This thesis is an investigation of the call centre labour process focusing on both the way work is organised and experienced by the operators and the management of employee relations inside a local government workplace – The City of Johannesburg (COJ) Call Centre. The City of Johannesburg is used to understand labour process dynamics in local government. Johannesburg was recently named the ‘World’s Second Most Inspiring City’ (by Global City Index, 2014) possessing economic and political influence within and around South Africa. Johannesburg is the economic hub of the country, contributing nine per cent to the South African GDP. But it needs to be emphasised that the focus of this thesis is on the labour process rather than the City of Johannesburg. The nature of work in the COJ local government call centre involves answering calls about water, electricity, refuse removal, accounts and other general municipal services. The government’s objective was to have a more customer centred service delivery plan in compliance with the Batho Pele (People first) framework (RSA, 1997, White Paper on Local Government). This resulted in a shift in the government ‘mantra’ and philosophy from viewing Johannesburg residents as customers rather than citizens. This shift from public administration to New Public Management (NPM) has meant the introduction of private sector business principles into public services. This seeks to improve organisational and individual performance to enhance service delivery within South African municipalities. This is also meant to promote responsive and performance management culture. The study uses Labour Process Theory set out in Labour and Monopoly Capital (LMC-1974) by Harry Braverman to argue for the need to contextualise the labour process debate within the socio-political understanding of work in South Africa. In developing the argument about the narrow analysis of public sector call centres based on economic lines I have reviewed literature on call centres which is influenced by Michel Foucault and Harry Braverman to understand the public sector call centre labour process. Inspired by Adesina (2002) and Mafeje (1981) this study uses a ‘complementarity’ approach to knowledge. This means the local context tends to complement the global trends though not without contradictions within the local context. The case study approach was used for in-depth analysis of the local context through different methods (semi-structured interviews, focus group discussions, observations and survey questionnaires) to collect data from different stakeholders within the City of Johannesburg between 2010 and 2013. The concept of a ‘(dis)connecting city’ is fitting for the COJ as this city connects the rest of Sub-Saharan Africa and South Africa to the world through its commerce and political influence. Based on the challenges experienced in this local government call centre I attempt to show the the politicised nature of the public sector call centre labour process. I use the differential power relations in the frontline between customer and Joburg connect workers to illustrate this point. The lack of emphasis on the politicised nature of public sector call centres within literature is informed by the de-contextualised nature of these call centres. In the end, I argue that public sector call centre labour process is multilayered, contradictory and complicated because of these workers’ role as citizens, customers, community members and service providers from a politicised community environment.

ENGLISH ABSTRACT: The study of case management of sexually abused children by social workers was conducted in the Moses Kotane District Municipality, because of the following reasons: firstly, there is an escalation of reported cases that are referred from various service organizations to the Department of Social Services; secondly the statutory policies alone cannot be the absolute protection for children against sexual abuse; thirdly, as communities seem to ignore their roles in protecting children against this problem. The social workers end up carrying the ultimate responsibility to protect children. An exploratory study was therefore undertaken to investigate how social workers in the Moses Kotane District Municipality intervene in these cases. It is crucial for professionals to have the necessary knowledge, skills and correct attitude when they intervene in child sexual abuse cases. The study explored the various dynamics that motivate this problem as well as the circumstances that can expose children to the risk of child sexual abuse. Motivation to abuse children in the Moses Kotane District Municipality emanated from the family circumstances, characteristics of the abusive father(s) as well as a lack of community child care resources The social workers need to have insight in various risk factors of this problem. These may include the circumstances surrounding the child, community factors, societal factors, family factors and the attributes of professionals dealing with child sexual abuse cases. The knowledge of the dynamics and risk factors assists social workers to assess whether the child has been abused and to do risk assessment as well as need assessment of the victims and their families. Such information can assist the social workers to make a safety plan of action regarding the child victims. It is therefore vital that the social workers identify the nature of case management style through which they render services to sexually abused children. Direct service delivery, which is preferred by most social workers in the agency, and indirect service delivery are the two types of case management styles that social workers can employ, depending on whether they work in a generic social work setting or private child welfare agency. Although social workers may have the expertise and skill to intervene effectively in child sexual abuse cases, their interventions may be affected by various challenges and result in ineffective service delivery to the victims and perpetrators of child sexual abuse. These challenges may include working conditions that are adverse, community trials of cases of child sexual abuse and unresponsive agency management. Other challenges may include resistance from clients, lack of supervision, lack of training in child sexual abuse work as well as the demanding nature of child sexual abuse work. Throughout the process of case management the social workers need to liaise and cooperate with the multi-professional team comprising of the police (CPU), medical personnel, the prosecutor(s), a psychologist as well as the family members. The team may vary from one agency to the other, however, the social worker, police and medical personnel need to be available at all the team meetings. None of these professionals is supposed to assess victims alone, because the assessment should be focused on the social, medical, psychological, legal, physical and material needs of sexually abused children. It is imperative that social workers are aware of how their attitudes, beliefs, emotions, perceptions and feelings affect the effectiveness of service delivery to these children. The professionals therefore need to be skilled to react responsively and professionally to the victims. Social skills are important for creating worthy client - worker relationships and to enhance accountability in role relationships between the clients and the professionals. By applying interactional skills, the social workers can create a child-friendly atmosphere during intervention, as the social worker can be able to listen empathetically and deal with feelings that surface during the interviews. By applying cognitive skills, the professionals can be in a position to "read" subtle emotions and feelings of the clients and assess the level of their cognitive functioning. The application of theory in practice is vital during intervention as decisions; judgement and interventions should be professional and not haphazard. The social worker thus needs to have knowledge of the perspectives, theories and models of social work. This study has provided such a framework to guide social workers in managing cases of child sexual abuse.
AFRIKAANSE OPSOMMING: Die studie oor hoe maatskaplike werkers gevallebestuur van seksueel gemolesteerde kinders doen, is in die Moses Kotane Munisipale Distrik onderneem om die volgende redes. Eerstens is daar 'n toename in die gerapporteerde gevalle van seksuele molestering wat deur verskeie diensorganisasies verwys word na die maatskaplike werkers in diens van Departement van Welsyn. Tweedens bied die statutêre beleid op sigself nie aan kinders algehele beskerming teen seksuele molestering nie. As primary caregivers (such as residential youth-care workers) are the first teachers of children and spend much more time with the child than any other service provider, educational psychologists need to implement programmes that include primary caregivers in actively working with the youth in their care. This calls for educational psychologists to gain a rich understanding of the experiences of youth-care workers in order to work collaboratively in rehabilitating youth at risk within the youth’s ecosystem. The study attempts to explore the experiences of youth-care workers in residential facilities, using the ecosystemic perspective. A proposed outcome of the research is to contribute to the skills and interventions educational psychologists can use in collaborating with and supporting youth-care workers in residential facilities to rehabilitate youth who are at risk successfully. Qualitative research within the interpretive/constructivist paradigm was employed as the research design. Research was based at two residential facilities in an outlying area of Cape Town, from which four youth-care workers and two youths were drawn as a sample. The data was collected through six semi-structured interviews, observations over a 10-month period at one of the facilities, and photographs of youth-care workers and children. The review of literature and the findings of this research uncovered many experiences that appear to typify residential youth care. These experiences include the multifaceted nature of the role that youth-care workers fulfil in a residential facility; three types of emotional affect experienced by youth-care workers working in facilities; the significance of healthy youth-care worker-child relationships and the importance of these relationships in the successful rehabilitation of youth at risk; and the levels of support and training required in order to perform the task of successfully rehabilitating youth at risk in residential settings.

ENGLISH ABSTRACT: Community work fulfils definite functions within the social work milieu and develops according to a process. The SANDF does not possess any definite guidelines regarding community work. The resultant consequence is that community work is not utilised to its full potential in that the client system does not always receive a quality service. The purpose of this study was to compose a framework for the Directorate of Social Work within the SANDF, which can serve as a guideline for the possible formulation of a policy document on community work within social work practice. The objectives of the study are firstly to provide theoretical and practical guidelines which social workers in a military setting can follow when utilising community work as a social work method of intervention. Secondly, to explore the knowledge and skills of social workers in the military within the SANDF regarding community work. Thirdly, the need for guidelines with regard to community work within the SANDF, was explored. This study was confined geographically to the social workers in the military of the Western Province. An exploratory study was executed in order to achieve the stated goal and objectives. The research methodology was a quantitative design being a data collection instrument in the form of a questionnaire. The questionnaire was used to probe skills, knowledge perceptions and attitudes relating to community work and to determine the impact of existing community programmes. The empirical study enabled the researcher to draw certain conclusions. Although certain misconceptions were evident, the respondents understood the term developmental social work, community and community work, as well as the systems involved in the community work process and the practice models. The most utilised social work method was casework. The respondents who utilised community work made use of a community work process. Most of the respondents utilised the social community education model in the military. Most of the respondents indicated that guidelines for community work within the SANDF would be helpful. Approximately thirty percent of the respondents experienced problems while making use of community work as a social work method of intervention. A number of recommendations stem from the findings and conclusions. The social workers knowledge with regard to community work needs to be updated. Practical opportunities need to be provided to afford the social worker the opportunity to implement the newly acquired knowledge. Community work guidelines need to be determined within the SANDF, and need to be formulated into a policy document. Specific community work posts, which include all disciplines, need to be created within the SANDF. Post-graduates studies should be undertaken by social workers before being promoted into managerial positions.
AFRIKAANSE OPSOMMING: Gemeenskapswerk is een van die drie primere metodes van maatskaplike werk. Gemeenskapswerk is 'n proses wat mense help om hulle probleme en behoeftes duidelik te identifiseer en wat die gemeenskap verder help om potensialiteite en vermoëns te ontwikkel om probleme en behoeftes self te kan hanteer, op te los en te voorkom. 'n Verkennende studie is onderneem om die gestelde doelstelling en doelwitte te bereik. 'n Vraelys is benut as instrument ter insameling van die data. Die empiriese ondersoek is gedoen deur die benutting van kwantitatiewe navorsing om die voorkoms van die werklikhede te bespreek. Na aanleiding van die empiriese ondersoek is bepaalde gevolgtrekkings gemaak. Alhoewel die respondente die terme gemeenskapswerk, gemeenskappe en gemeenskapwerk modelle en die vier sisteme binne gemeenskapswerk verstaan, het verwarring wel voorgekom. Daar is bevind dat die gevallewerkmetode deur die oorgrote meederheid van die respondente gebruik word. Daar is ook bevind dat gemeenskapswerk verloop volgens 'n proses. Die gemeenskaps-opvoedkundige model word deur die meerderheid van die respondente benut. Daar is bevind dat riglyne vir gemeenskapswerk in die SANW bruikbaar sal wees, omdat ongeveer dertig persent van die respondente probleme ondervind tydens die benutting van die gemeenskapswerk proses. Aanbevelings na aanleiding van die bevindinge en gevolgtrekkings sluit in dat maatskaplike werkers in die militêr se teoretiese kennis oor gemeenskapswerk uitgebrei moet word, waarna opleiding benodig word om hierdie kennis toe te pas. Riglyne vir gemeenskapswerk in die SANW moet opgestel word en in 'n beleidsdokument saamgevat word. Die SANW moet spesifieke gemeenskapswerkposte skep wat alle dissiplines sal insluit. Voorts moet nagraadse studie ook 'n vereiste wees vir maatskaplikewerk-personeel om tot 'n bestuursposisie bevorder te kan word.

ENGLISH ABSTRACT: The aim of this study is to develop a theoretical and practical framework which can be utilised as a guideline for performance appraisal of occupational social workers employed by local authorities within the Cape Metropole. The study was preceded by a comprehensive literature study whereby the term performance appraisal was explained, the necessity and purpose of performance evaluation, were identified. Furthermore, the characteristics of performance appraisal in social work have been described. These characteristics serve as a basis for this study. An empirical study was then undertaken, which entailed an exploratory study to achieve the aim of this study. The social workers, who are employed by the local authorities within the Cape Metropole, were included in the study. The study was conducted by means of a group administrative questionnaire. Occupational social work is regarded as a relatively new area of specialisation in social work and very little has been written about it. Therefore a brief overview of occupational social work is provided, with specific reference to the U.S.A., Europe and South Africa. Furthermore emphasis is placed on the structural and functional characteristics of an organisation that influences occupational social work. The nature and scope of the social worker's service rendering, as well as the knowledge and skills that is required to render effective services, is discussed. The evaluation of work performance of social workers, the frequency thereof and the persons involved therein, were investigated to determine the nature and scope of the performance appraisal systems that are implemented. Performance appraisal requires the participation of both the supervisor and the social worker. The nature of communication during performance evaluation was identified and the manner in which communication should take place were also obtained. Social workers' opinions in terms of the manner in which they should be allowed to participate during supervision and performance appraisal were also obtained. Social workers' opinions of the valuable aspects of performance appraisal were explored to determine the value of performance evaluation for them. Hence it could be deduced that they experience performance appraisal as valuable and that they have insight into the fact that performance appraisal could contribute to their professional development. The social workers' opinions in terms of the type of principles that should be implemented during performance appraisal were also explored and the outcome of the study showed that the same principles as identified in the literature, are also viewed as important to them. The respondents' opinions in terms of the importance of guidelines for performance evaluation and that it should be conducted in terms of a specific process has been explored, and the results of the study showed that the respondents were positive about the use of guidelines for performance appraisal, which should amongst others include the utilisation of an educational model, evaluation and program. In conclusion, the responses from the occupational social workers of local authorities in the Cape Metropole are discussed and compared with relevant literature. This serves as basis for the recommendations that are made and can be utilised to establish guidelines for performance appraisal for social workers at local authorities within the Cape Metropole. The most important recommendation is that management of local government should utilise the results of this study to establish guidelines for performance appraisal for their occupational social workers.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om 'n teoretiese en praktiese raamwerk daar te stel wat as riglyn benut kan word vir prestasiebeoordeling van bedryfs-maatskaplike werkers by plaaslike owerhede binne die Kaapse Metropool. 'n Omvattende literatuurstudie is ten aanvang van die studie gedoen en hiertydens is die noodsaaklikheid en doel van prestasiebeoordeling in maatskaplike werk geïdentifiseer. Verder is die eienskappe wat prestasiebeoordeling in maatskaplike werk kenmerk, beskryf. Hierdie kenmerke dien as onderbou vir die studie. Na die literatuurstudie is 'n empiriese studie onderneem wat behels het dat 'n verkennende studie gedoen is. Die bedryfs-maatskaplike werkers in diens van die plaaslike owerhede binne die Kaapse Metropool is by die ondersoek betrek. Groepgeadministreerde vraelyste is as ondersoekmetode gebruik. Die aard van kommunikasie wat tydens die implementering van prestasiebeoordeling gebruik word, is derhalwe geïdentifiseer, en die wyse waarop kommunikasie behoort uitgevoer te word is ondersoek. Die wyse waarop die maatskaplike werkers geleentheid tot deelname aan supervisie en prestasiebeoordeling behoort te verkry, is ook bepaal. Die waarde wat prestasiebeoordeling vir die maatskaplike werker inhou, is ondersoek deur die bedryfs-maatskaplike werkers se menings oor die aspekte wat tydens prestasiebeoordeling vir hulle waarde inhou, vas te stel. Daar is bevind dat die maatskaplike werkers positief ingestel is ten opsigte van die gebruik van 'n stelsel wat die benutting van 'n onderrigmodel, -evaluering en -program insluit en wat sal geskied volgens bepaalde riglyne vir prestasiebeoordeling. Ten slotte word die response van die bedryfs-maatskaplike werkers van die plaaslike owerhede binne die Kaapse Metropool bespreek en vergelyk met relevante literatuur. Dit dien as basis vir die aanbevelings wat gemaak word. Hierdie aanbevelings kan benut word om riglyne daar te stel vir prestasiebeoordeling van bedryfs-maatskaplike werkers by plaaslike owerhede binne die Kaapse Metropool. Die vernaamste aanbeveling is dat die Plaaslike Owerheid die resultate van die studie moet benut om riglyne vir prestasiebeoordeling van bedryfs-maatskaplike werkers saam te stel.

ENGLISH ABSTRACT: Juvenile delinquency is currently reaching alarming proportions and the number of juveniles within the prison population is on the increase. The crimes committed by male juvenile offenders, are often of an aggressive nature and include crimes such as murder and rape. The high rate of crime and the nature of the offences make it essential for social work services to be rendered to the juvenile offender. The purpose of the study was to establish guidelines for the social worker with the male juvenile offender in the Department of Correctional Services. The literature study dealt with the development of the juvenile offender as adolescent and a profile of the offender was compiled. Those factors both within the family and in the environment that contribute to criminal behaviour in the male juvenile offender were discussed. Furthermore the social work intervention process based on behaviour therapy was described. An exploratory descriptive study was undertaken in order to determine the knowledge that social workers have with regard to social work intervention to the male juvenile offender. An empirical study was done based on the literature study. A sample comprised of ten social workers that work with juvenile offenders at the youth centres of the Department of Correctional Services were involved in the study. With the help of the empirical study the knowledge and skills of social workers regarding the nature of social work intervention to the juvenile was examined. The findings of the study reveal that social workers require more knowledge on the development of the juvenile offender and on those factors that contribute to criminal behaviour, as well as skills with regard to the social work intervention process with the male juvenile offender. In order to render effective social work intervention to male juvenile offenders, social workers must possess adequate knowledge about the juvenile offender and about the skills needed to apply the social work intervention process.
AFRIKAANSE OPSOMMING: Jeugmisdaad neem tans geweldige afmetings aan en die gevangenisbevolking neem toe. Die misdade wat deur manlike jeugoortreders gepleeg word, is dikwels aggressief van aard en sluit misdade soos moord en verkragting in. Die hoë voorkoms van misdaad en die aard van die oortredings noodsaak dat maatskaplike werk dienste aan die jeugoortreder gelewer sal word. Die doel van die studie was om riglyne daar te stel vir die maatskaplike werker in die Departement Korrektiewe Dienste wat met die manlike jeugoortreder werk. Die literatuurstudie het gehandel oor die ontwikkeling van die jeugoortreder as adolessent en 'n profiel van die jeugoortreder is saamgestel. Die faktore in die gesin en in die omgewing wat aanleiding gee tot misdaadgedrag by die manlike jeugoortreder, is bespreek. This dissertation provides an account of 'Batho Pele' (People First) and 'new public management' as applied in two government call-centres in the Eastern Cape. Focusing on the workers at these call-centres, this research examines the workplace organisation of these call-centres based in the Nelson Mandela Metropolitan Municipality. The study involved interviews with managers, call-centre operators and trade unionists. The findings show how the work environment is not conducive to the goals of customer satisfaction as presented in the Batho Pele policies. The research investigates the conditions of workers as one explanatory factor for poor call-centre service. If workers are a key element in the success of the 'new public management', their work environment and conditions have to facilitate their job satisfaction and their improved customer service. The research demonstrated the evident lack of professionalism in the call-centre, customer care designed as a matter of compliance rather the need to change the culture and the persistent lack of discipline and supervision. The call centre operator's experiences include issues of surveillance, stress, emotional labour, lack of training, internal conflicts and bad 'customer service' as perceived by the citizens of the Metro.

This study deals with corporate social responsibility (CSR) and focuses on managerial perceptions of CSR at McDonald’s South Africa (SA) and how social responsibility is translated into social practices. The key objectives of the research are: to analyse McDonald’s both internationally and locally in South Africa to establish whether CSR policies exist, then to investigate how these policies are perceived and integrated by outlet managers. Lastly to investigate what kind of social responsibility (SR) involvement, if at all, occurs at outlet level. The research site covers three regions in South Africa, which are the Eastern Cape, Western Cape and Gauteng. The total research sample is 38. 33 interviewees were outlet managers, who were purposively selected, and 5 additional interviews took place with: 2 McDonald’s SA Head Office representatives, 2 interviews with beneficiaries of McDonald’s SR involvement and 1 with the trade union SACCAWU. The research was carried out through questionnaires and semi-structured interviews. The design of this research is based on an interpretive social science approach. The aim of the research was to investigate outlet managers’ perceptions of CSR and social practices present at McDonald’s SA outlets. The key findings of the research indicate that: CSR policies at McDonald’s SA head office are not communicated sufficiently to outlet managers, SR involvement is evident, especially for initiatives focusing on children’s welfare, but far too little occurs at the outlet level. There are also too few checks on social involvement by head office and no formal reporting system is available to the outlets except through an internal magazine, called the Big Mag. There is no official CSR report at McDonald’s SA. The fact that no report exists makes this study more relevant since this research investigates matters pertaining to CSR and social practices. The overall significance of the study is that it brings to the forefront the importance of internal company and external broader regulation which is part of the greater debate of CSR. This is because the analysis of managerial perceptions and implementation of CSR shows some unwarranted discrepancies between policies and practices, locally, nationally and internationally even within the same organisation.

ENGLISH ABSTRACT: The thesis is an analysis of the strikes at Volkswagen SA during the period 1999-2000 and its social and political outcomes. Seen from a broader perspective, it is a case study of social conflict in a young democracy after the formal demise of apartheid in 1994. By the time (i.e. early in 2000) events reached a climax, the company had lost millions of Rand in revenue and more than 1300 workers their jobs. The thesis wants to explain how this came to be - despite attempts by the company to establish a pluralistic industrial relations culture that go back to the early 1990s and after, ostensibly, gaining the consent of the shop stewards committee at the factory and the NUMSA leadership for a lucrative ("A4") export agreement. After studying the literature and the press, interviewing key actors in the "drama", and closely following the proceedings of the CCMA and the Labour Court, the thesis comes up with an explanation more complex than the "conventional" ones offered during and after the strike. The immediate cause of the strike action was the nonacceptance of the terms of the export agreement by 13 shop stewards and their supporters. These shop stewards had been elected onto the VW shop steward council after their union (i.e. NUMSA) and the company had concluded the agreement. When they came out in open defiance of the agreement, they were suspended by the union for their unconstitutional action. They subsequently tried to rally their followers for their own reinstatement. However, the thesis shows that the strikes of 1999 and 2000 were merely two more outbursts of shop floor tension and conflict that had been dormant for a long time. Before and after 1994, there existed informal structures and factions at the shop floor level which refused to tow the official NUMSA "line" - a policy which increasingly started to embrace the ethos of "reconstruction" and economic competitiveness. Neither the union leadership, nor company management were able to deal with these informal structures and bring the dissident faction under control. Although the potential for more cooperation and trust did exist, both the union leadership and management failed to turn this into "social capital". The thesis suggest that this may have been possible, if there had been more direct forms of worker participation (over and above the shop stewards committee). Also, the haemorraging of the union leadership after 1994, and the increasing bureaucratisation of industrial relations did nothing to improve the situation. To make matters worse, the thesis argues, the terms ofthe export agreement were not properly communicated to the union rank and file. To top it all, the thesis provides ample evidence that the VW workers could not record any extra material gains in exchange for more flexible working arrangements in the wake of the shift from "Fordism" to "Lean Production" at the Uitenhage factory. Here, "wealth creative" industrial relations did not accompany the shift to lean production, as post-Fordist theory would like to suggest. When the 13 shop stewards and a certain percentage of the VW workforce came out in protest against this arrangement, no special efforts were made to mediate the conflict. The "fallout" of the conflict includes hundreds of millions of Rand in lost company revenue, more unemployment in one of the poorest regions of South Africa, a drawn out legal process and political divisions in worker ranks and in the Uitenhage community. Although NUMSA admits to a "wakeup call", the relationship between the COSA TU affiliated union and the state is as close as ever. In the eyes of the thesis, however, the case of the VW strike, including the direct intervention of the head of state, is proof that the young, post-settlement democracy is not yet able to deal with social conflict in a mature way.

ENGLISH ABSTRACT: Limited academic work has paid attention to the memories generated by claimants engaged in the restitution process. My thesis thus sought to investigate the role of memory in urban land restitution, with specific focus on the Stellenbosch context. In my discussion, I highlight how claimant memories are not only generated by the restitution process but how the master narrative of restitution shapes the memories produced. I argue that claimant memories function and gain wider meaning within the collective memory, through which the master narrative of restitution shapes how they remember – and in so doing, how claimants reconstruct the place from which they were removed. My thesis elucidates how, through the individual narratives of removal and dispossession (and thus, the making of place), claimants position themselves as part of a particular and new form of “imagined community” of land claimants. The context of my research is focussed on the area previously known as Die Vlakte which was located in urban Stellenbosch. Dispossessed and displaced to the outskirts of Stellenbosch town in the early 1960s, the advent of democracy provided the former residents of Die Vlakte the opportunity to claim the land lost. The qualitative methodology of five selected case studies, sought to explore the following objectives of my study: Firstly, to examine how claimants remember and reconstruct the places from which they were removed (that is, the making of place); and secondly, to investigate whether these memories or individual narratives of place are shaped by the master narrative of restitution. By means of engaging prominent theorists and scholars on memory and the master narrative of restitution, my study analyses the various aspects of memory construction and reconstruction within the collective framework. The research points to the interdependent relationship between individual memory and that of collective memory. It is argued that individual memory can only function as part and in reference to the collective memory. Within the restitution process, research shows that the master narrative of restitution not only shapes but controls and organises memory on a collective and hence, individual level. My thesis argues that the individual memories of dispossession and removals of the claimants are similar to national narratives and hence, my thesis illustrates, that the five claimant memories of the place from which they were removed in Die Vlakte is shaped by the master narrative of restitution. Through relaying these narratives of removals and dispossession they thus draw on the master narrative of restitution (from which they derive legitimacy), in order to legitimise their own claim to land and in so doing, placing themselves within the “new” form of imagined communities of land claimants.

Stewardship in South Africa, as it is being implemented within the framework of the Biodiversity Stewardship Programme (BSP), is an attempt by conservation agencies to engage landowners in the voluntary securing of parcels of biodiverse land, through signing a contract for a certain time period, not to develop the landscape in ways that will impact negatively on the biodiversity of the area in question. The focus of this study is the relationship between biodiversity stewardship and social learning, as I hope to ascertain how stewardship practices are helping to resolve the current problems of biodiversity loss in the Western Cape. The overall aim of this research is to gain an understanding of how, in its capacity as a conservation education process, the Cape Nature Stewardship Programme can foster social learning amongst the landowners involved in its implementation, by leading them to a better understanding of their environmental responsibilities. Data was generated through the use of interviews and informal discussions with participants together with document analysis, such as brochures, pamphlets and presentations. My approach to the analysis of my data was two-phased. In the first phase, I analysed the data generated from the interview process and from reviewing the documents the stewardship officials supplied me with. The second phase involved looking into the results of the two case studies, and formulating analytical statements which were then used to review the case evidence within a social learning perspective, derived from Wals (2007). In constructing an analytical framework for the interpretation of my data, I drew heavily on Wals' (2007) notion of social learning occurring in sequential activities. I used this insight as a lens through which to trace the educational effects of the implementation of the CNSP in the two case study areas.The research highlighted evidence that Stewardship initiatives should be based on the foundation of social learning and invest time and effort in building an environmental knowledge capital amongst the landowners involved. By equipping them with these necessary conservation skills, one creates a 'community of practice' where those individuals adopt a sustainability habitus contributing towards a change and environmental understanding and practises in field.

New media technology continues to provide journalists with sophisticated tools that are changing news processing and gathering. Economics journalists in particular have grasped the possibilities offered by new media technologies. Thus, this paper offers a theoretical and practical look at how new media technologies have impacted the production and processing of economics news in South Africa, with a particular focus on Fin24.com which is South Africa's biggest online economics news publication. Using qualitative research methods and the case-study approach, this thesis documents the impact of new media technologies on the production of economics news. It draws on Witschge and Nygren's (2009) framework which describes how new media technologies change the nature in which news is produced and processed. New media technologies in this study will refer to the Internet, particularly search engines like Google, social networking sites such as Twitter and Facebook, Blogs as well as mobile telephony. Economics journalism will here refer to all coverage of economics and business-related news. This is because the case study (Fin24.com) covers both business and economics journalism by strict definition. Findings reveal that these new media technologies have not only changed economics newsgathering and processing but also journalistic routines. The findings generally show that new media technologies make it easier for economics journalists to produce the news quickly and efficiently. Indeed, the most distinguishing characteristic of new media is its overall speed, which is both challenging and attractive. The findings also reveal that new media technologies within a newsroom can be problematic in a number of ways, mainly raising issues of accuracy and credibility thus challenging the profession of economics journalism more than ever.

This research aims to provide a theory of enterprise social networking that generates and/or sustains a culture of employee engagement within a chosen South African private sector company. Based on an extensive review of interesting literature and the application of a grounded theory process in a chosen case, this research work provides a theory of enterprise social networking sustaining and growing employee engagement together with an explanatory theoretical framework that makes the theory more practical. Employee engagement is defined as “the harnessing of organisation member’s selves to their work roles; in engagement people employ and express themselves physically, cognitively, and emotionally during role performances.” This research regards employee engagement as a three part concept composed of a trait (personality/cognitive) aspect, a state (emotional) aspect, and a behavioural aspect. Research has shown that employee engagement has an unequivocal positive impact on business outcomes, such as profitability, business performance, employee retention and productivity. Employee engagement can be regarded as a culture if it is abundant within the organization’s employee population. Gatenby et al. (2009) propose that employee engagement is fostered by creating the desire and opportunity for employees to connect with colleagues, managers and the wider organisation. This standpoint is supported by Kular et al. (2008) who state that the “key drivers of employee engagement identified include communication, opportunities for employees to feed their views upward and thinking that their managers are committed to the organisation.” Further indicators of employee engagement include strong leadership (particularly in the form of servant leadership), accountability, a positive and open organisational culture, autonomy, and opportunities for development. One of the key facets of employee engagement is connection. A complementary definition of social media, an umbrella under which enterprise social networks fall, is that “(it) is more of a relationship channel, a connection channel. Each and every tweet, update, video, post, is a connection point to another human being. And it’s the other human being who will determine your worth to them.” Social media provides participants with access to a larger pool of resources and relationships than they would normally have access to. This enlarged relationship/resource pool is a result of expanding human and social capital enabled through social media tools. In order to produce a theory of enterprise social networking sustaining and growing a culture of employee engagement a rigorous grounded theory methodology coupled with a case study methodology was applied. The case study methodology was used to identify a suitable research site and interesting participants within the site while the grounded theory process was used to produce both qualitative and quantitative data sets in a suitability rigorous fashion. The corroborative data was then used to discover and define the emergent theory.

The current trends in sustainable development (SO) were examined in this study, which brought about the realisation that SO has become a business imperative. Mining, which is a highly impacting industry, is faced with the dilemma of implementing the principles of SO despite the realisation that its activities are severely limited by· the finite nature of the resource it is capitalising on. This reality, however, does not detract from the non-negotiable requirement for the industry to meet the increasing pressures to act responsibly towards the environment and the community in which it operates. Gold Fields has stepped up to the plate and has already taken several steps to achieve this end. These include the adoption of SO in its Vision, Values and strategies and the development and implementation of a SO framework to ensure the integration of the principles of SO into the business. Furthermore, Gold Fields has also entered into voluntary activities that further cement the commitment the company has towards so. These other initiatives include, inter alia, its International Council on Mining and Metals membership, UN Global Compact participation, becoming a signatory to the cyanide code, IS014001, and so on. This study focussed on several indicator categories and the identification of a set of supporting sustainable development indicators (SOls) for each, which included environmental, social, economic, technological, and ethics, legal and corporate governance (not in order of priority). These indicators were assessed by a carefully selected group of respondents whose collective wisdom and expertise were used to identify and weight supporting SOls for each of the indicator categories. These supporting SOls were in turn used to develop a model that is able to assist in the business's decision making processes when capital investment is being considered . A water treatment project that is currently being considered by Gold Fields was utilised to demonstrate how the decision making model can be applied to two different scenarios. The result clearly and successfully demonstrated that by proactively taking environmental, economic, social, technological, and ethics, legal and corporate governance considerations into account, a gold mining company is able to increase the level of SO of a capital investment project.

The aim of this research project was to evaluate the available theoretical information on Corporate Social Responsibility and with this knowledge to then also evaluate three companieś initiatives based on this information. Gone are the days when an organisation could do business for the sole purpose of making a profit. If the organisation does not take the environment into account in doing business, or if the community where this organisation is situated or does business, feel “abused” or that their needs are not being addressed, the organisation will not survive and its future sustainability can not be assured or guaranteed. This has been proven internationally, but how does South African organisations fare when it comes to corporate social responsibility, and more specifically, what social responsible initiatives are taken? The research also attempted to determine how “industry specific” the three companies'́ initiatives are and whether any changes in initiative-directions should be considered. The Social Responsibility Initiatives of Woolworths, ENGEN and SABMiller (South Africa) were evaluated and certain shortcomings were identified and presented to the various companies. These companies deliver excellent products and services to their client base, but it was felt that should adherence be given to the recommendations that were made, the mentioned companies could in future improve their turnover, market position and increase their client support base. Finally, it could also assist in increasing brand loyalty amongst their customers.

Development backlogs, in terms of unemployment and poverty, plague many developing countries. Countries have established and implemented various policies and plans to address these challenges. In response to these development backlogs, South Africa has instituted the notion of decentralisation and developmental local government, whereby local governments are largely responsible for initiating and facilitating development in the area under their jurisdiction. Furthermore, the potential role the private sector can play in development is being increasingly recognised by government, politicians, academics and developers alike. Uitenhage has a strong corporate presence and therefore this sector has the potential to contribute towards development in the town. However the concept of using corporate social responsibility (CSR) to promote development in South Africa is relatively new and, as will be revealed in the case study, definitions and underlying motivation for undertaking CSR vary. Local Economic Development (LED) and, more recently, CSR, have been recognised as major drivers of development and are being implemented throughout the country. As this thesis illustrates, they often merge and can work hand-in-hand to promote local development. Although the private sector, through CSR has the potential to contribute to development, they often do not have the available human resources to implement development initiatives. As is evident in the case study, partnerships between the private and public sectors often emerge as a result. Development institutions play a key role in development and often assist in bridging the gap between citizens, the state and the market. The development institutions in Uitenhage often act as instigators and facilitators on behalf of the larger corporations. The case study in Uitenhage, is a locality where there is a strong automotive industrial cluster and several major firms which are active in the development process. Furthermore, development institutions are committed to the socio-economic development of the town and the promotion of small micro medium enterprises (SMMEs), through various support services. The development institutions, often in partnership with the local government and the public sector, have initiated various local developmental projects in the town, of which three will be discussed in the case study. In this thesis, case study research reveals that corporations often do not meet their potential developmental role and their CSR actions are often considered as ‘window-dressing’ aimed at boosting their corporate image. Similarly, with regard to the development institutions, their development and job creation results look impressive at first glance, but further investigation reveals a collapse of a large number of projects. Despite the potential of LED and CSR to be major drivers of local development, there are still a number of hindering factors, which will be revealed in this thesis and lessons to be learnt which can help to inform future local development projects

There are concerns that many national parks worldwide are ineffective at conserving biological diversity and ecosystem processes, are socially unjust in their relations with Indigenous communities, or both. This dissertation asks: can national parks protect ecological integrity and concurrently address social equity issues? It presents empirical results of a systematic evaluation of six case study national parks in Canada and South Africa. Purposive sampling was used to select the six case study national parks. Data sources included State of the Park Reports; park ecological monitoring data; archival data; and semi-structured interviews with park biologists, managers, and Indigenous members of park co-management boards. Status and trend assessments and effectiveness evaluations of park ecological monitoring data were used to evaluate how effectively the parks addressed three ecological integrity criteria. Results show that all six parks effectively addressed the priority indicators for which they had monitoring data. However, the effectiveness ratings of each park decreased when all indicators, including those identified as priorities but lacking monitoring data, were analysed. This indicates that the parks had generally identified more priority indicators than they were actually able to address (for reasons including lack of budget or trained staff, managerial challenges). Thematic coding of semi-structured interview and archival data, and the assignation of numerical ratings to these data, were used to evaluate how effectively the parks addressed three equity criteria. Results show that all but one of the case study parks were equitable, parks with more comprehensive co-management and support from neighbouring Indigenous groups were more equitable than parks with lower levels of co-management, the parks with settled land claims were not necessarily more equitable overall, and a few parks were found to be co-managed in name only. The overall results of this evaluation demonstrate that parks effective at protecting ecological integrity can also successfully address social equity, but that further efforts to integrate these two realms are both possible and necessary. A logical starting point would be to build upon those existing integrative processes already institutionalised in many parks and protected areas: the co-management and integrated conservation and development efforts.

This qualitative study, focussing on the way in which values and valuing processes might strengthen social learning in water stewardship practices in South Africa, is located within the broader global narrative that describes the scale of human impact on our Earth systems and that is setting humanity on a trajectory that threatens to place us beyond the safe operating spaces called planetary boundaries. For humanity to live within planetary boundaries – one of which is global freshwater use –will take a new way of relating to the environment called Earth stewardship, which calls for a new ethic of responsibility towards Earth systems. It is at the local level of stewardship within a global approach to water resources management called integrated water resources management that this qualitative study is contextually bound. Two case studies, located in the catchment management forums (CMFs) of the Upper Vaal catchment of Gauteng, South Africa, are used in an exploration of the way in which values and valuing processes might strengthen social learning in water stewardship practices in South Africa. The meta-theory of critical realism is used to help explore this relationship between values, practice and social learning. The study uses document analysis, interviews and observation of selected water stewardship practices to identify held and assigned values, and valuing processes and their influence on social learning, and the framing and de-framing processes that occur in social learning oriented towards water stewardship practices. The study differentiates between held and assigned values and identifies a strong altruistic-held values tendency that characterises forum participants who practice water stewardship in the two case study sites. Most water stewardship practice, identified in the case study sites, manifests as compliance activities in the public – or forum – space, while private-sphere environmentalism is mostly left to the confines of the individual’s private household. Lastly, the CMFs seem to have the potential to provide a space for social learning that is not yet maximised. Drawing from these key findings, the study’s major recommendation is that forums that facilitate learning, either using the current CMF structure or creating new opportunities, need to be provided as a conduit for social learning and reflexivity to make the existing boundaries between private and public forms of water stewardship more porous. This social learning may expand social practice and thus strengthen social change processes that expand water stewardship practices.

ENGLISH ABSTRACT: The study investigated the nature of a steel production process in South Africa. The Iron and Steel Corporation of South Africa (Iscor) was analysed within various theoretical approaches within the sociology of science and technology. Iscor follows the production processes that are based on a particular paradigm practiced throughout the world by steel-making organisations. The study aims to unlock this paradigm by using specific theoretical (ANT, SCOT and SSR) and disciplinary (MOT) approaches. Each approach provides a unique analytical dimension to the study: the influence of various human and non-human actors, the influence of social pressures, the historical evolution of the current practices and the management of risk. The study explores how Iscor adheres to mainstream scientific work. Hence there is a focus on endogeneous approaches - "processes of technological change and their outcomes are part of what has to be explained and understood" (Rip et ai, 1995). It is also noted that the technologies are derived from practical experiences and processes of scientific research. There is an ongoing attempt to formulate an understanding between technical and social content of steel-making processes because automated plant machinery continue to replace manual labour. Finally, the study investigates how dominant steel-making technologies within lscor's Vanderbijlpark (VP) and Saldanah Bay (SB) plants have evolved to achieve a position of stability.
AFRIKAANSE OPSOMMING: Die studie het oorsake van die staal produksie proses in Suid Afrika geondersoek. Die Yster en Staal Korperasie van Suid Afrika (Yskor) was geanaliseer binne die verskillende teoretiese benaderings in die sosiologie van wetenskap en tegnologie. Yskor volg 'n produksie wat gebaseer is op 'n spesifieke paradigm wat deur alle staal vervaardigde organisasie wereld wyd gepraktiseer word. Die studie beoog om hierdie paradigm te ontbloot, deur spesifieke teoretiese (ANT, SCOT and SSR) en disiplinere (MOT) benaderings te gebruik. Maternal HIV-infection is considered to be a threat to the psychosocial development of AIDS-affected children. In South Africa, AIDS-affected children may be particularly vulnerable due to the unprecedented effects of the HIV/AIDS epidemic on the breakdown of family and community resources in already disadvantaged communities. The aim of this study was to explore the contextualised experiences of two children living with mothers who have HIV by conducting two case studies. Mother-child dyads were recruited from local HIV/AIDS centres and informed consent was obtained. The mothers were in the minor symptomatic phase of HIV-infection and the children were uninfected and aged between 10 and 12 years. Through semi-structured interviewing, the mothers provided background and contextual information about the children. Play techniques were used in the child interviews to encourage the introduction and exploration of issues salient to the children. Play facilitated engagement around sensitive and potentially anxiety-provoking material. A key issue for the children was their concerns about the anticipated deaths of their mothers. The children held misconceptions about the transmission of HIV/ AIDS. They feared HIV/AIDS and expected that others would have negative perceptions of them. Family processes such as secrecy and avoidance around HIV/AIDS-related issues were understood to perpetuate the children's fears and false beliefs in a broader community context that stigmatised HIV/AIDS. It was argued that the mothers' shame over HIV-infection and their need to protect their relationship with their children compromised their ability to communicate openly with their children and to offer them meaningful emotional support. Limited parental involvement was identified as the key contextual process that engendered vulnerability in the children, as they were isolated within and beyond the family. Recommendations to address the processes that engendered vulnerability in the children are discussed.

The need for supportive non-conventional housing environments that encourage cohesion, conflict resolution, independence, self-disclosure, organisation, residential influence and physical comfort, amongst elderly residents is becoming critical, yet the evaluation of existing elderly housing settings is often overlooked. The aim of the research was to identify residents' perceptions of the social climate in shared housing settings, a non-conventional housing initiative being undertaken by non-profit organisations for the low-income elderly population group in Cape Town, South Africa. A case research study involved 45 participants living in 7 of the 13 shared houses affiliated to the Neighbourhood Old Age Homes (NOAH) organization. Using the Sheltered Care Environmental Scale (SCES), participants answered 63 'Yes / No' questions aimed at revealing their opinions of the social climate in the shared homes. The initial findings detected overall satisfaction amongst most residents regarding interfacing social dynamics, suggesting high levels of perceived independence, self-disclosure and residential influence. Mixed results were generally observed regarding interfacing social dynamics related to levels of physical comfort, organization in the homes, cohesion and conflict resolution. The findings suggest that the shared housing concept advanced by the Neighbourhood Old Age Homes (NOAH) organisation has been able to successfully promote a sense of cohesion, conflict resolution, independence, self-disclosure, organisation, residential influence and physical comfort amongst residents, thereby playing a vital role in residents' experience of residential satisfaction in these homes.

ENGLISH ABSTRACT: This study is a case study of the motivation for and application of a theory-driven evaluation approach to a community development programme in South Africa. The motivation for a theory-based approach is explicated within the context of the inability of experimental or ‘black box’ designs to evaluation to provide the requisite information to programme implementers, programme managers as well as policy makers. It also argues that experimental design in evaluation has not lived up to its promise of producing systematic and robust evidence about the impact of projects or programmes. Instead, experimental designs have struggled to maintain the integrity of the designs and are fraught with deficiencies that influence the quality of the results. The research context of a South Africa in the midst of political, economic and social transformation from 1994 to the present, is presented to highlight the complex challenges facing the country in terms of economic upliftment, poverty alleviation and social transformation. The need to evaluate the various interventions and initiatives through policy changes and development programme is then established. One such intervention, a community development programme initiated by the Centre for Community Development (CCD), is introduced as an example of an intervention with the objectives to deal with the challenges listed above. The history and development of programme evaluation as an interdisciplinary, applied field of research are presented to illuminate the multiple purposes assigned to programme evaluation and to create the platform for further arguments for the use of a theory-based approach to evaluation. The history, growth and potential benefits of a theory-driven approach are shared as well as the barriers and critiques from various quarters. A meta-theoretical analysis of the philosophical debates about the paradigmatic choices available to researchers is used to construct the ontological,epistemological and methodological landscape that influences various orientations to research. It shows how different researchers interpret this landscape or framework and locates the theory-based approach to evaluation within a particular brand of realist ontology. Community development is showcased in terms of its central concepts, that is ‘community’ and ‘development’. These concepts, individually and their interconnections, are interrogated and explained for the purposes of generating a conceptual and theoretical framework that is used later in the analysis of the evaluation findings. The research context of the community development programme is then introduced and the evaluation findings are outlined and discussed. The analysis of the evaluation findings reveals the essence of the community development programme and provides guidance for further refinement of the theory-based approach.
AFRIKAANSE OPSOMMING: Die gevallestudie ondersoek die motivering vir die gebruik en implementering van `n teoriegedrewe benadering vir die evaluering van `n gemeenskapontwikkelings program in Suid Afrika. Die motivering vir `n teoriegedrewe benadering word bespreek in die konteks van die onvermoë van eksperimentele of ‘black-box’ benadering tot evaluering om genoegsame informasie aan program implementeerders, program-bestuurders en beleidmakers te verskaf. Daar word ook geargumenteer dat die eskperimentele benadering tot evaluering, ondanks die belofte om sistematiese en gegronde bewyse van die uitwerking van projekte of programme daar te stel, nie aan hierdie belofte voldoen nie. Die eksperimetele benadering worstel ook om die integriteit van die ontwerpe te behou en dit beïnvloed die kwaliteit van die resultate. ENGLISH ABSTRACT: Transformation of South Africa's historically white universities IS evidenced by a diversification of their student and staff populations. The transition from exclusion to inclusion of minority cultures in these university campuses has not been without its challenges for those students. This study provides a record of the experiences of five coloured women who are undergraduate students at Stellenbosch University (SU), a predominantly white institution. The approach used is feminist, grounded participatory action research. Despite institutional policy initiatives, the Coloured undergraduate students in the study did not experience the university environment as inclusive. What emerged was that the women had an acute awareness of othernesses and their own minority status. Factors such as the small number of minority students and the absence of symbols or icons that reflect and acknowledge the presence of diverse cultures exacerbate their feeling of being in the minority or 'tolerated otherness'. The women experienced SU as a university where established practices and traditions continue despite the changing demographics of the student population. This type of organisational culture in which covert and overt resistance to transformation is the norm acts as a constraint on the political will to move from policy to practice and entrenches the marginalisation of minority groups. The study found that integration is left largely to personal initiative. Personal variables such as resilience, strategies for coping with stress and the resolution of identity issues, appear to playa key role in academic success. However, academic success is not always accompanied by successful social integration. Social isolation was found to have a negative impact on personal and academic confidence. Although the women in the study have had relatively negative experiences of transformation, their willingness to engage in reflexive praxis and dialogue could serve as a challenge to SU to engage in a process which acknowledges the concerns, resistance and experience of all role-players.
AFRIKAANSE OPSOMMING: Die transformasie van histories-blanke Suid-Afrikaanse universiteite word gekenmerk aan die diversifisering van hulle studente en personeel. Hierdie proses vind plaas deur die geleidelike wegbeweeg van die algehele uitsluiting van die minderheidsgroepe op die betrokke kampusse tot hulle volledige insluiting by aIle bedrywighede. Die proses is nie sonder uitdagings vir die betrokke studente nie. In hierdie studie word die ervaringe beskryf van vyf bruin vroulike voorgraadse studente aan die SteIlenbsoch Universiteit (US), 'n oorwegend-blanke tersiere instelling. Vir hierdie studie is 'n feministiese benadering wat gebaseer is op deelnemende aksienavorsing gebruik. The primary objective of this study is to establish a holistic view of performance managementsystem in the Provincial Government and to assess the extent of implementation and the application of performance management, together with the challenges facing the social work managers in this regard. Furthermore it sought to identify the gaps and key priorities required for effective and efficient performance management processes. The study was preceded by a comprehensive literature study whereby the necessisty and purpose of performance mananagement were identified. Furthermore the valuable aspects and the characteristics of performance management in social work have been described. The persons involved in the performance management system were investigated tot determine the nature and scope of the performance managegement system that are implemented. The importance of the participation of both the supervisor (manager) and the social worker was determined. The report highlights the importance of a process approach and uses it as a lens for understanding performance management system. It indicate the change in focus from performance evalution to performanance management, which focuses less on productivity or the input or physical activities applied in achieving the results or outputs as such, but rather on the extent to which predetermined objectives/goals are effectively and efficiently met through the measurement of outputs/results against agreed-upon performance standards. An empirical study wat undertaken where both qualitative and quantitative methodologies were applied to achieve the objective of the research. The quantitative methods comprised out of a questionnaires purely for and data collection and the qualitative approach entailed the open-ended questions in the questionnaire. It sought to identify the gaps and key priorities required for the implentation of an effective and efficient performance management processes. The report highlights the importance of a developmental approach in applying the performance management system.

The researcher's experience as a high school mathematics teacher in several African countries convinced her that a good number of mathematics learners exhibit serious difficulties in conceptualising mathematics properly. Her experience in teaching the subject in the Ciskei since 1990 reinforced this conviction. The researcher's natural curiosity to probe into the causes of the poor state of mathematics education in the region served as the springboard into her investigation. Her thoughts developed in line with the emerging educational theories of social constructivism. This provided a conceptual framework for the solution of the problem, the feasibility of which was put to test practically in a Ciskeian classroom. She explicates that the difficulties experienced by the pupils in conceptualising mathematics are philosophically deep rooted and latent in the present system of mathematics education itself, which, in Ciskei, impedes the learners' conceptualisation owing to numerous problems related to their linguistic and cultural situatedness. In the analysis of the present system of mathematics education in the Ciskei she reviews a few recently published mathematics text books in the context of the topics chosen for her research study. The results of her classroom investigation establish that a possible solution to the problem lies in the social constructivist teaching approaches.

ENGLISH ABSTRACT: This study deals with crime prevention within the criminal justice system in response to the current crime situation in the Western Cape. It describes the structure and function of the criminal justice system and assesses crime prevention processes with specific reference to the role of social work within the criminal justice system. It further examines the criminal justice system as practised in the Western Cape, paying specific attention to the role of the police, criminal courts and prisons in the prevention of crime. In line with the nature of the study an exploratory approach was used. The data was collected from both primary and secondary sources. Interviews and observations were the main research techniques used for gathering primary data. Secondary data + was gathered by means of a study of the literature. Structured and unstructured interviews were conducted with social workers, magistrates, police officers, prosecutors, victims, offenders, community workers and other officials of the criminal justice system. These interviews were mainly conducted at Wynberg magistrates' court, Drakenstein Prison (formerly known as Victor Verster Prison) and organisations based in the metro areas and on the Cape Flats. The study was conducted over a period of three years with the interview schedule administered between May and August 2000. A sample of 21 respondents was selected on the basis of a purposive approach and procedure. The comprehensive interview schedule consisted of mainly open-ended and a few closed questions, generating information on the profiles of respondents, crime dynamics in the Western Cape, the sentencing process and prevention strategies, matters related to the criminal justice system and corrections, and the role of community justice in the prevention of crime. The generated qualitative data was analysed and interpreted. The findings suggested the necessity for social work to make a contribution to the prevention of crime in a sensitive and proactive way. The analysis has shown that criminal justice approaches can significantly enhance the process of crime prevention, but that the criminal justice system requires combined strategies and approaches for crime prevention to be effective. It is in this context that the contribution of social work can be much more effective. The recommendations of the study have demonstrated a need for social workers to promote approaches that are premised on a broader understanding of the role of the criminal justice system in the prevention of crime. It is important to state that the study's recommendations for the prevention of .crirne can also be implemented by other role-players, particularly within the criminal justice system.
AFRIKAANSE OPSOMMING: Hierdie ondersoek handeloor misdaadvoorkoming deur die strafregstelsel in reaksie tot die huidige misdaadsituasie in-die Wes-Kaap. Dit beskryf die struktuur en funksie van die stafregstelsel en beoordeel misdaadvoorkomingsprosesse met besondere verwysing na die rol van maatskaplike werk binne die strafregstelsel. ENGLISH ABSTRACT: Learning in young adulthood, especially in communities where there may be substantial barriers to learning and exclusion from formal education, needs further investigation. This study provides an in-depth investigation of six youths’ predispositions to learning while awaiting trial in a place of safety. This study focused on an in-depth investigation of youths’ predispositions to learning in the particular context of the place of safety (Western Cape, South Africa). I have been working with awaiting trial male youths for over four years as principal at the place of safety. The place of safety is a residential facility for boys and youths between the ages of 10 and 16 years who broke the law and who were at risk. The court placed these youths at the place of safety for the duration of their pending court cases, which may take up to two years in extreme cases like rape and murder. They typically come from communities where they had been exposes to violence, substance abuse and crime, both at home and at school. All of the youths at the place of safety broke the law and were awaiting trial; and they had all dropped out of school or had never attended school. The six respondents used in my study either were abusing drugs themselves or witnessed drug abuse. During their stay al the place of safety, the learners undergo various therapeutic programmes. They also attend school, where the curriculum is adapted to the individual needs of the learners. While working with these youths at the school, I became deeply concerned about the limited prospects they seemed to have. I was curious why most of them demonstrated little or no ambition or eagerness to learn, given that they all had literacy levels below the average for their age group and that most of them had dropped out of school or had never attended school. Popular media reports as well as official documents indicate that youths in South Africa – and the Western Cape in particular – are exposed to drug abuse, violence and crime, which may influence the escalating number of school dropouts. An understanding of the predispositions to learning among awaiting trial youths may contribute to a better understanding of the sense of disempowerment within these communities. This research project focused on qualitative case studies where I tried to discover and understand youths’ predispositions to learning. I followed an interpretive approach to provide insights into the life stories of the six respondents between the ages of 14 and 16 years and how they interpret and make meaning of their personal realities. This marginalised group of people had the opportunity to narrate their individual life stories with relation to their experienced learning processes. I conducted this study, collected, and interpreted data over a period of approximately two-and-a-half v years. I collected data from their official files and by conducting in-depth individual interviews. I video-recorded the six personal interviews and used the footage to assist me in the process of data analysis. The thesis presents the life stories of the six respondents as a foundation for a discussion on how we as educators define and practice adult education in the context of marginalised youth.

Hulle het die skool op voortydige ouderdom verlaat of het nooit voorheen skoolgegaan nie. Terwyl hulle by die plek van veiligheid bly, ondergaan hulle verskillende terapeutiese programme. Hulle woon ook skool by. Die leerplan is aangepas na aanleiding van die individuele behoeftes van die leerders. Terwyl ek met hierdie seuns en jeugdiges by die skool gewerk het, het ek besorg geraak oor die beperkte verwagtinge wat hulle klaarblyklik gehad het. Ek het gewonder waarom die meeste van hulle min of geen ambisie toon en klaarblyklik min of geen gretigheid het om te leer nie, veral as in ag geneem word dat hulle vlakke van geletterdheid benede die gemiddelde vlakke van hul ouderdomgroepe is en dat die meeste van hulle die skool voortydig verlaat het of selfs nooit skool bygewoon het nie. Algemene beriggewing en amptelike dokumente dui aan dat jeugdiges in Suid- Afrika – en veral in die Wes-Kaap – toenemend aan dwelmmisbruik, geweld en misdaad blootgestel word. Dit kan invloed hê op die groeiende aantal skoolverlaters. Beter begrip van verhoorafwagtende jeugdiges se ontvanklikheid of predisposisies vir leer kan lei tot beter begrip van die graad van ontmagtiging wat in hierdie gemeenskappe ervaar word. Hierdie navorsingstudie het op kwalitatiewe gevallestudies gefokus waartydens ek gepoog het om jeugdiges se ontvanklikheid of predisposisies vir leer te ondersoek en te verstaan. Vertolkende of interpretatiewe benadering is gevolg om insigte te bekom ten opsigte van die lewensverhale van vii die ses respondente en die wyse waarop hulle hul persoonlike werklikhede interpreteer en verstaan. Hierdie gemarginaliseerde groep mense het die geleentheid gekry om hul persoonlike lewensverhale met betrekking tot hul beleefde leerervaringe te verbaliseer. Ek het hierdie studie oor tydperk van ongeveer twee-en-‘n-halwe jaar uitgevoer, met in agneming van dataversameling en –verwerking. Ek het data versamel deur middel van inligting in amptelike dokumente, asook deur die voer van persoonlike onderhoude. Die indringende onderhoude wat ek met ses respondente gevoer het, is op video vasgelê. Ek het hierdie data gebruik in die proses van dataverwerking. Die tesis bied blik op die lewensverhale van die ses respondente. Dit kan dien as grondslag vir diskoers oor hoe die beoefening van volwasse onderrig en leer teen die agtergrond van gemarginaliseerde jeugdiges gedefinieer en toegepas word.

ENGLISH ABSTRACT: Crime in South Africa is a common occurrence and crimes committed by young people are rapidly becoming a serious problem. During the 19th and zo" centuries, young offenders were institutionalised in reform schools for example. However, social workers and probation officers realized that the confinement in these schools caused frustration amongst the young offenders and also encouraged further deviant behaviour. In South Africa, the Department of Correctional Services implemented community corrections, on 1 June 1993, as an alternative sentence option to imprisonment. Community corrections have two distinctive forms, namely correctional supervision and parole supervision. Correctional supervision is a community-based sentence, which is prescribed by the courts and is served within the community under strict supervision and control of correctional officials and probation officers. The Department of Correctional Services mainly implemented correctional supervision in order to divert young offenders away from being exposed to the harsh and severe life of incarceration. The goal of the study was to explore correctional supervision as an alternative sentence option and present a description of this sentence for the juvenile delinquents. The objectives were to explore the juvenile offender's perception of correctional supervision, the impact of this sentence on the offender's family members and the availability and the role that the probation officers play during the juvenile's sentence to correctional supervision. The contents of the report focused on describing the phenomenon of juvenile delinquency and other related topics, such as theories and contributing factors, and correctional supervision as an alternative sentence option. Exploratory-descriptive research was done and questionnaires were utilized as instruments for data collection from the juvenile offenders, their family members and the probation officers. The juvenile offenders were part of the Department of Correctional Services' (Worcester) justice system and the probation officers are employed at the Department. Conclusions and recommendations are made regarding the respondents' perceptions, opinions and experiences of the sentence of correctional supervision. The proposed recommendations should be a guide for the Department of Correctional Services in order to change certain factors that contribute to the poor co-operation of juvenile offenders sentenced to correctional supervision.

ENGLISH ABSTRACT: Mentoring as a professional development strategy forms an integral part of the Advanced Certificate: School leadership that was introduced in 2007 by the National Education department as an entry qualification in the school principalship. The Advanced Certificate in Education: School Leadership is aimed at capacitating school leaders to address the challenges experienced by school principals. The primary objective of this study was to investigate whether the mentorship component of the course is experienced as a form of social learning by the candidates. To achieve this goal, open-ended questions were prepared and administered during semi-structured interviews with the school principals who have been mentored within the ACE programme. The interviews were conducted to ten (10) participants including principals, deputy principals and heads of departments (school level) within the Gert Sibande District (Mpumalanga Province). The investigation highlighted that principals do indeed experience mentoring as a form of social learning. This was confirmed by the statements given by the interviewed principals that their learning was based on learning from each other through observation and engagement as well as through their mentors. This learning is confirmed by Bandura’s Social Learning Theory (1977) which suggests that learning takes place through observation and positive behaviour of the mentor. Based on the findings, the main recommendations were that mentorship, as social learning, should be extended to all school leaders and ultimately to school educators, that a mentoring unit should be based at each district office, that the selection of mentors should be carried out carefully so that protégés could benefit maximally and that the period of mentoring should go beyond merely being a component of an academic course.
AFRIKAANSE OPSOMMING: Mentorskap as ‘n professionele ontwikkelingstrategie vorm ‘n integrale deel van die Gevorderde Onderwyssertifikaat: Skoolleierskap wat in 2007 deur die Nasionale Onderwysdepartement as ‘n toetree-kwalifikasie vir skoolhoofde ingestel is. Die Gevorderde Onderwyssertifikaat: Skooleierskap is gerig op die kapasitering van skoolleiers om die uitdagings wat die posisie van Skoolhoof meebring aan te spreek. Die primêre doelwit van die studie was om vas te stel of die mentorskapkomponent van die kursus deur kandidate as ‘n vorm van sosiale leer ervaar word. Om die doel te bereik is oopvrae voorberei en geadministreer tydens semi-gestruktureerde onderhoude met skoolhoofde wat as deel van die Gevorderde Sertifikaat: Skoolleierskapkursus gementor is. Die onderhoude is gevoer met tien skoolhoofde, adjunkhoofde en departementshoofde van die Gert Sibande distrik (Mpumalanga). Die ondersoek het aan die lig gebring dat skoolhoofde wel die mentorskapproses as ‘n vorm van sosiale leer ervaar. Hierdie aspek is bevestig deur die respons van skoolleiers dat hulle van mekaar geleer het deur observasie en braadslaging asook deur die modelering van mentors. Diè vorm van leer strook met Bandura se Teorie van Sosiale Leer (2007) wat die idée onderskryf dat leer plaasvind deur observasie en modelering van positiewe gedrag van die mentor. A measure of four types and five contexts of alienation, as well as ten personality traits, was obtained via the ·application of the Alienation Test and Howarth's Personality Questionnaire. The sample (~= 195) comprised of both high school pupils and adults drawn from the local population of English and Afrikaans speaking Whites and "Coloureds" from a town in the Eastern Cape of South Africa. These six sample groups allowed for comparisons on the measures for factors such as race, age and cultural differences. The literature review showed repeated reference to the "alienation" of the "Coloured" people of South Africa in the political, social and cultural spheres. However, the research in this area has been sparse. The main object of the study, therefore, was to determine if "Coloureds" do feel alienated, as well as the contexts of this alienation, using Whites as a comparative group. possible differences in personality traits between "Coloureds" and Whites have been associated with the differences in behaviour exhibited by these two groups, but past research has failed to find many differences. The second objective of this study, therefore, was to determine if there are differences between the personality traits of "Coloureds" and Whites, and to extend the past research. Researchers have shown that there is a relationship between alienation and personality traits, but have not adequately addressed the nature of this relationship or its implications. Following from this, the third objective of the study was to examine the relationship between alienation and personality traits, as well as their ability to predict alienation. Results on the Alienation Test showed that "Coloureds" do differ significantly from Whites and exhibit far higher levels of alienation. These differences are most marked on those types and contexts of alienation reflecting a distance from the social and political environment. Results on the personality measure showed minimal differences in personality traits between the groups. Where they were evident, they could be attributed to environmental factors. Lastly, there was a relationship between alienation and certain personality traits, but these traits had limited power to predict alienation. Taking all findings of the study into account, it is evident that the social environment, and specifically a discriminatory social environment, affects feelings of alienation to a far greater extent than personality traits. In addition, the large differences in scores of the "Coloured" and White groups on the measure of alienation and the minimal differences on the measure of personality, provides evidence that what is measured by alienation and what is measured by personality traits, are two distinctly different constructs.

ENGLISH ABSTRACT: The South African wine industry has a history of super-exploitation. Wine farm labour practices such as paternalism, tied housing, tied employment and the tot system have maintained farm worker communities in a trapped and dependent position. Within these trapped farm worker communities social pathologies such as alcohol abuse, a highly unstable family life, illegitimacy and illiteracy are common. On an individual level, members of these communities are predominantly low in selfconfidence, self-esteem, self-reliance etc. On a communal level, domestic violence, child battering, drunken brawls, knife stabbings etc. are common in farm worker communities. In response to these conditions in wine farm worker communities, a number of initiatives have been launched within the South African wine industry. This research study focuses on one of these initiatives, called the New Beginnings project. As one of the first projects of its kind, it succeeded in releasing a farm worker community from its trapped and dependent position. This was the outcome since the project succeeded as a community development process. The community development process is essentially about building or increasing social capacity. The building of social capacity refers to a process whereby both agency and solidarity are increased within a community. Agency or capacity building has to do with the building of values, attitudes, knowledge, skills and personal qualities, e.g. self-esteem and self-reliance, of individual community members, while solidarity has to do with the building of cohesion, trustful relationships and connectivity among various community members. The New Beginnings project illustrates that community development practice that abide by guiding principles that aim to achieve both agency and solidarity building within a community, would eventually result in the sustainability of the project.
AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse wynbedryf het ‘n geskiedenis van super-eksploitasie. Arbeidspraktyke soos paternalisme, gebonde behuising, gebonde indiensneming asook die dopstelsel het verseker dat plaaswerker-gemeenskappe in ‘n gevange en afhanklike posisie gehou word. Die gevolg is dat sosiale euwels soos alkoholmisbruik, ‘n hoogs onstabiele gesinslewe, onwettigheid asook ongeletterdheid algemeen voorkom in hierdie gevange plaaswerker-gemeenskappe. This thesis presents a first analysis of how the South African fisheries authority (MCM) has utilised its fisheries management toolbox and governance framework in response to the emerging biological, economic and social challenges of post-apartheid fisheries in the Eastern Cape Province. Despite recognition of the socio-economic circumstances of traditional subsistence fishers in the region, the national fisheries management authority implemented a 'target resource orientated' management approach similar to that used for South Africa's rights-based commercial fisheries. Anecdotal evidence of entrenched illegal fishing for abalone, spiny lobster, and species targeted by subsistence fishers however suggested that MCM's management approach was encountering serious problems, as the needs and circumstances of inshore fishers and fishing communities were not adequately being understood and addressed. A review of fisheries management literature therefore shaped the hypothesis that an underlying governance problem was responsible for the symptoms of management failure being observed. In this regard, management is seen as more concerned with the technical and regulatory measures of the day-to-day operations of regulated fisheries, while fisheries governance needs to take account of "the sum of legal, social, economic and political arrangements used to manage fisheries ... ". Thus, governance includes policy making and management decision-making, with simultaneous recognition of issues outside of the fisheries sector. It thus appeared that the underlying problem was rather one of broader fisheries governance and inappropriate governance objectives with consequent inappropriate resource management arrangements. This thesis set out to gather evidence to test this hypothesis.

Until the advent of democracy in 1994, apartheid education in South Africa was segregated along the lines of race and ethnicity, consequently disadvantaging historically Black universities. The implications of an undemocratic system meant that the educational experiences of students from historically disadvantaged education systems might be compromised. The impetus for this study arose from observations that students in a sport studies classroom were not engaging with one another, as they were organising themselves with peers from the same cultural group in classroom. While literature asserts that student engagement is linked to student success, explicit views of cross-cultural engagement fall short in the South African context. This study avers that traces of historically segregated cultures and sub-cultures are evident in a diverse institutional space. As diverse groups of students enter the classroom, it has been observed that they tend to gravitate toward peers from the same cultural groups. While a diverse classroom should create a culturally rich environment for knowledge building, through collaboration and engagement with peers, the diversification in the classroom hindered engagement and interaction, as well as knowledge sharing and cross-cultural student engagement. Knowledge, therefore, is generated and shared in cultural clusters, instead of across cultural clusters. The aim of this study is to develop a social-constructivist game-based learning model, by critically exploring the production and reproduction of cross-cultural interactions, using emerging technologies in sport studies. Game-based learning is regarded as a promising vehicle to facilitate students' active participation and engaged learning. This study, therefore, focused on digital games, wikis and blogs, as tools to transform social practices that impede cross-cultural engagement. Since sport is seen as a vehicle for social change, it may create a space where cross-cultural interactions can take place, thereby promoting social change and cohesion in a sport studies classroom. This study employed a sequential exploratory mixed method approach. The research approach involved the design and development of a digital game, which was then tested during the pilot phase of the project. After verification of the tool by the pilot study participants, data were collected from two cohorts of a sport studies discipline, across two phases of this study. This meant that the digital game functioned optimally without any malfunction. This involved 106 participants from a total population of 171 students. Phase One comprised a digital game-based intervention only. Phase Two comprised a game-based learning intervention, an authentic wiki task and a reflective blog. In order to determine the effect of the intervention on cross-cultural engagement, both quantitative and qualitative data were collected. Quantitative data consisted of validated pre- and post-test questionnaires. Quantitative data was analysed using inferential and descriptive statistics on SPSS v20. A repeated measures ANOVA was conducted on the data. Qualitative data comprised five focus group discussions and 58 reflective blog entries. Qualitative data were captured, coded and analysed using Atlas TI. The findings of the quantitative data reveal that there are distinct group preferences, which are linked to historical legacies of segregation, including socio-geographic containment. Crosscultural interactions are informed by mental traces, based on prior experiences, hindered by alliances. In addition, interaction preferences are linked to cross-cultural engagement. Structures that informed students' understanding of interactions were produced and reproduced as cross-cultural interaction was elevated because of group interaction. This study found that students drew on material resources, such as digital games, wikis and blogs to make sense of their interactions, which resulted in the reproduction and modification of rules (modalities), in order to recursively reproduce their social actions. This study concludes that games, alone, do not facilitate cross-cultural engagement, but need to be augmented with other technology tools, in order to produce and reproduce social practices of cross-cultural engagement in the classroom. This study also offers a theoretical contribution, in the form of a social-constructivist game-based learning model, to address cross-cultural interactions in the classroom.

The study was aimed at investigating the effectiveness of social support mechanisms provided to HIV and AIDS orphans in Tembisa, Gauteng Province. An interview guide was designed and it guided the in-depth interviews with HIV and AIDS affected and infected orphans. In addition, a focus group was run with the social workers and the children‟s caregivers. Empirical findings gathered were based on the qualitative information from the participants. The findings indicated that social support systems were effective although there were various challenges facing their smooth running. Firstly social support provided to orphans is mainly provided by caregivers, social workers, schools and the government. Secondly for some, the support is not entirely enough to help them cope with life. The minority of the orphans indicated that they were not even aware that they were orphaned. The study therefore recommends that social workers and caregivers be trained on how to be effective social support systems for HIV and AIDS orphans. Furthermore psycho-social support groups need to be more informational and inclusive of HIV and AIDS orphans.

The use of cellphones has increased all over the world. That invites many academics to conduct research on the usage of these devices, especially by young people, since young people join Social Network Sites (Facebook, Mxit, 2go, Whatsapp) and use a shorthand language. Most studies are related to the use of English and other languages that are recognised by computer software. There are few studies, if any, that have been done in relation to the use of African Languages on these sites. This research therefore aims to seek to explore the use of African Languages, especially isiXhosa, in assessing how technology might help in language development through the usage of SNSs that learners already use to equip them with educational material in their mother tongue. This study was conducted in two high schools, Nogemane Senior Secondary School in a disadvantaged and remote rural community with limited access to additional educational material such as magazines, newspapers, and television. The school also lacks basic study materials such as textbooks from the Education Department and they have no access to a library and laboratory. They also only have very few subjects to choose from. Nombulelo Senior Secondary School is in Grahamstown. This school has good infrastructure and learners have access to different technological devices and they can access libraries. What is common between learners in both schools is that they are all doing isiXhosa as a first language and are using SNSs to interact with each other. This study has found that learners enjoy using SNSs rather than reading the printed books. Furthermore, they enjoy and prefer interacting in isiXhosa in their conversations. Learners also use the web to post and show their creative writing, regardless of the shorthand form writing they use on the SNSs. This study has found that learners are not well equipped with basic isiXhosa skills when reaching the FET phase. They lack the understanding of standard isiXhosa idioms and proverbs. That clearly means that they are equipped in the more modern forms of literature rather than the traditional oral forms. IsiXhosa teachers also see SNSs as the better platform to engage with learners and they suggest that there must be a section in the subjects at school that teaches about cyber bullying and being safe online. This thesis also presents examples of new and contemporary forms of SNS-speak that are used by learners in both the rural and urban schools. This study is more concerned with SNSs for literacy development and to assess whether the shorthand writing has negative or positive effects in writing isiXhosa. This is done against the backdrop of a literature review which explores new literacies, computer mediated communication, social identity models as well as language policy and planning.

ENGLISH ABSTRACT: Identity has been a contentious issue in South Africa for many years. This created many problems including, among others, discrimination against people on the basis of race and gender. When the new government came to power in 1994, it promised to make valuable changes, and hence programmes such as affirmative action and black economic empowerment were introduced. This study investigates perceptions of students at Stellenbosch University (US) towards identity politics of race and gender after 1994. The subject of investigation includes, inter alia, student accommodation, language of tuition, relationship between students, class participation, sexual harassment and politics (affirmative action and black economic empowerment). This research investigates the university's treatment of students and how students themselves treat each other. Information was collected through a survey using a questionnaire in four selected residences, viz. Concordia, Goldfields, Huis DeViIIiers and Lobelia. The findings of this study indicate that there still are some problems as far as identity politics of race and gender at the US are concerned. For example, this study came to the following conclusions: • The majority of students from the three racial groups who participated in this study have a perception that racial divisions still exist at the US in three areas (classroom, residences and the student centre). The perception is these divisions are caused by the fact that students come from different cultural backgrounds. Language differences also play a role in this respect; • The majority of students also have a perception that black students are less likely to speak in class because they feel intimidated; • The majority of black and coloured students support the ANC (African National Congress), while the majority of white students support the DA (Democratic Alliance). Although this is the case, this research also finds that many students at the US do not want to indicate their political support; • Black and coloured students are positive about the role of Affirmative Action (AA) and Black Economic Empowerment (BEE), whereas white students have a different view; • Women students at the US have a perception that South Africa is still confronted by a problem of gender inequality; • The majority of students have a perception that white men are the worst affected group by AA and BEE; • Most students, regardless of their race or gender, feel protected at the US. There is a perception that there is no gender discrimination by their lecturers; • Men and women students view sexual harassment differently; for example, women students view sexist jokes and wolf-whistling as constituting sexual harassment while men students have a different view. They all have perception that women students are the one who experience more of these forms of sexual harassment than their male counterparts do.

ENGLISH ABSTRACT: It is estimated that 70% of sub-Saharan Africa’s urban population resides in informal settlements. Cape Town (South Africa), in particular, has a projected 223 informal settlements within its boundaries (which house almost 136 000 households). The national government has attempted to meet housing needs through the upgrading of informal settlements. In situ upgrading has been seen as a particularly popular route to follow. This study aimed to investigate the City of Cape Town’s governmentality in the in situ upgrading of Makhaza and New Rest in Cape Town and explore the implications of this governmentality for women’s social networks in these two settlements. The study focused on the governmentality elements of rationalities, practices and techniques and counter-conduct. A review of the literature shows little attention has been paid to the various governmentalities (practice, techniques and rationalities) that exist within informal settlement upgrading. The literature has also not paid much attention to how the governmentality of those undertaking informal settlement upgrading, relates to women’s social networks (and their governmentality) within upgraded sites. The research made use of qualitatively-driven methodologies and approaches, employing the techniques of Neighbourhood Social Mapping, Social Network Assessment (SNA), semi-structured interviews, questionnaires, transect walks, observational studies and secondary data gathering. The study found, amongst other things, that the governmentality (rationalities, techniques and practices) used by the City to plan and implement the upgrading of informal settlements differs from that of the women’s social networks. The profound differences in governmentalities have meant that the settlements do not meet the needs of the women and their social networks. In response the women have redesigned their new settlement to meet the needs of their social networks. Integral Theory is used in this thesis to map and better understand the differing governmentalities and their relationship and was used to propose an Integral approach in managing differing governmentalities. The thesis suggests that, in order to understand fully and respond appropriately to the challenges faced in upgrading, those in power need to be aware of and include all perspectives and actors within their upgrading process and practice.
AFRIKAANSE OPSOMMING: Daar word beraam dat 70% van sub-Sahara Afrika se stedelike populasie in informele nedersettings woon. Kaapstad (Suid-Afrika), spesifiek, het ‘n beraamde 223 informele nedersettings binne die grense (wat omtrent 136 000 huishoudings huisves). Die nasionale regering het onderneem om behuisings behoefte te voorsien deur die opgradering van informele nedersettings. In situ opgradering is gesien as ‘n besonder gewilde roete om te volg. Hierdie studie het gepoog om die City of Cape Town (die Stad) se governmentality te ondersoek in die opgradering van Makhaza en New Rest in Kaapstad. So ook om die implikasies van hierdie governmentality vir vroue se sosiale netwerke in hierdie nedersettings te verken. Die studie het gefokus op die governmentality (regeringsmentaliteit) beginsels van rationaliteite, praktyke en tegnieke en teen-optrede. ‘n Oorsig van die literatuur toon min aandag is geskenk aan die verskillende governmentalities wat binne opgraderingsprojekte vir informele nedersettings bestaan. Die literatuur het ook nie veel aandag gegee aan hoe die governmentality van die onderneming van die informele nedersettings met betrekking tot vroue se sosiale netwerke (en hul governmentality) binne opgradeerde terreine. Die navorsing het gebruik gemaak van kwaliteits gedrewe metodologie en benaderings, die gebruik van tegnieke van omgewing sosiale kartering, sosiale netwerk beraming, semi-gestruktureerde onderhoude, vraelyste, deursnee wandeling, waarnemings studies en sekondêre data insameling. Die studie het onder andere bevind dat die governmentality (rationaliteite, tegnieke en praktyke), soos gebruik deur die Stad om opgradering van informele nedersettings te beplan en implimenteer, verskil van die van die vroue se sosiale netwerke. Die diepgaande verskille in governmentalities het gelei daartoe dat die nedersettings nie voldoen aan die behoeftes van die vroue en hul sosiale netwerke nie. In reaksie daarop het die vroue die nuwe nedersetting herontwerp om in hul sosiale netwerk behoeftes te voorsien. Integrale Teorie is in hierdie tesis gebruik om die verskille in governmentalities en hul verwantskappe uiteen te sit en beter te kan verstaan en ook om die Integrale benadering in die hantering van verskillende governmetnalities voor te stel. Die tesis dui daarop dat in orde om ten volle te verstaan en toepaslik te reageer op die uitdagings wat gepaard gaan met opgradering moet die wat in beheer is van alle perspektiewe en akteurs binne die opgraderings proses bewus wees en dit in ag neem.

Violence against women is a global phenomenon and it has over the past three decades occupied a central position in international discourse. Despite the extensive literature, little has been documented about the social support services offered to the abused women in shelters. A qualitative research approach was employed in this study to explore, describe, and contextualise the experiences and challenges of social workers in the social support services rendered to abused women in shelters. The participants were selected using purposive sampling, and semi-structured interviews were conducted with social workers involved in rendering services to abused women in shelters in Gauteng. Ethical issues were taken into consideration. Data were analysed using Tesch’s eight steps (in Creswell, 2009) and verified using Guba and Lincoln’s model (in Krefting, 2003) to test the trustworthiness of the data. The key findings of the study highlight the important role that social workers who provide social services to abused women in shelters play in the process of empowerment and protection of these women, who benefit from the social support service programmes that the shelters render on a daily basis. These findings also reveal that due to limited resources, the social workers cannot provide these social support services effectively without assistance. This study also reflects the need for a multidisciplinary approach, and emphasises the need for other stakeholders such as the SAPS, Health, Home Affairs, Department of Social Development, and the embassies of foreign countries to play a more significant role within the sheltering services in order to provide a comprehensive service to abused women. It is clear that social workers have limited professional support and experience many challenges in rendering social services.

Chemical substance abuse remains a major global health and social problem in a South African context. Social workers are one of the professionals who provide social welfare services to adolescents abusing chemical substances. However, social workers are not prepared enough in terms of training and workshops to provide drug dependency treatment to adolescents abusing chemical substances. This study therefore contributes to an emerging body of literature on chemical substance abuse, as there is a lack of information within the Department of Social Development in Lepelle Nkumpi Municipality of Limpopo concerning social workers’ preparedness, experiences and challenges in rendering services to adolescents abusing chemical substances. Furthermore, the study will generate new information that will assist the Department of Social Development to make necessary changes to social welfare services rendered to adolescents abusing chemical substances, and consideration will be given when drafting a framework for treating chemical substance abuse. A qualitative approach was adopted to explore, describe and contextualise social workers’ preparedness, experiences and challenges experienced during their work. Participants were selected using a non-probability technique of purposive sampling. As a data collection method, in-depth, one on one semi-structured interviews were conducted with seven social workers working with adolescents abusing chemical substances. Data was analysed using Tesch’s eight steps and verified using Guba and Lincoln’s model to test the trustworthiness of the data. Ethical considerations adhered to throughout this study were informed consent, right to privacy, avoidance of deception, debriefing of participants and management of information. Findings of the study confirmed that there are no clear guidelines in rendering social welfare services to adolescents abusing chemical substances by social workers. The study further revealed that social workers’ training is generic in nature, therefore they are not well trained to render services to adolescents abusing chemical substances. They therefore lack resources and support to adequately execute social welfare services to adolescents abusing chemical substances. Lack of services for adolescents was also identified as a burning issue. Furthermore, treatment and prevention of chemical substance abuse is overlooked. Based on the research findings, recommendations pertaining to social work practice, social work training and education, social welfare policy, and further research were put forward.

Social work, as a profession, is critical for societies as it aims to promote social change and development, as well as social cohesion and the empowerment and liberation of people. Whereas the working conditions of social workers have been the focus of previous research, the topic of social workers’ personal safety challenges and the coping strategies employed during social work service delivery seems to be sparsely researched and documented in indigenous literature. In view of this, I designed a research project aimed at exploring the personal safety challenges that social workers encounter and the coping strategies they employ during social work service delivery from a qualitative research approach with a collective case study design, coupled with an explorative, descriptive, contextual and phenomenological research design, with a view to proffer suggestions for promoting social workers’ personal safety. From the conception of the research project, up until its finalisation which culminated in this research report, I observed the ethical principles of informed consent, anonymity, and confidentiality in the context of the management of information. I employed semi-structured interviews as a data collection method from a sample of 14 purposively selected social workers in the employ of one government Department and three non-profit organisations in the Tshwane region. Data was analysed using Tesch’s (1990) steps and data verification was done through Gibbs’ (2008) model. I utilised Schlossberg’s (1981) Transition Process Model as the theoretical lens in this study. Based on the findings presented in this research report, it is evident that social workers face various challenges in terms of their personal safety, ranging from being physically attacked and being at the receiving end of aggressive behaviour from distressed, frustrated, and hostile service users, to facing risks to their personal safety in the social work offices and whilst on the road during fieldwork or in the communities they serve. The various coping strategies that social workers employ as way of dealing with the incidents and situations in which their personal safety is compromised include speaking to a supervisor, colleagues, friends, or a therapist; using their personal faith; remaining calm and withdrawing from the unsafe situation; and enlisting the help of the police or ensuring that they are accompanied by colleagues when doing fieldwork. The research findings included the suggestions proffered by the research participants on how to promote the personal safety of social workers and these are directed at employer organisations and social workers themselves. In addition, recommendations are provided which are directed towards social work practice; social work education and training; and continuous professional development. There are also recommendations for areas of further research.

In recent years, South Africa has attracted migrants from other African countries, many of whom find work in the informal sector of the economy. At the same time, African migrants elsewhere in Europe and the US have been shown to have higher rates of HIV infection than the general population. In South Africa, however, little is known about the vulnerability of international migrants to HIV infection. This study explored HIV/AIDS risks among informal economy migrants in the broader context of migration. The objective is to explore HIV/AIDS risk among migrants and to understand how migration experiences shape vulnerability to HIV/AIDS. This is a case study of ten Nigerian migrant traders in the Church Walk flea market in Durban. Ethnographic methods such as participant observation, individual and key informant interviews, as well as informal group discussion were used to collect in-depth data on migrants' motivations for migrating, challenges faced upon arriving in South Africa and sexual risk behaviours. It was found that migrants become vulnerable to HIV/AIDS both during the process of migration and once settled in the informal economy. Migrants found it difficult to secure jobs once in South Africa. Consequently, they had to deal with disillusionment, hunger, homelessness and hopelessness. During this period of hardship, migrants indulged in risky sexual practices such as having unprotected sex with casual partners as a means of dealing with their precarious situation. Migrants also had unprotected sex with many regular and casual partners once in the flea market where, as a last resort, they had found self-employment but had no access to HIV/AIDS intervention programmes. Reasons cited for risky sexual behaviour included separation from regular partners, loneliness, sexual pressures and the lack of social sanctions, which regulated sexual behaviour in their home country. The findings show that international migrants in the informal economy are a potential high-risk group for HIV infection and could transmit HIV to local partners as well as regular partners in their home country. This study highlights the need for interventions to reach this population.

Modern society is increasingly threatened by organised crime. Crime undermines democracy and causes harm to the general functioning of a country and the quality of life of its citizens. A lack of protection measures for witnesses of crime renders the criminal justice system weak and ineffective in its quest to fight crime. Witness protection programmes and the testimony of a witness play a pivotal role in the fight against organised crime, without which securing successful prosecutions becomes a daunting task. Despite the important role of witnesses in the criminal justice system, there seems to be a dearth of literature focusing on the experiences of witnesses within the South African context. The researcher was able to gain an in-depth understanding of the experiences, challenges, and coping strategies of witnesses by employing an instrumental case study design within the framework of exploratory, descriptive, and contextual research from the vantage point of witnesses and staff members in the witness protection programme in South Africa. A total number of 30 participants were recruited by means of purposive sampling. Data was collected through individual, face-to-face interviews undertaken in six provinces. Analysis of the data was conducted in line with the eight steps of data analysis proposed by Tesch (in Creswell 2009:186) and Guba’s principles of trustworthiness were employed in the verification of the data. The ethical principles of informed consent, confidentiality, anonymity, beneficence, data management, and debriefing were observed. This study drew from Caplan’s (1964) crisis theory and the coping theory by Lazarus (1993). The findings of this study revealed that there is a general lack of awareness among the communities and members of the criminal justice system about the existence of the witness protection programme in South Africa. Witnesses also expressed that they found it difficult to cope and adjust in the programme, because of challenges such as social uprooting and isolation. While some witnesses were able to adjust, some resorted to exiting the programme prematurely. Suggestions by participants towards the support of witnesses paved a foundation for the development of guidelines for coordinated service delivery in the South African Witness Protection Programme.

This study was interested in exploring the perceptions and experiences of social workers about the nature and contents of conducting risk assessments with child offenders. Considering the high level of crime and reoffending in South Africa, effective assessment is imperative. The goal of the research was to develop an in-depth understanding of how risk assessments of child offenders are conducted in practice. This was done by applying a qualitative research methodology. The study was conducted in the Western Cape. Data were collected by means of semi-structured interviews. Purposive sampling was employed and data were analysed according to the framework provided by Tesch. The findings indicated that although prescribed instruments are used in the risk assessment of children in South Africa, they all have definite limitations. To enhance the quality of service rendered to child offenders, the development of a standardised risk assessment instrument is needed.

This study investigates whether public works programmes are a means to sustainable livelihoods using the Zibambele road maintenance programme, a public works anti-poverty programme implemented in KwaZulu-Natal, South Africa. The study is driven by the rising levels of unemployment and poverty that prevail in the country. Poverty has a spatial dimension with rural areas bearing a large proportion of the poor, particularly women. Sustainable livelihoods would rely at least in part on an improvement in women's positions. The focus of this study is to establish whether Zibambele has an impact on women's control over household resources, decision-making, power in the household and securing livelihoods. In addressing unemployment and poverty, the developmental reforms of the government in South Africa have gone against the argument that market driven reforms alone, render economic growth. The South African government has addressed poverty and unemployment through a wide range of options such as public works, which embody John Keynes' idea of the need for state intervention in the workings of the market. It has implemented a variety of social assistance programmes. Public works programmes are heralded as playing a dual role: providing employment to unemployed people who are economically active, and, on the other hand, creating useful economic infrastructure. Women are specifically targeted and approximately 95 per cent of contractors are women. Zibambele aims to improve their position by reducing their risk of poverty. The data was collected by interviewing contractors of the Zibambele programme who reside in Nkwalini in Umbumbulu (Durban region) and Nxamalala, in Sweetwaters (Pietermaritzburg region) in KwaZulu-Natal, and through focus group discussions. The interviews were supplemented with information from DoT officials and documentation from the department. The analysis shows that the Zibambele programme has significantly helped many women. Zibambele promotes livelihood activities of contractors and in some instances gives the women power to make decisions in their households. It also shows concludes that the programme gives women dignity, which further enables them to engage in activities that bring money to their households. Although Zibambele has positive benefits for short-term unemployment, this may not be applicable in the long-term and can create serious effects on the poor participating in the programme. In light of this, sustained employment is needed for poverty reduction. The South African government has realised that with the scale of unemployment and poverty that exists the market cannot simply be left to resolve these problems, instead an active state is needed. Therefore it has actively directed resources to the poor through the implementation of public works and social assistance.

This paper examines factors militating against social workers’ endeavours to undertake postgraduate studies. The model of Maintaining Professional Competence was considered to guide the study with a sample of ten (10) participants who were all interviewed face-to-face in Driekop (Sekhukhune District), Limpopo Province (RSA). An interview guide was utilised in the foregoing. Content Thematic Analysis was used to make sense of the findings. The findings indicate that social workers’ aspirations to improve their qualifications are hampered by the following impediments: heavy workloads and family commitments; financial constraints due to meagre remuneration; lack of motivation and poor prestige of the profession fueled by little or no consideration of postgraduate qualifications by employers; and poor reading habits and lack of information on postgraduate sponsors. Despite the aforementioned barriers, social workers acknowledged the value of postgraduate education in their lives. Given these findings, the researcher recommends that: • Postgraduate qualifications in social work need to be incentivised. • Social work salaries need to be improved/commensurate with qualifications, and competitive incentives provided as well. • Social workers’ heavy workloads need to be reviewed. • Social workers need to make efforts to inculcate reading habits amongst themselves. • Social workers must strive to balance work and family commitments to make time for further studies. • Social workers as well as their employers should seek or source scholarships for post-graduate studies.

Children in children’s homes often make use of specific behaviour - defined as contact boundary disturbances in Gestalt theory - as a result of their intense emotional needs, but also to protect themselves or to be assertive in their current environment. This qualitative, applied study aimed to determine and describe the way the child care workers of a rural child and youth care centre manage and experience the contact boundary disturbances of children in the children’s home. Semi-structured interviews were conducted with eight child care workers. In conducting the study, the researcher found that the child care workers had inadequate knowledge and insight regarding contact boundary disturbances and how to handle it. It was concluded that the management of children’s homes must ensure that training and support are provided to child care workers so that their needs are addressed in order to prevent burnout. Recommendations that will be valuable with respect to the handling skills and emotional experiences of child care workers were made.
