AbstractThe strengthening of social cohesion, the globalization and the opening of the market to free competition, the expanding of the public – private partnership and the sustainable development are the main questions which arise today about the future of services of general interest. The current economic and financial crisis recalls that the main role of the services of general interest lies in ensuring the social and territorial cohesion. At the same time, the crisis has a significant impact on the public sector due to the pressure on public finances and it is essential to make every effort possible in order to keep providing these services and improve their quality. The upcoming accession of Romania to the European Union requires precise criteria for guaranteeing the performance and quality of public services of general interest and, in particular, the development of network industries and the link between these elements is a prerequisite for facilitating the integration, increasing citizens welfare and achieving in a short time the community rules and standards. The role of services of general interest is the sustainable development of a territory and their contribution in maintaining the balance between environment and society, exploiting the available resources in a particular plan, fighting against social exclusion and isolation. Overall, the man has an important role, he can transform the environment, because he is considered an integral part thereof, subject only to maintaining the balance between himself and the other components of the environment; at the same time, he must accept his role as a stabilizing factor in his relationship with nature. Services of general interest in a region should positively influence the life of people in order to achieve the long-term development vision by transforming the region’s functioning of institutions. Sustainable development means recognizing that economy, environment and social welfare are interdependent namely that affecting the environment in terms of quality will sooner or later have a negative influence on economic development and the quality of life of each one of us. The human component is an essential urban mobility, and every type of public service must be carried out in a planned system in terms of territory. A responsible demographic capable of long-term strategies for rational use of resources, ensures sustainability planning. Sustainability does not imply an imposed proactive strategy. If an area has resources, a vigorous and enterprising demographic system, fair and profitable exchanges with the outside, it is sustainable, thus it can evolve without outside intervention.

This paper discusses Social Services of General Interest, a political term of the European Union, which lies at the heart of the European Model of Society and Cohesion concepts. How and why is the organization and provision of services across Europe rooted in, and shaped by, the prevailing national constitutional components of social welfare and spatial planning systems? A high degree of interrelation between these two systems is confirmed and Social Services of General Interest are detected and conceptualized as a substantiation of components of both systems. In a concluding step, an analytical framework is introduced which enables us to research Social Services of General Interest from different angles for the purpose of deploying promising policy solutions.

The authors are developing a pilot project for a Municipality in the North of Portugal, envisaging the definition and implementation of an e-marketplace for healthcare and social services, in order to facilitate the interaction between healthcare and social services professionals and people with special needs (or their relatives). Based on the results of a survey on user needs analysis and expectations conducted in 2011, the paper discusses the relevance and interest of such platforms and the main drivers and motivations of the population for using such services, as well as which services would motivate citizens to use the platform. The results of the study will be used to select the products and services perceived to be the most desired by the potential users. The paper thus makes three main contributions: (1) the results of the study confirm the interest and the perceived potential of such a service, from the end-users perspective; (2) the findings support the advantage of expanding this pilot project to a full scale implementation; and (3) the performed analysis improves our understanding of the relations between the characteristics of the inquired population and the perceived interest in such platforms.

Анотація:
Abstract This paper evaluates the impact of austerity measures on national social protection mechanisms and on the European Social Model. The study is based on an in-depth analysis of austerity measures adopted in Italy and Portugal and the evolution of several indicators, such as unemployment rates and the percentage of citizens at risk of poverty. The analysis demonstrates that measures adopted in the field of new economic governance have had an impact on the organization and provision of SGEIs and have affected the solidity of the national welfare state. It will be argued that in this context the promotion of a social dimension of the EU requires innovative methods for the regulation of new economic governance.

Services of general interest form an essential element of the European model of society as a way to increase quality of life and to overcome social exclusion and isolation. They are also at the core of the public debate touching the central question of the role public authorities and the institutions of the European Union play in a market economy. The competencies and responsibilities conferred by the Treaty, the EU regulations and directives lay emphasis on the essential role and the wide discretion of national, regional and local authorities in defining, organizing, financing and monitoring services of general interest. The same time the EU Law provide the European Commission with a wide range of means of action to ensure the compliance of the process of organizing and financing such services according to a comprehensive regulatory regime at Community level to make them compatible with the internal market and to prevent a distortion of the competition rules. The paper indicates divergences of the points of view of public authorities and the Commission on their role, shared responsibility and powers in that process.

Inclusion and the associated provision of social services is a central fundamental right in the European Union. Social services of general interest are based on the principles of an inclusive welfare state enshrined in EU primary law. However, the European Commission tends to interpret these social services rather economically. This paper shows that the way in which these services are provided in the Member States is decisive for the categorization of an economic or non-economic activity by the European Commission. Whether social services are to be classified as being related to economic activities and, therefore, subject to the competition and internal market rules depends on their organization and structure.

The applicability of the competition rules has far-reaching consequences for the freedom of the State to organize the supply of public services. Could the specific features of particular public services justify the non-applicability of the competition rules? This contribution explores which limits to the broad concept of undertaking can be found in EU competition law. It will be argued that, apart from the two (well-known) limits related to official authority and social security schemes, a third limit emerges from the case law of the EU courts. Services provided in order to pursue specific public policy goals seem to fall outside European competition law. In contrast with economic activities, where companies supply goods or services to individual consumers, the main characteristic of the ‘public policy goal activities’ is the collective way of financing. It will be contended that the following three-prong test should be carried out for concluding that competition law does not apply to these activities: (1) the supply of the services concerned is predominately dependent on public funding (2) the objective of the public funding is to achieve a public interest goal (3) the activities concerned are closely related to this public interest goal.

The socio-structural development towards an ever-increasing lifespan (in Germany), predicted by social scientists, implies a growing need of services of general public interest for those in need, especially in the areas of health and care provision. Considering the continuous skills shortage in these areas one can assume that social insurances and the welfare state might become partially incapable to fulfil their obligation to guarantee social security. Innovative alternative approaches of local provision of services of general public interest, especially in rural areas, make use of effective resources of mutual-aid organisation which is efficiently networking with other social institutions, NGOs, local businesses and the citizens. Professional and financial support is ideally given by the local administration/ the municipalities as well as the social insurers according to § 20 h SGB V and § 45 d SGB XI. This article presents and analyses a successful coordination of services of general public interest through a contact office for mutual-aid groups in the Oberlausitz/Saxony, Germany which is mainly operating in the realms of the Third Sector.

This paper aims to explore the influence of interest groups regarding social welfare policies implemented in North Macedonia and analyze how this influence is perceived through citizens’ lenses. Considering the importance of interest groups in democratic systems where principles of good governance should be implemented, it is of main importance to explore at what extent interest groups contribute or affect processes of policy-making. What are some interest groups that can be considered as influential and have the highest levels of membership referring to social policies? How do citizen-beneficiaries perceive current Macedonian welfare state and what is their perception regarding the role of interest groups in pushing policy processes? The purpose of the paper is to explore associations that aim to protect public interest and influence decision making as much as groups serving narrow interests in the field of social policy. There is increasing recognition of the emergence of new and pernicious interest groups, which have influence on policymaking. Methodologically, this research is designed based on a desk research, literature review and empirical research, conducted in the period of October 2019 – March 2020. The perceptions are being measured through questionnaires that have been conducted with random individuals (beneficiaries/not beneficiaries of social services) with the aim to have some insights on behalf of their perceptions regarding the welfare/social protection system and additionally have some evidence of their participation in interest groups as well. The results of this research show low levels of participation and trust of citizens in interest groups and little contentment regarding welfare policies and delivery of social services, in the country.

In the European Union, water supply services are referred to as ‘services of general interest’, meaning that they are subject to multiple, potentially conflicting, public service obligations. This paper considers empirical data for Portuguese municipalities and provides a comprehensive approach to assessing the social dimension by evaluating whether the concerns of universal access to water services for basic needs, affordability and equity are embodied in the corresponding water supply tariffs. Accordingly, ‘essential minimum quantities’ (EMQs) of water for representative households are calculated and then compared with the lowest tariff block's upper limit, by water utility. Next, charges underlying the EMQs are calculated and compared with the average income of each representative household, by municipality. The results show that, in general, the EMQs are enclosed in the first block of consumption and also that the corresponding water charges do not represent a disproportionate burden on average household size and income. Nonetheless, our findings indicate that, when considering the 20% poorest households, the water charges raise affordability concerns in an important number of municipalities. Further, the results show that there is a socio-economic inequity that favours the better-off households.

Uzbekistan is carrying out important reforms to protect children from violence, exploitation, cruel and discriminatory treatment, improving the national legal framework, and increasing the legal literacy of the population. The effectiveness of reforms in the social protection system largely depends on the reform of the social security system, the provision and use of social services, and the improvement of the social work system. Ensuring the best interests of the child, protecting the rights, freedoms and interests of children is a key priority of the state policy of Uzbekistan. The article examines the preventive function of social work to prevent child abuse in educational institutions.

We present a strategy to make productive use of semantically-related social data, from a user-centered semantic network, in order to help users (tourists and citizens in general) to discover cultural heritage, points of interest and available services in a smart city. This data can be used to personalize recommendations in a smart tourism application. Our approach is based on flow centrality metrics typically used in social network analysis: flow betweenness, flow closeness and eccentricity. These metrics are useful to discover relevant nodes within the network yielding nodes that can be interpreted as suggestions (venues or services) to users. We describe the semantic network built on graph model, as well as social metrics algorithms used to produce recommendations. We also present challenges and results from a prototypical implementation applied to the case study of the City of Puebla, Mexico.

New ways are needed to entice physicians to treat Medicaid patients. TennCare, Tennessee’s Medicaid managed care demonstration project, shows that managed care plans can induce physicians to treat the poor by creating substantial collective purchasing power and by conditioning access to middle class patients on treatment of the poor, thus appealing to physicians’ financial self-interest. TennCare shows a new and promising approach, no matter how vociferously physicians complain about it.TennCare, Tennessee’s Medicaid experiment, seeks to double Medicaid coverage in Tennessee—from approximately 750,000 people to 1.5 million. TennCare removes limits on Medicaid services, expands the medical services offered, and emphasizes low cost, cost-effective primary care. Perhaps most importantly, TennCare promises to mainstream health care for the poor by providing preventive and primary care in private physicians’ offices, moving the site of care away from expensive emergency rooms and hospitals. TennCare sounds like an ideal solution.

The article aspires to delve into the question of whether the EU framework for water services can take sufficiently into account the multiple dimensions of water and regulate the competing interests in a balanced way. At first, the regulation of the three dimensions of water in International Law (environmental, social and economic) is briefly analysed. As regards the EU Legal Order, the regulation of water within the framework of the EU environmental legislation is at fist traced. Then, emphasis is placed on the classification and regulation of water services as Services of General Economic Interest (SGEI), the application of the State Aid and the Internal Market rules and the possible tensions arising with regard to the accessibility and the quality of the water services. Furthermore, the impact of Comprehensive Economic and Trade Agreement (CETA) as an example of the new Trade Agreements on the regulation of the water services is put under the spotlight. A central conclusion is that the various aspects concerning water services are addressed in a rather comprehensive manner in the EU Regulatory Framework, although tensions continue to exist. Moreover, CETA creates a new regulatory ‘landscape’ that may ‘disrupt’ the existing delicate balance concerning the regulation in this field.

Conscious and functional use of online social spaces can support the elderly with mind cognitive impairment (MCI) in their daily routine, not only for systematic monitoring, but to achieve effective targeted engagement. In this sense, although social involvement can be obtained when elder’s experiences, interests, and goals are shared and accepted by the community, an important subsistence for aging depends on the compelling information, users’ co-operation, and resource reliability. Unfortunately, applications aimed at optimizing the information content and the reliability of online users are still missing. Within the SystEm of Nudge theory-based ICT applications for OldeR citizens (SENIOR) project, an advanced social platform will be created in which the elderly with MCI will be involved in “optimized” social communities, where suggestions for general well-being will be recognized as useful by users and shared by care providers. We report the results of our study addressing this issue from a theoretical perspective: we propose a computational problem and a heuristic solution where “expert users” can engage and support the elderly by suggesting available services and facilities for their conditions. The numerical experiments on synthetic data are of interest when considering large communities, which is the most natural situation for online social spaces.

Psychiatric disorders are among the top of the conditions that cause disability worldwide and attract one of the highest levels of stigmatization in today's society, which has a strong impact on the quality of life of patients suffering from these conditions. In Romania, mental health develops more difficult than the other medical and social sciences due not to the lack of professionals or lack of interest of the scientific community, but because it still carries the stigma of "madness". This stigma gives him a gloomy aura and over time has led to profound prejudices related to both the beneficiaries of mental health services and their specialists. Many people who need or want to call for services in the field of mental health, refuse or fear to appeal to specialists for fear of stigma and prejudice. Due to these prejudices, the society is reluctant to integrate people who have suffered from a mental illness, they are often stigmatized and rejected by others, being viewed with suspicion due in particular to the unpredictability of its potentially antisocial behaviors and actions. The reason that justifies this research is that by determining the way in which psychic patients are perceived, the interest with which the society relates to their problems is highlighted. The results obtained have a practical involvement in the sense that it demonstrates the necessity and usefulness of informing the general population about mental illness. By correct information it is envisaged to change the attitude towards the illness and the mentally ill, thus preventing their stigmatization and discrimination.

Focusing on employers’ organizations in the United Kingdom, this article contributes to the literature on employer interest representation by advancing three interrelated arguments, which reflect how the methods, structure and interests of employer representation have evolved. First, the primary method of collective interest representation has shifted from collective bargaining, nowadays only pursued by a minority of employers’ organizations, to political representation, now the most frequent form of collective interest representation. Second, the structure of employer interest representation has evolved and is fragmented between a small number of large, general employers’ organizations, a large majority of sectoral employers’ organizations, regional interest representation in the devolved nations, which has become more important, and a new type of employer body, the employer forum, which focuses on corporate social responsibility. Third, the shift in collective interest representation is complemented by a broadening of individual interest representation, with employers’ organizations having developed a wide range of services.

Objectives: In the field of social services, the organizational culture today is defined mainly through professional values, for individual social service providers by vision, mission, goal, or organizational values. In the context of increasing the quality of services and culture supporting the clients’ wellbeing, the workers’ well-being is an important subject of interest. The aim of the research is to find out the current state of the documents defining the organizational culture of social services. Materials and Methods: Review and theoretical analysis of the literature on the topic. Qualitative content analysis of documents. Documents defining the organizational culture of social service providers in Slovakia were analysed. The documents on the provider’s web page encompassing vision, mission, goals, and values were found. Results: From the documents, it was found out that support to employees is still neglected. At the practical level, the support to employees was expressed as the support of education, supervision of employees, a social fund for cultural or sports activities, rewarding of employees. Employee s’ satisfaction or a committed approach towards employees were expressed rarely. Conclusions: The provision of social services today faces many demands and dilemmas that “social work services„ bring with them. Incorporating support for employee’s well-being into the organizational culture of social services can be an essential step towards better client care and higher quality services.

The analysis presented in this paper concerns the following question: is it possible to consider the operation of a social rental housing program as services of general economic interest. This question seems to be a topical issue because of a new legislative initiative aiming at establishing a governmental housing program that was implemented by the Act of 10 September 2015 which amended the Act on certain forms of supporting housing construction. The aforementioned program stipulates the legal frames for refundable and preferential financing that may be granted to specific entities in order to realise investments in social rental housing. The governmental housing program complements earlier local housing policies in force. What is significant is that the Polish legislator decided to qualify support granted as services of general economic interest, as referred to in Commission Decision 2012/21/UE of 20 December 2011 on the Application of Article 106(2) of the Treaty on the Functioning of the European Union to State aid in the form of public service compensation granted to certain undertakings entrusted with the operation of services of general economic interest. Applying Commission Decision 2012/21/UE to this situation raises some doubts as to the lack of clarity of a term “social housing”. Due to a certain controversy over the abovementioned issue, the authors have attempted to examine whether the application of preferential provisions of Commission Decision 2012/21/UE to the social housing program is in accordance with the relevant provisions of EU competition rules.

Background With rising availability and use of Internet and mobile technology in society, the demand and need for its integration into health care is growing. Despite great potential within mental health care and growing uptake, there is still little evidence to guide how these tools should be integrated into traditional care, and for whom. Objective To examine factors that might inform how e-communication should be implemented in our local outpatient mental health program, including barriers to traditional office-based care, patient preferences, and patient concerns. Methods We conducted a survey in the waiting room of our outpatient mental health program located in an urban, academic ambulatory hospital. The survey assessed (1) age, mobile phone ownership, and general e-communication usage, (2) barriers to attending office-based appointments, (3) preferences for, and interest in, e-communication for mental health care, and (4) concerns about e-communication use for mental health care. We analyzed the data descriptively and examined associations between the presence of barriers, identifying as a social media user, and interest level in e-communication. Results Respondents (N=68) were predominantly in the age range of 25-54 years. The rate of mobile phone ownership was 91% (62/68), and 59% (40/68) of respondents identified as social media users. There was very low existing use of e-communication between providers and patients, with high levels of interest endorsed by survey respondents. Respondents expressed an interest in using e-communication with their provider to share updates and get feedback, coordinate care, and get general information. In regression analysis, both a barrier to care and identifying as a social media user were significantly associated with e-communication interest (P=.03 and P=.003, respectively). E-communication interest was highest among people who both had a barrier to office-based care and were a social media user. Despite high interest, there were also many concerns including privacy and loss of in-person contact. Conclusions A high burden of barriers to attending office-based care paired with a high interest in e-communication supports the integration of e-communication within our outpatient services. There may be early adopters to target: those with identified barriers to office-based care and who are active on social media. There is also a need for caution and preservation of existing services for those who choose not to, or cannot, access e-services.

Planning each comprehensive trip is regarded as a complicated and time-consuming task which includes the process starting from searching specific tourist information to planning an itinerary in unfamiliar areas. In response to the decision making challenges that tourists may encounter in planning a trip or discovering a destination, this paper proposes an integrated framework for a system supporting tourists in Thailand. The aim of the framework is to provide a service that considers data from a variety of sources, including static and social data, and then recommends points of interest (POI) and itineraries for POI, based on the requirements and interests of the user. The framework consists of three components: a personalized POI recommendation engine, an itinerary planner, and a mobile application. Together these form the foundation of a personalized travelling information system for Thailand. This paper outlines the basic framework and provides a discussion on the potential issues encountered.

Based on the research results, the article presents opinions of the representatives of social economy sector and local authorities on the current use of social clauses indicated in public procurement regulations, which are a tool oriented at increase of participation of the social economy sector in the public procurement market. The research confirms low usage of social clauses mechanism. The main constraints in use of these tools by local authorities include: lack of sufficient knowledge about social benefits arising from providing social services by social economy units and fear of using a legal measure that limits competition of entities operating on the free market. The respondents underline that information about the goals of social economy and the its potential are the basis for activities aimed at increasing interest in using the social clause mechanism.

State aid rules do not usually offer sufficient space for territorial tax measures to address the social issues of the most disadvantaged areas of the EU. The aim of this article is to find out the coordinates of a new model of special tax zones that can overcome these limitations on the basis of the concept of social tax incentives through an investigation on the possibilities left by the Altmark criteria and Article 106(2) Treaty on the Functioning of the European Union (TFEU). The literature and other legal sources on the topic are analysed, including the main experiences of the Member States and the key aspects related to the ‘social services of general interest’. The article concludes with the presentation of the so-called ‘social cohesion zone’ as a new instrument for the EU cohesion policy based on social tax incentives, in accordance with the fundamental values of the treaties and the constitutional traditions of Member States. The final recommendation consequently addresses the adoption of a soft law instrument that can give evidence of the social cohesion zone within the field of EU tax law. Purpose: This study examines the effectiveness of social work services designed to enhance resilience among migrant children in urban China. Methods: We selected four primary schools (i.e., two public and two private migrant schools) in the X District, Guangzhou City, China. A total of 461 valid samples were surveyed for analysis. Three regression models were employed to explain the influence of social work services on students’ resilience. Results: Social work services exert a positive and significant influence on the resilience of migrant children. Concretely, social work services in terms of educational activities, interest activities, and psychological counseling affected the resilience of migrant children after controlling for the impact of social capital, self-efficacy, and individual and household economic status. Moreover, students who participated in educational activities exhibit superior resilience. Discussion: Social work organizations should provide more participation opportunities and diversified service items to migrant children.

This article is an introduction to the following articles about aspects of social services in Sweden. These articles, written from a Swedish perspectives and context, give some pictures of the welfare sector in the areas of elderly care, psychiatric care and disability care which hopefully will be of interest especially for New Zealand readers. To build the understanding of the Swedish model this introductory article starts with a theoretical approach to welfare systems. To understand the context in which services are delivered, it is necessary to both give some basic facts about the countries and about services – regulation, conditions, or- ganisations and implementation, including how services have developed historically and influenced the current situation – and to include comments and reflections from a New Zealand perspective. These external comments and reflections are also a way to broaden the interest and value for New Zealand readers as well as for international readers in general and, not least, Swedish readers.

Career guidance in schools has the function of introducing, knowing interests, helping make decisions, and adjusting to the world of work. Interactive media in career guidance services is a multimedia-based service. The function of social media for students is to expand social interaction as an unlimited information field and as a means of directed information. Career guidance needs an active role from guidance and counselling teachers for students. The critical part of school career guidance is to establish themselves and realize meaningful career decisions. Guidance and counselling teachers can apply social media as interactive media in school career guidance services.

The work of juveniles, in Kosovo, services provided and social policies in the protection of their rights. Scientists and experts of these areas are interested in addressing the problems of child welfare in the society, a field which previously was studied closely with the welfare of society in general. Work of the juveniles, is closely related to the interests of children but also to the interest of their parents. This study belongs to the methodology of quantitative research and research strategy used is cross-sectional study, with the emphasis in the study area of this problem. Descriptive aspect of this study aims, to describe in a whole and report on the characteristics of the types of work that children perform and the severity of those. In other hand, the explanatory aspect is intending to fully identify relationships between children and parents and their awareness of the severity of the works performed from their children, those ones that were analyzed: heavy work, toxic substances in agriculture, night work, selling items on the street and in various locals, and the relationship in providing social services.

The purpose of this essay is to analyze Léon Walras’s theory of public interest goods. For him, “services and products of public interest are theoretically those that interest men as members of the community or of the State emanating from the authority to establish social conditions, that is, from the satisfaction of needs that are the same and equal to all” ([1875, 1897a] 1992, EEPA, p. 187). In Walras’s mind, this definition meant that public interest goods could not be factored into the utility function, in sharp contrast with the standard approach in public goods theory. Walras did not imply that public interest goods were not useful, but he maintained instead that their utility was felt only by the community as a whole and not by the individual. Walras developed an anti-individualistic view of the State in which the collective interest was not reducible to the sum of private interests.

This Note reports some findings from a larger study we are embarked upon. Our broader objective is to develop a general theory of the national state's interest in cities in advanced industrial societies. We argue that state officials generally pursue their own interests in the protection and expansion of state power and resources and specifically have interest in the viability of cities, interests that do not simply reflect the interests of private capital or any other societal groups. A broad twofold distinction is made between those state activities necessary for the perpetuation of the state (maintenance of public order, legitimacy, durable political institutions, revenue base) and those necessary for the perpetuation of cities (provision of collective goods, developmental policies and social services). Space limitations preclude a full account and justification of these arguments here. Rather, we present some hypotheses about how such state interests should inform the allocation of funds across cities and report the findings of some initial empirical tests for the United States.

Why do physicians have financial conflicts of interest? They arise because society expects physicians to act in their patients’ interest, while simultaneously, financial incentives encourage physicians to practice medicine in ways that promote their own interests or those of third parties. Because physicians’ clinical choices, referrals, and prescriptions affect the fortune of third parties (providers, medical facilities, insurers, drug firms and suppliers of ancillary services), these third parties may offer physicians financial incentives to make income-driven clinical choices. In the past, physicians and scholars typically conceived of conflicts of interest as an ethical issue to be resolved according to individual judgment or professional and organizational norms. However, society can mitigate or eliminate conflicts of interest by changing financial and organizational arrangements in medicine. Conflicts of interest, therefore, are as much matters of public policy and management as individual choices or social norms.

This article is a continuation of the research presented in the previous issue of the journal. In the first part of the work, the basic principles of regulation of social and legal relations in the provision of social services are considered, the combination of private and public principles is analyzed, the principle of the balance of private and public interests in the system of provision of social services, general principles of constitutional and civil law, and social security law are analyzed. Possible variants of combination of principles based in public and private sectors in relations for the provision of social services are considered. This paper analyzes the legal principles of social entrepreneurship. Particular attention is paid to the principle of freedom of contract, which is presented through the prism of freedom to provide social services. The features of the manifestation of freedom in contracts of a public nature have been determined. Taking into account the involvement of both state institutions and entities belonging to all forms of ownership in the provision of services, an analysis of the application of the principles of competition, the professionalism of providers of social services is presented. Problems are identified and conclusions are drawn regarding the consideration of social services as a type of social entrepreneurship and the possibility of applying norms on entrepreneurial activity to these relations. The article presents a comparative characteristic of the fundamental provisions of constitutional, civil and social security norms. Taking into account the public nature of relations of social security law, it was concluded that the civil legal essence of social services is influenced by public norms in the process of recognizing the right to receive social services, the establishment of criteria or the absence of criteria for the gratuitous nature of the service received or for partial payment, the choice of a provider of social services among those who have the right to provide them.

Remaja tidak akan melakukan suatu aktivitas yang mereka senangi jika mereka tidak menyadari kebutuhan terhadap minatnya. Jenis penelitian ini menggunakan penelitian kualitatif deskriptif. Informan penelitian ini adalah remaja berusia 15-18 tahun, berjumlah sembilan orang di Lembaga Kesejahteraan Sosial Anak (LKSA) Al-Amin Kota Palangka Raya. Pengumpulan data dilakukan dengan tes minat RMIB, wawancara, observasi, yang dianalisis menggunakan teknik triangulasi sumber. Hasil penelitian yang ditemukan di lapangan menunjukkan bahwa tes RMIB remaja di LKSA Al-Amin memiliki berbagai minat diantaranya social service, medical, mechanical, dan practical. Terdapat empat orang yang memiliki kecenderungan pada minat social service, dua orang cenderung pada medical, dua orang mechanical dan terdapat satu orang yang mempunyai minat pada bidang practical. Penelitian ini juga mengungkap adanya pengaruh motivasi internal dan eksternal yang mendorong remaja di LKSA Al-Amin untuk menguatkan minat yang mereka miliki. Khusus pada motivasi eksternal, motif sosial dan emosional mempunyai peran yang signifikan dalam menumbuhkan minat pada remaja di LKSA Al-Amin._____________________________________________________________Millennials today are tend to determine their future interests or careers. Therefore, this study describes about adolescents' interest from the Rothwell Miller Interest Blank test (RMIB). Adolescents will not do actvity based on their will once they are not aware of their interests. This type of research used was descriptive qualitative. The respondent of this study were nine teenagers aged 15-18 years at the Al-Amin Child Welfare Institution (LKSA) Palangka Raya City. Data was collected by using the RMIB interest test, interviews, and observations, which analyzed using triangulation techniques. This research showed that the reasult of adolescents’ RMIB test at LKSA Al-Amin had various interests including social service, medical, mechanical, and practical. Found four adolescents who tend to have interest in social services, two adolescents who tend to medical field, two adolescents were tend to mechanical and there was one adolescent with practical interest. This study also reveals the influence of internal and external motivations that encouraged adolescents at LKSA Al-Amin to strengthen their interests. Specifically on external motivation, social and emotional motives had significant role in growing interest in adolescents in LKSA Al-Amin.

Cancer is a significant burden, particularly to individuals of low socioeconomic status (SES). Genetic testing can provide information about an individual’s risk of developing cancer and guide future screening and preventative services. However, there are significant financial barriers, particularly for individuals of low SES. This study used the Early Detection of Genetic Risk (EDGE) Study’s patient baseline survey (n = 2329) to evaluate the relationship between socioeconomic status and interest in pursuing hereditary cancer genetic testing. Analysis was completed for two interest outcomes—overall interest in genetic testing and interest in genetic testing if the test were free or low cost. Many demographic and SES variables were predictors for interest in genetic testing, including education, income, and MacArthur Subjective Social Scale (SSS). After controlling for the healthcare system, age, and gender, having a higher education level and a higher household income were associated with greater general interest. Lower SSS was associated with greater interest in genetic testing if the test was free or low cost. If genetic testing is the future of preventative medicine, more work needs to be performed to make this option accessible to low-SES groups and to ensure that those services are used by the most underserved populations.

Today, social advocacy is an effective tool for social change that influences attitudes, relations in the society, strengthens civil society, and contributes to the opening of democratic spaces for the implementation of best practices in social work and social equality. Social workers are aiming at helping people who are suffering from unemployment, violations of rights, difficult life circumstances, discrimination, etc. Thus social workers are in the constant process of individual work with vulnerable groups and often use interest representation as an intervention (protection of rights, representation of interests of individuals/groups of people to gain access to services, etc). The article analyzes several legal provisions that regulate advocacy, in particular, determining the basic rights of citizens and their associations. An algorithm for a successful advocacy campaign to represent the interests of vulnerable groups is proposed, which consists of eight stages (identification of social problems and goal setting, problem analysis, and goal setting, targeting, finding and identifying allies, identifying resources, creating a work plan, implementing a plan, monitoring and evaluation). The peculiarities and difficulties that may arise during the planning and implementation of the advocacy campaign are identified (weakness of the initiative group working on advocacy campaign planning; refusals and inaction of a certain "target" (representative of the authority)) advocacy team); too long campaign and, as a result, exhaustion of the initiative group; difficult confrontations of stakeholders who resist and have strong ties to the government; the unfavorable political situation for the social problem that needs to be solved; corruption schemes). Therefore, it is critical to focus on the systematic information component of the campaign (through constant communication with stakeholders), the availability of information to be conveyed to the target audience, be an attentive and timely response to arguments, and evidence of vulnerable groups affected by advocacy. It is emphasized that an important aspect of planning and implementing an advocacy campaign is to form a coalition and expand partnerships with other organizations that work in the context of a particular social problem or want to expand their activities.

Interest in how social assistance programmes are organized has recently heightened, fed by concerns about the limits on achieving greater efficiency. Most available evidence considers performance indicators that are too general, there being few studies relating the use of inputs to outcomes. We compare different performance indicators of Madrid's programme with resource endowments in a group of local agencies of social services. In addition to constructing a detailed system of input and performance indicators, an empirical analysis of efficiency for each of the social services agencies is carried out using data envelopment analysis. Results confirm that there is a wide margin for obtaining efficiency gains. The empirical analysis shows that some detected inefficiencies arise from an excessive number of staff in relation to the work to be performed. Agencies with a higher incidence of social problems present higher efficiency scores.

ABSTRACTRecent studies on vigilante groups show how they often begin as popular schemes for imposing order, before degenerating into violent militias which contribute in turn to social and political disorder. The Masai, a group of khat sellers and consumers in the Ugandan border town of Bwera, represent a more complex case. By using vigilance tactics in the provision of security, the Masai actually help to shape public authority within Bwera town instead of creating institutional chaos. They also provide a range of services, imposing a degree of order on illegal cross-border activities in the area. However, a closer look at the Masai shows that their vigilance activities are mainly performed out of self-interest, as a quid pro quo enabling them to continue their illegal activities of smuggling, general criminality outside town and illegal drug use. Therefore they straddle the ‘crime or social order’ dynamic, representing a criminal gang of illegal drug traffickers which also provides services for public community interests. As such, they contribute to both order and crime.

Анотація:
The paper deals with the theoretical and legal practical foundation of the concept of alternative care for children in the social welfare system. Applying the human rights principle and child best interest doctrine along with the contemporary holistic and integrated approach to the research subject, we aim to identify the proper interpretation of the notion of alternative care for children in international, European and national domains. The recent case law of the European Court of Human Rights has beenconsidered as well. The role of civil society organizations in providing special care services for vulnerable populations such as children in terms of sustainable development agenda has been seen as a precondition for building a stable democratic and inclusive society when the world is facing significant challenges of natural hazards, climate changes and consequently,social inequities. Accordingly, an adequate policy and legal framework need to be developed including engagement of all relevant actors – public, private and civil organizations as well as the beneficiaries of services.

Анотація:
This study aims to test the success and acceptance of the Accrual-Based Agency Accounting System (SAIBA) by using an integration evaluation model from the combination of the UTAUT, Delone and McLean, and HOT-Fit models. The ten information variables used in this study are business expectancy, social influence, system quality, service quality, environment or service quality, interest, and net benefits. The population in this study were all users of SAIBA. Determining the research sample using all members of the population, namely the saturated sample by distributing questionnaires to 50 people from 10 work units within the General Election Commission in Bali Province. Hypothesis testing using Partial Least Square. The results showed that performance expectancy, business expectancy, social factors, information quality, system quality, and organizational environment had a positive effect on interest in using SAIBA. However, the quality of services and facilities has no effect on the interest in using SAIBA. Usage interest has a positive effect on net profit. Keywords: Success; Acceptance; SAIBA; Net Benefits.

Currently, in Europe as well as in V4 countries, more and more interest is noted in the social economy. It is the answer to the socio-economic consequences of globalization. We can consider social entrepreneurship to be a business of the future with social responsibility, which favors social mission before making a profit. It is a hybrid business model that brings innovation, promotes regional development and improves quality of life of the local population. The social entrepreneurship, with the creation of sustainable jobs, reduces unemployment, protects the environment, provides goods and services for which the state and the private sector are not interested. It applies participatory and democratic corporate governance, thereby increasing the responsibility of all stakeholders. In this paper we point out that the development of social economy and social entrepreneurship in Slovakia has its own specifics. The practice precedes the theory, which brings many problems and creates unfavourable conditions for development of social entrepreneurship. We identified weaknesses in the social economy sector and offered recommendations for practice, especially for representatives of public administration and legislators. Moreover, we consider the training of future employees, managers of social entrepreneurship, local government representatives, as well as the provision of information to the general public on this area as a key factor for the development of the concept of social economy. Information for the preparation of this paper was drawn from the laws, expert studies and economic literature.

While the profession is witnessing growing interest in addressing consumers' spiritual and religious strengths, no studies have explicitly sought to compare the religious values of social workers with those of the general public. This study uses a nationally representative data set, the General Social Survey, to compare the beliefs and practices of graduate-level (n = 53) and bachelor-level (n = 92) social workers with those of the lower, working, and middle classes. The results suggest that the contents of belief systems differ, particularly between graduate workers and the lower and working classes, with social workers being more likely to endorse liberal religious beliefs. Yet, while the belief systems differed, there was little variation in expression, as social workers were roughly as likely to attend services and consider themselves strong adherents of their faith as members of the lower, working, and middle classes. The paper concludes by discussing some of the implications of the difference in belief systems.

<p>A large proportion of cancer patients receiving outpatient chemotherapy and radiotherapy services are more than 70 years old. For this subgroup of patients, a general clinical evaluation may not be sufficient to determine an individual’s treatment strategy as there are other non-stand¬ard medical issues that concern the elderlies such as polypharmacy, the need for extra social care, and accessibility to information[1]. In addition, these patients also have increased risks of reduced mobility, as well as emotional and financial difficulties.</p><p> </p><p>Therefore, it is necessary to incorporate geriatric as-sessment (GA) into routine medical practice in order to improve individualized care[2,3]. Geriatric assessment is a comprehensive process that evaluates a senior patient’s medical, emotional, social and functional capacity[4]. In the current issue of AMOR, Louise Hogan and Anita O’Donovan from Trinity College Dublin evaluated the experience of elderly patients who used radiotherapy services in Ireland[5]. This was conducted through a number of questions directed at a focus group of elderly cancer patients, assessing different spheres of social dif-ficulties associated with undergoing radiotherapy in this age group.</p><p> </p><p>They found that it is important to focus on providing essential information to patients in a calm setting at an appropriate time. They also recommended establishing proper support groups for elderly patients receiving radi-otherapy, as well as encouraging one-to-one discus-sions between patients and members of the healthcare team regarding possible side effects of treatment.</p><p> </p><p>In conclusion, it is evident that specialist geriatric ser-vices within radiotherapy departments are a necessity, given the large number of elderly patients receiving radi-otherapy and the specificity of their medical and social needs.
