Abstract The Romanian economy has prospered in the last years, and as a result, economic players claim today the scarcity of skilled workforce in the country. Many reasons have been mentioned for this: a dysfunctional labour market, saturated economic regions, demographic decline, migration, not adequately skilled workers. Therefore, it is crucial activating participation at an early stage to grow future skilled workforce as insufficiency of skilled human resources can limit economic growth. Talent management and talent pool growth have been concentrated on star talent acquisition and the development of new in -house talent processes. Rather slow has been the advance in generating new talent pools from an inter-firm cooperative approach. This work will make an initial approach to close this gap in research by studying the creation of talent pools through coopetition in the private sector as mean to an end to growing workforce supply. The concept is studied based on a case study that focuses on two private Vocational Education Training programs of two industries in Romania namely retail and manufacturing. The study shows that new talent pools can be grown through a coopetitive environment given harsh environments and limited resource capabilities of the firms.

The recruitment of skilled foreign workers is becoming increasingly important to many industrialized countries. This paper examines the factors motivating the sponsorship and temporary migration of skilled workers to Australia under the temporary business entry program, a new development in Australia's migration policy. The importance of labor demand in the destination country in stimulating skilled temporary migration is clearly demonstrated by the reasons given by employers in the study while the reasons indicated by skilled temporary migrants for coming to work in Australia show the importance of both economic and non-economic factors in motivating skilled labor migration.

The article presents an analysis of the impact of external labor migration on human capital and GRP that indirectly reflects the labor demand in Russian regions. The results of the study showed the contradictions that have developed in the Russian regions: demand for skilled labor and shortage of labor resources, which is covered by low-skilled labor migration. As a result, a negative trend is developing — segmentation of labor markets in regions where two parallel demands for skilled and low-skilled labor are formed. The study recorded a positive relationship between the number of migrant workers and GRP, which indicates a steady demand for foreign labor force (FLF). Along with this, the impact of migrant workers on human capital in the Russian regions has undergone significant changes, and not all regions have received and receive a positive contribution from foreign labor force. Also, the results of the study confirmed not only the important role of labor migration for human capital, but also confirmed the hypothesis that labor migration has a positive impact on human capital by enhancing its qualitative characteristics in difficult or critical moments of the development of Russian regions, and therefore the demand for labor migration will continue in the medium term. In essence, labor migration, human capital and GRP are communicating vessels. The conclusion is made about underestimation of the program of voluntary compatriots' resettlement, which had a positive effect on the development of regional economies in 2014. In view of this, the author believes that the program needs a serious revision in order to attract skilled labor migration and increase the human potential of the country.

From 1980 to 1996, Australian researchers identified consistently inferior labor market outcomes for professionals from non-English-speaking background source countries. In 1997, the incoming conservative government initiated a major review of Australia's skilled migration program, based on a determination to ‘select for success' among applicants. Subsequent initiatives included mandatory English language testing, rigorous qualifications screening, incentives for international students to migrate, and abolition of income support in the first two years post-arrival. This article provides a detailed analysis of factors leading to this policy transformation. Labor market outcomes for 2001 are defined, including a halving of unemployment among recently arrived migrants.

Immigration has always been a key of the Australian social and economic development. Australia administers separate Migration and Humanitarian Programs. The Migration Program has two streams: Family and Skill. The smaller Special Eligibility stream includes groups such as former Australian citizens and former residents who have maintained ties with Australia. The Skill stream of Australia's Migration Program is specifically designed to target migrants who have skills or outstanding abilities that will contribute to the Australian economy. The migration to Australia of people with qualifications and relevant work experience can help to address skill shortages in Australia and enhance the size, skill level and productivity of the Australian labour force. Skilled migrants were mainly employed in managerial, administrative, professional or paraprofessional occupations or as traders. Permanent movement represents the major element of net overseas migration. Australia has experienced not only permanent influx of skilled but longterm movement as an affect of globalisation of business, the creation of international labour and education markets and cheaper travel. The level of longterm movements is strongly influenced by both domestic and international conditions of development, particularly economic conditions. More Australians are going overseas to work and study and foreigners are coming to Australia in larger numbers for the same reasons. Skill migration in FRY is mostly correlated with the economic situation in the country. Skill stream from FRY to Australia has been significantly increased since 1990. In the Australian official statistics separate data for the FRY has been available since July 1998. Prior to July 1998. FRY component was substantial proportion of total Former Yugoslav Republics. Estimated Serbian skill stream is around 4500 people.

AbstractThis paper proposes a multi-country model of international migration in which college-educated workers choose destination countries, preferred types of visas, and the optimal durations of stay. In this framework, I investigate the global implications of further development of the European Union (EU) program of preferential temporary visas for the highly skilled immigrants and compare them to the effects of income tax allowances for medium-term, college-educated, foreign workers. The two counterfactuals indicate a significant rise in the yearly inflows and total stocks of college-educated immigrants into the EU. The outcomes of the former policy are driven by a “visa-substitution” effect within the group of current migrants, while the latter scenario results in an increase in the pool of international migrants. Both policies induce a “destination–substitution” effect: losses of skilled migrants by non-EU states, which is reinforced by multilateral resistance to migration that is micro-founded in the model.

With increasing use of skilled temporary migration by employers and its significant influence upon Australia's permanent migration intake, the 457 visa has far-reaching implications — both for the domestic labour market and for the long-term composition of the Australian population. The scheme was introduced in 1996 to facilitate the temporary migration of skilled overseas workers to alleviate domestic skill shortages. Predicated upon a premise of business demand, the scheme allows employers to sponsor overseas workers whose occupations are on the Consolidated Sponsored Occupation List. Verification of whether the employer's attestation of a skill shortage is genuine is provided through employer-conducted labour market testing for certain occupations and the market salary rates requirement. This article questions whether these regulatory mechanisms are effective for ensuring the 457 visa program meets its objectives.

Purpose – The purpose of this paper is to examine participants’ experiences as they transitioned from the skilled trade labor workforce to the school teaching profession. Their goal was to work in the secondary school system as certificated teachers. Design/methodology/approach – The study examined interview data from a 2014 to 2015 evaluation study of participants in the Career and Technology Studies Bridge to Teacher Certification Program in Alberta. Interview comments of 20 participants were analyzed. Findings – Participants earning a bachelor of education degree countered their skilled trade habitus with adjustment to the university habitus, with support provided though the program and strong networks among the students. Individuals demonstrated resiliency, persistence, and optimism. The findings may have significance more broadly for a re-examination of university policies and spaces for non-traditional students. Originality/value – The paper provides an insight into how a well-designed program provides opportunities for individuals to transition from the skilled trade workforce to university. Further, the paper contributes to the scholarly literature in the area of second-career teachers’ habitus, fields, and capitals.

This article examines whether Australia's regulatory settings for temporary migrant labour are working effectively and argues that a backdoor currently exists which permits the entry of low skilled migrant workers on visas which are not for a work purpose, namely the international student visa and the working holiday maker visa. We propose that an explicit visa pathway be created for low and semi-skilled workers so that the working conditions of these visa holders are more appropriately monitored and to enable Australia's temporary labour migration program to better meet skill shortages in the economy.

Discussion of skilled migration often focuses on skill shortages and global labour market trends, with little attention directed to the individual experiences of the migrants themselves. ‘Divina’ is a migrant nurse who left her home country of the Philippines to gain work in Australia. In the process of this migration, Divina was drawn into a complex web of co-ethnic relationships with migration intermediaries that shaped much of her experiences with respect to entry and employment in Australia. Her story highlights how migration intermediaries can exacerbate the precarious and vulnerable position of skilled migrants. The dangers are particularly striking for those migrating from non-English-speaking and/or developing nations, where vulnerabilities can be entrenched by ‘trusting’ co-ethnic relations forged between sending and receiving countries.

This article investigates the extent to which policy transfer activities facilitated by Indonesian skilled returnees after finishing their studies in Germany can support various local actors in accelerating developmental progress in their homeland. By using the five-dimensional policy transfer (Evans, 2017), this study found that returnees strengthen the working environment by promoting exchange of knowledge, improving current work methods, and advocating for most common forms of transfer including knowledge sharing, experiences, and networks that they had while abroad. The research also found that most cases of successful policy transfer adoption were characterized by hybridization of new ideas with existing policy and institutional framework in organizations that participated in the program.

This article examines the ‘new’ migration for work phenomenon gripping Southern Europe since the Global Financial Crisis struck in 2008, by focusing on the case of skilled Greeks migrating to Germany for work purposes. In applying Honneth’s concept of emancipation to the domain of work, the article frames emancipation as a phenomenon which emerges from an individual’s search for meaningful work and as a form of resistance to deteriorating institutions and social injustice. Informed by this is an assessment of the new migration for work phenomenon from Greece to Germany by employing survey data on the perceptions of skilled emigrants. Following analysis of the findings, it is concluded that migration is a form of emancipation that allows individuals to regain recognition and self-respect while also to protest the erosion of social and human rights in their home country.

The article deals with a popular direction of the migration movement of Ukrainians in the conditions of increasing migration flows from Ukraine, in particular, the migrations of Ukrainians to Germany. The purpose of article is an analysis the current wave of migration from Ukraine to Germany and assessing the prospects for the development of migration processes in this direction. The modern fifth wave of migration from Ukraine to Germany, which began after 2010, stands out as an integral part of the history of Ukrainian migration and differs from the”wage-earning» wave on the grounds that it is characterized also by noneconomic motives of migration. The quantitative and socio-demographic characteristics of Ukrainian migrants, especially the fifth wave, their migration experience, educational level and employment were determined on the basis of an analysis of data from the Federal Office of Statistics of Germany and other sources. Particular attention is paid to highly skilled labour migrants from Ukraine who came to Germany after 2010: the reasons for their migration, sources of access to the German labour market, primarily through the Blue Card program and through the educational channel, are being investigated. Further prospects for labour migration from Ukraine to Germany are evaluated in the context of the new migration law in Germany: done a comparative analysis of the migration attractiveness of Germany and Poland, which has significantly simplified migration from Ukraine, and assessed the possibility of returning migrant workers to Ukraine. It is concluded that a further gradual increase in the number of highly skilled Ukrainians in Germany and the final elimination of the fifth wave of Ukrainian migration is dominated by professionals.

Skilled migration has been an important part of the socioeconomic development and progression of many industrialised Western countries. However, successful migration includes facilitating sociocultural and professional environments, policies, and practices in a way that utilizes the skills of migrants appropriately. Internationally educated physicians (IEPs) are an important part of the health and wellness care program of these countries. Nevertheless, because of regulations and limited available positions, many of these migrated physicians find they cannot enter into the healthcare workforce as practicing physicians. Utilizing their health-related knowledge and skills through nonphysician careers in health and wellness is a beneficial way to integrate these highly skilled professionals into a country’s socioeconomic flow. Despite the availability of alternative careers for IEPs, we identified that these paths are often not explored and facilitated, resulting in un/underemployment and wastage of these highly skilled human resources. A lack of willingness among IEPs, under/overestimation of their transferable skills by themselves and by potential employers, and a lack of strategic support and career guidance are prominent obstacles. A collaborative approach from multiple sectors, including academics, integration service providers, and policy makers, is needed to create awareness of these alternative opportunities and facilitation of the socioeconomic integration of IEPs.

The principal arguments reported are that the labour-market practices of large accountancy firms have restructured the demand for professional labour on a global scale. Accounting staff are subcontracted to their firm's international office networks or multinational clients through secondment, transfer, or exchange procedures. Equally, those firms who are members of global accountancy networks subcontract their staff to the international independent member firms.

This study aims to identify and analyze opportunities, challenges, constraints and efforts of vocational high school or Sekolah Menengah Kejuruan (SMK) to create graduates especially accounting programs that are able to manage village funds. The object of the study are accounting program students of SMK PGRI 2 Cibinong. Data used in this study are primary data and secondary data. Data is collected using interviews, observation, and documentation. Data analysis methods use data reduction, data display and conclusion drawing/verification. The results of this study show that the SMK PGRI 2 Cibinong Bogor aware of the opportunities for SMK graduates of the accounting program to fill the scarcity of skilled human resources to manage village funds. But teachers have less experience in the practice of village fund accounting so that they do not have confidence in teaching. Other constraints are less discussion of government accounting in the accounting syllabus and the absence of a standard handbook/module for teachers to teach accounting subjects.

In this paper we analyze the pre-to-post migration occupational mobility of Mexican migrants to the U.S. using occupation and migration histories from the Mexican Migration Project. We compare the first occupation in the U.S. to the last occupation in Mexico, and the occupation in the last year spent in the U.S. to the occupation in the first year, by sex, using multinomial logistic regression models. The multivariate analyses account for individual, migration, and context characteristics. Our findings show rigidities in occupational structure for migrants and low opportunities for mobility after migration. Most men experience lateral mobility upon arriving to the U.S., and are unlikely to change occupations afterwards. Most women enter lower-status occupations or exit the labor force upon arrival, especially if highly educated or skilled. Undocumented men and university educated women are more likely to experience downward mobility. These patterns remain even after accounting for migrant networks.

The Australian government claims that its emphasis on skills in the migration program has paid off, with recent migrants achieving superior labour market outcomes to previous cohorts, and contributing more to the ‘productive diversity’ of the Australian workforce. Such sentiments are supported by most contemporary scholars of migration. Their conclusions stem from the adoption of a human capital approach where migrants’ labour market outcomes are seen to directly reflect their individual skills and other attributes, as opposed to social and institutional practices such as discrimination or exclusion. In this article we subject the prevailing ‘success story’ about skilled migration to scrutiny, and point to alternative ways of interpreting the empirical evidence (namely, longitudinal survey data) as well as alternative ways of explaining the incorporation of migrants in the Australian workforce.

We develop a county-level recursive dynamic computable general equilibrium (CGE) model of Orleans Parish (OP) to examine local economic impacts of migration and brain drain after Hurricane Katrina. To incorporate hurricane-induced brain drain in the CGE model, we use a reduced-form model to estimate the change in the share of college graduates caused by hurricane-induced damages. Calibrating the model using pre-disaster social accounting matrices (SAMs) in 2004, we find that permanent loss in population and skilled labor results in 33.57% decline in county-level gross regional product (GRP) in 2012 relative to the 2012 business as usual scenario (BAU) that assumes steady annual growth without Hurricane Katrina. Interestingly, we find that skill loss causes larger decline in GRP than overall decline in population. After accounting for post-disaster public assistance by recalibrating model using 2012 SAMs, we find a lower declining rate of 6.36% in GRP.

Since then hundreds of thousands of Chinese have migrated to the country, first from Southeast Asian countries, then from Vietnam, Hong Kong and Taiwan before direct immigration from China resumed in the mid-1980s. Lately, Australia has placed more emphasis on admitting skilled and business migrants, but has still maintained an annual intake of tens of thousands of Chinese, making China the third largest source of overseas-born Australians. Many believe that the Chinese have come to Australia under its normal migration program, such as the skilled, business or family programs thus overlooking the fact that a high proportion of them have obtained their residency in Australia either directly or indirectly only after having gone through Court battles. This paper seeks to examine how many of the Chinese have fought for residency in the courts, and to outline the characteristics of their experience in the post-White Australia era. It aims to provide an analysis of the complex dimensions of global migration and transnational politics where certain aspects of socio-political life and politics of the immigrants’ home country have conflicted with the immigration policies and procedures of their receiving country and gradually become part of the politics of the host country.

I develop a spatial-equilibrium model to quantify the distributional impacts of international trade in an economy with intranational trade and migration costs. Focusing on China, I find that international trade increases both between-region inequality among workers with similar skills and within-region inequality between skilled and unskilled workers, with the former accounting for 75 percent of the overall inequality increase. Ignoring spatial frictions will underestimate trade’s impact on the overall inequality and overestimate its impact on the aggregate skill premium. Purpose This paper aims to explore the experience of self-initiated expatriates (SIEs) moving from the global South to the global North. It considers the relationship between country of origin and host country, the role of non-traditional destinations and the choices made by SIEs. Design/methodology/approach In-depth interviews were conducted with Indian SIEs and key experts to explore the motives, identities and life narratives of skilled expatriate Indians in France. Findings The results shed light on how individuals’ careers are fashioned through the intersection of identities; highlighting the interplay between country of origin and the host country as a catalyst in SIEs’ choice of destination. Furthermore, the authors demonstrate a strategic form of agency exercised through these SIEs’ choice of an unconventional destination. Research limitations/implications The intricate nature of SIE trajectories holds implications for migration theory, diaspora studies and career theory. SIEs from the Global South adopt varying strategies linked to specific host-country career offerings, often in sharp contrast with home-country opportunities. Practical implications The results inform managerial and policy-maker understandings of career motivations for mobile skilled workers moving for career and lifestyle. For countries seeking to attract talent, the findings demonstrate the roles of host-country immigration policy, country reputation and perceived career opportunities. Originality/value This study helps address research gaps in relation self-initiated expatriation from the Global South to the North. At the same time, it identifies the potential for transitional spaces and the relationship between countries, identity-formation factors and career agency. These findings on France as a transitional space – one of intermediacy and in-betweenness, where self-identity and future career projections can be re-imagined and reshaped – shed new light on how SIEs and their movements can be conceptualized.

Through examination of the experiences of trailing wives, it highlights the interconnected roles of state regulation, industry practice and destination communities in the gendering of transnational labour migration. Specifically, we attend to the experiences of trailing wives accompanying partners who migrated to Boddington in rural Western Australia to take up skilled work in the nearby gold mine, and incorporate (inter) related perspectives of local community members, in particular the provision of substantive migrant support by a key local figure. This research extends the labour migration literature in two ways. First, it develops understandings of how transnational labour migration fortifies gendered divisions of reproductive labour and, importantly, can encompass unpaid reproductive labour in local communities. Second, this article foregrounds the ways in which complex configurations of unpaid and paid reproductive labour – in households, community spaces and work-camp – underwrite economic globalization.

Reforms to the Migration Act and Regulations in 2008 were designed to prevent the subclass 457 visa program from being used to exploit migrant workers and undercut Australian conditions. Stakeholder consultation, market-rate requirements, and ongoing compliance obligations extending to workplace and occupational health and safety laws were intended to restore confidence in the integrity of the temporary skilled migration scheme. The application of Australia’s migration laws to the offshore oil and gas industry is complicated by issues surrounding the definition of the migration zone and confusion about the circumstances in which employees may or may not require a visa to work. The recent Federal Court decision in Allseas Construction SA and the Minister for Immigration and Citizenship found that overseas employees working on vessels engaged in laying gas field pipelines are not working in the Australian migration zone and therefore are not required to have working visas. Recent changes to the employer sanctions regime were intended to discourage employers from breaching the rules and encourage strict compliance. Some overseas workers, however, are excluded altogether from regulation under the Migration Act and Regulations, even though the skills shortages in the resources sector have created strong demand for overseas workers. Unions and others have, therefore, expressed renewed concerns about the potential for overseas workers to be exposed to underpayment, abuse, and substandard working conditions.

Academic mobility is one of the key directions of development of intellectual potential and realization of professional opportunities of both youth and highly qualified specialists, scientists and teachers. This category of the population is the intellectual potential of the country, able to carry out an “innovative breakthrough” of the economy, able to act as a mechanism for strengthening the integration processes in the Eurasian space (within the EAEU and SCO), as well as to become a certain reserve for the demographic development of some Russian regions. The term “circulation of minds” is defined, which has become increasingly used in relation to the emigration of specialists from Russia. The circulation of minds implies that the migration of highly skilled professionals and scientists follows the movement of capital and projects, is temporary and returnable. The concept of “academic mobility” is specified and its key characteristics are given. The evaluation of the implementation of international programs to promote academic mobility, including such programs as Erasmus Mundus, DAAD, Tempus, Fulbright Program, etc., which allow participating countries to obtain positive socio-economic, scientific and demographic effects. Unfortunately, this potential of educational migration is not fully realized in Russia. In addition, the Russian science lacks the necessary amount of scientific research on the problems of academic mobility, which is largely due to the negative “color” of educational migration in the country, due to the significant attention to the problem of “brain drain”. Nevertheless, in our opinion, Russia has enormous unrealized potential and unique opportunities for the development of academic mobility. In conclusion, there are proposals for the formation of Russia’s policy in relation to the development of academic mobility, maintaining a positive trend to attract highly skilled migrants from near and far abroad, but also for the further development of forms of academic mobility.

As competition for graduate jobs increases, students need to consider new ways to differentiate from equally qualified and skilled candidates. The investigation determined the significance of a curriculum in the working environment and graduates' employability. The examination contrived a sum of 169 respondents on a snowball testing strategy. Frequency and simple percentage, weighted mean, Chi-Square Test of Independence, and One way ANOVA was utilized to treat the data. The findings revealed that communication skills, basic accounting skills, & financial reporting skills are among the essential skills to acquire to serve a spot on the labor market. The investigation further revealed a significant association on civil status, length of time to get a job after graduation, Nature of work on the first and current job, work status, graduate studies, and the degree of enhancement the graduates suggested to meet the demands of the profession. It also revealed a statistically significant distinction following the respondents' profile when grouped by its influence on the proposed program enhancement suggested by the graduates. The study concluded that maximizing graduates' employability, the viability of curriculum enhancement and teaching methodologies, and necessary facilities must be concentrated to depict the utmost realization of objectives and goals of the program. It further concludes that a strong partnership with an internship program can increase alignment between educators, students, and industries.

This paper based on impact of foreign labour migration on household economy of Gauradaha municipality, ward no. 4 Jhapa district. The aims of this paper are to identify the causes and impacts of labor emigration in the place of their origin. It is a cross sectional and descriptive study with primary source of data. Study selected 132 household and 145 numbers of form fill up within one month and have used purposive sampling method (non-probability sampling). At last, SPSS (Statistical Package for the Social Sciences) program is used to compute the data. Frequency distribution, and cross table analysis are the main output of the analysis. The analysis has been done on the basis of data generated from the interview, the study has revealed unemployment, Poverty, lacks of opportunity in the home country is the reasons and obligations of labour migration. Gulf countries followed by East/South-East Asian countries have been the major destination of migrant workers. Due to the lack of higher education and proper training, they face problem in languages, skilled and are compelled to work as unskilled manual workers. Therefore, they have been working abroad in lower wage and salary due to the lesser skills. Bank and Hundi/IME are the major sources to transfer the remittances to their households. To buy essential goods and maintain the house expenses have been the first priorities of using the remittances. Besides, they have invested on education of their children and constructing houses.

The number of migrants arriving in the UK from the EU accession countries has been higher than projected. The evidence indicates that they have been over-represented in low-paid and low-skilled jobs. This is arguably transitory and there should be good prospects of upward mobility. Over-qualification among A8 migrants, measured using the Annual Population Survey data, is examined in this article. The findings show that A8 migrants have been subject to migration penalties at the high end of the UK labour market. There are persistent labour market disadvantages for A8 migrants in the UK and their over-qualification may be a long-term concern.

This study examines the impact of attaining permanent resident status on the employment integration of migrant caregivers in Canada. The authors use survey data from 631 caregivers who arrived as migrants under a temporary foreign worker program before transitioning to permanent residency, as well as data from 47 focus group discussions. The authors find that although most caregivers do switch out of caregiving work over time, they often remain within a few, lower-skilled occupations. Postsecondary education acquired before migration has no impact on occupational mobility. Caregivers’ lack of financial stability and the stigmatization of their employment experience often constrain their labor market options; moreover, an emotional bond and sense of obligation toward employers often hinder their ability to move out into other occupations, even after receiving legal permanent resident status. From the empirical results, the authors provide theoretical insights into the complex relationship between immigration patterns and labor markets.

Abstract Migration has become a topic of great interest of the 21st century, as it triggers multiple advantages and downsides, both for the people and communities implicated, depending on the policies in place. International migration should not be perceived as an issue that needs to be solved, but rather a global phenomenon that can reduce poverty and foster inclusive growth and sustainable development, both in origin and destination countries. The most highly-skilled immigrants represent a key factor in enhancing innovation and technological change processes, which are essential aspects of social and economic development. The purpose of the study is to analyse the impact of highly educated immigrants (with tertiary-educated immigrant employees and foreign PhD students) together with R&D investments on innovative activity (proxied by the number of patents applications), in the case of the ten countries which joined the EU in 2004. The evaluated time frame is from 2011 to 2017. For the econometric analysis of the panel data, we developed fixed-effects linear regression models, at the country-level. The indicators computed are relevant to the innovative activity. The econometric estimations highlight a positive correlation between educated migrants and the number of patent applications in all ten countries. This nexus is even strengthened when we take into consideration other relevant impact factors, such as investments in R&D and human capital. Therefore, the more efforts and investments are devoted to R&D and highly educated individuals, the more predictable the innovation is.

This paper analyzes recent policy reforms made to foreign care work in Japan. The two policy reforms discussed in this paper are 1. The expansion of categories in the Technical Intern Training Program (TITP) and 2. The inclusion of domestic workers into the Japanese labour sector through the use of National Strategic Special Zones. By analyzing these policymaking processes, the following four observations were made salient. 1. That policy reforms were largely driven by economic motivations; 2. That the policymaking processes that determined the nature of these reforms were led by politicians who were acting on behalf of the interests of business leaders; 3. That the Japanese government continues to utilize policies that deny labourers permanent residency or citizenship status, such as temporary worker programs, in order to avoid implementing migration practices that allow workers to become Japanese citizens; and 4. That the government holds contradicting attitudes towards care work, whereby eldercare is increasingly considered professional/skilled work, while domestic work is regarded as low/semi-skilled labour. These findings suggest that Japan’s foreign care immigration policies are designed to recruit temporary workers in ways that violate their human rights for the purpose of exploitation, in addition to the original goal of transferring skills to sending countries. With this in mind, I conclude my paper by arguing that these policymaking processes reproduce a gendered, racialized, and classed international division of labour and a global care chain

The purpose of this study was to explore economic and management sciences (EMS) as ground rule for Grades 10 to 12 accounting learners in South Africa. The objective of introducing EMS in schools was to equip learners with basic real-life skills in accounting, economics, and business. This requires educators who are highly skilled and well vested with the content of EMS to impart knowledge to learners. However, research has shown continuous challenges in accounting, as it is regarded as a difficult subject due to a high failure rate. Data were obtained through semi-structured interviews from six EMS educators who were purposively sampled. The results revealed that EMS educators are qualified for either one or two EMS disciplines, resulting in EMS being taught by unqualified educators with inadequate content knowledge (CK) due to the scarcity of qualified educators. The study revealed a continuous neglection of accounting content, as EMS educators focus more on economics and business studies. The study also revealed that the time allocated to teach EMS is insufficient and that accounting should not be merged with other subjects as it requires more time. We recommend that the way in which EMS educators are trained should be reviewed. In addition, we suggest that a special program should be designed to fully equip EMS educators in all three areas to ensure the availability of qualified EMS educators. We further recommend that the Department of Education should review time allocation for EMS.

People’s mobility and international migration are quite interesting phenomena to discuss. Until now, there are still differences in views between industrialized countries and developing countries regarding the contribution of migration to development for both sending and receiving countries. This paper aims to analyze based on existing secondary data the linkage between migration and sustainable development. For analysis, this study uses a descriptive approach, with secondary data as the primary source. The analysis found that both sending and receiving countries - benefited from population mobility and international migration. The least developed countries in the economy and overall infrastructure are supplying countries for this migration process, and increasing remittances and skilled workers to help other countries. Although it is realized that this condition is the impact of the weak economic system of developing countries on the one hand and the demographic that occur in advanced industrialized countries on the other. To maintain the stability of the supply chain for economic development, international migration is included as one of the sustainable development programs that apply more humane values. Therefore, migrants should be seen as potential contributors to the growth of sending and receiving countries, and some even claim that they are heroes of foreign exchange. Makalah ini bertujuan untuk menganalisis berdasarkan data sekunder yang ada mengenai keterkaitan antara migrasi dan pembangunan berkelanjutan. Untuk analisis, penelitian ini menggunakan pendekatan deskriptif, dengan data sekunder sebagai sumber primer. Hasil analisis menemukan bahwa kedua negara-negara pengirim dan penerima - mendapat manfaat dari mobilitas penduduk dan migrasi internasional. Negara-negara kurang berkembang dalam ekonomi dan infrastruktur secara keseluruhan menjadi negara pemasok untuk proses migrasi ini, dan meningkatkan pengiriman uang dan pekerja terampil untuk membantu negara lain. Meskipun disadari bahwa kondisi ini merupakan dampak dari lemahnya sistem perekonomian negara berkembang di satu sisi dan faktor demografi dan kesuburan yang terjadi di negara industri maju di sisi lain. The problems of foreign labor in Japan have become increasingly serious economically, politically, and socially in recent years. In response to increasing labor shortages and high wages in Japan, ever larger numbers of foreign workers are entering Japan and illegally engaging in unskilled work under poor working conditions. The amended law of immigration control was put into effect on 1 June 1990, strictly prohibiting the entrance of foreigners for unauthorized work while opening doors more widely for highly skilled and knowledgeable workers. This article first briefly reviews the recent penetration of the Japanese labor market by foreign workers and then discusses potential merits of international migration of workers as well as likely demerits or dangers associated with the spontaneous influx of foreign workers into Japan under the current institutional and social conditions. The article finally proposes a large-scale work and learn program jointly administered by the government and private sector as a policy remedy to maximize the merits, and to minimize the demerits, of accepting foreign workers.

Current Vietnam – Russia relations are a continuation of the former Vietnam – Soviet Union traditional relations. Looking back at the reality and prospect of cooperation between the two countries over the past 20 years, from a strategic partnership to a comprehensive partnership, it can be seen that both sides have their potential and interests in this cooperation. These relations are increasingly deepening, especially in the areas where both sides have strong points, starting from politics and diplomacy, economy, culture and society, and up to national security and defense, where the two countries have reached great achievements. In particular, labor cooperation is an important foundation for promoting Vietnam – Russia relations to the next level. Vietnam with a population of 96.2 million people, has a labor force accounting for nearly two-thirds of the population including young, qualified and skilled workers. Therefore, sending workers abroad is a major policy of Vietnam in order to create jobs for workers and develop the country’s socio-economic sphere in the process of international integration. After many years of stagnation, the Labor Cooperation Agreement was signed (in 2008) between the two sides as an important foundation for sending the Vietnamese labor force to work in the Russian Federation. The COVID-19 pandemic also has a profound impact on Russia in all aspects – not only on the country’s economic and social development in general but also on the lives of migrant workers and labor cooperation between Russia and Vietnam in particular. The paper analyzes labor cooperation between the two sides, including its legal basis, and proposes a number of solutions to overcome difficulties caused by the impact of the COVID-19 pandemic.

Abstract Agency-based supervision is essential to skilled practice and staff retention, directly impacting the quality of services. The Supervisory Leaders in Aging (SLA) program was designed to strengthen supervision of the aging services workforce. SLA was implemented in four states and trained 134 social work supervisors. The purpose of this study was to develop a novel, comprehensive, and practice-informed measure of supervisory best-practices in gerontological social services. The primary outcome for the SLA program was the Practice Inventory for Supervision in Aging Services (PISAS), which evaluated the frequency of recent use of best practices as identified by the project team and vetted by instructors and an interdisciplinary advisory board. Reliability and confirmatory factor analyses were conducted to examine its psychometric properties. Findings demonstrated the scale had good internal consistency reliability (ɑ = 0.88). Confirmatory factor analyses indicated a three-factor solution, 1) Gerontological Social Work Skills, 2) Program Development Skills, and 3) Supervision and Leadership Skills, accounting for 72% of the variability in the 27 items. Gerontological Social Work Skills captured best practices regarding mental health in late life, heightening awareness of elder abuse, and working with families. Program Development Skills captured assessment, measuring outcomes, and translating evidence into practice. Supervision and Leadership Skills captured individual supervision, group supervision and leadership in interdisciplinary practice. Results indicated that PISAS is a reliable and valid measure of use of best practices in gerontological social work supervision. Further implications and limitations of this measure in assessing outcomes of gerontological education and training programs are discussed.

The article analyzes the achievements and problems, which US President Donald Trump encountered during the implementation of his election program to transform the country. Author consider these subjects in the broad context of the transformation of the modern world order and the change in the narratives of global geopolitics. The author emphasizes that the United States is committed to the re-industrialization and nationalization of the American economy in the context of the coronavirus pandemic and the general global uncertainty of the prospects for world development. Main components of such politics are the struggle for jobs for Americans and competition for highly skilled labor in the global labor market. The main topic of research is focused on migration policy is an essential component of the overall reform plan. Taking into account that until recently the USA was the largest economy in the world, the author concludes that the US migration policy has a multifaceted global impact on the international labor market, since the USA is the main importer of labor. The main factors that have a decisive influence on the effectiveness of the implementation of the declared course are the features of the functioning of the American labor market (including the high cost of local labor and the lack of qualified personnel in a number of sectors of the American economy). Analyzing the effect of these factors, the author notes their contradictory effect on the country's economy and concludes that the measures taken are insufficient due to the situation of tough confrontation between the main political forces in modern America. The author claims that the growing global competition for highly qualified personnel will remain one of the main trends of the upcoming era. The aim of the work is conceptualization of approaches to the study of migration processes in the conditions of the technological transformation of the modern world and the interpretation of international experience in the reform of migration policies.

The paper outlines the most important shipbuilding strategies in Romania that would allow this industry to increase its performance to be competitive. The research is mainly based on the collection of information from experts in the field from ANCONAV (Romanian Shipbuilders Association), specialists in design and production, and shipyard managers in Romania. The SWOT analysis was based on this information and was the starting point in formulating the strategies. The quantitative determination of the importance of each factor and sub-factor from the SWOT matrix in view of ranking the strategies, but also the verification of the points of view of the experts in the field were performed using the Analytical Hierarchy Process Method (AHP), using Excel applications. The obtained results consisted in identifying the internal and external environmental factors and formulating the main strategies with positive effects on the Romanian naval sector (the development of a Romanian cluster, the consolidation of the position on the global ship market through aggressive marketing, investments regarding the construction of ecological ships, the development of centers of excellence for exploiting the research-development-innovation capacity, the limitation of highly-skilled labor migration, expanding the digitalization, and developing a marketing policy to promote the national shipbuilding companies globally).

Canadian temporary foreign worker programs have been proliferating in recent years. While much attention has deservedly focused on programs that target so-called low-skilled workers, such as seasonal agricultural workers and live-in caregivers, other programs have been expanding, and have recently been reorganized into the International Mobility Program (IMP). Streams within the IMP are quite diverse and there are few legal limits on their growth. One of these, intra-company transfers (ICTs), is not new, but it now extends beyond professional and managerial workers to more permeable and expansive categories. As a result, unions increasingly face the prospect of organizing workplaces where ICTs and other migrant workers are employed alongside permanent employees, raising difficult legal issues and strategic dilemmas. This article presents a detailed case study of one union’s response to this situation.

This simulation affords an opportunity for learning to audit system development for an accounting application. The simulation responds to the growing emphasis on controlling system development for complying with the internal control assurance requirements of Section 404 of the Sarbanes-Oxley Act of 2002 (U.S. House of Representatives). Because of the lack of detailed accounting standards for vendor incentives, learners have to construct a working definition of “systematic and rational” allocation of incentives in order to develop audit objectives and procedures. In the simulation, learners (1) develop objectives for auditing the specific project of migration of legacy code for vendor incentives and the system development for a group of projects, (2) design audit procedures to achieve the audit objectives, (3) execute the audit procedures by querying the databases, and (4) communicate objectives, procedures, and results in a report. The simulation is staged with conversations among audit staff members and the company's system development manager, databases containing application test data and program library transactions, and readiness questions. Although the databases are supplied in the form of Microsoft Access® files, the simulation can be worked with any database query tool. The simulation helps learners develop their capabilities for designing audit objectives and procedures for testing system development and for querying databases.

The development of a reliable tagging program requires simulation testing the experimental design. However, the potential for model misspecification, particularly in the underlying spatiotemporal dynamics, is often ignored. A continuous time, spatially explicit, age-structured, capture–recapture operating model was developed to better emulate real-world population dynamics typically overlooked in spatially aggregated or discrete time tagging models. Various spatiotemporal model parametrizations, including case studies with Atlantic bluefin tuna (Thunnus thynnus) and yellowfin tuna (Thunnus albacares), were explored to evaluate the bias associated with Brownie tag return estimation models. Simulations demonstrated that accounting for connectivity was essential for obtaining unbiased parameter estimates and that migration rates could be reliably estimated without the correlation associated with other parameters (e.g., between tag reporting and mortality). Mortality parameter estimates were particularly sensitive to the temporal dynamics of the tagging and fishing seasons, but accounting for the seasonality in tag releases and fishery recaptures allowed for relatively unbiased estimation. Our results indicate that parameter bias and uncertainty can be severely underestimated when discrete time or spatially aggregated operating models are used to determine optimal experimental design of tagging studies.

Objective:The purpose of the present article is to present preliminary data related to the gynecological history and current health status of pregnant refugees that reside in long-term refugee camps in Greece. Materials and Methods: The study was funded by the European program “PHILOS – Emergency health response to refugee crisis” of the Greek Ministry of Health, implemented by the Hellenic Center for Disease Control and Prevention (HCDCP), funded by the Asylum, Migration and Integration Fund (AMIF) of EU’s DG Migration and Home Affairs.Refugee pregnant women who resided in long-stay refugee camps of the mainland in Greece in 2017 were recruited. Results: Overall, 456 pregnant women were enrolled in the present study with a mean age of 27.5±6.9 years (median 27, range 17-48 years). 182 women (39.8%) were primigravidae. Mean gravidity was 2.4 (median 2, range 1-11). Among them 105 had a previous delivery, 75 women had 2 previous deliveries, 50 women had 3 previous deliveries and 14 had four previous deliveries. Of those, only six women had access to prenatal screening.Twenty-three women (5%) reported that had at least an artificial abortion performed (median 1, range 1-4) and 87 women (19.0%) had at least one spontaneous abortion (median 1, range 1-6).Two hundred and three women (44.5%) reported the use of a contraceptive method. Among them withdrawal (pull-out method) was the most prevalent accounting for almost half cases (36.9%), by followed by condom, intrauterine devices (IUD) and oral contraceptives. No differences were observed after checking the potential differences among the different age groups (p=.234). Conclusions: Refugee women that reside in long term refugee camps have limited access to national healthcare systems concerning their gynecological and obstetrical assessment. Future studies, should specifically target these problems to help structure specific healthcare plans that will ensure maternal and fetal well-being.

Background: Recent studies on the impact of migration on the geographical distribution of the HbS allele have highlighted sickle cell disease (SCD) as a global public health issue. Although considered a "rare disease" due to its global frequency in the 28 countries of the European Union, SCD is the most common genetic disease in France and the United Kingdom and its frequency is steadily rising in many other countries of central and southern Europe. At present, less than 50% of children with SCD have access to TCD screening in the USA and Europe. Most centers use the non-imaging approach, as described in the STOP trials, which is a "blind technique" where there is no guiding anatomical information and thus relies heavily on operator experience. Some centers now use imaging TCD which provides anatomical information enabling the Circle of Willis to be visualized and so facilitates identification of the basal cerebral arteries and orientation of the Doppler beam when acquiring blood velocities. The primary study objective was to determine the effectiveness of the modular training program in achieving the high level of scanning competency described in the STOP trial, irrespective of practitioner background and when using either non-imaging or imaging TCD. Methodology. The modular TCD training program was developed at the training center in London and delivered to trainees at all three centers (London-UK, Padova-Italy and Dublin, Ireland). The program comprised of a 2-day instructional course covering theory and practical aspects of TCD and incorporated significant hands-on instruction. This was followed by trainees scanning at their own hospital until they had collected a log book of at least 40 scans (within a one year period), after which a scan review and competency evaluation was performed. Results.Modular training program.Nine training courses were held (six in England, one in Ireland and two in Italy); these were attended by a total of 51 trainees (Table 1). Approximately half the trainees (45%) successfully completed the competency evaluation, 20 were still in training, two of whom had failed the assessment and eight withdrew from the program due to problems with local funding for staff or equipment. The ten trainees with an ultrasound background (clinical scientists) were able to acquire TCD skills rapidly as demonstrated by the high pass rate. The findings were more variable in the clinician group (pediatricians and nurses) with five requiring refresher courses and twelve failing to complete the minimum annual scan number (forty) due to small local sickle populations. Comparative analysis of TCD data obtained before and after training.A total of 555 patients were included in this study; 181 patients at Center 1 (52 males, mean age 7.9±3.8 (range 2-15.4 years), genotypes: 134 HbSS, 39 HbSC, 8 HbSβ thalassemia), 194 patients. Center 2 (53 males, mean age 7.4±3·2 (range 2-15.1 years), genotypes: 158 HbSS, 32 HbSC, 4 HbSβ) and 154 patients at Center 3 (50 males, mean age 6.4±3.5 (range 2-15.1 years), genotypes: 154 HbSS, 10HbSC, 16 HbSβ thalassemia). There was no significant difference in gender distribution (Chi-Square=0.313, p=0.85), but more young patients were recruited in Center 3 (ANOVA, F=8.9, p<0.001), more HbSC patients in Centers 1 and 2 and more Sβ thalassemia patients in Center 3 (Chi-Square=21.0, p<0.001).Conclusion: Diagnostic vascular ultrasound is highly operator-dependent; hence training and competency validation are essential in producing skilled TCD operators. The modular training program described here was effective in ensuring standardized TCD technique, irrespective of professional background. In this multi-center study TCD velocity measurements and STOP classification were consistent, irrespective of TCD mode and European country. We believe that this is the first modular training program that has demonstrated efficacy when delivered in different European countries. Delivery of this program in areas where TCD is under-provided will augment the number of trained TCD operators, thus facilitating access to specialist diagnostic services. This will have a significant impact on public health across Europe where SCD patients are increasing due to migration. Competency and quality assurance (QA) are important components of such a screening program; further work is in progress to develop an achievable QA program for ongoing regulation of this screening program.
