Slow sand filters (SSF) have been used to treat surface water to drinking water standards for over a century. Today many cities, including London still treat surface waters to drinking water standards, however because there are viruses that are not efficiently removed by a slow sand filter and are not killed by chlorine, communities have turned to the use of micro filtration and/or reverse osmosis to provide safe drinking water. These technologies are much more efficient if organics are removed and turbidity reduced to less than 1 Nephelometric Turbidity Units (NTU). The greenhouse industry is another potential user of slow sand filters. They are not able to recycle irrigation drainage water without it being treated to reduce bacteria, virus, and fungi.

The objective of this research was to develop management strategies for SSF that specifically meet the needs of entities using SSF for pretreatment of potable water or use in a greenhouse. This data was used to test a scour system that resulted in scouring 80 percent of the organic layer in the filter and suspending the solids for 40 minutes. A conceptual design was done for a full scale SSF that took advantage of the scour and suspension data to clean the SSF at the end of a run cycle. SSF were able to consistently produce water with a turbidity less than 1 (NTU) and with the infiltration capacity of 0.27 m3m-2. For greenhouse effluent a 1,000 square meter greenhouse that is discharging 3,600 L d-1 of drainage water would require a 12.6 m2 SSF, and the SSF for the community requiring treatment of 4.7 million liters per day of raw water was 730 m 2. The innovative cleaning system based on an air/water jet was developed to clean the SSF. Experiments were run to determine the amount of time that the solids were suspended and a scour system developed to exceed these times. The entire time for cleaning and recovery of the SSF was an average of 118 minutes for the greenhouse system and 170 minutes for the SSF serving a small community.

The slow pace to field new defense weapon systems is allowing potential adversaries to catch up to the technological advantage the U.S. has maintained since World War 11. Despite hundreds of studies, and a near constant state of "acquisition reform", the problem continues. This research analyzed the defense acquisition process as a socio-technical system, focusing on the source selection process as subset of the Defense Acquisition System (DAS) for modeling purposes to investigate the value of the separation of contracting and program management authorities. Network graphs showed how Conway's law predicted the effect of the separation of authorities on the topographic structure of the source selection process and a high network distance between the separate authorities. An agent-based model was built that showed a 26% cost (112 days) in terms of schedule because of the separation of authorities. The benefit of the separation was investigated by scoring the comments received by the Multi-Functional Independent Review Team (MIRT) for five different source selections and found that less than 1 % of comments had a likely impact on the decision and less than 4% had a likely or highly likely impact on protestability. The results showed that while there is a small benefit to the separation of authorities currently implemented in the source selection process, the cost is very high. Enough data and evidence were generated to recommend taking steps to better structurally combine the two authorities and better integrate source selection expertise into the process.

Cette thèse de doctorat a pour but d'étudier l’influence de la respiration lente contrôlée sans biofeedback sur l'activité vagale cardiaque ainsi que son action sur plusieurs processus d'autorégulation, en se basant sur le modèle d'intégration neuroviscérale (Smith et al., 2017 ; Thayer et al., 2009) et sur le modèle de résonance (Lehrer & Gevirtz, 2014). Quatre études ont été menées, auprès d'adolescents ayant un handicap mental (étude 1) et de jeunes adultes sains (études 2, 3 et 4). Les effets d’interventions courtes et longues basées sur la respiration lente contrôlée ont été étudiés, et des effets positifs ont été constatés sur la gestion du stress (intervention courte, étude 1), le sommeil (intervention longue, étude 2) et les fonctions exécutives (intervention courte, études 3 et 4), mais les effets sur les fonctions exécutives n'ont pas été médiés par l’activité vagale cardiaque. Ces résultats sont encourageants en ce qui concerne l'utilisation de la respiration lente contrôlée en tant qu’intervention à court et long terme, en tant que "solution rapide" ou routine quotidienne, mais les recherches futures doivent clarifier les mécanismes sous-jacents, en particulier en utilisant des méthodes d'imagerie cérébrale. This PhD thesis was aimed to investigate the influence of slow-paced breathing (SPB) without biofeedback on CVA, as well as its action on several self-regulation processes, based on the neurovisceral integration model (Smith et al., 2017; Thayer et al., 2009) and on the resonance model (Lehrer & Gevirtz, 2014). Four studies were conducted, adolescents with individual disabilities (Study 1) and healthy young adults (Study 2, 3, & 4). Both short-term and long-term SPB interventions have been investigated, and positive effects have been found on stress management (short-term, Study 1), sleep (long-term, Study 2), and executive functions (short-term, Studies 3 and 4), however results related to executive functions were not mediated by CVA. These results are encouraging regarding the use of SPB in acute and chronic interventions, as a “quick-fix” or daily routine, however future research has to clarify the underlying mechanisms, in particular with brain imaging methods. To conclude, SPB is a technique that is free, non-invasive, easy to implement, and with little side effects, which makes it an appropriate intervention to recommend to address a large range of self-regulation phenomena

The consumption of energy results in environmental costs, which include resource shortages, air pollution and radioactive wastes. Due to the economic cost associated, more and more Western industrial organisations are investing in innovative technologies to reduce energy consumption through improved thermal insulation of buildings, modifying equipment and by using energy-saving devices. The organisations are, however, not assured of any savings unless employees handle apparatus and equipment in a manner that conserves energy. Therefore, the important question to answer is how organisational behaviour can be changed to improve and enhance energy conservation efforts. Anglo American Platinum (Amplats) has identified that it needs to change its operations to conserve energy, thus ultimately conserving the planet. The company has identified an internal goal of reducing its energy consumption by fifteen percent, without sacrificing output, over a period of ten years from 2004. Current (2011) energy consumption at the Rustenburg Base Metals Refinery (RBMR) facility indicates that the mentioned goal does not seem achievable in 2014 as anticipated. The proposition to this phenomenon is that the prevailing culture at RBMR is not conducive to a conservation culture as required to conserve energy. Organisational culture is the pattern of values, norms, beliefs, attitudes and assumptions that shape the ways in which people behave and things get done. This hypothesis was tested with a culture survey in the form of an environmental questionnaire. The findings from the questionnaire confirm cultural barriers to achieving centralised targets and goals. Responses to the questionnaire indicated that the organisation does not measure energy conservation efforts accurately and that the information on how to attain the required conservation is not sufficient. The respondents further indicated that they have very limited input into energy conservation efforts and that trust issues present themselves as barriers to achieving set goals and targets. The prevailing perception by the respondents is that inadequate recognition systems are in place to drive the required savings. A surprising finding of the research is that the level of education of the respondents showed no significance with regard to energy conservation and the environment in general. A second interesting finding was that most respondents felt that they could do something to conserve energy and thereby conserve the environment. The challenge facing Amplats is to transform this awareness into a vehicle that will produce significant and sustainable results. Clear and decisive action will be required to bring about cultural change.

Анотація:
Track buckling due to excessive rail temperature may cause derailments with serious consequences. To minimize the risk of derailments, slow orders are typically issued on sections of track in areas where an elevated rail temperature is expected and risk of track buckling is increased. While slow orders are an important preventive safety measure, they are costly as they disrupt timetables and can affect time-sensitive shipments. Optimizing the slow order management process would result in significant cost saving for the railroads. The Federal Railroad Administration’s (FRA’s) Office of Research and Development has sponsored the development of a model for predicting rail temperatures using real time weather forecast data and predefined track parameters and a web-based system for providing resulting information to operators. In cooperation with CSX Transportation (CSX) and FRA, ENSCO Inc. conducted a comprehensive model verification study by comparing actual rail temperatures measured by wayside sensors installed at 23 measurement sites located across the CSX network with the rail temperatures predicted by the model based on weather forecast data over the course of spring and summer 2012. In addition to the correlation analysis, detection theory was used to evaluate the model’s ability to correctly identify instances when rail temperatures are elevated above a wide range of thresholds. Detection theory provides a good way of comparing the performance of the model to the performance of the current industry practice of estimating rail temperature based on constant offsets above predicted daily peak ambient air temperatures. As a next step in order to quantify the impact of implementation of the model on CSX operations, heat slow orders issued by CSX in 2012 on 10 selected subdivisions were compared to theoretical heat slow orders generated by the model. The paper outlines the analysis approach together with correlation, detection theory and slow order comparison results. The analysis results along with investigation of past heat related track buckle derailments indicate that the railroad would benefit from adopting the rail temperature prediction model along with flexible rail temperature thresholds. The implementation of the model will have a positive impact on safety by allowing for issuing of advance heat slow orders in more accurate, effective and targeted way.

The purpose of this study was to explore ways of improving the pharmacovigilance quality system employed by the Pharmacy and Poisons Board of Kenya. The Pharmacy and Poisons Board of Kenya employs a hybrid system of pharmacovigilance that utilizes an online system of reporting pharmacovigilance incidences and a physical system, where a yellow book is physically filled by the healthcare worker and sent to the Pharmacy and Poisons Board for onward processing. This system, even though it has been relatively effective compared to other systems employed in Africa, has one major flaw. It is a slow and delayed system that captures the data much later after the fact and the agency will always be behind the curve in controlling the adverse incidents and events. This means that the incidences might continue to arise or go out of control. This project attempts to develop a system that would be more proactive in the collection of pharmacovigilance data and more predictive of pharmacovigilance incidences. The pharmacovigilance system should have the capacity to detect and analyze subtle changes in reporting frequencies and in patterns of clinical symptoms and signs that are reported as suspected adverse drug reactions. The method involved carrying out a thorough literature review of the latest trends in pharmacovigilance employed by different regulatory agencies across the world, especially the more stringent regulatory authorities. A review of the system employed by the Pharmacy and Poisons Board of Kenya was also done. Pharmacovigilance data, both primary and secondary, were collected and reviewed. Media reports on adverse drug reactions and poor-quality medicines over the period were also collected and reviewed. An appropriate predictive pharmacovigilance tool was also researched and identified. It was found that the Pharmacy and Poisons Board had a robust system of collecting historical pharmacovigilance data both from the healthcare workers and the general public. However, a more responsive data collection and evaluation system is proposed that will help the agency achieve its pharmacovigilance objectives. On analysis of the data it was found that just above half of all the product complaints, about 55%, involved poor quality medicines; 15% poor performance, 13% presentation, 8% adverse drug reactions, 7% market authorization, 2% expired drugs and 1% adulteration complaints. A regulatory pharmacovigilance prioritization tool was identified, employing a risk impact analysis was proposed for regulatory action.

In 2018, field trials evaluated water-exchange processes using rhodamine WT dye to provide guidance on the effective management of flowering rush (Butomus umbellatus L.) at McNary Dam and Reservoir (Wallula Lake, 15,700 ha). Additional evaluations determined the effectiveness of BubbleTubing (hereafter referred to as bubble curtain) at reducing water exchange within potential flowering rush treatment areas. Dye readings were collected from multiple sampling points at specific time intervals until a dye half-life could be determined. Whole-plot dye half-lives at sites without bubble curtain ranged 0.56–6.7 h. In slower water-exchange sites (≥2.6 h dye half-life), the herbicide diquat should have a sufficient contact time to significantly reduce flowering rush aboveground biomass. Other sites demonstrated very rapid water exchange (<1.5 h dye half-life), likely too rapid to effectively control flowering rush using chemical treatments without the use of a barrier or curtain to slow water exchange. At one site, the use of the bubble curtain increased the dye half-life from 3.8 h with no curtain to 7.6 and 7.1 h with a bubble curtain. The bubble curtain’s ability to slow water exchange will provide improved chemical control and in-crease the potential for other chemical products to be effectively used.

The Seven Mile Island Innovation Laboratory (SMIIL) was launched in 2019 to evaluate beneficial use of dredge material management practices in coastal New Jersey. As part of that effort, the Philadelphia District requested that the US Army Engineer Research and Development Center, Coastal and Hydraulics Laboratory, collect data to characterize the hydrodynamics and turbidity within the central portions of the SMIIL prior to and during dredge material placement. Pre-dredge monitoring found that apart from punctuated wind events, the study area waters were generally calm and clear with small waves, <0.25 m, slow current speeds (~0.1 m/s), low turbidity (~10 ntus), and low suspended sediment concentrations (~10–20 mg/L). In March 2020, 2,475 m³ of dredged sediment was placed on the northern portion of Sturgeon Island within the SMIIL. Turbidity in the waters surrounding the island was monitored to quantify extent of the sediment plume resulting from the placement. Observations found little to no turbidity plume associated with the dredging operations beyond 20 m from the island and that the plume was largely limited to areas near a tidal creek draining the placement area. Additionally, turbidity levels quickly returned to background conditions at times when the dredge was not in operation.

The research was a retrospective study of twenty-five Good Manufacturing Practice (GMP) inspection reports (from March 2017 through to December 2018) of a national medicine regulatory agency, drug Inspectorate, in West Africa, designed to assess the inspectors’ expertise in the act of inspection report writing. The investigation examined a paper-based tool of thirteen pre-registration Inspection reports and twelve GMP reassessment reports written prior and following an intervention program by external GMP trainers to enhance inspectors’ skill in pharmaceutical cGMP inspection. The study made use of quantitative analysis to investigate each team’s expertise in the act of writing GMP inspection report. Likewise, each report’s compliance with the requirements of three regulatory standards on GMP inspection report writing was ascertained. Impact of intervention program on lead inspectors’ competence was assessed. Lastly, gap in each team writing effectiveness, and lead inspectors’ abilities to deliver an effective report were determined. The results showed one of the inspection team (4.0%) wrote an excellent report. Two (8.0%) of the twenty-five inspection teams penned good inspection reports. Eleven (44.0%) teams drafted needs improvement reports and the remaining eleven teams (44.0%) prepared unacceptable reports. The excellent report and the two good reports had report format that meet expectation. One (50.0%) of the good reports showed the authors possess excellent knowledge of cGMP technical areas. The remain good report (50.0%) revealed the writers’ knowledge.as good. The excellent report showed the authors displayed partial mastery in the use of objective evidence while the two good reports disclosed theirs as having partial and evolving abilities. One of the teams (50.0%) that wrote good reports displayed good use of third person narrative past tense in report writing whereas the other team used the same tense and voice excellently. Generally, a sort of marginal level of performance was prominent among the inspection teams. A gap, if not tackled, will slow down regulatory process through increase report review, litigations that query report factual accuracy (AIHO, 2017) and delay in issuance of marketing authorization. In conclusion, trainings on quality attributes, such as technical content (Quality Management System (QMS) and Site), the use of objective evidence, assignment of risk levels to GMP violations and citing of applicable laws, regulation and guidelines that substantiate GMP observations, were recommended, to enhance knowledge sharing and regulators’ performance in the act of writing inspection report.

Germany is a parliamentary democracy (The Federal Government, 2021) with two politically independent levels of 1) Federal (Bund) and 2) State (Länder or Bundesländer), and has a highly differentiated decentralized system of Government and administration (Deutsche Gesellschaft für Internationale Zusammenarbeit, 2021). The 16 states in Germany have their own government and legislations which means the federal authority has the responsibility of formulating policy, and the states are responsible for implementation (Franzke, 2020). The Federal Government supports the states in dealing with extraordinary danger and the Federal Ministry of the Interior (BMI) supports the states' operations with technology, expertise and other services (Federal Ministry of Interior, Building and Community, 2020). Due to the decentralized system of government, the Federal Government does not have the power to impose pandemic emergency measures. In the beginning of the COVID-19 pandemic, in order to slowdown the spread of coronavirus, on 16 March 2020 the federal and state governments attempted to harmonize joint guidelines, however one month later State governments started to act more independently (Franzke & Kuhlmann, 2021). In Germany, health insurance is compulsory and more than 11% of Germany’s GDP goes into healthcare spending (Federal Statistical Office, 2021). Health related policy at the federal level is the primary responsibility of the Federal Ministry of Health. This ministry supervises institutions dealing with higher level of public health including the Federal Institute for Drugs and Medical Devices (BfArM), the Paul-Ehrlich-Institute (PEI), the Robert Koch Institute (RKI) and the Federal Centre for Health Education (Federal Ministry of Health, 2020). The first German National Pandemic Plan (NPP), published in 2005, comprises two parts. Part one, updated in 2017, provides a framework for the pandemic plans of the states and the implementation plans of the municipalities, and part two, updated in 2016, is the scientific part of the National Pandemic Plan (Robert Koch Institut, 2017). The joint Federal-State working group on pandemic planning was established in 2005. A pandemic plan for German citizens abroad was published by the German Foreign Office on its website in 2005 (Robert Koch Institut, 2017). In 2007, the federal and state Governments, under the joint leadership of the Federal Ministry of the Interior and the Federal Ministry of Health, simulated influenza pandemic exercise called LÜKEX 07, and trained cross-states and cross-department crisis management (Bundesanstalt Technisches Hilfswerk, 2007b). In 2017, within the context of the G20, Germany ran a health emergency simulation exercise with representatives from WHO and the World Bank to prepare for future pandemic events (Federal Ministry of Health et al., 2017). By the beginning of the COVID-19 pandemic, on 27 February 2020, a joint crisis team of the Federal Ministry of the Interior (BMI) and the Federal Ministry of Health (BMG) was established (Die Bundesregierung, 2020a). On 4 March 2020 RKI published a Supplement to the National Pandemic Plan for COVID-19 (Robert Koch Institut, 2020d), and on 28 March 2020, a law for the protection of the population in an epidemic situation of national scope (Infektionsschutzgesetz) came into force (Bundesgesundheitsministerium, 2020b). In the first early phase of the COVID-19 pandemic in 2020, Germany managed to slow down the speed of the outbreak but was less successful in dealing with the second phase. Coronavirus-related information and measures were communicated through various platforms including TV, radio, press conferences, federal and state government official homepages, social media and applications. In mid-March 2020, the federal and state governments implemented extensive measures nationwide for pandemic containment. Step by step, social distancing and shutdowns were enforced by all Federal States, involving closing schools, day-cares and kindergartens, pubs, restaurants, shops, prayer services, borders, and imposing a curfew. To support those affected financially by the pandemic, the German Government provided large economic packages (Bundesministerium der Finanzen, 2020). These measures have adopted to the COVID-19 situation and changed over the pandemic. On 22 April 2020, the clinical trial of the corona vaccine was approved by Paul Ehrlich Institute, and in late December 2020, the distribution of vaccination in Germany and all other EU countries

Global studies have demonstrated that using magnesium sulphate (MgSO4) to manage hypertensive disease in pregnancy reduces morbidity and mortality due to severe pre-eclampsia/eclampsia, one of the five direct causes of maternal death. Many countries have been slow to introduce MgSO4 to the detriment of women’s health. There are also critical gaps in health-care provider knowledge, skills, and practice in management of eclampsia. Although the use of MgSO4 was introduced successfully to the Maternity Unit at Kenyatta National Hospital, Nairobi, in 2001, there has been no systematic introduction of the drug across the country. Generally, the only facilities utilizing MgSO4 are those supported by development partners and some mission hospitals. In response to requests from health-care managers and providers in Western Province to be trained in the use of MgSO4, a two-day practical training program was developed. As noted in this brief, the main objective of the training was to ensure that participants had specific skills for preventing and managing severe pre-eclampsia and eclampsia.

Today, insecure tenure rights threaten the livelihoods and wellbeing of a third of the world’s population, and with it, the very future of our planet. As the historical stewards of the world’s lands and forests, Indigenous Peoples, local communities, and rural women play a critical role in the management and sustainable use of globally significant natural resource systems. In effect, protecting their rights protects everyone’s right to live in a more just, prosperous, and verdant world. Governments, however, have so far been slow to recognize and secure the collective land and resource rights of rural communities. As a result, even though Indigenous Peoples and local communities customarily claim and manage over 50 percent of the world’s lands, they legally own just 10 percent. In order to eliminate poverty; prevent the spread of social and political conflicts; and ensure progress toward global climate, conservation, and development goals, urgent actions are needed to redress this fundamental injustice. Fortunately, the world has never been better positioned to close this gap.
