away from harm.

The first cases of COVID-19 in England and Wales saw a sudden and significant strain placed on a range of public services, with general practitioner surgeries, hospitals, schools, adult social care and others having to adapt quickly to life with the virus. While the impact of the pandemic on such services cannot be denied, the virus also posed a ‘very real threat … to our other, often unfairly overlooked, frontline service: our prisons’ (Neill, 2020). This chapter focuses on the impact of the first two waves of the COVID-19 pandemic on the prison system in England and Wales, along with the lessons learned from these waves in relation to pandemic management within the system itself and to the dichotomy that exists between populist penal politics and public health.

Since 2015, Colombia has been pioneering technology education in prisons by providing Telework certifications and bringing ICT access to prisoners in civil and military prisons. The goal of this program is for convicts to provide IT services to enterprises as part of their resocialization process. Although this program presented clear benefits for the prisoner’s resocialization process, implementing this initiative as a service was challenging due to several restrictions from the context and the grey areas in the related regulations that the prison ecosystem presented. In 2017, two years after the first phase of the program was deployed, the Ministry of Colombian Information and Communication Technologies (ICT), decided to perform a Participatory Design Process to analyze the program status, flaws, and opportunities for refinement so that it could be adjusted to enhance the prisoners’ resocialization process. This paper describes how the Participatory Design Process was carried out, as well as the lessons learned from the social, academic, and regulatory perspectives.

In the second half of the 20th century, the tendency to abolish the death penalty influenced to an increased use of life imprisonment. According to available data, about half a million people in the world today are serving a life sentences in prison. Out of 216 countries and territories, life imprisonment is imposed in 183. Between 2004 and 2015, there was an increase in the imposition of these sentences of about 84%. Life imprisonment, with the exception of countries where the death penalty is applied, is imposed as the maximum punishment for the perpetrators of the most serious crimes. In different countries, life imprisonment is imposed with different options: with or without the possibility of parole depending on the severity of the crime and the social risk of the crime, the minimum sentence served, etc. A particular problem is the execution of this criminal sanction from the aspect of: application of the treatment, preservation of security in the institution both personal and general, preservation of the minimum level of mental health of convicts, accommodation of these convicts - individually or in a group with other categories of convicts, etc. International organizations dealing with human rights of prisoners recommend that prison institutions take advantage of all the opportunities that treatment provides in order to, as far as possible, preserve health, moral and spiritual strength of every prisoner who is serving a life sentence in prison, as a human, moral and civilized act of society. Abstract The respective object will have the proposal to develop a study about the importance of the Criminological Examination regarding the rehabilitation and integration of the individual in society, as an instrument that makes it possible to offer the convict the opportunity to receive treatment, education and work, to undergo a process of social recovery. The Exam is located in the Execution Law and in the Penal Code, in the legal device nº 7.210/84 and the enactment of Law nº 10.792/03, which revoked the obligation of the referred exam and became optional. The objective of the work is to reflect the value of such a procedure that arises to promote/guarantee the dignity, humanization and individual/collective rights of the prisoner. The methodological procedure will be based on the bibliographic review, through specialized literature of scientific articles, books and doctrines, in the search to support the study and offer content based on the most renowned authors, such as: Bitencourt (2004); Capez (2007); Fernandes (2002); Fernandes (2010); Marcao (2009); Mirabete (2002); Mirabet (2004). With the application of the Exam it would be possible to draw a study about the personality of the individual and to analyze the circumstances that led to the commission of the crime, as well as to grant prison benefits, conditional release and regime progression. It was concluded that, the advent of the new Penal Execution Law, discarded the obligation of the prisoner the due condition to be evaluated, which would serve as the basis for the decisions of judges and courts when applying the granting of prison privileges.

Brazil has the third largest prison population in the world, 682,100 people, and this number is growing faster than the global average (Programa Fazendo Justiça, 2022). In this scenario, the Fazendo Justiça Program has its relevance compromised with the United Nations Agenda 2030 to promote peaceful and inclusive societies for sustainable development, providing access to justice for all and building effective, accountable and inclusive institutions at all levels. The program has 28 actions that unfold into various initiatives. The focus will be on one of the projects: The implementation of the new module of Alternative sentences and Measures to imprisonment in the Unified Electronic Execution System (SEEU). Through service design lens and people-centered approach, the new module gains more human perspective, a product roadmap based on real needs and contributes to systematised data production on how these measures are being executed, promoting value and guidance to public policy. This paper describes the steps undertaken during the design process to support the launch of the module's first version.

The Law on Probation in the Republic of North Macedonia was adopted in 2015, but its implementation began in 2018, after the establishment of the Probation Offices in the Basic Courts with extended jurisdiction. Since the purpose of probation is a reduction in the prison population, education of the convicted person, as well as his/her resocialization and correction of behavior, an analysis of the scope of alternative measures to imprisonment is of great importance for examining the impact of probation reports when determining the type and weight of the criminal sanctions issued by judges. This research was conducted with a quantitative and qualitative analysis of the verdicts, in the period between 2019 and 2021, in which a suspended sentence with protected supervision and community service was issued based on the probation reports in the basic courts in North Macedonia. The quantitative analysis obtained data on the number of suspended sentences with protective supervision and community service at the level of probation offices in basic courts with extended jurisdiction. Qualitative research of the content of the verdicts gave insight into the type of crimes that most often elicit suspended sentences with protective supervision and community service by the courts; as well as the conditions, socio-economic and individual factors, based on which the respective probation office proposed protective supervision or community service in addition to suspended sentences. The analysis concludes that judges and prosecutors are insufficiently educated, which is reflected in the low level of cooperation with probation offices and the insufficient application of the legal provisions in order to achieve the main goals of probation.
